More than $12 million in state funding coming to Zephyrhills

The City of Zephyrhills has announced it will receive slightly more than $12 million for three local infrastructure-related projects.

The state allocations were approved as part of the 2022-2023 Florida state budget, signed into law by Gov. Ron DeSantis on June 2.

The funds will be used on work at Zephyrhills Municipal Airport, road projects and sewer and water main improvements.

“Receiving these appropriations helps to improve the infrastructure throughout the City of Zephyrhills in a multi-faceted approach,” Billy Poe, city manager for the City of Zephyrhills, said in a news release.

Poe also expressed his appreciation to Florida Senate President Wilton Simpson, Sen. Danny Burgess, and Rep. Randy Maggard for their support of the Zephyrhills community.

Poe also thanked Gov. Ron DeSantis for “seeing the value in these infrastructural improvements in the City of Zephyrhills.”

Here are the specifics:

Municipal Airport improvements: $6.6 million
Several projects are already underway at the airport, including a runway extension that is expected to be completed soon. The additional funds will be used to design and construct a new Fixed Based Operator (FBO) Terminal Building, Taxiway F and two new box hangars. Future development of the airport and the adjacent Industrial Park is expected to attract new corporate and recreational aircraft operations, including increased jet traffic. When this happens, new jobs are expected from the increased capacity for aviation businesses, including pilot lessons, new hangar construction, mechanical businesses and corporate relocations and from maintenance, repair and overhaul businesses.

Kossik Road and Fort King Road Sewer Main/Water Main Extension: $3.5 million
This is the second part of a three-phase project to improve utility access in the north end of the city. When completed, the overall improvement will create a looped system, allowing for redundancy, as well as improving fire flow and water quality.

The sewer part of the project will allow decommissioning of up to 400 existing septic systems and prevent nearly 2000 new onsite sewage treatment and disposal systems. It also will provide reclaimed water to benefit the Hillsborough River Basin minimum flow levels.

South Avenue Extension – National Guard Entrance Road: $1.94 million
This funding is intended to provide to access a new Florida National Guard facility that is planned for Zephyrhills. In 2021, a $25 million appropriation was approved to to construct a new facility in Zephyrhills. The Guard selected a location just north of Sixth Avenue and South Avenue and the airport. However, the proposed site does not have improved access from Sixth Avenue. The extension project consists of purchasing the right-of-way, a quarter-mile roadway to access the Guard site, stormwater and extension of 1,300 linear feet of water main and sewer main to service the site from the Sixth/South Avenue intersection. The industrial access road is a critical segment to access both the armory and future industrial development.

Poe said these funds couldn’t come at a better time, especially as the city has numerous projects already in the works or on the books.

“With the growth we’re experiencing (in Zephyrhills) — not just residential, but commercial and citywide,” Poe said, “that comes with improving the water and the sewers and the streets and even the airport. These are all much-needed improvements.”

More residential and commercial growth coming to East Pasco

Zephyrhills is hitting its stride as growth and development gain momentum along the traffic corridors of what is now Pasco County’s largest city.

The signs of new growth are everywhere along Zephyrhills’ major corridors including U.S. 301/Gall Boulevard, and State Road 56.

Construction is changing the city’s landscape.

New developments include The District at Abbott Square, a master-planned community behind the Sarah Vande Berg Tennis & Wellness Center, and Abbott Park, a residential community off Dean Dairy Road.

The Zephyrhills Municipal Airport is expanding and there’s new retail at Zephyr Commons shopping complex.

These signal the city’s increasing population.

It grew from more than 13,000 residents in 2010 to more than 17,000 residents in 2020, according to data from the 2020 U.S. Census.

In addition to Abbott Square and Abbott Park, Hidden River and the Links at Calusa Springs also are adding rooftops to Zephyrhills.

“The fact is that the need for housing is just exploding statewide. Tampa is running out of space,” said Todd Vande Berg, Zephyrhills’ planning director. “We were the next logical location.”

The view from the exit of Tropical Acres on Blue Lagoon Drive will soon change as ongoing construction site preparation will transform the east side of U.S. 301.

The widening of State Road 56 to four lanes opened Zephyrhills to more development, Vande Berg said.

He also noted that city officials have worked to ensure that residential projects were not “cookie-cutter.”

Abbott Square, as an example, will offer one-story villas, two-story townhouses, and will feature three different lot sizes.

“I think people appreciate that. Not all residential is on 40-foot-wide lots like every other development,” he said.

Preserving trees, installing sidewalks and adding trails are highlights of new residential development.

Zephyrhills is building on Pasco’s countywide efforts to attract tourism through an emphasis on sports facilities such as the Sarah Vande Berg Tennis Center.

In coming months, Vande Berg said the tennis center will add dormitories to accommodate increasing interest in tournaments and training opportunities.

