Starkey Gap project poses safety issues

The ‘soft opening’ of the Starkey Gap Trail has generated some concerns about safety.

The new segment of trail creates a connection between Pasco and Pinellas counties, and is an important link in the Coast to Coast Connector Trail, running from Saint Petersburg to Titusville.

The estimated $2.6 million Starkey Gap Trail project starts south of Trinity Boulevard, in Pinellas County, heads north connecting to State Road 54 and goes west on the corridor to intersect with Starkey Boulevard.

The Starkey Gap Trail isn’t officially open yet, but that hasn’t stopped people from using it, said Pasco County Commissioner Kathryn Starkey.

Starkey has noticed a safety concern involving those walking the north end to the south end of State Road 54, to get to the trail.

As she put it: “They have been left in the little strip of concrete in the middle of State Road 54, absolutely terrified.”

She’s been vocal about getting an overpass over State Road 54, to solve that problem.

The overpass could would connect the north end and south end of the corridor, while avoiding motorists.

Starkey said she’s been discussing short-term solutions with David Gwynn, secretary for the Florida Department of Transportation’s (FDOT) district seven.

The state is looking into potential funding sources, she said.

Starkey said a proper trailhead is needed too, to discourage those who use the trail from parking on the grass along Trinity Boulevard. A trailhead typically is located where the trail begins, and includes parking, so people can unload their bicycles.

It would be a means of offsetting parking buildup for establishments, and their patrons, off of Trinity Boulevard – such as Fox Hollow Golf Club and Restaurant.

Starkey noted: “If you’ve ever tried to park there for a lunch meeting or anything, [there] is very small parking. They’ve even had to pull off to the grass under the trees on the right.

“They’re not going to be happy if people are parking in their parking lot, for the trail, which goes right by there.”

Pasco County did not include the installation of a trailhead in its original plans for the project, but Starkey said she and Sam Beneck, a county project manager, have “identified a couple places that could be a temporary trailhead,” including Duke Energy property.

Advocating for trails and trail safety is nothing new for Starkey.

She frequently asks questions about potential trail connections during Pasco County Commission public hearings, to make sure potential linkages are protected.

She also is known for her work in the arena of bicycle safety, receiving the 2018 Elected Official Champion of the Year from the Florida Bicycle Association.

In bestowing the honor last year, Becky Alfonso, executive director of the association, praised Starkey’s work.

“Her experience, tenacity and public service record are admirable and inspirational,” Alfonso said, at the time.

Bicycle association honors Kathryn Starkey’s tenacity, service

Becky Afonso, executive director of the Florida Bicycle Association, recently honored Pasco County Commissioner Kathryn Starkey as its 2018 Elected Official Champion of the Year.

The association executive reminded commissioners that the Tri-County Trail connection won the 2014 Future of the Region development infrastructure award from the Tampa Bay Regional Planning Council.

“Today, the future of the region is here and the Tri-County connection on the cusp of completion,” Afonso said.

“Commissioner Kathryn Starkey has been and continues to be, the champion of this connection and for Pasco County,” said Afonso, whose association uses advocacy and education to encourage more people to bicycle in Florida.

“I personally want to thank the commissioner for her persistence to make this vision a reality.

“Her experience, tenacity and public service record are admirable and inspirational.

“I remember a few years back, when the Florida Department of Transportation held a Coast-to-Coast Connector Trail public meeting in Webster,” Afonso said.

Starkey fought for Pasco County to host a meeting, she said.

“I also recall her determination to fill the trail gaps in Pasco County, ASAP, to ensure those using the trail will boost the local economies where shops and restaurants are accessible, and ultimately to have residents and visitors on the trail embrace Pasco as a friendly destination and a community to enjoy.

“I look forward to the ribbon cutting for the Tri-County connection. I also look forward to riding from my city of Oldsmar, come into Pasco County, have a lunch and then going back,” the association executive said.

Starkey was pleased by the recognition.

“I am honored that you guys thought of me. My path to my trail work started when I was on the Pinellas Anclote River Basin Board and then I was also doing some work within the county as a civic activist.

“When they were building the Suncoast, they built a trail along the side.

“My husband said, ‘You know, the trail and the park really should connect to that trail.”

Starkey agreed and began talking with various departments about connecting that trail.

