Will cross-county commuters have a new option?

Commuters in Pasco, Hillsborough and Pinellas counties could have a new way to get around, as planning continues on a proposed 41-mile bus route connecting the counties.

The plan being considered calls for designated rapid bus transit lanes to be built along the shoulders of Interstate 75 and Interstate 275.

The route would run from Pasco to Hillsborough County — beginning at State Road 54 in Wesley Chapel, heading south to the University of South Florida and ending in downtown Tampa. The system also would have a leg continuing into Pinellas County, ending in downtown St. Petersburg.

Various bus stations would be built adjacent to the highway and within a 1-mile radius of communities with larger concentrations of commercial development.

Chris Jadick, of the Tampa Bay Area Regional Transit Authority (TBARTA), outlined aspects of the proposed bus rapid transit system during a North Tampa Bay Chamber of Commerce breakfast meeting on Feb. 4.

The proposed project carries a price tag of $455 million, and is now in the project development and environment phase, Jadick told those gathered at Pasco-Hernando State College’s Porter Campus.

Alternatives are now being evaluated to determine which would be most beneficial to the public, Jadick said.

The current plan being studied calls for designated lanes to be constructed along Interstates 75 and 275 shoulders, catered for buses only.

Increasing the number of stations could result in lower bus fares for commuters, Jadick said. But, it also affects how quickly riders can get from Point A to Point B.

“This all comes down to speed,” Jadick said. “The more stations you have, where they are, determines how quickly you can get somewhere,” he explained.

The study is scheduled to wrap up by August 2021, he noted.

When 30% of the design plan is set, federal funds will be allocated toward the project, Jadick said, aside from state and local assistance.

The project aims to help address Florida’s low-performance ranking in the area of public transportation, Jadick said.

“There’s no question we have great local transit providers. The problem is regionally. How do we connect Pasco County with the great opportunities in Hillsborough (County), or Hillsborough (County) to Manatee (County)?” he asked.

The regional transit agency oversees five counties: Hernando, Hillsborough, Manatee, Pasco and Pinellas.

The tri-county bus rapid transit system is just part of TBARTA’s 10-year vision plan. Another project in that long-range plan calls for expanded car and vanpool services.

The regional transit agency has been working in conjunction with the Enterprise rental service to provide feasible transportation options for government workers.

Plans are in the works to create a ride-sharing program to help reduce the number of vehicles on the road — which would decrease congestion, shorten commute times and result in cleaner air.

It is not yet clear when either of these new initiatives could begin offering commuters new alternatives.

Pasco considered for new cross-county bus routes

Pasco County commuters may soon have easier access into neighboring counties, as two new bus routes are being explored along the Interstate 75 and Interstate 275 corridors.

Bus stops along State Road 56 and State Road 54 in Wesley Chapel would allow riders to catch buses traveling to Tampa and Saint Petersburg.

The bus rapid transit project would help travelers move around, while reducing congestion on the highway.

The Tampa Bay Area Regional Transit Authority (TBARTA) has been working on the idea in conjunction with the Metropolitan Planning Organizations (MPO) of Pasco, Hillsborough and Pinellas counties.

The regional transit authority began a study in 2019 to evaluate the 41-mile bus route.

If implemented, those in Pasco could travel south into Tampa, stopping near the University of South Florida and in downtown Tampa. Bus riders would have the option to continue riding southwest, ending up in downtown St. Petersburg.

The highway also may be widened to accommodate a designated lane for buses as well.

The initiative has transitioned into the Project Development and Environment (PD&E) study, with the support of the Florida Department of Transportation (FDOT).

Trying to find a way to improve transit and ease congestion has been an issue for decades.

Providing more public bus services across Tampa Bay could help reduce the estimated 50% increase in motorists expected over the next two decades, according to TBARTA.

Other cities across the nation —  including Los Angeles, Cleveland, Minneapolis and Las Vegas — already have bus rapid transit.

Routes can be selected based on where there is a high volume of businesses, attractions and daily needs.

Kurt Scheible is the director of Pasco County Public Transportation and sits on TBARTA’s Transit Management Committee.

He pushed for two bus stops when one was originally being considered for Pasco. This resulted in both State Road 56 and State Road 54 being selected, near their intersections with Interstate 75.

“(State Road) 56 is not really a good starting point for Pasco County, (State Road) 54 is,” Scheible said. “(State Road) 54 is where the customers are actually going to be. That’s where the people are and that’s where they’re going to go.”

