No plans to shutter Zephyrhills police department

While Zephyrhills is considering a consolidation of its dispatch services with Pasco County’s emergency dispatch, city officials made it clear that there are no plans to shutter the city’s police department.

Last year, the city merged its fire department with Pasco Fire Rescue, as the city’s fire department faced mounting costs and personnel turnover.

Elected city officials want the public to know that its police department will remain intact.

Council Vice President Jodi Wilkeson put it like this: “We need to reassure people that it’s not our intent to merge the police department with the county, that this is purely to improve communications between law enforcement groups.”

If anything, the city should expand its own police force, which stands at 34 sworn officers, Councilman Ken Burgess said.

“I think we need more officers on the street. This (communications merger) could be a way of putting more officers on the street; I think that’s a positive,” Burgess said.

Pasco Sheriff Chris Nocco doesn’t have interest in absorbing the Zephyrhills Police Department or other municipal police forces, for that matter, said the city’s Police Chief Derek Brewer.

“The sheriff has publicly said he has no interest in taking over the cities, and I will tell you that is a very, very, very expensive proposition for the county to take over, that I don’t think that they’d be willing to look at,” Brewer said.

City officials also said that if a dispatch merger occurs, city dispatchers would retain full-time positions within the municipality or police department, albeit in a different capacity, if for some reason they are not taken in by county dispatch through a merger.

The city is budgeted for 10 dispatchers, but currently has eight on staff.

New Zephyrhills Police officer sworn in

The Zephyrhills Police Department has added a new member to its force — recently swearing in 21-year-old Gabriella Slater as a patrol officer.

Slater was officially introduced to the East Pasco community and took an oath during a Zephyrhills City Council meeting last month.

Slater — a recent graduate of the Pasco-Hernando State College law enforcement academy —brings a unique background to the city’s police department.

She was born in Colorado and relocated to Florida as a youth through the foster care system. She was eventually adopted and raised by Zephyrhills residents Erv and Jan Slater, a former director of the Zephyrhills Chamber of Commerce from 2006 to 2008.

Zephyrhills Police Chief Derek Brewer said of Slater and her family: “The Slaters provided her a loving home and a Christian upbringing. Officer Slater and her family have been active members of the Zephyrhills community for years. Her long-term community involvement is what inspired her to pursue a career.”

Brewer also noted Slater “expressed her excitement for being a Zephyrhills police officer to give back to the community that has provided her so many opportunities throughout her lifetime.”

The freshly minted officer was supported by a slew of family and friends in attendance at the meeting, who served up a heaping of claps, cheers and congratulations upon her acknowledgements.

Zephyrhills Mayor Gene Whitfield also offered words of support to the rookie officer.

“We know you’re going to do a wonderful job, and we’re very excited to add you on board,” said Whitfield.

He added: “I think it means a lot to us to see our new police officers, and I think it gives them a little bit more of an indication that we’re behind them when they can come here, and we can all be here to cheer them on and have their families here. I just appreciate (Chief Brewer) doing that.”

Cancer forces retirement of police dog

A cancer diagnosis has forced the retirement of one of the Zephyrhills Police Department’s police dogs.

It was a somber moment inside the Zephyrhills City Hall chambers when Zephyrhills Police Chief Derek Brewer on Oct. 12 officially retired 4-year-old K9 Oscar, amid what he called “an aggressive form of cancer, which is quickly spreading.”

The more technical term of K9 Oscar’s cancer is hemangiosarcoma, whereby malignant tumors are derived from the cells lining blood vessels.

“Unfortunately, he’s starting to exhibit signs of rapid decline in his health, and at this time we think it’s best for him to retire,” said Brewer, who was noticeably choked up.

With the retirement, ownership and care of the dog has been transferred from the city to his handler, Officer Morgan Upchurch.

K9 Oscar— a yellow Labrador from England— joined the city police department in 2018.

Brewer detailed how the canine in two-plus years completed 163 narcotics searches (yielding 134 findings) and 86 arrests. In those findings, K9 Oscar recovered methamphetamines, opiates, heroin, cocaine, fentanyl and other prescription pills.

