East Pasco to receive new, upgraded veterans clinic

The Department of Veterans Affairs (VA) is in the midst of building a new outpatient clinic in Zephyrhills.

As a branch of Tampa’s James A. Haley Veterans’ Hospital, the facility will be an upgraded replacement to the current Zephyrhills Community Based Outpatient Clinic. It will serve former members of the military.

“I’d say accessibility is probably our biggest reason for building a new clinic,” said Shayna Rodriguez, public affairs specialist at James A. Haley. “It will be easier for veterans to use, and we’ll have more capability and accessibility for them.”

The Zephyrhills native said he’s anticipating the added amenities this new facility will offer service men and women.

Burgess stated that, “The new VA clinic in Zephyrhills will be a game changer for veterans in East Pasco. The expansion will provide increased access to quality healthcare. We are so excited for this commitment to our community by USDVA (U.S. Department of Veterans Affairs); and FDVA (Florida Department of Veterans’ Affairs) looks forward to growing our strong relationship with our federal partners.”

The 14,000-square-foot facility will offer more space, housing both primary care and mental health services within the same building.

Ten rooms will be devoted to primary care, while six rooms will be used for treating mental health.

The expansion of rooms indicates the VA’s efforts to provide more access to psychiatric care, Rodriguez noted.

The clinic will be designed to accommodate the handicapped, and will offer new services such as podiatry and physical therapy.

It also will include anticoagulation pharmacy services and a lab. Telehealth – services provided remotely over the phone — also will be available.

Each patient will have an assigned “patient-aligned care team,” Rodriguez said. The team will consist of a physician, nurse, social worker and a mental health provider.

Patients will be referred to and treated at the James A. Haley hospital for surgeries and extensive therapy.

Those without their own transportation will be able to take advantage of a pick-up service to receive free rides to their doctor’s appointments.

“When we do these studies,” said Rodriguez, “we take a very close look at where is going to be most convenient for them, where the bulk of veterans live.”

Based on travel time, veterans may be eligible for reimbursement when commuting to the clinic in their own vehicle.

Veteran women’s health has been ongoing, but additional services will be provided  at the new clinic – especially for those with infants.

“We’ll also be adding a lactation room because women veterans are one of our fastest-growing demographics,” Rodriguez said.

The increase in the number of veterans living in Tampa Bay has led to a need for more clinics.

The James A. Haley hospital is not exclusive to just its VA clinics in Zephyrhills and New Port Richey, but branches out cross-county.

These counties include Hillsborough, Hernando and Polk, with Citrus County expected to join the list.

In September of last year, alone, there were over 6,000 visits to the current Zephyrhills clinic, Rodriguez said.

She also noted there’s typically an increase of veterans needing services, as snowbirds flock to Florida near the end of the year.

The U.S. Congress approved more than $12 million to fund the new complex, back in April. Construction on the Eiland Boulevard facility started in June.

Construction is expected to be completed by late 2020 and to open by mid-2021. Once operational, the current Zephyrhills clinic will be closed down.

Bilirakis focuses on veterans at chamber stop

U.S. Rep. Gus Bilirakis, who represents Florida’s 12th Congressional District, emphasized efforts he’s making on behalf of veterans during a recent appearance at a North Tampa Bay Chamber of Commerce meeting.

The congressman indicated “a top priority” is fighting to improve and expand veterans’ health care benefits and offerings.

“The veterans are a big deal for me,” said Bilirakis, the featured guest speaker at the chamber’s August luncheon at Fox Hollow Golf Club, in Trinity.

Bilirakis, who serves as vice chairman of the House Veterans Affairs Committee, outlined several pieces of legislation that would provide veterans “the health care they deserve.”

One such bill that he’s introduced — Protection for Veterans Burn Pit Exposure Act of 2018 (HR 6582) — would allow veterans exposed to burn pits in Iraq and Afghanistan to immediately access the U.S. Department of Veterans Affairs’ (VA) medical care and disability benefits by providing a presumption of service connection.

