This K9 is trained to help rescue people from disasters

The Pasco Sheriff’s Office has added another police dog to its ever-growing K9 Unit — and this one brings a unique set of skills to the job.

K9 Maddie — a two-year-old black Labrador Retriever — is the agency’s first-ever “live-find” K9. That means the dog has been specially trained to find people missing in a natural or other disasters, such as a building collapse or the aftermath of a hurricane.

So-called live-find K9s like Maddie must be confident working at a distance from their handlers and sure-footed, with a keen sense of smell, sheriff’s office officials say.

Maddie came to the sheriff’s office last May from Maine-based Maranatha Farm Kennels, and began three months of training to pass state certification for search and rescue efforts.

Her handler, Deputy Robert Lewis, also has received intense training in rescue operations to best assist the canine when deployed, acquiring fire rescue certifications in ropes, rescue, trench and confined spaces operations.

Together, they have continued training almost daily on two of the agency’s FEMA-certified “rubble pile” training facilities, which simulate a variety of scenarios, such as a parking garage or house collapse.

Once the duo secures federal certification, the unit will be able to deploy to disasters outside of Florida, if necessary.

Lewis, a sheriff’s office employee since 2015, has previous experience as a field training officer.

When asked by agency leadership about partnering with a live-find K9, he jumped at the opportunity.

“It was very interesting to me,” Lewis said in a video media presentation produced by the sheriff’s office. “It’s a completely different task that no one’s done for the agency yet. Also, the fact that more than likely you’ll get to travel to respond to natural disasters, whether it be a hurricane somewhere else, or out of state.”

Lewis also noted: “I always wanted to be a K9 (deputy). I grew up around a lot of dogs for pet purposes and also hunting purposes.”

The advanced canine is named in honor of Madison “Maddie” Moore, a River Ridge High School student who passed away unexpectedly in 2017 at the age of 17, before her graduation. She died after a blood clot in her brain caused a massive stroke.

Her parents, Ed and Angie Moore, donated funds to the sheriff’s office to make the K9 purchase.

Inspired by television shows like Criminal Minds and CSI: Miami, Madison dreamed that she would earn a degree in forensics and become a crime scene investigator.

She showed miniature horses, competitively, and was known for her love of animals.

“Madison was a very outgoing kid,” Madison’s father said in the video. “We feel very fortunate…we were able to continue her legacy and put forth something that she was looking forward to in her life.

“It means a lot to us. It means even more that the dog was named after her and it will continue to carry her legacy.”

Including K9 Maddie, the sheriff’s office now has 31 K9s, which are funded through community donations and contributions.

In addition to live-find capabilities, the sheriff’s office operates K9s certified in narcotics detection, explosives detection, tracking, patrol work, human remains detection and animal assisted therapy. The agency also has K9s assigned to its highway interdiction and SWAT teams.

Pasco Sheriff Chris Nocco underscored the importance of the agency’s K9 Units, during the video series.

“It’s about saving people, protecting our citizens,” the sheriff said. “When somebody’s in need, a child goes missing, a person with Alzheimer’s is lost, we can go out there and search for them. You know, if we have to hunt down a bad person, we find that bad person, but at the same time…the vast majority of our calls for service is to find people, to save people, and that’s what our K9s are out there doing.”

On K9 Maddie joining the force, Nocco said: “We’re blessed to have K9 Maddie now. I’m happy to see who she’s going to find in the future.”

State budget takes billion-dollar hit from COVID-19

Florida’s final $92.2 billion budget reflects a billion dollars in projects and programs vetoed by Gov. Ron DeSantis.

The governor blamed the economic impacts of COVID-19 for forcing the budget cuts — which included numerous initiatives in Pasco County.

“As the budget was coming due, we started to see the economic effects of the coronavirus pandemic, which has changed the trajectory of the nation’s economy and obviously the economy here in Florida. And has, of course, affected the budget balances,” DeSantis explained in a televised news conference when he signed the budget on June 29.

“As we were looking at the budget, my goal was to try to safeguard the historic achievements that we were able to do, while also realizing historic savings, so that we could put Florida on a more solid fiscal foundation,” the governor said.

The budget “provides significant support for education, the environment, infrastructure, child welfare and more,” he said.

He also noted that, in light of Florida’s population growth, per capita spending has declined, as compared to the previous year’s budget.

“Everyone understands that circumstances have changed,” DeSantis said. Still, he added, “I don’t think we necessarily forecast the economy simply stopping for a time.”

The budget puts a high priority on teacher salaries.

“We wanted to take Florida from the bottom half of the country in average minimum salary to the top five. It was not an easy fight, there were a lot of folks who didn’t want to do that.

“We were able to get $500 million to increase the average minimum salary in the state of Florida for K-12 teachers, as well as including money for salary increases for teachers who are more seasoned, and other eligible personnel.

“We are now in the top five for average minimum salary. I think this is really a historic achievement,” DeSantis said.

Also, “we do have the highest funding ever for K-12 (kindergarten through 12th grade) schools, with an increase of $137 per student,” he said.

The state’s college and universities also received increases, and the state continued its commitment to restoring the Everglades and state waterways, and improving water quality, the governor said.

The budget also fully funds the Florida Department of Transportation’s $9.2 billion work program, which DeSantis said is necessary, as the state continues to grow.

There’s also $8.7 million in new funding to support the Office of Public and Professional Guardianship to help ensure the legal rights of older Floridians are protected, and eliminate abuse, neglect and exploitation of the elderly population, he said.

Plus, the budget also includes more than $138 million in state and federal funding to address the opioid epidemic, and $8 million to continue providing community-based behavioral health services.

