Design work begins on new Land O’ Lakes school

Pasco County Schools has signed a contract with Harvard Jolly Architecture for the design of a new 6-12 School to be built within the Angeline community of Land O’ Lakes.

The architect will be paid nearly $3 million, under terms of the contract approved by the Pasco County School Board on July 28.

The school will be built on an 18-acre site, with a capacity for 1,694 students.

The estimated construction budget is $45 million.

Construction is expected to begin in December of 2021, with completion expected by June 2023.

The construction manager will provide construction management services, with a guaranteed maximum price. The project also will be designed in compliance with a sustainable building rating system.

The school is part of a new community that is expected to become a major job generator, and to be a place where people will live, work, play and learn.

The proposed development — referred in economic development documents initially as Project Arthur, is now known more commonly as the Angeline community.

It is being planned on 7,000 acres, in an area south of State Road 52, east of the Suncoast Parkway and west of the CSX rail line.

Plans call for a 24-million-square-foot corporate business park, which is expected to create large-scale employment opportunities. Supportive services also are envisioned, including residential communities, parks, schools and other uses to be connected through walking and bike trails, the report adds.

The property — which has uplands and wetlands areas — has been used for cattle ranching and a pine plantation for decades, according to a county report.

The landscape includes oaks and pine trees, and forested and non-forested wetlands. It also has open water lakes, which are mostly remnants from prior borrow pit operations, according to the county report.

The report also notes that the project site’s proximity to the CSX railroad line provides an opportunity for commuter rail, in the event that the rail line is converted to a commuter rail line in the future.

Two of the county’s vision roads also go through the project: Ridge Road and Sunlake Boulevard.

The extension of Ridge Road, and the construction of a new interchange at Ridge Road and the Suncoast Parkway also will have a significant impact on the area’s development.

Lee Moffitt Cancer and Research Institute has purchased about 775 acres for a future research hub near the interchange.

Rasmussen College moving to vacant Target store

Rasmussen College soon will bring higher education to a vacant Target Super Store — the shuttered anchor at Suncoast Crossing plaza, off State Road 54 in Odessa.

The college plans to relocate from its current 25,000-square-foot education center at State Road 54 and Sunlake Boulevard, in Land O’ Lakes.

Developers are proposing to repurpose the former Target store, which closed in 2016.

A conceptual plan filed with Pasco County shows Rasmussen occupying more than 44,000 square feet. One and possibly two other tenants would fill the remaining shell space, separated from Rasmussen by an enclosed courtyard.

The flexible plan allows about 100,000 square feet to 115,000 square feet for a single business, or a split design with two businesses at 60,000 square feet and 40,000 square feet, respectively.

“It’s great to see something is moving in there,” said Pasco County Commission Chairman Mike Moore. “We never want to see an empty building. It seems like Rasmussen is growing. We’re definitely happy they are here. It’s a good location for them.”

The approximately 173,000-square-foot Target property is owned by 24/7 DeBary LLC, which acquired the site from Target in July 2017.

A May 11 preapplication meeting is scheduled with Pasco County planners to consider the “Suncoast Crossing 1” redevelopment proposal, according to county records.

24/7 DeBary is an affiliate of MVP Holdings Inc., a Tampa-based owner of restaurants, including PDQ and Glory Days Grill. A company representative could not be reached for comment.

The Target store – in a mall with about 30 stores – opened in 2006, as growth along State Road 54 was taking off. The Great Recession that began two years later with the real estate and housing market collapse ushered in hard times for Pasco County’s economy.

But, the closure in January 2016 caught many by surprise just as a turnaround and renewed growth was taking hold.

Target officials closed 13 stores nationwide due to what they described as poor performance. The Suncoast Crossing store was among those singled out.

This Target Super Store, which has been vacant since 2016, is expected to become the new home to Rasmussen College. Besides changing its location, the college also is expected to become a university.

More than 140 employees lost jobs, though Target officials said employees would be offered transfers.

“I was very upset when Target closed,” said Pasco County Commissioner Kathryn Starkey. “I called corporate office to reconsider.”