She said when she talked to each group individually, they said they wanted it. But, they also claimed that another group did not.

So, all of the parties came together for a meeting.

“In the first 15 minutes, we had that trail connected, and then in the next 45 minutes, we figured out the funding. We split that, one third, one third, one third. So we connected the Starkey Trail to the Suncoast Trail and, because of that, then I got notice from state officials and that’s how I got put on the state’s Greenways and Trails Council. From there, that’s when I learned of the state’s plan to make a connected system in Florida, and from there, I started working on the Starkey Gap, and that was when Gov. (Jeb) Bush was in office.

“Sometimes, government goes way too slow.

“We’re really glad that gap is under construction. We’ve also worked on off-road trails in the county.

“I think trails add so much value to the quality of life to communities. I recall being at a meeting in Tallahassee when Visit Florida gave us a presentation. They said there were more people asking for trails maps than golf courses. Trails have really overtaken the recreational desires of people coming to Florida,” Starkey said.

Starkey has served for years on the State Greenways and Trails Council through appointments from Gov. Jeb Bush, Gov. Charlie Crist and Gov. Rick Scott.

She frequently points out the need to connect segments of trail, and to ensure that those connections are considered during discussions of potential changes to zoning.

The new 2.4 mile Starkey Gap Bicycle and Pedestrian Trail that will link the Starkey and Suncoast Trails in Pasco County to the Pinellas Trail is expected to be completed this summer.

Once the segment is finished, it will provide connectivity to a trail that’s more than 100 miles and continues to grow.

Construction begins to link recreational trails

Pasco County’s engineering services had an event on Oct. 30 to celebrate the construction of the new Starkey Gap Bicycle and Pedestrian Trail that will link the Starkey and Suncoast Trails in Pasco County to the Pinellas Trail.

Once the segment is finished, it will provide connectivity to a trail that’s now more than 100 miles and continues to grow.

Construction of the Starkey Gap Trail is being funded and managed by the Florida Department of Transportation. After the trail is built, Pasco County will assume management of the trail.

This section of the trail is the last link of the Coast to Coast Connector Trail to be built in Pasco County. Once the Coast to Coast Connector Trail is completed, the network will stretch approximately 250 miles  — from St. Petersburg to Titusville.

Pasco County Commissioner Kathryn Starkey, who has played an instrumental role in addressing the need for recreational trails in Pasco, and across Florida, commented on the importance of this and other trail projects during an interview with The Laker/Lutz News.

“Before there ever was a Coast-to-Coast, we had this wonderful trail through Starkey Wilderness Park, which is a real jewel and it connects to the Suncoast Trail, which takes you all of the way up to Citrus County.

“The experiences on both trails are different, but they’re very special to serious cyclists.

“And then, you have the Pinellas Trail, which is a real economic driver for communities along that trail. It’s world famous.

“And, it just made so much sense to connect the two,” Starkey said.

She noted that she served on Florida’s Greenways and Trails Council, under governors Jeb Bush, Charlie Crist and Rick Scott.

While serving on that council during Bush’s administration, she said she learned about trails all over the state, and it just made sense to link those trails.

She was involved in linking the Starkey Trail to the Suncoast Trail, which provided a 100-mile trail, she said.

After that, she got started on working on the Starkey Gap link.

The Starkey Gap project will build a new 2.4-mile long multi-use trail from the Pasco/Pinellas County line to the southern end of the Starkey Trail, north of State Road 54 in Pasco County.

The trail will follow the Duke Energy right of way to State Road 54, west along SR 54 to Starkey Boulevard and then north to Starkey Trail.

The construction cost for the project is estimated at $2,615,000, according to a Florida Department of Transportation fact sheet. The work will be done by D.A.B. Constructors Inc., the fact sheet says.

Trail skips East Pasco

Pasco County will be left out of one of the longest segments of the state’s Coast to Coast Connector Trail, but efforts are expected to continue to include the county in future projects.

The Florida Department of Transportation is opting for a northern trail route that winds through Hernando and Sumter counties and the city of Webster for the Coast to Coast Connector Trail, known as the C2C trail.

The department of transportation rejected alternate southern routes that would have passed through Pasco County, citing safety and relocation issues, and environmental concerns.