Still, the governor vetoed pages and pages of projects and programs.

“These were not easy decisions,” DeSantis said.

“These were difficult circumstances. I want people to know, particularly those in the Legislature, that there were obviously things that I vetoed that I think there could be good policy. There are specific projects in there, that under normal circumstances, I would have supported.”

Locally, initiatives such as a stand-alone senior center in Dade City, a landscaping beautification project along U.S. 41 in Land O’ Lakes and an archive center at Florida Pioneer Museum will have to wait or find another funding source.

But, not all was lost.

Pasco County Commission Chairman Mike Moore said he’s gratified that hard work by Pasco’s legislative delegation resulted in getting many projects into the original budget.

He’s also pleased that some county initiatives gained funding.

“I am thankful the Governor did approve two Pasco projects worth just under $8 million dollars for needed infrastructure improvements,” Moore said, via email.

Those projects are the Lacoochee industrial area right-of-way improvements for approximately $5.5 million, and the U.S. 301/Pretty Pond and Medical Arts Court Intersection Improvements estimated at $2.3 million.

Moore also noted that in comparison with some other areas in the state, Pasco County fared well. The commission chairman also said the lack of state funding won’t kill all of the projects that were vetoed.

“At the moment, Pasco County staff is still reviewing options for the vetoed projects; we do expect some will move forward although they may be delayed from original timelines. As an example, the Quail Hollow stormwater improvement project has already pursued alternative grant funding from FEMA (Federal Emergency Management Agency) we are awaiting final word on,” Moore said.

Busy hurricane season expected

As if COVID-19, an economic meltdown and soaring unemployment aren’t enough — Floridians need to brace for an above-normal hurricane season, according to forecasters with NOAA’s Climate Prediction Center.

Just days into the season, which runs from June 1 through Nov. 30, Tropical Storm Cristobal swept into the Gulf Coast, triggering a storm surge of almost 6 feet along parts of the northern Gulf Coast, according to national weather reports. Heavy rain triggered flash flooding as far east as Florida, and as far north as Wisconsin and Minnesota. The storm also spawned tornadoes in Florida and as far north as Illinois.

That was the beginning of an Atlantic hurricane season that experts predict will have above-normal activity. Information released by NOAA says there’s a 60% chance of an above-normal season, a 30% chance of a near-normal season and a 10% chance of a below-normal season.

NOAA’s Climate Prediction Center is forecasting a range of 13 to 19 named storms, with winds of 39 mph or higher. Of those, six to 10 could become hurricanes, with winds of 74 mph or higher, including three to six hurricanes (Category 3, 4 or 5), with winds of 111 mph or more.

An average hurricane season produces 12 named storms, of which six become hurricanes, including three major hurricanes, according to NOAA, a division of the National Weather Service.

Concerns about the potential spread of COVID-19 — the deadly virus that has already claimed more than 3,400 lives across Florida — is causing emergency officials to plan differently this year.

Pasco County Emergency Management Director Andrew Fossa said the county will be working with the Department of Health that is maintaining a current list of COVID-positive patients, as well as people of interest.

Part of the county’s plan calls for using the center at Heritage Park, 5401 Land O’ Lakes Blvd., in Land O’ Lakes, to shelter positive COVID-19 patients, or people who have been exposed to the virus.

The county also will use schools as shelters, and will open them as they are needed.

This year, because of the pandemic, the county also has lined up some hotels and a resort, to use, if necessary, Fossa said. Some empty big box stores also might serve as shelters, he added.

“You’ve got to get creative in this kind of work,” he said.

The county needs to add more potential shelters this year because, in response to COVID-19, the American Red Cross and FEMA have changed the footprint required for sheltering.

“It used to be at general population, you were allocated 20 square feet, inside this big open area. That was your little slice of life. Now, with COVID, they made that 60 square feet,” Fossa said.

Shelter routines will be different
While waiting to register, those arriving will have to stay apart from each other, to maintain a safe social distance. Before entering the shelter, they will have their temperature taken, will be asked the Centers for Disease Control and Prevention guideline questions and will be given a mask to wear in the shelter, Fossa said.

Anyone whose temperature exceeds 100.4 degrees F., will be sent to a different shelter, if time permits, or will remain at the shelter but will be housed in a separate part of the shelter.

Fossa said the county has secured enough personal protective equipment for county staff, nurses and firefighters that will be working at the shelters.

Many injuries occur after natural disasters because inexperienced people try to handle tasks they don’t know how to do. Enlist the help of professionals, if possible, and make sure they are properly licensed and insured. (File)

The county is uncertain how comfortable people will feel about staying at a shelter because of concerns about COVID-19. It has released a survey to try to get a better idea of where Pasco residents stand on that issue.

Fossa noted that AAA has done a survey in Florida and the results showed that 42% would not go to a shelter because of COVID-19.

The emergency management director also noted that the state has issued some guidance on whether people should evacuate.

“If you have a  home that was built post-1996 and you’re not on the water, you’re not in an evacuation zone, the coastline or anything like that, they’re (state officials) actually encouraging residents to stay in their houses for a Category 1, maybe Category 2 (storm).”

Fossa urged residents who have not already prepared for a potential threat, to do so now.

“Be ready,” he said. “If you don’t have a go-kit yet, you’re behind the curve.

“If we need to evacuate you, I am not going to sit at your house for 45 minutes while you say, ‘I’m going to grab this, I’m going to grab that. I’m going to grab that.’ Have it ready to go,” Fossa said.

Those evacuating should “go 10s of miles, not 100s of miles,” Fossa added. “You can go 10s of miles to stay with family and friends.”

