Is Dade City poised for a marketing rebrand?

The City of Dade City is in midst of an evolution that undoubtedly will alter the community’s aesthetic  — perhaps for decades to come.

The charming town in East Pasco is poised to see some 14,000 new homes on the books within the next five years, plus a slew of exciting downtown amenities and other unique, adventurous hotspots on the outskirts of town, just outside the city limits.

Drawing attention to Dade City’s past, while embracing it’s future is likely a challenge as the community looks to define its marketing identify. It’s an exercise that’s similar to how Pasco County in 2019 rebranded itself as ‘Florida’s Sports Coast,’ which is intended to capitalize on the county’s wave of youth and amateur recreation facilities. It’s longtime moniker, “Proud Heritage and Promising Future,” may no longer be quite apt — because, as it turns out, the future is happening now.

So, city leaders face this looming question: How does Dade City go about rebranding itself as a tourist destination, and what specifically does it want to promote, to best encourage visitors and foster economic growth amid an unprecedented period?

Melanie Romagnoli, the city’s community and economic development director talked about those issues during two city commission workshops, held in October and November.

“We need to decide who we are and what we want to be,” Romagnoli said, addressing the Dade City Commission. “I think the whole thing about the brand is actually having our vision of what we want our future to be and sticking to it. How can we market the city as a destination, like Clearly Zephyrhills, like Florida’s Sports Coast?”

Following the monthly workshops and three-plus hours of discussion, at least one conclusion is apparent —  much more brainstorming is needed, before the city become serious and throws thousands of dollars to a branding consultant to develop an image profile (photos, videos, graphics, logos) to best promote the town’s features.

Built into the city’s budget for this year is $40,000 toward a marketing and advertising plan, promotional activities and other contractual services.

Before that money (and possibly much more) gets allocated, however, commissioners believe additional input is needed from the community and the public, including local businesses, residents and other stakeholders.

The input could take form in charrettes, surveys, monthly forums, and even door-to-door visits.

Commissioners also agreed that it may be prudent to wait until some new amenities throughout the city are established.

In other words, don’t put the cart before the horse.

“I do think branding right now is a little premature,” Mayor Camille Hernandez said. “There’s a lot of things happening, but I think what we need to do is go back to this community (for input).”

She also added: “I think we’re just a few steps away. It’s right under our noses.”

Mayor Pro Tem Jim Shive likewise was vocal about fostering grassroots community feedback on branding the city for the future.

“I don’t think we have actually talked about a real vision of what we want, or expect from the future, when it comes to development, when it comes to growing the city,” he said. “I think we need to have the public on board with this, especially when you’re talking about branding.”

Commissioner Normita Woodard, too, pointed out that some of the best ideas or designs may first come from a talented local volunteer, which may yield some cost savings instead of hiring an outside branding firm. Woodard also added she’s in “a reserved state” about spending thousands of dollars just yet, as the city is in a transitional period and still navigating the impact of the COVID-19 pandemic.

First things first
In the meantime, sprucing up the city’s downtown is necessary before doubling down on a full-scale rebranding effort, commissioners agreed.

Commissioners expressed concerns on proceeding with a full-on rebrand until noticeable improvements are made along the city’s Community Redevelopment Area (CRA) district in the form of wayfinding signage, speed limit and lighting fixtures, façade improvements and filling commercial property vacancies.

Some solutions could come via a commercial minimum maintenance standards ordinance, which staff is drafting — based on a consensus reached by commissioners to proceed in that direction.

If a maintenance standard is approved, it would require upkeep from property owners and business tenants on building paint, signs, window coverings, dumpster enclosures and fencing or security upgrades. Besides the CRA, standards would likely apply to the city’s main thoroughfares along U.S 301, U.S. 98 Bypass, State Road 52/21st Street intersection, and Meridian Avenue.

Emphasizing the importance of cleaning up the city, the mayor said: “Nobody wants to go to an icky, dirty place.”

Also before spending thousands on branding and marketing, another pressing issue is solving the city’s sizeable commercial building vacancy rate.

It presently exceeds 40% just in the downtown area, Romagnoli said.

“What are the vacancies telling our visitors: That there’s not anything going on. You walk down a street and you see a long wall of nothing but empty,” she said. “What makes them want to go to the next store?”

Commissioner Knute Nathe said it’s a “chicken-and-egg” dilemma that can’t quite yet be fully quantified: “You know, it’s kind of hard to market a place as a destination, without a ton of stuff already there; but it’s hard to bring businesses into town when people aren’t going there,” he said.