The facility also is attracting new residential including the Abbott Square project. The Lennar Homes development, on Simons Road behind the tennis center, will build about 700 residential units of single-family houses, townhouses, and apartments.

West of Dade City on State Road 52, a new residential development, Abbey Glen, is under construction.

Abbott Park, off Kossik Road near Zephyr Commons, is a new residential community by Metro Places.

Summerstone is a new single-family and townhome development, off State Road 56, west of Morris Bridge Road. It is located in Wesley Chapel, just a short distance west of Zephyrhills.

Chipotle’s restaurant recently opened at Zephyr Commons. Planet Fitness had a recent ribbon-cutting. Chick-Fil-A opened, too, on an outparcel of the shopping center on the northeast corner with Pretty Pond Road.

More retail is anticipated. And plans for the site include about 400 residential units.

The Pretty Pond intersection is becoming a hub for Zephyrhills shoppers, who are adding Zephyr Commons to their destinations along with established plazas along Gall Boulevard (U.S. 301), including Merchants Square, Towne View Square Shopping Center, and North Town Center.

On the west side of Gall Boulevard, at Pretty Pond, the former site of Rainbow Court and Brightside Manor mobile home park, is being prepped for new commercial development. A sign planted at the site advertises a coming Radiant gas station and convenience store. A car wash also is anticipated at the site.

Zephyrhills’ downtown, on Fifth Avenue, is enjoying its own commercial revival.

The opening of Zephyrhills Brewing Company in 2016 set the stage for renewed interest in downtown, said Melonie Monson, president, and chief executive officer of The Greater Zephyrhills Chamber of Commerce.

“It has been an economic driver,” she said. “It’s brought traffic in on weekends.”

New shops opening within the past year include Vintage Chix, a boutique clothing store; A.O.K., a sports bar featuring axe throwing; and Your Turn, a board game café that serves coffee, sandwiches, pastries, and a choice of hundreds of board games to play.

Tina & Joe’s Café opened recently in the historic Jeffries House, built in 1910 for Zephyrhills’s founder Captain A. B. Jeffries. The café serves salads, sandwiches, lobster rolls and desserts.

Also, Planet Jupiter, a hookah lounge, is “coming soon” to a storefront on Fifth Avenue.

“Our downtown is really growing,” said Monson.

On Gall Boulevard, near downtown, Jerry’s Crystal Bar reopened after being ravaged by fire in 2020.

Checkers on Gall and Culver’s on Eiland Boulevard are new additions to the quick service food options.

The chamber recently hosted a ribbon-cutting for Hoops Heaven, on Chancey Road along the city’s industrial corridor. The indoor training facility offers basketball training for youth in the Zephyrhills and Wesley Chapel area.

Hoops Heaven adds to both Zephyrhills’ and Pasco County’s goal of advocating for sports and ecotourism to build economic growth and bring jobs, Vande Berg said.

“Someone came from out of town and saw a need for youth basketball,” the planning director said.

Zephyrhills sets legislative priorities

The City of Zephyrhills has solidified three legislative projects to present to the Pasco County legislative delegation at its annual meeting.

The session is set for Sept. 1 from 9 a.m. to 1 p.m., at Zephyrhills City Hall, 5335 Eighth St.

The public, and representatives of various interest groups and local governments are invited to present their requests to the delegation before the 2022 Legislative Session begins.

With that, the Zephyrhills City Council unanimously approved a staff recommendation to seek funding for the following multimillion dollar projects, during an Aug. 23 regular meeting:

  • Sewer main extension/water main extension — Kossik Road and Fort King Road ($3.48 million)
  • Zephyrhills Municipal Airport — taxiway, two box hangers, fixed-base operator/terminal ($5.33 million)
  • Zephyr Park improvements ($5 million)

The next step was for representatives from the city to ask state Rep. Randy Maggard and state Sen. Danny Burgess to sponsor the projects on its behalf, during the delegation meeting.

Here’s a closer look at the priority projects, which also were outlined in a report prepared by Zephyrhills City Manager Billy Poe.

Sewer main extension/water main extension — Kossik Road and Fort King Road
This $3.48 million project calls for connecting sewer lines along Kossik Road from U.S. 301 to Fort King Road, then from Fort King Road north to Phelps Road and south to Simons Road.

It also includes a water main along Kossik Road, from Greenslope Drive to Fort King Road.

The sewer main portion will allow for the decommissioning of existing septic tanks along the route and will accommodate proposed development.

The water main portion will create a loop in the system, allowing for redundancy by being able to service the area from different directions.

The comprehensive project, Poe said, “will help to create a loop for the water system and install a sewer main that’ll open up our system, kind of in the northwest corner of our city.”

Zephyrhills Municipal Airport — taxiway, two box hangers, fixed-base operator/terminal
This Zephyrhills Municipal Airport improvement project is three-pronged, with each portion combining to total $5.33 million, if funded in its entirety.

