New retail popping up along busy highway corridor

Total Wine & More kicked off its grand opening at Cypress Creek Town Center in celebratory fashion — with giveaways, a live band and a festive atmosphere.

The wine and beer emporium is the newest retail at the expanding town center, off the Interstate 75 interchange at the State Road 54/State 56 corridor.

The commercially vibrant corridor is a magnet for economic development in the heart of Wesley Chapel and Land O’Lakes, stretching over through Odessa to Trinity.

Retail and restaurants are chasing the booming rooftop construction — with residential growth in Pasco County breaking records.

As the pandemic recedes, established residents and newcomers alike are eager to be out and about.

And, they’re finding plenty to do.

Plus, more options are on the way.

County permits, signs planted on the roadside and company websites provide a snapshot of what’s under construction and what’s on the future horizon.

An ale house, a fitness studio; fast-food and dine-in restaurants; a Krispy Kreme; and two specialty car washes are among the new and coming attractions.

Established shopping meccas such as the Tampa Premium Outlets, The Shops at Wiregrass, and Cypress Creek Town Center are expanding their store directories, as new tenants take up residence.

Total Wine & More slipped into a spot at Cypress Creek Town Center that was once occupied by the specialty grocer Earth Fare.

Troy Rice, chief operating officer for Total Wine & More, said the former grocery store space was a good fit for his company.

The plumbing and electrical work had been done, and Total Wine knew it had a gap in its coverage area, Rice said.

An appreciative crowd of wine and beer aficionados packed the store’s grand-opening festivities.

Other new developments coming to Cypress Creek Town Center include Carrabba’s Italian Grill, and new apartments that will be built near the Hyatt Place hotel.

A Harley-Davidson dealership is coming to the area, too. It will be on Wesley Chapel Boulevard, across from the town center’s entrance at Pondside Drive.

Meanwhile, there’s new activity at the Tampa Premium Outlets.

Miller’s Ale House is coming to an outparcel along the Wesley Chapel Boulevard entrance into the mall. And Zaxby’s Chicken Fingers & Buffalo Wings, and Chicken Salad Chick will settle into parcels bordered by Wesley Chapel Boulevard and Sun Vista Drive.

Fazoli’s Italian Restaurant is among the shops that will be settling in, at the Shoppes at Cypress Creek, on State Road 54, west of Cypress Creek Town Center.

The Shops at Wiregrass, near the intersection of State Road 56 and Bruce B. Downs Boulevard, has recent new tenants that include Sephora, Optimal Wellness, Perfume Palace and Gold Mine jewelers.

The mall’s coming-soon list includes JABZ, a boxing gym; Sky Jewels; Spirit, a Halloween costume store; and Fresh Produce Market, a produce stand in the parking lot of Dillard’s.

A shopping center next to Florida Avenue Brewing — at State Road 56 and Arrowgrass Drive — has attracted Green Market Café; Fyzical Therapy & Balance Center; and Lufka, an environmentally friendly health and beauty shop.

New development is coming to Land O’ Lakes, too.

Grand openings aren’t planned yet for the Shoppes at Cypress Creek, but construction is underway on State Road 54 next to the Circle K convenience store, west of the town center and outlet mall.

Signs tout Fazoli’s Italian Restaurant and Woodie’s Wash Shack at 24749 State Road 54. Additional tenants are anticipated.

Woodie’s car wash promises a “fun and funkie” experience, according to a marketing video. The beach-themed car wash acquired 11 sites in the Tampa Bay area, with expectations of turning on all its washing spigots by the end of 2021.

Beach vibes, coconut smells and a light show inside the car wash add up to family fun, with a final touch of vacuuming and sweeping out car trash at “Muscle Beach.”

Heading west along State Road 54, Krispy Kreme has planted a sign in a vacant parcel, just west of Camp Indianhead Crossings shopping center. So far, though, no permits have been filed.

The Shoppes at Ballantrae — west of State Road 54 and U.S. 41 — is expanding its commercial offerings, with a Valvoline shop on Aprile Drive, and another Woodie’s Wash Shack at 17322 State Road 54.