“His value to us is going to be well-missed,” Brewer said. “I just want to tell you how much Oscar has meant to all of us, and none more than Morgan (Upchurch), and it’s a shame that he’s only 4 years old, and already suffering these types of issues, and we’re going to miss him a lot.”

The law enforcement agency operates with three police canines, with a long-term goal of working with four. The police chief later told The Laker/Lutz the agency plans to find K9 Oscar’s replacement “as soon as possible,” but added there’s not yet a set timetable “because many factors go into purchasing a dog.”

A slew of law enforcement officials and K9 units attended the retirement proceedings as a show of support for the Zephyrhills Police K9 team. A video tribute of K9 Oscar also was played for the audience at the meeting.

“It’s heartbreaking that such a young dog has to go through this,” said Zephyrhills City Council President Charles Proctor. “My heart goes out to Officer Upchurch. I can’t imagine. Having to put down one of our beloved dogs is always incredibly hard, so my heart goes out to him and the entire police department for their loss.”

Officials express guarded optimism through COVID-19

As Florida slowly lifts stay-at-home orders — caused by concerns about potential spread of  coronavirus disease-2019 (COVID-19)  —  local leaders and officials are taking a positive, yet guarded, outlook.

They are hopeful that the regional and state economy can rebound sooner than later.

Many retailers and restaurants have announced plans to reopen to modified dine-in and foot traffic, while more parks and beaches are reopening with restrictions.

Signs of optimism are beginning to show, state Rep. Randy Maggard, R-Dade City said, during an April 28 virtual town hall meeting presented by The Greater Zephyrhills Chamber of Commerce.

“A lot of people feel we’ve crossed the high point of (COVID-19) and we’re on the downward slide. We hope so,” Maggard said.

In the same breath, he urged people to continue to take necessary safety precautions and “use common sense” in public gatherings.

“It will be good to get our economy going. It’s been tough for a lot of businesses here, it’s been tough for a lot of individuals,” he said.

Maggard also addressed “the 800-pound gorilla in the room” during the speaking engagement. And, that’s the fact that the Florida Department of Economic Opportunity (DEO) is having trouble managing the massive volume of people filing for unemployment benefit claims.

The state representative pointed out roughly 40% of the 1.8 million claims filed have been either bogus or scams. That has led to further delays in legitimate applicants getting their unemployment benefits, he said.

“The process just takes long when you have to deal with things like that,” Maggard said, adding the DEO is expected to have those issues resolved soon.

Pasco County Commissioner Ron Oakley, like Maggard, has an optimistic view of the future of the local economy and markets, overall.

“Things will get better. There is a light at the end of that long tunnel we didn’t think we’d have,” Oakley said.”

He said Pasco government activities have not slowed, in the midst of COVID-19.

Oakley noted that neighboring counties haven’t been so lucky as to keep operations moving along when it comes to handling regular tasks, such as reviewing building permits.

“We’ve continued to work, as we do normally,” Oakley said, “except most of our people are working from home instead of our offices.”

Oakley, 74, is still taking the virus quite seriously, however.

He reported the county had 241 positive coronavirus cases and six deaths, as of April 28. One place particularly “hit hard” is the Royal Oak Nursing Center in Dade City, with 20 positive COVID-19 cases, he said.

The commissioner acknowledged most of the people who’ve died from the disease have had pre-existing conditions. But, he added: “This is not the flu. It’s a little more infectious than the flu is.”

So, while businesses start opening with some semblance of normalcy, Oakley said he’s not yet  comfortable to enter a restaurant or other public spaces.

“You probably won’t see me out in a restaurant, that’s just my feeling,” said Oakley. “Of course, I’m of the age that the virus will treat me a lot worse than it would for younger people, but I think there’s probably a pretty large percentage of young people, middle-aged people that will do that, they’ll go right back out, they’re not fearful of any of that, and hopefully they’re taking precautions.”

Like Oakley, Zephyrhills Police Chief Derek Brewer remains concerned about the serious nature of COVID-19 and feels it isn’t going away anytime soon — witnessing the virus’s impact on the frontlines.

Brewer said there’s an expectation the county’s coronavirus cases could peak sometime around mid-May, based on joint conversations with the Pasco Sheriff’s Office and Pasco County Emergency Management.

