Quail Hollow golf course set for redevelopment

Plans to close Quail Hollow Golf Course and redevelop the land are moving into the next phase.

Pasco County commissioners voted 5-1 in July to rezone the property, with Chairman Mike Moore dissenting.

A pre-application meeting was set for Aug. 14 between Pasco County planners and representatives of golf course owner Andre Carollo.

That meeting is a preliminary step before additional documents and a detailed site plan are submitted for county review.

Plans call for 388 single-family houses, according to the pre-application form filed with the county.

The approved rezoning allows up to 400 single-family houses, 30,000 square-feet of office/retail and a 10,000-square-foot day care center.

The project was approved despite stiff opposition from Quail Hollow residents during public hearings.

Opponents said the redevelopment would devalue their properties, harm the neighborhood’s residential character, cause flooding and add more traffic to inadequate roads.

Attorney Barbara Wilhite, representing Carollo, said the course was not profitable, and Carollo’s request for rezoning was for redevelopment that would be less intense than the site’s existing zoning allowed.

The debate often centered on property rights of Carollo.

Area residents countered that their property rights were being ignored.

They noted that developers marketed their homes, years ago, as part of a golf course community.

But, Wilhite said the golf course was built first, and that the Quail Hollow subdivision was separate from the golf course.

Golf course gives way to new development

Residents came away disappointed when Pasco County commissioners approved a plan to replace Quail Hollow Golf Course with houses, offices, retail and a day care center.

Nearby homeowners had argued for months that the project would devalue their property and harm the neighborhood’s residential character.

They also expressed concerns about flooding and increased traffic on inadequate roads.

Despite those concerns, commissioners voted 5-1 for the redevelopment project on July 11.

The matter first came before commissioners in March, but a final vote was postponed several times.

Commission Chairman Mike Moore cast the dissenting vote.

“We know we can’t keep the golf course open. I get it,” Moore said. “I was hoping we could stay more consistent with what the neighborhood is. That’s what (residents) were expecting for a long time to come. It sounds like they are losing that today.”

In its place, there would be up to 400 single-family houses, 30,000 square feet of office/retail and 10,000 square feet of day care.

The approval includes a long list of conditions — stemming from objections raised by residents.

There was little common ground between residents and the golf course’s owner.

When the matter came before the county’s Development Review Committee in March, it received a favorable vote.

Throughout the process, Pasco County planners also have stuck by their recommendation for approval.

“I understand. It comes down to a land rights thing,” said Pasco County Commissioner Mike Wells Jr. “We can’t tell him what he can and can’t do with his golf course.”

But, residents also claimed they have property rights. They hired Maureen Jones, a Sarasota-based attorney, to represent the Quail Hollow Neighborhood Citizens Group Inc.

Homeowners who bought their properties years ago cited a marketing campaign that convinced them that they were buying into a golf course community.

Attorney Barbara Wilhite, who represents Carollo, countered that the golf course was built prior to the subdivision. She also said the existing zoning of the golf course would allow residential development, likely at a greater density than the proposed project.

Jones said no decision had been made on whether to pursue legal action to challenge the project.

Quail Hollow vote delayed again

The Pasco County Commission agreed to a third delay on a vote regarding a proposal to redevelop the land occupied by the Quail Hollow Golf Course.

Commissioners agreed to the delay at the request of representatives of the golf course’s owner, who would like all five commissioners to be present when the vote is taken on the proposal to build houses on the golf course land.

Commissioners had been scheduled to consider the issue on June 6. Now, they are set to consider it on July 11, at 1:30 p.m., at the Historic Pasco County Courthouse in Dade City.

The absence of Pasco County Commissioner Mike Wells was known in advance. He announced in May that he would not be attending the June meeting.

As the June 6 meeting got underway, Pasco County Commissioner Kathryn Starkey said she would have to leave early for an appointment, and might not be present for the entire meeting.

The proposed project has met stiff resistance from Quail Hollow residents who have expressed concerns about issues such as flooding, water quality and property values. They also worry about increased traffic that the development would generate on roads they already deem as being inadequate.

Opponents have hired an attorney, and a court reporter has been at meetings to document the proceedings.

The golf course owner’s attorney, Barbara Wilhite, has highlighted the owner’s property rights, and has detailed changes to the proposed development to address flooding and traffic concerns.

Decision delayed on Quail Hollow

Pasco County commissioners, for a second time, pushed off a decision on the fate of the Quail Hollow Golf Course.

In a 3-2 vote, they opted to continue the issue until June 6 at 1:30 p.m. in Dade City.

The intent is to give the golf course owner and Quail Hollow homeowners more time to settle differences.

But, there is a wide gulf between an owner who wants to redevelop his unprofitable golf course, and homeowners who want to preserve their golf course community.

“They want to stop the project,” said Barbara Wilhite, a land use attorney representing the golf course owner.

Quail Hollow homeowners packed the boardroom at the Historic Pasco County Courthouse to again plead their case on May 9.

