Lacoochee Elementary

Light industrial development proposed for Lacoochee

The Pasco County Commission has approved a land use change that is expected to set the stage for a light-industrial development in Lacoochee.

The land use change, approved by the county board on March 8, converted a 33-acre site from a residential designation to one that allows consideration of light-industrial uses.

The site is south of Coit Road, west of Bower Road, east of the CSX Railroad and north of Cummer Road.

The proposed One Lacoochee Center is expected to generate jobs for the Lacoochee-Trilby area.

The application was submitted through the county’s Office of Economic Growth.

There is a 0.21-acre parcel at the southwest corner of Chapman Street and the CSX Railroad, which is not included as part of this comprehensive plan amendment.

To the north of the subject side is the Pine Products Road right of way, Coit Road and the First Baptist Church of Lacoochee.

To the south is Lacoochee Elementary, Mt. Moriah Baptist Church, Citrus Villas I and Cypress Villas, I and II.

To the east of the property is the Bower Road right of way and the CSX Rail Line.

To the west is the West Cypress Manor wastewater treatment facility plant, Pine Products Road right of way and the CSX Rail Line.

The applicant also has filed a companion request for a rezoning to convert the existing zoning to a light-industrial park district.

Two new STEAM magnet schools coming to Pasco?

The Pasco County school district is looking to convert Centennial Elementary School in Dade City and Marlowe Elementary School in New Port Richey, from traditional elementary schools into STEAM magnet schools.

The acronym STEAM stands for science, technology, engineering, arts and mathematics.

Students now assigned to Centennial and Marlowe would be reassigned to nearby schools, and a lottery system would be used to assign students to the new magnet schools.

If the district proceeds with this plan, the change would not occur until the 2022-2023 school year, and boundary hearings would not occur until this coming fall, according to Steve Hegarty, district spokesman.

The issue came up at the Pasco County School Board’s March 2 meeting, when Don Peace, president of United School Employees of Pasco (USEP), complained about the district’s handling of future staffing for the two schools.

Peace objected to the new job description for STEAM magnet teachers.

“Normally, for contract waivers, major changes in curriculum — such as Wendell Krinn (Technical High School), Pine View (Middle) and Gulf Middle  — or school closings, as in Hudson Elementary, Ridgewood, and the Lacoochee proposal, USEP is invited to go to the school, along with district staff, to explain the contractual protocol for what is about to transpire.

“That did not happen with these two schools.

“In fact, when I first heard the details of what was transpiring, I had a district employee make a phone call to put a stop to what was going on. But that did not happen.

“Interviews took place, in an unacceptable manner, for jobs that do not yet exist, at schools that have not yet been voted to be closed, and for a job description that is yet to be approved.

“It appears the cart is in front of the horse,” Peace said.

Peace then told board members that approving the proposed job description would, in essence, create an elite position.

“Why would you want to create divisiveness among teachers?” the union president asked district officials.

“I would contend that with training, professional development and proper guidance, there are numerous teachers across this district that would be able to work in a STEM/STEAM school and be highly successful, if given that opportunity,” he said.

Peace suggested the board delay voting on the new job description, and instead hold a workshop to discuss the issue in greater detail.

Superintendent Kurt Browning responded to the assertions.

“I agree with Mr. Peace when it comes to the fact that any of our teachers, given the opportunity and the professional learning, could probably make it work in a STEM or STEAM environment.

“What Mr. Peace didn’t mention is what I call the ‘want to’ (factor). Do you want to put the effort into working at a STEM or STEAM school?

“We learned lessons when we converted Bayonet Point Middle and Centennial Middle. We did not have a separate job description for that. Honestly, it was more difficult to set the expectations for our staff.

“I will tell you that this job description, in no way, shape or form, is — as Mr. Peace has indicated — divisive. It is not intended to do that. It is merely to set expectations, for teachers that want to move to a STEM or STEAM environment.

“It is different, a lot more technology-driven, project-based learning.

“It is a choice school,” Browning said.

When the schools held faculty meetings to discuss the change, a number of teachers approached the principals and said, “I get it. I just don’t want to do it,” Browning said.

The new magnet schools will choose teachers based on the new job description.

While current teachers may be assigned to different schools, they will not lose their jobs, Browning said.

Before approving the new description, school board members asked for more information.

Board member Cynthia Armstrong asked for more details about how the job description was developed. Board member Alison Crumbley echoed that request.

Samantha Del Valle, assistant director of leading and learning, said “we knew we needed a job description to really be transparent with the staff that we’re going to hire and to share with them what would be expected, as they take those positions.”