Santander Consumer USA and Rasmussen University are locating in the space previously occupied by the Super Target store, at Suncoast Crossings, off State Road 54.

On a vacant parcel opposite from the Shoppes at Ballantrae, there’s an Aldi sign staked in the ground.

Matt Thon, Haines City division vice president for Aldi, didn’t provide details on the chain’s plans in Land O’ Lakes.

However, in a written statement, he reported that Aldi has “secured property in Pasco County with hopes to service more customers in the area.”

First Watch, Starbucks and AutoZone are settling in, near the intersection of State Road 54 and Sunlake Boulevard.

Starkey Ranch Business Park, which opened last year with fare such as The Wicked Pour, Tropical Smoothie Cafe, and Encore Nail Salon, is adding Capriotti’s Sandwich Shop and Butcher’s Mark Fresh Meat & Marinades, at State Road 54 and Heart Pine Avenue.

The sandwich chain’s website currently shows no restaurants in Florida.

The Preserve Marketplace at South Branch and State Road 54 will add Chipotle Mexican Grill and Lin China restaurant. The shopping center is anchored by Publix GreenWise, and last year opened with tenants that included CVS Pharmacy and Panera Bread.

Suncoast Crossings, which lost an anchor store when the Super Target closed more than four years ago, is undergoing a revival.

First Watch and Starbucks have new locations, near the intersection of State Road 54 and Sunlake Boulevard.

The approximately 115,000-square-foot building is being remodeled for two tenants – Santander Consumer USA and Rasmussen University.

Santander anticipates adding about 875 jobs. Rasmussen will bring in hundreds of students.

Shoppes at Crossings Boulevard is a new strip mall built on outparcels of Suncoast Crossings shopping complex.

Tenants will include Touch Nail Spa; Beyond 2020 Vision Specialists; PT Solutions, a physical therapy clinic; Jimmy John’s Sandwich Shop; Smoothie King; and Hot Worx, an infrared/sauna fitness studio.

Hot Worx, set to open July 15, is a new venture for Debbie Upright, a former pharmaceutical representative and her husband, Scott, a retired dentist.

The infrared-heated fitness studio will be open 24/7. Memberships and walk-ins are welcome for a variety of isometric workouts, yoga, Pilates and spinning.

Upright said she and her husband considered various sites, but said the area’s robust activity was a key consideration, in selecting where to set up shop.

“This is a prime location,” she said.

Pasco is ushering in 2021 with more shops, restaurants

Shopping centers along State Road 54 and State Road 56 are continuing to attract more new stores and restaurants.

The Cypress Creek Town Center, Tampa Premium Outlets, The Preserve Marketplace, the Shoppes at Crossings Boulevard, Starkey Ranch Town Square, Starkey Ranch Business Center, The Shops at Wiregrass and the Grove at Wesley Chapel are building and remodeling in anticipation of new openings.

Total Wine & More is moving into the Cypress Creek Town Center in space formerly occupied by the Earth Fare grocery store.

The building, at 25535 Sierra Center Blvd., will undergo “interior alteration” for a remodel, according to a permit filed with Pasco County.

The town center, at the juncture of Interstate 75 and state roads 54 and 56, soon also will have a grand opening for Floor & Décor, now under construction on Sierra Center Boulevard. And, a Good Feet Store is on tap for the boulevard, too, according to county records.

A Hooters restaurant is under construction at the Shoppes at Crossings Boulevard at State Road 54 and Suncoast Parkway.

Across from the town center, construction is underway on an outparcel at Tampa Premium Outlets for a Tidal Wave Car Wash. A Zaxby’s restaurant also is anticipated. Recent arrivals at the outdoor mall include Main Event, Cigars International and Rock & Brew restaurant.

Along State Road 54, west of U.S. 41, online shopping will get a boost from an Amazon shipping center under construction at 17030 Mentmore Blvd. The facility is within the Bexley by Newland master-planned community, at the intersection with Bexley Village Drive.

E sushi & grill is open at the Starkey Ranch Town Square, at Gunn Highway and State Road 54 in Odessa.

