Zephyrhills plans to seek state funds for three projects

The City of Zephyrhills has decided to seek state funding for three improvement projects during the 2021 state legislative session.

Those projects involve improving Seventh Street; expanding the Sarah Vande Berg Tennis & Wellness Center; and, improving a runway at Zephyrhills Municipal Airport. The total costs for all three projects is estimated at $11.6 million.

The Zephyrhills City Council unanimously approved staff’s recommendation to submit funding requests for these projects at a Jan. 11 regular meeting.

When the Florida Legislature meets, it considers requests from local governments for assistance with projects of local importance.

Zephyrhills must ask state Rep. Randy Maggard, R-Dade City, and state Sen. Danny Burgess, R-Zephyrhills, to sponsor these projects on the city’s behalf.

Staff will work to complete the applications and then submit to both the Florida House of Representatives and Florida Senate, said Zephyrhills City Manager Billy Poe.

Monies would theoretically be made available to Zephyrhills in July, should one or more of those projects be approved by the Florida Legislature and signed off on by Gov. Ron DeSantis.

Here’s a more detailed look at the proposed projects:

  • Seventh Street complete street

The Florida Department of Transportation (FDOT) has proposed to convert U.S. 301 and Sixth Street to a one-way pair street network. Because of these improvements, the city correspondingly wants to construct roadway improvements along Seventh Street from C Avenue north to U.S. 301. The roadway would be converted from a single two-lane, one-way northbound road to a two-lane, two-way road with the addition of a multi-use trail, sidewalk, on street parking where practical, and drainage improvements. The length of the street project is approximately 1.5 miles. Estimated cost is $6.3 million.

  • Indoor tennis complex, plus outdoor hard courts

Shown as Phase II on the Sarah Vande Berg Tennis & Wellness Center plans, this includes the construction of a 30,000-square-foot indoor tennis facility with the capability for other sports and activities (soccer, ping pong, banquets, ceremonies), along with associated parking. Additionally, staff would like to construct six outdoor hard courts, allowing for sanctioned hard-court tournaments. Estimated cost is $2.5 million.

  • As part of the Zephyrhills Municipal Airport’s runway 01-19 extension, additional funding is needed for paved runway shoulders, taxiway B extension, stormwater piping and an access road. These projects have a total estimated cost of $2.8 million. (File)

The city previously received a state appropriation of $5.9 million for the extension of runway 01-19, which is currently out to bid. However, an engineer’s cost estimate indicates the original appropriation will cover only the design and construction of the runway, and will not cover the paved runway shoulders, taxiway B extension, stormwater piping or the access road. These additional items have a total estimated cost of $2.8 million.

Before deciding to approve the project submissions, there was much discussion during the meeting — mainly concerning the additions to the tennis center and the airport runway extension.

Zephyrhills Council President Charles Proctor, for one, expressed disappointment because the city again must request for additional state funds regarding improvements to the airport runway. He was dismayed, as well, that no state funding requests were presented for improving various city parks facilities, including Hercules Park.

The city manager addressed both matters.

Poe detailed how original airport runway costs were likely underestimated because there was no design at the time of the requests for fiscal year 2018-2019, plus he said there was a short time frame for an engineer to put a package together. Moreover, construction costs have changed somewhat since then, Poe said.

“I agree, it’s crazy to me that $5.9 million doesn’t cover everything we needed out there; unfortunately, that’s where we are on that,” the city manager said.

As for not requesting anything in the way of local parks improvements from the state, Poe suggested next year might be more apt given expected state budget reductions due to the COVID-19 pandemic — where officials have said could hit the $5 billion shortfall range.

He mentioned conversations with various state representatives made it appear they’re likely to sponsor fewer projects on the whole because of the pandemic’s lingering effects. For example, Poe said Burgess previously told him he’d be comfortable sponsoring just two Zephyrhills projects this year.

Poe observed: “Let’s be honest, I think this state budget coming up here is going to be very tight. That doesn’t lend itself to a lot of appropriations, but we could be surprised. I think people are spending more than what we thought they would be throughout this past year, so hopefully projections were off.”

Meantime, there always had been plans to construct an indoor multi-purpose sports complex holding four tennis courts, at some point.

City council members were taken aback that the proposal also includes the construction of six additional outdoor hard-surface tennis courts to the Sarah Vande Berg Tennis & Wellness Center, situated on 10 acres at 6585 Simons Road.

The facility already features nine Har-Tru clay tennis courts, two hard-surface tennis courts, eight pickleball courts and four padel courts.

If the multimillion dollar expansion project is passed in its entirety, that would give the facility 21 tennis courts in one form or another, plus the pickleball and padel offerings.

Aside from a quartet of indoor/covered courts, Poe explained the reasoning for funding an additional six outdoor hard surface courts is to open the facility to a wider range of tournaments, and to accommodate increasing recreational uses and demands.

In order to host certain tournaments — such as high school district or regional meets — the facility must have a minimum of eight hard-surface courts, he said. (Any indoor courts would not count toward that requirement because they technically have a different playing surface.)

As a further added use — the outdoor hard-surface courts could be converted and taped into pickleball courts as needed, Poe said.

Council Vice President Jodi Wilkeson and Councilman Alan Knight questioned why an extra half-dozen outdoor hard courts weren’t part of original construction plans several years ago.

“It’s unfortunate that we didn’t plan ahead,” Wilkeson said, adding she’d also like to at some point see some concrete economic data generated from tennis tournaments and other events.

“It would be nice for me to look at it from more of a business plan perspective,” she said. “We talk about these amorphous numbers that impact the community tax revenue, but what other source of revenue is there for the city as it relates to these tournaments, or the tennis center.”