So, the job description is based on the practices that happen in a STEAM classroom.

Hiring will mirror the process used in hiring teachers for Sanders Elementary STEAM Magnet School in Land O’ Lakes, Del Valle said.

The questions district officials asked, when drafting the new job description, included: “What is a STEAM teacher? What practices are happening in the classroom? What does STEAM look like and how do we make sure that that occurs in our two new schools?” Del Valle said.

School board member Colleen Beaudoin emphasized that she wanted it to be clear to district teachers that the new job description does not create an elite class of teachers.

“We’re not saying that these teachers are any better than any other teachers. These are just a specific skill set needed for these types of schools. I don’t want to give the impression that we’re saying that teachers at one school are any better than teachers at another school,” Beaudoin said.

Besides looking for teachers who have the attributes described in the job description, they also must be willing to undergo additional training, Del Valle said.

Plus, there is a preferred qualification related to computer science.

Browning reiterated Beaudoin’s point, noting the teachers are not better teachers.

“They’re different teachers.

“This job description was not designed to divide teachers,” the superintendent insisted.

He also said the shift to the STEAM magnet schools is intended to give parents additional options.

“Parents are wanting something different,” Browning said.

Former Dade City commissioner honored

The City of Dade City recently paused to pay honor to Eunice Penix, one of its longest-tenured public servants, educators and community activists in the East Pasco town’s history.

Family, friends and community leaders gathered outside the City Hall building on Nov. 6 to recognize the many accomplishments of Penix, a longtime city commissioner.

The proclamation ceremony provided an opportunity to formally thank the 79-year-old Penix “for her dedication to improve Dade City for its residents and future generations to enjoy a prosperous, sustainable community.”

Dade City Manager Leslie Porter welcomed the large gathering, and Dade City Mayor Camille Hernandez read the proclamation, presented the plaque and gave closing remarks.

Guest speakers of the event included Florida State Senate President Wilton Simpson and Rev. Clyde Carter, president of the NAACP-Pasco County chapter.

Penix’s lengthy record of public service, included serving as a city commissioner from 1993 to 2020.

In August 1993, she was appointed to the commission to fill a vacancy. She then was unopposed in her bid for election in April 1994, to fill out the remainder of a two-year term. She went on to win reelection seven times, including six contests that were unopposed. She held the title of mayor pro tem from 2009 onward.

During Penix’s time in office, the city hired five city managers, three city attorneys, two clerks and a finance director.

She also played an instrumental role in numerous enhancements to the municipality over the years, including:

  • Annexed lands for commercial and residential development
  • Paved and resurfaced streets and sidewalks
  • The acquisition and restoration of the Atlantic Coast Line Depot, now used as the Dade City Heritage Museum
  • The creation of the city’s Community Redevelopment Agency
  • The initiation of plans to move the city’s wastewater treatment plant
  • The reduction of flooding issues downtown with the construction of Beauchamp Pond
  • Progress on numerous park improvements, including the land purchase to build a downtown splash park/bicycle hub

Penix was a mentor for the Dade City Youth Council, and served in public office during the time of the development of a Hampton Inn and a Publix Supermarket within the city limits.

She advocated for the Morningside Drive extension project and construction of the new City Hall/Police Department facility.

As a government representative, she was involved in the Florida League of Cities, Women in Municipal Government, Florida Black Caucus of Elected Officials, and Suncoast League of Cities.

Aside from her civic duties, the now retired Penix spent four decades as a schoolteacher — the bulk of her time at the now-closed Floyd Academy in Lacoochee and Pasco Elementary in Dade City, where she earned “Teacher of the Year” during the 2001-2002 school year.

Penix herself graduated from Mickens High School in 1958 and Bethune-Cookman University in 1962, earning a degree in elementary education. She went on to obtain a master’s degree from the University of Tampa in administration and supervision in elementary education.

Her other volunteerism and community engagement is notable, too.

Penix has served on the Martin Luther King Scholarship and Moore-Mickens Scholarship committees, including 10 years as president.

She’s been a member of the Dade City Community Alliance-Charter, Dade City Rotary, and Habitat for Humanity of East and Central Pasco County. She also has served as vice president of Beta Sigma Chapter of Alpha Pi Chi Sorority.

Penix is an active member of her church choir at St. John’s Missionary Baptist Church, in Dade City.

She chose not to seek reelection to the commission this year.

Her Group 5 seat is now held by Normita Woodard, a first-time elected commissioner and secretary at Lacoochee Elementary School.

