Dade City budget is decreasing in 2020-2021

The Dade City Commission has adopted the city’s tentative budget for next year, and it represents an 8.2% decrease from this year’s budget.

Commissioners had the first reading of the ordinance and first hearing on the proposed $17,710,000 budget in a virtual meeting on Sept. 10. Commissioners gave first-round approval and will have a second reading and final public hearing before the new budget takes effect on Oct. 1.

Dade City Commissioners on Sept. 10 approved a $17,710,000 budget for fiscal year 2020-2021, based on a 7.14 millage rate. It represents a decrease of about $1.58 million, or 8.2% from current budget.

The 2020-2021 budget represents a decrease of $1,576,935 from this year’s budget.

The proposed budget is based on an approved 7.14 millage rate, accessed on the taxable value of property within the city.

Here’s a breakdown:

  • Capital outlay and debt service represents about 44% of the budget, anticipated to total $7,825,733. Major capital projects include construction of the Dade Oaks retention pond; Howard Avenue stormwater improvements; installation of the Tank Hill well, storage tower and booster station; Morningside Drive design, acquisition and construction project; construction of the visitors information center; and other various utility, sidewalk and road improvements projects.
  • Personnel costs represent about a third of the budget, totaling $5,807,341 — and an increase of $144,221 from the current budget. That’s a result of funding four new positions, increased health care and workers compensation premiums, 3% cost of living adjustments, years of service increases, reorganization within the police department, increased wages and benefits through the negotiation of the police union contract, and associated retirement.
  • Operating costs make up about 23% of the budget, at $4,076,925. Changes include funding for a website revision, conversion from a part-time IT consultant to a full-time IT manager (staff position), projected increases in solid waste collections, and additions to a utility renewal and replacement fund.

The city organized six budget workshops throughout July, August and September to hammer out the fine details, with the help of new interim finance director Andrew Laflin.

Newly elected Commissioner Knute Nathe said he was “very proud” the town was able to pass the budget without having to raise taxes on residents — maintaining a millage rate that’s been in place the past several years.

Washington Heights residents raise community concerns
Several Washington Heights residents weighed in during the public comment period of the virtual meeting — expressing their disappointment with city leadership, asserting their local neighborhood and subdivision has been neglected in funding and resources.

The Washington Heights community is generally bordered by Gaddis Avenue and Whitehouse Avenue, and includes 10th, 11th and 12th streets, among other areas.

More than a handful of residents spoke up, complaining of flooded streets and stormwater deficiencies; poor road and sidewalk conditions; and, a general lack of code enforcement presence to address trash, debris and parking issues of a slew of nearby rental properties.

Harriett Craig, who’s lived on 10th Street since 1979, called out commissioners for appropriating “millions and millions of dollars” toward park improvements and other projects in other parts of the city, but overlooking various infrastructure issues of her local neighborhood.

“The city commissioners are here to serve the entire city, not certain parts of it,” Craig said. “I, as a resident of the City of Dade City, feel like our voices are mute when it comes down to expressing what our needs are in the city,”

She continued her point: “If Howard Avenue can be upgraded so homes won’t be flooded, why can’t 10th Street get the same treatment? I don’t understand it.”

Anita Blake, who lives in Oakview Circle adjacent to Washington Heights, also levied harsh words to commissioners: “We can’t even get the road paved, we can’t get the ditches paved. At some point, it’s like, why are we even paying taxes?”

Eunice Penix, a former longtime commissioner who lives on Wilson Street, also shared her dismay with the community seemingly being brushed aside: “I’m kind of upset. It seems to me we have selective code enforcement. …We shouldn’t have to call the city every time something needs to be done when we have workers all over the city riding and looking; they should look to see what’s wrong with the grounds.”

In response to all that, Dade City Manager Leslie Porter told residents she’ll collaborate with department heads to inspect the area and formulate an action plan in coming weeks.

“We care about all the communities in the city,” said Porter, “and it’s good for us to know when there is a problem, if there’s somewhere where we may be falling short, so I do thank you all for being here and letting us know what your concerns are.”

Dade City Mayor Camille Hernandez assured Washington Heights will be met with a detailed response and action from city staff, saying she is “very, very disturbed” by residents feeling neglected.

“This is embarrassing, and it should not be the case,” Hernandez said. “It’s our town, everyone pays the same taxes and should be treated the same, so we expect a plan.”

