Elks Lodge opens drive-thru food pantry

What Donna Moyer misses most is the children filing into the cafeteria, laughing, playing and sitting down to enjoy lunch.

“We have a big party,” said Moyer, past Exalted Ruler at the Elks Lodge 2731, in Zephyrhills. “It’s a big deal. This year with all this extra nonsense, we can’t.”

This year, Moyer, and 10 to 15 volunteers, wave to children in the backseat of cars as their parents pull into a drive-thru food pantry organized at the lodge, at 6851 Wire Road.

Five days a week from 11 a.m. to 1 p.m., the volunteers hand out about 100 free lunches prepared daily at Zephyrhills’ restaurant, Tubby’s Q and Smokehouse.

The restaurant is the first participant in Operation Feed Pasco, a collaboration between the Pasco County Commission, United Way of Pasco County, Thomas Promise Foundation and the Elks Lodge.

The initiative has a dual purpose: To bolster area food pantries and help restaurants that took a financial loss from the COVID-19 shutdown.

A nonprofit, Harper Valley Son’s Food Pantry based in Wesley Chapel, is independently providing boxes of vegetables, pre-cooked meat, fruit and milk to parents who come to the Elks Lodge.

On Wednesdays, the Elks Lodge also gives out bags filled with craft activities and books to boost reading skills.

On Fridays, Thomas Promise provides meals to carry families through the weekend.

Thomas Promise’s mission is to feed hungry children in Pasco. It typically serves 1,600 students in more than 25 schools, but this year the need is greater because of COVID-19.

The nonprofit is a longtime supporter of the Elks Lodge, so coming together for Operation Feeding Pasco was a natural fit.

“I immediately thought of Elks Lodge because that’s exactly what we do,” said Joe Simmons, executive director of Thomas Promise.

When Moyer realized the Elks Lodge members had to reinvent an on-site program now in its sixth year, she stayed up nights wondering if they could pull it off.

But, Moyer said, “We just kind of got it all together.”

The Elks Lodge is one of many nonprofits and food banks that is helping families that are struggling to pay bills, put food on the table and stay safe during the pandemic.

Even as businesses begin to reopen in Florida, and more people are venturing out to shops and restaurants — a great need for help continues.

Before COVID-19, Feeding Tampa Bay distributed food in its 10-county region to about 600,000 “food insecure” individuals. Since the shutdown, that number has more than doubled, to about 1.3 million.

“The need is continuing to climb,” said Shannon Hannon Oliviero, external affairs officer for Feeding Tampa Bay.

The nonprofit began opening drive-thru food banks, known as “mega-pantries,” in Hillsborough, Pinellas, Manatee, Polk and Pasco counties.

One mega-pantry now operates at Pasco High School in Dade City.

Volunteers with Make a Difference, a nonprofit in Dade City, distribute food supplied by Feeding Tampa Bay every Thursday from 4 p.m. to 6:30 p.m., at 36850 State Road 52 in Dade City.

Oliviero said an early survey completed after the shutdown revealed about 70% of those coming to food banks were doing so for the first time in their lives.

Many had either lost their jobs or are on furlough, she said.

She said the help will continue.

“We’re going to be here for as long as needed. That’s what we’re here for,” Oliviero said.

About 700 food bags were given away at the first drive-thru at Pasco High, said Larry Guilford, founder of Make a Difference.

“One woman cried while driving through,” he said. “That’s when we know we’re doing the right thing. That’s telling us it’s needed.”

The same community spirit abounds at the Elks Lodge. Volunteers arrive around 7:30 a.m. Duties include bagging the days’ meals, snacks and crafts. On some days they also prepare frozen meals, such as pancakes and sausage, meat subs and spaghetti. Those are kept in the freezers for use as needed, said Moyer.

On average about 100 meals are distributed for the summer program, but on one recent day about 150 meals were handed out, she said.

“Thank you,” is the phrase of the day, as parents and children accept the food bags.

“It’s an amazing resource,” said Kimberly Mahon, who drove through with her children, ages 3 and 7.

Brad Odell, a Wesley Chapel High School teacher, drove through with his family — but also took home food packages for neighbors unable to leave their home.

“It helps me,” he said, adding, “but I have neighbors that are elderly, and a woman with five children. I try to help out as many people as possible. It makes me feel good.”

Serving up food — to sustain, comfort

Concerns about the potential spread of coronavirus disease-2019 (COVID-19) has flattened the economy, causing many to seek out help for the first time to put food on their tables.