Poe wasn’t quite sure why more hard courts weren’t included from the onset, as he wasn’t the city manager at that time.

He suggested this possibility: “I don’t know that it was anticipated that the center would be as successful as it has been this early.”

He also pointed out there was perhaps more emphasis on constructing clay courts at the time: “I think the thought was the future of tennis facilities is to have the Har-Tru courts. With the clay courts, it’s easier on the joints and offers a little more flexibility to its users,” Poe said.

Despite council’s critiques, they ultimately agreed to seek funding to advance the tennis center’s build out.

Councilman Lance Smith underscored the facility’s importance, to put the matter into perspective: “I was over there for some of the (recent) tournaments and there were people from all over Florida that were in Zephyrhills, spending money in our restaurants, and then some of them lived at homes across the street, too, so there’s an ancillary benefit you get from it.”

Smith continued: “To host a high school tournament…that’s not a significant amount of revenue, but it brings people to the area. All of it generates traffic that wouldn’t otherwise be here in Zephyrhills. That being said, we do need to be careful spending our money.”

Elsewhere, regarding Seventh Street enhancements, Poe explained this project still needs to be designed.

Poe also noted: “There are some elements that could be removed or phased in to make that very large number more palatable for funding.”

Zephyrhills CRA has full plate to start new year

The Zephyrhills Community Redevelopment Agency (CRA) is ushering in the new year with a slew of projects and initiatives in the historic downtown district.

“There’s a lot going on that you’ll see in January that staff has been working on,” Zephyrhills CRA director Gail Hamilton said, during an update of the 2021 plans at a meeting with the CRA board of directors last month.

The CRA district encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside and Plaza.

Hamilton told board members that the agency has met with a consultant on forthcoming improvements to Hercules Park, a 9-acre city-owned parkland site at the corner of County Road 54 and Gall Boulevard, next to Zephyrhills High and Woodland Elementary schools.

Discussions have centered around transforming the languished site into a passive park for residents — highlighted with trails and a picnic area, as well as regular maintenance.

Possible improvements include underbrush clearing and designing a more welcoming park entrance, along with installing a park fountain, benches, tree underlighting, and colorful sailcloth.

Another idea involves cultivating an art element into the park that pays homage to the history of the property.

A greater degree of detail will be developed once the consultant’s ideas are presented to the city’s Parks and Recreation Advisory Board on Jan. 21, and then on to the CRA board and Zephyrhills City Council.

Funding for the park is available in this year’s city budget cycle.

Another CRA priority in the new year is outlining and ramping up a strategy for the Zephyrhills Code Enforcement Task.

Hamilton mentioned Pasco County has started to enforce code cases again “and so we want to at least talk about neighborhoods cleanups.”

Code issues are popping up in the downtown area, and in other areas, she said.

“We want to get back on track with our cleanups and the task force, and so we will start meeting in January,” Hamilton said.

She also reported progress on the renovation of the Carriage House property, which is nearly complete. The two-story wooden structure is connected to the Historic Jeffries House, at 38537 Fifth Ave.

The property has undergone a $155,000 makeover by Zephyrhills-based Kerns Family Construction Company Inc. Now, it is just awaiting some electrical hookups, Hamilton said.

In addition to uplifting surrounding property values and maintaining a historic structure, the city hopes to lease the space out to a business or residential tenant for around $1,500 to $2,000 per month.

The renovated structure has received serious interest from possible tenants — as has its counterpart in the Jeffries House, Hamilton said. Three coffee companies have inquired about setting up some kind of business operation at the Jeffries House, Hamilton said. She also noted a couple of other projects are interested in using both the Carriage House and Jeffries House.

The Jeffries House was built in 1910 for Capt. Harold Jeffries, the founder of Zephyrhills who was responsible for bringing many Union Civil War veterans into the area. The house is a part of the U.S. National Register of Historic Places.

Another major undertaking for the agency is facilitating a development opportunity on a city-owned lot at the corner of Sixth Avenue/Eighth Street — situated across the street from Zephyrhills City Hall.

The vacant lot originally was expected to become two-story retail space, but city staff now is working on a plan to transform the corner into a residential property, Hamilton said.

She explained the rationale for the shift: “Right now, trying to get financing for retail is impossible. If it were housing, it would be a whole lot easier, so we’ve come up with an idea that I think you’ll like. We’ve tested (the idea) with some other groups.”

Cost estimates and more specifics are expected to be presented the next CRA Board meeting on Jan. 25.

Other notable updates from the CRA director’s report:

  • Initial design and cost estimates for gateway signage at Gall Boulevard/Fifth Avenue is expected to be ready in January, then presented to the CRA Board for further review.
  • A request for proposal (RFP) is being prepared for a mural design at the Lake Necessity retention pond. The site has already experienced some beautification with an ornamental fence. The plan is to hire an artist to paint the concrete sides of the fence, perhaps incorporating a natural scene with water images.
  • Zephyrhills Main Street has begun redesigning Transplant Park, a 0.2-acre passive park at the intersection of Fifth Avenue and 12th Street. The location is just a few blocks east of the historic downtown district. The pie-shaped park, nestled between shaded trees, features landscaping and park benches.
  • Zephyrhills Public Works is completing the installation of irrigated potted plants along Fifth Avenue, specifically around street corners and medians landscapes.
  • Residential ownership incentive grants were approved to new homeowners for the properties at 5416 Eighth St. and 38245 12th Ave. (The grant provides $5,000 to new homeowners within the district, given they apply before purchasing/closing and file for homestead exemption for five years.)
  • A new business, Vintage Chix, recently opened in the downtown district, at 38501 Fifth Ave. The storefront sells vintage, repurposed furniture, including farmhouse, country French, shabby chic and rustic décor. The space also offers instructional craft and painting classes in a café atmosphere.