Bilirakis cited a correlation between burn pit exposure causing cancer, and other lung and respiratory problems.

The VA currently does not recognize toxic burn pit exposure as a contributing factor to the development of such illnesses.

He compared the burn pit issue to veterans who had been exposed to Agent Orange in earlier wars and died while the VA took decades to study its effects.

“A lot of heroes are coming home and they’re sick — some have passed away,” Bilirakis said. “I don’t want to see another Agent Orange issue.”

Ensuring veterans’ access to dental care is another undertaking, the congressman said.

Last year, Bilirakis introduced the Veterans Early Treatment for Chronic Ailment Resurgence through Examinations (VET CARE) Act, to require the VA to put in place a four-year pilot program providing dental care for veterans.

Current law places limitations on the availability of dental care for veterans through the VA. Access to VA dental care is primarily restricted to patients with a 100 percent disability rating, former prisoners of war, and a few special exceptions.

“Right now, it’s extremely limited,” Bilirakis said of veterans’ access to dental care, noting such preventive health care could result in lower overall health care costs for the VA.

“We want to make sure every veteran, ultimately, has an opportunity to get dental care,” he said.

“First of all, we’ve got to take care of our veterans. Secondly, we’re going to save money on the backend — if we take care of our veterans,” Bilirakis said.

Since 2015, he has partnered with the West Pasco Dental Association and Pasco-Hernando State College to highlight the need for VA dental care, and to provide free treatment for local veterans at the Stars, Stripes and Smiles event.

Bilirakis also mentioned the need for wholesale improvements to the VA’s Transition Assistance Program (TAP), which helps veterans reintegrate into civilian life.

Said Bilirakis: “It takes what, six months to train a soldier, and then, they get a week in the TAP program? That’s not enough to get them back into society, find them jobs and treat any issues they may have.”

Remedying some of those problems within TAP are already in progress.

Last month the House passed the Navy SEAL Chief Petty Officer William “Bill” Mulder (Ret.) Transition Improvement Act (HR 5649), which would provide grants to organizations that deliver veteran job readiness services, such as resume building and interview training, while connecting veterans with businesses in their community.

Bilirakis also touched on some of his other legislative priorities — mental health, the opioid crisis and improving care for people with congenital heart disease. He also stressed the importance of increased bipartisanship “for the good of the country.”

During the luncheon, Bilirakis also received the U.S. Chamber of Commerce Spirit of Enterprise Award, which he received in recognition of his support of pro-growth policies in the first session of the 115th Congress.

The annual award was given to 249 members of the U.S. House of Representatives and 48 members of the U.S. Senate.

During the first session of the 115th Congress, the Chamber scored members on seven Senate votes, including those on tax reform legislation and the confirmation of Supreme Court Associate Justice Neil Gorsuch; and 14 House votes, including votes on tax reform legislation, access to Medicare, and lawsuit abuse. Various votes in support of small businesses were scored, too.

Members who supported the Chamber’s position on at least 70 percent of those votes qualify to receive the award; Bilirakis had a 93 percent voting record.

“I guess I earned it,” Bilirakis said of the award.  “I’m a pro-business guy, I’m a small business guy, and, I know that these tax breaks are going to really do a lot,” he said.

“We want you to grow, we want you to innovate, and hire more employees at a higher rate. Things are going good right now, and we have to keep it going,” Bilirakis said.

The U.S. Chamber of Commerce is the world’s largest business federation representing the interests of more than 3 million businesses of all sizes, sectors and regions, as well as state and local chambers and industry associations.

She tends to much more than cuts and bruises

When Margaret Polk became a school nurse more than a quarter-century ago, there were full-time nurses in all of Pasco County’s public high schools funded by a grant.

Those days and that funding are long gone.

Now, “most of us have at least two or three schools,” Polk said. She divides her time between Pasco High School and the James Ervin Education Center, and recently picked up a third school because the nurse there resigned.

