Pasco keeps growing, despite COVID-19

Business in Pasco County is coming back to life as residents, weary of a pandemic-enforced lockdown, venture back to the world of shopping and dining.

There are hopeful signs for commercial rebirth.

Parking lots at malls and shopping centers are filling up again.

But, it’s not just the established businesses that are reviving Pasco’s economy. Business owners and developers continue to invest in new retail especially along one of the county’s busiest east/west corridors – State Road 54 and State Road 56.

On State Road 54, west of U.S. 41, The Preserve Marketplace and two retail centers at Starkey Ranch are adding shops, restaurants, health care services, and offices.

At Bexley Ranch, in Land O’ Lakes, land is being cleared and leveled on Lot A for the Bexley South Office Park, off Bexley Village Drive, near Springhill Suites.

A Crunch Fitness is scheduled to open Aug. 25, off State Road 54 in Trinity.

Meanwhile, on the State Road 54/56 corridor east of U.S. 41, there are new developments, too.

Near the juncture of State Road 56 and Interstate 75, a banner announces that Tidal Wave Auto Spa is coming to an outparcel at Tampa Premium Outlets.

In the same general area, Main Event, a 50,000-square-foot entertainment venue, celebrated its grand opening less than two weeks ago.

And, another Crunch Fitness is planning to open in October in the old Winn-Dixie location, off Collier Parkway and State Road 54, in Land O’ Lakes.

The Collier Parkway location is a great choice for a fitness gym because it’s along a high traffic corridor, said Geoff Dyer, president of Crunch Fitness. “It’s in the heart of the (Land O’ Lakes) neighborhood,” he said.

During the COVID-19 shutdown, work continued on the Trinity and Land O’ Lakes locations, Dyer said, adding, “for all intents and purposes, we haven’t seen any slow-down in our developments.”

He noted that Crunch Fitness gyms shut down for about two months at the start of the pandemic, but now the gyms are open and adhering to safety guidelines of the Center for Disease Control and Prevention.

“Membership has returned to about 95% of what it was pre-shutdown,” Dyer said.

While activity, in general, appears to be picking up and new construction continues to kick up dirt — a cloud hovers over business decisions due to the uncertain nature of COVID-19.

Ralph Santell and his family moved to Starkey Ranch and began plans to open Santelli Pizza & Pasta nearly three years ago. They saw the growth happening in Pasco.

His storefront is at Starkey Ranch Town Square, a plaza located at State Road 54 and Gunn Highway. A few tenants in the center, including J. Joseph Salon, are open.

Santell plans to open by September, possibly with outdoor dining and takeout. He said he’ll decide closer to opening whether he’ll initially offer indoor dining.

“That (COVID-19) has been an extra challenge that influences things on a daily basis,” Santell said. “It’s been hard to navigate the whole COVID-19 situation. We take it one day at a time.”

Santell also owns a restaurant in the Westchase subdivision in Hillsborough County. That restaurant closed, then reopened, but is now closed again — except for takeout.

Another Starkey Ranch retail center at State Road 54 and Heart Pine Avenue – Starkey Ranch Business Park – also has a roster of tenants slated to open, including The Wicked Pour, Tropical Smoothie Café and Hungry Greek.

The pandemic slowed opening plans, but construction on the retail park is nearly finished.

“All of these are coming along,” said Matt Call, project director for Starkey Ranch. “With COVID-19, things take a bit longer.”

Additional outparcels at both retail centers are available for development — though it could take longer to get projects going, Call added.

Typically, residential construction is a key to spurring on new retail, Call said.

He said Starkey Ranch and Bexley by Newland are the top residential sellers in the Tampa Bay area. Together, they add about 800 residential units annually to Pasco, he said.

Pasco also is on an apartment building spree with about nine complexes planned or under construction.

Near the Tampa Premium Outlets and Cypress Creek Town Center, Brightwork Crossing apartment complex is attracting new renters to the commercial epicenter of the Wesley Chapel area.

Two Altis apartment complexes, one by Wiregrass Ranch on State Road 56 and a second on South Branch Boulevard at Starkey Ranch, are adding to Pasco tenant population.