Zephyrhills adapts to growth, economic shifts

If 2020 demonstrated anything, it was the necessity for area communities to have economic resiliency — that is, the ability to prevent, withstand and quickly recover from shocks to its economic base, whether that’s in response to a pandemic, natural disaster or stock market volatility.

In Zephyrhills, it’s something city planning director Todd Vande Berg and other city officials are actively balancing and preparing for, as the East Pasco municipality experiences a wave of growth and development, as well as transportation and infrastructure improvements.

Vande Berg provided an in-depth look at the city’s ongoing efforts during the annual Zephyrhills Economic Summit that was held this fall.

One key moving forward, he said, is reevaluating, updating and incorporating some “best practices” into the city’s comprehensive plan and land development code.

This includes taking a harder look at density bonuses and floor area ratios, as well as stream-lining permitting processes and broadening permitted uses, he said.

Prioritizing municipal investments in transportation (multi-modal, pedestrian-oriented, public transit) and infrastructure (water, sewer, communication networks), and recreation is important, too, he said.

Ripe for industrial manufacturing
The city is banking on diversifying its local economy and bringing high-wage jobs to town via a regional industrial/manufacturing buildout.

Local leaders believe this can be achieved through leveraging approximately 9.76 square miles (6,248 acres) of land in the southeast portion of the city around the State Road 39/Chancey Road corridor and Zephyrhills Municipal Airport. There is 3,000 acres to 4,000 acres available for potential industrial development.

Roughly a third of the entire property is within city limits and the remainder in unincorporated Pasco County — representing the largest aggregation of industrial lands in the county.

Within the area is 442 divisible acres of what’s known as the Zephyrhills Airport Industrial Park, a build-ready site equipped with water, sewer and electric utilities, and accessible to natural gas.

As industrial space along the Interstate 4 corridor begins to fill up along Tampa, Lakeland and Orlando, Zephyrhills “might be a next logical location for industrial manufacturing to come to,” Vande Berg said.

He reasoned the city’s vast land offerings is ripe to someday be home to a mix of light and heavy industrial and commercial uses — such as building spaces large enough to house semi-trailer truck bays.

The planning director explained it makes sense now more than ever to prepare for a long-range industrial plan, as Central Florida is following national trends of heavier investment in warehousing than retail construction.

The COVID-19 pandemic expedited this trend as more people and business are working and providing services remotely, in addition to the rise of Amazon and other e-commerce companies, Vande Berg said.

The city also enjoys north-south and east-west state and county road connections that support the long-term vision for industrial development, the planning director said. The city’s municipal airport, CSX main line rail access and close proximity to Port Tampa Bay and Central Florida markets are among its selling points.

“We’re pretty unique in that we have a pretty good roadway network being developed. That’s going to benefit the industrial corridor, to again make us very resilient, but we’ve got to continue to work on that,” he said.

The planning director acknowledged one challenge involves finding a way to widen the U.S. 301 corridor to four lanes from Fowler Avenue in Hillsborough County up through Zephyrhills. The roadway presently stretches four lanes from Port Tampa Bay to Fowler, but transitions to two lanes north through Pasco.

Vande Berg acknowledged that the Hillsborough Metropolitan Planning Organization (MPO) hasn’t been on board with widening the road further north.

To resolve the impasse, the Pasco MPO needs to gather and collaborate with Hillsborough, Vande Berg said, “and really emphasize the importance of getting that segment of road, four lanes.”

He continued: “That four-lane corridor, I think, will pay off huge dividends for manufacturing and just overall betterment of our transportation network.”

Aside from stated transportation improvements to supplement an industrial corridor, Vande Berg also emphasized the importance of having a mechanism that provides workforce training opportunities, as people look to transition to manufacturing jobs.

“I feel like we need to look at identifying, and supporting and incentivizing all those things to provide for more of a diverse workforce,” he said.

Some next steps in the measured industrial corridor planning process include meeting with large industrial property owners; coordinating additional stakeholder meetings; having more discussions with industrial brokers; making airport and railroad improvements; and, continuing with various citywide master plan updates, Vande Berg said.

Growth already ramping up in Zephyrhills
While efforts continue to shape a future industrial hub, plenty is already happening in Zephyrhills in the way of new development, particularly residential construction.

A slew of new housing communities set to come online — such as Abbott Square, 700-plus units surrounding the new Sarah Vande Berg Tennis & Wellness Center off Simons Road; and Abbott Park, 500-plus units tucked behind the Zephyr Commons Publix Shopping Center, off Gall Boulevard.

Other notable homesites include the Link at Calusa Springs, north of Silverado Golf & Country Club; the Oaks at Pasco, southeast of Silverado Golf & Country Club; and Skybird Properties, off Alston Road near the municipal airport.

Various roadway improvements are paving way for new commercial development, too.

Most notable is the $2.3 million state-funded U.S. 301/Pretty Pond Road intersection project, now under construction.

The project calls for new traffic signals on U.S. 301 at Pretty Pond and at Medical Arts Court/ Townview Avenue, along with other median and roadway improvements.

The addition of signalized intersections at these locations is designed to make it easier to move about the area, and to be an economic driver for the northeast and northwest corners of Pretty Pond.

Once construction is complete, the area is poised to land Chick-fil-A and Chipotle chain restaurants, and other businesses.

Vande Berg joked he frequently gets asked about when Chick-fil-A is coming aboard — and said the popular franchise was waiting until the intersection project received the OK to move forward.

“I’m happy to share that they’re still on board,” the city official said.

He also mentioned enhancements coming to a 1.31-mile stretch on County Road 54, east of U.S. 301, east to 23rd Street.