The first piece calls for two box hangers on the southern infield — totaling slightly over $1.9 million — to house larger aircraft and boost economic development opportunities in coordination with the extension of Runway 1-19.

The housing of aircraft at the airport also will help to increase turbine operations, therefore beneficial for future FAA (Federal Aviation Administration) funding, officials say.

The second portion — totaling $725,000 — would be the construction of the parallel taxiway, from Runway 5-23 north to Taxiway Bravo to allow aircraft housed in the proposed hangers to access both runways 5-23 and 1-19.

The project’s third component is to construct a new fixed-base operator terminal — costing $2.7 million — to offer better service to pilots that fly in and out of the airport.

Poe said the airport project can be split into separate parts, but advised the entire package be submitted to the delegation, “and then let the state say, ‘Hey, we would only like to fund half of that, or a portion of it.’”

The airport is located at 39450 South Ave.

Zephyr Park improvements
For the past several years, the city has conjured up various ideas on how to spruce up the 34-acre Zephyr Park, at 38116 Fifth Ave.

It presently features Alice Hall Community Hall, lighted tennis courts, handball, fishing, picnic pavilions, barbecue grills, horseshoe pits, playground equipment and a lakeside trail.

But the Zephyrhills Community Redevelopment Agency (CRA) envisions the community park to be much more — a place within walking distance to the city’s downtown core, intersecting recreation, fun and art.

Redeveloping the space into a blended urban natural park would provide a connection from downtown to the west of the CRA district, officials say, while promoting the economic development of surrounding neighborhoods and expansion of the downtown area.

The city organized a community open house back in May 2016 to gather input on what enhancements residents would like to see at Zephyr Park. A Zephyr Park master plan also was completed shortly afterwards, by project consultant Kimley-Horn and Burkhardt Construction Inc.

A draft concept shows an event lawn, family fun zone, wedding lawn, dog park, history garden, splash pad, fitness zone, bandshell, and pedestrian bridges, boardwalks and terraces surrounding Lake Zephyr, among other frills.

Should Zephyr Park gain state funding — is requesting $5 million— Poe acknowledged that staff will revisit and likely refine some of the park’s drafted redevelopment plans “because it has been several years,” since those talks took place.

The city manager put it like this: “We’ll look at it, talk about it, tweak it, because, you know, maybe the interest of the community has changed from the time when we originally did the plans, so we’ll look at all that.”

Zephyrhills development yields roadway concerns

The City of Zephyrhills is experiencing booming growth and development that includes thousands of new homes and myriad commercial projects — and that’s on top of a newfound tourism and visitor rush felt with the opening of the $4.9 million Sarah Vande Berg Tennis & Wellness Center, at 6585 Simons Road.

As the city begins to add new population and outsiders, concerns are increasing about the ability of the city’s road ways being able to sustain traffic arising from all the happenings in the small East Pasco town.

Those qualms were front and center at a Zephyrhills City Council meeting last month.

“We’re having tremendous growth right now, and I think it’s really hard to stay ahead of it, I really do, from a traffic management standpoint,” Councilman Lance Smith said.

“We see it in (Pasco County). In the county we see the lag that’s happened, and my gosh, how long have they been working on (State Road) 54, adding additional lanes? I’m just concerned that we stay ahead of it,” the councilman said.

Smith directed attention to the Abbott Square development that will add some 700 units surrounding the new tennis center on Simons Road.

The roadway is already becoming a problem with motorists trying to make left-hand turns off the Simons Road/Eiland Boulevard intersection, without a traffic signal, he said.

He also observed “cars stacked up turning left” during a recent event at the tennis complex, therefore increasing the likelihood of accidents and wrecks.

“People get frustrated when they can’t make that left-hand turn, and they’re willing to take a chance when they do that,” Smith said.  “We need to do something.”

In response, Zephyrhills City Manager Billy Poe explained a signalized intersection improvement is tied into a developer’s agreement with the Abbott Square homebuilder, Lennar Corporation. Meanwhile, the city is looking to time up those signalized improvements and connect Simons Road into Fort King Road by the end of 2021, Poe said.

Smith credited city staff for “doing a really good job” with facilitating various development projects — along with getting some transportation projects in the pipeline, such as the busy U.S. 301/Pretty Pond Road and County Road 54/U.S. 301 intersections.

But he cautioned that those involved must think of any potential issues that might result before construction actually begins on a particular project: “Just put on your thinking cap when you’re looking at these developments, ‘How’s it going to impact the road network around it?’”

Smith brought up the example of consulting engineers not including a right-hand turn lane into the recent State Road 56/Morris Bridge Road project.

He said: “Let’s try and avoid (those mistakes). Somebody holler and say, ‘Hey, you forgot this.’ It’s a shame to open up a new road and have these goat trails on the side where people are coming up and making their own right-hand turn lane.”

Meanwhile, another Zephyrhills roadway issue brewing is the sustainability of Wire Road. Nearby construction is afoot on Abbott Park, a 500-plus unit development popping up on the site of the former Gore Dairy Supply property.