Bainbridge Sunlake is an upscale apartment complex being built at State Road 54, and Mentmore Boulevard, next to The Shoppes at Sunlake Centre.

A new standalone Starbucks is coming soon to the Sunlake shopping center, as well.

Retail developments, including The Preserve Marketplace, are adding new tenants, including the recently opened anchor store – Greenwise. Majik Touch Cleaners is open, too.

Other tenants with plans to open include Chipotle, Heartland Dental and CVS Pharmacy.

“It’s going to be a cool little plaza when it’s done,” Call said. “I think Pasco is going to continue to grow. There’s no doubt in my mind.”

What’s happening along State Road 54

Cypress Creek Town Center buzzing with activity

If you haven’t been in the area west of Interstate 75, off State Road 56, during the past several months, chances are you’re not aware of the increasing activity happening at Cypress Creek Town Center and in nearby areas.

Five Below, at 25609 Sierra Center Blvd., in Lutz, is set to have its grand opening on March 29, according to a banner posted at the store.

Five Below sells everything from cellphone cases and chargers to yoga pants, footballs, candy, and seasonal items from Easter, Halloween and Christmas.

Meanwhile, Burlington, at 25589 Sierra Center Blvd., also is set to have its grand opening on March 29, according to the company’s website. Burlington also is hiring, according a banner on the company’s storefront.

Burlington is an off-price apparel and home product retailer, which operates 567 stores in 45 states and Puerto Rico, according to its website. The store offers a large selection of coats, clothing, shoes, linens , home décor and baby items.

Those grand openings come on the heels of Hobby Lobby’s grand opening on March 18.  Located at  25675 Sierra Center Drive, it is the national retail chain’s 865th store. Each store offers more than 70,000 crafting and home décor products, including floral, fabric, needle art, custom framing, baskets, home accents, wearable art, arts and crafts, jewelry making, scrapbooking and paper crafting supplies, according to information provided by the company.

HomeGoods is planning an April 14 grand opening at Cypress Creek Town Center, according to the company’s website.

Meanwhile, Earth Fare, a North Carolina-based grocer, also at Cypress Creek Town Center, entered the Pasco County market when it opened its 51st store in February. The 24,000-square-foot store aims to promote the health and well-being of its customers by selling an assortment of healthy foods.

Coming soon to the town center will be HomeGoods, at 25557 Sierra Center Blvd., which is scheduled to have its grand opening on April 14 from 8 a.m. to 8 p.m., according to its website.  It also is “now hiring” according to a sign on the storefront’s exterior.

HomeGoods is an off-price retailer, which offers brand name and home fashion assortments that are 20 percent to 60 percent less than department and specialty store regular prices, the company’s website says. It offers merchandise from thousands of vendors throughout the world.

Many other establishments already are operating at the town center, which has shops and restaurants on both sides of State Road 56.

Diners have a wide array of options on the north side of State Road 56, including Chipotle Mexican Grill, Fast-Fire’D Blaze Pizza, Taco Bell, Pollo Tropical, Wendy’s, Ford’s Garage, Mellow Mushroom, Sweetea Café, Chuy’s Tex Mex and Bahama Breeze.

Burlington is planning a grand opening on March 29, at the Cypress Creek Town Center, according to the company’s website. It also is hiring, according to a sign on the exterior of the store.

Meanwhile, Walk-ons Bistreaux & Bar, on the same side of the road, is under construction. The New Orleans-based sports bar was founded by business partners who were walk-ons to the Louisiana State University basketball team. They opened their first restaurant near LSU’s Tiger Stadium.

On the south side of State Road 56, diners can select from LongHorn Steakhouse, McDonald’s, BJ’s Restaurant & Brewhouse, Cheddar’s Scratch Kitchen, Culver’s, Panda Express, Chick-fil-A, Starbucks  and MOD Pizza.

Other developments on the south side of the road include Costco Wholesale Warehouse, an At Home Home Décor Superstore and smaller shops.

Tampa Premium Outlets also is on the south side of State Road 56, just west of I-75.

And, another project is coming, on the  east side of Creek Grass Way, about 600 feet south of State Road 56, according to county records.

