Bell Lake Road detour planned in March

A portion of Bell Lake Road will be closed from Lake Padgett Drive to Peninsular Drive for eight days in mid-March, to allow safety work to be completed on the road.

The road closure in Land O’ Lakes is scheduled to commence at 5 p.m., on March 13 and will continue until 7 a.m., on March 22.

Kamminga & Roodvoets Inc., requested the detour, in order to complete the project. The Pasco County Commission approved the detour request at its Feb. 9 board meeting.

During the closure, those west of the portion that is closed, can take Bell Lake Road west to U.S. 41. At U.S. 41, they can head north traveling toward Hale Road, or south, traveling toward State Road 54.

Those east of the closure, can travel east on Bell Lake Road to Collier Parkway. At Collier Parkway, they can head north to Hale Road, where they can head west on Hale Road to get to U.S. 41.

Or, they can head east on Bell Lake Road to Collier Parkway, and then go south on Collier Park to get to State Road 54.

The project that is being completed consists of extensive infrastructure and safety improvements – including road reconstruction, stormwater modifications, curb and sidewalk – along Bell Lake Road, from east of U.S. 41 to Banjo Lake Road.

The current open ditch stormwater system will be converted to a closed, piped system.

This improvement allows room for sidewalks and reduces drop-off hazard related to the current ditches.

The new roadway will include one 12-foot lane in each direction, curb and gutter, and a 6-foot sidewalk on the north side of Bell Lake Road.

The speed limit is 30 mph.

Bell Lake Road project begins in January

Pasco County’s Bell Lake Road Improvement Project in Land O’ Lakes is scheduled to begin on Jan. 4, and run through spring 2022.

The year-plus project will consist of extensive infrastructure and safety improvements — including road reconstruction, stormwater modifications, curb and sidewalk — along Bell Lake Road, east of U.S. 41 to Banjo Lake Road, according to a Pasco County news release.

Eastbound and westbound lanes on Bell Lake will remain open as much as possible during the project; however, lane closures and full road closures could be necessary, periodically.

Drivers should be aware of traffic pattern changes, including lane shifts, slower speeds and full detours.

A full road closure and detour is tentatively scheduled to begin mid-March, for approximately eight days. Reminders and planned detour routes will be published prior to the closure.

Project details include:

  • Construction hours from 7:30 a.m. to 4 p.m.
  • Nighttime work during the eight-day detour period
  • Residents always will have access to their homes
  • Construction team will coordinate with emergency response and public transportation agencies to ensure uninterrupted service
  • Project completion in early spring 2022

The COVID-19 pandemic, coupled with the upcoming Presidential election, has created an environment where sellers are holding off on listing their homes due to the uncertainty of the nation.

Because of this, this year’s real estate inventory is at an all-time low with only a 1-month supply of homes. To put it in perspective, a normal market is typically between a 4-month to a 6-month supply of homes.

New subdivision approved off Bell Lake Road

The Pasco County Commission has approved a rezoning for a 27-home subdivision, at the northwest intersection of Bell Lake and Alpine roads.

The site for the proposed subdivision is about 1 mile east of U.S. 41, in Land O’ Lakes.

The approval will allow houses with a minimum of 40-foot-wide lots to be built on the 9.5-acre site.

The board’s vote, at its Feb. 4 meeting, was the second time it approved the request.

A previous vote, taken on Jan. 7, was voided after it was discovered an error had been made on the public notice of that meeting.

Todd Pressman, representing the applicant, said plans call for a rental home community.

The price points of the homes being constructed there would be in mid-200s to mid-300s, he said, but they are being built for a segment of the market that prefers renting to home ownership.

Pressman showed the board a power point with representations of the type of houses that American Homes 4 Rent plans to build.

Several neighbors spoke against the requested rezoning. They said the lot size is incompatible with surrounding developments.

They also cited concerns about the condition of area roads that would serve the subdivision. Other worries include potential impacts on the area’s drainage, and potential safety hazards for children because the area lacks sidewalks.

One of their biggest concerns, though, was the fact that the company building the homes specializes in rental homes.

They expressed concerns that those living in rental homes are less committed to upkeep because they aren’t as invested as individual homeowners. They also noted that renters tend to be more transient than homeowners.

County Attorney Jeffrey Steinsnyder said that the county doesn’t consider the question of whether a property will be rented, or owned, when deciding land use issues.