It’s a challenging job, with wide-ranging demands, but Polk — who was named the Florida Association of School Nurses’ 2017 School Nurse of the Year — loves it.

Although she’s picked up additional duties, Polk has always been at Pasco High, and that longevity in one place has its advantages, she said.

She not only knows the school’s current students, in many cases, she knows their parents from when they were students, too.

Polk is deeply familiar with help available through community organizations or government agencies that can provide assistance beyond the school’s resources.

Sometimes, for instance, a student screening will reveal a problem, but parents have no clue where to go from there. And, even when they know where to turn, money can be a problem, Polk said.

So, she turns to a network of community partnerships — including the West Pasco Dental Association, Kiwanis Club, and the Cattleman’s Association — to try to bridge the gap.

“My husband (Ray Polk) was born and raised here (in Dade City). He knows people from way back. I use those connections,” she said.

She also taps into resources available through other agencies and organizations.

She works closely with a nurse practitioner, provided through the Pasco Health Department, who gives onsite support at Pasco High.

Polk also is credited for spearheading an initiative for bringing mental health services directly to students at Pasco High.

“Most people, when they think of school nurse, they actually think of what our clinic assistants do,” Polk said.

But, school nurses handle more than kids with headaches, stomach aches, twisted ankles or symptoms of the flu.

“We are seeing more and more kids come in with chronic illnesses,” Polk said. “I’m seeing a lot more diabetes, a lot more asthma, severe allergies.

“We have so many kids with mental health issues,” she said.

There are students who have special needs and require care plans.

“We need to figure out what we need to do to keep them safe at school, to get them the services they need,” she said.

She also noted that sometimes a school nurse is the first to recognize what could turn out to be a serious health problem.

For instance, a student who has been losing a lot of weight may come into the clinic and require more help than the nurse can provide.

“You call the parent and they don’t have insurance, and they don’t know where to go,” Polk said.

“I can start with my nurse practitioner. We do an evaluation,” she said. If a student needs blood work, she has some funding she can use to pay for it.

“You do get to know the families, and you know what resources they have, or don’t have,” she said.

“Maybe you go out to do a home visit because you can’t get a hold of the parents. You just need to face-to-face talk sometimes,” Polk said.

Sometimes, during those visits, she’ll find that another child in the family has health problems. In some cases, she may end up helping an entire family.

Generally, people are receptive — but not always, she said.

She recalled an instance when a student had severe scoliosis.

The parent was not inclined to seek help. The parent reasoned: “This is what she was given.”

But, Polk reminded the parent there are also people who are given skills to treat the condition.

As for her own foray into nursing, Polk isn’t precisely sure when she made the decision to pursue that career.

But, she thinks the seed was likely planted early.

“My dad was a doctor. My mom was a nurse,” Polk said.

She belonged to the high school health education club and was a Candy Striper during high school, helping out at All Children’s Hospital in St. Petersburg, where she grew up.

“I used to go with my dad to the hospital.

He was at the U.S. Department of Veterans Affairs’ Bay Pines Hospital in St. Petersburg.

“He was in nuclear medicine when it was first coming out. I got to watch them develop programs for it. It just fascinated me,” Polk said.

She also remembers gravitating toward medical topics, when she did science projects.

“I always ended up doing things on blood, and the heart, those types of things,” Polk said.

She wound up working at Pasco High School because her husband, Ray, grew up in the community. He’s now director of Academy at the Farm, a public charter school.

Over the years, as Polk has watched students she has served grow up and have families of their own, she and Ray’s children have done the same.

The couple now has three grown children who are married, and they have eight grandchildren.

Polk said she knew she was being nominated for the statewide honor, but didn’t expect to win.

So, when she received a call from the Florida Association of School Nurses informing her that she’d won the award, she was dumbfounded.

“I sat there, sort of stunned,” she said.

Even though the award was given in January, and Polk has been honored at gatherings in Orlando, and in Gainesville, she’s still somewhat in awe of the distinction.