In other city business and happenings:

• Dade City Clerk Angelia Guy has been selected to serve on the Florida League of Cities’ legislative policy committee

• A neighborhood community cleanup is scheduled for Sept. 19 at 8 a.m., at Naomi Jones Park, 38122 Martin Luther King Blvd. Volunteers can register at KeepPascoBeautiful.org/coastal-cleanup

• The Mickens Field concession stand/restrooms building is progressing, as the 672-square-foot structure is vertical and bearing a roof. The $89,750 project, at 14318 Canal St., is on track to be complete by the end of October.

Region offers Easter festivities

Easter events are scheduled across the region this week, offering ways for families to have affordable fun, and opportunities for spiritual reflection and celebration.

There are also a number of Passover events scheduled, which are included in an accompanying story.

Many churches offer Holy Thursday, or Maundy Thursday services, which is March 29 this year, as well as Good Friday services on March 30, Easter vigil services on March 31 and Easter services on April 1.

This list is just a sampling of the events and services being offered in The Laker/Lutz News coverage area. Please check local church websites for more details.

LUTZ

  • All Saints Lutheran, 5315 Van Dyke Road, will have Maundy Thursday services at noon and 7:30 p.m.; Good Friday services at noon and 7:30 p.m.; Easter Vigil at 7:30 p.m.; and Easter services at 7 a.m. and 10 a.m., and an egg hunt at 9 a.m.
  • Bay Hope Church, 17030 Lakeshore Road, will have a new Good Friday Experience, which invites families to walk with Jesus during his final hours. The experience lasts about 30 minutes, and is offered between noon and 2 p.m., and 5 and 7 p.m., on Good Friday. Services will be on March 31 at 4 p.m. and 6 p.m., and on Easter at 9:30 a.m. and 11:15 a.m.
  • Crosspointe Church at 919 Debuel Road is hosting egg hunts for pre-kindergarten and elementary age children on March 31 at 5:30 p.m., and on Easter, which is April 1, at 10 a.m. There also will be opportunities to meet and greet the Easter Bunny at this free event.
  • First Baptist of Lutz, 18116 U.S. 41 N., will have Good Friday services at 7 p.m.; and Easter services at 9 a.m. and 10:30 a.m.
  • First United Methodist Church of Lutz will present a Good Friday reenactment in downtown Tampa, beginning at Tampa City Hall steps at noon. It will present another reenactment in the church sanctuary, at 960 W. Lutz Lake Fern Road, in the evening, at 7 p.m. Other events on the church’s Holy Week schedule include a Seder meal and Last Supper on Holy Thursday, the guarding of the tomb, from Good Friday until Easter; and Easter services at 7 a.m., 8 a.m., 9:45 a.m. and 11:30 a.m. There also will be a Jelly Bean Jamboree on March 31, from 2 p.m. to 4 p.m.
  • Holy Trinity Lutheran Church, 20735 Leonard Road, will have Maundy Thursday service at 7 p.m.; Good Friday at noon and 7 p.m., and Easter services at 7 a.m. and 10 a.m.
  • Idlewild Baptist Church, at 18333 Exciting Idlewild Blvd., will have an Easter family festival from 1:30 p.m. to 8 p.m., on March 31. That will include services at 3 p.m. and 6 p.m., a barbecue, bounce houses, a giant slide and an egg drop, scheduled for 5 p.m. There will be an outdoor sunrise service on Easter at 7 a.m., and other services at 9 a.m. and 11 a.m.
  • Keystone Community Church, 21010 State Road 54, will host Good Friday services, 7 p.m.; Easter services, 8:30 and 11 a.m.; Easter breakfast, 9:30 a.m. to 10:15 a.m.; and an Easter egg hunt at 10:15 a.m.
  • NorthPointe Church, 19862 Amanda Park Drive, has Easter services at 8:30 a.m., 10 a.m. and 11:30 a.m.
  • Tims Memorial Presbyterian Church, 601 Sunset Lane, has an Easter sunrise service at 7 a.m., and other Easter services at 9 a.m. and 10:30 a.m.

Land O’ Lakes

  • Harvester United Methodist Church, 2432 Collier Parkway: Maundy Thursday, 7 p.m.; Good Friday, 7 p.m.; Community Easter Egg Hunt, March 31, 10 a.m. to 11:30 a.m. (bounce house, face painting, refreshments, a goody bag for each child), Easter sunrise service, 7 a.m., and other Easter services, 9 a.m. and 11 a.m.
  • Our Lady of the Rosary, 2348 Collier Parkway: Holy Thursday at 7 p.m., Good Friday, at 3 p.m. and 7 p.m. (Spanish); Easter Vigil, 7:45 p.m., and sunrise on Easter Sunday at 6 a.m., 7:45 a.m., 9:30 a.m., 11:30 a.m., and 1:30 p.m. (bilingual). There also will be a blessing of Easter foods from noon to 1 p.m., on March 31.