Here is a look at some efforts, to help feed others, across The Laker/Lutz News coverage area.

Collecting food to feed the hungry

As they unloaded her donations, she became emotional — thanking the volunteers for what they are doing to help people struggling through the pandemic.

She was obviously touched by the effort.

Pasco County leaders have held food drives for the past two weekends to collect donations. The first drive was in the parking lot of the former Super Target store, off State Road 54, west of the Suncoast Expressway, and the second at Sam’s Club of Wesley Chapel, off State Road 56, in Wesley Chapel.

High-ranking officials from Pasco County Schools, the Pasco Tax Collector’s Office, the Pasco County Clerk & Comptroller’s Office, state legislators, and candidates for office, were there to help. Pasco Fire Rescue employees, Pasco Sheriff’s Office employees and others volunteered, too.

The community responded, bringing bags and boxes of food — loaded with pasta, peanut butter, jelly, crackers, soups, rice, canned goods and more.

Monetary donations are still welcome and can be made through the Pasco Education Foundation at PascoEducationFoundation.org. Checks can be made payable to Pasco Education Foundation and mailed to P.O. Box 1248, Land O’ Lakes, Florida, 34639.

Farm-Fresh Pop-ups
When Pasco County Schools receives donated fruits or vegetables, it holds Farm Fresh Pop-ups, and the free fresh produce goes fast.

At its first Pop-Up, the district gave away more than 30,000 ears of corn in about 2 hours.

At its second one, on May 8, it handed out 10-pound variety boxes of vegetables containing such veggies as cucumbers, potatoes, radishes, collards, broccoli, peppers, squash, and eggplant.

Those were gone in 45 minutes.

At the pop-ups, which are held in different locations, school district officials are practicing safe social distancing and wearing masks.

Those picking up the free foods are asked to stay in their vehicles and to pop their trunks, so the food can be placed in their trunks.

Feeding Florida and L&M donated the variety boxes.

The district also continues to provide five breakfasts and five lunches, once a week, to students 18 and under, at specific locations. As of May, it had served more than 820,000 meals.

Outdoor dining allowed to expand
Pasco County officials are providing more flexibility to restaurants to expand their outdoor dining space by allowing them to set up tables in parking areas and other outdoor areas — without a county permit.

The move was made to give restaurant operators more options, as they contend with decreased business due to COVID-19.

Under phase one of Gov. Ron DeSantis’ reopening plan, restaurants were allowed to operate indoor dining rooms at 25% capacity and to have dining outdoors, with the proviso that tables be kept 6 feet apart from each other.

To help expand restaurant capacity, Tampa officials have closed streets in some areas, so restaurants could set up tables there.

In Pasco, officials allowed restaurateurs to expand outdoor dining on their own properties.

The expanded seating may be used during the restaurant’s normal business hours, and the allowance will expire when full-capacity indoor dining returns, according to a county news release.

The Box Kitchen Restaurant in Land O’ Lakes appeared to be one of the few restaurants within The Laker/Lutz coverage area taking advantage of the county’s relaxed rules.

Providing hot meals in hard times
Three initiatives in Pasco County are aimed at providing hot meals, while supporting restaurants at the same time.

In the “Dining Out at Home” program, Pasco County has partnered with the Area Agency on Aging to have restaurant meals delivered to eligible senior citizens.

In “Operation Feed Pasco,” local restaurants are helping to supply meals at local food pantries and soup kitchens. The county is partnering with United Way of Pasco County on that effort.

Restaurants that would like to participate in Operation Feed Pasco should call United Way at (727) 359-7999, to see if there are any slots left.

In Pasco FLAG2020, meals are being purchased from local restaurants and then provided to people working on the front lines of the pandemic.

The program is being championed by Pasco County Commissioner Kathryn Starkey, who was inspired after seeing coverage of two women in New Jersey who launched the national program.

So far, 64 meals have been delivered through that program to AdventHealth Dade City, 41 have been delivered to BayCare’s North Bay Hospital in New Port Richey and 106 meals to Medical Center of Trinity.

In addition to Starkey, other local elected leaders who have been involved in raising money, include Pasco County Commissioner Ron Oakley, Pasco County Schools Superintendent Kurt Browning, Pasco County School Board member Allen Altman, former Pasco Clerk & Comptroller Paula O’Neil and State Rep. Ardian Zika.

Advocating to reduce homelessness

When it comes to community service and advocacy, more can always be done in Pasco County.