Currently, the Hillsborough Area Regional Transit (HART) Authority offers bus rides from Wesley Chapel into Tampa.

While the exact locations of the proposed stops haven’t been pinpointed yet, they will be two new alternatives to the HART bus service.

With the support of FDOT, the project could cost up to $455 million.

Studies are scheduled for completion in 2021, but a construction timetable hasn’t been determined yet.

Hillsborough’s economy showing new signs of growth

Adam Myers, senior business development manager for the Tampa Bay Economic Development Council, paid a visit to Pasco County a few weeks ago, to share what’s happening on the economic front in Hillsborough County.

Myers outlined some of the major new developments happening in Tampa and Hillsborough County during a membership luncheon meeting of the North Tampa Bay Chamber of Commerce.

He assured those gathered that economic development is not something that happens in a vacuum.

“While we are Hillsborough County-focused, we work with our partners in Pasco County Economic Development and Pinellas County Economic Development, Polk County, Sarasota, Manatee, all of the way up to Hernando County.

“When something great happens in Pasco County, that’s going to benefit Hillsborough County,” said Myers, senior business development manager for the Tampa/Hillsborough economic development agency.

“When something awesome is happening in Hillsborough County and Pinellas County, that’s benefiting Pasco County, as well.

“It’s important to recognize that economic development is really a team sport,” Myers said.

That being said, his talk focused primarily on some of the big things happening in Tampa and Hillsborough County.

For instance, Water Street Tampa, a $3 billion investment in downtown Tampa, is getting underway, he said.

“Now, the buildings are under construction,” Myers said. “The first building is almost done, with USF’s (University of South Florida’s) new medical school. That is bringing a lot of momentum and excitement, and activity and interest in the downtown area.

“Now, they’re seeing the cranes. Now, they’re seeing the walls going up, the buildings going up, the J.W. Marriott going up, everything that’s happening in Phase One of Water Street. OK, now I can almost touch it. It’s tangible,” he said.

Another major project, Midtown Tampa, is planned near Interstate 275 and North Dale Mabry Highway. That’s a $500 million mixed-use project of retail, residential and office, he said.

Riverwalk Place, a 50-story tower is going up in downtown Tampa. The $350 million project is the tallest building on the West Coast of Florida, Myers said.

It began as a mixed-use project, but the condo sales went so well, it was essentially converted to a residential project with retail at the bottom, he said.

Another project, called Heights Union, includes new office space being built at the southwest corner of Palm Avenue and North Tampa Street. Meanwhile, Highwoods Properties is building a new mixed-use project in Westshore.

Myers also noted that Tampa is being recognized by outside evaluators, as a good place to work and live.

Earlier this year, for instance, Zillow ranked Tampa as the No. 1 market for first-time homebuyers.

It’s also a great place to start a business, Myers said.

“Entrepreneurism in Tampa is at an all-time high, and there are more and more resources that are out there that are starting up to help our entrepreneurism ecosystem grow,” he said.

He also shared some of the economic development agency’s statistics.

“Between Oct. 1, 2016 and July 31, 2018: We worked with over 48 companies to make the decision to choose Hillsborough (County),” Myers said. That created nearly 6,200 jobs.

Those jobs, in turn, created nearly 2,300 indirect jobs and 4,060 induced jobs.

Pasco advocates for additional lanes on I-275

The Pasco County Commission last week emailed a letter to the Hillsborough County Commission asking that board to support a regional approach to transportation.

Specifically, the Pasco commissioners want the Hillsborough board to support the Florida Department of Transportation’s request for an additional lane in each direction on Interstate 275, from north of Dr. Martin Luther King Jr. Boulevard to south of Bearss Avenue.

The state transportation department has requested the general use lanes in a proposed amendment to the Hillsborough Metropolitan Long Range Transportation Plan.

The lanes would be built within the existing right of way of Interstate 275.

All five Pasco commissioners support the DOT’s request.

“Adding these general use lanes is an important priority to help the flow of people and commerce throughout region,” states the June 4 letter, signed by all five members of the Pasco County Commission.

“Not moving forward will have a detrimental effect on the proposed regional Bus Rapid Transit project. As you are aware, this project also is a priority of the Tampa Bay Transportation Management Area Leadership Group,” the letter adds.

The issue came up during the Pasco board’s June 4 meeting, when they expressed concerns about the possibility of the project being derailed.

