Pasco County tourism decreased in 2020

Tourism in Pasco County came back to earth in 2020 — following a record year the year before,  which saw the area surpass the million-visitor mark for its first time.

An informational presentation from Experience Florida’s Sports Coast — the county’s branded tourism arm — reveals some sobering facts and figures in a fiscal year impacted largely by the onset of the coronavirus pandemic.

Pasco attracted 959,700 visitors in fiscal year 2020, down 7.6% from fiscal year 2019 when it drew 1,038,700 visitors, according to an analysis by Downs & St. Germain Research Inc., consultants to the county.

Other tourism economic impact indicators registered noticeable reductions across the board for the county when compared to the previous year:

  • Room nights generated — 1,069,849 (12.1% decrease)
  • Direct expenditures — $391,642,500 (15.3% decrease)
  • Total economic impact — $552,216,200 (15.3% decrease)
  • Jobs supported by tourism — 6,790 (13.7% decrease)
  • Wages paid by tourism — $149,461,500 (11.1% decrease)
  • Tourist Development Tax (bed tax) — $2,639,427 (13.2% decrease)
  • Taxes supported — $51,789,400 (14.8% decrease)

County tourism manager Adam Thomas shared these annual findings and other details during a Pasco County Commission meeting last month.

The 113-page visitor report shows that about one in four visitors to Pasco came to visit friends and family, while one in 10 visitors traveled to attend or participate in a sporting event.

The areas within the county attracting the most visitors were New Port Richey, Wesley Chapel, Port Richey and Lutz, according to the report.

Perceptions of Pasco based on coded, open-ended tourist responses generally found the area as a friendly and pleasant place, with tropical Florida weather, and lots to do.

In the way of visitor satisfaction, Pasco earned an 8.3 rating, out of a possible 10, as a place to visit or vacation in 2020, with 95% of respondents saying they plan to return to the county.

Pasco County’s tourism brand, Experience Florida’s Sports Coast, places an emphasis on its state-of-the-art athletics facilities and outdoor recreation opportunities. County visitation decreased 7.6% in 2020 from 2019, as a result of the COVID-19 pandemic.

About 85% of all visitors drove to Pasco in 2020, while 11% flew in through Tampa International Airport.

Florida made up the bulk of the county’s visitation, with 51% of all visits, followed by the rest of the Southeast (16%), then Northeast (12%) and Midwest (12%) regions of the country. Six percent of visitors were international, while 3% came in from the West.

Relatedly, 60% of all the visitors to Pasco were from 10 states.

Besides a majority of Florida-based visitors, roughly 5% of tourists came in from Georgia and New York. Smaller subsets were from Michigan, Illinois, North Carolina, Ohio, Pennsylvania, South Carolina, and Tennessee; top origin markets were Tampa Bay (29%), Orlando (6%), Atlanta (4%) and New York City (4%).

Another notable data point is that length of stays were shorter during the past year, according to the report.

A typical visitors length of stay in Pasco measured an average of 4.8 nights in 2020, down from 5.7 nights in 2019. The reduction is believed to be a result of the pandemic.

Despite reversing course in fiscal year 2020, Pasco’s tourism efforts have spearheaded in recent years, following a shift in philosophy to emphasize youth and amateur sports and recreation opportunities.

The Experience Florida’s Sports Coast branding efforts highlight the county’s growing list of modern athletics venues, including AdventHealth Center Ice, the Sarah Vande Berg Tennis & Wellness Center and the Wiregrass Sports Campus of Pasco County. Tourism efforts also showcase the county’s myriad outdoor activities that include golfing, saltwater fishing, skydiving and scalloping.

The county’s day-to-day tourism efforts are under the direction of Thomas, a former minor league baseball pitcher who led the Citrus County Visitor and Conventions Bureau before being hired to Pasco in September 2017.

Bullish on tourism future
Following the annual report presentation, county commissioners commended Thomas and his tourism staff for the work they’ve done of late, and expressed optimism of a rebound — figuring the depressed 2020 was a temporary setback and anomaly because of COVID-19.

Commissioner Mike Moore, who chairs the Pasco County Tourist Development Council, highlighted how the tourism agency achieved national recognition throughout the past year.

Pasco County’s 10-day bay scallop season in July could help boost tourism efforts in 2021.

Experience Florida’s Sports Coast won three Telly Awards, including gold, for its scalloping promotional video. The Telly Awards is recognized as the premier award honoring video and television across all screens. It received over 12,000 entries from all 50 states.

The tourism department also claimed two silver Flagler Awards in 2020 for its website design and meeting planner guide. The Flagler Awards serves to recognize outstanding tourism marketing in Florida.

Continuing on the positives, Moore pointed out bed tax collections actually increased in September 2020 compared to September 2019, despite the pandemic.

Moore gave Thomas kudos for “amazing, amazing work,” to lock in enough amateur and recreational sporting events to make that happen.

Others on the dais also voiced strong approval for Thomas and his tourism staff’s varied efforts.