After Target’s departure, she had hoped the site might attract new tenants that would create a retail and business complex similar to nearby Northpointe Village – at State Road 54 and Suncoast Parkway. The complex in recent years attracted new businesses along Northpointe Parkway, including Mettler Toledo, a global manufacturer of precision scales and services used in research, and the packaging and production of food and pharmaceuticals; and TRU Simulation + Training,  which provides flight-training solutions, technical support and customer service for commercial and military markets.

But, she said, “I think Rasmussen will do well at that location (Suncoast Crossing). I’m heartened they are a for-profit college, so they will stay on the tax rolls.”

Rasmussen plans to make an announcement on its relocation plans in the “near future.”

“Due to key regulatory steps that still need to take place, Rasmussen College cannot yet share information regarding plans to relocate to a new campus,” according to an email from Molly Andersen, spokeswoman for Rasmussen College.

The new site, with substantially expanded space, comes as Rasmussen College is preparing for a new direction in its education model. By October, the college is expected to become Rasmussen University.

“This transition is more than a name change,” said Rasmussen President Trenda Boyum-Breen in a video message. “This is our next step toward a vibrant future. We are student-centered in our approach and future facing in our impact.”

Andersen in her email said additional details on Rasmussen’s transition to a university would be available soon.

Minneapolis-based Rasmussen College traces its beginnings to 1900, as a business school. The private college is a regionally accredited institution with more than 20 campuses nationwide. Its focus is on workforce and career-oriented education programs and degrees across several fields, including nursing, health science and business.

Of six Florida campuses, two are in Pasco — in New Port Richey and the soon-to-be closed location in Land O’ Lakes.

It’s not clear what is next for the Land O’ Lakes site.

Bayshore Properties LCC, affiliated with BayCare Health System, purchased the property in January for about $6.5 million, according to county records.

Representatives for Bayshore declined to comment at this time.

County marks Ridge Road extension milestone

It was a historic day in Pasco County, as a groundbreaking ceremony was held to celebrate the upcoming construction of the Ridge Road extension.

The new stretch of road will give motorists another east-west option through Pasco County, and will provide an additional evacuation route in the event of a disaster.

The groundbreaking, held Jan. 13, followed a permit issued in December by the U.S. Army Corps of Engineers.

County officials have been pushing for the project for more than two decades. When the extension is completed, motorists will have another east-west way to get across the county, in addition to State Road 52 and State Road 54.

The ceremony, which drew numerous dignitaries, took place at the end of Town Center Road. That’s where Ridge Road will extend, heading east.

Pasco County Commission Chairman Mike Moore, of District 2, kicked off the ceremony, with a few remarks. He was joined at the ceremony with his colleagues on the commission: Ron Oakley, Jack Mariano, Kathryn Starkey and Mike Wells.

“It’s another great day in Pasco County,” Moore said. “The Ridge Road extension is finally happening, providing a much needed east-west route through the heart of Pasco County for our citizens, and insuring another critical emergency evacuation route.”

Currently, Ridge Road runs between Moon Lake Road to the north, and DeCubellis Road to the south, in New Port Richey.

The roughly 9-mile extension ultimately will link the road to U.S. 41, in Land O’ Lakes.

Construction is being broken into two phases.

The new Ridge Road intersections and their anticipated completion dates go as follows:

Phase 1

  • From Moon Lake Road/DeCubellis Road to Town Center Road, with completion scheduled for 2020
  • From Town Center Road to Suncoast Parkway, with completion scheduled for 2021
  • Extension widened from two lanes to four lanes to Suncoast Parkway, with completion scheduled for 2022

Phase 2

  • Four lanes from Suncoast Parkway to Sunlake Boulevard, with completion scheduled for 2022
  • Four lanes from Sunlake Boulevard to U.S. 41, with completion scheduled for 2025

The first phase will cost an estimated $90 million.

The second phase has not been funded.

The project also has received congressional support.

Pasco County Commission Vice Chairman Mike Wells was one of the five county commissioners present for the groundbreaking of the Ridge Road extension on Jan. 13. Wells represents District 4, which includes a portion of the new extension’s path.

