Car dealerships arriving in Wesley Chapel

Pasco County is in the market to add to its luxury car dealerships with BMW as the potential tenant of a proposed showroom near The Shops at Wiregrass.

Japanese-auto dealership Mitsubishi also appears to want into Pasco’s market, with a showroom located west of Eagleston Boulevard at Bruce B. Downs Boulevard.

Representatives of Spring Engineering Inc., filed a pre-application for “BMW-Wesley Chapel,” and recently met with Pasco County planners.

Spring Engineering representatives could not be reached for comment.

Preliminary site plans show a 37,000-square-foot showroom and space for 216 new vehicles. The dealership also would have a pre-owned vehicle division and service department.

The 32-acre site is located at the southeast corner of State Road 56 and Mansfield Boulevard, east of the Wiregrass mall. The property is owned by Solly Branch Holdings LLC, which lists J.D. Porter and his sister, Quinn Porter, as company officers, according to state records.

If the dealership materializes, BMW would be the fourth luxury automobile dealerships to gravitate to Pasco in the past three years. It would join previously opened dealerships for Lexus, Mercedes Benz and Audi.

According to its website, Springs Engineering’s clients include BMW of Ocala, Mini of Wesley Chapel, Jaguar of Orlando, and Lamborghini of Broward (County).

Another site plan identifies “WC Mitsubishi” as the potential tenant for an approximately 4-acre site near Toyota, Honda and Lexus dealerships.

Jacobs Holdings WC LLC, filed the pre-application for WC Mitsubishi, which would be a new and used auto dealership of about 17,600 square feet.

Daniel Jacobs is listed as the prime officer of Jacobs Holdings WC LLC, as well as chief executive officer of Jacobs Automotive Group and owner of Jacobs Auto Enterprise Inc., according to state records.

He is listed on the pre-application as the purchaser. The property is owned by DDG Holdings LLC, according to county records.

Jacobs wasn’t available for comment.

Wiregrass Ranch Sports Complex breaks ground

Construction has begun on a long-awaited sports field house in Wesley Chapel that is expected to provide more athletic and economic opportunities in Pasco County.

The June 7 groundbreaking ceremony for the Wiregrass Ranch Sports Complex attracted a crowd of more than 100 people, including a Who’s Who of Pasco County dignitaries.

The $44 million sports complex is being built at  3211 Lajuana Blvd., in Wesley Chapel, just off State Road 54, near The Shops at Wiregrass.

Members of the crowd came from all walks of life, including government officials, community leaders, business leaders, Wesley Chapel residents and representatives of sports organizations, local schools and universities.

They came to gather details about the 98,000-square-foot complex that will include eight basketball courts, 16 volleyball courts, a cheer and dance studio, a fitness center, and sports medicine and athletic training offerings.

The complex also will be able to host other sporting events and recreational activities such as martial arts, wrestling, gymnastics, curling, badminton, indoor soccer and lacrosse and pickleball.

In addition to the indoor gym, the complex will have seven outdoor sports fields, an amphitheater with an event lawn, walking trails, pavilions and a playground.

The Pasco County Commission approved the project as a public/private partnership in 2017.

RADD Sports, a private company, will operate and manage the sports complex.

The county will own the facility and share in anticipated profits.

The county also has a ground lease for an $18 million, 128-room Marriott Residence Inn that will be built with private funds at the complex. The hotel and its “suite-style” units will cater primarily to traveling sports teams and families as well as active business travelers looking to access the facility.

The Wiregrass Ranch Sports Complex is set to open by late 2019.

It will operate on Monday through Thursday as a community-based sports center for youth, adults and seniors.

The $44 million Wiregrass Ranch Sports Complex is expected to open in late 2019. Weekends will be set aside to host tournaments, competitions and other events that will generate hotel stays and tax revenues for the county.

Secondary uses of the complex include graduations, banquets, exhibits and concerts.

The facility is being built on land donated years ago by the Porter family – developers of Wiregrass Ranch.