State officials also said a southern route would add about nine additional miles to the C2C trail, which would boost construction costs.

About 80 people attended the last of three public meetings, hosted by the the state transportation department on April 7.  Other meetings were in Sumter and Hernando counties.

Many came away from the April 7 meeting disappointed that the Sumter trail segment wouldn’t pass through a single Pasco town or city.

“It’s so important to us, not only as a destination, but for economic impact to the community and tourism,” said Dade City Mayor Camille Hernandez.

Transportation officials and their consultant, Orlando-based VHB, conducted a feasibility study for what is known as the South Sumter Connector Trail, the largest remaining segment of the C2C trail. The study looked at three northern routes through Hernando and Sumter counties, and two southern routes through Pasco and Sumter.

The purpose of the project is to build a trail segment connecting the Good Neighbor Trail to the South Lake Trail. That link also will interconnect with the James A. Van Fleet trail, which winds to the Withlacoochee Trail. When finished, the C2C will be about 270 miles of new and existing trails in nine counties, including the Starkey Wilderness Trail in west Pasco and the trailhead for the Withlacoochee.

The planned trail segment would fill the gap in the C2C trail, which when finished will link Pinellas County in the west with Brevard County in the east.

Pasco County Chairwoman Kathryn Starkey also suggested another alternative, which would tie in the cities of Webster, Lacoochee, Trilby and Dade City.  That proposal was not part of the study, which will conclude in June.

The transportation department’s preferred route would cost about $21.4 million. The southern routes would cost about $25 million to $27 million.

The next phase is an approximately two-year study of environmental and engineering issues that would begin in late 2016 or early 2017. The trail then would be designed, right of way secured and, finally, construction would begin.

The entire process is likely to take multiple years.

Hernandez and others plan to keep lobbying for the entire Pasco community, in this and future projects.

Constructions of several trails or links with existing trails are in the works in Pasco, and also between Pasco and Pinellas County. They eventually will link with the Suncoast Trail and Hernando. A multi-use trail beside U.S. 301 is planned as a future link for the Hardy Trail, in Dade City.

Dade City council members were scheduled, on April 12, to consider a letter supporting Starkey’s proposed route, as well as a connector loop suggested by Pasco County Commissioner Ted Schrader. That action was slated for consideration after The Laker/Lutz News’ press time.

The letter, which would be sent to state transportation officials, also will request that directional signage be installed at the Good Neighbor Trail to let bicyclists know of trails available in Pasco.

Dade City resident Mark Pinson is heading up a petition drive to gather signatures favoring a trail that would include Dade City and other Pasco destinations.

“Bikers want destinations,” Pinson said. “Dade City is a great destination. You want a place to eat and have a cup of coffee.”

Several trails come close to Dade City, but they don’t connect, he said.

Hundreds of bicyclists flock to Dade City and San Antonio to enjoy scenic rides, he added.

Brooksville resident Art Frassrand checked out proposed routes on a display map prior to the transportation department’s slide show, and listened to David Williams, a planning manager for the department, as he explained the agency’s decision process.

“This is easily the most feasible route,” Williams said.  “It’s a lot easier right-of-way wise. We won’t take as much frontage.”

Frassrand wasn’t persuaded.

“I think the southern route is the best,” Frassrand said.

It would trail through the Withlacoochee State Forest, and offer “the prettiest views,” he said.

Williams said forestry officials weren’t in favor of the C2C going through the state forest. He also noted hunters who said a bicycle trail would disrupt their hunting season.

However, Frassrand said bicyclists share the forest with hunters now for off-road or dirt bike riding.

Pinson said the northern route followed along busy highways.

“It’s probably a more unsafe route for bikers,” he said.

The extra nine miles that bothered transportation officials wouldn’t be an issue for bike riders, especially those planning an across-the-state jaunt, Pinson said.

“This is the prettiest nine miles of the whole trip,” he said.

Speakers present their wish list to lawmakers

Speaker after speaker stepped up to the podium to present their request to Pasco County’s state lawmakers.

They wanted funding to help a nonprofit.

They wanted lawmakers to put in a good word with state highway officials.

Or, they wanted their backing for a special cause.

About 100 people gathered on Sept. 29 in the gymnasium of Sunlake High School in Land O’ Lakes for a public forum, hosted by Pasco’s legislative delegation.