The outcome of the meeting was the same as it was at the April meeting — without a vote on the project, and with a continuance.

Homeowners are challenging the project and the impacts of construction.

“The runoff from construction will affect the water, the wetlands and the basin to the Hillsborough River,” said Anna Spencely.

Homeowners also worry about a loss of property values, and increased traffic along inadequate roadways.

Homeowners also say they bought their homes based on long-ago sales pitches that they were buying into a golf course community.

Wilhite disputes that, saying the golf course was built prior to the subdivision.

Maureen Jones, a Sarasota-based attorney, is representing the Quail Hollow Neighborhood Citizens Group Inc. She raised questions about homeowners’ property rights in Quail Hollow, but also in an adjacent subdivision.

She sparred repeatedly with Pasco County Commission Chairman Mike Moore and with Pasco County Attorney Jeff Steinsnyder, who told Jones not to stray from allowed topics of discussion.

Moore and Steinsnyder told speakers that comments had to strictly deal with the four additional conditions that had been added to the project’s site plan since the previous public hearing.

The new conditions include designing a stormwater management plan for 25-year and 100-year storm events of 24-hour duration, and hiring an inspector to oversee activity before and during construction.

Pasco County Commissioners Ron Oakley and Kathryn Starkey expressed support for the project, and voted against the continuance.

“These golf courses are going defunct everywhere,” Starkey said. “Something has to be done with them. This gentleman has property rights. I am definitely a property rights person.”

Oakley agreed that Carollo, under county codes, has the right to rezone his property.

But, Pasco County Commissioner Jack Mariano responded, “These other people (homeowners) have property rights, too.”

Mariano also had a compliment for Wilhite.

“You’ve done a phenomenal job,” Mariano said. “I think I’d like to give you and the (homeowners) association one last chance, and bring it back.”

If the project is approved and a lawsuit is filed against the developer and the county, one stipulation is the applicant, not the county, would pay legal fees.

No additional public comment is expected on June 6.

Korean War spy shares wartime experiences

For nearly 50 years, Eddie Ko didn’t tell a soul about the integral role he played during the Korean War.

“Not even my wife or my children,” the now 80-year-old said.

But for the past 15 years, the Tampa resident has gladly shared the experiences he had as a 14-year-old spy, helping the United Nations throughout the “Forgotten War.”

He began sharing his story in 2002, after he began organizing an annual golf outing for Korean War vets at his golf club — the Quail Hollow Golf Course in Wesley Chapel.

The outings — held until he sold the course in 2012 — encouraged vets to share their wartime experiences with family and friends.

“Most of the Korean veterans who were in combat — they don’t want to talk about it, even though they are heroes,” Ko said. “Just remember, they were only 18 (years old) or 19 years old, and they had to kill somebody in order to survive.

“But…it’s my opinion that I feel better when I talk about it and get everything off of my chest,” Ko said.

In June of 1950, about 75,000 soldiers from the North Korean People’s Army invaded Ko’s homeland of South Korea. They wiped out thousands of civilians, including his Christian missionary parents.

“That really hurt my heart,” Ko said. “That day forward, I decided I was not going to be accepting of the (North Korean) army.”

His anger possessed him to join the Student Volunteer Army, an anticommunist group of 12 teenage spies spearheaded by a South Korean officer with ties to the U.S. military.

“At 14 years old, you don’t really have patriotism — you have ‘revengism.’ The revenge of mine was so mad that I really wanted to help the Americans,” Ko said.

For three years, he penetrated enemy lines, and relayed valuable information to U.S. Navy Lt. Eugene Clark.

Working as a teenage spy, Ko was the first to discover that Chinese Communist Forces had crossed the border into North Korea to join the fight against the United Nations. That tip prevented U.S. Marines from walking into an ambush of nearly 120,000 Chinese soldiers.

“They didn’t even know that the Chinese were involved,” Ko said. “The lack of intelligence was the biggest fault during the Korean War.”

Nearly 34,000 Americans were killed during the Korean War.

“A lot of Americans died because they didn’t even know where they were, and who they were fighting,” he said.

To gather intel, a young Ko lurked alongside enemy commanders, asking seemingly innocent questions: How many soldiers are here? Are more reinforcements on the way? Where are the heavy tanks?

Ko would report his findings to American forces either via radio communication, or in person.

“Many times it was very risky,” Ko said.

He used faith to help him handle the stressful moments and constant anxiety.

“I became very, very religious at the time and very, very confident in myself,” Ko said. “That’s what helped me survive for three years.”

The Korean War came to an end after an armistice was signed on July 27, 1953. North and South Korea remain separate and occupy almost the same territory since the war began.

After the war, Ko left South Korea to become a naturalized U.S. citizen. He attended high school in East Orange, New Jersey, and subsequently volunteered for the draft in 1956.

He served three years in the U.S. Army, working in counterintelligence and civilian affairs in South Korea.