One way to create more consistent foot traffic is to have the city retain an event coordinator, Romagnoli suggested. The coordinator could host artisan and craft vendors somewhere downtown each weekend.

Commissioners expressed optimism with that idea.

Branding options abound
Aside from blighted areas, Dade City is beaming with opportunity on the horizon.

The city is in the midst of developing a 2-plus acre downtown park on Church Avenue, slated to include a multi-use water splash pad, bike-share shelter, amphitheater, ADA (Americans with Disabilities Act)-accessible playground, open space, concession area and other amenities.

Just a stone’s throw away is a forthcoming event and entertainment center on Seventh Street, known as The Block.

The site of a former car dealership, and spearheaded by development partners Larry Guilford and Melanie Armstrong, The Block will include a wedding and event venue, outside patio, brewer, catering business, space for food trucks and a CrossFit gym.

Also on Seventh Street is the Dade City Center for the Arts, which has begun making inroads to facilitate community art events, as well as indoor and outdoor arts and cultural exhibits.

Other imaginative and creative marketing and branding possibilities seemingly abound.

Possibilities include leveraging the fun, family friendly experiences at Treehoppers Aerial Adventure Park and Snowcat Ridge, the state’s only snowtubing park, off St. Joe Road. Those attractions are just outside of city limits, but have a Dade City address.

The city also may be able to capitalize on another niche: Its budding reputation for rural, rustic destination weddings.

There are about nine such spots in East Pasco, including several with a Dade City address, Romagnoli said.

The city could consider a branding campaign that hypes local wedding spots, while encouraging other activities nearby, whether it’s biking the local trails and roads, shooting at West Armory’s indoor range, strolling the downtown shopping and dining scene, touring Pioneer Florida Museum, and so on.

The city’s economic director said another opportunity to piggyback on the destination wedding angle, includes attracting photographers, caterers and wedding planners to lease one or multiple empty building spaces downtown.

Yet another branding concept? Promoting the city as a wholesome place to raise a family.

In any case, a challenge going forward will be fighting through some established perceptions and misconceptions, Romagnoli said.

A case in point: Forbes magazine once listed Dade City among “The Best Places to Retire.”

That label no longer fits, or is appropriate, Romagnoli said.

The city’s median age is around 36.

“We’re no longer the best place to retire, but we’re a great place to raise a family,” she said.

Outdoor art exhibit coming to Dade City

“The Heart of Pasco County” moniker will soon be taken on quite literally in Dade City — in the form of an outdoor, permanent public artwork exhibit.

At least 10 or more large-sized heart-shaped sculptures will be installed at city-owned properties in and around the downtown area, per an art proposal OK’d by Dade City Commissioners at a Sept. 10 meeting.

Plans call for 3D metal heart sculptures measuring approximately 36 inches by 36 inches by 8 inches that will be attached to 6-foot steel posts secured to the ground; artwork patterns will differ on each heart structure.

The entire project is being facilitated by the Dade City Center for the Arts (DCCA) and local artist Russ Taylor, who owns and operates Out of Our Hands Gallery on Seventh Street.

DCCA’s board of directors will select various artists to paint the myriad sculptures, enlisting the help of professionals and youth groups alike to submit ideas and designs.

Additionally, the art organization is partnering with Pasco-Hernando State College’s welding program to fabricate metal structures designed to withstand inclement weather and other conditions.

The initiative is to not only spruce up the downtown area, but also use public artwork as a photo opportunity and marketing tool, to encourage residents and visitors alike to stroll throughout city limits. More frills include installing QR codes on each sculpture mapping out the location of other city landmarks and providing information about a particular artist or meaning of the artwork itself.

The entire concept is similar to outdoor art events in other cities that bring together artists’ creativity with a sculptural icon that relates to the city. In Dade City’s case, its official seal has a heart shape surrounded by kumquats in its center.

Some proposed locations for the forthcoming heart sculptures include:

  • Hibiscus Park
  • City Hall/Police station alcove entrance or nearby
  • Green space entrance to Hardy Trail
  • Meridian Avenue/U.S. 301 intersection, near Dade City Heritage and Cultural Museum
  • Naomi S. Jones Park
  • Whitehouse historical landmark on Old Lakeland Highway
  • Lock Street/Hardy Trail intersection
  • Agnes Lamb Park near Meridian Avenue
  • Price Park
  • Watson Park
  • Dade City Garden Club

Calls for artwork are out now. Sculptures are expected to be debuted in late January. There are also plans to organize a “Take Heart” art, music and food walk in mid-February, further showcasing the artwork throughout the city.