They decided that a letter was needed to ensure that Hillsborough’s board was aware of Pasco’s position on the issue.

They noted that the amendment to the long-range transportation plan is needed for DOT to move forward on the project.

Hillsborough’s commission was expected to take up the issue at its June 11 meeting, after The Laker/Lutz News’ press deadline.

HART rolling out regional bus service

The debate over building and operating a tri-county bus rapid transit system on Interstate 275 won’t be settled for months.

But, on July 1, Hillsborough Area Regional Transit Authority, known as HART, will launch a new limited express bus service down I-275 from Wesley Chapel to Tampa.

Connections also can be made to existing routes operated by Pinellas Suncoast Transit Authority with services to Largo, Clearwater and St. Petersburg.

The 275LX route will be a first for regional transit in the Tampa Bay area. It also will be a test of the regional potential for bus transit.

Funding for the new route is from about $1.2 million in grants from the Florida Department of Transportation. Funds are expected to cover operating expenses for 18 months.

“We’re very excited about this service,” said Steve Feigenbaum, HART’s director of service development. “We have very high hopes for it.”

Route 275LX largely will follow Bruce B. Downs Boulevard and Interstate 275.

Feigenbaum said this service is separate from a proposed “catalyst” project for a bus rapid transit system that would travel on dedicated lanes built on the shoulders of I-275.

The Florida Department of Transportation funded a study that prioritized a 41-mile bus rapid transit system from Wesley Chapel to St. Petersburg. Initial construction estimates were nearly $455 million.

Supporters hope that bus rapid transit can jumpstart a long-range transit vision for the area. Opponents say the project is too limited, too expensive, and won’t, by itself, address traffic gridlock.

A decision on bus rapid transit is expected in the coming months.

Meanwhile, major stops on HART’s limited express service will include Tampa International Airport, the James A. Haley Veterans’ Hospital on Bruce B. Downs Boulevard, the University Area Transit Center, the Westshore business district, and the Marion Street Transit Center in downtown Tampa.

According to a HART news release, residents and businesses, especially in New Tampa and Wesley Chapel, asked for the bus route. It is considered a boon for employees commuting to and from work across county lines, and for area residents who want to visit dining, shopping or entertainment destinations in Hillsborough and Pasco counties.

HART estimates about 123,000 residents live within the service area.

Transportation from Pasco to the veteran’s hospital in Hillsborough is an especially important benefit to the area, said Kurt Scheible, director of Pasco County Public Transportation (PCPT).

“I get requests all the time on how can we get people down to the veteran’s hospital,” Scheible said. “I think this is a great step forward.”

The July 1 start is a soft opening, with an official ribbon cutting at Tampa International Airport scheduled for July 13.

HART buses will pick up passengers at the Route 54 bus stop operated by PCPT. The bus stop is located at the Wiregrass Park-n-Ride, at 28222 Willet Way, near Florida Hospital Wesley Chapel.

The Wiregrass bus stop is the “backbone” of Pasco’s transit system, with the kind of ridership that makes it a perfect fit for HART’s new route, said Scheible.

HART’s operating hours will be seven days a week, generally from 6 a.m. to 10 p.m., with buses leaving hourly. Bus fares will be $2 each way. Free WiFi is available on the bus ride.

PCPT’s Route 54 operates only six days a week, with no buses running on Sundays. Weekday hours are 6 a.m. to 6 p.m., for east/west service from Universal Plaza in New Port Richey to Zephyrhills.

Major stops are at Medical Center of Trinity, The Shops at Wiregrass and Tampa Premium Outlets.

However, the Wiregrass Park-n-Ride is open seven days a week for residents taking a ride on HART’s buses.

New services are coming in the future, including the expansion of Flamingo Fares, a mobile application for regional bus passes, Feigenbaum said.

It is available from HART and the PSTA. In the next months, Pasco and Manatee County’s transit systems also will provide the mobile app and regional bus passes.

“It will be seamless, built into all the systems,” said Feigenbaum.

Pulte to build 350 homes in Wesley Chapel

Pulte Group’s West Florida Division plans to build 350 single-family residences on the south side of Wells Road, east of Boyette Road, according to a news release from BoardroomPR.

The development will be a Centex-brand community, known as Wesbridge.