Main Event is planning a 48,608-square-foot entertainment center and has requested permission to sell alcoholic  beverages there. The Pasco County Planning Commission and county planners have recommended approval, and the Pasco County Commission was scheduled to consider the request on March 26, after The Laker/Lutz News’ press deadline.

The Main Event is a bowling, laser tag and dining entertainment center, which has locations in 16 states, including Florida, according to its website.

On the north side of State Road 56, shops include T-Mobile, Noire Nail Bar, Men’s Wearhouse, Mattress One, Aspen Dental, Great Clips, Pearl Vision and Sleep Number. Verizon Wireless and Wesley Chapel Smile Dentistry are coming soon.

There’s also Hyatt Place Hotel & Conference, a 130-room hotel, has opened and already has hosted a variety of community events there.

Also, on the north side of State Road 56, to the west of Cypress Creek Town Center, there’s a new Burger King in front of the Brightwork Crossing apartment development, and nearby a Wawa gas station under construction nearby.

El Dorado Furniture-Wesley Chapel is planning a 70,000-square-foot, two-story showroom at State Road 54 and Wesley Chapel Boulevard, according to county documents.

Cypress Creek plaza still expanding

The pace of development at Cypress Creek Town Center is picking up, with new shops and restaurants under construction at two sites within the town center.

Most of the action is taking place along Sierra Center Boulevard, a main artery that cuts through the town center, which is located at State Road 56 and Grand Cypress Drive. Two new shopping strips, each fronting Sierra Center Boulevard, will significantly boost the retail development.

Signs staked amid construction activity herald the coming of HomeGoods, Five Below and Burlington. County records also show additional shops will open, including Hobby Lobby, Sleep Number, Pacific Dental, Verizon Wireless, Dollar Tree and America’s Best Contacts & Eyeglasses.

Restaurants include Blaze Pizza, Chipotle Mexican Grill, and Walk-on’s Bistreaux & Bar. Earth Fare, a specialty grocery store, is coming, too.

The town center is part of a mixed-use project of retail, offices, hotel and residential under development by Sierra Properties Inc.

The new retail at Cypress Creek will add to established shops and restaurants that line the south side of Sierra Center, including Men’s Wearhouse, Great Clips, T-Mobile, Noire Nail Bar, Ford’s Garage, Bahama Breeze Grill and Chuy’s Tex-Mex.

Even here, new retail is coming, including Sweetea Café. The restaurant’s menu will have freshly brewed bubble tea, and homemade Vietnamese food and snacks.

The new 130-room Hyatt Place Hotel & Sierra Conference Center opened recently at the far eastern end of the boulevard.

On the south side of State Road 56, Sierra Properties also will gain an Aldi grocery store, at 2215 Sun Vista Drive, on a parcel fronting the Tampa Premium Outlets.

The bounty of new shops, restaurants and offices at Cypress Creek represents a fraction of the development rush that is remaking Pasco County.

It is all part of the warp and weave of bringing a mix of retail, office, hotel, industrial and retail to a county with a long-held reputation as a bedroom community.

Development is bringing rooftops, retail, offices, manufacturing and jobs to the county.

“That’s refreshing,” said Bill Cronin, president/CEO of Pasco Economic Development Council Inc.

More development brings new residents, more jobs and added amenities, and it all adds up to a county where people “live, work and play,” Cronin said. “They don’t have to get on the road every day. They don’t have to make the commute.”

More development is on the way in the area surrounding Cypress Creek Town Center, too.

One recent arrival is At Home Décor Superstore on an outparcel at Tampa Premium Outlets.

To the immediate west of Cypress Creek, Brightwork Crossing is well under construction of up to 350 apartments. A WaWa gas station and El Dorado Furniture store also are planned.

The Shoppes at Cypress Creek is being proposed for development at the northwest corner of State Road 54 and Old Cypress Creek Road. Site plans filed with the county last summer show two 9,000-square-foot buildings separated by a breezeway. A “quick service” restaurant also is proposed for an outparcel at the site.

The following stores are scheduled to  open in 2019 at Cypress Creek Town Center:

Hobby Lobby
Plans are for a February 2019 opening, according to an email from Hobby Lobby representatives.