Wesley Chapel

  • Avalon Park West, 5227 Autumn Ridge Drive: Easter egg hunt, face painting, food trucks, bounce park, March 31, 10 a.m. to 2 p.m. The egg hunt is at 11 a.m.
  • Atonement Lutheran Church, 29617 State Road 54: Maundy Thursday service, 7 p.m.; Good Friday service, 7 p.m.; Easter sunrise service, 7:15 a.m.; other Easter services, 8 a.m. and 10 a.m.

Zephyrhills

  • The Zephyrhills-Wesley Chapel Ministerial Association will have its traditional Good Friday Walk of the Cross beginning at 5:30 p.m., outside of St. Joseph’s Catholic Church at 5316 11th St., Zephyrhills. Those who participate will take a pilgrimage with a cross through the streets of Zephyrhills marking the Sacrifice of Jesus Christ. Along the way, there will be seven stops at local churches to reflect on the last Seven Sayings of Christ on the Cross. The evening concludes about 6:45 p.m., at the First United Methodist Church, 38635 Fifth Ave.
  • Community Easter sunrise service on Easter at 7 a.m., at Florida Hospital Zephyrhills, on the front lawn of the hospital at 7050 Gall Blvd. This service, which celebrates the resurrection of Jesus Christ, is presented by the hospital and the Zephyrhills-Wesley Chapel Ministerial Association. Those attending are encouraged to bring a lawn chair or blanket because seating is limited. The service will include music, a special Easter message, and a dove release at the conclusion of the service.

DADE CITY

  • The Pioneer Florida Museum & Village is hosting its second annual Jelly Bean Fling on March 31 from 9 a.m. to 5 p.m. Admission is $5, and free for children under age 5. Parking is free. Admission includes rock painting, photos with the Easter Bunny, face painting, a petting zoo, an Easter bonnet parade with Mr. Tommy and other activities. Zephyrhills is crowing about clean neighborhoods

Rocky Rooster isn’t out to ruffle anyone’s feathers. He just wants to crow about strutting through clean neighborhoods in Zephyrhills.

On July 25 from 9 a.m. to 1 p.m., Rocky Rooster will be the mascot and booster of neighborhood pride at the first city-sponsored neighborhood cleanup day.

“We’re really trying to get the word out,” said Gail Hamilton, director of the city’s Community Redevelopment Area.

The focus area for the cleanup is between Seventh Street and 11th Street, and 11th Street and Sixth Avenue, near downtown.

Fliers are being mailed to property owners. Code enforcement officers are personally delivering fliers to residents living within the cleanup’s focus area.

The campaign slogan is “Make our city something to crow about.”

The program emerged after City Manager Steve Spina asked city department heads to discuss how to improve code enforcement.

Organizers want to convey the message that the city and residents can work together to clean up the neighborhoods.

“We just thought some people are overwhelmed and don’t have vehicles to haul junk to the landfill,” said Hamilton. “It’s like a carrot instead of a stick. We’re really trying to rid the focus area of detrimental items that have accumulated over the year.”

Still, there could be consequences for residents who opt out of the cleanup.

“If they don’t use our services, code enforcement will come behind and start issuing citations,” Hamilton said.

On cleanup day, dumpsters will be placed at Eighth Street and Eighth Avenue. City crews will clean up rights-of-way and alleys. Residents will be asked to haul trash and junk to the curb for pickup. Volunteers from the city will pitch in when needed.

Hamilton noted that the area has some elderly residents who may not be physically able to do the clean up work.

No hazardous waste, such as paint and chemicals, will be accepted.

City officials hope residents will join the cleanup and have fun at the same time.

They’ve taken a light-hearted approach with Rocky Rooster — a nod to the chickens and roosters seen frequently roaming the neighborhood.

“You like the chickens, or you hate them,” Hamilton said. “We decided to take a negative and make it fun.”

Residents who participate in the cleanup can enjoy a community block party afterward, with hot dogs and drinks. They also can chat with the city’s department heads, including Hamilton and Spina.

Because this is the first time the city has done this, officials don’t know how many residents will participate or how much the program will cost the city.

Once that is determined, plans are to develop a budget and schedule a second cleanup in another neighborhood.

Eventually the city hopes to cover all neighborhoods within the 500 acres of the redevelopment area.

“We’ll keep working at it until we get it done,” Hamilton said.