Until recently, several proposals for such a facility on the land fell apart over the years, including one for a baseball complex in 2015 .

“This has been something that’s been on our minds for the past 15 years,” said Wiregrass Ranch developer J.D. Porter. “(We’re) trying to do something that’s very good for the community, bringing people into Pasco County.”

Pasco’s offerings continue to expand
The complex also adds to a growing list of premier, state-of-the art sports facilities in Wesley Chapel — and further markets the area as a sports tourism destination primarily for youth and amateur sports.

Other nearby offerings include Florida Hospital Center Ice in Wesley Chapel, which opened in early 2017 as the largest hockey complex in the southeastern United States; Saddlebrook Resort & Spa, an upscale resort renowned for world-class golf and tennis training; and, Wesley Chapel District Park, which sits on 144 acres and contains 10 full-sized athletic fields and lighted outdoor tennis courts and basketball courts. Efforts also began recently in a quest to build a premier aquatics facility in Land O’ Lakes.

“Pasco County is rapidly positioning (itself) to be a leader in the nation in hosting sports events, and training athletes,” said RADD Sports president and CEO Richard Blalock.

Blalock last year estimated annual economic impact would be about $6.5 million for the new facility. Over 10 years, about $8 million or more in sales and use taxes would be generated, not including tourism taxes from hotel stays.

“We’re excited of the fact that it’s going to put itself where we can attract not only for the locals, but also state, regional, national and international events,” he said.

“It’s not just the out-of-state visitors that’ll come,” said Pasco County Commissioner Mike Moore.

“It’s our visitors from Orlando, our visitors from Daytona Beach, Jacksonville, Miami. They’ll come here, they’ll visit our small businesses, they’re going to stay at our hotels, they’re going to buy our gas, our food, (and) they’re going to help our economy.”

Moore said amateur sports tourism is one of fastest-growing market segments of the travel industry, adding “Pasco County’s about to become a major player in this $10 billion-a-year industry.”

“When we say this is huge — it’s huge,” Moore said.

According to VisitFlorida, the state’s leading tourism resource, approximately 106 million non-resident visitors came to the state last year. Of that total, 16 million were drawn to Florida by its sports economy, representing about 15 percent of the state’s tourism economy.

But it’s about more than just tourism dollars and economic impact, said Pasco County Tourism Director Adam Thomas, who spent over a decade as a professional minor league baseball pitcher.

Thomas, who has two young children, underscored the social and competitive benefits of the facility for youth — the ability to participate in local tournaments that’ll host quality in-state and out-of-state teams and athletes.

“They’re going to be exposed to a different level of playing, so we’re going to raise the bar a little bit for our student-athletes,” he said.

Pasco County’s outlook is bright, panel says

Panelists speaking at a real estate conference in Wesley Chapel last week said Pasco County has been making strides and is expected to continue to do so.

For decades, Pasco County has been considered a bedroom community — with residents making a daily commute to jobs in Hillsborough and Pinellas counties.

That picture is changing, said Heidi Tuttle-Beisner, an expert in commercial real estate.

“The excellent thing for Pasco County is that we now have jobs being created right here. We have big national companies that have chosen to build their developments here and hire the people that we have living in our community.

“Whoever thought companies like Mettler Toledo would be here?” Tuttle-Beisner said.

“Lots of people are paying attention to Pasco County,” she said.

She also gave high marks to the Porter family for the work they’ve done to manage the development of Wiregrass Ranch, in Wesley Chapel.

“People like the Porters have really done an incredible job of keeping the quality up. I don’t think we’re ever going to see (State Road) 54 be (like) U.S. 19. They set the standard,” she said, noting they have been strategic not only in building relationships. But also “building buildings that are attractive.”

Mark Metheny, division president of Lennar, said he spends a lot of his time trying to find locations for new Lennar communities.

A good example of the range of Lennar’s offerings can be found in Wiregrass Ranch, he said. Estancia is a multigenerational community, with a number of product lines, he said. There are homes exceeding $1 million, but there are also high-end townhomes coming in, he said.