U.S. Rep. Gus Bilirakis of Florida’s 12th congressional district has been an advocate for Ridge Road’s extension. He has urged the U.S. Army Corps of Engineers for several years to issue a permit for the project.

At the groundbreaking, Bilirakis said: “This is a team effort, and it is a big deal. We’re thankful this morning to celebrate a vision that began many years ago.”

Pasco County Administrator Dan Biles also was instrumental in helping the project move forward.

He signed off on the permit, the day the county received it.

“As Ridge Road is built, it actually reduces the traffic on [State Roads] 54 and 52, and right around there by 10%,” Biles said.

Commissioner Mariano, who represents District 5, said: “The future’s bright for Pasco County. This is a major accomplishment for a community that stuck together knowing how important it was, and this is something we should be very, very proud of.”

Mariano also called attention to safety concerns that will be addressed as a result of the new corridor.

“One of the major reasons we elevated it (Ridge Road), was to make it safer so it can be used during a hurricane event as well,” he said.

Mariano made reference to Tropical Storm Debby, which caused State Road 54 to shut down in 2012.

“This right here is going to be for the safety of our citizens on the west side of this county,” added Commissioner Ron Oakley, of District 1.

County officials said the elevation also significantly reduces impacts to the wetlands of the Serenova Tract of Starkey Wilderness Preserve. They estimate that reduction in impacts to be as high as 83%.

The project includes 16 bridges, curbs, guardrails and fencing.

Impacts to wildlife are being taken into consideration as well.

The end of Town Center Road has been cleared of brush, and is now being surveyed for gopher tortoises in the vicinity, said Sam Beneck, the project manager.

Any tortoises found in the construction area will be relocated to another site, Beneck said.

While the county has been pushing for the project for decades, environmentalists have been opposed to it.

The opponents, including the Sierra Club Florida Conservation, have said the new measures do not go far enough in protecting the Preserve or wildlife.

Commissioner Kathryn Starkey, who represents District 3, said the extension will provide another alternative for those going to River Ridge High School and River Ridge Middle, which are located along Town Center Road.

That will reduce congestion and improve safety, Starkey said, noting, “it was never intended” for both schools to have only one entrance.

“Not only is this a very important hurricane evacuation route, but it’s also very important for the well-being of the students and the faculty, and all this neighborhood of the River Ridge complex,” Starkey said.

“The Ridge Road extension will have a lasting impact that extends far beyond the community surrounding this site,” said Commission Vice Chairman Mike Wells, of District 4.

After remarks concluded, officials donned hard hats and grabbed shovels to take part in a ceremonial groundbreaking pose.

Ridge Road’s extension to Town Center Road is expected to begin in coming weeks, with construction of that portion expected to be completed by this fall.

County outlines Ridge Road construction timeline

Pasco County Administrator Dan Biles recently laid out the time frame for the completion of the Ridge Road extension, a project that eventually will provide a new east-west corridor between Moon Lake Road and U.S. 41.

During the Pasco County Commission meeting last week, Biles laid out the time frame for the project — which the county has pursued for two decades. It finally received a permit for the project in December from the U.S. Army Corps of Engineers.

The first phase will build a new stretch of Ridge Road, which will extend from Moon Lake Road east to the Suncoast Parkway.

The second phase will continue the extension eastward, linking the Suncoast Parkway to U.S. 41.

Biles laid out these project milestones:

  • To Town Center Boulevard by Sept. 16
  • Two lanes to the Suncoast Parkway: July 20, 2021
  • Four lanes to the Suncoast Parkway: July 20, 2022
  • Four lanes to Sunlake Boulevard: September 2022
  • Four lanes to U.S. 41: September 2025

Although the first milestone calls for completion by Sept. 16, Biles believes that work will be finished sooner.

“We believe we will be able to get two lanes of traffic, if not all four lanes, before school starts, even if they’re not all done and buttoned up with that section,” Biles said. “We’re working with the school district to make sure that happens.”