The city is splitting the cost of the $6.5 million project with Pasco County, which will include the addition of intersection turn lanes; a traffic signal at 23rd Street; and multi-use paths and trails on the north and south sides of the road, among other improvements.

The project is addressing one of the city’s “bigger areas of need” to improve traffic capacity along a busy and sometimes dangerous roadway, Vande Berg said.

Elsewhere, the planning director highlighted a slew of other forthcoming projects and goals, further giving a look inside the booming activity in the city:

  • Mixed-use properties along the Zephyr Commons gateway
  • New Veterans Affairs outpatient clinic off Eiland Boulevard
  • Upgrades to Hercules Park, at U.S. 301 and County Road 54, adjacent to Zephyrhills High and Woodlands Elementary schools.
  • Implementation of form-based building codes from North Avenue to C Avenue, between Sixth Street and Seventh Street
  • Efforts to have more designated complete streets throughout the city, designed to enable safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities. (This may include adding sidewalks, bike lanes ,or wide paved shoulders; special bus lanes; comfortable and accessible public transportation stops, frequent and safe crossing opportunities; median islands, accessible pedestrian signals; curb extensions; narrower travel lanes; roundabouts and so on.)

Upgrades coming to Zephyrhills CRA area

The Zephyrhills Community Redevelopment Agency (CRA) Board has approved a budget of $578,244 for fiscal year 2020-2021 — and identified a number of priority projects.

The project is an increase of $91,234 over last year’s $478,010 budget.

The increase is primarily due to greater revenues collected from ad valorem taxes from the city and Pasco County. Those revenues came in at $426,470, compared to $319,031 last year.

The remainder of the CRA budget is made up of reserves for future projects ($150,174) and miscellaneous revenue ($1,600) from interest and reimbursements from Zephyrhills Main Street Inc.

The CRA board unanimously approved the budget, which then was passed through the Zephyrhills City Council. (Although it is a separate board, the CRA board is made up of members of the Zephyrhills City Council.)

Funds will be allocated to projects within the city’s 500-plus acre CRA district, which generally encompasses the center spine of the city, between Hercules Park to C Avenue, and from Zephyr Park to 17th Street.

Priority projects include:

  • Hercules Park upgrades
  • Sidewalk improvement, in partnership with the city’s public works department
  • Lake Necessity improvements
  • Installation of public artwork and artistic connections, such as murals, from Fifth Avenue through downtown side streets
  • Incentives for development opportunities and growth in the CRA

Meanwhile, the budget funds existing grant programs and incentives, such as residential grants (façade, paint, homeownership) and commercial grants (façade, signage).

Zephyrhills CRA Director Gail Hamilton detailed the success of assorted grant programs, noting the agency last year distributed seven homeownership grants, which set a record for new homes purchased within the district in any given year.

The homeownership grant provides $5,000 to new homeowners in the district. It requires a homeowner to apply before purchasing and closing, and file for the homestead exemption for five years.

Funding also is allocated to continue the Saturday neighborhood clean-up improvement program, which was shuttered for much of this year due to the COVID-19 pandemic. Staff expects to restart the program in 2021, Hamilton said.

Elsewhere, the agency has multiple outstanding approved projects budgeted from 2019-2020 that simply will be rolled over to the new budget year.

That includes installing signage posts and frames along Fifth Avenue, from Zephyr Park to Ninth Street. The CRA initially struggled getting bids for the project, as manufacturers shut down or scaled back amid the pandemic.

“Factories are up now, so we can get that project finished,” Hamilton said.

In conjunction with that, the CRA agency currently is consulting with Kimley-Horn planning/engineering firm on developing concepts and modifications for gateway signage, hammering out desired styles and exact locations, such as the prime U.S. 301/Fifth Avenue intersection.

The idea is to give residents and visitors directions to shopping and dining “to draw people down Fifth Avenue,” Hamilton said.

The gateway signage requires the approval of the Florida Department of Transportation (FDOT), as it falls under CAF (Community Aesthetic Features) installed in or on the right of way, Hamilton said.

Sprucing up downtown landscaping is another ongoing project that shifted into this year. It involves tidying up circular medians and installing pots, benches and chairs that match existing light poles and trash cans throughout.

Zephyrhills budget decreasing in 2020-2021

The City of Zephyrhills has adopted its tentative budget for the upcoming fiscal year  — and it comes in slimmer than the current year, at $60,412,293.

The roughly $60.4 million budget for fiscal year 2020-2021 represents nearly an 8.8% decrease from this current fiscal year’s budget of $66,293,613. However, it’s slightly greater than the city’s budget two years ago of $59,433,368.

The Zephyrhills City Council had its first reading of the ordinance and first hearing on the proposed budget in a Sept. 14 regular meeting.

The council gave first-round approval, and will have a second reading and final reading before the new budget takes effect on Oct. 1.

The proposed budget is based on an approved 6.35 millage rate, assessed on taxable value of property within the city.

At least one area where the city will begin to see marked savings is the merger of its fire department with Pasco County Fire Rescue. Savings in the first year of the interlocal agreement are tallied at $551,890 compared to the 2019-2020 budget of a fully funded municipal fire department.

The agreement (as well as extended employee benefits) will cost the city roughly $5.5 million total, generally spread out over a period of seven years. After fiscal year 2026-2027, the city won’t have to pay the county for fire rescue services — as it’d be solely propped up by an MSTU assessed to city residents and commercial entities, similar to how Dade City receives such services.