“I don’t remember what it was like before, but since you’ve been here, it’s really been booming, even with COVID,” Commission Chairman Ron Oakley said of Thomas. “It’s a great team.”

Commissioner Jack Mariano noted Thomas was hired at an ideal time for the county almost four years ago, as projects like AdventHealth Center Ice and the Wiregrass Ranch Sports Campus of Pasco County were on the ramp-up.

Mariano also noted more tourism options on the county’s west side are taking shape, with seawall plans for Hudson Beach and improvements to SunWest Park — the latter of which could pave the way for some major sand volleyball and wakeboarding events in the future. “It’s going to be real exciting times coming forward,” Mariano said.

Commission Vice Chair Kathryn Starkey, too, acknowledged the staff of eight at Experience Florida’s Sports Coast has done a solid job.

As for what more can be done to make the county an attractive tourism destination, however,  Starkey turned to the county’s current slate of nature and parks offerings.

She referenced a point in the report’s visitor surveys that indicated those features generally fell below expectations. Moreover, about 43% of polled visitors desired more outdoor activities, despite the county boasting over 24 miles of coastline to the west, hilly terrain to the east, and more than 100,000 acres of wilderness to explore in between.

Upgrades in these arenas should be on the way, Starkey noted, thanks to a recently approved bond issue. “We haven’t had the money to make all of our parks as premier as we’d like them to be, but it’s coming,” she said.

Tourist Development Council has board opening

Pasco County’s Tourist Development Council (TDC) has an opening on its volunteer board for a representative or operator of a hotel, motel, RV park, or other tourist accommodation, according to a county news release.

Experience Florida’s Sports Coast, which is Pasco’s Destination Management Organization, is recruiting volunteers to apply to serve on the board.

Applications are being accepted online through Nov. 30, at bit.ly/TDCApp2020.

The TDC is an advisory council to the Pasco County Commission.

It is made up of elected officials and tourism industry professionals who provide recommendations to the staff of Experience Florida’s Sports Coast on promotional/partnership proposals, marketing opportunities and oversight of tourism tax expenditures – also known as the “Bed Tax.”

Position Details:

  • Must be an owner or operator of a motel, hotel, RV park, or other tourist accommodation in the county subject to the tourist development tax
  • TDC members serve four-year terms; appointments are staggered.
  • The position is voluntary; there is no financial compensation.
  • The TDC typically meets monthly, alternating between New Port Richey and Dade City.
  • Applicants must live in Pasco County, and must be registered to vote.

Dade City approves visitor’s center design

Dade City Commissioners have narrowed in on a design for a new visitor’s information center building that’ll help round out Roy Hardy Trail trailhead — and serve as an important component for a future multi-use park near Church Avenue in the downtown area.

Commissioners on Aug. 25 unanimously selected a preferred design option that was favored by nearly 62% of residents in an online survey.

The visitor’s information center is being funded with the help of a $250,000 grant from the Pasco County Tourist Development Council.

Plans call for a 1,380-square-foot open floor plan with two family bathrooms that meet Americans with Disabilities Act standards.

The interior space will feature informational kiosks and mobile displays for all county tourism amenity partners. There also will be a third-party vendor space to provide maintenance, information sharing and security. The space also can be used to showcase exhibits from local artists and museums.

The center’s exterior will generally match the look of the surrounding Church Avenue neighborhood, which commonly features homes with wood siding, columns and brick embellishments; the building will be painted with a historic color palette of amber, copper red and black.

The building also will be accompanied by two porches and a bike rack — its location designed to offer easy access off the Hardy Trail for riders and exercisers to gather and rest.

The final building design, however, might take on a few more minor tweaks. Commissioner Scott Black expressed a desire to incorporate some elements of the former Seaboard Airline Depot, a Mediterranean-style structure that was once located northeast of the site. Any changes will likely apply to lighting fixtures, decorative elements and benches that can give the feel of a depot and railway platform, city officials say.

The project’s budget will next be finalized by staff and commissioners. Construction is expected to begin in January following the approval of submitted building permits.

Commissioners in May approved a design-build project bid with Dade-City based Borregard Construction Inc.

Mayor Camille Hernandez described the visitor’s center as “a major part” of a proposed downtown community park that’ll someday be “a destination in our town.” The center will be situated at the northeast corner of the 2.23-acre park property that could eventually feature a water splash pad, playground, event lawn and walking path, among other amenities.  “We certainly want it to become something that we’re all very proud of,” Hernandez said.

Wiregrass Ranch Sports Campus ready for play

The myriad ceiling-hung basketball goals and volleyball nets are mechanically lowered and raised in minutes.

The centralized cheerleading/dance springboard floor is square for stunts and tumbling. Adjacent outdoor multi-use grass fields are manicured and marked up for soccer, lacrosse and other events.

Put another way, the highly-anticipated Wiregrass Ranch Sports Campus of Pasco County is finally open and ready for play, at 3211 Lajuana Blvd., in Wesley Chapel.