The Pasco County Planning Commission recommended denial of the request, citing incompatibility between the requested lot size and the area’s existing development pattern.

But, county planners recommended approval, noting the county’s long-range plan allows up to six dwellings per acre, and saying this development represents an appropriate transition.

Pressman pointed out that the request is for 2.85 dwellings per acre, less than half of what’s allowed in the county’s land use plan. He also cited the property’s planned 200-foot buffer.

But, neighbors said the site plan indicates that the homes will be clustered together, which effectively reduces the lot size.

They said the planned lot sizes simply are not a good fit for the area.

Conditions for approval include a requirement to improve Alpine Road, to the entrance of the subdivision. The development also must install a left-turn lane on Bell Lake Road, and provide  sidewalks on the frontage of the subdivision.

Eric Swanson, land manager for American Homes 4 Rent, a national homebuilder, said the average household income for its renters is $100,000.

He also described the typical renter as an older millennial with a family, and said renters typically stay at a property for two years to three years.

Pasco County Commissioner Kathryn Starkey said this type of housing — rental homes — is a trend across the country, according to Urban Land Institute reports.

Neighbors expressed a variety of concerns.

Troy Gotschall, lives on Ladera Lane, just north of the planned subdivision.

“My biggest concern with this whole project is that the size of the lots do not meet what is in the surrounding area. That’s just not acceptable to us. It doesn’t make sense.

“It really gives us a heartache,” he said.

David Hodierne, who also lives on Ladera Lane, told commissioners: “Obviously, rentals concern us.”

He added: “One of the main questions I ask is: What need is truly being filled here? We have a high-density subdivision going into our rural community.

He cited the county’s declining percentage of owner-occupied homes and pointed to a recent action by commissioners to create a rental registry ordinance. When adopting that ordinance, commissioners cited concerns about the potential problems that result when rental properties are neglected, or attract criminal activity.

Margaret Gotschall, who lives on Fallglo Lane, said “the condition of the roads (Bell Lake and Alpine) is certainly a concern, especially with construction and increased traffic,” she said. “Bell Lake Road has deep, call them, ditches, on the side of the road.

“Alpine Road is very narrow. It’s deteriorating. The shoulders on both sides are caving in. It would need tremendous work to accommodate the additional traffic, and of course, the construction equipment that’s going to be going over these roads while this development is being constructed,” she said.

Karen Joeb, of Alpine Road, said “my grandson gets off the school bus. He steps in a ditch, to get across the road, to get across Alpine to come home.”

Curt Lessl, who lives on Alpine Road, said he’s already lost 160 maple trees in his backyard due to flooding.

“Putting this many homes, 10 feet apart from each other, on that small of property will overload that wetlands, which feeds into the wetlands and the drainage system that feeds into Banjo Lake right behind my property. It’s going to make an impact.

He also asked: “What guarantee do we have that this company, who is going to come in put in these rental properties, is going to maintain those rental properties.

“What’s going to happen when they decide to sell it to some other company that doesn’t have the same interest at heart? And then they sell it, and we’re left holding the bag.”

He urged commissioners: “Leave this area the quiet, small, low-density residential area that it has been for the last 50 years.”

Despite neighbors’ objections, commissioners sided with their planning staff’s recommendation and approved the rezoning, 5-0.

Bell Lake rezoning back on agenda

An error in a notice for a rezoning has prompted a new hearing on the request.

The Pasco County Commission, at its Jan. 7 hearing, approved a rezoning for a new subdivision for 27 detached residences on about 9.5 acres, at the northwest corner of the intersection of Bell Lake Road and Alpine Road. The vote was 4-0, with Commissioner Jack Mariano absent.

However, it turns out that an error was posted regarding the date of the rezoning hearing, so the rezoning request now is expected to be heard at the board’s Feb. 4 meeting at 1:30 p.m., at the Historic Pasco County Courthouse, 37918 Meridian Ave., in Dade City.

The site for the proposed subdivision is about 1 mile east of U.S. 41, in Land O’ Lakes.

The main access to the development will be off of Alpine Road. As part of the approval, the developer must put a turn lane on Bell Lake Road.

The rezoning had been recommended for approval by county planners, but had been recommended for denial by the Pasco County Planning Commission. Planning commissioners cited incompatibility of the proposed lot sizes with the existing development pattern in the surrounding area.

Two neighbors also spoke in opposition to the proposed rezoning during the Planning Commission hearing. Their primary complaint was the proposed lot sizes of the project.