There have long been complaints about traffic safety issues at River Ridge Middle and River Ridge High. The Ridge Road project would provide a second entrance and exit to the schools, improving safety.

The county is using an incentive system to encourage construction work to beat deadlines.

Biles told commissioners that the dates he outlined are considered to be “zero dates.”

“So, if they beat that date, there’s a bonus,” Biles explained.

The two lanes to the Suncoast also includes the entrance to the Moffitt/Excalibur piece, Biles said, referring to a massive “city within a city” type of project planned for Central Pasco.

The schedule, Biles said, “gets us two lanes of traffic to the Suncoast by the hurricane season in ’21,” one of the primary aims of the extension.”

Four lanes to the Suncoast Parkway would be completed the following year, he said.

“Four lanes to Sunlake (Boulevard) is part of the development agreement between us and Len/Angeline, and Moffitt plays a role,” Biles said.

The four lanes to U.S. 41 are expected to be finished in late 2025, completing the project, he added.

Biles told commissioners: “I would not go out there and tell people we are going to get all of the way to (U.S.) 41 in ’22 or ’23. I think ’25 is a backstop, and if it happens earlier, great, but ’25 is a backstop.”

But, Commissioner Jack Mariano observed: “I think if the folks over at Connerton, if they want to see that connection, they may try to work an agreement with us to help fund it, to get it there quicker.”

Biles responded: “It’s always possible.”

Pasco spends $22 million on environmental lands

The Pasco County Commission has unanimously approved a $22 million purchase to secure ecological corridor sites and land for a future park in Central Pasco.

The purchase is the largest in the history of the county’s Environmental Lands Acquisition and Management Program (ELAMP) — which began in 2005, said Keith Wiley, the county’s director of parks, recreation and natural resources.

It took more than 1,000 hours and two years of negotiations to hammer out the agreement, Wiley said.

Commissioners Jack Mariano and Ron Oakley lauded the acquisition.

Commissioner Mike Wells praised the staff for their efforts to secure it. “It’s a great concept. The park is going to be phenomenal,” Wells said.

Before commissioners approved the purchase, Dr. Rene Brown, natural resources manager for the county, provided an overview.

The acquisition includes 843.50 acres at the southeastern corner of the Suncoast Parkway and State Road 52 in Land O’ Lakes, within the Project Arthur Master Planned Unit Development.

It includes land within two ecological corridors: the North Pasco to Crossbar Corridor, and the North Pasco to Connerton Corridor.

The acquisition includes a substantial portion of the remaining acreage not already protected in the North Pasco to Connerton Corridor.

It also includes about 647 acres in the Five Mile Creek Corridor, which is all of the acreage of that corridor that is located in Project Arthur, Brown said. That includes everything in the corridor from Starkey Wilderness Park to the railroad tracks, she added.

There’s also 147 acres for a new park, which will be mostly passive in nature because of its proximity to the two ecological corridors, but there will be some active components, she said.

The land is being purchased from Len-Angeline LLC, and the James and Mabel Family Partnership LLLP, et al, according to agenda backup materials.

It is being acquired under the county’s ecological corridor ordinance, which aims:
• To preserve a continuous network of wildlife habitat between existing public lands

  • To protect and conserve native vegetative communities, endangered and threatened species
  • To protect natural functions of wildlife habitats and invaluable ecosystems

Len-Angeline, and James and Mabel Family Partnership LLLP, et al. (Bexley) — elected compensation instead of density transfer.

This acquisition will protect the floodplain of the Pithlachascotee River, particularly the forested wetlands along the river channel, Brown said.

It also includes measures to sustain the mature forested communities along the Pithlachascotee River and the adjacent flatwoods, she said.

It protects the floodplain of Five Mile Creek, particularly the forested wetlands along the flow-way. And, it includes measures to sustain the native communities along Five Mile Creek and the adjacent flatwoods; and measures to sustain forested upland communities adjacent to this linkage.

This purchase builds on significant conservation efforts over the past 14 years to protect the ecological corridors, according to county staff.

The agreement also calls for Len-Angeline to contribute 40 acres of upland park land along with 40 acres within the Ecological Corridors to satisfy the 80-acre park level of service requirement.