With 98,000 square feet of indoor space, the complex is hyped as a destination for local youth, school teams and adult athletes, while also playing host to a diverse set of regional, national and international level sports tournaments year-round.

The $29 million field house is the centerpiece of a $44 million public-private project. Ultimately, it will be phased to include seven outdoor multi-use fields and a 128-room hotel situated 80 acres of land donated by the Porter family, one of the area’s leading cattle ranchers who established Wiregrass Ranch in 1942. The sports campus is funded with county tourist tax development dollars, while the adjacent hotel will be funded and constructed via private capital from Mainsail Development Group.

An Aug. 27 ribbon cutting ceremony signaled the opening of the first phase of the much-anticipated Wiregrass Ranch Sports Campus of Pasco County.

An Aug. 27 grand opening and ribbon-cutting ceremony offered an in-depth look of the state-of-the-art facility that the county hopes will be a game-changing tourism draw for years to come.

The multi-use sports complex, which features 37-foot-high ceilings, is large enough to hold either 16 volleyball games or eight full-court basketball games at any given time.

It’s two 35,500-square-foot gyms are separated by a cheer/dance studio, athletic training center and second-level mezzanine. Spacious floors can be converted to accommodate other sports, such as pickleball (up to 16 courts), futsal (up to eight courts), as well as large-scale wrestling, mixed martial arts (MMA) or karate tournaments.

Versatility and flexibility are key aspects of the complex’s design. For instance, one side of the gym could be used for a volleyball tournament, while the other side could be used for another sport or even a convention.

Other notable amenities include an educational lab, full-service kitchen, a concessions area aptly titled “Fast Break,” and snack bar, “Power Alley,” both situated in the lobby.

Designed to attract athletes, from near and far
The birth of the campus dates back to 2001, when a feasibility study identified the county as a possible sports tourism hotspot.

Concrete plans for the multi-purpose athletic center didn’t come together until 2015.

The facility officially broke ground in June 2018.

Pasco County Commissioner and Pasco County Tourist Development Council Chairman Mike Moore labeled the project “a huge milestone” for the area.

“This isn’t a dream on paper anymore — it’s actually happening right in front of us, ” Moore said at the grand opening ceremony.

In addition to a combined 70,000 square feet of floor space, the Wiregrass Ranch Sports Campus of Pasco County features a competition cheer/dance studio and springboard.

“It’s a beautiful facility. It’s no longer a construction site, it’s now the Wiregrass Ranch Sports Campus of Pasco County.

“It was a long road to get here, and it took a shared vision and commitment from this County Commission that we have here, the Tourist Development Council, and a very, very generous family,” Moore said.

The athletics campus is a public-private partnership between the county, who owns the land and facility, and RADD Sports, a private sports management company tasked with handling day-to-day programming, maintenance and operations.

Moore noted the importance of such a partnership: “A county government, let’s be honest, isn’t set up to effectively run a facility like this. That’s probably the last thing you want ever to happen, is a county government to run a facility like this.”

The complex will be open for public use and local leagues Monday through Thursday, while Friday through Sunday will generally be reserved for attracting out-of-area tournaments.

The youth and amateur sports industry has quickly taken notice of all the frills.

The venue has booked 53 events or tournaments across the next 42 weekends, according to RADD Sports CEO Richard Blalock. That so far encompasses basketball, cheerleading, futsal, gymnastics, karate, volleyball, and wrestling; upwards of 17 different sports could be effectively at the complex, officials say.

It’s very first hosted event was a South Florida-based boys travel basketball tournament, which generated 500 room nights booked for the county.

“During a pandemic, that’s really strong,” Moore said, adding the number of bookings already scheduled is “really, really incredible.”

Said Moore: “The people that come here are going to stay in our hotels, which they already have. They’re going to eat at our restaurants. They’re going to shop at our Pasco County stores. And, it’s not just the athletes that are competing that’ll be doing that, it’s their families, it’s their friends, and it’s the spectators.”

Meanwhile, a team of RADD athletic directors/coaches with extensive professional backgrounds will help run local programming in the arenas of cheer, gymnastics, soccer, basketball and volleyball — the primary sports focus of the complex. That includes afterschool programs, camps, recreation leagues and so on.

With talents and skills that’s taken them to sports’ highest levels nationally and internationally, even they were awestruck by the complex’s diverse amenities.

The 98,000-square-foot indoor field house is the cornerstone of the 80-acre Wiregrass Ranch Sports Campus of Pasco County. It is now open and ready for play.

“There’s no other facility like it, not in the Southeast, and maybe not even the country,” said basketball director Ronnie Outen, a former Division I hooper at West Virginia University who spent 15 years playing professionally overseas in Austria, Italy and Lebanon, among other countries.

Outen specifically observed the benefits of the facility’s second-floor mezzanine, which offers “a bird’s eye view” of every game in action — a plus for college recruiters, scouts, family members and so on.

“A lot of places have a lot of courts, but they’re not centrally, strategically placed where you can just get a view of the whole facility in one specific location,” he said.