No one appeared in opposition at the County Commission hearing, but it turns out that neighbors to the proposed rezoning had received incorrect information regarding the date of the meeting.

At the Jan. 7 County Commission hearing, Todd Pressman representing applicant Michael David Vincent, noted that the initial request for 32 lots had been reduced to 27. He also said an increase was made to the minimum width required for lots within the development.

2045 roadway plan officially pushes forward

The Pasco County Metropolitan Planning Organization (MPO) board has approved the 2045 Long Range Transportation Plan that includes numerous projects that are expected to be pursued within a 20-year time frame.

“The goal is to develop [a] cost-affordable plan that covers a minimum of 20 years through the planning process,” Wally Blain, of Tindale Oliver, told the MPO board during a Dec. 11 meeting at the Historic Pasco County Courthouse.

The 2045 plan is a revision of the 2040 plan. It prioritizes road in greatest need.

The long-range plan is updated every five years and is subject to revision.

Its feasibility is determined by what funds are allocated on the federal, state and local levels.

The planning process also included a public comment period, from Nov. 6 to Dec.6.

“More than 2,500 residents of Pasco participated in those and provided input on the transportation planning process,” Blain noted.

One comment noted that trucks are traveling faster on Ehren Cutoff, since the road’s shoulders were expanded. Another cited a lack of north-south improvements in Wesley Chapel and Zephyrhills compared to east-west improvements. And, there was a suggestion for a train service to connect Pasco County with Orlando and Tallahassee.

While the feedback was noted, priority road improvements must be dealt with first, Blain said.

The 2045 plan includes changes in the way revenues are distributed for transportation-related improvements.

The 2045 plan contrasts to the 2040 plan as follows:

  • Funding for roadway capacity rose from 64% to 71%
  • Funding for transit decreased from 25% to 9%
  • Funding for sidewalks and bicycle facilities increased from 1% to 2%
  • Funding for technology/congestion management rose from 1% to 3%
  • Funding for roadway maintenance rose from 9% to 14%

Projects in the 2045 plan include:

  • Widening of State Road 52 to four lanes, from U.S. 41 to Old Pasco Road
  • A one-way pair conversion, along U.S. 301
  • Widening of U.S. 301 to six lanes, from Eiland Boulevard to Kossik Road
  • Widening of Old Pasco Road to four lanes, from Wesley Chapel Boulevard to State Road 52
  • Widening of Overpass Road to four lanes, from Interstate 75 to U.S. 301
  • Extending Tower Road to U.S. 41

The Vision 54/56 project has $600 million for improvements, but specific changes have yet to be determined.

“State Road 54 is a key corridor that the MPO has taken as a priority in this plan, as well as the 2040 plan,” Blain said.

The MPO has been working along with the Florida Department of Transportation to address the issue.

The state transportation department is conducting an evaluation to determine potential improvements at the intersection of U.S. 41 and State Road 54.

The approved long-range transportation plan will be submitted to the Federal Highway Administration, Federal Transit Administration and the Florida Department of Transportation. These agencies utilize the adopted plan to implement numerous federal and state-funded transportation projects in Pasco County.

In addition to long-range planning, Blain also covered a number of projects that are ongoing and committed in the five-year plan, which runs through 2024.

Those include:

  • Widening of State Road 52 to four lanes from the Suncoast Parkway to U.S. 41
  • Widening U.S. 41 to four lanes, south of State Road 52
  • Ridge Road extension from Moon Lake Road to the Suncoast Parkway (The U.S. Army Corps of Engineers issued a permit to begin work on the project on Dec. 20)
  • Construction of a new State Road 52 alignment, east of Interstate 75 to Clinton Avenue
  • Construction of an Interstate 75/Overpass Road interchange.
  • Widening of Collier Parkway to four lanes, from Bell Lake Road to Parkway Boulevard

Planning Commission recommends against rezoning

The Pasco County Planning Commission has recommended denial of a request that would allow a small subdivision off of Bell Lake Road, in Land O’ Lakes.

The rezoning application, filed by Michael David Vincent, sought to change the allowable density of development on about 9.5 acres, at the northwest corner of the intersection of Bell Lake Road and Alpine Road. The site is about 1 mile east of U.S. 41.

Planning commissioners recommended denial, despite a recommendation for approval from the county’s planning staff.