By staying close to home, residents can avoid getting stuck in miles of traffic jams and keep hotel rooms free for people who are evacuating from more vulnerable areas.

If you are ordered to evacuate, wait for emergency officials to let you know that it’s safe to return.

The county has a fleet of drones it can use to assess damage, Fossa said.

He also noted that the county has 28 generators, which it can use to temporarily restore power to traffic lights that have been knocked out by severe weather.

And, it is getting another generator that is large enough to power a small building, he said. The primary use for that generator would be to restore power to a nursing home — to avoid a tragic outcome like the one that occurred at a Hollywood, Florida, nursing home a few years back.

Pasco County also has had to plan differently for managing its Emergency Operations Center.

“We’re not going to be like Irma. I’m not going to have 120 bodies in my EOC,” Fossa said. Instead, there will be about 17 key personnel there.

“Everybody else will work virtually. That’s the safest way to do it,” Fossa said.

The county has a wealth of information available for residents who want to find out if they’re in an evacuation zone, how to prepare for a hurricane and what to do in the aftermath.

THINGS TO DO NOW
Before a hurricane threatens
Protect your property:

  • Be sure your trees and shrubs are trimmed.
  • Clear out clogged rain gutters and downspouts.
  • Document your valuables by making a list of the items, and taking photos of them and your property.

If a hurricane threatens

  • Cover windows with pre-cut plywood or hurricane shutters.
  • Store outdoor furniture, windchimes, garbage cans, decorations, potted plants and other items that could become projectiles in high winds.
  • If you have a boat, determine how and where to secure it.

Protect yourself:

  • Know your evacuation zone and be prepared to leave, if authorities tell you do so.

Particularly vulnerable areas include mobile homes, high-rise buildings, coastal areas, near rivers or inland waterways, and land below sea level.

  • If you live in a mandatory evacuation zone, prepare an evacuation plan that includes transportation routes and destinations, and considers all family members and pets.
  • If evacuating, reach out to family or friends, now, to see if you can stay with them. Whether you are sheltering in place, or evacuating, be sure to share your plans with someone outside of the danger zone.
  • When making evacuation plans, think in terms of 10s of miles away, instead of 100s of miles. People have been known to leave their homes only to go where the hurricane landed.

Have a go bag ready
Your go bag should include:

  • Medications
  • Clothing
  • Important documents, in a waterproof container, which includes bank account records, marriage certificates or divorce decrees, driver’s license, Social Security card, passport, titles, deeds, income tax information, trusts, wills, insurance papers and birth certificates.

Some practical pointers

  • Avoid gas lines: During hurricane season keep your tank full, or at least 3/4 full
  • Have cash on hand, in case banks are closed and ATMs lose power
  • Have a phone charger that doesn’t require electricity
  • Have a printed list of important telephone numbers, including county emergency management office, evacuation sites, doctors, bank, area schools, veterinarian, etc.
  • Have books and games available, to help pass the time

Stock up on emergency supplies

  • Water — one gallon for each person for three to seven days
  • Food — enough food for at least three to seven days. Nonperishable packaged or canned food and beverages, snack foods, juices. Supplies should include nonperishable foods that are easy to store and prepare, including protein bars, dried fruit, canned pastas, soups, canned tuna, peanut butter and jelly, crackers, raisins, beef jerky. Don’t forget the baby formula and baby food.

Tools/supplies

  • Non-electric can opener, paper plates, plastic utensils, plastic cups
  • Grill, cooking tools, fuel, charcoal
  • Hand tools, automotive repair tools
  • Duct tape and heavyweight garbage bags or plastic sheeting (for shelter-in-place)
  • A wrench or pliers (to turn off utilities)

Personal comfort/hygiene/sanitation

  • Blankets, pillows, sleeping bags
  • Sunscreen, aloe, bug spray
  • Special items for babies, elders, persons with disabilities
  • Toiletries, hygiene items and sanitary wipes
  • Moist towelettes for sanitation
  • Garbage bags and plastic ties (for personal sanitation)

Safety

  • Radio — battery-operated or hand-cranked radio, NOAA (National Oceanic and Atmospheric Administration) Weather radio
  • Flashlight and batteries
  • Medications, a first-aid kit
  • Filter masks to protect your mouth and nose
  • A whistle to signal for help
  • Seasonal rain gear, sturdy shoes or boots

Plan for your pets

  • Your pet emergency kit should include: Sturdy leashes, harnesses and/or a carrier; pet food, drinking water, bowls, cat litter, a litter pan; pet health records, current photos of your pets, in case they get lost; pet beds and toys.

DURING THE STORM
When sheltering in place

  • Close all interior doors. Secure and brace exterior doors. Take refuge in a small interior closet, or hallway on the lowest level. Lie on the floor under a table or another sturdy object.
  • Fill bathtubs or buckets with water to use for cleaning and toilet flushing.
  • Stay away from windows and glass doors.
  • Don’t be fooled by a lull in the storm. It could be the eye of the storm and the winds could resume.

AFTER THE STORM

  • Do not drive into water when you can’t see the bottom of the road; you could drown.
  • Do not walk through flooded areas, fast-moving water could carry you away. Also, the water could be contaminated with oil, gasoline, raw sewage and other contaminants. It also may be electrically charged from a downed wire.
  • Be careful about the foods you eat. If the power is out for a prolonged period, your food may have spoiled.
  • Do not burn charcoal in your house or garage, the fumes can be deadly.
  • Do not use gas-powered generators indoors or in a garage, the exhaust can be lethal.
  • If you’re using a generator, do not plug it into a building’s wiring. This can cause generator back feed, which is extremely dangerous for utility workers and for anyone in the public who comes into contact with a downed electrical wire.
  • If you have been evacuated, do not return to your home until authorities tell you that it is safe to do so.