“It’s really exciting to see the growth that’s going on in Pasco County,” Metheny said.

Clarke Hobby, a land use attorney based in Dade City, said his family has deep roots in Pasco County.

“We are very interested in the long-view of the county — building a great community, great places to live for our families and for many generations beyond us,” Hobby said.

“We’ve watched the Porter family and have seen their vision play out. It’s a wonderful thing they’ve done at Wiregrass – more than anything else, they’ve tried to create a balanced community. It’s so easy to just focus on the residential.

“The harder part is to bring the employment side and the institutional side, making sure that places like the building we’re in today, are here. Without their guidance, that wouldn’t have happened,” Hobby said.

He’s optimistic about the outlook in Pasco County.

“There’s a bright, bright future ahead of the county,” said Hobby, who has been involved in the effort to extend State Road 56 from Wiregrass Ranch over to Zephyrhills.

The four-lane extension, which covers 6.7 miles, is expected to open up within a few months.

He expects that extension to generate new activity, leading eventually to the construction of about 10,000 houses and millions of square feet of development.

J.D. Porter, another panelist, told the crowd that he, too, anticipates continued growth — as well as new employment.

He expects the long-awaited Raymond James office park to “start turning dirt by the end of the year.”

“It’s very exciting to have one big user like that, and we are waiting for somebody to come out of the ground,” Porter said.

That being said, he noted, “we are talking to two names that are bigger than Raymond James right now, in the immediate area adjacent to that.”

“The Raymond James announcement, once they finally go, that will be a drop in the bucket versus what actually comes down the pipeline shortly after.”

Porter also noted the family wants to be sure to have a mix of development, so the community doesn’t become too reliant on big users.

Wiregrass Ranch still practices patient approach to growth

Since the outset of the development of Wiregrass Ranch, the Porter family has used a patient approach to assembling the building blocks of a community.

Over time, land once occupied by cattle and orange groves has been transformed.

Developments including The Shops at Wiregrass, Florida Hospital Wesley Chapel, Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch, North Tampa Bay Behavioral Health Hospital, Beach House Assisted Living & Memory Care at Wiregrass, and public schools, subdivisions and apartments are just some of the projects that have popped out of the landscape.

And, there’s more to come, J.D. Porter told a crowd at the North Tampa Bay Chamber’s April economic briefing at Hunter’s Green Golf & Country Club.

“The demographic that is moving into the area right now is younger, dual income, dual college education,” Porter said.

That lends itself to high-quality housing, upscale restaurants, specialty grocers and other sought-after development, he said.

The Porter family is choosy about the types of new projects it brings into Wiregrass, to protect the quality of the development, he said.

“There are users out there that aren’t a good fit for Wiregrass,” Porter explained.

And, even when a project is a good match for Wiregrass, the family paces the development to make sure that ongoing projects can be successful before introducing new ones.

Porter takes particular pride in the area’s job creation.

“Right now there are 2,500 jobs that have been created,” Porter said. “We’ve created more jobs than we have homes.”

That’s a statistic that would be hard to match in other Pasco or Hillsborough developments, Porter said.

He also noted that it’s important to have a mix of large and small users, so there’s not too much reliance on large users — in case they go away.

Having the proper mix of development is important, too, he said.

“It’s nice to have boutique restaurants, shops, locally owned businesses and stuff like that. To make that work, you have to have people around it, and you have to have people around that during the day,” he said.

The family envisions a town center, with increased residential density, as it gets closer to the town center, Porter said.

The town center — which would be a walkable Wesley Chapel downtown — will include retail, office space, residential, a school, light rail or bus rapid transit stops, a park and ride, a hotel, a fire station, a sheriff’s office, an indoor sports facility, playgrounds, a walking trail, a hotel, a county office building and other amenities, according to the Wiregrass Ranch website.

Porter also addressed the big user side of development, during the economic briefing.

Wiregrass Ranch is “currently shortlisted for two Fortune 200 companies. One for 600,000; one for 1.2 million square feet,” Porter said. “It’d be nice to have another big one. Both of them are ranked higher than what Raymond James is, on the Fortune 500 list.”