“We may be getting close to opening the state,” Brewer said, “but, I don’t think we’re going to be ready yet to open it up completely yet.”

The police chief reported Zephyrhills has 25 positive COVID-19 cases as of April 28, representing more than 10% of all cases in the county. Additionally, the department is tracking a total of 48 addresses under investigation as possible COVID-19 cases as of that date.

Meanwhile, Brewer said the local law enforcement agency has observed spikes in domestic violence and disturbance cases, as well as increased juvenile problems, during the course of the pandemic.

On the other hand, the department has seen fewer accidents and total calls for service overall.

With fewer service calls, Brewer said officers have placed more focus on performing spot checks on local businesses that may not be in compliance with state executive orders.

He also noted the department has enacted an “extensive screening process” to determine whether someone absolutely needs to be sent to jail after an arrest. That approach is being taken to try and limit the spread of COVID-19 within the local criminal justice system.

He said the pandemic “has been a been a unique challenge for law enforcement.”

Zephyrhills City Manager Billy Poe also offered an update on some of happenings within the East Pasco municipality throughout the town hall discussion.

Despite the COVID-19 outbreak, Poe said the city is “open for business, so there are still a lot of projects that are going on.”

For instance, work is progressing on multiple subdivisions and communities that will bring hundreds of new homes to the area. Those projects include the Oaks at Pasco and Links at Calusa Springs located on both sides of Simons Road; District at Abbott’s Square near the forthcoming Sarah Vande Berg Tennis & Wellbeing Center; and Abbott Park, situated on the former Gore’s Dairy property that wraps behind the Publix Super Market at Zephyr Commons on Gall Boulevard.

Several commercial developments are moving along, too.

A couple notable projects under final site plan review include a new Veterans Administration clinic along Eiland Boulevard, as well as the Crystal Bar rebuild on Gall Boulevard, a longtime community staple destroyed in a fire last May.

Poe said a Chipotle Mexican Grill franchise at Zephyr Commons “is projected to come here in the next few months.” Also, the Chancey Partners industrial park project continues its build out with “a lot of businesses going in at that location.”

Poe touched on various city-related projects, as well:

  • Relocation of the U.S. 301/Pretty Pond Road traffic signal should get underway in August, spurring development in that area, which he said will eventually include a Chick-fil-A franchise
  • Sarah Vande Berg Tennis & Wellbeing Center construction “continues to be strong” and should be complete around July or August
  • Road paving and resurfacing has been ongoing at various city streets the past several weeks

Elsewhere, the city manager encouraged residents to continue to support local businesses “either by takeout or gift cards or anything that you can do.”

He also noted he’s in conversation with Zephyrhills High School Principal Dr. Christina Stanley to “plan something special” for graduating seniors, such as a parade or other community-wide gathering at some point.

Other speakers during the town hall included Zephyrhills Mayor Gene Whitfield and Zephyrhills City Council president Ken Burgess.

East Pasco municipalities declare local states of emergency

Responding to concerns about coronavirus disease-2019 (COVID-19) , the City of Zephyrhills passed a resolution declaring a local state of emergency — taking steps to implement protocols suggested by state and federal agencies.

The measure allows Zephyrhills flexibility to act quickly, if needed. However, its primary purpose is to allow the city to seek future reimbursement for costs incurred as it deals with the coronavirus outbreak.

It also results in several temporary changes in city services, including some cancellations and postponements, among other measures.

The motion passed unanimously be Zephyrhills City Council on March 17. It must be renewed or updated every seven days, or it expires.

Per the plan:

  • Any city employee traveling on a cruise or traveling out of the country must self-isolate for 14 days before returning to work; sick time will be charged.
  • Council chambers will be utilized only for essential meetings, such as city council meetings.
  • City staff is sending emails and messages to utility customers, encouraging them to pay their bills online.
  • Zephyrhills Fire Rescue has purchased gloves for all departments, and gloves and mask for the city’s fire and police departments.
  • City staff will begin to utilize FEMA 214 forms to track time, purchases, use of equipment, and use of vehicles as it relates to the city’s COVID-19 preparation and response.

Additionally, the Zephyrhills Public Library is closed to the public and has suspended all other programs until further notice. However, library staff have developed a drive-thru service for citizens to place a hold on a book and book checkout.