Here’s a rundown of some other proposed budget highlights by the city’s various departments:

Administrative/human resources:

  • 3.5% increase to total health care costs
  • 3% pay increase for employees won’t take effect until April 1, to give the city time to review revenues sources that may decrease as a result of COVID-19
  • City council and city attorney added to city’s 80/20 group health benefits plan
  • Administration expenses for personnel services increased by reclassifying the assistant city clerk position to a public information officer position
  • Human resources worker’s compensation decreased by $9,500 (3%), and property and casualty expenses increased by $51,914 (7%)

Airport:

  • $5.7 million state appropriation for the runway 1-19 extension
  • $800,000 fuel farm
  • $265,000 taxiway alpha design
  • $185,000 airfield beacons

Community Redevelopment Agency (CRA):

  • Revenues expected to increase to $426,470
  • $100,000 building façade grants ($50,000 to rentals; $50,000 to non-rentals/commercial properties)
  • $50,000 sidewalk improvements

 Parks:

  • $60,000 tractor/finish mower
  • $150,000 playground equipment
  • $18,000 re-roof park restrooms
  • $13,500 security camera upgrades
  • $2,500 carpet cleaner

Police:

  • $255,000 for five new vehicles
  • $54,969 for administrative solutions and digital surveillance software, solar speed signs, bulletproof vests, and rifles
  • $29,500 for police laptops and server (funded under IT)

Public Works:

  • $500,000 street resurfacings
  • $275,000 Stormwater Master Plan update

Wastewater major projects:

  • $1.5 million reclaimed water line from Zephyrhills High School to Zephyr Lakes along Dairy Road

  • $350,000 rehabilitation of three lift stations
  • $200,000 rehabilitation of approximately 100 manholes

Aside from big-ticket departmental expenses, the city budgeted $2.3 million for U.S. 301/Pretty Pond intersection improvements, which is coming from a state appropriation; and $1.1 million towards County Road 54 improvements east of Hercules Park, funded via Penny for Pasco revenues. Elsewhere, the city allocated $40,000 in funding for the East Pasco Family YMCA, and $14,000 for youth sports program grants.

Proposal for design standards sparks debate

A proposal to enact new design standards in the Zephyrhills Community Redevelopment Agency (CRA) area has prompted debate.

On one hand, the design standards can promote across-the-board architectural and visual uniformity and compliance — to protect and enhance property values in the CRA.

On the other hand, if care isn’t taken, the standards can become cumbersome and expensive.

Those were some of the main points raised during the discussion of a proposed set of design standards that would apply to the CRA’s roughly 500-plus acre historic area, which encompasses the center spine of town.

It’s an extensive undertaking.

Gail Hamilton, director of the CRA, has worked on the past few years, in conjunction with Kimley-Horn, a planning, design and engineering consulting firm.

An 83-page drafted document was presented last month to the Zephyrhills CRA Board, which is chaired by all five city council members and mayor.

It contains regulations outlined in specific detail that pertain to site access, circulation, parking, lighting, tree preservation. It also has various requirements related to residential and retail space — particularly up and down Gall Boulevard and along cross streets.

For example, it calls for all drive-thru restaurants and banks to have buffering in the form of fences, gates, hardscapes and streetscapes.

It also calls for new streetlights built on public or private property to be required to take on a distinct historical look similar to what’s seen along City Hall and the Zephyrhills Public Library — which is a decorative fixture with Florida Vernacular style and black finish. By contrast, cobra head and shoebox style fixtures on top of an aluminum light pole, which frequently are seen in big box store parking lots, would be prohibited.

Another goal calls for tree preservation and creating, or maintaining, canopied roads — which are characterized by limbs of large trees that provide a lush and shaded effect, overhead.

The document also outlines a number of other restrictions, such as limiting the number and size of business signs and prohibiting residential parking on the grass.

Kelley Klepper, a project manager for Kimley-Horn, emphasized the significance of establishing concrete design standards throughout the CRA.

“A good design is the starting point for a great community. You’ve got a lot of great bones here in the city, especially within the CRA,” Klepper said.

Firm standards will help create the community’s desired aesthetic, and create accountability among property and business owners, he added.

“We want to make sure what we’re talking about has some teeth, because ultimately the CRA is that key focal point within itself,” Klepper continued.

Ensuring any new streetlights within take on a Florida Vernacular historical look is one of the many objectives in the CRA’s proposed 83-page design standards document. The CRA Board tabled a decision on whether to approve the design standards within its 500-acre district during a meeting last month.

“A lot of times we hear guidelines, we hear overlays. A guideline is just that, it’s a guide. It’s not a, ‘Thou shall,’ it’s a, ‘Well, we’d really, really appreciate it if you could,’ and there’s no teeth to it,” Klepper said.

Hamilton said the CRA would offer various incentives and partnership opportunities to help new and existing properties get up to code.

She said she has spoken with multiple residential and commercial developers who did not object to the design standards. If anything, they’re encouraged, because it provides a roadmap and expectations for the city’s future plans, she said.

“Developers want to know that,” Hamilton said.

She also talked about the value of having design standards.

“Your investment is going to be protected, because the person next to you is going to have to do the same thing. Rising tides lift all boats….” Hamilton said.

The CRA board, however, wants more specifics before taking stand. It tabled the issue until it receives additional information.

Board vice president Alan Knight cautioned strongly against overregulation.

He pointed to The Villages in Sumter County as an example, referencing a recent hot-button case where a couple was sued by the community’s development district after placing a 1-foot cross on display in their front yard, therefore violating a “lawn ornament” deed compliance.

“Every time I roll this page, all I see is another rule and another rule and another rule, and I just don’t want us to get into the idea that we’re so many rules that we can’t expand,” Knight said.

Board member Charles Proctor expressed similar concerns .

“I just don’t want to be super restrictive,” Proctor said. “I understand, we don’t want a bunch of junk cars with no tags in people’s yards, but on the same hand, I just want to be cautious.”

Meanwhile, board member Lance Smith thinks design standards are necessary.