Councilman Alan Knight observed: “Wire Road’s taking a beating already and you know with the new people coming in, and we’re looking at 500 homes — whew, it’s going to be tough (to maintain).”

Poe explained that Wire Road is scheduled to be repaved at some point but has been pushed back due to Abbott Park’s construction. Also, Poe said city officials are having internal discussions to find some way to get a utility transmission pole relocated, so that Wire Road can be connected with Kossik Road. There’s also designed plans — but not yet budgeted —  for Dairy Road to be extended north to connect with Kossik Road, the city manager said.

Meanwhile, Knight and other council members called for additional funding and resources to move such transportation projects forward.

Knight, for one, made a vocal plea for more help from the Pasco County Commission: “There’s a lot of money coming from our county commissioners that are going other areas…and some of that money needs to come to us. I’ll be the first to be very vocal about it. I see where a lot is going to Wesley Chapel; I understand the growth. I understand a lots going, but Zephyrhills needs to get some of that money. We need to get some improvements. We’re growing at a rate that’s unreal.”

Council President Charles Proctor echoed those sentiments: “This city is growing so fast. We all lived here a long time and I believe we’re doing our best to stay ahead of it, but we definitely need to work with the state and with the county to stay ahead of it.”

Development is ramping up in Zephyrhills

Except for some weeks throughout March and April, the COVID-19 hasn’t halted much new development within the City of Zephyrhills.

That’s the word from Zephyrhills Planning Director Todd Vande Berg, who outlined a number of citywide projects during an East Pasco Networking Group virtual meeting on June 23.

Perhaps the most notable setback, Vande Berg said, involved a slight delay in court installations at the forthcoming Sarah Vande Berg Tennis and Wellbeing Center, due to some extra safety and travel precautions taken from Miami-based construction crews.

However, the nearly $5 million project on Simons Road is proceeding well, with a grand opening scheduled for mid-to-late August.

Aside from that, the planning director said, “I haven’t heard of a lot of slowdown, at least in our community.”

Underscoring the point is the myriad projects and initiatives Zephyrhills has in the pipeline — mainly in regards to new residential construction.

Larger single-family developments underway include The District at Abbott’s Square, Zephyr Lakes, Hidden River, Links at Calusa Springs, plus various expansions to the Silver Oaks and Silverado communities, respectively.

In other words, the city’s real estate market is “very hot right now,” Vande Berg said.

He explained, “I don’t know where all these people are coming from, but these housing subdivisions are selling homes for over $300,000 with HOAs and CDDs. I wasn’t sure how that’d work in Zephyrhills, but you drive up to Silverado and before the lot infrastructure is completed, you’re seeing a ‘Sold’ sign, so it is amazing.

“Even through this COVID-19 environment the residential housing…has really stayed very strong, which helps the city from a budget and revenue standpoint.”

Vande Berg added another 550-plus residential development is being planned around the new tennis center and should be underway a year or so from now.

The Lennar project will feature one-story villas, two-story townhomes and three different lot sizes. “It’s going to be a unique project,” Vande Berg said, adding, “we’re just beginning the due process on that.”

The planning director touched on a number of commercial developments, too.

Much is contingent on the addition of two signalized intersections on U.S. 301, Pretty Pond Road and Medical Arts Courts.

Funding for the $2.3 million project is in the state budget for this fiscal year. The aim of the traffic signal project — already out to bid — is to speed up potential commercial development in the northeast and northwest corners of U.S. 301 and Pretty Pond, and to improve access to the Merchants Square and Townview Square shopping centers.

The project will “spur a lot of development” along the intersection, Vande Berg said.

Additionally, a slew of light industrial businesses have recently set up shop at Park Place Center — an industrial park situated on Chancey Road south of Skydive City. That development is funded by a group of local investors.

“There’s a lot of activity going on in there,” Vande Berg said. “If you get a chance, go back there and drive around in that industrial park and you’ll see everything that’s going on in there.

Zephyrhills will join more than 100 other cities and water treatment facilities across the country in a federal lawsuit that is going after various companies that manufactured firefighting foam containing chemicals found to contaminate water wells. (File)

“We’re always excited when we have new, quality industrial manufacturing coming in, that creates jobs, they don’t require a lot of city services, and they generate a lot of ad valorem revenue for the city, so it’s always very positive, and you see that happening, to help diversify our community economy, and just good business overall,” Vande Berg said.

Another visible construction project underway is the rebuild of Jerry’s Crystal Bar on Gall Boulevard. The bar had been a community landmark downtown for over 60 years, until a fire destroyed the building last May.

The project will fall under the requirements of the city’s form-based code for the U.S. 301/Gall Boulevard corridor area, whereby the facade is aligned right up to the street with a wide sidewalk and all parking is situated behind the bar.