If you have damage

  • Call your insurance agent.
  • Take photos of the damage.
  • Make emergency repairs to avoid more damage and keep receipts for tarps, lumber, etc.
  • Use licensed contractors to make repairs. Be wary of potential scams.

East Pasco municipalities declare local states of emergency

Responding to concerns about coronavirus disease-2019 (COVID-19) , the City of Zephyrhills passed a resolution declaring a local state of emergency — taking steps to implement protocols suggested by state and federal agencies.

The measure allows Zephyrhills flexibility to act quickly, if needed. However, its primary purpose is to allow the city to seek future reimbursement for costs incurred as it deals with the coronavirus outbreak.

It also results in several temporary changes in city services, including some cancellations and postponements, among other measures.

The motion passed unanimously be Zephyrhills City Council on March 17. It must be renewed or updated every seven days, or it expires.

Per the plan:

  • Any city employee traveling on a cruise or traveling out of the country must self-isolate for 14 days before returning to work; sick time will be charged.
  • Council chambers will be utilized only for essential meetings, such as city council meetings.
  • City staff is sending emails and messages to utility customers, encouraging them to pay their bills online.
  • Zephyrhills Fire Rescue has purchased gloves for all departments, and gloves and mask for the city’s fire and police departments.
  • City staff will begin to utilize FEMA 214 forms to track time, purchases, use of equipment, and use of vehicles as it relates to the city’s COVID-19 preparation and response.

Additionally, the Zephyrhills Public Library is closed to the public and has suspended all other programs until further notice. However, library staff have developed a drive-thru service for citizens to place a hold on a book and book checkout.

All rentals for the Alice Hall Community Center, Wickstrom Stage and Zephyrhills Train Depot Museum have been canceled at least through March, and likely April.

Events such as the March 28 Snowbird Palooza and April 25 Touch-A-Truck also have been canceled.

Zephyrhills City Manager Billy Poe underscored the need for such measures: “It’s a very real possibility that it could get so bad that there is a mandatory shutdown of the state or the nation, but we’re not to that point, yet. Can it happen? Yeah, I think it could. I hope it doesn’t, but we’re preparing, trying to think of those things now, so that if it does happen, we have an action plan that we can activate.”

The Zephyrhills Police Department has been actively visiting bars, restaurants and other establishments, making sure their they’re aware and compliant with tighter state-issued regulations guidelines, due to the coronavirus outbreak. (Florida Gov. Ron DeSantis on March 17 ordered all bars and nightclubs to shut down for 30 days). He also ordered restaurants to close down dining rooms.

“It seems like a lot of them are emptying out on their own, but we’re going to continue to still make sure they’re following those orders,” Police Chief Derek Brewer said.

Establishments that do not comply will be referred to the “appropriate state agency” for review and possible action, such as license suspensions, Brewer said.

The Zephyrhills Municipal Airport will continue to operate as usual, still providing fixed-base operator services. But, the airport may at some point switch to a “self-service” model, where planes would be able to take off and land, but all fueling would be done by the pilot and not airport staff; the airport’s fuel pump has a credit card swipe for purchases.

The City of Dade City declared a local state of emergency March 16.

The airport would close if the FAA enacts a no-fly policy.

City staff is “continuing to monitor the airport and surrounding (general aviation airports) in the area,” Poe said.

Meantime, city leaders are actively discussing the possibility of having non-essential staff telecommute, or work from home — something the city has the technological capability to do.

Dade City declares local state of emergency
Similar to Zephyrhills, the City of Dade City also declared a local state of emergency after a motion passed by the Dade City Commission on March 16.

As part of the measure:

  • Non-essential meetings are postponed.
  • City commission agendas will be limited to essential items.
  • City parks remain open to the public, but facility rentals and special events are canceled, including the City Market Place scheduled for April 4. Staff will not process special events permits or park reservations through April.
  • Residents are encourages to mail or pay their water bill online. Non-payment turn-offs are temporarily suspended.
  • For building permit and inspection services, the city is encouraging online permitting and either calling or emailing staff members with questions. All notary services are suspended until further notice, except for city-issued permits.

Pasco County hosts Disaster Expo to help residents

Pasco County marked the beginning of this year’s hurricane season with an expo aimed at helping residents better prepare for potential disasters.

The county’s 2019 Disaster Expo, held at the Veterans Memorial Park in Hudson, gave those attending a chance to learn about myriad ways to better protect themselves, if a disaster should strike.

Participants at the June 1 event included the Pasco County Health Department, Pasco County Fire Rescue, the county’s Emergency Management team and other groups, such Home Depot and the American Association of Retired Persons (AARP).

Judith Tear, a wildlife mitigation specialist for the Florida Forest Service, focused on educating residents about steps they can take to protect their homes from the danger of wildfires.

She encourages residents to trim trees near their homes, especially trees that have branches that hang over roofs.

When a fire is spreading, tree limbs hanging over a home can allow the fire to endanger the residence, she said.

Her organization also works in conjunction with Pasco County’s Emergency Management team and Pasco County Fire Rescue to predict the effects of harsh weather conditions, especially with summer humidity.

“Florida Forest Service is a state agency, and we work closely with our community partners,” the specialist said. “If we find that we’re getting too dry, we look at our drought index and how many days since rain.”

Depending on how dire the circumstances look, the county can place a burn ban, which it did in 2017.

The Florida Forest Service also collaborates with the Emergency Management team to issue reverse 911 calls to those living in target areas of a fire.

Along with the Florida Highway Patrol, they help post consistent alerts on digital message boards on the highway.