However, Smith added:  “I don’t want them to be too costly to the people. Believe me, I’m for ‘em, but we’ve got to be real careful.”

Hamilton said the design standards don’t contradict anything the city already has on the books with its form-based code and land development code.

The document helps organize all present city ordinances, with some additional expansions and clarifications, and multiple visual examples for better understanding, she said.

Hamilton also observed the standards are not as strict as seen in HOA/deed restricted communities, such as Silver Oaks. “They tell you certain things about what you can or cannot do with your property. I can assure you these are much less than those,” she said.

Klepper described the proposed standards as a “baby step” compared to what other municipalities have done with their respective historic districts.

The project manager mentioned some have gone so far as to regulating parking lot line colors or the font and lettering of business signage.

“We didn’t want to go anywhere near that,” Klepper said. “The document we have is not punitive; it’s not so many rules we can’t follow.”

He continued, “At the end of the day, what we’re trying to do is increase property values. If you maintain your property, if your neighbors maintain their property, what’s going to happen to the valuation of that neighborhood? It’s going to go up.”

But, the board said it wants to see an example of a commercial business or homeowner go through a mock review and submittal process. That will give them a better idea of how much time and expense the new standards will create for someone who is looking to buy or invest in the city, they said.

The Zephyrhills CRA is a dependent special district in which any future increases in property values are set aside in a Trust Fund to support economic development and redevelopment projects within the designated district.

Although it functions within the City of Zephyrhills, the Zephyrhills CRA is a separate and distinct legal entity.

The district generally spans from Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside and Plaza.

Hercules Park upgrades under consideration

As the Zephyrhills Community Redevelopment Agency (CRA) preps its budget for fiscal year 2020-21, city leaders are calling for more attention to Hercules Park, a 9-acre city-owned park land property off Gall Boulevard.

Zephyrhills CRA director Gail Hamilton on July 27 probed the CRA Board of Commissioners —chaired by Zephyrhills City Council members — on which types of projects they want to have the highest priority in the upcoming year, noting the agency appears in good shape with funding this coming year.

The answer was unanimous: Hercules Park improvements are well overdue.

CRA board member Lance Smith was quick to declare it’s time to gather community input and organize an action plan for the vacant park land that once had a buzzing aquatic center and swimming pool.

He observed Hercules Park, adjacent to Zephyrhills High and Woodland Elementary schools, is visibly nestled in “a very high traffic” intersection that includes a Wawa gas station and Culver’s fast-food restaurant.

“I think we should really work on Hercules some, because it’s been sitting there,” Smith said. “I don’t think we have to spend a tremendous amount of money on it, but I do think we have to put together a plan for it.”

Fellow board member Charles Proctor agreed Hercules Park fixes are “a longtime in the coming,” since ownership of the land was transferred to the city from the Pasco County School Board in June 2018.

Even minor improvements would make it a desirable passive park for residents, he said.

His general idea: “Make it simple, but usable,” so that upkeep isn’t an ongoing burden for the city’s public works department.

“I don’t necessarily want to go crazy with it,” Proctor said, “but I would like to make it usable, so if somebody wanted to have a picnic there or walk the trails, because it is a beautiful piece of property, and at least so that citizens can use it.”

Board chair Jodi Wilkeson added work on the park should be handled in phases, starting with some routine cleanup, then later on identify more specific long-term goals and objectives for the park’s future.

Board member Ken Burgess likewise agreed to have the property “spruced up enough where we can utilize it, until we come up with a better, eventual plan for it on down the road.”

All that in mind, Hamilton assured various park fixes are on the table for discussion.

The CRA originally planned to hold a community meeting for park input, but the COVID-19 pandemic caused it to fall by the wayside. Hamilton instead plans to meet with the city’s parks board for further input, then present it to the CRA board and city council.

Some early possibilities include underbrush clearing and designing a more welcoming park entrance, as well as installing a park fountain, benches, tree underlighting, and colorful sailcloth. Adding an art piece that pays homage to the history of the property is another idea, too, she said.

The park land is a legacy from about 80 acres once owned by the Hercules Powder Co.

The company, which converted pine stumps into resin and turpentine, had been the city’s largest employer.

“I think it needs to look nice when people drive by, (so) it looks like we care,” Hamilton said. “We’ll create a plan, and work that plan.”

Other CRA priorities for this budget cycle include installing wayfinding and gateway signage, sidewalk repairs and developing a public art master plan, among others.

Main Street events suspended until December
Elsewhere, Hamilton also mentioned all Main Street Zephyrhills events have been canceled until the end of December, due to COVID-19.

Main Street Zephyrhills is a 501c3 nonprofit that generally facilitates new business and organizes large events within the historic downtown district.

One of the nonprofit organization’s most popular annual events, Music & Motorcycles, will likely be rescheduled at a later date, once events are back in the fold, Hamilton said.

Guidelines from the CDC (Centers for Disease Control and Prevention) will be followed in making a determination of when events with large gatherings are safe to resume, she said.

“We don’t want to have an event that’s going to cause problems, so at this moment we are still monitoring the situation,” Hamilton told the board.

The Music & Motorcycles event is typically held in September and features a live band, and a 10-class ride-in bike show along Fifth Avenue in downtown Zephyrhills.

Other events impacted included the Veterans Day Parade, National Night Out, Halloween Howl and Festival of Lights.

Main Street’s new events coordinator is Paxton McCullough, a recent graduate from the University of Georgia. She takes over for Anna Stutzriem, who resigned in March after more than two years on the post.

The coordinator position is the organization’s lone city-funded employee position.

Zephyrhills CRA projects, initiatives on tap

Amid the coronavirus disease-2019 (COVID-19) pandemic, the Zephyrhills Community Redevelopment Agency (CRA) has managed to stay plenty busy.