Penix’s final commission meeting was on June 23, held in a virtual format amid the coronavirus pandemic.

During her final meeting as an elected official, Penix took time to deliver some parting words to thank the Dade City community. She said: “I’m grateful for the citizens of Dade City for allowing me to serve them for 27 years. I am so honored. Thank you, thank you, thank you. I love all of you.”

Penix remains involved with citywide affairs, regularly attending commission and other pertinent meetings as a concerned and vocal citizen.

Pasco schools adopt tentative budget

The Pasco County School Board has adopted a tentative budget for the 2018-2019 fiscal year, with a final public hearing set for Sept. 18.

The proposed general fund budget for 2018-2019 is $630,860,337. That’s a $15.2 million increase over last year’s general fund, which represents roughly a 2.47 percent increase.

The capital projects funds in the budget for 2018-2019 total $244,516,610, which reflects an increase of $31.5 million or 14.78 percent above the 2017-2018 budget.

Capital Projects Funds are used to account for expenditures on acquisition or construction of major capital facilities and improvements to existing facilities. The funds also are used for the maintenance of approximately 2,400 buildings across the district, to purchase land and to pay for equipment, technology equipment, buses and vehicles.

Under the proposed rate, the owner of a $125,000 home, after deducting the $25,000 homestead exemption, would pay $627.90 in school taxes — a decrease of $28.60 from last year.

The state’s basic student allocation for the 2018-2019 school year is $4,204.42. That’s 47 cents more per student than last year. But, since the state applies a cost of living adjustment, Pasco’s base student allocation for the coming year is $4,144.72.

Here are some big-picture highlights of the proposed budget:

  • Teaching makes up 61.78 percent of the district’s expenditures
  • Teaching combined with other school-level programs, including transportation, media, counseling, psychological services, school administration, capital outlay, community services, and operations and maintenance, makes up 92.38 percent of the operating budget
  • Curriculum development and staff training make up 3.26 percent of the operating budget.
  • Human resources, finance, purchasing, warehouse, data processing and mail services
    make up 4.36 percent of the operating budget.

While the state provides funding for schools, it also dictates how much of that money is spent.

For instance, during the 2018 session, the Florida Legislature passed the Marjory Stoneman Douglas High School Public Safety Act, which addresses gun violence on school campuses and promotes school safety. The bill requires armed security guards at every school. Each of those officers is required to undergo training, a background check, drug screening and psychological evaluation.

Pasco already has School Resource Officers at its middle schools and high schools, and is adding school security safety guards at its elementary schools this year.

The public safety act also requires the development of a mental health assistance plan, which will establish or expand school-based mental health care, through assessment, diagnosis, intervention and treatment.

The Safe Schools allocation of $3,725,606 will be used for school resource officers, school safety guards, traffic control and year-end security.

The Mental Health allocation of $1,721,460 will be used to expand school-based mental health
care.

In another area, the district must provide an additional hour of intensive reading beyond the normal school day, for the entire year, at 10 schools that were identified as low-performing schools.

The district also intends to spend its Digital Classrooms allocation of $1,419,851 for computers, iPads and digital devices to support the district’s classrooms.

The budget also includes $80,459,730 for debt service, which is an increase of $5.9 million or nearly 8 percent higher than 2017. The district must repay debt service before making other expenditures.

The budget also lists scores of capital projects, including several in central and east Pasco.

They include:

  • Major renovation/remodeling of Land O’ Lakes High School, Woodland Elementary School and Zephyrhills High School
  • Construction of the new Cypress Creek Middle School
  • Design of a kindergarten through eighth grade school at Starkey Ranch
  • Cafeteria renovations at several schools, including Denham Oaks Elementary, Chester W. Taylor Elementary and Lacoochee Elementary
  • Replacement/repairs of heating, air conditioning and ventilation systems at Centennial Elementary and Sand Pine Elementary
  • Site improvements at Wendell Krinn Technical High School, a new technical high school that is opening this fall in the former Ridgewood High School, which was closed and refurbished, in New Port Richey

We’re going to need better thinking caps

We are mere days away from a joltingly early start to the new school year, but instead of looking ahead to new supplies that speak of fresh challenges, our gaze has been diverted to an unexpectedly worrisome past.

Results of the Florida Standards Assessments rolled out last month, and, well, yikes.

All of a sudden, your neighborhood A school, or your B school you were absolutely certain was on the rise, is, according to the latest report, backsliding.