Former Tampa Bay Rowdies head coach Stuart Campbell is heading up the campus’ indoor futsal and outdoor soccer programming. With seven full-sized outdoor fields and hotel coming online within walking distance, he believes the space is worthy enough to host year-round residencies for professional soccer teams overseas.

“I know where I’m from, I certainly didn’t have anything like this,” said Campbell, a former English Premier soccer player from the United Kingdom.  “I think we’ve opened ourselves and Pasco County up to the opportunity of bringing in  professional soccer teams.”

Some of the complex’s finer details, such as heavy-duty commercial rollup doors to conveniently load and offload equipment, makes it ever more appealing to lure some headline tournaments and become the flagship for others.

“They spared no expense,” Matt McDonough, the facility’s senior director of cheer and event development, said. “There’s really so much you can do with this. You can rock and roll with a giant wrestling tournament here, judo, fencing. I think they even planned for archery.”

A BMX park in Pasco County?

Pasco County has marketed itself in recent years as a premier amateur sports and recreation tourism destination.

Its tourism arm —  Experience Florida’s Sports Coast — has leveraged that credo, with state-of-the-art athletic facilities springing up. Those include the AdventHealth Center Ice skating rink, Wiregrass Ranch Sports Campus and Sarah Vande Berg Tennis & Wellness Center.

Could a large-scale BMX (bicycle motocross) park be the county’s next major attraction?

Delaney Morrison, and her team, would like to see that happen.

Morrison operates Pinellas Park’s J&R Bicycles BMX Super Store. She’s also president of Ride Local Inc., a nonprofit group committed to providing safe and well-organized environments where enthusiasts can hone their skills in extreme sports.

She outlined the Ride Local’s concept at the Pasco County Tourist Development Council (TDC)’s August meeting.

“We’re eager to work with you, and hopefully bring BMX to Pasco County. It has been a passion of ours for decades now,” Morrison told the TDC, as she unveiled a 40-page proposal on the initiative.

The idea is to partner with the county to construct a BMX track and bike park on a 23-acre tract situated of the intersection of State Road 54 and Gunn Highway in the Odessa/Trinity area. The land is presently owned by Pasco County Utilities.

Under the proposal, about 3 acres would be used for a BMX dirt race course made of various jumps and rollers.

That would mark the first stage of a larger, surrounding bike park that would include a pump track, skatepark, mountain bike obstacle course, casual bike path and other features.

There would be opportunities for recreational leagues and a beginner’s program for newcomers to the off-road racing sport. It also would host large-scale competitive events sanctioned by USA BMX.

The open space also could be used for drone races, truck rallies, and Boy Scouts of America and All-Pro Dad meet-ups, among other activities, Morrison said.

“Our goals for this project are to establish a world-class track for locals and visiting riders, regardless of age or skill level,” Morrison told the TDC. “With the work that Pasco County already has done as a bicycle community, we know that BMX can just round out your offerings for bicycle activities.”

Location, location, location
Over the past year or so, Morrison and her team have had ongoing discussions with Pasco County Commissioner Kathryn Starkey and Keith Wiley, the county’s director of parks, recreation and natural resources.

The identified location seems ideal for multiple reasons.

Morrison praised its high visibility along the booming State Road 54 corridor, sitting along the Tower Road extension and a future high school, whose adjacent lot could be used for overflow parking for large events.

The ability for commuting motorists to see a BMX track from afar is a luxury other like-minded BMX facilities don’t have, Morrison said. Often, she said, they’re “hidden in the back of a park somewhere.”

Case in point: Tampa BMX at Lake Park in Lutz.

“They have good ridership there, but you can’t see anything from the road. You just have to be in BMX and know that it’s back there,” said Morrison, who grew up in Lutz.

However, she said a Pasco BMX park would pair well with Tampa BMX and Oldsmar BMX, which is under construction — to attract regional and national tournaments.

The trifecta of facilities, she said, “would really set us apart from most other locations in the country.”

The close proximity of the tracks to each other is a selling point, she said.

“You can drive to any one of these tracks within 20 minutes and we could see, aside from bigger events, people from all over Florida wanting to come into our area to be able to ride a Friday, Saturday, Sunday and hit three tracks in the same weekend,” explained Morrison. Plus, she noted, local hotels, shops and restaurants would benefit from the business.

Continuing on the tourism piece, Morrison pointed out BMX is the fastest-growing sport/fitness activity. A study from the Sports and Fitness Association puts it ahead of other activities, such as cardio tennis, skiing, pickleball and rugby, among others.

The sport is pandemic-proof, too, she argued.

Morrison detailed a three-day BMX event last month in Toledo, Ohio — the Buckeye Nationals — drew representatives from 37 states.

If Ohio can attract that kind of crowd, during the summer in the middle of a pandemic, she said, she’s confident that Tampa Bay — with its beaches, Busch Gardens and easy access through Tampa International Airport — would see a rise in tourism.

Finding funding
Money appears the biggest hurdle in getting the project off the ground.

The park has an estimated base cost of $1.7 million to $2 million, Morrison said.