And, with special occasions, such as July 4, on the way, Tear strongly advises residents to avoid fueling fires with gasoline because it makes them harder to put out.

To keep documents safe, in the event of a fire, Tear said you either need to place them in a fire safe, or keep them off site.

She also suggests scanning documents and saving them on a flash drive, as a backup.

Fossa also emphasized the importance of using generators safely.

To avoid posing a risk to utility workers, it is important to have a generator with an automatic transfer switch, which will turn off the generator once the home’s power goes back on.

If a generator is still running when the power goes back on, a utility worker could get electrocuted, or explosions can occur within the home, he said.

Fossa said a common mistake people make is operating their generator within the home, which can lead to deadly carbon monoxide poisoning.

He recommends keeping generators outdoors and well anchored to the ground.

Residents also should be careful when they are using candles. They should not be left unattended, and they should be placed somewhere stable, so they won’t tip over.

Candles should not be left burning overnight, when everyone is asleep, he said.

Fossa also urged taking precautions to avoid become overheated.

He said unless you are not able to leave, staying home during a power outage should be a last resort.

He recommends staying with family or friends, or at a hotel, if possible.

There are also local shelters available, he said.

“Dependent on where the storm is coming from, we have the ability to open certain shelters,” the director noted. “As we see population growing, we’re very proactive. We’ll go ahead and get another shelter ready to go.”

Fossa said it’s also important to heed evacuation warnings.

In some cases, residents become stranded by flooding.

When that happens, Fossa said, it is best to stay put and wait for assistance.

In the aftermath of a storm, Pasco County Human Services and the Red Cross will go out into neighborhoods to assess the needs of residents.

For those displaced from their homes, the Federal Emergency Management Agency (FEMA) can provide temporary housing – even hotels rooms for up to 90 days.

In sustaining a home for harsh weather, Fossa suggests protecting windows with shutters or plywood, or installing missile-proof windows.

“Some insurance companies actually give a break when you storm-harden your house,” he added.

Residents should have a go-kit they can take with them, if they leave their homes, Fossa said.

“If they decide they’re going to leave, they need to have a bag to pick up and walk out the door,” Fossa said.

This kit should include medications, hygiene products, flashlights, batteries, nonperishable food, water, plastic utensils, paper towels and other items.

Fossa suggests that residents should start stockpiling weeks in advance of hurricane season – buying nonperishable food in small increments.

Tim Exline of the Pasco County Health Department said residents should have a food supply stocked up to last 10 days to 14 days.

Getting a surplus of prescription medication is a good idea, too.

“Once an (emergency) declaration is made from the governor, you can go to your pharmacy and get up to a 30-day supply,” Exline mentioned.

Some pharmacies will send out prescriptions through the mail for those who cannot make the commute, he added.

Exline stressed that for those coming to a shelter, medication should be kept in its original prescription bottle, so that it can be properly identified by health officials on the premises.

Transportation services are available for all, but especially the disabled with limited mobility.

“If you have no way to get to that shelter, then you can call Pasco County [Emergency Management’s] office and they’ll make arrangements to have someone come pick you up,” Exline pointed out.

If a hurricane hits, what would your business do?

Residents aren’t the only ones who need to how to respond if water rises, high winds hit or other damage results from tropical storms, hurricanes or other emergencies.

Businesses also need a plan that will help them weather the storm, and resume their enterprise as quickly as possible.

Brian Ellis, an expert with the Tampa Bay Regional Planning Council, offered some practical advice on how to deal with a disaster, during a recent Central Pasco Chamber of Commerce luncheon. (B.C. Manion)

Brian Ellis, disaster recovery coordinator for the Tampa Bay Regional Planning Council, recently shared his expertise on the topic at a Central Pasco Chamber of Commerce luncheon at the Plantation Palms Golf Club, in Land O’ Lakes.

Planning ahead is essential, Ellis said.

The Federal Emergency Management Agency (FEMA) estimates that nearly 40 percent of small businesses that closed after a disaster never reopened because they lacked a Business Continuity Plan and were unprepared to recover, Ellis told those gathered.

Additionally, he said that nearly one in four businesses can expect to experience a disruptive disaster, according to the Insurance Institute for Business & Home Safety and the U.S. Small Business Administration.

To be resilient in the face of such threats, businesses need to prepare, respond and recover, he said.

Preparations should include:

  • An emergency communication plan, which includes: A staff text message/email; a method for reaching employees after hours; and, a single point of contact. Be sure to monitor the news, too, he said.

“Bad information is not what you want,” Ellis said.

  • When faced with a disaster: Be sure you have an evacuation plan, with escape routes. Establish a safe place — which may be at your home or in another location — for you to resume your business as quickly as possible. Can you operate in your parking lot?

Keep your customers informed, he said. “Put some information on Facebook. A sign on the door (of your business) can go a long way.”

Be sure your employees know their roles. “Does your staff know how to react when you’re not there?” Ellis asked.

  • Build resilience in your supply chain. If you need specific products or services to conduct your business, be sure you have secondary suppliers, in case your supplier runs out. Establish service level agreements with your suppliers so you will know what level of service you can expect, if problems arise.
  • Build alliances with others in a similar business. Establish a buddy system: You help them if they’re hit with a disaster; they help you if you’re hit with a disaster. You can lend each other staff; exchange reliable supplier information; and, share inventory.

Responding to a crisis:

  • Account for all employees after the disaster.
  • Gather accurate information after the storm, with boots on the ground.
  • Conduct a full evaluation of infrastructure and take safety measures.
  • Coordinate next steps to get the doors open.
  • Communicate with all parties involved.

