Redevelopment projects are making progress

Efforts are continuing on several projects being spearheaded by the Zephyrhills Community Redevelopment Agency (CRA).

Gail Hamilton, the director of the CRA, served up several updates on projects during a monthly November meeting at Zephyrhills City Hall.

For instance, CRA staffers are continuing to work with firms Furr, Wegman & Banks P.A., and BGE Inc., on the design of the “Little But Loud” downtown entertainment backyard hub, Hamilton said.

Staffers also are soliciting help from Main Street Zephyrhills Inc.’s design committee to review various proposals and criteria, she said.

The venue — to be developed on a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street — is expected to feature food trucks, vendor carts, games, live music, public art installations and various seating areas.

A more specific concept plan, with pictures, is expected to be presented at the Dec. 27 meeting.

That will give the board an opportunity to “see what we’ve been working on,” Hamilton said.

The venue site was once home to a Disabled American Veterans chapter building, and is situated just a block north of Fifth Avenue and adjacent to City Hall.

Hamilton also updated the board on work being done for the Hercules Park redevelopment project.

She said survey crews are expected to wrap up their duties for the park redevelopment project by Dec. 20, paving way for the design process to begin in early 2022.

The 12-acre park property is located at the corner of County Road 54 and Gall Boulevard. It’s expected to feature a multi-purpose trail, playfield, nature playground and picnic area, among other elements.

Also, the CRA director mentioned security cameras will be installed in Clock Plaza along Fifth Avenue, before the end of this year.

Clock Plaza — situated two blocks east of U.S. 301 in the city’s historic downtown district — is patterned after an old-fashioned town square that features a gazebo-style bandstand, a decorative clock, landscaping, and downtown parking.

This half-acre park features picnic tables nestled underneath shady oak trees.

The bandstand is used throughout the year for live entertainment during Main Street events, parades, and other social activities.

That location is expected to be just the first of several where cameras will be installed.

“We’ve been working with the police department to identify locations they’d like to have cameras,” Hamilton said. “The feed will go directly to the police department so they can see it in real-time.”

Hamilton also carved out time to praise Main Street Zephyrhills Director Faith Wilson and a new Main Street Board of Directors for helping facilitate downtown events, including Halloween Howl and the Festival of Lights Christmas Parade.

Wilson — hired in June — replaced Paxton McCullough, who held the role from June 2020 to May 2021. Before that, the Main Street leadership role was held by Anna Stutzriem, who resigned in March 2020 after more than two years on the post.

“They have worked incredibly hard,” Hamilton said of the Main Street staff and volunteers. “Last year, because of COVID, we had no events. We have a board that’s never done any events; they’re all new and have never done anything…but the Main Street board members and their committee members have really worked hard, gotten together, have figured out what needs to be done…”

The Oct. 30 Halloween Howl reported strong attendance. It also had 60 vendors, four sponsors and several new attractions, including sold-out historical ghost tours.

The Dec. 4 Festival of Lights reported eight sponsors, as well as four food vendors and eight concession vendors.

The event featured four co-grand marshals, which were standout teachers from the Zephyrhills area — Dustin Rowe (Zephyrhills High School), Michelle Elie (West Zephyrhills Elementary), Brian McKinnnies (Raymond B. Stewart Middle School) and Jaime Barrentine (Chester Taylor Elementary). A fifth educator also was recognized — Michelle Deloret (Woodland Elementary School) — but couldn’t attend the event.

Entertainment and music was provided by local community organizations, including Helen’s Baton and Dance Studio, the Zephyrhills Community Choir, and the First United Methodist Church Choir.

In other action, the CRA Board unanimously approved a $1,000 matching sign grant for Bulldog Performance Speed Shop, owned by Jeremiah Swindell, at 5047 Gall Blvd.

The business sells an assortment of after-market automotive parts and accessories, and features a full-service machine shop.

Offerings include diesel performance, lift kits, nitrous, rotating assemblies, crate engines and race fuel.

The total cost of Bulldog Performance’s new signage was $2,238.90.

The sign improvements fall under the CRA’s matching façade rehabilitation program, which aims to encourage rehabilitation and preservation of commercial buildings by offering a financial incentive of matching funds and limited technical assistance.