That was the general message put forth by Pasco County Commissioner Mike Wells, at a Nov. 12 East Pasco Networking Group breakfast meeting at IHOP in Dade City.

There’s all sorts of resources for seniors, veterans and children and families, Wells said. But, he is advocating greater collaboration between the county, nonprofits and outreach groups — such as Meals on Wheels East Pasco, United Way of Pasco County and The Coalition for the Homeless of Pasco County.

“We’re doing so many great things in the county, but everybody’s got their own dang silos and it’s almost like, ‘This is mine, I don’t want you to know what I’m doing,’” said Wells, a Republican who represents District 4. His district stretches from West Pasco to State Road 52 and State Road 54 toward U.S. 41 in Land O’ Lakes.

He added that deep-rooted community divide remains between the county’s east and west sides, which, he said, creates obstacles in getting tasks done.

He put it like this: “It’s always kind of been east versus west. I always thought it was political, but it’s a lot more political than I thought.”

Much of Wells’ talk focused on the county’s homeless situation and the need for workforce training.

With the county’s homeless population numbered as high as 3,000, Wells said it’s important “to help those that want to be helped.”

He acknowledged that he’s still “catching heat” from residents who opposed his support of building a family homeless shelter and resource center, in partnership with The Coalition for the Homeless of Pasco County, on the site of the former Boys and Girls Club on Youth Lane in Port Richey.

But, Wells went to bat for the homeless: “These homeless people are like you and I. They’re regular people. You just have to take an opportunity to get to know them and get to know these folks.”

He argued such a facility and other outreach programs isn’t just enabling area homeless.

“Supposedly, that’s a Democrat thing, to help the homeless. No, it’s a humanitarian, kind thing. At the end of the day, it’s the right thing to do,” Wells said.

On a related note, Wells believes the forthcoming $128 million expansion of the Land O’ Lakes Detention Center could go a long way toward helping the county’s homeless population get back on its feet.

Within the 1,000-bed addition and upgrades to all of the jail’s central services will be a new wing designed to directly address mental illness and addiction, which Wells said is often tied into homelessness. The expansion project is expected to undergo construction in 2021, with completion in fiscal year 2023.

Said Wells: “We’re going to be able to do more at the jail to stop that revolving door, because that’s what it is now. They come in the jail, (staff) don’t really do much for them for mental illness or addiction, they leave and come back, they leave and come back. …It’s going to be nice a couple years from now to say, ‘Wow, look what we can do here.’”

Also tied into the rehabilitation piece is helping homeless and ex-convicts get back to work, Wells said.

This year the county allocated $700,000 to CareerSource Pasco Hernando’ Workforce Re-entry Program, he said. That program connects unemployed and underemployed people with jobs and training they needed to fill any skill gaps. The county initially allocated $350,000 in Penny for Pasco funds for the project last year.

About 50 people went through the program with last year’s funding, Wells said.

He shared the success story of a masters-educated man who was homeless this time last year and is now making $45 per hour with Pall Aeropower Corporation in New Port Richey.

“He fell on tough times, and we were able to help him,” Wells said.

The commissioner also noted the county now hires ex-felons for certain positions — something it didn’t do before he was first elected in 2014.

Many of those hires now are “kicking butt with the county, getting promoted,” he said.

“Everybody makes mistakes,” Wells said. “We all make mistakes, and everybody deserves a second chance.”

Though he spoke at the networking meeting as a member of the Pasco County Commission, Wells has announced that he is pursuing a different role. He is  running for Pasco County Property Appraiser in 2020.

A home welcomes Zephyrhills’ impoverished

There’s an open-door policy to whomever walks in the Samaritan Project of Zephyrhills Inc., with economic struggles weighing them down.

The organization has become a fixture in Zephyrhills to combat the continuing cycle of homelessness.

Established in 2008, the agency was in response to those already living on the streets, or on the verge.

Roxxy Geisenheimer is the executive director for the Samaritan Project and has been with the agency for the past two years.

“This organization was founded to stop the domino effect that happens when people experience traumas, tragedies or unforeseen circumstances,” she explained.

The director added that Zephyrhills saw a need for a “one-stop shop resource center.”

In turn, its office has a donation pantry where the less fortunate can come to collect food boxes, hygienic products and comb through racks of clothing.

The Samaritan Project staff also sits down with individuals to assess their situation and refer them to the proper resources.

Some may need things as simple as identification cards or bus passes, while others’ needs are more urgent.

In pinpointing the necessary resources, the agency works with the Coalition for the Homeless of Pasco County, among other organizations, in what is known as the Continuum of Care.