The planning director described the new building as “a big improvement” from beforehand, adding future projects within the corridor will be required to meet form-based code — a tool used to regulate new development in a manner compatible with the community’s vision.

For example, Vande Berg noted a builder is looking to erect townhomes on Seventh Street, so those structures likewise would be situated right up to the street with backlot parking.

Vande Berg observed of the zoning regulations: “You’ve probably seen that in other communities where it’s been pretty successful, so we’re doing the same thing here.”

Another anticipated project moving along is a new 14,000-square-foot Veterans Affairs clinic, at 378727 Eiland Blvd. Construction broke ground last June, but work halted after last-minute changes to modify the facility’s design and layout.

Those site plan changes were recently approved by the city’s review committee, Vande Berg said, “so they should be getting along with that pretty soon, we anticipate.”

In the arena of new eateries, Zephyrhills is set to land Chipotle and Chick-fil-A franchises in the near future.

Chipotle has been approved by the city for a small commercial outparcel in the Zephyr Commons Shopping Center and construction should begin soon, Vande Berg said.

Chick-fil-A, meanwhile, will be located at the northeast corner of U.S. 301 and Pretty Pond Road. The franchise is likely waiting until the new traffic light project is a go before construction gets underway, Vande Berg said.

Some other updates and happenings for Zephyrhills the planning director shared:

  • An extension of Kossik Road is complete, to service the Abbott Park residential development.
  • The city is working with the Florida Department of Transportation (FDOT) on continuing State Road 56 east of U.S. 301 with four-lane alignment alternatives, as well as one-way pairs on Gall Boulevard.
  • The city received a $15,000 grant from Duke Energy toward the long-range Zephyrhills Industrial Corridor master plan.
  • The city has applied for a $15,000 grant from the Florida Department of Economic Opportunity (DEO) to revamp the housing element of its comprehensive plan.

2045 roadway plan officially pushes forward

The Pasco County Metropolitan Planning Organization (MPO) board has approved the 2045 Long Range Transportation Plan that includes numerous projects that are expected to be pursued within a 20-year time frame.

“The goal is to develop [a] cost-affordable plan that covers a minimum of 20 years through the planning process,” Wally Blain, of Tindale Oliver, told the MPO board during a Dec. 11 meeting at the Historic Pasco County Courthouse.

The 2045 plan is a revision of the 2040 plan. It prioritizes road in greatest need.

The long-range plan is updated every five years and is subject to revision.

Its feasibility is determined by what funds are allocated on the federal, state and local levels.

The planning process also included a public comment period, from Nov. 6 to Dec.6.

“More than 2,500 residents of Pasco participated in those and provided input on the transportation planning process,” Blain noted.

One comment noted that trucks are traveling faster on Ehren Cutoff, since the road’s shoulders were expanded. Another cited a lack of north-south improvements in Wesley Chapel and Zephyrhills compared to east-west improvements. And, there was a suggestion for a train service to connect Pasco County with Orlando and Tallahassee.

While the feedback was noted, priority road improvements must be dealt with first, Blain said.

The 2045 plan includes changes in the way revenues are distributed for transportation-related improvements.

The 2045 plan contrasts to the 2040 plan as follows:

  • Funding for roadway capacity rose from 64% to 71%
  • Funding for transit decreased from 25% to 9%
  • Funding for sidewalks and bicycle facilities increased from 1% to 2%
  • Funding for technology/congestion management rose from 1% to 3%
  • Funding for roadway maintenance rose from 9% to 14%

Projects in the 2045 plan include:

  • Widening of State Road 52 to four lanes, from U.S. 41 to Old Pasco Road
  • A one-way pair conversion, along U.S. 301
  • Widening of U.S. 301 to six lanes, from Eiland Boulevard to Kossik Road
  • Widening of Old Pasco Road to four lanes, from Wesley Chapel Boulevard to State Road 52
  • Widening of Overpass Road to four lanes, from Interstate 75 to U.S. 301
  • Extending Tower Road to U.S. 41

The Vision 54/56 project has $600 million for improvements, but specific changes have yet to be determined.

“State Road 54 is a key corridor that the MPO has taken as a priority in this plan, as well as the 2040 plan,” Blain said.

The MPO has been working along with the Florida Department of Transportation to address the issue.

The state transportation department is conducting an evaluation to determine potential improvements at the intersection of U.S. 41 and State Road 54.

The approved long-range transportation plan will be submitted to the Federal Highway Administration, Federal Transit Administration and the Florida Department of Transportation. These agencies utilize the adopted plan to implement numerous federal and state-funded transportation projects in Pasco County.

In addition to long-range planning, Blain also covered a number of projects that are ongoing and committed in the five-year plan, which runs through 2024.