The Shoppes at Crossings Boulevard, west of Bexley, is completing a makeover with a Hooters restaurant under construction. And, Pasco County just sealed a deal to bring Santander Consumer USA to occupy a portion of the former Target Superstore. The deal includes bringing 875 new jobs to the county.

Rasmussen College also previously submitted plans to the county, indicating it would occupy 44,000 square feet in the former big box retail store.

Further west, The Preserve Marketplace and two shopping centers by Starkey Ranch, off State Road 54, have construction work in progress. But, some shops and restaurants are open.

Amazon is building a shipping center at 17030 Mentmore Blvd., at the Bexley at Newland community, off State Road 54 and Suncoast Parkway.

CVS Pharmacy is open at The Preserve, along with the anchor grocery store, Greenwise. Majik Touch Cleaners is open, and 100 % Chiropractic is coming soon. Other businesses coming are Heartland Dental,  Chipotle, Panera Bread and Papa John’s.

At Gunn Highway and State Road 54, Publix is the anchor of the Starkey Ranch Town Square. Other tenants include e sushi & grill, J. Joseph Salon, The UPS Store, Polish The Nail Bar, and Zampelli’s Pizza and Pasta restaurant.

At Heart Pine Avenue, the Starkey Ranch Business Center hosts shops and restaurants including The Wicked Pour, Tropical Smoothie Cafe, Yoga Six and Hungry Greek restaurant.

The Shops at Wiregrass, off State Road 56 and Bruce B. Downs, and the Grove at Wesley Chapel, off State Road 54 west of Interstate 75, both are welcoming new stores and restaurants, too.

The Grove is in the midst of a major makeover, in progress, following the $64 million purchase of the shopping center by Mishorim Gold Properties in 2019.

The company is investing more than $110 million to renovate the Grove. Plans include a shipping container park – known as KRATE – with shops, offices and restaurants. A stage will feature daily live entertainment. A dog park and a playground will build on the overall design in promoting a community place in Wesley Chapel.

On its Facebook page, the Grove recently began teasing to future tenants at the container park with the “12 Days of KRATEmas.” Among the tenants are 365 Café Italiano; ATO, specializing in sushi and burritos; Provisions, with specialty coffees and an artisan café menu; and The Cake Girl.

Floor & Décor will open soon at Cypress Creek Town Center in a shopping center on Sierra Center Boulevard. Also, a Total Wine & More is slated to move into the Earth Fare space.

RAW, a workspace collaborative, held a grand opening Dec. 3.

In addition, Prime Barbershop and Brooklyn Water Bagels recently opened. King of the Coop, a Nashville hot chicken eatery, soon will open, too, according to the restaurant’s Facebook page. It will be the second location for King of the Coop, currently located in the restaurant-rich Seminole Heights neighborhood in Tampa.

County permits also show Best NY Pizza Worx is coming to 6027 Wesley Grove Blvd., in the Grove.

The Shops at Wiregrass has opened, or will soon open, 11 new shops, according to a news release from the mall.

New shops are Beauty In Abundance, a beauty, hair care and make-up shop; Crimson Chain Leatherworks, specializing in costumes and accessories for Renaissance fairs, fantasy and historical reenactments; and Arega NY, a swim and activewear boutique.

Additional stores include a lululemon Pop-Up, specializing in yoga-inspired and athletic clothes for women and men; Chuck Lager’s American Tavern, a family restaurant with a classic menu of pasta and burgers; GO! Calendars Games and Toys; Ornament Shoppe, with decorative and personalized ornament selections; Design Hut, a boutique with personalized gifts including custom shirts; Hickory Farms, featuring cured meats, cheeses, wine pairings and hand-picked fruits; and, Fit2Run, a superstore with brand name athletic footwear, running apparel and accessories.

Sephora, a makeup and accessories boutique, is slated to open in spring 2021.

Pasco keeps growing, despite COVID-19

Business in Pasco County is coming back to life as residents, weary of a pandemic-enforced lockdown, venture back to the world of shopping and dining.