Under this program, local institutions collaborate in collecting data to ultimately house the homeless and take preventive measures.

One such partnership the Samaritan Project has is with United Way of Pasco County.

Together they have established an agreement with Duke Energy to help clientele with past due electric bills.

Homeless veterans and their loved ones are referred to the Supportive Services for Veteran Families to help get on track to stable housing.

And, while the Samaritan Project has a psychologist on staff, there are those whose mental instability prevents them from properly articulating their needs.

In these cases, they may be sent for treatment to such places as Premier Community HealthCare, BayCare Behavioral Health or the North Tampa Behavioral Health Hospital.

Agency staff is also ready to drive people to their needed destinations, if necessary.

The collaborations go both ways as the Samaritan Project also receives referrals from local hospitals, law enforcement and churches, Geisenheimer said.

“We all try to share information and resources the best we can, and wrap around people who are struggling,” she added.

Job counselors help to get some on the road to employment, and disability attorneys advocate for those who cannot work.

Guardians ad Litem also support parents in the courtroom to reunite with their children when living conditions begin to improve.

However, not everyone who walks through the agency’s door comes from a cycle of poverty.

“We work with people who, at one point, did very well for themselves,” the director said.

She noted that currently employed individuals, such as electricians, health care workers and teachers, also find themselves homeless.

From 2013 to 2017, the average household income in Zephyrhills was only an estimated $35,100 and the current poverty rate stands at 20 percent (of the population), according to the U.S. Census Bureau.

While some with jobs make a steady income, it may not be enough to keep them in their home – or even put down a security deposit.

In turn, the agency offers the Rent/Utility Assistance Program.

This initiative grants funds to help pay the rent or mortgage short-term, while trying to find a long-term solution.

“We try to help them figure out ‘how do we prevent this from being a problem next month,’” Geisenheimer explained.

With the Emergency Cold Weather Shelter program, staff will be on call 24 hours a day.

When the temperature drops below a certain level, displaced individuals are taken to safe shelters, whether a gymnasium or a hotel room.

To support its efforts, several grants are given from the U.S. Department of Housing and Urban Development, and the Florida Department of Children and Families.

However, most of the agency’s funding comes from community donations, like businesses, churches or individuals, the director said.

Although Geisenheimer has seen various demographics seek help, she said she’s most surprised by the amount of elderly people who are homeless.

She recalled once helping a wheelchair-bound woman in her 80s make the transition from the woods to being placed in an assisted living facility.

That too, is what staff will do once closing up the office – street outreach. The agency sets out to find those in the woods or in abandoned buildings.

And, while they offer assistance to get people off the street, they will help set up tents for those not quite ready to leave the outdoors.

This is understandable to staff that volunteer, as they were, at one point, in the position as those they serve.

Geisenheimer, herself, was struggling years ago to find a stable home when she was pregnant.

She stated that staff members offer others not sympathy but empathy, noting:

“They know when they walk through the door, that they’re not being judged.”

What’s more, the agency does not operate in a plaza or off a main road, but within a residential area.

Its office is a renovated, two-bedroom house, which adds to a welcoming atmosphere, the director said.

She said that those who are displaced should remain hopeful that their situation is temporary.

And, by stepping through the front door of the office, that hope can become a reality.

United Way of Pasco plans to expand its reach

As he assumes the helm of United Way of Pasco County, Chuck Anderson said he plans to build on the organization’s previous successes.

Anderson became president and CEO of the organization on Jan. 14, succeeding Alice Delgardo, who retired.

He recently moved to the area from Fort Myers, and he’s well aware of Pasco County’s growing population and increasing demand for services.

United Way is already known for its collaborative work, but Anderson wants to expand those efforts.

The United Way recently got involved as an intermediary, to address financial shortfalls two agencies were facing because of the recent federal government shutdown.

The lack of federal money put the continued operation of two nonprofit agencies in jeopardy.

“The county (Pasco County) and United Way (of Pasco) worked collaboratively to put together a pool of funds to keep two of those programs running,” Anderson said.

He understands, personally, the impacts that a federal shutdown can have because his daughter is a federal employee and has dealt with the consequences of not being paid.

One way to help people who are struggling is to assist them with filling out their federal tax forms, he said. United Way has a program that can help people secure their tax refund checks, he said.

“It puts many dollars back in the pockets of people who otherwise would be indigent,” Anderson said.

The Connecticut native holds a master’s degree in social work and a master’s degree in business — and said that both have served him well throughout his career.