The general idea is to encourage an aesthetically pleasing business district, while eliminating blighting influences.

An entertainment venue in downtown Zephyrhills?

Downtown Zephyrhills could get a little louder and livelier in the next year or so — if a proposed project pushes through.

The City of Zephyrhills is considering the creation of its own entertainment backyard featuring food trucks, vendor carts, games, live music, public art installations and various seating areas. Picture it as a scaled-down version of the popular Sparkman Wharf waterfront venue in downtown Tampa’s Channelside.

The Zephyrhills concept, called “Little But Loud,” would be developed on a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street. The site was once home to a Disabled American Veterans chapter building, and is situated just a block north of Fifth Avenue and adjacent to Zephyrhills City Hall.

Gail Hamilton, director of the Zephyrhills Community Redevelopment Agency (CRA), presented two concept renderings at a CRA meeting in January.

The first concept shows semi-rigid covered seating, covered seating area, food cart court, game lawn/overflow seating, outdoor seating and food truck access.

The second concept shows an event stage/elevated seating area, mobile high-top seating, food and vendor stalls, a semi-rigid overhead structure and raised concrete deck, food truck access and a versatile event lawn.

As for parking, eventgoers could use the nearby City Hall parking lot on nights and weekends.

Main Street Zephyrhills Inc., would likely be tasked with managing Little But Loud, and with arranging the venue’s programming.

The scope of work and budget are not yet final.

No start date has been determined, either, but it’s possible the project could be completed by the end of the year, if the initiative gains the CRA Board of Commissioners’ approval.

Hamilton said the new venue would generate downtown foot traffic and “create a sense of community,” by giving locals and visitors a multi-use entertainment space on weekends.

It also gives the city an opportunity to use “a beautiful lot” that is currently vacant.

“People would want to come, especially in the spring and in the winter when we have beautiful days, to sit out, listen to some music, have something to eat, come downtown. The idea is to create an attraction to get people to come downtown,” said Hamilton.

She thinks the project also would encourage residents and visitors to explore other areas of the city, including the historic downtown business district through Fifth Avenue.

Hamilton observed: “This is not to exclude any of the businesses on Fifth Avenue. It’s not to cut them out, it’s to get some activity going here, so that everybody who comes here goes to the restaurants and stores that surround it. You get up, you walk around — it’s a way for people to explore downtown Zephyrhills that maybe have never been here.

“It would bring people in that would go and shop, and try a craft beer that didn’t even know there was a microbrewery down here (at Zephyrhills Brewing Company).”

The intimate property — purchased by the city in 2017 — was originally anticipated to be developed into some type of retail/office space — which remains a future option.

However, Hamilton noted that option is not feasible yet, in the midst of the COVID-19 pandemic.

The lot also could be reserved for some type of apartment or residential concept, but Hamilton doesn’t believe that’s a best use.

“If we wanted to do apartments, we could probably do apartments, but in the long run, that’s not what’s best for downtown, that’s not what’s best for the core of the city,” Hamilton told the CRA board.

If and when the time comes to redevelop the small lot, Hamilton said the Little But Loud concept could simply be relocated to another area of the city, perhaps Zephyr Park on Fifth Avenue.

“It’s a way for us to engage that lot without spending a tremendous amount of money, and when the market gets to the point where we want to build a building on that space, all of it can be picked up and moved somewhere else,” Hamilton explained.

Members of the CRA board expressed interest in the venue concept, with several more tweaks and details to be hammered out and finalized in coming months.

Board member Ken Burgess called Little But Loud “a good idea to get something going,” but advised the project be done in sections or phases, instead of all at once.

Board member Lance Smith said the concept would create an “inviting” atmosphere to downtown, pushing for other accents such as artificial turf and a large-sized television or projector to broadcast movies and sporting events.

Alcohol sales should be another consideration, he said.

“I think it’s interesting,” Smith said of the plan. “I think you need to look at the budget for it, too, because I’ve looked at these (venues) and they’re way more expensive than you think they are, but I think it’s a great concept to take a look at.”