In a virtual CRA board meeting last month, Zephyrhills CRA director Gail Hamilton outlined a number of tasks the agency has on its plate to beautify the 500-plus acre historic district that stretches through the center spine of the city.

Hamilton told the board: “We are in strange times, trying to do remote meetings and getting things done has certainly been a challenge, but everybody has pitched in and worked hard.”

More immediately, the CRA is in the final review of its sidewalk master plan and updating signage design standards in the district. It’s also collaborating with the Zephyrhills Public Library to redesign the agency’s website “to make it more appealing and easier to navigate,” Hamilton said.

Meantime, the CRA is working on a bid proposal for the final restoration of the historic Carriage House, a two-story wooden structure connected to the historic Jeffries House, at 38537 Fifth Ave. The city recently received architectural plans on the project that calls for a new balcony, footings and columns — with the idea the home’s restoration will contribute to the preservation of other buildings within the CRA district.

Another ongoing CRA initiative is reviewing its grant programs and the grant application process, “looking for ways to make it clearer, better, easier to read,” Hamilton said.

The CRA director added she’s working on providing information on a single sheet to better explain residential ownership grants, residential paint grants, and so on.

The idea is to make the process easier.

Hamilton also touched on other general projects the agency has on its to-do list, too.

She said the public works department is set to install flowerpots and other landscaping upgrades along Fifth Avenue, once it returns to its regular, fully staffed operations. (Public Works is presently in partially staffed, split shifts, due to the coronavirus pandemic.)

She also mentioned free, public Wi-Fi has been installed at Zephyrhills City Hall and the adjacent courtyard, but the amenity won’t be activated until large gatherings are deemed safe again.

Additionally, the agency has received three bids for public-use Wi-Fi at Clock Plaza, a half-acre park located on Fifth Avenue, two blocks east of U.S. 301 in the historic downtown district. The Wi-Fi at that location would support up to 100 users at a time, and will be presented at the next CRA board meeting scheduled for June 22.

Hamilton also is evaluating “four or five locations” in the CRA district that could be ripe for residential developments, such as duplexes and condo townhomes.

To do that, the CRA is working with consulting firm GAI Community Solutions Group to handle “proformas on the land and see how the numbers work out,” Hamilton said. “We would like to really promote some of the city sites and other sites that are privately owned within the district, to try to encourage residential development,” she said of the plan.

Meanwhile, the CRA director is finalizing the job description for the Main Street Zephyrhills coordinator position and meeting with Main Street board members on how to best proceed with the organization — following the recent resignation of Anna Stutzriem, who held the role for more than two years.

Hamilton underscored the importance of having a new Main Street coordinator and action plan in place once storefronts and downtown activity is fully operational again, for whenever the COVID-19 pandemic blows over.

She observed, “When we can open back up, when the stores can open back up, Main Street needs to be up and running and working on promoting the city, our merchants, the businesses, and really doing a full press on creating a promotional for events…to get people to come downtown and use our businesses.”

Elsewhere, Hamilton presented the CRA’s 2019 annual report, which showed a notable increase in ad valorem revenues collected by the city and Pasco County. For fiscal year 2019, the county’s share was $107,238 and the city’s share was $89,510. That’s up from 2018, when the county and city generated $36,000 apiece in ad valorem taxes in the district.

To Hamilton that means the agency is “seeing the fruits of our labor in working on redevelopment for the CRA district and taking out the blight.”

In other business, the CRA board approved the following grants/incentives:

  • $5,000 matching façade rehabilitation grant to Faithful Friends Pet Cremation, 5221 Eighth St.
  • $5,500 historic preservation developer’s incentive to Kerns Family Construction for the restoration of a 1928 wood frame structure at 5524 11th St.

Lien forgiveness program may be expanded

The City of Zephyrhills is considering a facelift to its residential lien forgiveness incentive program — to also include commercial properties.

The  Zephyrhills Community Redevelopment Agency (CRA) board proceeded to direct staff to draft such a policy for further review at its Feb. 24 meeting. The Zephyrhills City Council also makes up the CRA Board.

Zephyrhills instituted a residential lien forgiveness program in May 2017, to promote investment and improvements to blighted properties and vacant lots, and increase home ownership within its city limits.

Under the program, applicants have one year to make agreed upon improvements ($2,500 minimum) to the property.

Once the work is completed by a licensed general contractor, the city waives various mowing and code enforcement liens previously placed on the property.

Similar procedures and policies would apply to a commercial lien forgiveness program, with each property taken on a case-by-case basis, Hamilton said.

For example, the owner of the property cannot be the one that incurred the liens in the first place — it has to be a new owner that purchased a property with existing outstanding liens.

The CRA director noted interest has picked up lately from applicants looking to redevelop commercial properties burdened with thousands of dollars of unpaid fines.

Those liens have made those properties overpriced and unattractive to potential buyers, she said.

“Having a commercial property sitting empty does not help anyone,” Hamilton told board members.

Forgiving the liens, she said, “is one more tool in my toolbox to get something done.”

Board members indicated they want to come up with a “unified program” and hammer out some of the finer details, such as how to handle title insurance and loan policies as it relates to businesses.

Additionally, Jodi Wilkeson, president of the CRA board and a member of the city council, pondered how such a commercial lien forgiveness policy might lead to unintended consequences.

She wondered if it could lead to a national credit investor to come into town and buy up several properties to lease out to others “then we have a series of people coming in and out, in and out, in and out.”

Sidewalks needed in Zephyrhills
Hamilton also presented a first look of the Zephyrhills CRA’s sidewalk master plan, being completed by consulting firm Kimley-Horn to provide details on the existing state of sidewalks in the CRA district, and set priorities for the construction of new sidewalks and trails.