So many school nurses do such good work, she said, it’s hard to imagine being singled out.

“I am amazed. It’s such an honor,” she said.

Army vet gets big surprise: A mortgage-free home

An unseasonably chilly and windy March morning wasn’t going to disrupt one family’s warm welcome to Land O’ Lakes.

Retired U.S. Army Sgt. David Roca and his three children were on their way to receiving a new home in Connerton, the 4,800-acre mixed-use, master-planned community in central Pasco County.

Yet, they had no idea.

The Roca family, who currently live in Orlando, assumed they were just going through Operation Finally Home’s preliminary interview process on March 3.

Instead, they were treated like VIPs, as they received an escort by the Patriot Guard Riders, and were greeted at the site of their new Land O’ Lakes home by dozens of residents, dignitaries and fellow veterans.

The groundbreaking for the family’s new one-story, four-bedroom home was a patriotic celebration that left the 36-year-old single father smiling.

And, speechless.

“It’s a great feeling,” Roca said afterward. “It’s hard finding the words.”

Lennar Homes and Connerton partnered with Operation Finally Home to provide the custom-built, mortgage-free home to the army veteran and his children, Amelie, 15; Alex, 14; and, David Jr., 3.

Based in Texas, Operation Finally Home has provided more than 150 mortgage-free homes for veterans during the past 10 years.

The nonprofit was one of three organizations that MacDill Air Force Base recommended to Connerton officials.

Construction is already underway at 8743 Savory Walk Drive. The family of four is expected to move in on April 30, thanks to an expedited permitting and review process by Pasco County.

The ceremony marked the sixth home Lennar has provided to military families around the country, and the first in the Tampa Bay market.

Like other recipients of Operation Finally Home, Roca’s background is honorable, yet heart-wrenching.

The native of Queens, New York, enlisted in August 2004 as a 13F Forward Observer.

During his deployment to Iraq, he sustained several traumatic brain injuries in combat, one of which occurred when an improvised explosive devise hit his vehicle.

Upon returning home, Roca’s injuries prevented him from performing in physical training.

He experienced mood swings and severe headaches, too.

After thorough evaluation, Roca medically retired in December 2008.

Dozens of residents, dignitaries and fellow veterans attended the groundbreaking ceremony for the Roca family’s new home.

Today, Roca still suffers from several brain injuries, migraines, sprained ankles and post-traumatic stress disorder.

In service, Roca received numerous accolades, including the Valor Device, an award for saving his Commander’s life in battle. He has also received an Army Commendation Medal, Joint Meritorious Unit Award and Army Good Conduct Medal.

Rusty Carroll, executive director of Operation Finally Home, was particularly moved by Roca’s background.

“He suffered through countless incidents that nobody would want to go through,” Carroll said. “But, his courage and valor stood true, and he helped save lives.”

Upon retiring in 2008, Roca moved his family to Long Island, where he hoped to recover and continue his bachelor’s degree at Nassau Community College.

But, he struggled with concentration and memory due to his wartime injuries, and opted to focus on his mental and physical health before continuing school.

He and his three children moved to Florida for a “better life.”

“The thing that stood out to me when I first saw David’s story, was his commitment to his family,” Carroll said. “That certainly has shined through ever since I was able to know David and meet him.”

Operation Finally Home, Carroll noted, simply “connects the dots” among communities, builders and subcontractors, to honor veterans.

“David and others just like him don’t feel like they deserve it, but they do,” Carroll said. “He has paid for it. He’s paid it through his service and his sacrifice to this country, so he’s earned it.”

Once the family moves to Land O’ Lakes, Roca said he eventually wants to work with the U.S. Department of Veterans Affairs to find employment that suits his skills, and immerse his family into the community.

Veterans receive warm recognition at ceremony

Veterans were recognized in a special way at the Veterans Day ceremony at the Tampa Bay Golf and Country Club in San Antonio on Nov. 11.