Todd Pressman, a consultant representing the applicant, said the rezoning would allow a maximum of 32 single-family dwellings on the property. But, he said the target number of houses for the site would be 27.

Pressman also said the zoning would allow a minimum lot width of 35 feet, but that the target width would be 40 feet.

Pressman said the request would yield about four houses per acre, in an area where the county’s long-range planning designation allows up to six houses per acre.

And, the consultant cited policies within the county’s comprehensive plan that call for infill development, encourage a range of housing types and support workforce housing.

“We believe this is a very good request. It will be a very nice little subdivision addition to Pasco County,” Pressman said.

However, two neighbors of the proposed rezoning urged planning commissioners to reject the request.

“The main concern is the size of the lots,” said Troy Gotschall, who lives on Ladera Lane. He noted that most of the lots in the area “are at least a half-acre in size.”

Gotschall is also concerned about “just the look and feel changing drastically from the rural area where we’ve lived for the last 20 years.”

Another neighbor, Dave Hodierne, another Ladera Lane resident, raised concerns about the potential for the new development to be rental homes. He said he’s worried about the potential negative impact that could have on the value of his home.

Hodierne also noted that traffic to the new development, using Alpine Road, would create problems because Alpine Road is narrow.

Chief Assistant County Attorney David Goldstein informed commissioners that one of the conditions for approval requires that Alpine Road be improved to county standards, from Bell Lake to the entrance of the new subdivision.

Pressman told commissioners that the development is envisioned to be rental homes for families. He wasn’t sure of the anticipated square footage, but offered the possibility of 2,000 square feet. He also said price points for the homes were estimated to range from $259,000 to $345,000.

Goldstein said the county does not regulate zoning based on whether a home would be owner-occupied or a rental property.

Planning Commissioner Jaime Girardi raised objections to the request based on its compatibility with surrounding development.

“I have a problem with these small lots,” he said.

Nectarious Pittos, the county’s director of planning and development, told planning commissioners: “It meets the density requirement” of the county’s comprehensive plan.

But, Goldstein told commissioners: “Nobody is entitled to the maximum the future land use plan allows.”

Planning Commissioner Peter Hanzel expressed concerns about the planned development.

“What’s the square footage? What’s it going to look like?”

Hanzel added: “I question whether it’s going to enhance that portion of Land O’ Lakes.”

Girardi also challenged Pressman’s description of the project meeting a policy goal of providing a variety of housing types.

“Why is this different than the other products that are being built up and down (State Road) 54? It sounds like what they’re building in every community,” Girardi asked.

On a motion by Hanzel, seconded by Girardi, planning commissioners voted to recommend denial of the request.

The Pasco County Commission has final jurisdiction on zoning and land use issues.

Collecting litter to help keep Pasco clean

About 340 volunteers fanned out across Land O’ Lakes to pick up litter and trash along the area’s roads, public lands and waterways.

They were among the thousands who took part in Pasco County, as part of the annual International Coastal Cleanup event on Sept. 21.

Volunteers in Dade City, Lacoochee, New Port Richey, Port Richey, Hudson and Holiday also joined in the efforts that were organized by Pasco County and the not-for-profit environmental organization, Keep Pasco Beautiful.

Those pitching in on the Land O’ Lakes effort met around 8 a.m., at the community center at Heritage Park, 5401 Land O’ Lakes Blvd., to pick up gloves, trash bags, safety vests and bottles of water.

Event sponsors paid for the supplies, and volunteers who had registered received a keepsake bag and an event T-shirt.

Some of the volunteers have been helping out for decades, including 84-year-old Gloria Dale, of the GFWC Lutz-Land O’ Lakes Woman’s Club, who worked at the registration table. She’s been pitching in for 26 years.

Lottie Kelley, another longtime volunteer, has helped for 24 years.

She works for Covanta, one of the event sponsors, and was the Land O’ Lakes site captain.

Helping to keep Pasco clean and green is what makes the event important, Kelley said.

“Litter is very unsightly, and it’s not good for the county,” Kelley said.

Besides being unattractive, roadway trash can be dangerous for wildlife, she said.

“We need to keep the litter off the roadways, so the animals don’t eat it. They can end up being in a terrible situation,” Kelley said.

She said this year’s effort focused on roadways in Land O’ Lakes, including Ehren Cutoff, Collier Parkway, Parkway Boulevard, Hale Road, Bell Lake Road and Carson Drive.