Of the 79 Pasco schools for which the state reported grades (four received scores of incomplete), 36 slipped at least one grade. The number of A schools shrank by half, to 14 from 28. Overall, Pasco’s district grade slid from a B to a C.

Those looking for good news will find little, but there is this: The number of schools receiving an F dipped to two from three. So there’s that.

Understandably, the generally glum news triggered general apoplexy. In a carefully worded press release, Pasco Schools Superintendent Kurt Browning nodded to “very challenging times” as a result of “the transition to new standards.”

“New standards” is the key phrase, and about them retiring state Sen. John Legg (R-Trinity), who oversaw the K-12 committee that drafted the perplexing grading scheme, says: Calm down.

Naturally, that’s easier said than done when everything from state education funds to property values to neighborhood and personal prestige are riding on the local school’s grade. As Legg readily concedes, “Everybody wants to go to an A school.”

I mean, Pine View Elementary, which never scored below a B and last year earned an A, suddenly merits a C? And Seven Oaks Elementary, the very principal’s honor roll of grade schools, dips to a B? The tiger moms of Land O’ Lakes and Wesley Chapel cannot be amused.

And still the senator says: Chill. Here’s how Legg, who’s also an administrator at Dayspring Academy, a pre-K-11 Pasco County charter school, lays it out: Schools that dropped a grade or even three did not necessarily change from being good or even excellent to something else entirely.

The reason, instead, is the new and — fingers seriously crossed here — improved grading system, one that doesn’t simply weigh student performance against an absolute standard, but, in an attempt to weed out socioeconomic variables, also grades year-over-year improvement.

Legg likens the new grading plan to a baseball game.

“We saw a lot of schools [from wealthier communities] decline because, basically, they started on third base, and they didn’t get the runner home,” Legg says. “Then you have a school like Lacoochee [Elementary], where the kids come to the plate with two strikes. If teachers can figure out how to get them on base, they deserve points for that.”

Balancing the achievement of schools that bang out gimme RBIs against those that teach the difficult art of reaching first is at the heart of the educational Sabermetrics that inspired the performance-plus-improvement measuring sticks.

To elaborate, schools that draw well-to-do students might hit high marks time and again. While they took home plaudits for their natural advantage, it was an open question whether they were increasing the quality of their students’ learning year-over-year.

Conversely, schools with high populations of free and reduced-lunch students might not score as high academically in any given year as their richer cousins, but if they close the grade-level gap — if their students rise from two years behind to one year behind — that’s a clear indicator that something good is happening.

Earlier grading systems did not account for stagnation or improvement, or for rich-school/poor-school disparities, as top administrators and teachers’ union chiefs alike routinely complained.

The new assessments reflect an imperfect attempt to level the playing field. Accordingly, there is likely to be, at the very least, short-term pain while administrators and teachers probe the maze in search of happier outcomes.

This, of course, assumes such probing is possible. Browning is clearly skeptical, and other administrators have called the new system “complicated and confusing.”

For his part, Legg prefers to think of the new plan as detailed and precise, declaring himself confident the infusion of “additional variables” to the education equation “provides a more accurate description of what’s going on” in each school.

This must have been what the preeminent baseball stat-cruncher Bill James — inventor of Sabermetrics — must have felt like when he discovered his landmark “runs created” stat.

To be clear: The results from 2014-15 set the baseline. The results from 2015-16 are the first to measure year-over-year improvement. That, Legg contends, is “why we saw a variety of directions.” Next year’s reports will provide “an even stronger” indicator of what’s going on within each school, just as year-over-year sales reports indicate how individual stores are faring against history.

This is good stuff to know. And, it’s why Legg pushes back against trashing the A-F grading system.

“If we didn’t have school grades, we couldn’t even ask these questions,” Legg says. “They wouldn’t know what’s happening.

“Take away school grades and we’d go straight back to the ’90s, when kids were graduating from high school and couldn’t read their diplomas. We’d go looking for what went wrong, and there’d be nothing there to figure it out.”

Another session of aggregating data — also known as the school year — looms dead ahead. Here’s hoping everyone involved greets the challenges ahead with perfectly fitted thinking caps.

Because, the work of academic achievement is not for sissies.

Grades slip at numerous local schools

The Florida Department of Education has released its annual school grades, and the news was not good for numerous Pasco County schools in The Laker/Lutz News’ coverage area.

“As soon as I saw the information, I was pretty distraught,” said Pasco County School Board member Alison Crumbley.

“This has to really be broken down,” she said, noting she has requested a school board workshop to address the issue. “We need to pick this apart. This is priority one — priority one, to figure this out.”