Filing an insurance claim:

  • Immediately contact your insurance company.
  • Make sure your insurance company knows your temporary address and contact information.
  • Take photographs of damaged assets.
  • Leave damaged property where it is, until the adjuster has made an official report. Accompany the adjuster to point out damage during the inspection.
  • Make only repairs necessary to prevent further damage. Be aware that unauthorized repairs might not be covered.
  • Be careful in choosing contractors to make repairs. Hire only licensed contractors, who secure the appropriate building permits. (The Better Business Bureau warns you should be wary when hiring contractors after a disaster. Watch out for red flags, such as upfront cash-only payment options; contractors offering to use materials left over from another job – a common tactic of fly-by-night operators; high-pressure sales tactics; and missing contact information.)
  • If the settlement offered by the insurance company seems unfair, contact the Florida Department of Insurance Regulation by visiting FLOIR.com.

Identify lessons learned:

  • How did we improve communications?
  • Were we satisfied with the way technology was backed up and stored?
  • Did staff fully understand their roles during and after the disaster?
  • Were there delays in reopening? If so, why?
  • Are changes needed in our insurance policy?

Ellis also quoted former President John F. Kennedy, who observed, “The time to repair the roof is when the sun is shining,” and famous inventor Benjamin Franklin, who said, “By failing to prepare, you are preparing to fail.”

Pasco sets its legislative priorities

The Pasco County Commission has identified a list of priorities it would like the Pasco County legislative delegation to support.

The delegation is scheduled to have its annual public meeting on Dec. 17 from 1 p.m. to 5 p.m., at the Pasco County School Board’s campus, 7227 Land O’ Lakes Blvd., in Land O’ Lakes. The session allows members of the public and various interest groups to address the delegation before the beginning of the 2019 Legislative Session.

Among the priority items on the Pasco County Commission’s list are a redevelopment plan for Land O’ Lakes, a pedestrian/bicycle overpass at the Starkey Gap Trail, widening a segment of State Road 52 to four lanes; and improvements to the Zephyr Creek watershed.

Commissioners are seeking $1.5 million in state money to support a Land O’ Lakes redevelopment plan.

Calling U.S. 41, also known as Land O’ Lakes Boulevard, “the primary spine in the Land O’ Lakes community,” the county is seeking the state’s help in coming up with a plan to spur new uses along the road, according to a pamphlet outlining commissioners’ priorities.

The federal highway is a major north-south connector within the region, linking Brooksville in Hernando County to employment centers in Hillsborough County, the county says, in a document outlining its priorities for consideration by the Pasco County legislative delegation, which will be meeting in December.

“This highly travelled route is marked by a suburban development pattern, which has immense untapped potential for creating new jobs and transit-supportive communities,” the document adds.

To that end, the county is seeking state assistance to study the area’s redevelopment potential, identify opportunities for land assembly and encourage catalysts that could result in local employment centers that are served by multiple transportation options.

If completed, the redevelopment plan would:

  • Identify large-scale redevelopment implementation strategies
  • Include an area-level evaluation of land assembly
  • Include conceptual design layouts for identified prime catalyst site, such as Transit Centers or Transit-Oriented Developments and their associate development programs
  • Provide evaluations of needed regulatory changes, incentives and other needed mechanisms to facilitate implementation.

The priority list also identifies the need for a bicycle/pedestrian overpass at the Starkey Trail (Starkey Gap) trail at State Road 54. That project, estimated at $4 million, would provide a safe, grade-separated crossing, across the six-lane highway.

The last unfinished segment of the trail, south of State Road 54, is expected to be completed in the summer of 2019. It is part of the statewide Coast to Coast Trail network.

Another priority — which carries a price tag of $73.9 million — requests to widen State Road 52, from U.S. 41 to Bellamy Brothers Boulevard. The design is completed and the right of way for the project is partially funded. The project needs an additional $9.7 million to acquire the additional right of way needed for the project. The estimated construction cost is $64.2 million, which is not funded.

The Zephyr Creek watershed project, estimated at a cost of $5.1 million, seeks to alleviate flooding. The improvements would reduce expected flood levels, which would result in reclassifying 59 structures as lying above the FEMA floodplain.

Federal aid available for Hurricane Irma victims

Federal emergency management teams are fanning out statewide to help Hurricane Irma victims register for financial assistance.

In Pasco County, a team settled in at the Land O’ Lakes Branch Library on Collier Parkway from Oct. 11 through Oct. 14.

Area residents applying for assistance also could speak with representatives of the United States Small Business Administration and Pasco County.

Pasco County officials will make announcements soon about more locations that will open to take applications.

The in-person meet-ups with Federal Emergency Management Agency workers are only one of several ways to register for financial assistance.

Currently, the deadline to register is Nov. 9.

State officials have the option to request an extension, however.

Steven Solomon, a FEMA media relations specialist, said the easiest way to apply is to online.

The website is Disasterassistance.gov.

For those who don’t have access to a computer or the Internet, they can call FEMA at 1-800-621-3362. Because FEMA is responding to a number of recent disasters, including Irma and Hurricane Harvey, there could be long waits on the phone.

“We’re asking for people to be patient,” Solomon said.

FEMA workers also are out in the field in the 48 counties declared as federal disaster areas. “We’re walking door-to-door with Ipads, registering people as we go,” Solomon said.

The field workers will have a federal ID badge, which residents should ask to see, Solomon said.

Those who register with FEMA for assistance will be asked to provide the following information:

  • Social Security number
  • Address of the damaged property and a contact phone number
  • Insurance coverage
  • Total household income
  • Bank routing number and account number

FEMA will schedule an appointment for an inspector to meet the applicant – age 18 or older – at the hurricane damaged property. The inspector doesn’t determine eligibility, Solomon said.