That’s without additional frills, such as an open-air covered roof on the BMX track, to allow for year-round use.

That’s an amenity that Morrison highly encourages, should the county assist in a partnership: “You don’t have to worry about a rainout. You really cut down on the heat. We think we’d get some regulars, a larger local draw than what some other tracks that aren’t covered do.”

Cities and counties in other states have generally “put up quite a bit of money” with funding such projects, Morrison told the board.

Pasco County Commissioner Mike Moore, who chairs the TDC, indicated the county could negotiate or support some type of land use or lease deal.

Providing upfront funding for construction, though, is all but a non-starter, at least for the present, given the COVID-19 pandemic and funding of other projects, such as the $44 million Wiregrass Sports Campus, he said.

“We just don’t have money in the tourism budget right now for additional capital projects,” said Moore.

“Not saying in the future there might not be, but right now, the cash, whether it be a million, million-and-a-half, two million or three million dollars, it just is not within the tourism budget,” Moore said.

With that, Morrison acknowledged her organization hasn’t fully gone “down the rabbit hole” in terms of capital funding mechanisms.

But, Ride Local Inc., is toying with some creative ideas, such as leveraging a corporate naming sponsorship or partnering with an electric company to install solar panels on a would-be covered roof to offset costs.

The group is prepared for the legwork needed to cultivate creative partnerships and alternate funding sources, she said.

“Really, for lack of a better term, we’re not scared,” Morrison said, there may be some other sources of funding within the state or region they can seek out.

Funding complications aside, TDC members expressed enthusiasm for a BMX facility of some sort.

“I love the idea,” said TDC vice chairman Wendy Longman, owner of Windsong Boat Charters in New Port Richey. “I think it would add a lot of value to the county and with the state of how things are, it’s a great social distancing sport, so I think it’s a phenomenal idea.”

TDC member Judy Sutton, owner of Quality Inn-Port Richey, concurred, hyping up the tourist benefits: “Between the United States and Canada, I also know people that do BMX, and you do travel a lot, and there’s an opportunity to bring it to Pasco.”

Zephyrhills can handle COVID-19 budget impacts

Cities and towns across the country are gearing up for budget cuts because of prolonged COVID-19 shutdowns, but that isn’t true in Zephyrhills.

Zephyrhills City Manager Billy Poe said the city is in good enough shape financially to handle any lingering effects of the shutdown for the rest of this fiscal year, and for next fiscal year, too.

He provided that reassuring news to city council members at their regular meeting on June 8.

Although state revenues shared with local governments could be reduced by 50% for the months of April, May and June, Poe said that’s “not a super larger part” of the city’s roughly $66 million budget.

The city had larger-than-anticipated revenues at the beginning of the year, which helps to offset lower state revenues, Poe said.

He also noted that some big-ticket purchase items came in under budget.

Plus, the city has flexibility to slow down some city projects that are less critical, he said.

“Talking to the finance director I think we’re going to be OK,” the city manager told the council. “There’s some money that we can move around, so there will be a decrease, but I think we’re going to be OK,” Poe said.

Meanwhile, as the city prepares its 2020-21 fiscal year budget, Poe has directed city department heads “to really hold the line” when prioritizing needs and projects.

Besides the negative revenue impacts caused by COVID-19, the city also is facing higher health care and retirement costs for next fiscal year.

The millage rate will be set during the first week in July. The city will hold two public hearings on its budget, which must be adopted by Oct. 1.

On the upside, the city manager noted a preliminary estimate from the Pasco County Property Appraiser’s Office shows the taxable value of the city up about $42 million, with $35.7 million in new construction value.

“What it’ll do is offset some of those reductions from the state, those lost revenues as a result of COVID-19,” said Poe.

Council swearing-in, reorganization
Like other government organizations, the COVID-19 pandemic forced the Zephyrhills City Council to hold virtual call-in meetings over the past two months or so.

That all changed June 8, when council members gathered inside the Zephyrhills City Hall chambers, for the first time since March 23.

The move came at an appropriate time, as City Clerk Lori Hillman administered the oath of office to Mayor Gene Whitfield and Councilman Alan Knight, who retained their seats since being declared elected unopposed.

Whitfield has held the mayor chair since 2014, when Danny Burgess resigned to run as the area’s state representative in Tallahassee. Whitfield has owned Whitfield Funeral Home in Zephyrhills the past 25 years. He also is former director of The Greater Zephyrhills Chamber of Commerce.

Knight, first elected to Council Seat 2 in 2014, is a retired educator who’s worked mainly in Pasco County Schools as a teacher, coach and administrator.

The swearing-in ceremony also coincided with some council reorganization, which happens each year.

Council Vice President Charlie Proctor was elevated to the role of council president, taking over for Councilman Ken Burgess. Councilwoman Jodi Wilkeson was appointed council vice president.

As council president, Proctor will be responsible for signing official city documents and chairing council meetings, otherwise serving as the leading voice in business agenda items. He last served as council president in 2014.

Proctor commended Burgess.