Raymond James, which has long been expected to have an office park in the Wiregrass Ranch development “will be turning dirt before the end of the year,” Porter said, in response to a question from the audience. “They’re going to be taking steps towards getting site-ready for construction.”
He also offered his thoughts on some transportation issues.

The diverging diamond, a project to retrofit the Interstate 75-State Road 56 interchange, should help, Porter said.

“The upside is, it really will help that traffic problem quite a bit,” he said. But, he predicts there will be accidents, and even deaths, as people learn to negotiate it.

The $40 million diverging diamond project is expected to begin this summer and could take two years to three years to complete, according to officials with the Florida Department of Transportation.

Porter also predicted that rapid bus transit is more likely to happen than light rail, and noted that Wiregrass Ranch already has 3 ½ miles to 4 miles dedicated for either option.

In general, Porter said, “you have got to have good connectivity on roadways, regardless where they’re at.”

Pasco County’s development ready to take off

Dreams and visions for the redevelopment of Pasco County began more than two decades ago. Today, homes, shops, hotels, offices and medical campuses are coming out of the ground and redrawing the county’s future.

On March 1, developers of four of Pasco’s master-planned communities updated more than 100 people who came to the annual Meet the Developers breakfast. The Pasco Economic Development Council sponsored the event at the Marriott Residence Inn, off State Road 54.

In closing remarks, Bill Cronin, president of Pasco EDC said, “this is the right time, the right place for Pasco County…If nothing else, I hope you have that ‘oh, wow’ effect. That’s not the Pasco I knew.”

Speakers at the breakfast were Matt Call, project director at Starkey Ranch, which is being developed by Wheelock Communities; Tom Panaseny, vice president and general manager for Bexley by Newland Communities; J.D. Porter, president of sales and development of Wiregrass Ranch Inc.; and, Kartik Goyani, vice president of operations for Metro Development Group Inc.

“We’re all selling this dream and vision of where Pasco can go,” Call said.

Three years ago, Starkey Ranch, about four miles west of the Suncoast Parkway, off State Road 54, was largely still on the drawing board.

Today, Starkey Ranch anticipates having more than 300 new homes under contract in a year, Call said. So far, there have been more than 150 closings, he added.

The average price of homes being sold there is in the low to mid-$400,000s. The most expensive home — at about 4,800 square feet – sold within the past two weeks for about $874,000.

“Most are not first-time homebuyers,” Call said. “Most are moving-up buyers.”

Upcoming projects included widening Gunn Highway and extending the road into Starkey Ranch.

About one-third of a 20-mile trail system is built and will eventually connect with Jay B. Starkey Wilderness Preserve and the Suncoast Trail.

A business park, fronting State Road 54, is in the works. A town square is planned for 2018.

While Newland Communities is new to Pasco, its track record in Tampa Bay includes master-planned communities in Hillsborough County, including FishHawk Ranch in Riverview and Westchase in Town ‘n Country.

Panaseny described Newland as the largest private developer of planned communities in the country, with projects in 19 states, stretching from coast to coast.

The homebuilder’s first Pasco community is Bexley Ranch, in an area encompassing about 1,700 acres. It is located also on State Road 54, east of Suncoast Parkway.

The Bexley family is developing another 5,000 adjacent acres still under their control.

The Newland project is zoned for more than 1,700 homes; about 95,000 square feet of retail; and, more than 560,000 square feet of office, though that could increase to as much as 1 million square feet.

About five miles of a planned 13-mile trail system is built.

An elementary school now under construction is scheduled to open in August.

About 400 lots are available, with 400 additional lots expected to be ready by the end of the year. Twelve model homes are open for viewing.

Bexley also is planned for offices, shops and a hotel, as well as apartments and single-family homes.

A groundbreaking is anticipated in March for more than 300 apartments.

Access to Bexley currently is through the Ballantrae community to the east. But, within 60 to 90 days, Panaseny said Bexley Village Drive should open, with access directly off State Road 54.

