Some area residents are protesting a proposal by Duke Energy Florida to expand an electrical substation at Smith Road and Satin Leaf Lane in Wesley Chapel. On the momentous occasion when Florida issued its first drivers’ licenses in 1940, Ruth Smith made history. County Judge O. L.