Board President Jodi Wilkeson, too, was keen with the project, but expressed concerns about potential vandalism and possible impacts on surrounding take-out and sit-down restaurants and businesses.

“If we’re doing this to help promote businesses downtown, I think we should make an effort to ensure that they’re not producing food that’s in competition with any other businesses,” Wilkeson said.

She suggested that Little But Loud food trucks and containers stick to offering snack items, such as flavored popcorn and other treats “so that it gives people something to eat, but when they’re really hungry (for a meal), they’re going to go somewhere else.”

Overall, though, she likes the concept. “I think it’s a great idea. I look forward to seeing it a little fleshed out, but I’m in support of it as well.”

Board member Charles Proctor also offered his support: “I think it’s a good idea as well. We’ve gotta do something with (the lot).”

Former police station to become temporary city hall

As construction on the new City Hall complex ramps up, Zephyrhills city staff will shuffle operations to a familiar building.

Beginning this summer, most city departments will relocate temporarily into the former Zephyrhills police station, at 5344 Ninth St.

City council members approved a 12-month lease agreement between the city and Dannie Jordan, of RTD Construction. It calls for the city to pay $4,000 per month for use of the 5,200-square-foot building, from June 1 to May 1.

The city also has an exclusive option to extend the contract month-to-month for up to six months.

Council members took the action on March 13, during a regularly scheduled meeting.

Once the staff has moved, the existing City Hall, at 5335 Eighth St, will be demolished to make way for construction of a new $6.2 million complex.

The plan, which was approved in January, calls for a two-story building of 19,615 square feet, situated between the city’s public library and fire department on Eighth Street.

With a modern stone and brick exterior, the new City Hall follows an architectural template similar to the Zephyrhills Public Library.

Compared to the current City Hall, the complex’s interior will be equipped with more open workspaces and multifunctional meeting rooms.

Meanwhile, the former police station will accommodate most city departments, as construction is ongoing.

However, two departments — Planning and Community Redevelopment Agency (CRA) — will set up shop in the Jeffries House, at 38537 Fifth Ave.

As construction begins on a new City Hall complex, government employees will relocate temporarily into the former Zephyrhills police station, at 5344 Ninth St. The city signed a 12-month lease to use the 5,200-square-foot building between June 17 and May 1.

City Manager Steve Spina said the old police station is move-in ready, and has lines already pre-wired for city-owned computers and phones.

“The building will be a perfect fit for us in terms of a relocation site during the construction of the new city hall,” Spina said.

Only a few minor changes are needed, such as widening a window for customers to access the City Clerk’s office, Spina said.

Besides ample workspace, the old police quarters should result in some cost savings for the city, which originally budgeted $120,000 for a relocation site.

In other related action, the city council approved the purchase of the Disabled American Veterans (DAV) chapter building, at 5325 Eighth St.

The agreement calls for the city to pay the chapter $55,000 net, plus minimal closing costs.

The .16-acre property, appraised at $71,200, sits on two lots measuring 50 feet-by-140 feet.

In November, the council authorized obtaining an appraisal to determine the value of the property after DAV Chapter 65 announced it was shutting operations.

The now-vacant property — adjacent to the current City Hall along Sixth Avenue — includes a 924-square-foot main building, a 450-square-foot aluminum storage building and a 335-square-foot concrete block building.

The main DAV building was slated to provide temporary office space for the city’s Building Department, but an inspection unveiled various facility issues, including roof leakages.
The building instead will be torn down to make way for additional parking and sidewalks along Sixth Avenue.

The property, moreover, encompasses the city’s vision of a courtyard plaza and walkway, linking the new City Hall and the city’s public library, and fire department on Eighth Street.

“We’re buying it for the big picture,” Spina said last month. “Part of the appeal of the area is it would be a government complex.”

Zephyrhills plans to buy property next to City Hall

The conceptual plan of a new City Hall complex in Zephyrhills has taken another step forward.

The city council unanimously authorized city manager Steve Spina and city attorney Matt Maggard to negotiate the purchase of the Disabled American Veterans (DAV) chapter building, at 5325 Eighth St. The .16-acre property, appraised at $71,200, sits on two lots measuring 50-by-140 feet.