The average home price is about $350,000.

“It’s been a strong market,” Panaseny said.

Upcoming projects include a medical facility, a Race Trac gas station and convenience store, and a 7-acre shopping center.

“We’d love to have a grocery store anchor the center, or possibly restaurants,” Panaseny said.

A Marriott hotel is expected to break ground in July.

There also is about 32 acres available for offices. “We very much want to bring Class A office space here,” he said.

Wiregrass Ranch is rebranding itself, with a new logo and a re-energized focus as new developments in the master-planned community emerge.

Wiregrass is the fastest growing community in the Tampa Bay area, said Porter, of  Wiregrass Ranch Inc.

The property is zoned for 10,500 homes; 2.7 million square feet of retail; 2.6 million square feet of office; and 600 hotel beds. A middle school and a high school have been built. Additional retail and office space are planned.

Next to The Shops at Wiregrass, plans are underway for an expansion that will include high-end shops and boutiques, a cine bistro, a grocery store and apartments.

Raymond James Financial campus is expected to start construction later this year on a campus that could have about 1 million square feet of office space and an 1,800-space parking garage.

Medical facilities are filling up the surrounding area. They include Florida Hospital Wesley Chapel, Florida Medical Clinic and North Tampa Behavioral Health.

Beach House is an upscale assisted living facility under construction.

“You’re going to continue to see good, smart growth because it’s an environment people want to be in,” said Porter.

Metro Development Group is building a master-planned community at Epperson Ranch, which is part of a state-approved pilot program to create a Connected City corridor built with technology innovations. At build out, Metro is projecting about 37,000 homes; 12 million square-feet of office, retail and technology manufacturing; 100 miles of traffic lanes for self-driving vehicles; and two Crystal Lagoons.

The first lagoon at Epperson Ranch is a 7-acre, manmade pool of crystal blue water under construction at Epperson Ranch, off State Road 52 at Overpass Road. To the north, a second community, known as Mirada, is also planned with a larger Crystal Lagoon.

Metro controls about 35 percent of land within Connected City, which sets aside about 7,800 acres in northeastern Pasco. Metro and other developers are expected to build master-planned communities embedded with cutting-edge technology, and focused on creating technology driven jobs and new businesses.

A groundbreaking for the Crystal Lagoon at Epperson happened in February. The lagoon is expected to be complete by the end of 2017. In the first weeks, 15 homes have sold, and there is a waiting list of more than 1,000 people who want to buy, said Kartik Goyani, vice president of operations for Metro.

Growth continues to transform Wiregrass Ranch

Once known for its cattle and citrus groves, the Wiregrass Ranch area of Wesley Chapel is now being viewed as a place where people can live, work, shop, learn and receive medical care.

During the past decade:

  • Pasco-Hernando State College opened Porter Campus at Wiregrass Ranch, giving Wesley Chapel students their first opportunity to seek a four-year college degree in their own backyard.
  • Florida Hospital Wesley Chapel opened, and the demand was so great that the hospital expanded — well ahead of expectations.
  • Florida Medical Clinic opened, on land situated near the hospital.
  • North Tampa Behavioral Health opened, and has been so successful that it is already undergoing an expansion.
  • Financial services giant Raymond James closed on the purchase of 65 acres of land and is expected to break ground later this year on a satellite campus, across from the college.

And, that’s just part of the story, according to J.D. Porter, president of sales and development for Wiregrass Ranch, in Wesley Chapel.

Besides the health care, education and commercial projects, residential growth is going strong, too, Porter said.

Wiregrass Ranch — with 340 housing starts — was No. 1 in housing starts in the period ending Dec. 31, 2016, according to a report by MetroStudy.

FishHawk Ranch, in southern Hillsborough County, was second on the list with 324 starts.

Other Pasco County developments among the top five were Long Lake Ranch, at fourth place, with 227 starts; and, Starkey Ranch, at fifth place, with 219 starts.

Porter expects residential growth to continue to flourish in Wiregrass Ranch.