Boy Scout troops 33 and 34, and Cub Scout Pack 33 from Our Lady of the Rosary Church in Land O’ Lakes,  collected trash along large stretches of Collier Parkway and Parkway Boulevard.

Twelve-year-old Wesley Swank, of Land O’ Lakes, emerges from the bushes with a large Styrofoam cup, that was discarded along Parkway Blvd, near Paw Place. Swank is a member of Boy Scout Troop 33, which is based out of Our Lady of the Rosary Church in Land O’ Lakes.

The troops have been participating in this event for approximately 15 years and, over the years, have picked up all sorts of items, including a glass table, a microwave, beer bottles and even a device that looked like a pipe bomb.

The idea is to remove every piece of trash discarded on the roadways to prevent it from ending up in waterways, and eventually into oceans.

As each piece trash is picked up, it is recorded on sheets, or on a downloadable app provided by the nonprofit organization Ocean Conservancy.

The ocean-advocacy group is on a mission to tackle the greatest global challenges facing the ocean.

By recording the types of trash and the amounts, the group can establish a snapshot and a state-by-state index of the problem of marine debris.

Last year, 1,823 volunteers picked up 11.94 tons of trash throughout Pasco County, according to the Keep Pasco Beautiful website.

Stage is set for another music fest next year

Doreen Armillei and her husband, Ron, were grabbing a bite to eat as they waited for things to get started at the Land O’ Lakes Spring Music Festival & Expo, presented by the Central Pasco Chamber of Commerce.

The Land O’ Lakes couple came out to the concert for a simple reason.

“I wanted to see Taylor Hicks,” Doreen said.

“I like his personality very much,” Doreen added, noting she became a fan while watching Hicks compete and ultimately win Season 5 of American Idol.

Karen Twilla, another Land O’ Lakes resident, came to the concert with her husband, daughter and a couple of friends. She, too, appreciates Hicks.

“I’ve seen him in Tampa. I’ve seen him in New York City, when he was in ‘Grease.’ We’ve seen him in Las Vegas and here,” she said, noting she also watched him on American Idol.

She enjoys Hicks’ music, but is even more impressed by his character.

“He’s just a fine gentleman. He just loves his music. I love his heart,” Twilla said.

They weren’t the only ones attracted to the March 11 concert. People were waiting in line before the gates opened at 6 p.m.

And, when they got in, there was plenty of room to spread out blankets and set up lawn chairs on the spacious grounds at the Fraternal Order of Police Pasco Lodge 29 property at 21735 YMCA Camp Road.

While some settled onto blankets, or claimed seats in the reserved section, others stationed themselves on boats — on Bell Lake, which borders the property — to take advantage of the spring concert.

The aroma of barbecue filled the air, and there were vendors selling Cajun food, funnel cakes, fried Oreos and other foods.

The evening concert enjoyed “chamber of commerce weather,” in the words of Elayne Bassinger, president of the Central Pasco Chamber of Commerce.

Although the March 11 concert was sold out, attendance was lighter than expected. Apparently those purchasing tickets gave them to people who decided not to use them, Bassinger said.

But, the chamber president was pleased by the event’s organization, led by Suzanne Beauchaine and David Gainer.

“It’s a lot of pieces to put together,” Bassinger said.

“We had an excellent turnout of volunteers,” she added. And, generous sponsors made the event a success, despite the empty seats, she noted.

Bassinger said she also heard positive feedback from people who attended the concert, who told her that it’s the kind of event that Land O’ Lakes has been needing.

She believes the event will grow every year, and that it will become a signature event for Land O’ Lakes.

“That’s our plan, to bring in different entertainment each year,” Bassinger said.

She also offered some kind words about Hicks.

“He is such an awesome, kind person. You could not ask for someone to be a nicer person. He’s all about his fans,” she said. “He’s handsome, on top of that,” Bassinger said.

On March 12, the event featured local musicians, food vendors, activities for the kids and a business expo, with scores of local businesses offering information about their goods and services.

Besides adding music this year, the event also involved a new location for the business expo, which previously was at the Land O’Lakes Recreation Complex.

Event co-chairs Beauchaine and Gainer said they will be analyzing what worked and what didn’t.

“We’re using this as a learning experience,” Beauchaine said. “We want this to be an annual event. We’re going to take what we learn from it, and make it bigger and better.”

Gainer added: “Honestly, we were hoping we just got people to come out the first year and see what this was about. It takes a little time to build momentum.”