All rentals for the Alice Hall Community Center, Wickstrom Stage and Zephyrhills Train Depot Museum have been canceled at least through March, and likely April.

Events such as the March 28 Snowbird Palooza and April 25 Touch-A-Truck also have been canceled.

Zephyrhills City Manager Billy Poe underscored the need for such measures: “It’s a very real possibility that it could get so bad that there is a mandatory shutdown of the state or the nation, but we’re not to that point, yet. Can it happen? Yeah, I think it could. I hope it doesn’t, but we’re preparing, trying to think of those things now, so that if it does happen, we have an action plan that we can activate.”

The Zephyrhills Police Department has been actively visiting bars, restaurants and other establishments, making sure their they’re aware and compliant with tighter state-issued regulations guidelines, due to the coronavirus outbreak. (Florida Gov. Ron DeSantis on March 17 ordered all bars and nightclubs to shut down for 30 days). He also ordered restaurants to close down dining rooms.

“It seems like a lot of them are emptying out on their own, but we’re going to continue to still make sure they’re following those orders,” Police Chief Derek Brewer said.

Establishments that do not comply will be referred to the “appropriate state agency” for review and possible action, such as license suspensions, Brewer said.

The Zephyrhills Municipal Airport will continue to operate as usual, still providing fixed-base operator services. But, the airport may at some point switch to a “self-service” model, where planes would be able to take off and land, but all fueling would be done by the pilot and not airport staff; the airport’s fuel pump has a credit card swipe for purchases.

The City of Dade City declared a local state of emergency March 16.

The airport would close if the FAA enacts a no-fly policy.

City staff is “continuing to monitor the airport and surrounding (general aviation airports) in the area,” Poe said.

Meantime, city leaders are actively discussing the possibility of having non-essential staff telecommute, or work from home — something the city has the technological capability to do.

Dade City declares local state of emergency
Similar to Zephyrhills, the City of Dade City also declared a local state of emergency after a motion passed by the Dade City Commission on March 16.

As part of the measure:

  • Non-essential meetings are postponed.
  • City commission agendas will be limited to essential items.
  • City parks remain open to the public, but facility rentals and special events are canceled, including the City Market Place scheduled for April 4. Staff will not process special events permits or park reservations through April.
  • Residents are encourages to mail or pay their water bill online. Non-payment turn-offs are temporarily suspended.
  • For building permit and inspection services, the city is encouraging online permitting and either calling or emailing staff members with questions. All notary services are suspended until further notice, except for city-issued permits.

• The Dade City Police Department has suspended all fingerprinting services and canceled on-site meetings and tours.

Zephyrhills presents draft budget, appropriations requests

The City of Zephyrhills has unveiled its proposed budget for fiscal year 2019-20 — totaling more than $67 million.

The $67,043,615 draft budget is based on a tentative tax rate of 6.35 mills previously approved by the Zephyrhills City Council. The draft budget was shared during an Aug. 12 council meeting.

Based on the 6.35 millage rate, the total budget for the new fiscal year will be roughly $16.4 million for the city’s 16 departments (city council, administration, economic development, finance, human resources, planning, information technology, police, dispatch, fire, building & code enforcement, library, equipment maintenance, storm water, streets, parks & facilities).

Remaining money necessary for the 2019-20 budget will come from other funding sources, including state revenues, county shared funds franchise fees, utility fees and grants.

The draft shows the city’s police department has the largest departmental budget at over $3.9 million, followed by the fire department at roughly $2.8 million.

A budget workshop is scheduled for Aug. 26. Public hearings on the proposed budget are scheduled for Sept. 9 and Sept. 23.

Zephyrhills City Manager Billy Poe shared budget highlights during the meeting, including these items relating to employee benefits and compensation:

  • Total employee health care costs increased 9.7%
  • A proposed pay increase of 3.5% for all employees
  • An increase in cost of 15% for worker’s compensation costs
  • An increase in cost of 11% for property casualty expenses
  • Tuition reimbursement up to $2,500 annually, up to a maximum of $15,000 in total, for city employees

Big ticket items in the budget include:

  • Six fully equipped police vehicles totaling $310,000 funded through Penny for Pasco
  • A $300,000 side-loader truck for sanitation
  • A $267,000 final installment for a new fully outfitted fire truck, which has a total cost of $457,000

With talks ongoing with Pasco County regarding the possible consolidation of the Zephyrhills Fire Department into Pasco County Fire Rescue, the city manager told council members the new fire truck will be part of those broader negotiations, possibly to help offset MSTUs (Municipal Service Taxing Unit) levied through any merger.