Previously, he taught at Florida Atlantic University and Florida Gulf Coast University.

He also worked for four years at Catholic Charities, a United Way affiliate, serving as a district director and overseeing the organization’s efforts in Lee, Hendry and Glades counties.

In that position, he helped to advance food pantries, senior services, the federal Supplemental Nutrition Assistance Program and programs for at-risk youth.

He also is passionate about tackling the problem of human trafficking.

Anderson said he was associated with a program that spanned 10 counties and utilized intensive casework.

“We were able to help people go from [being] unable to care for themselves to becoming independent, self-sufficient and able to function successfully in society,” he said.

Anderson believes that those who have resources need to reach out to those who lack them.

He said his life in public service has been fueled by a belief of the power that comes from engaging with other people.

“I thought the best way to help build positive change in the community was by working in the community,” stated Anderson. “It really is holding out your hand and helping somebody up.”

The United Way leader said he intends to implement this principle in Pasco County.

Car giveaway helps Pasco woman on her road to success

Melissa Pack finally has a car she can call her own.

The Zephyrhills woman received the keys to a 2000 Hyundai Elantra at the United Way of Pasco County, in Land O’ Lakes, on Oct. 1.

Before she received the car, the 37-year-old had no personal means of transportation.

Spectators watched at the ceremony where Pack received the car, which came complete with a big red bow.

The gift was made possible through the collaboration of Wheels of Success and United Way of Pasco County.

Wheels of Success CEO Susan Jacobs offered a few words, before presenting the keys to Pack, who works as a cashier at the Lowes Home Improvement store in Zephyrhills.

Those celebrating the moment included Pack’s supervisor, John Chilbert; Pasco County Commissioner Ron Oakley; and Alice Delgardo, president of United Way of Pasco.

Chilbert was the one who worked behind-the-scenes to help get the car for Pack.

He took notice of his employee’s unwavering dedication, and the fact that Pack had never missed a shift and voluntarily worked additional hours. He also knew that she accomplished that without having her own transportation.

So, along with the Make a Difference charity, Chilbert referred Pack’s current situation to Wheels of Success and United Way to see what could be done.

“For every person we put in a car, we turn down 20,” Jacobs said. “We do about 50 to 100 cars a year on average.”

Established in 2003, Wheels of Success doesn’t receive government funding. It relies on vehicle and community donations.

Jacobs explained the importance of collaborating with other organizations, as about 80 percent of their car giveaways have been joint efforts.

Its partner, United Way of Pasco County, allocated grant money on a quarterly basis to help finance the car.

“We were able to, because of community dollars, grant them funding to do this,” said United Way’s Patty Sutton of the local support.

Through the partnership, Pack was put on the ‘Build a Life’ program, which is intended to help get drivers on their feet after having setbacks of some kind.

Pack will also receive evaluations to make sure the vehicle is up to par with its expected standards, and she has year-long roadside assistance with AAA through Wheels of Success.

In addition to giving her a way to get to work, the car is beneficial in other ways, too, Pack said.

“I’ll be able to get groceries easier, day-to-day things that people don’t think about when they have a car,” said Pack.

She realizes that it not only helps her directly, but it also has a positive impact on those who rely on her as well.

Before receiving the Elantra, Pack had to find a way to get her mother to her doctor appointments. Sometimes that meant borrowing a friend’s vehicle.

Sutton hopes the community understands that their generous donations ultimately help to make life better for people like Pack.

“You’re not helping an organization, and you’re not giving a hand-out. You’re helping an individual,” Sutton said.

Pasco tax revenues are up this year

Rising property values in Pasco County could provide about $11 million in increased revenues.

That’s a bigger windfall than the $10.5 million initially projected.

That extra cash – about $650,000 – would play a key role in helping to close a $3.3 million gap in funding requests for 2019 from the Pasco County Sheriff’s Office.

Pasco County expected to receive final revenue data by July 1 from the Pasco County Property Appraiser’s office.

The Pasco County Commission received a budget update — including two possible scenarios on the sheriff’s budget — at a June 26 public workshop at Saint Leo University.

Both options on the sheriff’s budget relied on the $650,000 of additional revenue.

County commissioners quickly rejected one option to also withdraw $2.6 million from a reserve fund.

Instead, they accepted a staff recommendation to pair the $650,000 with budget cuts. An estimated $2.4 million for temporary on-site pods at the overcrowded Land O’ Lakes Detention Center would be delayed until 2020. And, a proposed $250,000 for Safety Town would be eliminated.