“I thought wearing a U.S. uniform, I could help the Korean people more. I’m so proud I did that,” Ko said.

He became a successful businessman, and owned three golf courses in Florida before selling them.

Ko now serves as the chairman for the Korean War monument at Veterans Memorial Park, 3602 U.S. 301 in Tampa.

He often visits the 20 Korean War veteran’s association chapters throughout Florida. He tells his story, and gives out copies of the book, “Korea Reborn: A Grateful Nation Honors War Veterans for 60 Years of Growth.”

Ko presents the book — which is a retrospective look at the Korean War and the prosperity that followed — to help uplift Korean War veterans.

“They should be proud of their service,” Ko said. “After 80 percent of Korea was destroyed, now 50 million Korean people live in peace, and it’s one of the strongest economic countries in the world.”

Dwindling ranks of golfers handicap golf courses

Golf courses are in trouble, and Florida — which boasts more golf courses than any other state in the nation — could be hit the hardest.

The latest to experience trouble is Scotland Yards Golf Club on U.S. 301 in Dade City. The bank that holds the mortgage on the course, First National Bank of Pasco, started foreclosure proceedings against the 100-acre course last month. However, course owner David Rinaldo says those problems look worse than they actually are.

“The course has financial issues like every golf course in America,” Rinaldo told The Laker/Lutz News in an email. “But it is not shutting down.”

Golf courses are suffering financially in different parts of the country, especially Florida, as interest in the sport wanes from its peak over the last few decades. Last year, 160 golf courses shut down in the nation, and 300 have closed in the last few years, the National Golf Foundation reported, according to published reports.

Florida has more than 1,200 courses, enough to have one course for every 16,000 people. That’s just too many for the market to sustain, one golf pro says, especially with other recreational activities that may be less time consuming and less expensive competing against the game.

“Golf was in its heyday 20 or 30 years ago, when that was the thing to do, both socially and sports wise,” said Laura Sanderson, a pro at Meadow Oaks Golf & Country Club in Hudson. “Everyone built a bunch of golf courses because, back then, we could keep them full. But now people’s interests have changed, especially the younger generation. People just have better things to do with their time and money.”

The summer season hasn’t helped, when many seasonal residents are in their northern homes, and those remaining finding it too hot to hit the links. Even Meadow Oaks, which averages 275 golfers a day during the peak season, is seeing just a little more than 100 during the summer months.

But getting through those times means knowing that it’s coming, and being ready for it. Quail Hollow Golf Course in Wesley Chapel, for example, has focused on attracting a lot of non-golf events like motorcycle shows and big band performances, Sanderson said.

“You just have to take care of where you’re at,” said Nic Kalojiannis, one of the people in the ownership group that leases and manages Heritage Harbor Golf and Country Club in Lutz. “We do a lot of weddings, sweet 16s, and golf tournaments. It’s a process as a whole that you need to have, just to try and get you through tough seasonal times. Like this year, it’s rained pretty much all day every day, it seems like.”

These events give exposure to the golf course, which is owned by the Heritage Harbor Community Development District.

“We’re out here on Lutz Lake Fern Road off of North Dale Mabry, and we have a beautiful sign and the upkeep is really nice,” Kalojiannis said. “But the clubhouse was built in the back, kind of off the beaten path. We always have people coming in to our events telling us they didn’t even know we were back here.”

Other courses, however, would likely struggle no matter what they tried to do. And all of that goes back to how golf courses were originally financed.

Mortgages — typically in the millions of dollars — were structured in a way that a course could pay its note and still make a profit by charging $70 a round, for example.

“People don’t have that kind of excess money anymore, or if they do, they are not really willing to put it toward golf,” Sanderson said.

Instead, many have to cut fees, and then find ways to save expenses. More often than not, golf courses choose to skimp on maintenance — which could drive away even more golfers, and make their financial situation worse.

Even after Plantation Palms Golf Club in Land O’ Lakes shut down in May, maintenance crews kept the course in mostly good shape. However, when the workers stopped coming, the course fell into disrepair.

“After a matter of a couple months of that, it becomes completely unplayable,” Sanderson said. “You’ll lose the greens, and it’s not that you can just go back and mow it. You’ll have to replace it, and that could cost you $1 million right there.”

Plantation Palms was put up for sale last month for $1.2 million, considerably down from the $2.2 million MJS Golf Club LLC paid for it in 2011.

Plantation Palms was one of many communities in the region, and in the country, anchored by golf courses. But that’s not happening anymore. Some homeowners in Plantation Palms complained about the loss of home value, and many golf course designers have turned to Europe and Asia to build new courses, not finding any market in the United States.

But is golf fighting for its life? Sanderson doesn’t think so. It’s more about “righting the ship.”

“Golf is still strong, we just have too much product out there, too many courses out there,” she said. “We definitely need to grow the industry from the standpoint of the younger generation, but we’re just shaking out some of the excess courses. The ones that survive are going to end up being good in the long run.”