All of the information is sent to FEMA, and a letter will be sent to the applicant regarding a grant award.

FEMA grants can pay for a variety of losses including home repairs, temporary housing, transportation, medical and dental costs and funeral expenses.

These will be grants, not loans that would be repaid. Also, grants are not considered taxable income, and they don’t affect other benefits being received, such as Social Security or food stamps.

Homeowners with property insurance should file separate claims with their insurance companies and FEMA. The federal agency can supplement what insurance doesn’t cover.

Grant amounts aren’t intended to be a dollar for dollar replacement of all losses, but Solomon said they can aid in “making people whole again.”

Businesses can apply for low-interest loans through the Small Business Administration. Solomon said it also would be helpful for business owners to talk with FEMA representatives to find out if other types of benefits also would be available.

Anyone who needs repairs completed should do so as quickly as possible, without waiting for a FEMA decision, Solomon said. But, they also should take pictures of the damage and keep receipts for purchases and services, he added.

Everyone should be on the alert for scam artists trying to take advantage of people, Solomon said.

“There is no charge for anything FEMA does,” Solomon said. “If (anyone) asks for money, it’s a scam.”

Avoid being scammed
The Federal Emergency Management Agency has issued some tips to help people avoid being scammed, as they recover from a disaster.

Scam attempts can be made over the phone, by mail, by email, through the Internet, or in person.
Here are some tips to remember to safeguard against fraud:

  • Ask to see ID badges. All Federal Emergency Management Agency representatives always carry an identification badge with a photograph.
  • Keep your FEMA registration number safe. It is your key to your application information. Do not share it with others.
  • Safeguard personal information. No state or federal government disaster assistance agency will call you to ask for your financial account information. Unless you place a call to an agency yourself, you should not provide personal information over the phone. It can lead to identity theft. In general, be cautious when giving personal information such as social security or bank account numbers to anyone. FEMA will only request an applicant’s bank account numbers during the initial registration process. FEMA inspectors will require verification of identity but will already have your registration number.
  • Beware of people going door to door. People knocking on doors at damaged homes or phoning homeowners claiming to be building contractors could be con artists, especially if they ask for personal information or solicit money.
  • Know that federal workers do not solicit or accept money. FEMA and Small Business Administration staff never charge applicants for disaster assistance, inspections, or to help fill out applications. FEMA inspectors verify damages, but do not involve themselves in any aspect of the repair nor recommend any contractor.
  • If you suspect fraud, call the toll-free FEMA Disaster Fraud Hotline at (866) 720-5721, or call your local law enforcement agency.

UPDATED: Getting help and helping others

Hurricane Irma is causing some people to turn to others for help, and offering others an opportunity to be of service.

Here are some places to turn for help, or to get involved.

Free well water testing kits
The UF/IFAS Pasco County Cooperative Extension Service is offering free, private well water testing kits for owners whose wells flooded due to Hurricane Irma. The water sampling test kits are available Sept. 28 and Sept. 29, from 8 a.m. to noon, at the extension office, 36702 State Road 52 in Dade City. Only 60 kits are available, and they will be distributed on a first-come, first-served basis.

The extension office will collect the water samples on Oct. 3, from 8 a.m. to noon. Kits received after that date will not be accepted for testing.

 

Temporary roof replacement
If your roof was damaged by Hurricane Irma, you may be eligible for free temporary roof repairs by the U.S. Army Corps of Engineers. Operation Blue Roof can install a temporary roof covering. For more information, call 1-888-Roof-Blu (That’s 1-888-766-3258.)

Need to file an insurance claim?

Florida’s Chief Financial Officer Jimmy Patronis and the state’s Insurance Commissioner David Altmaier offer these tips to help consumers:

  • Have all of your insurance policies handy.
  • Document damage. Take photos or shoot video before making any temporary repairs.

A free smartphone app developed by the National Association of Insurance Commissioners called “MyHome Scr.APP.book” can help you take and store a room-by-room log of photos.

  • Contact your insurance company or agency as soon as possible to report damages.
  • Cover damaged areas that may be exposed to the elements to prevent further damage.

Your insurance company may reimburse the expense of these temporary repairs, so keep all receipts. Remove water-logged and otherwise damaged items from your house to prevent the spread of mold, but document them and do not dispose of any damaged property until your insurance company adjuster has had an opportunity to survey it.

Avoiding rip-offs

  • If you’re having work done, research a company or contractor, ask for references and get multiple quotes before signing a contract. Be sure the contractor carries general liability insurance and workers’ compensation.
  • Beware of any unsolicited offers or contractors claiming they can perform repairs at a discount with leftover supplies from another job.
  • Never pay the full amount up front, and do not make final payment until completely satisfied with the work performed.
    • If you suspect someone of price gouging, call (866) 9NO-SCAM.
  • Keep in mind that federal, state, and county government employees will have identification badges and will not approach you in your home for cash payments or banking information. There is no fee to apply for or to get disaster assistance from FEMA, the U.S. Small Business Administration, or the State of Florida.

Emergency bridge loans available
Small business owners with two to 100 employees, in any of Florida’s 67 counties affected by Hurricane Irma, can apply for short-term loans up to $25,000. These interest-free loans are granted in terms of 90 or 180 days. To be eligible, a business must have been established prior to Sept. 4, 2017, and must demonstrate economic injury or physical damage as a result of Hurricane Irma. The deadline to apply is Oct. 31. Individual and household assistance
The Federal Emergency Management Agency (FEMA) has determined that Pasco County is eligible for the Individuals and Household Assistance Program, which provides financial help or direct services for eligible residents.