Wesbridge will be targeted to first-time homebuyers, with sales prices starting in the low $200,000s. There will be three different home designs on 40-foot, 50-foot and 60-foot wide lots. Several homes will back up to open space, preserved land and water, according to the release.

Floor plans will range from 1,500 square feet to more than 4,000 square feet. Homebuyers can choose designs with three to five bedrooms, two to four bathrooms and two to three car garages.

Wesbridge also will feature a resort-style swimming pool, splash playground, tot lot and dog park.

“This is an assemblage of four different pieces of property in a prime location,” Sean Strickler said, in a written statement. Strickler is Pulte’s division president in west Florida.

The location has easy access to Interstate 75, Interstate 275 and State Road 54, The Shops at Wiregrass, Tampa Premium Outlets, and the newly opened Wesley Chapel District Park.

It will be located across from Wesley Chapel Elementary School, Weightman Middle School and Wesley Chapel High School.

Wesbridge is Pulte’s third community in Wesley Chapel.

The first, Country Walk, sold out in February 2017, according to the press release. The second is in Epperson, the community that features the Crystal Lagoon.

Pulte is in its second phase of home sales for Epperson.

Wesbridge sales are expected to begin in early 2019, with homes move-in ready by summer 2019.

Road extension expected to spur economic growth

Construction on the State Road 56 extension began in February and is expected to wrap up in late 2019.

When finished, the new four-lane segment will provide a 6-mile link between Zephyrhills and Wesley Chapel.

The extension will be from Meadow Pointe Boulevard in Wiregrass Ranch to U.S. 301 in Zephyrhills.

The road project also will add a 10-foot wide multi-use trail on the south side of State Road 56, a five-foot sidewalk on the north side, and seven-foot bicycle lanes going in each direction.

Traffic signals will be installed at Morris Bridge Road, at the new intersection with State Road 56, and at U.S. 301 where it connects with the new extension.

Major benefits are anticipated for traffic relief and economic development.

“Obviously, this will help relieve the traffic for people back and forth from Zephyrhills to Wesley Chapel, and vice versa,” said Pasco County Commission Chairman Mike Moore.

But, the east-west connection also should remove some traffic from State Road 54, which is clogged with traffic backups daily, he said.

The project has other impacts, too, Moore said, “It will be a huge economic boon to the area. The opportunities will open for more jobs.”

State Rep. Danny Burgess, a former mayor of Zephyrhills, agreed.

“This means everything,” he said.  “It helps in the revitalization of the area. That’s why, when I got to Tallahassee, I fought so hard for four lanes.”

Initial plans were to build a two-lane extension, with the possibility of adding another two lanes in future.

One beneficiary of the road extension will be the Zephyrhills Municipal Airport, which is undergoing significant upgrades. Approximately 440 acres next to the airport is being prepared for future marketing as site-ready for development.

A site evaluation and marketing study completed by Duke Energy in 2015 identified the location, which has a CXS rail line spur, as a prime site for aerospace manufacturing, light industrial and assembly companies, and the plastics industry.

Moore said the State Road 56 project will give the site direct links to Interstate 75 and Interstate 275, and make the site attractive to developers and businesses nationwide.

Florida Department of Transportation officials estimate the project’s cost at about $58 million. Another $8 million in interest is expected.

More than half the funding is from the state transportation department.

The county received nearly $23 million in a 30-year, low-interest loan from the State Infrastructure Bank. The bank provides loans and other assistance to public or private entities for projects that qualify for aid under federal and state law.

Developers for four residential projects along the route agreed to a repayment schedule through county-collected mobility surcharge fees.

As a backup, revenues from gasoline taxes and special assessments might be applied.

The city of Zephyrhills agreed to pay up to 10 percent of annual loan payments – about $1.3 million – to cover any costs not paid by developers.

State transportation officials suggested the state bank loan after residents lobbied during a town hall meeting to scrap the two-lane extension in favor of building four lanes.

Light rail is top Tampa Bay choice for transit

A light rail system running beside Interstate 275 is the top choice for transit in a study that identifies potential projects in the Tampa Bay region, according to rankings from the Regional Transit Feasibility Plan.

The route would link Wesley Chapel to Tampa and St. Petersburg, with a stop at the University of South Florida.

The second choice would follow the same route but rely on “rubber tires” in a dedicated lane, most likely buses or self-driving vehicles.

The results are part of an ongoing study, which has included workshops, meetings and social media responses.

The study focused on the urban areas of Hillsborough, Pasco and Pinellas counties.