Those include:

  • Widening of State Road 52 to four lanes from the Suncoast Parkway to U.S. 41
  • Widening U.S. 41 to four lanes, south of State Road 52
  • Ridge Road extension from Moon Lake Road to the Suncoast Parkway (The U.S. Army Corps of Engineers issued a permit to begin work on the project on Dec. 20)
  • Construction of a new State Road 52 alignment, east of Interstate 75 to Clinton Avenue
  • Construction of an Interstate 75/Overpass Road interchange.
  • Widening of Collier Parkway to four lanes, from Bell Lake Road to Parkway Boulevard

Construction crews busy on roadwork in Pasco County

When it comes to construction activity on Pasco County roads, State Road 52 is a hotspot.

At least that was the message that David Gwynn, secretary for the Florida Department of Transportation’s District Seven, delivered during the North Tampa Bay Chamber’s breakfast meeting.

Gwynn briefed the audience on the state transportation department’s current and upcoming projects in Pasco, during the June 4 session at Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch.

“We’re trying to address some of our major issues we have in the transportation system in the region,” the transportation secretary told the crowd. “The State Road 52 Corridor is one that we’ve really put a lot of money into in the last few years, and we’re going to continue to do that in the near future.”

Among the projects, the state DOT is widening State Road 52, from the Suncoast Parkway to the east of U.S. 41.

That stretch will be expanded to six divided lanes.

It is currently under design, with construction expected to begin later this year, Gwynn said.

Heading from east of U.S. 41 to west of County Road 581 (Bellamy Brothers Boulevard), State Road 52 will be expanded to four divided lanes.

State Road 52 also will be expanded to four divided lanes from County Road 581 to Old Pasco Road, with that project expected to be completed this year.

In 2020, the state DOT expects to widen U.S. 41 to a four-lane road, from just south of State Road 52 to Connerton Boulevard.

The biggest project, Gwynn said, will introduce a new State Road 52 route to U.S. 301.

That project involves widening the road to four lanes, beginning at the intersection of State Road 52 and Uradco Place, extending to the Bayou Branch Canal.

East of the canal, a brand new four-lane State Road 52 will branch off (south of existing State Road 52) and eventually will merge with Clinton Avenue.

This new alignment, expected to begin this fall, will provide an additional route from Interstate 75 to U.S. 301.

When that project is completed, the existing State Road 52 will be turned over to Pasco County to become County Road 52.

U.S. 301 is scheduled for several improvements, too.

There are plans to repave U.S. 301 from Pond Avenue to the north of Long Avenue. And, another project will widen the stretch from County Road 54 (Eiland Boulevard) to north of Kossik Road into six lanes.

Another project would expand U.S. 301 to four lanes south of State Road 56 to south of State Road 39. That two-mile project is expected to include a median, as well as a bike lane, sidewalk and a shared-use path.

Another two-fold project is under evaluation on U.S. 301, Gwynn said.

That project would expand the stretch from State Road 39 to Corey Street in Downtown Zephyrhills. Then, branching out from the Corey Street intersection would be two newly built one-way roads.

Each road would hold three lanes, run parallel to U.S. 301 and end just south of County Road 54.

Gwynn also mentioned the plans to add another entrance in Wesley Chapel from Interstate 75.

The new diamond interchange would connect Overpass Road to the interstate by way of a flyover ramp.

Overpass Road would be accommodated with two additional lanes from its intersection with Old Pasco Road to the exit ramp getting off the interstate.

From the ramp, to the intersection with Boyette Road, Overpass Road would be widened to six lanes. No start date has been determined yet, Gwynn said.

The director also revealed that Wesley Chapel is one of five areas being studied as a possible public transportation hub for traveling cross-county.

It would afford commuters traveling out of Pasco County to neighboring Hillsborough County an alternative from personal transportation.

And, Gwynn informed attendees of the new Florida legislation to build three multi-use corridors, adding new toll roads as well.

“The main purpose of them is to revitalize some of the rural communities that may have been left behind as Florida has prospered – to encourage job creation in these areas,” the director said.

One local corridor will be the Northern Turnpike Connector, which will bridge the Florida Turnpike northwest to the Suncoast Parkway.

Construction on the corridors is set for late 2022.

Gwynn also mentioned that the construction of the long-awaited diverging diamond in Wesley Chapel is still progressing.

The project, which is reconfiguring the State Road 56 bridge overpassing Interstate 75, will crisscross eastbound and westbound lanes upon reaching the bridge.

Four through lanes and two left-turn lanes will make up the westbound road on the south end of the bridge, to better accommodate heavier traffic flow. The eastbound road will hold only three lanes on the north end.

The project is still set to be completed in late 2021, Gwynn said.

Pace of Pasco’s road construction picking up in 2019

It’s no secret that dealing with traffic congestion is a way of life for Pasco County residents.

Whether they’re commuting to work, taking the kids to school, going grocery shopping, heading to a doctor’s appointment or taking care of myriad daily needs, there’s good chance motorists will get stuck in traffic and have to wait for traffic lights to cycle at intersections.