Commissioners agreed with the staff’s recommendation, except for cutting the Safety Town proposal.

Pasco County Commission Chairman Mike Wells Jr., said funds should be found for Safety Town either from the county’s fund balance or new property tax revenues.

Safety Town is a safety education program for children, ages 5 to 8, that the sheriff’s office operates.

“It’s really for youth,” Wells said. “It’s needed. I think we need to absolutely fully support the sheriff on this.”

The sheriff’s budget for 2019 is nearly $133 million, an 11.5 percent increase. However, most of that increase is related to jail overcrowding.

While temporary on-site inmate housing would be delayed, the proposed budget still includes funds for out-of-county inmate housing.

The existing jail was built for a capacity of about 1,400 inmates but currently is about 200 inmates over that cap. While that’s a dip in recent weeks, the jail, at times, has had nearly 1,800 inmates.

“It’s a safety issue for deputies,” said Pasco County Sheriff Chris Nocco. “We’ve seen a spike in fights going on.”

Currently, Seminole County’s jail has about 60 of Pasco’s inmates, at a cost of under $74 a day per inmate.

The sheriff also said 13 new detention officers will be hired and trained during the next nine- to 12-month period.

When money is available for on-site pods, those officers will be ready, he said.

Commissioners also reviewed funding requests for about 40 items from various departments, split into two tiers based on priority.

One package would cost about $4.4 million for expenses such as wage increases for county employees, restoration of library hours, fire rescue stations, and an additional inmate work crew.

The other package of about $1.1 million would pay for new positions in departments, including public services and development services.

There also was a recommendation for $15,000 to the United Way of Pasco County, for an emergency fund to aid low-income residents who aren’t eligible for other programs.

Wells asked that funding for United Way be increased to $50,000. Later on, Pasco County Commissioner Jack Mariano suggested $100,000.

Pasco County Commissioner Kathryn Starkey asked for details on those expenses.

“I support the United Way. I just want to know where the money is coming from,” she said.

Anticipated property tax revenues might be enough to fund the United Way request, said Pasco County Administrator Dan Biles.

He also noted that county officials are taking a realistic approach to crafting the 2019 budget to withstand potential revenue losses for 2020.

A major concern is a November referendum for an additional $25,000 homestead exemption for homes valued more than $100,000. Most county officials expect it to pass, with a projected revenue loss as high as $14 million, effective for the 2020 budget.

Even so, Biles said county officials looked at the potential revenue losses “and what that would do to the budget so we don’t have to go back on any of these decisions for 2019.”

That includes the priority items for wages, library hours and new job positions, he said.

The county also has other referendums in November that could change spending priorities.

County commissioners recently approved four bond referendums for the November ballot that would bring new revenues for public safety, fire rescue, parks and libraries, if approved.

“If the park referendum doesn’t pass, we have a huge amount of backlog for our parks for safety reasons,” Starkey said. “I don’t want to see parks closing down.”

Women’s commission sets goals

The goals for the Commission on the Status of Women are coming into focus, after nearly a year of research, discussion and goal-setting.

The 15-member volunteer group has created committees on health and safety, education and economic prosperity.

Issues that will be pursued in coming months include domestic violence, affordable child care, and women’s entrepreneurship, financial education and literacy.

Amanda Colon, chairwoman of the woman’s commission, gave Pasco County commissioners an update on the group’s activities over the past year.

Several of the group’s members joined her at the Feb. 20 meeting of the Pasco County Commission in New Port Richey.

“I truly cannot think of a more relevant time to be talking to you about women,” said Colon. “As the status of women goes in Pasco, so goes Pasco. Having women in crisis negatively affects our schools, our courts and our commerce.”

Raising the status of women will positively affect schools, courts and the local economy, Colon said.

The women’s status commission began its work in May 2017. Pasco County Commissioner Kathryn Starkey and attorney Michele Hintson worked together to establish the group, which has five appointees by county commissioners.

Other members are from 10 area agencies, schools and nonprofits. They are African-American Club of Pasco County Inc., Hispanic Professional Women’s Association Inc., Metropolitan Ministries, Pasco Economic Development Council, Pasco-Hernando State College, Saint Leo University, Sunrise of Pasco County Inc., the United Way of Pasco County Inc., Pasco County Sheriff’s Office, and Women Lawyers of Pasco Inc.

“I know you’re off to a great start,” Starkey said.

In the next months, the women’s commission will continue its work through goals set by each committee.