More than a dozen surviving World War II veterans were recognized and celebrated at the ceremony.

“Veterans Day is something we don’t want to forget,” said John Benvengo, the ceremony’s organizer.

The event featured a number of speakers, including Brig. Gen. Sean Jenkins, who’s stationed at MacDill Air Force Base in Tampa.

Speaking to an audience of more than 100 invited guests, Jenkins highlighted the importance of continually honoring “those who sacrifice their own lives for our country.”

He noted: “We must not forget the actions of those that have served. Their commitment to duty has made our nation safer in the world of new dangers. Their actions have also upheld the ideals of America’s founding.”

It’s equally imperative, Jenkins said, to honor the families and caregivers of veterans.

“Without them, there would be fewer veterans walking amongst us today,” Jenkins said, describing veterans as “the unknown heroes walking among us.”

Veterans serve as a symbol for “courage, decency and hope,” he added.

Jenkins also pointed to the importance of ensuring the U.S. Department of Veteran’s Affairs (VA) “takes care of those that have served.”

“We’re losing too many heroes,” he said, “Not just because of age, but because of the loss of hope.”

U.S. Rep. Gus Bilirakis, another guest speaker, said his No. 1 priority is to assist veterans.

He criticized the VA, characterizing it as “confusing bureaucracy” that has a “general lack of communication and transparency.

“I believe this agency is in some serious need of culture change,” said Bilirakis, who serves as vice chairman of the House Committee on Veterans Affairs.

He continued: “Our veterans have done their duty and kept their promise to protect our nation. It is now up to us to fulfill our promise to them and remain committed to honoring their service.”

Within the past three years, Bilirakis has introduced two pieces of legislation (COVER Act, PROMISE Act) to help veterans get better access to primary medical care and to address the prevalence of mental health issues amongst veterans. Both have since become laws.

“There is much more work to be done. Our congress must come together on these issues in a bipartisan fashion,” he said.

Bilirakis noted the next step in helping veterans is offering supplementary assistance through additional workforce, housing and education programs.

Said Bilirakis: “The military spends six to 12 months preparing soldiers for their assignments, and yet, we only spend three to five days to help them reintegrate into civilian life. That’s unacceptable.”

Meanwhile, the congressman commended veterans for their “altruism and patriotism.

“They’re very, very special people,” he said. “They represent the best of this great country.”
He added: “We would not be the nation we are today without those who served.”

The ceremony also featured comments from State Rep. Danny Burgess, R-San Antonio.

Burgess, who’s also a Captain in the U.S. Army Reserve as a Judge Advocate, said veterans “exemplify what service is all about.”

The state representative added that seeing veterans inspired him to join the military: “They are the reason that I decided to wear the uniform and serve.”

Assisted care center opens in Lutz

The legendary Pat Boone helped create an air of excitement at the grand opening ceremony of a new $13 million assisted care living facility in Lutz.

Boone made an appearance at Angels Senior Living at Lodges of Idlewild, 18440 Exciting Idlewild Blvd., on Oct. 22, to help celebrate the facility’s completion.

The three-story living facility is about 76,000 square feet.

It features 94 units, including studio, one-bedroom, two-bedroom to serve more than 100 residents.

The 82-year-old Boone has sold an estimated 45 million records, and was especially popular during the ‘50s and ‘60s. He had 38 Top 40 hits and has appeared in more than 12 Hollywood films.

This is a phenomenal building,” said Boone, addressing several hundred guests in attendance.

“I believe very strongly in these facilities. My grandmother lived her last years in an HCA (Hotel Corporation of America) facility in Jacksonville. I got to visit with her there long after she was not able to take care of herself.”

Boone, a longtime friend of John Young, executive director of Lodges of Idlewild, continued to heap praise on the new facility throughout the ceremony.

“You’ve got something really special in your midst. You have time to relive a lot of your life again,” Boone said.

Including Young, Lodges of Idlewild features a six-member leadership team with over 100-plus years experience in health care.