Hobby Lobby is primarily an arts and crafts store, but it offers a broad array of merchandise and hobby materials, including picture-framing, jewelry-making, floral and wedding supplies, cards and party favors, and home accessories.

The Oklahoma-based national chain began with a $600 investment in a home-based venture by owners David and Barbara Green. They opened a 300-square-foot store in Oklahoma City in 1972, according to the company’s website. Today, Hobby Lobby has more than 800 stores in 47 states.

Burlington
Burlington traces its roots to 1924 and a wholesale operation selling women’s coats and junior suits.

Its first outlet store opened in 1972 in Burlington, New Jersey, according to the company website.

Today, Burlington sells clothes, shoes and other accessories at discounted prices to women, men and children.

HomeGoods
The Massachusetts-based discount home furnishing store is part of the family of TJX Companies Inc., which includes TJ Maxx.

Five Below
Five Below sells everything from cellphone cases and chargers to yoga pants, footballs, candy and seasonal items for Halloween, Easter and Christmas.

Sleep Number
The Minnesota-based national chain sells mattresses, beds and bedding.

Pacific Dental Services
The California-based chain provides a full-range of dental services. It has more than 630 offices in 20 states.

Verizon Wireless
Verizon Wireless sells phones and accessories, as well as tablets and “fitbit” products.

America’s Best Contacts & Eyeglasses
America’s Best offers discounted services, including eye examinations, glasses and contacts.

Dollar Tree
The discount store traces its roots back more than 60 years to the Ben Franklin Variety store, and a concept of selling products for $1. It offers a wide array of products, including drinks, toys, candy, school supplies, home décor, gifts and cards.

Chipotle Mexican Grill
The Denver-based fast-casual restaurant is known for its burritos and tacos, and a philosophy of preparing meals-to-order with fresh ingredients. The company has more than 2,000 restaurants nationwide.

Walk-on Bistreaux & Bar
Walk-on Bistreaux & Bar is a New Orleans-based sports bar that is co-owned by New Orleans Saints’ quarterback Drew Brees. It was founded by business partners who were walk-ons to the Louisiana State University’s basketball team. They opened their first restaurant near LSU’s Tiger Stadium.

Blaze Pizza
Blaze Pizza is a California-based fast-casual restaurant that serves made-to-order, fresh-from-scratch pizzas.

Earth Fare
The North Carolina-based specialty grocery store stocks its stores with organic, natural and local foods.

El Dorado Furniture opening fall 2019 at Brightwork Crossing

The largest Hispanic-owned furniture retailer in the United States plans to open a new store in the mixed-use, residential and commercial project, known as Brightwork Crossing.

An apartment complex at Brightwork Crossing is under construction at State Road 54 and Wesley Chapel Boulevard. Shops and a hotel are planned, too.

A new Burger King restaurant recently opened on a parcel, fronting State Road 54.

Bowman Consulting Inc., filed a preliminary site plan for El Dorado Furniture, and had a pre-application meeting with Pasco County planners in July.

“Everything is looking good,” said Capo.

The Miami-based business is expanding elsewhere in Florida, including new stores in Naples and Fort Myers. A former Sports Authority on Tyrone Boulevard, and a Babies R Us, will be remodeled and opened as El Dorado stores.

The site plan for El Dorado shows a two-story, 70,000-square-foot building, with access from Ashley Creek Trail.

Ashley Creek is among new roads built, internal to Brightwork Crossing. Maren Way is a new road off State Road 54, leading to Burger King and the apartments.

A WaWa gas and convenience store also is featured on the site plan, across from the furniture store. It also has access from Ashley Creek.

The recent El Dorado Furniture store opening in Naples is the company’s 16th store, said Capo.

The company has wanted to move into Pasco for awhile, and looked at a site about five years ago, east of Interstate 75. Tampa Premium Outlets was still in planning stages.

“It was too soon. Then, the recession came in,” said Capo. “But, now the timing is right.”