There are hopeful signs for commercial rebirth.

Parking lots at malls and shopping centers are filling up again.

But, it’s not just the established businesses that are reviving Pasco’s economy. Business owners and developers continue to invest in new retail especially along one of the county’s busiest east/west corridors – State Road 54 and State Road 56.

On State Road 54, west of U.S. 41, The Preserve Marketplace and two retail centers at Starkey Ranch are adding shops, restaurants, health care services, and offices.

At Bexley Ranch, in Land O’ Lakes, land is being cleared and leveled on Lot A for the Bexley South Office Park, off Bexley Village Drive, near Springhill Suites.

A Crunch Fitness is scheduled to open Aug. 25, off State Road 54 in Trinity.

Meanwhile, on the State Road 54/56 corridor east of U.S. 41, there are new developments, too.

Near the juncture of State Road 56 and Interstate 75, a banner announces that Tidal Wave Auto Spa is coming to an outparcel at Tampa Premium Outlets.

In the same general area, Main Event, a 50,000-square-foot entertainment venue, celebrated its grand opening less than two weeks ago.

And, another Crunch Fitness is planning to open in October in the old Winn-Dixie location, off Collier Parkway and State Road 54, in Land O’ Lakes.

The Collier Parkway location is a great choice for a fitness gym because it’s along a high traffic corridor, said Geoff Dyer, president of Crunch Fitness. “It’s in the heart of the (Land O’ Lakes) neighborhood,” he said.

During the COVID-19 shutdown, work continued on the Trinity and Land O’ Lakes locations, Dyer said, adding, “for all intents and purposes, we haven’t seen any slow-down in our developments.”

He noted that Crunch Fitness gyms shut down for about two months at the start of the pandemic, but now the gyms are open and adhering to safety guidelines of the Center for Disease Control and Prevention.

“Membership has returned to about 95% of what it was pre-shutdown,” Dyer said.

While activity, in general, appears to be picking up and new construction continues to kick up dirt — a cloud hovers over business decisions due to the uncertain nature of COVID-19.

Ralph Santell and his family moved to Starkey Ranch and began plans to open Santelli Pizza & Pasta nearly three years ago. They saw the growth happening in Pasco.

His storefront is at Starkey Ranch Town Square, a plaza located at State Road 54 and Gunn Highway. A few tenants in the center, including J. Joseph Salon, are open.

Santell plans to open by September, possibly with outdoor dining and takeout. He said he’ll decide closer to opening whether he’ll initially offer indoor dining.

“That (COVID-19) has been an extra challenge that influences things on a daily basis,” Santell said. “It’s been hard to navigate the whole COVID-19 situation. We take it one day at a time.”

Santell also owns a restaurant in the Westchase subdivision in Hillsborough County. That restaurant closed, then reopened, but is now closed again — except for takeout.

Another Starkey Ranch retail center at State Road 54 and Heart Pine Avenue – Starkey Ranch Business Park – also has a roster of tenants slated to open, including The Wicked Pour, Tropical Smoothie Café and Hungry Greek.

The pandemic slowed opening plans, but construction on the retail park is nearly finished.

“All of these are coming along,” said Matt Call, project director for Starkey Ranch. “With COVID-19, things take a bit longer.”

Additional outparcels at both retail centers are available for development — though it could take longer to get projects going, Call added.

Typically, residential construction is a key to spurring on new retail, Call said.

He said Starkey Ranch and Bexley by Newland are the top residential sellers in the Tampa Bay area. Together, they add about 800 residential units annually to Pasco, he said.

Pasco also is on an apartment building spree with about nine complexes planned or under construction.

Near the Tampa Premium Outlets and Cypress Creek Town Center, Brightwork Crossing apartment complex is attracting new renters to the commercial epicenter of the Wesley Chapel area.

Two Altis apartment complexes, one by Wiregrass Ranch on State Road 56 and a second on South Branch Boulevard at Starkey Ranch, are adding to Pasco tenant population.

Bainbridge Sunlake is an upscale apartment complex being built at State Road 54, and Mentmore Boulevard, next to The Shoppes at Sunlake Centre.