City leaders expressed enthusiasm about the forthcoming project.

Said Mayor Pro Tem Jim Shive: “I think art’s a great thing. It’s a great motivator for the young people. I think it’s going to be great to have art in Dade City.”

Mayor Camille Hernandez added: “We look forward to seeing it come to fruition, and just adding that creative touch and some excitement for the town.”

Dade City staffers are likewise “very supportive” of the installation of public art objects, said Melanie Romagnoli, city’s community and economic development director.

“Coming from a staff perspective, for the locations within our CRA (Community Redevelopment Area) as well as in our comprehensive plan for the entire city, public art is encouraged as part of an attraction as a destination for people to come visit,” Romagnoli said.

A final agreement at the administrative level is expected to make DCCA responsible for repairing any wear-and-tear the sculptures incur, like if the original paint fades or chips.

Aside from heart-shaped sculptures, the DCCA, too, has ideas for other community art projects.

The group is expected to facilitate a wall mural visible from the Hardy Trail, that would be painted on the exterior of a nearby building.

Like with heart sculptures, the DCCA would similarly arrange for a mural’s funding and labor, pending city approval.

Medical marijuana dispensaries allowed in Dade City

Medical marijuana treatment centers and dispensaries may now set up shop within certain areas of Dade City.

Dade City Commissioners on Jan. 28 adopted an ordinance revising the city’s land development regulations to make the treatment facilities a permitted use in the city’s general commercial zoning district, and an allowed use in commercial and employment center planned development districts.

More specifically, the ordinance lets medical marijuana facilities be situated along U.S. 301/U.S. 98 south and north of town, and certain pockets of the Community Redevelopment Area (CRA) district, while avoiding much of the city’s historic downtown main street and central business district.

The ordinance requires any future standalone pharmacies and drugstores to locate within those aforementioned districts, as Florida statutes prevent municipalities from enacting regulations that are more restrictive for dispensaries than for traditional pharmacies.

Also, the ordinance includes language establishing regulations for hand-rolled cigar manufacturing within city limits, something the city had not addressed.

Hand-rolled cigar facilities would be a conditional use, permitted use or allowed use in as many as 10 different types of business or planned development zoning districts.

The commission’s action on the ordinance’s second reading was approved 3-2, with Scott Black and Eunice Penix voting no. The city passed a first reading of the ordinance on Jan. 14 by the same vote. No one from the public weighed in on the issue at either reading.

The city previously had a series of concurrent moratoriums on medical marijuana treatment centers within its municipal limits dating back to 2016, to study its possible impacts.

In September, city commissioners directed city staff to draft an amendment to the city’s land development regulations that would change that, and allow medical marijuana dispensaries in specified areas.

In other action, commissioners:

  • Adopted an ordinance of an annexation petition for JDR Investments Inc., for a 0.41-acre parcel located at 14836 U.S. 301, considered an enclave within the city
  • Adopted an ordinance of an annexation petition for Esplanade Communities of Florida, for a 0.22-acre parcel located at 36221 State Road 52, which was previously not discovered in the subdivision approval process
  • Renewed a one-year contract extension agreement with Wood Environment & Infrastructure Solutions Inc., for general planning and engineering services

Dade City police officer honored

The 30-year-old Velez, a four-year veteran of the agency, was dispatched on Oct. 9 to a reported overdose on Hillside Lane in Dade City. When he arrived, he found a 23-year-old woman lying on the ground, unresponsive, with no sign of pulse or breathing.

Recognizing the symptoms of an overdose, he administered his officer-issued Narcan spray, which the police department had received through a donation eight weeks earlier from the Recovery Epicenter Foundation.

Shortly after he administered the Narcan, the woman began breathing and Velez could detect her pulse. Then, Pasco County Fire Rescue arrived and stabilized the woman, whom they transported to a local hospital, where she survived.

Dade City Police Chief James Walters presented Velez with a challenge coin inscribed with the Latin phrase, “Semper paratus, mitte me,” which translates to, “Always ready, send me.” It is the second coin Chief Walters has presented to an active member of the city’s police department. The other was given to Sgt. Robert Tungate in May, for his efforts in trying to rescue a victim from a house fire.