The action came at the council’s regular Feb. 13 meeting.

In November, the council authorized obtaining an appraisal to determine the value of the property after DAV Chapter 65 announced it was shutting operations.

The now-vacant property — which sits adjacent to the current City Hall along Sixth Avenue — includes a 924-square-foot main building, a 450-square-foot aluminum storage building and a 335-square-foot concrete block building.

Its planned usage is multi-layered.

Initially, it will provide temporary office space — likely for the city’s Building Department, when construction is underway on the new, $6.2 million City Hall complex.

The City Hall project is expected to be complete sometime in mid-2018.

After construction is completed, the main DAV building will be torn down to make way for additional parking and sidewalks along Sixth Avenue.

The property, too, encompasses the city’s vision of a courtyard plaza and walkway, linking the new City Hall and the city’s public library, and fire department on Eighth Street.

“We’re buying it for the big picture,” Spina said. “Part of the appeal of the area is it would be a government complex.”

Council president Kenneth Compton agreed, saying the “location couldn’t really get any better.”

Spina said the DAV building is move-in ready, but additional funds will be set aside to make it a suitable workplace for city employees.

Funds are available to purchase the building in the city’s contingency budget. Likewise, expenses could be billed into the construction of the new City Hall.

Spina advised the council he plans to negotiate an offer several thousand dollars less than the appraised value.

Moreover, the city is eyeing another temporary quarters along Ninth Street and Sixth Avenue. One possibility, Spina said, is the former police station, at 5344 Ninth St.

Meantime, the design of the new City Hall is already in motion.

City staff members have met with engineers and architects to outline project goals and objectives, along with a construction timeline.

The project calls for a two-story building of 19,615 square feet, significantly larger than the current City Hall, which is 13,497 square feet.

With a modern stone and brick exterior, the new City Hall follows an architectural template similar to the Zephyrhills Public Library.

In other action, the council heard an update on the Pigz in Z’Hills BBQ & Blues Fest, from Melonie Monson, executive director of The Greater Zephyrhills Chamber of Commerce.

Monson told council members that the event drew more than 11,000, its largest turnout ever.

That compares to about 6,000 the previous year.

She estimated the economic impact for the event at about $500,000.

She also shared a few statistics:

  • About 30 percent of attendees were regional; 20 percent were out-of-state.
  • There were 39 sponsors.
  • Fifty-four cook teams took part, and there were 73 judges.
  • There were 140 vendors and expo participants, and there were 180 volunteers who contributed more than 3,000 hours of service.

“With the overwhelming success of the new venue and this year’s barbecue, the economic impact will be felt in our community for some time,” she said.

The chamber’s annual Pay It Forward dinner is Feb. 23 from 5 p.m. to 7 p.m., at the Silverado Golf & Country Club. There, donations and scholarships will be dished out from money raised during the BBQ fest.

Lawmakers propose a little help at the gas pump

There are more than 9,000 gas stations in Florida, but only 350 of them offer any type of help for someone who might not be able to pump their gas on their own.

Two lawmakers, however, are looking to change that — and are using Hillsborough County as a model.

State Rep. Mark Danish, D-Tampa, has joined forces with state Sen. Jeff Brandes, R-St. Petersburg, to introduce H.B. 185, which would require gas stations to post blue decals on pumps, providing information on how to “call for assistance.” Hillsborough County passed a similar ordinance in 2012, and some other counties have followed suit. However, just 4 percent of gas stations currently have such decals, according to lawmakers.

“This is a cost-effective option that will assist countless persons with disabilities across the state who struggle to refuel their gas,” Danish said in a release.

The bill already has received support from several organizations, including the Florida Petroleum Marketers and Convenience Store Association, Paralyzed Veterans Association, Disabled American Veterans and AARP, according to a release.

The House version of the bill cleared its last hurdle Thursday, and is expected to head to the floor for a vote.

The law, if passed, won’t cost taxpayers any money. Instead, gas stations will have to pay for the stickers, estimated to cost less than $1 each. Gas stations will not be required, however, to provide any additional staffing to accommodate customers with special needs, however.