Said Proctor, “First of all, I would like to thank former Council President Ken Burgess for doing an amazing job this past year. We really had a rough year, a lot of tough decisions we had to make as a council. Not only that, we had to go through this virus that had us meet online, and it was very difficult, and I think Council President Burgess did an amazing job, along with our staff.”

Liaison appointments were decided, too. Burgess was chosen to sit on the Pasco County Tourist Development Council (TDC), in addition to serving as an officer with The Greater Zephyrhills Chamber of Commerce. Other roles remained in place — Proctor serving on the Ridge League of Cities; Wilkeson on Main Street Zephyrhills; and Councilman Lance Smith on the Pasco County Metropolitan Planning Organization (MPO), with the mayor serving as an alternate.

The council also:

• Approved the last plat for Silverado Ranch subdivision, otherwise known as Phases 10B and 11C, situated on the northern boundary of the development

• Accepted an $85,000 facilities grant United States Tennis Center (USTA), for costs related to the Sarah Vande Berg Tennis & Wellbeing Center, 6585 Simons Road, Zephyrhills. The nearly $5 million project is slated to open in July and will include 11 tennis courts, eight pickleball courts and four padel courts, among other features.

• Passed a second reading ordinance and public hearing consenting to the inclusion of the city’s boundaries into the Pasco County Municipal Service Taxing Unit (MSTU) for fire rescue services.

Dade City awards contract for Hardy Trail

Dade City has pushed another step forward to make the Roy Hardy Trail more tourist-friendly.

City commissioners have agreed to enter negotiations with Borregard Construction Inc., for the design-build of a visitor’s information welcome center, to be located on the south side of Church Avenue near the Hardy Trail multi-use trailhead.

Preliminary plans call for a building of 1,100 square feet to 1,500 square feet, with two family bathrooms that meet Americans with Disabilities Act standards.

The center will feature an open floor plan — allowing for vendor operations, area attractions, museums and art exhibits to host mobile displays.

The building is part of a larger exterior space concept that will feature a bike-share hub with stations for parking, minor repairs and public resting areas for cyclists and exercising pedestrians.

Commissioners voted 4-1, with Commissioner Nicole Deese Newlon voting against the bid award, during a May 12 virtual conference call meeting.

The city received three bids for the project.

Borregard, a Dade City-based construction firm, garnered the highest average qualification score by city staffers for its proposal, scope of services and cost projections.

If the city is unable to come to terms with Borregard, it will turn to the second-ranked bid, WJCreate LLC.

Construction shall begin no later than July 15 and completed before June 2021, per the city’s

request for proposals (RFP).

The exact budget for the visitor’s center will be determined by the design of the structure and any necessary site improvements, officials say.

The city has received a $250,000 appropriation for the project from the Pasco County Tourist Development Council.

The visitor’s center will require additional public input and commission approval along the way, officials say.

The new amenity adds to Hardy Trail, which is currently being extended northbound to Lock Street. Commissioners have also expressed a desire to phase in more water stations, pet stations and even outdoor fitness stations.

In addition to the visitor’s center and bike hub, an adjacent downtown park is being planned, with features that could include a splash park, amphitheater, playground and more.

Leaders anticipate budget hit
Dade City Manager Leslie Porter told commissioners April statewide tax collection information will be made available May 25, giving city leaders a “first inkling on some of the impact” from the novel coronavirus (COVID-19) disease pandemic.

While total figures are not yet known, decreases in sales tax, shared revenues and Penny for Pasco monies to the city are to be expected, she said.

Meanwhile, Dade City Mayor Camille Hernandez said there’s general worry among Florida cities of all sizes about the negative fiscal impact related to COVID-19. She based that assessment on  a recent conference call she had with the Florida League of Cities.

“The budget may be painful, and it’s very concerning,” Hernandez said. “It doesn’t matter if you’re a small city or a very large city, we are all going to feel this in some shape or way or form.”

Adding to the hardship of what will likely be a tight budget cycle for the city is the fact there’ll be at least two new faces on the five-member commission following the June 30 municipal election.

Commissioners Newlon and Eunice Penix aren’t seeking re-election for their seats.

Commissioner Jim Shive is running against candidate Matthew Wilson for the Group 3 seat.

“It’s going to be kind of a real quick learning curve,” the mayor said.

Resident shares frustration with city upkeep
Speaking during the public comment portion of the virtual meeting, Dade City resident Bernice Thomas expressed her displeasure with city public works crews for not following proper 6-foot social distancing protocols and not wearing masks on the job.

The resident described one alleged incident on 14th Street near the Dade Oaks area, where city workers were “just sitting under the tree, talking without masks, and sitting right next to each other,” she said.

Thomas also criticized public workers for just “riding in air-conditioned trucks doing absolutely nothing.”

“It is absolutely disgraceful to me that our city has employees getting paid, but are not doing anything, “said Thomas. “COVID-19 has been an excuse to take time off, get paid, and still do nothing. We are taxpaying citizens who deserve better than we are getting.”