He pointed to a contract on a large tract of land for a new active adult community that’s expected to close this year.

The development, which will have around 1,000 units, will fill a niche in the market, Porter said. “Nowhere in Wesley Chapel is there really an age-restricted community,” he said.

It will be “highly amenitized,” he said, and will be designed for people who are 55 and older.

Another residential development will offer row houses, and will appeal to people who are looking for a maintenance-free lifestyle, he said.

More commercial growth is on the horizon, too, Porter said.

North Tampa Behavioral Health, on State Road 56, is in expansion mode.

A 15,000-square-foot medical office is going up next to Florida Medical Clinic, he said, noting the bottom floor will be occupied by an orthodontist.

He expects that to open within the next seven months to nine months.

“They’re turning dirt like crazy right now, which is fantastic,” Porter said.

The medical office market is hot, Porter added.

“We probably get five to 10 calls a day,” he said.

It’s possible that another 100,000 square feet to 150,000 square feet of medical office could be added, he said. “It’s going to be limited by size.”

Porter also noted that his family is actually doing a strip center of its own on State Road 54, which will include restaurants and businesses which cater to local needs.

And, while there’s been a considerable amount of interest about when Raymond James will break ground and bring new employment opportunities, Porter said other major players are also eyeing the Wiregrass Ranch area.

Wiregrass is also on the shortlist of a couple of other companies that have equal, if not greater, name recognition as Raymond James, Porter said.

“Now that we have these foundations, it just ramps up to a different level, which is exciting,” Porter said.

Uniting Pasco with love, from The Angelus

As sure as armadillos tear up gardens and raw kumquats pucker lips, this much is verifiable about Pasco County: Despite what its borders suggest, the massive slab of real estate that squats atop Hillsborough and Pinellas is not one county, but instead is at least two, if not three, each neatly defined by a north-south thoroughfare.

You know how it works. East-siders cluster around U.S. 301. West-siders rarely venture past Little Road. And, that leaves those in the center to squabble over where Land O’ Lakes — which, as you very well know, was here first — ends and upstart Wesley Chapel begins.

All this (generally good-natured) geographic division accounts for much of why there’s a county fair in Dade City and a remarkably similar festival in New Port Richey, and, more pragmatically, why there are essentially duplicated east and west county government offices.

Nothing, outside the occasional election, seems capable of bringing Pasco together.

Except, perhaps, this: The Angelus, a group home for severely handicapped people, has demonstrated uniquely how to bridge Pasco’s recalcitrant divide. Relocated from St. Petersburg to Hudson in 1986, The Angelus has episodically united not just Pasco, but the entire region on its behalf.

That season of unity is approaching once more, and once more, we are caught up in the magic of what individuals, pulling together on behalf of the less fortunate among us, can achieve.

In that spirit, three devoted west-siders — proving there is life east of Little Road, and even the Suncoast Parkway — gathered recently in the shade of the breeze-swept pavilion at Tampa Bay Shooting Clays and Archery, a remote destination that, nonetheless, occasionally becomes Pasco’s throbbing heart.

Assembled around a newly assembled picnic table on a gentle October afternoon hinting at autumn, the place smelled of fresh-cut wood and anticipation.

These three — raconteur and events director Tammy Williams, Port Richey businessman Steve Farrell and county Commissioner Mike Wells Jr. — had come far at the behest of Land O’ Lakes developer Skip Schaer to tout the virtues of Charliepalooza 2016 (for the headliner, country music star Charlie Daniels), No. 26 if you’re keeping score at home.

Instead, they kept drifting back to the extraordinary things that happen every day at The Angelus, where perfectly bright people, locked by sheer happenstance into substandard bodies, see their dreams nurtured, hopes encouraged, efforts rewarded, delights shared and disappointments comforted.

Dazzling. Remarkable. Bracing. Enchanting.

Much of what is achieved there, as the foundation’s literature likes to point out, comes from unalloyed love. The rest of the operation, however, takes money — large piles of the stuff — and the board’s efforts are both tireless and unending.