A new standalone Starbucks is coming soon to the Sunlake shopping center, as well.

Retail developments, including The Preserve Marketplace, are adding new tenants, including the recently opened anchor store – Greenwise. Majik Touch Cleaners is open, too.

Other tenants with plans to open include Chipotle, Heartland Dental and CVS Pharmacy.

“It’s going to be a cool little plaza when it’s done,” Call said. “I think Pasco is going to continue to grow. There’s no doubt in my mind.”

No easy fix for local traffic jams

An elevated toll road flying over U.S. 41 could split the community and shut down some longstanding Land O’ Lakes businesses, according to area business owners who spoke at a public hearing about redesigning the intersection at State Road 54 and U.S. 41.

They told representatives of the Florida Department of Transportation that a “no build” option is the best choice, at least for now. Several suggested that a by-pass to direct traffic around the intersection would work better than an elevated State Road 54.

More than 100 people took part in the public hearing on Dec. 10 at the Myrtle Lake Baptist Church, off State Road 54.

Those attending could see exhibits of proposed road construction, could watch a video and could offer public comment.

“We are not against development, but development should not be done for one group at the expense of so many others,” said Elayne Bassinger, president of the Central Pasco Chamber of Commerce.

Bassinger renewed an earlier request for the state transportation department to schedule workshops to permit a more in-depth discussion of the issues for residents and business owners.

While some favor a no-build option, others want solutions for an intersection that often is described as being “a nightmare.”

About 99,000 vehicles per day cruise through the intersection, according to state data. By 2040, state highway officials predict that to more than double — with an estimated daily count of 208,000 vehicles.

John Spear moved into a subdivision off State Road 54 in 2010.

He said he and his wife often sit in traffic for five minutes or more.

When they first arrived in Land O’ Lakes, he said, “Traffic used to be light. Now the lanes are full. I’m appreciative of something like this being done. It looks like a lot of thought has gone into this.”

Stephen Riddell, a Canadian snowbird, recently returned from Ontario. “In the last six months traffic has increased tremendously,” he said. “I think improvements are needed. I don’t know which alternative yet.”

But, some think an elevated roadway would essentially be a wall, separating Land O’ Lakes and Lutz.

They said the purpose of the new interchange seemed to offer more benefits to motorists from other counties, including Pinellas.

“The Land O’ Lakes community deserves to be more than a high-speed avenue carrying cars east and west through our community,” said Ann Childers. “No build, that’s the only thing I could vote for as a resident in good conscience.”

The state department of transportation is conducting a study to evaluate the project before settling on the design and type of improvements for the intersection. The completion date for the study is spring 2016.

About $3.4 million is available for design work. However, no money is budgeted to purchase rights of way, or for construction.

Improvements to the intersection are among Pasco County’s 2015 list of top 10 traffic priorities.

Two construction alternatives would elevate State Road 54 over U.S. 41, and both would have toll lanes. A no-build option is possible, too.

One proposal for the State Road 54 flyover would cost about $160 million. That would require about 70 acres in rights of way. About 24 businesses could be relocated based on loss of property, according to state transportation data.

The new intersection would have four through lanes on U.S. 41 in each direction, two through lanes at-grade and two elevated lanes on State Road 54.

The more expensive alternative would cost about $180 million, and would require about 30 acres in rights of way. No additional lanes would be added to U.S. 41, and turn lanes would not change. There would be two through lanes at-grade and two elevated through lanes, again on State Road 54.

Under this option, six businesses could potentially be relocated including Russell Adams Realty, MCOR Automotive, Pinch a Penny, Hungry Howie’s Pizza, McDonald’s, 7-Eleven and CVS Pharmacy.

Keystone Community Church also could be in the pathway of construction.

The hearing was intended to gather input from the public, and that will be considered before a decision is made, said Kirk Bogen, environmental management engineer for FDOT in District Seven.

“They are both viable alternatives,” he said. “We’re coordinating with county planners.”

Bogen said the no-build alternative also remains an option.

Meanwhile, property owners say they are in limbo.