Dade City Mayor Camille Hernandez commended Velez for his “heroic act,” adding, “It is those kinds of things that make our police department so special.”

Public roundtables for downtown splash park
Dade City officials want to hear local residents’ thoughts regarding the design and amenities they’d like to see for a planned downtown splash park/bike hub project.

Two public charrettes are planned to collect that input. They are scheduled for 6 p.m., on Feb. 17 and Feb. 24, at City Hall, 38020 Meridian Ave., in Dade City.

The meetings will include a small presentation of the park, followed by a brainstorm of suggestions and ideas from residents and stakeholders.

The splash park and bike hub are planned on a 2.23-acre parcel at 3772 Church St., which borders the Hardy Trail and is diagonal from The Greater Dade City Chamber of Commerce building.

A preliminary concept plan for the project calls for a multi-use water splash pad, bike-share shelter, amphitheater, Americans with Disabilities Act (ADA)-accessible playground, open space, a concession area and other features.

The project will likely be completed in phases over the next several years, starting with the bike hub, which could break ground this year, in partnership with Pasco County’s tourism office.

General election set April 13
Three seats are open on the Dade City Commission for this year’s election cycle.

The offices to be filled are for Groups 3, 4 and 5 — as terms expire for commissioners Jim Shive, Nicole Deese Newlon and Eunice Penix, respectively.

The election qualifying period will begin at noon on Feb. 11 and end at noon on Feb. 18.

The general election is April 13. The polling place for the election will be at Precinct 1 at First Baptist Church, 37511 Church Ave. Polls will be open from 7 a.m. to 7 p.m.

Those newly elected will serve a four-year term through April 2024.

Cannabis dispensaries coming to Dade City?

The Dade City Commission during a workshop session directed city staff to draft an amendment to the city’s land development regulations that would allow medical marijuana dispensaries within one of the city’s zoning districts.

Commissioners, at their Sept. 24 workshop, indicated that the dispensaries should be allowed in the general commercial zoning district.

That zoning district generally spans U.S. 301/U.S. 98 south and north of town and certain pockets of the Community Redevelopment Area (CRA) district, but avoids much of the city’s historic downtown main street and central business district.

The amended ordinance would require any future standalone pharmacies and drug stores to locate within the general commercial district only, as Florida statutes prevent municipalities from enacting regulations that restrict dispensaries more so than traditional pharmacies.

However, existing pharmacies in other zoning districts would be grandfathered in and would be able to continue to operate as a legal non-conforming entity.

The workshop session set direction only.

Any drafted ordinance will come before the city’s planning board and have two public hearings before a formal commission vote.

The majority of commissioners concurred that limiting dispensaries and pharmacies to the general commercial district would offer convenient access for local residents facing debilitating conditions, and still preserve the historical integrity of the downtown area’s specialty shops and mom-and-pop businesses.

“The general commercial (district) seems to accomplish what we’re trying to do,” Dade City Mayor Camille Hernandez said. “We’re trying to find places within our municipality limits that we can have these (medical marijuana) facilities without adversely affecting merchants’ concerns, but also be sensitive to the needs of folks that are in need.”

Commissioner Jim Shive agreed the general commercial district “seems to have less impact to the direct downtown around the merchants,” but noted he is concerned about some existing pharmacies being deemed legal nonconforming.

“I think we all want to be very compassionate people,” he said, “but we all want to do the right thing.”

Commissioner Scott Black was the lone commissioner who favored an outright ban medical on marijuana treatment centers within the municipality.

He said dispensaries are “readily available” throughout Pasco County and have become more accessible compared to a few years ago.

The county presently has three medical cannabis dispensaries in New Port Richey and another situated near the Land O’ Lakes-Lutz county line.

“It’s much more convenient to go 20 miles now than it was before (Amendment 2) was passed when you couldn’t get it at all,” Black said.

Black also had reservations about any dispensary ordinance that could prevent a locally owned pharmacy or drugstore from opening up somewhere downtown.

Black observed: “Keep in mind, what you have is a goal for a livable, workable downtown, in terms of if you want a pharmacy downtown or don’t.”

Since 2016, the city has enacted five six-month moratoriums, or temporary ban, on the sale of medical marijuana while staff researched its potential impacts on the community.

The latest six-month moratorium expired Sept. 21. If no action is taken, dispensaries could theoretically locate in multiple zoning districts, including the historic downtown area.

It’s not the first time commissioners have sought to allow dispensaries in designated areas.