This is where even those who rarely, perhaps never, set foot on the far side of Starkey Park come in. This year’s three-day affair (Dec. 1 to Dec. 3) has the right stuff to conjure up a generous holiday mood. For golfers, there’s a pairing party (plus a mini-concert) that Thursday night at the Seminole Hard Rock Casino, followed the next day by a golf tournament at Hunter’s Green in New Tampa, plus an awards dinner (and a mini-concert) that night.

Charliepalooza moves that Saturday (Dec. 3) to Tampa Bay Shooting Clays, in the Ehren Cutoff bend, and wraps that night with a full-blown concert at the Dallas Bull, about a mile south of the Florida State Fairgrounds on U.S. 301. Headlined by Daniels himself, the event features Montgomery Gentry, Confederate Railroad and, from Hudson, the Embry Brothers Band.

Here’s why we came to the range: As extraordinary as each phase has been over the years, the Saturday of blasting away at clay targets — entering its fourth year — has begun to emerge as the linchpin.

“It’s a big challenge, like golf,” Wells says. “But, it’s quicker than golf.” And, not to put too fine a point on it, “I’m better at it than I am at golf.”

Better still, there’s no telling who you’re likely to bump into. A NASCAR driver, maybe a NASCAR crew chief. Buccaneer Super Bowl hero Mike Alstott is a regular. Cartoonist Guy Gilchrist. You might even catch Daniels himself going incognito, swapping his Stetson for an identity-disguising ball cap.

Reiterates Williams, “You never know who’s going to show up.”

Well. Remember that part how The Angelus, for its remote locale, brings Pascoans together? He’s not what you’d call a celebrity, exactly, but well-known rancher-developer J.D. Porter, of Wiregrass notoriety, has vowed to field at least one team of Saturday shooters.

And, as he has in the past, Paul Harvey — of Harvey’s Hardware on Land O’ Lakes Boulevard — is conspiring with Case on an assortment of unique collector’s knives for auction. Imagine that: the knives that bind.

Weatherford makes PHSC’s hall of fame

Will Weatherford, the former Speaker of the House of the Florida Legislature, was inducted into Pasco-Hernando State College’s Legislative Hall of Fame on Sept. 20.

The ceremony was at the state college’s Porter Campus at Wiregrass Ranch in Wesley Chapel, 2727 Mansfield Blvd., according to a news release from the college.

Ed Blommel, chairman of PHSC’s District Board of Trustees, officiated over the ceremony, which included the unveiling of a plaque to be displayed in perpetuity in the Legislative Hall of Fame.

Weatherford received an identical plaque.

“We recognize Will Weatherford, who has proved to be an unwavering champion for PHSC,” Blommel said, according to the release.

“Speaker Weatherford assisted the college in getting the funding for the construction of the beautiful Porter Campus ($52.2 million), including fighting off a veto and legislative resistance to get the final installment after construction was underway and nearly complete,” he added.

Timothy Beard, the college’s president, also recognized the former speaker’s efforts to provide equity in funding for the Florida College System, leading to a $7.7 million funding increase for the college and for securing more support for PHSC from the State Board of Education.

A number of special guests were at the event, including Lt. Gov. Carlos Lopez-Cantera, Florida College System Chancellor Madeline Pumariega, Rep. Danny Burgess, Pasco County Superintendent of Schools Kurt Browning, Pasco County School Board Member Alan Altman, Bill and J.D. Porter and Quinn Porter-Miller.

Weatherford’s induction makes him the second member of the Legislative Hall of Fame, which is a new tradition at PHSC. The honor recognizes legislators for supporting the college and higher education opportunities for their constituents.

Sen. Jack Latvala, who was inducted in July, was the first to receive the honor.

Weatherford and Latvala are both members of the inaugural class of 2016.

Raymond James closes land deal

Raymond James Financial has purchased land from the Porter family, moving a step closer to building an office complex in Wesley Chapel.

The satellite campus could yield hundreds of new jobs for Pasco County.