Company founder, Manuel Capo, left Cuba after the Fidel Castro regime confiscated the family’s chain of furniture stores, known as Casa Capo. Capo and two of his six sons sailed a small boat, named El Dorado, to Mexico, and then settled in Miami, according to the website.

The rest of the family later joined them.

Capo opened El Dorado (named for the boat) in 1967 in Little Havana.

Manuel Capo died nearly 10 years ago. His sons now operate the family business, which is recognized among the top 50 furniture retailers in the country, the website adds.

In the early 1990s, the family designed a unique showroom concept, featuring the El Dorado “boulevard.” Customers stroll along a streetscape, dotted with old-fashioned benches and street lamps, 16th century-inspired stained glass windows, and Egyptian hieroglyphics.

Capo said the parking lot also features old-fashioned street lights and brick pavers to begin what is essentially a neighborhood experience.

Typically, customers in most furniture stores might spent 20 minutes, but El Dorado customers stay as long as an hour, he added. “They can just relax, enjoy a cup of coffee and wander around,” Capo said.

The store has more than 20 storefronts, and specialty furniture shops, which showcase various furniture styles from contemporary to traditional.

Same-day delivery is available in many instances.

“Being Hispanic, typically the whole family comes to shop,” Capo said. “They’d bring anybody that fit in the car, even their neighbors.”

But, he said, the boulevard concept proved successful “for everybody. We do have people for all over the world to look at our boulevard.”

Pasco County commissioners approved Brightwork Crossing in August 2017. The development will have about 350 apartments, 250,000 square feet of offices, retail, and a 150-room hotel.

The approximately 32-acre site is off State Road 54, west of Wesley Chapel Boulevard. It is behind the Shell gas station and Walgreen’s drugstore.

State Road 54 and Wesley Chapel are at the epicenter of retail growth in Pasco. Tampa Premium Outlets, a row of restaurants, a new At Home store and Costco are among the projects that opened on the south side of State Road 56.

Cypress Creek Town Center, on the north side of State Road 56, is filling up with restaurants, including Bahama Breeze Island Grill, Mellow Mushroom, and Chuy’s Tex Mex. The Hyatt Place Hotel is almost ready for its grand opening.

Other planned shops include HomeGoods, Blaze Pizza and Hobby Lobby.

Apartments on the rise at Brightwork Crossing

Brightwork Crossing is going vertical.

Brick-and-mortar tower-like structures are rising on the 32-acre site, off State Road 54, west of Wesley Chapel Boulevard.

These are early signs of an apartment complex approved for up to 350 units. The complex will be a series of four-story buildings with more than 60 apartments per building, according to county records.

Permits also have been approved for a WaWa convenience store, a Burger King and the apartment’s clubhouse. Internal roads include Tapestry Way, Maren Way, Ashley Creek Trail and Canopy Creek Way.

Alabama-based Arlington Properties and BW 54 56 Holdings LLC are partners in the development. Representatives for the companies weren’t available for comment.

Pasco County commissioners approved the mixed-use, commercial and residential project in August 2017. It’s been on the drawing board since 2015.

Brightwork Crossing is approved for the apartments, as well as 250,000 square feet of offices, retail and a 150-room hotel.

Firestone Complete Auto Care store has been named as a potential retail store.

Construction began in summer 2017 as bulldozers cleared and leveled the vacant land, located directly behind the Shell gas station and Walgreen’s drugstore.

Traffic spills into the area from all directions, off State Road 54, State Road 56, Wesley Chapel Boulevard and Interstate 75.

Brightwork Crossing will fill out a prime corner at this major juncture for new development, which already includes Tampa Premium Outlets, Cypress Creek Town Center, and Florida Hospital Center Ice.

The site where apartments are being built was bisected by Old State Road 54, and often used as a cut-through by motorists seeking to avoid long waits at Wesley Chapel and State Road 54 and State Road 56.

Old State Road 54 became part of a land swap that gave the county green space for its wildlife corridor, as well as room for a future park-and-ride facility.

Recent and future road projects are on tap to improve traffic flow along the area’s major corridors.

Brightwork Crossing will have access via Wesley Chapel Boulevard to Cypress Creek Town Center, at the center’s Pondside Drive entrance.