The deal also stipulates that within five years of closing, Len-Angeline will collaborate with the county on park design and will spend $3 million to develop a portion of the park site.

There will be a trail connection to Five Mile Creek Corridor.

The agreement also includes extended possession provisions for both the Bexleys and Len-Angeline to facilitate continued cattle grazing.

No leasing fee will be charged to either entity until after December 2020.

It also allows for possible extended possession through Dec. 31, 2025 with a leasing charge dependent on: 1) whether Len-Angeline or another developer purchases the remaining area of the Bexley property, and 2) the finalization of Sunlake Boulevard and Ridge Road for access to the development.

Two appraisals were completed on the land. The applicants’ appraisal valued the ecological corridors at about $26.9 million, while the county’s appraisal put it at slightly under $17 million.

Pasco County all-star football rosters announced

High school football in December? It’s becoming a tradition in Pasco County.

Some of the county’s top senior high football players will get to experience Friday night lights one final time, at the 2019 Pasco County East-West Classic.

The fifth annual all-star showcase is slated for Dec. 13 at 7 p.m., at Sunlake Field, 3023 Sunlake Blvd., in Land O’ Lakes.

The game, organized by the Pasco County Fellowship of Christian Athletes (FCA), features some of the best senior players from 15 county high schools.

Players on the East squad will represent Cypress Creek, Land O’ Lakes, Pasco, Wesley Chapel, Wiregrass Ranch, Zephyrhills, and Zephyrhills Christian schools.

Players on the West squad will represent Anclote, Bishop McLaughlin Catholic, Fivay, Gulf, Hudson, Sunlake, Mitchell and River Ridge.

Zephyrhills head coach Nick Carroll will lead the East squad and Fivay head coach Matt Durchik will lead the West. Team practices for the game begin on Dec. 2.

To select the rosters, coaches from every county high school gather in a “war room” and draft the players from every school and every position. After much deliberation, the all-star teams get whittled down to 40 players in the East and 40 players in the West.

Wiregrass Ranch garnered the most selections for either side with 10 picks, followed by Fivay (eight), River Ridge (seven) and Wesley Chapel (seven).

The idea for a countywide all-star football game was spearheaded several years ago by FCA area director Bob Durham, upon the suggestion of local FCA board of directors, who pointed to the success of long-established all-star games in both Hillsborough and Pinellas counties.

The game has since proven to be a hit among fans, drawing more than 2,000 attendees each year. The East team leads the all-time series 3-1, its lone defeat coming in 2016.

For many players, the showcase provides a chance to perform in front of college recruiters, many of whom attend the game from across the Southeast region.

While it may signal the last football game ever for some, the event also will feature athletes destined for big-time NCAA Division I FBS football, such as Pasco wide receiver Darrion Robinson (Western Kentucky University commit) and Zephyrhills Christian defensive tackle Malik Jones (Florida Atlantic University commit), among others.

In addition to the all-star game, players will be recognized at a banquet where character awards, courageous awards, GPA awards, and various skill awards will be distributed. A ‘Coach of the Year’ also will be named and voted on by county coaches.

An all-star cheerleader team also has been assembled for the showcase and will be announced at a later date.

Help Bexley Celebrate Its 3rd Birthday!

Milestones are worth celebrating. In November, Bexley by Newland rings in being a part of the Pasco Community for the past three years!

A lot has happened in that short period of time. Not only has Bexley earned accolades from Real Estate advising group, RCLCO, has the top-selling community in Tampa Bay and one of the top 50 in the U.S., it also has been honored with a host of national and regional awards.

Changes coming to Sunlake and State Road 54

The Pasco County Commission has approved an amendment to the county’s comprehensive plan, at the southwest corner of Sunlake Boulevard and State Road 54.

Commissioners are scheduled to consider a specific zoning request for the land at a May 21 public hearing.

The 72.6-acre parcel, which is part of the Long Lake Ranch development, previously was designated for retail, office and residential to a planned development designation.