Within the 602-acre district, the city has sidewalks at Hercules Park, Woodland Elementary School, Stewart Middle School, West Zephyrhills Elementary School, the Zephyrhills City Hall/Library Complex and Zephyr Park.

However, an analysis shows a general lack of connectivity and missing sidewalk segments, that otherwise would help people access and experience Zephyrhills’s downtown, and improve quality of life for residents and visitors.

Hamilton described the state of the city’s sidewalk system this way: “It’s not very good.”

“At this point, we just need sidewalks,” Hamilton told board members. “We need to increase the walkability and accessibility within the CRA district.”

She said when people are surveyed about great towns to visit, they often mention the ease of getting around on foot, as well as parks and downtown areas.

“We want Zephyrhills to have that same experience,” Hamilton said.

The CRA director said “high priority” is being placed on building more sidewalks (at least 6-feet wide) at nearby schools and parks “because we want kids and families to be able to get back and forth.”

A GIS analysis identified 21 “high priority” locations where missing sidewalk segments are needed, with another 50 areas labeled either “medium priority” or “low priority” for sidewalks.

Hamilton noted there are some potential conflicts — parking lots, utilities, drainage facilities —that prevent installing sidewalks on both sides of the street at some locations.

One solution is to install well-marked crosswalks from a particular destination to a sidewalk on the other side of the street, she said.

A final master plan document will include cost estimates for sidewalks based on the priority rankings.

Possible funding sources include Safe Routes to School Program, Local Agency Program, Recreational Trails Program and Community Development Block Grant.

The city also could establish a sidewalk mitigation fund and/or utilize public works funds.

Said Hamilton, “We’re not going to be able to do it all at one time; we’ll just do it as we can.”

Founder’s Day Parade set
Organizers of the 110th Zephyrhills Founder’s Day Parade & Heritage Festival are hoping for a greater turnout from youth at this year’s event.

Main Street Zephyrhills coordinator Anna Stutzriem told CRA board members that more kid-friendly activities have been incorporated this year to an event that “has historically been an older demographic.”

The Kid’s Zone will include sidewalk chalk creations, bounce houses and craft workshop demonstrations hosted by Home Depot.

This year’s Founder’s Day Parade theme is, “The Roaring 20s: Glitz, Glam & Tin Cans.”

Th event will have 70 vendors and somewhere between 65 to 70 parade entries, Stutzriem said.

The event is set for March 7 from 9 a.m. to 2 p.m., at Main Street Zephyrhills, 38537 Fifth Ave., Zephyrhills.

Community development grants on the way?

Talks are underway in Zephyrhills to offer a greater variety of business grants within the city’s CRA (Community Redevelopment Agency) district.

At last month’s CRA board meeting, Zephyrhills CRA director Gail Hamilton pushed for a wider range of incentives to help encourage new business investment in the 500-plus acre district.

The district encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside, and Plaza.

Hamilton referenced a 2019 market report from consultant GAI Community Solutions, which indicates that vacancy rates are down in the CRA district, but property values are dropping because older retail/office buildings are not being improved or rehabilitated.

Interestingly, however, Hamilton said rental rates in the district have increased because “there’s a short supply of those buildings that are habitable, that are in the right location, where somebody wants to be.”

The market report shows the majority of rentable office properties within the district were built prior to 1980, and the majority of retail properties built prior to 1990. Further, since 2011, no new office properties and just one new retail property have been built within the district.

The report showed the limited inventory will weigh on district activity in the face of a growing local economy, Hamilton told CRA board members.

“We need to address that we haven’t built any new buildings and what we have is old,” the CRA director said.

“We still have building stock that nobody wants to rent because of the issues with the building or where it’s located or how it’s chopped up, and so we might want to take a very focused look at some of those buildings and try to work with the property owners,” she suggested.

The city currently offers grants related to building exteriors, including a matching façade rehabilitation grant program of up to $2,500.

But, Hamilton thinks the program should be expanded to allows some grants related to interior projects, such as plumbing or electric improvements.

“I can do signage, I can help them with a window or door, but the grants don’t allow for anything in the interior of the building, so that’s something we may want to talk about,” she said.

Hamilton also suggested creating some type of kitchen remodeling grant, particularly for high-quality kitchen fire suppression systems that could be used for subsequent tenants, if needed.

The Zephyrhills CRA (Community Redevelopment Agency) area is a dependent special district in which any future increases in property values are set aside in a trust fund to support economic development and redevelopment projects, within the designated district.

She put it like this: “If that restaurant goes out (of business), you still have a restaurant and that investment the CRA makes putting the money in the building, because the building will always be there.”

The CRA director added she’s seen high demand from retailers and restaurateurs looking to lease newer or updated building spaces, even as small as 1,000 square feet, in the downtown area.

“Not a day goes by that somebody doesn’t call the CRA office asking about space — and, I don’t have it,” she said.

The Zephyrhills CRA includes about 300 business, with the largest concentration of employment within retail trade, health care services, and accommodation and food services.

The district’s largest employer is AdventHealth Zephyrhills (1,100 employees), followed by Florida Medical Clinic (850), Nestle/Zephyrhills Bottled Water (325), City of Zephyrhills (180) and Morrow Steel (90).

Another issue, Hamilton said, is the limited supply of affordable housing for middle-income workers, close to their jobs.

Hamilton said she’s had ongoing discussions with AdventHealth Zephyrhills CEO Amanda Maggard about the issue, talking about creating some type of joint residential grants “so that that workforce group from the hospital has an opportunity to live and work here in the CRA district.”

The city offers a $5,000 residential ownership incentive grant to homebuyers who purchase a home in the CRA district, and maintain residency for five years. The CRA awarded five such grants last fiscal year, Hamilton said.