Wesley Chapel is partially widened, near State Road 56, and the county plans eventually to widen the boulevard to six lanes to just north of Magnolia Boulevard. There will be 4-foot bicycle lanes, a median, 5-foot sidewalks on the eastern side, and an 8-foot multi-use trail on the western side.

Construction is expected to begin in 2018 on a diverging diamond interchange at I-75 to improve traffic flow.

Brightwork Crossing under construction on State Road 54

Brightwork Crossing is a mixed-use development under construction on about 32 acres close to Tampa Premium Outlets and Cypress Creek Town Center.

Up to 350 apartments, 250,000 square feet of offices, retail and self-storage, and a 150-room hotel can be built. Site plans are on file with Pasco County for a WaWa convenience store, Firestone Complete Auto Care store and Burger King.

The site is on the north side of State Road 54, west of Wesley Chapel Boulevard, directly behind the Shell gas station and Walgreen’s drugstore.

A handful of cows that once grazed on grass and weeds are gone. Bulldozers and cranes are leveling the ground. A single residence on the property is being torn down.

The complex will go up in the midst of one of Pasco County’s fastest growing areas, at an intersection where State Road 54, State Road 56 and Wesley Chapel Boulevard meet up. The State Road 56 interchange at Interstate 75 is immediately to the west.

Tampa Premium Outlets on the south side of State Road 56, and Cypress Creek Town Center, on the north side, are at the epicenter of new shops and restaurants. More are on the way, as are offices and hotels.

Tampa-based BW 54 56 Holdings LLC, and Alabama-based Arlington Properties Inc., are partnering on Brightwork Crossing.

Representatives for those companies weren’t available for comment.

The Pasco County Commission approved the development in 2016. The entire site is bordered by Wesley Chapel Boulevard, State Road 54, and the one-lane paved, Old Cypress Creek Road.

At hearings on the matter, traffic concerns became an issue.

The site is bisected by Old State Road 54, a popular cut-through for motorists seeking to avoid traffic jams at the intersection of Wesley Chapel Boulevard and State Road 54/56.

Old State Road 54 right of way was part of a land swap between the county, landowners and developers. It gave the county green space for its wildlife corridors network, and also room for a future park-and-ride facility for commuters.

A dead-end portion of the road to the north has been opened, and rebuilt to provide cross access, via Wesley Chapel Boulevard, into the town center. Sierra Properties, the town center’s developers, paid for the roadwork as part of its construction of a town center entrance, off Wesley Chapel.

The county plans to eventually widen Wesley Chapel to a six-lane divided road. And, a diverging diamond interchange is expected to replace the existing interchange at I-75 to ease traffic congestion. Construction is expected to begin in 2018 on the interchange.

More development proposed near Tampa Premium Outlets

Another residential and commercial project is proposed for development on the State Road 54/State Road 56 corridor, near Tampa Premium Outlets and the Cypress Creek Town Center.

Pasco County planners are reviewing a zoning request for about 32 acres owned by Highway 54/56 LLC. The sale of the property is pending approval of the project.

Lutz businessman Carl Anderson is the company’s manager, according to state records.

The site — named Brightwork Crossing — is north of State Road 54 and State Road 56, and west of County Road 54, also known as Wesley Chapel Boulevard. The site is behind the Walgreen’s drugstore and nearby gas station, on both sides of Old State Road 54.

The proposal from Tampa-based Brightwork Real Estate is to build a 100-room hotel and up to 115,000 square feet of retail on about 14 acres on the east side of the site. Up to 350 apartments are planned on about 13 acres on the west side of the site. The plan also includes open space.

About 1½ acres would be added to the county’s critical linkage pathways to preserve natural resources and wildlife. In return, developers are seeking a land swap and for the county to vacate a section of Old State Road 54, which bisects the site and is a cut-through for motorists navigating State Road 54 and Wesley Chapel Boulevard.

A neighborhood park would be built as an amenity within the apartment complex. There also would be a park-and-ride facility with 100 parking spaces and a bus transit stop.

No dates are scheduled yet for either a recommendation from the county’s Development Review Committee, or for a public hearing before the Pasco County Commission.