Getting anywhere can be a hassle at peak traffic hours — regardless of the direction drivers are going.

The good news is that 2019 is likely to go down as a banner year with respect to the number of projects aimed at improving traffic flow.

Here’s a look at what is underway, planned for construction, or under study for possible improvements, based on presentations by Florida Department of Transportation officials, transportation department fact sheets and previous reporting by The Laker/Lutz News.

The Diverging Diamond
One massive project, set to get underway this month, is called the Diverging Diamond Interchange.

It aims to reduce congestion at the Interstate 75-State Road 56 interchange, through a reconfiguration of the intersection, in an area between County Road 54 and Cypress Ridge Boulevard.

The new design is expected to improve traffic flow, thus reducing travel time for motorists.

The estimated construction cost is $33 million, and the project is expected to take three years to complete.

Extension of State Road 56
Another significant project involves the extension of State Road 56, beginning at Meadow Pointe Boulevard in Wesley Chapel and ending at U.S. 301 in Zephyrhills.

Work on this 6-mile extension began in 2017. It has an estimated construction cost of $59.1 million.

Initially expected to be completed in the fall, the road could open as early as this spring, David Gwynn, secretary of the Florida Department of Transportation District 7, said during the Discover Dade City symposium in November.

The project includes a four-lane road, with a 10-foot multi-use trail on the south side of the road and a 5-foot sidewalk on the north side. There will be 7-foot bicycle lanes on the shoulders, in each direction.

New signalized intersections also are being built on Morris Bridge Road, where the new State Road 56 crosses it, and on U.S. 301, where the new State Road 56 ties into it.

Also, the City of Zephyrhills requested a study to evaluate extending State Road 56 from U.S. 301 to State Road 39 with a connection to U.S. 98.

And, another study is looking into realigning U.S. 98, where U.S. 301 intersects with Clinton Avenue.

The Pasco Metropolitan Planning Organization also has requested a study to evaluate the potential for the realignment of U.S. 98 at the U.S. 301, in the area of Clinton Avenue (new State Road 52).

U.S. 41 and State Road 54
While the need for a solution to daily traffic jams at U.S. 41 and State Road 54 is widely known, it is not yet clear how the issue will be addressed. Here are alternatives that have been identified, according to a state transportation department document:

  • Elevated express lanes at major intersections; express lanes on the ground for the remainder; and bus services in express lanes.
  • Parallel flow intersection.
  • Elevated lanes at major intersections; bus or rail in separate lanes, combined with a continuous flow intersection.
  • No Build: Maintaining six lanes on the ground and current transit services.

State Road 52 improvements
Projects are in various stages along the State Road 52 corridor. Here’s a synopsis:

  • Suncoast Parkway to east of U.S. 41: This project will widen a 3.8-mile stretch from two lanes to six lanes, with a 12-foot multi-use trail to be built on the north side of State Road 52. The project also includes a 1-mile widening of U.S. 41, approaching the intersection with State Road 52. Construction is expected to begin in 2019.
  • East of U.S. 41 to County Road 581 (Bellamy Brothers Boulevard): Calls for widening the two-lane road to a four-lane divided road. The 8.5-mile improvement also includes a 12-foot multi-use trail on the north side of the road. The project is under design, but there is no construction funding at this time.
  • County Road 581 (Bellamy Brothers Boulevard) to Old Pasco Road: Widening the two-lane road to a four-lane road, with a median. The 1.5-mile project has an estimated cost of $13.4 million and is scheduled to be completed this spring.
  • State Road 52 widening and new alignment, from Uradco Place to west of Fort King Road.

Between Uradco Place and Bayou Branch Canal, the existing road will be widened to a four-lane divided highway.

East of Bayou Branch Canal, the new alignment will be a four-lane, divided State Road 52, built south of the existing State Road 52, tying into Clinton Avenue.

Heading east, past Bellamy Brothers Boulevard, barricades guide motorists through ongoing widening construction.

Clinton Avenue, between County Road 579 and Fort King Road, will be a widened to a four-lane divided road.

Clinton Avenue, between Pasadena Avenue and U.S. 301, will be designated County Road 52, after the construction of the new State Road 52 is complete.

Construction is expected to begin in late 2019.

 

Other projects
Interstate 75 interchange at Overpass Road
Pasco County is building a future interchange at I-75 and Pasco Road. The project is scheduled for letting in 2020.

U.S. 301/U.S. 98
Resurfacing/bike lanes

is in design. Construction is expected to begin in 2019.

Wesley Chapel Intermodal Center Study
This study, expected to be completed in late summer, will identify the needs and location of an intermodal center that will serve as a hub for local and regional transit. It includes the analysis of facility needs, location, cost, funding, connectivity and conceptual design.

Proposed U.S. 301 widening
Another project calls for widening U.S. 301, from a four-lane road to six lanes, from County Road 54/Eiland Boulevard to north of Kossik Road, in Zephyrhills. That construction is not yet funded.