“The budgets were prepared as if the (fire) department is staying,” Poe said. “We don’t know which direction we’re going this moment, so it was budgeted to purchase that truck and that will be part of the conversation with the county. They’re aware of it, so we’ll continue that conversation.”

Councilman Alan Knight told Poe the fire truck “ought to be a real strong thing in our negotiation” with the county.

“We contracted it. We put our name on it. We’ve got it. We’re going to have to eat that, so we’ve just got to understand that that’s going to be part of our negotiations,” Knight said.

Councilman Lance Smith said he’s pleased that the budget has more funds allocated toward employee education.

“I am glad to see more money put into training employees,” Smith said. “I mean, I think that’s something really important. I think that’s something we haven’t been doing, and I think the more educated an employee is, I think the more productive they’ll be.”

A push for more police training
Along those lines, Council president Ken Burgess questioned whether the Zephyrhills Police Department allocated enough funding for more advanced, hands-on training.

Zephyrhills Police Chief Derek Brewer said his department has invested in instructor training within his department and is able to offer more in-house training.

The draft budget shows $22,000 for police training programs.

“I bring it up every year about the police training. Especially in light of recent events, I want to make sure that in our training, we do more than just get on the computer and click a few buttons,” Burgess said.

“There’s a lot of things that can happen that we don’t want our officers to experience that for the first time in real life,” he said.

Zephyrhills Police Chief Derek Brewer pointed out training opportunities are often trust funded or free, but said the issue is more about being able to manage overtime associated with training.

The department has sent a handful of sworn officers to receive instructor training, so it is able to offer more in-house training programs, the chief said.

“Whether it’s advanced, in service or online or whatever it is, I can tell you we’ve been actively trying to send people to as much as we can,” he said.

Brewer also told the council the police department is considering participation at an active shooter response training center in Arizona.

“We were looking for something a little closer, but, of course, if that’s what we’ve got to do then that’s what we’ll use,” Brewer said.

In other action, the council approved the submission of three appropriations requests for projects to be sponsored by State Rep. Randy Maggard and State Sen. Wilton Simpson in the Florida Legislature:

  • $2 million septic to sewer project to a residential subdivision and homes along Sixth Avenue and Armstrong Street, and decommissioning existing septic tanks. The project will affect 67 existing properties with potential for expansion to additional properties in the future.
  • $1.2 million for an indoor/covered tennis facility at the Sarah Vande Berg Tennis & Wellness Center site. The indoor facility would also be used for other sports, such as soccer, and banquets and ceremonies.
  • $2 million for the purchase of roughly 1.3 acres of land at the Zephyrhills Municipal Airport for the extension of runway 01-19. The cost also includes relocating Skydive City’s existing RV parking east of Skydive Lane.

The city also is considering a fourth appropriations request for $2.5 million, to be used for U.S. 301/Pretty Pond Road intersection improvements. Those improvements would involve the relocation of a traffic signal that is currently located at Merchants Square and Townview shopping centers to a new location, at the intersection at Pretty Pond Road.

Council members discussed that topic at length. The aim of the improvements would be to speed up potential commercial development in the area.

Zephyrhills Police chief talks crime, initiatives and more

Arrests are up in Zephyrhills, but overall crime trends are down citywide.

That’s according to Zephyrhills Police Department Chief Derek Brewer, who was the featured guest speaker at the Greater Zephyrhills Chamber of Commerce July breakfast meeting.

Brewer said arrests in Zephyrhills have increased each of the last three years, topping out at 1,077 in 2018.

That’s up from 1,047 arrests in 2017 and 942 in 2016, respectively.

Many of the agency’s arrests are related to narcotics and property crimes, Brewer said, noting those crimes “go hand in hand” and are where a majority of the problems are in the city.