“It’s the waiting game until they decide,” said Russell Adams, owner of Russell Adams Realty on U.S. 41. “You can’t build more, and it’s hard to sell.”

Adams said he can see that something has to be done, but said poor planning has been the problem.

Thousands of homes in new subdivisions have been approved over the years, and he said, “They know when you plan homes, you’ll have 2.5 cars (per home).”

Trinna Van Nostrand’s family has owned a bar on U.S. 41 since the mid-1970s. It was known as Sam’s Place when her father operated it, and mostly recently as Rock Harley Saloon.

Like many business owners, Van Nostrand said the previous widening of U.S. 41 chopped off part of her property. The bar now sits a few feet off the road.

The new road project could chop off even more land.

“If they are going to take my building, I don’t want to spend a lot of money on it,” she said. “I’m fortunate to have enough in the back to move back, but being in limbo, I can’t do anything.”

Overpass at State Road 54 and U.S. 41?

The Florida Department of Transportation is hosting a meeting to gather public comments on a proposed overpass at the intersection of U.S. 41 and State Road 54.

The event, which includes an open house and formal presentation, will be on Dec. 10 from 5:30 p.m. to 7:30 p.m., at Myrtle Lake Baptist Church, at 2017 Riegler Road in Land O’ Lakes.

The presentation will be made at 6:30 p.m. The state is seeking public comment on two recommended options to address traffic problems at the intersection.

Both options would elevate State Road 54 over U.S. 41, and would require relocating some businesses and purchasing land for the project.

Businesses that could be in the path of the roadwork include Tibbetts Lumber Co., the CVS pharmacy, MCOR Automotive, a discount mattress shop, and Pinch A Penny patio and pool supply shop.

The state department of transportation is conducting a study to evaluate the project before settling on the design and type of improvements for the intersection. The study’s completion date is spring 2016.

Area business owners and the Central Pasco Chamber of Commerce had hoped for additional opportunities to discuss the matter.

On Oct. 30, the chamber sent a letter to the state agency requesting a public workshop. Pasco County Commissioner Mike Moore also brought up the request at a Nov. 12 meeting of the county’s Metropolitan Planning Organization.

State transportation officials were at that meeting to present the 2015 priority list for county road projects.

However, they said the public hearing is the only meeting on the schedule.

“Sometimes with workshops you have more time to discuss an issue than at a public hearing,” said Elayne Bassinger, president of the Central Pasco Chamber. And, area business owners, she said, “want an opportunity to speak.”

No one doubts that improvements are needed at the heavily travelled intersection.

According to the state transportation department, the intersection’s crash rate is higher than the state average.

About 99,000 vehicles per day travel through the intersection, but by 2040, state highway officials predict an estimated 208,000 vehicles per day.

Both highways are part of the county’s evacuation route, and they also are regional roadways for trucks that deliver goods to and from Tampa International Airport, Port Tampa Bay and Port Manatee.

One alternative would cost about $160 million in total, including about $91 million for more than 70 acres of rights of way. More than 40 parcels, including existing businesses at the intersection, would be affected. About 24 businesses could be relocated, according to state transportation data.

The new interchange would provide four through lanes on U.S. 41 in each direction, two through lanes at-grade and two elevated lanes on State Road 54.

The other alternative would cost about $180 million in total, including about $50 million for nearly 30 acres of rights of way. About 20 parcels would be involved, but only six businesses would be relocated, according to state data.

Under this option, no additional lanes would be added to U.S. 41, and turn lanes would not change. There would be two through lanes at-grade and two elevated through lanes on State Road 54.

Draft documents describing the project are available to the public through Dec. 21 at the Land O’ Lakes Branch Library, at 2818 Collier Parkway in Land O’ Lakes. They also can be viewed at the state transportation department’s District Seven office at 11201 N. McKinley Drive in Tampa.

Statements, and exhibits and oral comments, will be accepted at the hearing. Also, all exhibits or statements must be postmarked or emailed no later than Dec. 21 to be part of the official public hearing record. A court reporter also will be available at the hearing for one-on-one comments.