The approximately $1.5 million cost is being funded by the Florida Department of Transportation, with support from local governments and agencies, including the three county governments and their transit agencies.

The study considered rail and rubber tire modes of transportation including express bus, bus rapid transit, light rail/modern streetcar, and commuter rail. A total of 15 projects were ranked based on technical merit, and public opinion.

The study’s findings were presented by HART on Sept. 29 at a meeting attended by the Tampa Bay Transportation Management Area (TMA) Leadership Group. The group includes members from Hillsborough, Pinellas and Pasco counties.

Previously, the study identified five potential transit corridors. They are Wesley Chapel to USF, Tampa, and St. Petersburg; downtown Tampa to USF; Westshore to Brandon; south Tampa to downtown Tampa; and Clearwater and Gateway to St. Petersburg.

No funding sources have been identified. The study is scheduled to conclude in September 2018 with a recommendation for a specific project that can attract funding and is “forward thinking.”

Other projects with top rankings in order are:

  • Light rail along the CSX rail line between downtown Tampa and USF
  • Rubber tire in a dedicated lane along the rail line, also between downtown Tampa and USF
  • Commuter rail along I-275 linking Wesley Chapel, USF, Tampa and St. Petersburg – tied for fifth
  • Commuter rail along CSX linking downtown Tampa and USF – tied for fifth

Commuter trains generally operate with heavier train cars at higher speeds, more passengers and fewer stops than light rail.

Light rail is closer to a modernized street car with quicker starts and stops, and fewer passengers than commuter trains.

The study also provided a county by county breakdown on preferred choices for transit based on public opinion.

Light rail along I-275 for Wesley Chapel, USF, Tampa, Gateway and St. Petersburg ranked first in Hillsborough and Pinellas.

In Pasco, the same route with some type of bus or self-driving vehicle placed first. Light rail ranked in third place.

The next phase in a transportation vision for Tampa Bay took a local turn into Pasco County.

More than 30 residents from Pasco and Hernando counties met on Aug. 3 as a “working group” tasked with recommending future transportation decisions. The Florida Department of Transportation hosted the event at the Myrtle Lake Baptist Church in Land O’ Lakes.

The Community Working Group session was open to the public. It is one in a series of meetings in the Tampa Bay region as part of the Tampa Bay Next initiative. A regional meeting in Tampa kicked off the new initiative in May.

There are six working groups in total, representing geographic areas of the region.

Tampa Bay Next replaces the controversial Tampa Bay Express project that would have built new toll and express lanes along about 90 miles of Interstate 275, from Manatee County to Pasco County.

One segment of the project remains.

The state transportation department plans to build a replacement bridge for the Howard Franklin bridge, which links Pinellas and Hillsborough counties.

That bridge replacement will include four multipurpose lanes and two express lanes.

But, the state roads department wants public input during the next two years for a new road project on I-275. The goal is to have plans ready by 2019.

Based on reactions to Tampa Bay Express, residents are tired of focusing only on car-driven road projects, said Ed McKinney, planning and environmental administrator for FDOT’s District 7 office, in Tampa.

Tampa Bay Next is meant to start conversations.

“We’re not going to show you any projects,” McKinney said. “We’re not going to show you any plans…We hear over and over we need to be thinking differently. People who say that are absolutely right,” he said.

Some of the trouble spots already identified in Pasco include the State Road 56 interchange on Interstate 75, the east/west corridor of State Road 54 and State Road 56, the intersection of State Road 54 and U.S. 41, and the lack of transit options.

At the working group sessions, people divided into five teams that prioritized transportation needs. They also made organizational decisions for future meetings.

As a group, they voted on priorities, based on a compiled list of recommendations from every team.

Top priorities included:

  • Adding light rail, possibly on U.S. 301 and the State Road 56 extension, and more bus service to destinations and high traffic areas
  • Converting CSX rail lines for passenger service
  • Providing Bus Rapid Transit, or BRT, to serve the area

The session also produced a longer list of traffic problems people want addressed.

Requests and complaints included:

  • I-75 and State Road 56 – fix it
  • I-75 and Overpass Road – do it
  • State Road 54 and U.S. 41 intersection – fix it
  • Put multi-use trail on one side of State Road 56 extension and let it meander
  • More park and ride facilities
  • Extend Tower Road to State Road 589 and widen U.S. 41 – Yay Bexley!
  • Most of east Pasco is shoved onto I-75
  • Too many (development) entitlements on State Road 54
  • Plan for more recreational and bicycle trails

Once priorities were decided, Land O’ Lakes resident Jack George posed a question during public comment.