Thomas went on to mention the Dade City Merchant’s Association two months ago requested painted crosswalks, new signage and sidewalks cleaned, watered flowers and so on. “I haven’t seen anything being started yet,” she said.

She then blamed city department heads for not keeping tabs on city employees nor ensuring proper upkeep of the downtown district.

Said Thomas, “If the supervisors cannot manage their employees, maybe we need to seek out another employee who can be promoted to fulfill these duties. If the city manager cannot care for this city as if she lives here, maybe we need to find a new one.”

Responding to Thomas’ claims, Porter pointed out the city just received quotes on painting crosswalks, while city workers have now begun “an intense downtown cleanup,” including mulching, weeding, pressure washing sidewalks and more.

As for city employees possibly not observing proper health and safety measures, the city manager said: “Certainly, if we have new employees who are not observing the social distancing and following the protocols we will be addressing that, because that has to be one of our priorities, the safety of our citizens, as well as our employees.”

Dade City projects progressing, others delayed

As coronavirus disease-2019  (COVID-19) affects how municipalities and government entities operate, the City of Dade City is striving to keep day-to-day duties relatively intact, while following various safety procedures and precautions.

Not unlike its municipal neighbor Zephyrhills, which is 9 miles down the road, Dade City has gone about minimizing the number of personnel at City Hall or out in the field — incorporating rotating shift schedules and allowing others to work remotely. The city, for example, is limiting the number of staffers inside City Hall to no more than six to 10 at a particular time, Dade City Manager Leslie Porter told The Laker/Lutz News.

Porter acknowledged the pandemic has presented some logistical challenges, but added “the majority of us have been able to be fully functional, whether we’re remote or in the office.”

She continued: “We’ve been doing our best to keep business moving forward.”

So, while municipal offices on Meridian Avenue are emptier than usual, several projects and initiatives are progressing, albeit with slight delays, Porter said.

For instance, the city recently was able to put two construction projects out to bid:

  • A new concession stand and public restroom building at Moore-Mickens Field, 14318 Canal St. The city has budgeted $150,000 for the project.
  • A visitor’s information center building at the Hardy Trail trailhead, near property that later will be developed into a multi-use splash park/bike hub. The Pasco County Tourist Development Council allocated $250,000 for the information center.

Moreover, the $2.3 million downtown stormwater improvement project is nearly completed and is on track to meet its summer deadline, Porter said.

The scope of the project generally takes underground piping through multiple downtown streets into an existing conveyance system into a reconfigured Irwin Pond, just past U.S. 98 and the CSX railway.

All downtown roadway construction work is done, while “final pieces” of the pond component are underway, Porter said.

There were “a few delays” because of COVID-19, she said.

Other city plans are facing longer postponements, however.

The multimillion dollar Tank Hill wastewater facility improvement project has been put on hold, until on-site pre-bidding meetings can be scheduled, something necessary because it’s a larger-scale project, Porter said.

Also, the splash park/bike hub project is facing indefinite delays. A public draft conceptual presentation was originally scheduled in mid-March, but canceled due to concerns surrounding the coronavirus outbreak, and has not yet been rescheduled.

A visioning meeting would have allowed residents to provide input and ideas on wanted amenities for the new downtown park, located on a 2.23-acre parcel that borders the Hardy Trail on Church Avenue.

Other updates from the city manager:

  • City Hall remains closed to the public, so utility billing payments are being accepted online, over the phone, or through drop box. The city is absorbing the cost of credit card transaction fees for utility bills.
  • Playgrounds and public restrooms are closed, but city parks and trails remain open with the exception of Naomi Jones Park at 38122 Martin Luther King Blvd., due to challenges associated with users not obeying social distancing protocols.
  • Dade City Commissioners Eunice Penix and Nicole Deese Newlon, who are not seeking re-election, have agreed to remain in their legislative roles up until the rescheduling of the Pasco municipal elections. The elections have been delayed per an executive order from Gov. Ron DeSantis
  • The Dade City Police Department is temporarily pulling back on some of the in-person, community policing efforts, to minimize face-to-face contact in the wake of COVID-19.
  • The city is releasing a quarterly newsletter on its website and becoming more active on social media, to better engage citizens on various happenings and initiatives.

City to begin virtual meetings
Dade City will start holding virtual city commission meetings by teleconference, the first coming on April 28 at 5:30 p.m. The virtual format will continue “as long as necessary to keep business going and keep everybody safe,” Porter said.

Porter added the city also is prepared to hold other noteworthy meetings virtually — such as planning commission board — should stay-at-home orders extend indefinitely. “We don’t want to hold up progress,” she said.

The city had to cancel multiple in-person commission and planning board meetings in March and April due to COVID-19, and needed additional time to explore how to best go about a virtual meeting setup.

Dade City seeks feedback on new park

The City of Dade City is seeking community and resident input for its newest park — what’s being hyped as a downtown splash park/bike hub.