Overpass Road/I-75 interchange under review

About 100 residents had the chance to see the design for a proposal to widen and extend Overpass Road at a public hearing on Dec. 15, but the project is years away from construction.

The project, estimated at $220 million, calls for widening and extending Overpass Road, aligning it with Fairview Heights and Kossik roads, and building a new Interstate 75 interchange.

The nearly 9-mile project is driven by a rapidly changing landscape that developers are tapping into for homes, employment centers and shops.

The proposed plan was outlined at the public hearing at the First Congregation Church of Zephyrhills.

In addition to a new I-75 interchange, the road would be widened to four lanes, or six lanes in some sections, from Old Pasco Road to U.S. 301 in Zephyrhills. Construction on the interchange – the only partially funded phase of the project – is scheduled in 2020.

Pasco County has about $32 million budgeted for the estimated $64 million interchange. Additional state funds will be sought in 2017.

Pasco, with the Florida Department of Transportation and Federal Highway Administration, is completing a study of the project before committing to its construction.

A no-build alternative also is an option.

A decision is anticipated by spring 2017.

At the hearing, residents could view maps and ask questions. They also viewed a video explaining the project.

During a public comment period, one property owner raised concern about access to property abutting I-75. Others opted instead for written comments, which were accepted by the state department of transportation through Dec. 27.

Many people at the meeting had questions about construction, increasing traffic and future plans to buy right-of-way.

Lorri and David Blommel, who live off Kossik Road, had mixed views of the project.

Lori Blommel had some questions: “How are we going to get out of our little place across four lanes of highway? How’s that going to work?”

But, an improved roadway, with an Overpass extension, also would provide a quicker, more direct route to Wesley Chapel.

David Blommel said a 30-minute trip could be shortened to 10 minutes.

The entire length of roadway is quickly transforming. Vacant land is becoming home to new subdivisions to join existing ones, such as the Villages at Pasadena Hills.

Metro Development Group recently broke ground on a 7-acre manmade Crystal Lagoon on Epperson Ranch at Overpass and Curley roads. The master-planned community will add thousands of homes, as well as employment opportunities to the area as part of the state-approved Connected City corridor.

The state’s 10-year pilot program focuses on about 7,800 acres to encourage development of new neighborhoods and stimulate job growth with cutting edge technology. Total build out is about 50 years into the future.

Currently, Overpass is an east-west road that runs from Old Pasco Road to just less than a mile east of Boyette Road. The road falls between State Road 52 and County Road 54. It crosses I-75, but it isn’t connected to the interstate.

The project would widen Overpass from two lanes to four lanes, from Old Pasco to I-75. A diverging diamond interchange would be built with a connection to Overpass.

In addition, Blair Drive, which currently links to Overpass near I-75, would be closed. A new, two-lane paved road would be built with a connection to Old Pasco.

When the Overpass extension is complete, the road would intersect with Handcart Road. From there, the road name changes to Fairview Heights Road and later becomes Kossik Road. The project ends where Kossik intersects with U.S. 301 in Zephyrhills.

Plans, long range, are to widen Overpass Road from I-75 to Boyette Road to six lanes, plus two auxiliary lanes. From Boyette Road to U.S. 301, the road also would widen to six lanes.

The project dates to 2003 and the Overpass Road Route Study. Since then, the plan has taken shape from additional studies and public workshops.

Overpass Road could be widened

Residents can review a proposal for improvements to Overpass Road at a public hearing on Dec. 15 from 5 p.m. to 7 p.m., at the First Congregational Church of Zephyrhills, 7900 Fort King Road in Zephyrhills.

Pasco County, the Florida Department of Transportation and the Federal Highway Administration will host the event. Maps and related documents will be available for review.

There will be a formal presentation at 6 p.m., as well as opportunities, before and after, to offer comments and ask questions about the project.

Final approval for the project is expected by spring 2017.

Overpass Road currently is an east/west, two-lane road from Old Pasco Road to slightly less than a mile east of Boyette Road, where it ends.

The approximately nine-mile project would expand Overpass to a minimum of four lanes from Old Pasco Road eastward to U.S. 301, in Zephyrhills. A redesign would realign Overpass and connect it with Kossik Road.

In addition, a new interchange would be built to connect Overpass with Interstate 75.

“We need another exit,” said Pasco County Commissioner Mike Moore. “It’s that simple.”

Moore and other members of the Pasco County Metropolitan Planning Organization received an update on the project during an MPO meeting on Dec. 8 in Dade City.

The interchange is the only portion of the project to have any funding. Construction costs for the interchange are about $64 million, but the county currently has about $32 million available.

Moore said about $15 million in state funding should be pursued to help make up the shortfall. And, Pasco County Commissioner Jack Mariano said federal funding also should be sought for road projects in light of President-elect Donald Trump’s pledge to support infrastructure improvements nationwide.