“What is the end game here? What is the objective?” he said. “I haven’t heard that tonight and, without a goal, I don’t know how to get there.”

McKinney said the state department of transportation planned a series of video “primers” to provide information on a broad range of topics, including how projects get funded. The primers hopefully will educate people on issues such as how projects are developed and funded, and allow for “longer conversations.”

The videos will be posted online, McKinney said.

Tampa Bay Next isn’t the only transportation initiative in Pasco.

Kris Hughes, the county’s planning and development director, offered perspective on some ongoing efforts.

For example, vision planning for State Road 54 and State Road 56 is entering a second phase, with a public meeting on Aug. 24 at 5:30 p.m., at the Pasco Utilities Administration Building, off U.S. 41.

The county is partnering in that effort, while also completing a separate planning study in the area.

Hughes also noted that new technology, including driverless cars, will be part of new development in the Connected City corridor in northeast Pasco.

“This is a very complex, very intricate system of efforts,” Hughes said.

Taking aim at traffic woes

A transit study will take a regional approach in trying to identify a solution to unsnarl Tampa Bay’s traffic congestion, and, qualify for federal aid.

Jacob Engineering will conduct the 24-month study for Hillsborough, Pinellas and Pasco counties. The approximately $1.5 million cost will be paid for by the Hillsborough Area Regional Transit Authority, commonly called HART and the Florida Department of Transportation, called FDOT for short.

Consultants are expected to begin work on Oct. 1, following expected approval of the contract by HART on Sept. 12.

Commuter rail, light rail, bus rapid transit service and express bus service will be among transit alternatives reviewed in the study.

“Tampa Bay is one of the very few large regional areas that does not have premier transit service to connect its region,” said Steve Feigenbaum, HART’S director of service development. “This is a truly regional study, a three-county study, for transit options for our region.”

Feigenbaum made a presentation on the study to members of the Pasco Metropolitan Planning Organization’s board on Sept. 8 in Dade City.

About 50 percent of Pasco residents commute to jobs outside the county, he said. “Where are their transit options?”

In the past year, Pasco residents have been asked their views on a range of transportation issues, most often focused on traffic congestion in high growth areas such as State Road 54 and State Road 56.

A slew of road projects are under construction or under review to reconfigure or widen roads and highways throughout the county.

Commuters heading south on Interstate 275 daily confront road lanes jammed with motorists trying to get to work.

Recently, FDOT held public meetings to gain support for the Tampa Bay Express, a controversial road project to widen portions of I-275 and Interstate 4.

Only limited bus transit links Hillsborough, Pinellas and Pasco counties.

Feigenbaum said the study will recommend a single project that is doable, links all three counties and would qualify for funding from the Federal Transit Administration, an agency within the U.S. Department of Transportation. Other options will be included in the study, along with reasons why they didn’t make the final cut.

Pasco County Commissioner Jack Mariano wondered about the feasibility of purchasing CSX rail lines for future passenger rail service.

The Land O’ Lakes area often is mentioned as an area where rail stops would boost local commercial and residential development. The area includes CSX rail lines crossing through the intersection of U.S. 41 and State Road 54.

But, Feigenbaum cautioned against thinking that the study would focus on CSX.

“It’s not a CSX study,” he said. “That will be a component of it.”

The cost of buying the rail lines would only be a starting point, he said.

The rail lines were built for freight and would have to be upgraded to handle passenger service. “There’s still going to have to be some consideration of construction and cost. It’s an important component, but it will be included with everything else.”

Feigenbaum said the FTA looks to fund projects that boost economic development and show a return on investment.

“Without those particular elements, it becomes just another shelf piece,” he said. “Some (prior) studies have so much dust, they are growing corn. But, that’s another story.”

Initially, consultants will look at those previous studies, whether they produced transit projects or not, and compile them into a unified, coherent report.

“We don’t want to invent the wheel,” Feigenbaum said.

There also will be public outreach with town halls, telephone town halls and other events to gather community opinions.

Once the initial study is completed, environmental and design work will be done before an application can be submitted to the federal transit agency.

It could take up to five years to qualify for a fully funded grant, Feigenbaum said. “It’s an arduous process.”