There were 288 narcotics arrests and 268 property crimes arrests in 2018 alone.

Brewer explained many of those arrests have been initiated by the department’s street crimes unit — a special response team tasked with “attacking some of the problems in the city” on a daily basis, whether its traffic complaints, narcotics, burglaries, thefts and so on.

“A lot of our attention has been on narcotics and property crimes. If we can attack the narcotics problem, a lot of times property crimes will be reduced,” said Brewer, an 18-year veteran of the department who’s served as chief for about two years.

Brewer stated an added emphasis on narcotics and property crimes has led to a reduction in Zephyrhills’ overall crime rate (total number of crimes of offenses reported) in each of the past four years. The city experienced its biggest crime rate reduction of 19.2 percent last year, he said.

“Our crime trends are continuing to go down, our strategy seems to be working,” Brewer said.

“I know people will see certain individuals in town and will say, ‘Boy, we still have a drug problem,’ but I’m telling you we’re attacking it, and it is making a difference in our crime reduction.”

Aside from crime prevention and reduction efforts, Brewer highlighted some ongoing initiatives within the police department.

For instance, the agency recently implemented a citizen volunteer crossing guard program at West Zephyrhills Elementary School, with plans to expand it to Woodland Elementary School in the near future. The department is looking for more volunteers, who will be trained and then deployed at local schools.

So far, the crossing guard program has gotten “amazing feedback” from the West Zephyrhills Elementary community, Brewer said.

“We have noticed since we put the crossing guard program in West (Zephyrhills Elementary), people are slowing down a lot more, and we certainly feel better about providing more safety for the kids,” he added.

Brewer emphasized that the department has heightened its community involvement efforts, particularly in terms of youth outreach programs.

One such initiative, called “Operation Chill,” involves police officers giving children a Slurpee drink coupon when seen in public “doing the right thing.”

Officers also are involved in Big Brothers Big Sisters “Bigs in Blue” mentorship program, where they spend one-to-one time mentoring a child at a neighborhood school.

“We’re in front of our youth frequently,” Brewer said. The agency’s goal is to be “highly visible” and “make the community pro-police and the police to be pro-community.”

The chief also discussed the impact of body cameras, since the agency required all officers to wear them about a year ago.

The Axon Body 2 cameras are installed on all Zephyrhills police officers and patrol cars. They activate automatically whenever an officer’s taser or firearm is deployed.

Brewer said the body camera program has been “incredibly helpful” for evidence collection, and also for dismissing frivolous citizen complaints against officers.

“In my opinion, it’s been a great program,” Brewer said. “I know that some people are against the body cameras, including officers, but I think even the officers that were against it, they’re starting to come around because they’re seeing that these complaints are getting squashed pretty quickly.”

The department also is exploring the possibility of police academy training sponsorships to attract more police officers. The department currently has 34 sworn police officers and 16 civilian employees.

There has been turnover in recent years, Brewer acknowledged. It also is becoming increasingly difficult to find qualified officers and people interested in law enforcement careers, he said.

“I just don’t think people want to be police officers anymore, just because of all the stuff that comes with it,” Brewer said.

Zephyrhills chamber presents awards, installs board

The Greater Zephyrhills Chamber of Commerce presented its 2018 Business and Community Awards last week at the annual Member Appreciation and Awards Banquet held at St. Joseph’s Parish Center, in Zephyrhills.

The event, dubbed “ZEPHYROPOLY,” attracted more than 200 business and community leaders, according to a chamber news release.

This year’s theme focused on what makes Zephyrhills great, and the event featured state Rep. Danny Burgess, as its master of ceremonies. It’s the third time in a row that Burgess filled that role, and he donned a top hat and bow tie for the occasion.

Audience members played a game of “chance,” which involved visiting “properties,” such as Bulldog Way, Zephyrhills Municipal Airport, Main Street Zephyrhills and so on, where they took selfies.

Other highlights included having a chance to shake hands with a veteran, or thank Police Chief Derek Brewer or Fire Chief Brian Swartout for their services to the community, the release said.

Laughter could be heard throughout the hall as Kevin Bahr of Bahr’s Propane Gas & A/C, Bob Hatfield, aide to Congressmen Bilirakis, and Representative Danny Burgess were sent to jail and had to be “bailed out.” Our very own auctioneer, Steve Linder, got the crowd excited as he solicited bids, the release continued.