The change also includes a text amendment to the long-range plan to expand the general range of potential uses to include compatible light industrial, distribution, logistics, research and corporate parks, and target industries.

Among other things, the change is consistent with the comprehensive plan goal, which encourages large-scale employment opportunities in the county, according to background materials in the commissioners’ agenda packet.

The agenda backup also notes that the wetlands on the site must be protected.

On a motion by Commissioner Kathryn Starkey, the board voted 4-0, with Commissioner Mike Wells absent.

Commissioners are scheduled to consider a specific zoning request for the land during their May 21 public hearing, which begins at 1:30 p.m., and will be in the board’s chambers at government center in New Port Richey. The Planning Commission has recommended approval of the rezoning request.

Major Central Pasco development is a step closer

Pasco County is setting the stage for Project Arthur, a proposed Central Pasco development that is expected to become a major job generator, as well as a place where people will live, play and learn.

The proposed development would be located on land south of State Road 52, east of the Suncoast Parkway and west of the CSX rail line. It would cover 6,951 acres — and would include a 24-million-square-foot corporate park, housing and other supportive uses.

Under the approved land use, the project also could include up to 11,495 residences and other supportive uses.

The Pasco County Commission approved amendments to the county’s land use and highway vision map — necessary changes before the commissioners can consider proposed zoning on the land.

The zoning request for the Master Planned Unit Development, is expected to be brought forward in coming weeks, according to county staff and Clarke Hobby, the attorney representing the applicants.

The applicants are Angeline Corp., Bexley James P. Rev Trust & Bexley Mabel H. Rev Trust, and Bexley J P Tr & J.M. Family Partnership, and Len-Angeline LLC, according to county documents.

The board’s approval of the request had the effect of increasing the potential nonresidential development on the overall acreage by 19 million square feet.

Ernest D. Monaco, assistant planning and development administrator, presented the request at the board’s March 12 meeting.

Monaco said that the county’s planning and development staff and the county’s Planning Commission both found the request to be consistent with the county’s comprehensive plan.

The property has been used for cattle ranching and a pine plantation for decades, according to the county’s report. It has both uplands and wetlands areas. It contains oaks and pine trees, and forested and non-forested wetlands.

It has open water lakes, which are mostly remnants from prior borrow pit operations, the report says.

The project site’s proximity to the CSX railroad line provides an opportunity for commuter rail, in the event that the rail line is converted to a commuter rail line, the report notes.

Two of the county’s vision roads also go through the project: Ridge Road and Sunlake Boulevard. Also, the county collector connections to Lester Dairy and Roaches Run are shown on the corresponding rezoning request, the report adds.

Monaco also noted that the 2008 ULI (Urban Land Institute) Report specifically recommends economic development centers for the Central Market Area that are near strategic hubs.

“For that reason, the ULI Report specifically calls for the location of these uses along the Suncoast Parkway and State Road 52, at major intersections, such as the Project Arthur’s southeast corner of State Road 52 and the Suncoast Parkway,” the report says.

It also notes that ULI urges the county to promote higher density and more compact development to preserve open space, enhance ecological areas and promote a strong mix of uses within large, master-planned communities.

The proposed project calls for a corporate business park, which will provide large-scale employment opportunities, as well as supportive services, such as residential communities, parks, schools and other uses to be connected through walking and bike trails, the report adds.

No one from the public spoke for or against the request.

The details of the plan will be ironed out at the zoning stage.

Hobby, appearing on behalf of  the applicants, told board members: “We have a lot of work left to do, but this is a big first step.”

Commissioner Kathryn Starkey put the applicants on notice that she’ll want to see how the project handles trails. “There are some pretty important trails coming through that area,” she said.

County Attorney Jeffrey Steinsnyder reminded Starkey: “You have that opportunity to have that discussion at the MPUD (Master Planned Unit Development zoning) stage.

Commissioners approved the change on a 4-0 vote, with Commissioner Mike Wells absent.

Active Adults Love Del Webb at Bexley

There’s a lot of excitement about Del Webb at Bexley. The active adult community is still under construction, but it’s already been named one of the top five coming soon communities by the website 55Plus.com.