The health and safety committee members plan to distribute a community survey to complete a needs assessment. The goal is to launch an action plan within six months.

Committee members also gathered data from the Pasco Sheriff’s Office. Calls regarding domestic abuse were lowest in February, and the highest in September, October and November.

On April 3, from 6:30 p.m. to 8 p.m., there will be a free Women’s Symposium on harassment prevention at the Pasco-Hernando State College West Campus, at 10230 Ridge Road, in New Port Richey.

“We’d like to look forward to see what we can do to prevent harassment in business, and focus on our young girls going into business, but also raising up girls who have a voice and know how to use it,” said Suzanne Legg, a member of the women’s commission.

This will be an ongoing discussion, not a one-time event, she added. “We’d like to change #metoo to #notme,” Legg said.

The education committee members plan to focus efforts on affordable child care, as well as career guidance and training for single mothers, empty-nesters and seniors.

Seniors include grandparents who often are caregivers for their grandchildren, Colon said.

A third goal is to provide mentoring and education for at-risk youth.

“We’re focusing immediately on identifying and utilizing resources we have in Pasco,” Colon said.

The economic prosperity committee plans to help women entrepreneurs, with an emphasis on their financial education and literacy.

“Women earn less, save less and live longer, but are responsible for the same living expenses as those of men,” Colon said.

Women often pay higher interest rates on home loans, for instance. And, many divorced women don’t receive full child support payments, Colon added.

“One in five divorced women slide into the poverty line,” she said.

Cleanup set to begin on massive sinkhole

Barring unforeseen developments, cleanup is expected to begin this week on the massive sinkhole that recently swallowed two homes in the Lake Padgett community of Land O’ Lakes.

As of July 20, Pasco County was entering the final stages of securing bids from contractors for debris removal at the sinkhole site, which now measures 235 feet wide and approximately 50 feet deep — believed to be the largest in the county’s history.

While the sinkhole is labeled ‘dormant,’ recent activity has been documented. On July 19, the sinkhole’s perimeter widened by approximately 10 feet, after sand erosion just below the ground surface dried out and collapsed into the hole.

Before cleanup and repair work can begin, however, engineers must perform additional testing to ensure the ground around the sinkhole is stable enough for heavy equipment. One of the county’s contracted engineers, Intertek-PSI, is currently using ground penetrating radar and core sampling to measure the structural integrity of Ocean Pines Drive and county easements leading up to the sinkhole.

Kevin Guthrie, Pasco County’s assistant county administrator for public safety, said recovery work could take months, with costs ranging from $750,000 to more than $2 million.

“It’s going to be a very slow and methodical process,” Guthrie said.

The county already has spent about $100,000 responding to the sinkhole, through contractual and departmental costs.

The county’s goal is to have a debris removal company in place in case homeowner’s insurance companies don’t accept responsibility to clean up the sinkhole.

The fastest, most economical cleanup tactic being considered is what’s called a dragline — a cable-operated system that would extend out and collect debris from the surface of the sinkhole.

Other possible options include using a float barge or large crane, with an excavator, to remove debris and decontaminate the sinkhole site.

“We’re trying to look for the most cost-effective, but safe option, so that we don’t put other homes in danger,” Guthrie said. “If we can employ a tactic that does not cause harm to the (sinkhole) banks, that’s the big deal right now.

“There’s a possibility using that dragline may actually destabilize those banks and cause further damage,” he said.

The assistant county administrator estimates filling the entire sinkhole would require approximately 135,000 cubic yards of dirt, though plans that far ahead are not yet in place.

The sinkhole originally opened on July 14 at 21825 Ocean Pines Drive, where it engulfed two homes and a boat.

Despite extensive property damage, no injuries have been reported.

The sinkhole is currently labeled “dormant,” but activity has been documented.

As a precaution, two homeowners along Canal Street were advised to gather their belongings for possible evacuation in the future.

Guthrie has reassured the activity is not an indication of the sinkhole becoming deeper.

“The sinkhole is not growing,” he said, assuredly.

In resolving the erosion issue, Guthrie said the edges of the sinkhole must be reshaped with dirt, from a 90-degree angle to a 45-degree slope.

“There is no support for that sand. As the water table goes down, that sand has nothing to hold it in place. So, that sand is falling out which then causes the grass and top soil to collapse,” Guthrie explained.

Once engineers deem the area safe, the county will bring in dump truck loads of dirt to shore up the banks of the sinkhole, before the large-scale cleanup process begins.