State Representatives Amanda Murphy, Richard Corcoran and Danny Burgess, and State Senators John Legg and Wilton Simpson listened for nearly three hours, as about 60 representatives of nonprofits, counties and municipalities, civic groups and individual citizens talked about the needs in their communities.

The forum is an annual tradition held prior to the annual legislative session, which is scheduled to convene on Jan. 12, 2016.

Corcoran, a Republican from Land O’ Lakes, will hold the powerful position of Speaker of the House.

Nearly all of the speakers gave lawmakers packets of information detailing specific funding needs or particular policies they want the delegation members to support or reject.

Requests covered a broad range of topics from public safety and school construction, to voter registration and smoke-free beaches and parks.

Pasco County Sheriff Chris Nocco advocated for tougher laws to help clamp down on illegal sales of synthetic marijuana.

Current law makes no distinction between the sale of one packet of the illegal substance or 1,000 packets, he said.

“We’re not trying to go after the person with a substance problem,” the sheriff said. “What we’re trying to do is go after the dealer.”

Nocco also urged lawmakers to address the growing problem of terrorist threats made via social media including threats to “shoot up” a school or church.

“There is no law in effect where we can go after them,” Nocco said. But he added, “People make statements and words have meanings.”

Sunlake High School student Mykenzie Robertson lobbied for a state law to ban smoking at public beaches and parks. Robertson is active with Tobacco Free Partnership of Pasco County and the statewide Students Working Against Tobacco (SWAT).

“Parks, to me, are a place for healthy recreation,” she said.

Robertson also joined with Sunlake High School student Ormond Derrick later to talk about the problem of substance abuse among young people.

Pasco County Supervisor of Elections Brian Corley asked lawmakers to consider adding veteran’s registration cards and gun permits to the list of approved identification for voters.

Corley also advocated for at least some of a voter’s personal information to be shielded from public records laws.

Now, access is open “to anyone and everyone,” Corley said. He cited a case of a man in New Hampshire who used Pasco County voter registration data to contact people for business purposes.

A handful of voters de-registered as a result of for-profit businesses accessing their information, Corley said. “That’s sad,” he said. “I think you would agree.”

Protecting data also was on the agenda for Pasco County Clerk and Comptroller Paula O’Neil who talked about the budget challenges in keeping up with technology to allow access, but also protect public records.

“About 95 percent of civil filings are electronic,” she said. “And that will soon be 100 percent.”

Funding issues are facing Pasco County’s school district as it tries to keep up with the explosive growth of new subdivisions, said Pasco School Superintendent Kurt Browning.

New residential development, especially along the State Road 54 corridor through Land O’ Lakes and Wesley Chapel, is pumping up school enrollments.

Sunlake High, for instance, was built for 1,800 students. But Browning said, “We exceeded that number. There are very few schools that don’t exceed what they were built for,” Browning said.

Oakstead Elementary School has 1,200 students in a school built for 762 students.

“Where do we put these kids?” Browning said. “We put them in portables. We cannot build schools fast enough.”

He made a pitch for lawmakers to approve a bill that would give local school boards the autonomy to increase existing property tax millage by half a mill. Board members would need to approve the increase by a super-majority or a unanimous vote, he said.

Pasco County’s Government Affairs Officer Ralph Lair presented lawmakers with a list of priority projects and issues for the coming year, including a state loan for widening State Road 56.

Another issue is funding for the Coast to Coast Connector Trail, which will link Florida’s west and east coasts from St. Petersburg to Titusville. The Florida Department of Transportation will decide which of two routes will be built for one of the trail’s segments. One route goes through northeast Pasco, while another would bypass Pasco.

Pasco officials hope to convince the state roads department to build both routes and create a loop.

“Just have that one on your radar,” Lair said.

Other speakers included Timothy Beard, president of the Pasco-Hernando State College. Help for a performing arts center was among his funding requests.

Brian Anderson advocated for veterans and discussed his nonprofit, Veterans Alternatives, which provides alternative therapies for veterans with Post Traumatic Stress Disorders.

Representatives for Pasco Fine Arts Council, Habitat for Humanity, AMIKids Pasco and the Good Samaritan Health Clinic of Pasco also brought their concerns and talked about their program successes.