The commission earlier this year directed staffers to draft an ordinance that would have permitted dispensaries in all zoning districts where the city allows pharmacies, except in the CRA district.

However, the city’s planning board recommended denial of the drafted ordinance, primarily due to language that makes existing pharmacies and drugstores in the district legal nonconforming uses.

The planning board subsequently recommended the commission to extend the moratorium, which they did.

At the latest workshop, new Dade City Senior Planner Melanie Romagnoli pointed out the previously drafted ordinance wasn’t exactly kosher, because the CRA district isn’t truly a business zoning district. “We would have to rezone everybody in the downtown to a certain district and then ban it from that certain district to practice zoning law,” she explained.

When asked by the commission for a recommendation, Romagnoli all but endorsed allowing dispensaries within city limits in some form or another.

“Coming from a pure zoning standpoint, I don’t view medical marijuana as the recreational pot that a lot of people are concerned about,” the city planner said. “It’s heavily controlled, it’s heavily regulated, and you have to have a prescription to get, so I view that particular product as going to get your prescription antibiotics, and my personal opinion is we should not regulate what is sold inside of a pharmacy if it’s already regulated at the state and federal levels. I don’t want to deny medical access to those who may need it.”

The mayor followed that sentiment, saying dispensaries should to be examined in a “medical context” to serve local residents stricken with illnesses like cancer, glaucoma and so forth.

Said Hernandez: “My heart just can’t do anything but go, ‘Hey, wow, there’s a condition and a need that needs to be addressed that we can provide access to.’ You can argue about the location of it and all that, but still having access to it is very important.”

Zephyrhills is crowing about clean neighborhoods

Rocky Rooster isn’t out to ruffle anyone’s feathers. He just wants to crow about strutting through clean neighborhoods in Zephyrhills.

On July 25 from 9 a.m. to 1 p.m., Rocky Rooster will be the mascot and booster of neighborhood pride at the first city-sponsored neighborhood cleanup day.

“We’re really trying to get the word out,” said Gail Hamilton, director of the city’s Community Redevelopment Area.

The focus area for the cleanup is between Seventh Street and 11th Street, and 11th Street and Sixth Avenue, near downtown.

Fliers are being mailed to property owners. Code enforcement officers are personally delivering fliers to residents living within the cleanup’s focus area.

The campaign slogan is “Make our city something to crow about.”

The program emerged after City Manager Steve Spina asked city department heads to discuss how to improve code enforcement.

Organizers want to convey the message that the city and residents can work together to clean up the neighborhoods.

“We just thought some people are overwhelmed and don’t have vehicles to haul junk to the landfill,” said Hamilton. “It’s like a carrot instead of a stick. We’re really trying to rid the focus area of detrimental items that have accumulated over the year.”

Still, there could be consequences for residents who opt out of the cleanup.

“If they don’t use our services, code enforcement will come behind and start issuing citations,” Hamilton said.

On cleanup day, dumpsters will be placed at Eighth Street and Eighth Avenue. City crews will clean up rights-of-way and alleys. Residents will be asked to haul trash and junk to the curb for pickup. Volunteers from the city will pitch in when needed.

Hamilton noted that the area has some elderly residents who may not be physically able to do the clean up work.

No hazardous waste, such as paint and chemicals, will be accepted.

City officials hope residents will join the cleanup and have fun at the same time.

They’ve taken a light-hearted approach with Rocky Rooster — a nod to the chickens and roosters seen frequently roaming the neighborhood.

“You like the chickens, or you hate them,” Hamilton said. “We decided to take a negative and make it fun.”

Residents who participate in the cleanup can enjoy a community block party afterward, with hot dogs and drinks. They also can chat with the city’s department heads, including Hamilton and Spina.

Because this is the first time the city has done this, officials don’t know how many residents will participate or how much the program will cost the city.

Once that is determined, plans are to develop a budget and schedule a second cleanup in another neighborhood.

Eventually the city hopes to cover all neighborhoods within the 500 acres of the redevelopment area.

“We’ll keep working at it until we get it done,” Hamilton said.

The “Let’s Do Good Memorial Day Concert” is scheduled for May 28 from 1 p.m. to 7 p.m., at Land O’ Lakes Heritage Park, 5401 Land O’ Lakes Blvd., to benefit the Tunnel to Towers Foundation. Tunnel to Towers provides mortgage-free homes to Gold Star and fallen first responder families with young children, and builds custom-designed smart homes for catastrophically injured veterans and first responders.