Public meetings to gather input on the project’s finer details are scheduled for March 5 at 5:30 p.m., and March 12 at 1:30 p.m., while a draft conceptual presentation is scheduled for March 16 at 6 p.m. Each of those meetings will be at the Dade City Commission Chambers, 38020 Meridian Ave., in Dade City.

The City Commission in October approved an $800,000 land purchase for a 2.23-acre parcel near the Hardy Trailhead on Church Avenue to be the site of the future park. (The contract sale price totals $1.3 million, but the property owners have agreed to donate the difference toward the park project.)

A preliminary concept plan for the park has called for a multi-use water splash pad, bike-share shelter, amphitheater, Americans with Disabilities Act (ADA)-accessible playground, open space, a concession area and other amenities. Funding for the project is expected to come from city reserve funds, Penny for Pasco revenues and Community Development Block Grants (CDBG). Meanwhile, the Pasco County Tourist Development Council has allocated $250,000 for the recreational project.

After residents and city officials weigh in on the project, the next steps include finalizing a master plan, and then moving onto a final design and engineered site plan.

The park likely will be completed in phases over the next several years, officials have said, starting with the bike hub, which could break ground sometime this year, in partnership with the county’s tourism office.

City leaders have discussed building a splash park/bike hub the past few years, with the idea it could help revitalize the downtown business district, while offering another healthy recreational outlet for local youth, residents and visitors.

Frolicking in the Florida snow?

Children, and adults alike, will have a new recreational option when a new winter park opens for business in Northeast Pasco.

The Pasco County Commission on Aug. 6 approved the addition of a snow park, which will be situated next to Tree Hoppers Aerial Adventure Park, on the north side of St. Joe Road, about 800 feet east of Bellamy Brothers Boulevard, in Dade City.

The conditional use, approved by the board, applies to a western parcel that makes up about 58.5 acres and an eastern parcel that makes up about 60 acres.

The western parcel, which consists of areas of dense vegetation and a mature tree canopy, will be used for the winter park. Under the conditions, it can operate up to 120 days a year

The eastern parcel, which is the Tree Hoppers site, consists of zipline and rope ridge obstacle courses, concession areas, and a gift and pro shop. It also is used for fall festivals and Halloween festivities, including Scream-A-Geddon. Those activities will be allowed for up to 56 days a year, according to the conditions.

Both attractions will operate between two days and seven days a week, and they will not be allowed to operate at the same time, the conditions say.

The Pasco County Planning Commission and the county’s planners recommended approval of the request. They also recommended approval for the sale of beer and wine for consumption at the sites, which the county commissioners also approved.

Attorney Clarke Hobby, representing the applicant, detailed plans for the winter park, which he said will have a snow hill, where people can go snow-tubing, an area where people can play in the snow, and other features.

The snow is made using new technology, and the snow will stay in place for long periods, provided the weather doesn’t exceed 80 degrees, according to Hobby.

“I will tell you, as a native Floridian, staying under 80 degrees doesn’t happen a lot and, even though we’re allowed 120 days to operate the snow hill here, something tells me that it’s probably going to be more like 45 days,” Hobby said.

“We think we can be good neighbors and not create what is going to be a traffic or noise issue for our neighbors,” Hobby added.

Access to the properties will be off St. Joe Road, Hobby said.

Thousands of trees will be planted, which will create an evergreen condition and provide a noise and visual buffer, for the neighbors, he added.

He cited a dozen letters in support of the project.

But, there were opponents, too.

Judy Geiger submitted a binder full of documents and expressed opposition to the request.

She also introduced Bob Hunter, a planning expert, who said he was there to speak at her request.

Hunter, former executive director of the Hillsborough County City-County Planning Commission and a former president of the American Planners Association, told commissioners that the request is inconsistent with the county’s comprehensive plan. He also said the use is inappropriate and should not be approved.

Stephen Gonzalez, who lives on St. Joe Road, put it like this: “It’s just in the wrong place. Why isn’t this on (U.S.) 301, up where there used to be a golf course, north of Dade City? That’d be a perfect spot for this business.”

Gonzalez also complained to commissioners about the trash left behind on his road from people attending Scream-A-Geddon.

Hobby said the location works well for his client because of the natural topography.

“We’re working with the hills; we’re not cutting them down, we’re going to augment them,” Hobby said.

Commission Chairman Ron Oakley told Hobby: “You worked very hard with that neighborhood. I appreciate everything you did.”

Commissioner Jack Mariano weighed in with words of support: “The Tree Hopper thing, I think was a great addition to the county. Scream-A-Geddon was tremendous. I think this will be a nice amenity, as well.”

Commissioner Mike Moore, who is chairman of the Pasco County Tourist Development Council, agreed: “I think this is going to bring a lot of great things.”

But, Moore also asked Hobby to ask his client to keep an eye on St. Joe Road, to address any problems with trash.

The Gulfside Hospice New Port Richey Thrift Shoppe, 6117 State Road 54, will host a Bridal Trunk Show on March 6 from 1 p.m. to 5 p.m. There will be more than 250 dresses to choose from, starting at $29.99 and many brand new.