Peggy Wood of the Florida Federation of Garden Clubs and Janice Howie of the Nature Coast Chapter of Florida Native Plant Society spoke about environmental issues.

Howie said her organization supported Amendment 1, a constitutional amendment approved by 75 percent of voters to use real estate taxes to purchase land for conservation. In the last legislature, only a fraction of the anticipated $700 million was budgeted for land purchases.

“There is an opportunity to do better this year,” said Howie who is conservation chairwoman.

Wood asked lawmakers to oppose a bill that would bypass local control and give the state sole authority to regulate hydraulic fracturing, often called “fracking,” which is a controversial method of oil drilling.

At least 15 counties in Florida have approved bans on fracking, Wood said.

Texas has passed a bill that bypasses local authority, Wood said. “Now Texas has fracking, whether they (local government) want it or not.”

Pasco wants a say in path of recreational trail

The Florida Department of Transportation is studying the proposed path for the South Sumter Connector Trail, a segment needed to close a gap in the planned 275-mile Coast-to-Coast (C2C) Connector Trail.

Two routes are being considered for the connector, but just one passes through Pasco County. Most of both possible routes is in Sumter County, but the stakes are high for communities in Pasco, Sumter and Hernando counties that envision opportunities for recreation, tourism and economic development.

The completed trail will pass through nine counties and link nearly 20 trails across the state from Pinellas County to Brevard County.

The issue is slated for discussion on Sept. 10, at the 10 a.m. meeting of the Pasco Metropolitan Planning Organization’s monthly board meeting. The session will be at the Historic Pasco County Courthouse in Dade City.

The agenda will focus on gathering public input for a southern route that begins along abandoned rail beds in northeast Pasco, parallels State Road 50, and crosses through the Withlacoochee State Forest. It ends in eastern Sumter.

“The trail is going to be marketed internationally to a very active group of travelers,” said Pasco County Commissioner Kathryn Starkey.

“I think it’s going to be a really good tourism draw for our county,” added Starkey, who also serves on the MPO board.

At one time, the expectation was for the trail route to come through Pasco, but since then, a second northern option was added, Starkey said.

The proposed northern route begins in western Hernando County, and then moves southeast to Sumter along former railroad right-of-way. It would link the towns of Webster and Center Hill, and connect with the Withlacoochee State Trail.

At the Sept. 2 meeting of the MPO’s Citizens Advisory Committee, James Edwards, transportation manager for the Pasco MPO, said, “Let’s move to the next stage. How do we have an impact on the decision?”

The state roads department has no announced public meetings in Pasco on the trail routes and study.

The kick-off meeting for the 18-month feasibility study was on May 7 in the town of Webster. The study is slated to conclude in June 2016.

According to FDOT records of the meeting, nearly 125 people attended, but fewer than 3 percent were from Pasco.

While there was support for the route into Pasco, FDOT records show some hunters objected to the southern route, which they said would disrupt or halt hunting season in the area.

“This (Sept. 10 MPO meeting) is effectively going to wind up being our public meeting,” Edwards said. “The study is still ongoing. Information is coming forward on both these alignments.”

Starkey has sent a letter in support of Pasco’s selection, and has spoken with FDOT officials.

If the route through Pasco isn’t selected, the commissioner said she would continue to pursue completion of a trail that would go through Dade City.

The northeastern area of the county, which is noted for its hilly landscapes, is a popular bicycle destination for many bicycle clubs, said Allen Howell, a bicycle and pedestrian planner with the MPO.

“Pasco County and its citizens are making a big effort to become the bicycle capital of the state,” Starkey said. “It’s important for economic prosperity.”

The “Let’s Do Good Memorial Day Concert” is scheduled for May 28 from 1 p.m. to 7 p.m., at Land O’ Lakes Heritage Park, 5401 Land O’ Lakes Blvd., to benefit the Tunnel to Towers Foundation. Tunnel to Towers provides mortgage-free homes to Gold Star and fallen first responder families with young children, and builds custom-designed smart homes for catastrophically injured veterans and first responders. The foundation is committed to eradicating veteran homelessness and aiding the victims of major U.S. disasters. The event will include vendors, gifts, a Forget-Me-Not Garden, and more.