Awards were presented, too.

Here’s the list of winners:

Zephyrhills Police undergoes restructuring

The Zephyrhills Police Department is shaking up its command staff — a measure it hopes will improve efficiency and communications throughout the law enforcement agency.

The department is adding an operations lieutenant and an administrative lieutenant, while eliminating a captain’s position and a detective sergeant’s position — roles that have been vacant for months.

The lieutenants’ positions already have been advertised internally and will be filled from the current group of sergeants. The starting salary for both is $53,584.  The starting salary for the eliminated captain and detective sergeant positions were $57,975 and $47, 696, respectively.

The new positions are expected to be filled by the end of the year or in early 2018, Zephyrhills Police Chief Derek Brewer said.

The Zephyrhills City Council approved the staffing proposal last month.

In a memo to the council and City Manager Steve Spina, Brewer said it offers a number of benefits, including, “better span of control, improved unity of command, opportunities for employee advancement and potential cost savings.”

The department’s command staff in the past has been budgeted for a chief, two captains and five sergeants, as well as 25 sworn officers.

One of those captain’s position has been vacant since June, however. The detective sergeant’s position also has remained vacant since the promotion of Capt. Reggie Roberts, at around the same time.

Because of that, Roberts has been the liaison for the agency’s operations and administrative divisions, without the benefit of another captain or detective sergeant to reduce the burden.

Adding two lieutenants — to report to Roberts — will “level out” supervision for both divisions and improve agency directives, the police chief explained.

“By placing some lieutenants in between the sergeant and the captain, it allows for information to flow a little better, and also for the captain not to be stretched so thin,” Brewer said.

Once in place, the operations lieutenant will directly oversee three departments: uniform patrol, criminal divisions and special operations — which encompass reserve, honor guard, bike patrol.

The administrative lieutenant, meanwhile, will oversee communications and administrative support and services, ranging from property and evidence management, record keeping, accreditation and training, fleet maintenance and so on.

Brewer, a 15-year veteran of the department and a former lieutenant, said the idea to reshuffle the command staff arose while he was serving as interim chief from June to September.

He was officially sworn-in as the city’s police chief in October, replacing former chief David Shears, who retired in May.

Brewer pointed out many similar-sized agencies, such as the New Port Richey Police Department, “adopt that model of more layers in-between.”

It gives the command structure “a more linear approach,” he said.

“One thing I’ve kind of noticed with the chief and the two captains over the years is that span of control is still pretty wide, so I kind of felt like this was the best way to approach the span of control, as well as just making sure things move more fluid,” the chief added.

The shuffling may also reduce agency overtime costs.

Besides assisting with administrative duties, the lieutenants would also support patrol functions by filling gaps in supervision should unforeseen needs arise from shift supervisors, such as sick time. Instead of calling in another supervisor for coverage, a lieutenant could cover the open shift to eliminate the need to call in a sergeant or officer in charge on the opposite side of the schedule.

Brewer explained, “A lot of times when sergeants accumulate overtime, we don’t have that ability to adjust their schedule, but having lieutenants may allow us to fill those gaps, so as they accumulate the overtime, we can kind of adjust their schedule and save in overtime.”

In 2014, independent consultant William Liquori, from the Florida Police Chiefs Association (FPCA), recommended reinstituting lieutenants within Zephyrhills Police.

In his report, Liquori, a 44-year law enforcement veteran from Altamonte Springs and past president of the statewide association, said communication was a major concern among all employees, and that command staff needed to address the issue.

Brewer said that report further “reinforced the need to bring (lieutenants) back.”

By hiring lieutenants from within, Brewer said it allows for additional opportunities for promotion and internal movement for the department’s employees.

“We thought that it would create better morale; that was another thing we had looked at,” Brewer said.

New Zephyrhills police chief has a familiar face

Derek Brewer’s official promotion to Zephyrhills Police Chief was just weeks ago — yet he’s no stranger to the uniform, or to the community he’s tasked to serve.

The 45-year-old Brewer was appointed the city’s permanent, full-time police chief on Sept. 25. He was sworn-in two weeks later, on Oct. 9.