“We’re trying to determine if there are any sinkholes or any other activity under the ground before we bring the dump trucks in. Once we have figured that out, then we will start bringing that dirt in,” Guthrie said.

Elsewhere, water tests of the sinkhole turned up negative for E. Coli, officials said last week.

Further testing did come up positive for total coliform bacteria, in some of the water surrounding the sinkhole, officials said.

Greg Crumpton, a county health official, said it’s likely the result of older, dirty wells, some of which are upwards of 10 years to 20 years old in the Lake Padgett and Lake Saxon communities.

He said a confirmatory test and resample is underway.

If those tests come back positive, nearby homeowners are advised to use bottled or boiled water until the wells are disinfected.

Water tests
Due to the positive bacterial results, Pasco County announced it is waiving the fees for well water for testing more than 400 homes along Lake Padgett and Lake Saxon through July 28.

All residents living on the following streets qualify for free well water testing: Bronze Leaf Place, Canal Place, Clover Leaf Lane, Flat Rock Place, Grove Place, Heatherwood Lane, Lake Padgett Drive, Lake Saxon Drive, Ocean Pines Drive, Panther Way, Peninsular Drive, Pine Shadow Drive, Rain Forest Place, Snook Circle, Swans Landing Drive and Wilsky Road.

Residents who would like their well water tested should do the following:

  • Go to the Pasco County Environmental Laboratory located at 8864 Government Drive in New Port Richey and request a test kit for Total Coliform.
  • Present proof of address and receive lab instructions to collect water.
  • Take a sample of their tap water according to lab protocols, and bring the sample and associated paperwork back to the laboratory.
  • Results will be available in two days.

Help remains available for sinkhole victims. Those needing help should reach out to the American Red Cross, The Salvation Army of Pasco County, Pasco County Human Services or United Way of Pasco County.

New adult day care serves Lutz, Land O’ Lakes

There’s a new adult day care center available for caregivers who need someone to watch their loved one while they’re working, running errands or merely taking a break from their caregiving duties.

The adult day care center provides care for those ages 18 and older afflicted by Alzheimer’s or dementia, or who have other special needs.

The goal is provide the help that caregivers need and to provide socialization for those coming to the day care, said Brittany Stowers, center manager.

The center is open Monday through Friday, 8 a.m. to 4:30 p.m.

Some clients come daily and stay for the entire day. Others may come one or two mornings a week, or every other week, Stowers said. Those arrangements are made individually.

Program costs vary, based on how many hours of service a client receives and on individual financial situations, Stowers said. She said that will be discussed when arrangements are made for the care.

Regardless of the amount of time that clients spend in the center, the goal is to make it an inviting and stimulating place for them, Stowers said.

There are various activities, including daily walks, arts and crafts, meals, snacks and entertainment.

They play No Money Bingo, do brain teasers and share their talents. Some people really enjoy singing, Stowers said.

Clients also can look through books and magazines that have been donated to a small library at the center.

Clients can sit on recliners indoors and on picnic benches on the back porch. There’s an arts and crafts room, too.

“Since it is not a residential facility, we know they really don’t need to be here if they don’t want to,” Stowers said. “They can tell their family members, ‘I don’t like it. It’s boring.’ ”

Knowing that clients have a choice is motivating to the center’s staff to be sure to find ways to engage the clients, and to encourage them to interact with each other, she said.

“It really pushes us to find activities that they would really like to do, so they enjoy coming back every day,” she said.

“I haven’t heard one person say ‘I’m bored’ yet,” said Phyllis Bross, a CARES board member, who was at the center one recent morning.

The center gives the clients a place to meet new friends, both Stowers and Bross said.

They won’t become isolated, Bross said, noting that can easily happen if a person doesn’t get out to meet new people.

Besides letting the community know about the available service, the staff wants to invite anyone who is interested in volunteering to step forward.

“Volunteers are so helpful,” Stowers said. She’s looking for people who have special talents or hobbies, to help make the activities more engaging.

She’s also looking for people who don’t mind taking on some chores.

She could use people who want to help in the kitchen, or do clerical work, or merely provide companionship for clients by talking or listening to them.

The center has the capacity for 100 clients. So far, it has 16. Stowers expects the number to increase, as people become aware of the service.

The center is one of six in Pasco and Hillsborough counties. The two locations in Pasco County are in New Port Richey and Dade City.

CARES receives support from Hillsborough and Pasco counties, the Area Agency on Aging, the Florida Department of Elder Affairs, the United Way of Pasco County, and Senior Connection Center Inc.