The Fortune 500 financial company, with headquarters in St. Petersburg, could build as much as 1 million square feet of offices on about 65 acres near State Road 56 at Mansfield Boulevard, east of The Shops at Wiregrass.

The land purchase had been anticipated since July, when the U.S. Army Corps of Engineers approved a permit for the project.

Over the years, there have been naysayers who never thought the project would get off the ground after the recession scuttled the project in 2011.

But, J.D. Porter, an owner of Wiregrass Ranch, never doubted that Raymond James believed in the project, and in Pasco.

In fact, Porter said, “Pasco County is in the best situation. It is a place that is built and made to grow in a big way. This really sets it up for leadership to take the bull by the horns. I feel a lot of people will follow suit.”

Nearly six years ago, the Pasco County Commission offered up about $10 million in roadwork and tax break incentives to lure Raymond James to the county. Raymond James had a target goal of bringing up to 750 new jobs to the county.

But by 2014, company officials said they would delay plans for up to five years. The land purchase is a project restart.

“Obviously, we don’t know when the project will go vertical,” said Pasco County Commissioner Mike Moore. “It will take some time. But, I think it’s going to be a trigger for other development. It’s going to be a draw and bring a lot of attention to our area.”

Wiregrass Ranch already is seeing new growth.

Forest City Enterprises plans to add more retail and residential next to The Shops at Wiregrass.

Florida Hospital Wesley Chapel, which opened in 2012, is already deep into an expansion, adding three floors and nearly 112,000 square feet of medical space.

Porter said patience paid off with Raymond James. Company officials, county staff and Will Weatherford, who was then Speaker of the Florida House of Representatives, worked to make the project happen.

“This was truly a team effort to get the deal done,” Porter said.

Now Raymond James is arriving in the midst of a post-recession boom for Pasco County and Tampa Bay.

“This is great for the region (of Tampa Bay),” Porter said.

Permit granted for Raymond James

Raymond James is a step closer to building a campus in Wesley Chapel, according to J.D. Porter, whose family has a pending contract on a land sale to the financial services giant.

Last week, the U.S. Army Corps of Engineers approved the permit needed for the project last week, Porter said. “It covers the entire Raymond James project,” he said.

The project, which would be built near State Road 56 and Wiregrass Ranch Boulevard, ultimately could have 1 million square feet in office space.

“The process from here on out is that we’ve got to go back before the Board of County Commissioners and ratify the deal, update timelines, because it took a little while to get the permit in. And then, after that, per their contract, they have 30 days to close,” Porter said.

Steve Hollister, a spokesman for Raymond James, offered no timetable for when the project will proceed.

“Raymond James continues to evaluate occupancy needs as part of the firm’s long-term growth strategy. We believe the Wiregrass Ranch property is a good future development opportunity and expect to close on the property within the next three months, but cannot commit to a specific construction schedule at this time,” Hollister said, via email.

Still, the Corps’ approval is a significant milestone for a project, which has been described by leading Pasco officials as “a game changer” for the county.

The Pasco County Commission enticed Raymond James to locate in Wesley Chapel by providing about $10 million in roadwork and tax breaks. The state also provided about $4 million in incentives.

Before the county approved the deal in 2011, the Pasco Economic Development Council commissioned an independent analysis of the potential economic impacts.

That analysis, conducted by Impact DataSource, of Austin, Texas, estimated that the Raymond James campus would lead directly or indirectly to 1,200 jobs, providing total salaries of more than $600 million and would yield approximately $135 million in additional taxable sales within the county.

Raymond James is a diversified financial services holding company, with subsidiaries engaged primarily in investment and financial planning, in addition to investment banking and asset management, according to the company’s website. Its stock is traded on the New York Stock Exchange.

The company has more than 6,700 financial advisors who serve more than 2.7 million client accounts in more than 2,700 locations throughout the United States, Canada and overseas, the website adds. Its total client assets are approximately $500 billion.

The company’s name came from merging companies run by Robert A. James and Edward Raymond, the website says.