Brewer, however, already had months of familiarity with the position.

He served as interim chief since June, filling in the post formerly held by Police Chief David Shears, who retired after 25 years with the agency.

Brewer is a 15-year veteran of the Zephyrhills Police Department, who gradually worked up the ranks from patrol officer, to field training officer and lieutenant, to captain.

The test-run as chief proved valuable for Brewer.

“I think it definitely helped,” Brewer said, in a recent interview with The Laker/Lutz News. “I got a chance to see things there from a little different perspective, but at the same time, I’m very familiar with the agency, and the city and the community. My role may have changed a little bit, but everything was still very familiar.”

Brewer was born in Massachusetts and raised in Merrimack, New Hampshire.

After high school, he moved to Florida, searching for a better job market while escaping from blistering cold northern winters.

After a decade of “working odd jobs” in the Sunshine State, the then 29-year-old Brewer opted to become a law enforcement officer, at the encouragement of others.

After police academy training, he joined the Zephyrhills Police Department in 2002.

Being a police chief was not in his original plans.

“It’s not something I ever truly imagined I would be in, but being here for the agency I started with, there’s just an extreme amount of pride,” Brewer said.

He is the 10th police chief in Zephyrhills history.

Within the role, he’s responsible for 32 officers (33 when fully staffed) and an annual budget that exceeds $4 million.

He said the biggest adjustment so far has been overseeing additional personnel — from the entire police force, to its civilian employees in administration.

It means managing “a lot of different personalities” and handling “a lot of different problems.”

Brewer added: “Even though I had some experience in the administrative side when I was a lieutenant, it’s different when you have all of them together working at the same time.”

Challenges aside, Brewer still follows advice often bestowed upon him by Shears.

And, there has been plenty of that, through the years.

When Brewer was a patrolman, Shears was his sergeant. When he was a sergeant, Shears was his captain. And, when Brewer became a lieutenant and captain, Shears, of course, was his chief.

“I really did have an opportunity to learn a lot from him, particularly in police work,” Brewer said. “But, the one thing he always said that really always stuck with me was: ‘You do the right thing, and no matter how hard it is, you’ll always be OK.’ I still follow that today, and I truly do believe that.”

Since joining the department, Brewer earned an associate’s degree in criminal justice from Hillsborough Community College, attended the senior leadership-training program at the Southern Police Institute in Louisville, Kentucky, and also attended the Florida Police Chiefs executive leadership training in 2014.
He graduated this July from the Command Officer Management Program at Saint Leo University, and is scheduled to receive his bachelor’s degree in criminal justice from Saint Leo University this December.

In the meantime, Brewer has received numerous honors during his extensive law enforcement career, including:

  • Pasco County Crisis Intervention Team Officer of the Year (2010)
  • William B. Eiland Officer of the Year Award (2012)
  • Tampa Police Department Appreciation Award (2013)
  • City of Zephyrhills Employee of the Year Award (2015)

Besides regular police duties, Brewer has been a member of several committees and organizations that include the Transportation Exception Plan Committee; Pasco-Hernando State College Technical Advisory Committee; Pasco County Domestic Violence and Sexual Assault Task Force; Zephyrhills Code Enforcement Task Force; Zephyrhills Police Department Homeless Initiative; Zephyrhills Site Plan Review Committee; Florida Police Chiefs Association; and, Noon Rotary Club of Zephyrhills.

His appointment to chief was recommended to the Zephyrhills City Council by city manager Steve Spina, who was part of a six-person interview committee.

Of the six applicants interviewed for police chief, Spina told the council Brewer was “without a doubt” the top candidate.

The council later approved Brewer’s hiring in a 4-1 vote, with Councilman Ken Burgess dissenting.

At the Sept. 25 meeting, numerous speakers offered support for Brewer’s appointment, including police officers and members of the community.

They praised his leadership and management style, his work ethic, his compassion and humility, and his ability to handle high-risk situations, such as Hurricane Irma.

One of those speakers was Amy Chappell, vice president and residential loan officer at CenterState Bank.

She characterized Brewer this way: “You have an individual that cares, and that’s something you won’t find really on the resume.”