Ralph Fritsch, community relations manager at Angels Senior Living, said residents have been moving into the new facility “almost everyday” since its soft opening on Sept. 19.

“This is kind of the beauty of this community: we run it like a crew ship,” said Fritsch. “We have a theme every week — like ’50s and ’60s.”

He said the living center has a minimum of two interactive activities every hour between 8 a.m. to 8 p.m., each day.

“It’s everything from bingo to board games,” Fritsch said. “We do brain games at 10 a.m., every day. We do chair exercises, dances. We’ll bring in professional artists to teach an art class, so they can paint, and we’ll hang their painting on the wall.”

As part of the assisted living experience, residents will be aided in hygiene, ambulating, keeping track of medications, and dining.

In addition to assisted living, Lodges of Idlewild will offer both memory care and independent living services.

The memory care program, designed for residents suffering from dementia or Alzheimer’s disease, is a “secured unit” with a higher staffing ratio for additional attention.

The independent living program also features independent apartments where residents can pay for “a la carte services” and transition into the assisted living facility when needed.

A rough estimate for the monthly cost for a resident to live at the facility is $4,000.

The two best options for financial assistance for senior care is through the Medicaid Managed Long Term Care program, or the Veteran’s Aid (VA) and Attendance program attained by serving in a war, according to Angels Senior Living’s website.

The Medicaid route requires being on Medicaid and then applying for the program to pay an amount that may total 25 percent to 50 percent of monthly rent.

The veteran’s aid option requires an application through the U.S. Department of Veteran’s Affairs. Financial assistance in this program varies.

Angels Senior Living operates nine other locations throughout Hillsborough, Pasco and Pinellas counties.

There are three facilities in North Tampa alone — Connerton Court in Land O’ Lakes, Angels Senior Living at New Tampa on North 42nd Street, and Shady Palms on North Florida Avenue.

Gearing up for primary elections

Even though the primary election isn’t until Aug. 30, Pasco County Supervisor of Elections Brian Corley is reminding voters to be sure they are ready to vote.

Florida has a closed primary system, so voters must be sure they are registered in the party in which they wish to vote, Corley said.

It’s also essential to be sure you are registered and that your registration has the proper address, Corley said.

Many voters who have been inactive for years may not realize that their names are removed from the list, when they have not been active, Corley said. Your registration also must reflect your current address to avoid running into paperwork problems or the possibility of not being able to get to your proper polling place on time to vote, he said.

Voters should remember there are three ways to vote, Corley said. They can request a vote by mail ballot, they can vote early or they can vote on election day.

Also, the list of acceptable forms of identification was expanded during the most recent session of the Legislature, Corley said. The House and Senate unanimously approved legislation sponsored by Rep. Danny Burgess, of Zephyrhills, and State Sen. John Legg, of Lutz, that expanded the acceptable forms of ID to include a Florida concealed weapon or firearm license, a Veteran Health Identification Card issued by the U.S. Department of Veterans Affairs, and an employee identification card issued by any part of the federal, state, county or municipal government.

North Tampa Behavioral Health set to expand

North Tampa Behavioral Health is preparing to embark on a $9 million expansion, with 24 additional beds expected to open in January 2017 and another 24 beds to open a year later.

The center, at 29910 State Road 56 in Wesley Chapel, opened on Oct. 1, 2013. It has 75 beds and offers services for people with mental health needs including depression, addiction, anxiety, bipolar, psychosis, substance abuse, post-traumatic stress disorder and other disorders. It has inpatient, outpatient and partial hospitalization programs.

The majority of the center’s patients come from Pasco and Hillsborough counties, but the facility also draws patients from 11 counties, and from out-of-state, said Abbey Brown, director of business development for the facility, which is owned by Acadia Healthcare.

The first phase of the expansion will enlarge the center’s military program, which goes by the acronym C.O.R.E., which stands for Challenge, Overcome, Restore and Empower.