Available help includes:

  • Housing assistance for renters or homeowners for temporary housing, home repairs and either semi-permanent or permanent housing construction services
  • Other needs assistance, including uninsured, disaster-related necessary expenses; serious needs, such as medical expenses, funeral and burial costs, repair, cleaning or replacement of personal items; and, other eligible expenses
  • Apply online at DisasterAssistance.gov.

Debris removal
Pasco County Utilities, Solid Waste and Resource Recovery Department, was scheduled to begin removing debris this week.

  • In preparation for the removal, Pasco County homeowners must have all debris materials brought to the curb or roadside for pickup. Residents should be aware and be careful not to block fire hydrants, mailboxes, electrical boxes or any other structures. Contractor generated debris will not be picked up.

Do not bag debris. Refrigerators should be empty, with the doors secured or removed.

Requests for debris pickup must be submitted to Pasco County Customer Service Center by emailing , providing the address where the debris is located. Residents can also call customer service at (727) 847-2411.

Debris must be separated into the following categories:

Furniture: Mattresses; couches, sofas, chairs; dressers; lumber, if not pressure treated; particle board; laminated flooring; dry insulation (if wet, pile with construction); carpet and padding

Construction: Drywall, plasterboard, ceramic tile, concrete, lumber (pressure treated), wet insulation

Vegetation: Tree cuttings (must be no more than 5 feet in length, and all branches must be bundled)

White Goods: Appliances, metal furniture, metal shelving, bicycles, items that are more than 75 percent metal

Hazardous Waste – Delayed Pick-Up: Any household chemicals; oil, gas, flammables; lawn and garden chemicals; televisions; computer monitors computer towers (CPUs)

Securing accurate information will help the State of Florida and the Federal Office of Emergency Management to determine if the county has enough damages to seek a federal declaration for our residents to receive financial assistance to make necessary repairs to their properties.

Lawmakers promise to fix broken flood insurance program

Groans, interruptions, occasional applause. That was the scene in the New Port Richey city council chambers last week when federal, state and local officials — led by U.S. Rep. Gus Bilirakis — pulled homeowners together to talk about what’s been a painful subject in recent months: flood insurance.

Premiums under the National Flood Insurance Program, a federal insurance plan administered by the Federal Emergency Management Agency, have skyrocketed since October when a federal law went into effect designed to help the program make up for losses from major disasters like Hurricanes Katrina and Sandy.

Implementation was designed to slowly ramp up increases for affected policyholders, but what has actually happened has been much different.

One homeowner on the west side of Pasco County got a rude awakening soon after purchasing his waterfront property in April.

“I have a $2,500 monthly mortgage, and now we’re talking about $2,000 a month more to pay for our insurance, and that’s not going to happen,” the resident said. “If we don’t get a fix, they are going to foreclose on my property. I cannot physically make my payment.”

For some NFIP policyholders, what were once annual premium amounts became their monthly payments, in many cases, creating situations where some homeowners would pay the entire value of their property in a little more than a decade, before turning around to start the process all over again.

Bilirakis, R-Palm Harbor, says he’s demanding immediate relief for those affected, especially in Florida which has traditionally paid out three times more than they’ve ever received in the program.

“We’re not going to rest until we get results,” said Bilirakis, who introduced what he calls the Homeowners Flood Insurance Relief Act last October. It’s expected to cap premiums at the value of a home at the time it was purchased, divided by 30 — the typical timeframe of a mortgage — and would cap annual premium increases the first 10 years at 10 percent.

“I think we have a real good chance of passing a version of the bill,” Bilirakis said. “I don’t care if it passes with my name on it or not, you guys need relief.”

Bilirakis, who sternly questioned a FEMA representative flown in from Atlanta to talk about the rates, had to answer some questions of his own, however. For one, why he voted for a 2012 bill widely blamed for current increases in flood insurance.

The Biggert-Waters Flood Insurance Reform Act of 2012 passed Congress and was signed by President Obama last year. The bill phases out government subsidies for premiums in long-standing policies, but caps the annual increases at 25 percent.

It was part of an overall transportation bill that overwhelmingly passed both the House and the Senate.

“We voted for the bill to save the program, but it has not been properly implemented,” Bilirakis said. “We need an NFIP until we get a viable private flood insurance.”

The bill instructed FEMA to, in part, conduct an affordability study for its proposed premiums before implementing the bill, Bilirakis said. Susan Wilson, chief of the Floodplain Management and Insurance Branch of FEMA, admitted the study had not been done, but only because there was no money to fund it.

Although the insurance program has been self-sustaining for decades, storms like Hurricane Katrina and later Hurricane Sandy threw the program into debt of more than $24 billion.

“Hurricane Katrina was anything but an average loss year, and everyone can agree with that,” Wilson said. “I spent many months in Mississippi, which was devastated by Hurricane Katrina, and there were a lot of losses paid out for claims.”

Before Biggert-Waters, the NFIP was different from private insurance companies as it was not allowed to maintain a reserve fund. With a reserve fund, the organization would have extra cash on hand in case more claims were paid than premiums received — like when Katrina or Sandy hit. Otherwise, the program has to borrow to pay claims, and premiums would have to rise to pay not only the additional money, but the interest for the loans, as well.

State Sen. Wilton Simpson, R-Trilby, said Florida is looking to help policyholders, as well. The bill he is co-sponsoring would allow private insurers to help with flood insurance in the state.

“This is the backstop to give homeowners options,” Simpson said. “Since this has become such a big issue for the state of Florida, we have started working on legislative solutions in Tallahassee.”

That bill is set to go in front of the state senate’s banking and insurance committee on Jan. 8.