No decision has been made yet about how the other 24 beds will be used, said Jameson Norton, CEO of the facility.

The center has 175 employees in its 24/7 operation, and expects to add 50 more, said Norton, who is a veteran of the U.S. Marine Corps.

The military program that is being expanded is geared to the mental health needs of veterans and active members of the military, Brown said.

It’s a program the facility has built from the ground up, said Brown, who is a 10-year veteran of the U.S. Air Force.

“It’s a very different, unique population, with a very different and unique set of needs. Their (post-traumatic stress disorder), or depression or substance abuse might look very different than the normal civilian who hasn’t had the same experience. It just makes them different,” Brown said.

“All of us have military experience, but not only military experience, but military mental health experience,” Brown said. “We’re able to offer an amazing structure, and then within that structure, tailor the program to the individual and their needs.

“We are partnering with all of the local installations, a lot of the VA (U.S. Department of Veterans Affairs), and other local installations, and we also get referrals nationwide,” she said.

“We are using all of the modalities,” Brown added, including cognitive behavioral therapy, cognitive processing therapy and/or accelerated resolution therapy.

“We’re using all of the ones that the Department of Defense is saying are the best practices,” Brown said.

The center provides treatment for patients 18 and older. It is organized into three units. One unit treats patients who need a higher level of acute care. Another unit focuses more on mental health issues, such as depression and anxiety. The third unit focuses on longer-term patients. Some are in the facility’s 28-day substance abuse program, and others are in the C.O.R.E. program, Brown said. Patients in the military program tend to stay 30 to 90 days.

Besides providing care for patients, the center also wants to be a community resource, Brown said.

It has an internship program involving 15 students who are attending Saint Leo University or Pasco-Hernando State College, Brown said.

The center is also planning to offer more continuing education courses to area professionals.

“All of the administrators here have moved from somewhere, so they have a wealth of knowledge, expertise, and we want to bring that to the community. We’re building, as part of this, a state-of-the-art teaching area, so people will be able to come in, and we’ll offer different CEU (Continuing Education Unit) trainings, different community events,” Brown said.

The facility also aims to help raise awareness and increase understanding about mental health issues, both Brown and Norton said.

“We all probably have a friend or a family member who are very affected by a mental health condition. It really takes that team effort to make sure that we can provide the best care possible,” Norton said.

A new $13 million assisted living center in Lutz is under construction, and set to open in August.

Angels Senior Living at Lodges of Idlewild, located at 18440 Exciting Idlewild Blvd., in Lutz, will have 94 units to serve about 100 residents, according to Daniel Almendares, corporate operations manager at Angels Senior Living.

The 85,000-square-foot facility expects to employ 45 people.

The location of the senior living center “fit well into our geographic offerings,” Almendares said, adding that its proximity to the Idlewild Baptist Church in Lutz is a bonus.

“We want to develop a tight-knit relationship with the church and the patrons, and for our residents to enjoy the services offered on such an already beautiful campus,” he said. “The placement along a major thoroughfare only improves the ease for family members to visit their loved ones on the way from work, school, or (coming) from errands.”

To help promote social interaction, there will be activity rooms for games, arts and crafts, and exercise.

“The activities for all our residents are there to entertain and provide a higher quality of life beyond just great care,” Almendares said.

Angels Senior Living operates a total of nine other locations throughout Hillsborough, Pasco and Pinellas counties.

There are three facilities in North Tampa alone — Connerton Court in Land O’ Lakes, Angels Senior Living at New Tampa on North 42nd Street, and Shady Palms on North Florida Avenue.

Angels Senior Living has not yet determined who will be the executive director to oversee the day-to-day operations at Lodges of Idlewild, Almendares said.

Veterans lobbying for where in Pasco new VA clinic should go

The men and women who have served our country during times of war, or in case of war, have been fighting a new conflict to ensure they have access to the federally provided health care they were promised.

But now part of that battle might turn into a turf war between the west and east sides of Pasco County.

Veterans gathered at the West Pasco Government Center last week to tell U.S. Rep. Gus Bilirakis where they want to build a new consolidated center made possible thanks to a Veterans Affairs bill signed by President Barack Obama last month.

The bill has set aside $1.3 billion to create or expand 27 VA clinics around the country, including Florida’s only new one — a planned 114,000-square-foot facility that would consolidate five existing locations on the west side of the county.

Many veterans have come to depend on having those centers in New Port Richey and Port Richey, and some are balking at the idea of moving the new consolidated center into Land O’ Lakes, or even into Zephyrhills or Dade City.

No plans have been finalized, or even proposed, on where this new facility would take place. But a majority of those speaking up last week were pushing for the government to take over the former Community Hospital campus in New Port Richey. That hospital shut down in 2012 after its owner, HCA Healthcare, opened the new Medical Center at Trinity on State Road 54 just east of Little Road.

But bringing that building up to the standards needed for a new VA clinic could be costly.

“We tried to get Community Hospital about seven years ago,” said one veteran, Paul Rizzo. “We met with the VA, and they turned us down, because they said the building was unsafe. It was only built for one floor, but it’s three floors.”

Despite that, Rizzo wants to have the new clinic there.

“I still say that Community Hospital is one of the best places that we could use,” he said. “It’s been standing there for 50 years now, so how is that unsafe? They say we need a complete overhaul of the building there, but what we really need is a complete overhaul of the VA.”

The Land O’ Lakes area has also been shared as a possible location for a new VA clinic, since it’s in central Pasco. However, east Pasco also remains on the radar simply because of the available land out there in case VA officials decide to build something new.

But getting out that way might create as many problems as simply going to the James Haley VA Medical Center in Tampa, some say. Plus, a clinic already exists near Florida Hospital Zephyrhills. That facility will not be a part of the consolidation, officials said.

“Most people, especially disabled veterans, have financial problems, and transportation is a huge factor in their lives,” said Lauren Price, an Iraqi war veteran who is one of the founders of the VeteranWarriors advocacy group. “We have some limited mass transit here in West Pasco, and there is much more minimal mass transit that gets out to Trinity. And before someone offers all that real estate out in Dade City or Zephyrhills, I will remind them that the only mass transit out there are the mud swamp runs.”

Despite hosting the town hall, Bilirakis will have minimal input on where the new facility will be located, he said. That decision, instead, will rely on the VA department itself, which also will receive an additional $10 billion to outsource some of the care to private doctors when VA officials get behind. It also gives Robert McDonald, the U.S. Department of Veterans Affairs secretary, the power to remove senior executives not meeting expectations more easily than before.

Congress put the legislation in motion this past summer after a series of reports highlighting backlogs in service and other problems at VA hospitals around the country. A government investigation found some of those hospitals were guilty of flubbing appointment lists while supervisors turned a blind eye.

The report, however, said there was nothing connecting the delays created by that activity with preventable deaths.

But some of the veterans in New Port Richey still feel like they’ve been treated improperly by the system. However, James Haley VA Medical Center chief Kathleen Fogarty said many of the delays and problems experienced locally are from the sheer volume facilities like hers have taken on.

“I am very pleased to tell you that all of our clinics were audited, and we did not have any discrepancies in the scheduling,” Fogarty said. “But will I tell you that we don’t have any waiting lists? Absolutely not.”

That’s because her system handles 89,000 unique patients every year, she said. Haley has 4,000 patients a day, and conducts 42,000 consultations a month.

“I am very blessed to have the University of South Florida a bridge away from me,” Fogarty said. “They don’t have a hospital they use to train all of their doctors. We are the primary facility they use, which is a great thing for us because I think we get the best doctors out there.”

Besides where the new consolidated clinic should be located, the more than 100 veterans who attended also shared some of the services they’d like to see there. That includes urgent care, physical therapy, radiology, women’s care and greater access to dental, Bilirakis spokeswoman Summer Robertson said.