The district needs time to analyze the results, Crumbley said, so she requested the workshop be held following the board’s Aug. 2 meeting.

Overall, 10 central and east Pasco elementary schools slipped by one letter grade. Six elementary schools maintained the same grade as last year, and two improved by a letter grade. Pine View Elementary had the biggest drop, slipping from an A to a C. Sanders Elementary, which opened last school year, received a B. Quail Hollow, which reopened last year, received a C.

All seven middle schools, meanwhile, maintained the grades they received last year, including three As, at Rushe, John Long and Pine View.

But, the news was not as good at the high school level. Four high schools in east and central Pasco dropped a grade, while two remained the same.

No Pasco high school within the newspaper’s coverage area received an A grade. Last year, Wiregrass Ranch High, Land O’ Lakes High and Sunlake each received an A, but this year, they each dropped to a B. Wesley Chapel High, which had a B last year, dropped to a C.

Meanwhile, each of the Pasco charter schools, serving the newspaper’s coverage area — Academy at the Farm, Countryside Montessori and Imagine School at Land O’ Lakes —received an A, mirroring the score they each received last year.

Crumbley said she’s trying to understand why some schools performed at the same level, or even improved, while others slipped.

“Nothing is really straight up, cut-and-dried, in this business, and I do know that,” Crumbley said. “But by the same token, we have to get to the bottom of this. We have to. Period.”

School board member Steve Luikart also expressed concerns.

“Some of the schools slipped and the district slipped. We went from B to C,” Luikart said.

On one hand, Luikart said, “it’s hard to throw mud at something, when you’ve got a change of criteria every year … It’s impossible to nail down data, when the criteria is not consistent.”

On the other hand, he continued: “We’re still competing with everyone else in the state,” he said.

“We’re going to have to look at what we’ve got to do differently to head it back in a different direction. There’s no doubt about that,” he said.

“I’m definitely concerned. It’s very disappointing,” Luikart said.

Summer programs feed kids

Children who normally eat lunch at school when classes are in session have a free alternative during the summer months.

Both Hillsborough and Pasco counties are participating in a summer food service program that provide free lunches and afternoon snacks at numerous sites around each county.

The program begins on June 13 and concludes on Aug. 3.

The sites are situated in areas where at least half of the children qualify for free or reduced price meals during the school year. The meals and snacks will be offered at local parks and other community locations to all children under 18 in the area.

No applications are required and summer camp registration is not required.

The Summer Food Service program is funded by the United States Department of Agriculture.

Here are some sites that are providing free lunches and snacks. Check with the sites to find out hours of operation.

Pasco expands magnet options

Pasco County Schools is expanding its magnet school options beginning next school year, and is holding a series of community meetings to explain the additional options.

The district is converting Centennial Middle School, in Dade City, into a STEM Magnet School. STEM stands for science, technology, engineering and mathematics.

A series of community meetings, with each beginning at 6 p.m., will give parents a chance to learn more about the new middle school magnet program.

  • Jan. 11 in the cafeteria at Raymond B. Stewart Middle School, 38505 10th Ave., in Zephyrhills
  • Jan. 12 in the auditorium at Pasco Middle School at 13925 14th St., in Dade City
  • Jan. 13 in the cafeteria at Thomas E. Weightman Middle School, at 30649 Wells Road in Wesley Chapel
  • Jan. 19 in the cafeteria at Dr. John Long Middle School cafeteria, 2025 Mansfield Blvd., Wesley Chapel
  • Jan. 20 in the cafeteria at Centennial Middle School, at 38505 Centennial Road in Dade City
  • Jan. 21 in the cafeteria at Chester W. Taylor Elementary School, at 3638 Morris Bridge Road in Zephyrhills

Parents of sixth- and seventh-graders at the host schools, as well as parents of current fifth-graders that feed into those schools, are encouraged to attend.

Elementary schools feeding into Centennial Middle School are Centennial, Cox, Double Branch, Lacoochee, New River, Pasco, Quail Hollow, San Antonio, Seven Oaks, Veterans, Watergrass, Wesley Chapel, West Zephyrhills and Woodland.

At each meeting, Superintendent Kurt Browning, the magnet school principal and district staff will discuss the STEM magnet theme and programs that will be offered.

Parents also will hear about magnet school application timelines and options for transportation.

Fifth- through seventh-grade students may apply for acceptance to the magnet school during the magnet school application period, Jan. 18 through Jan. 31, 2016. Students and parents not listed are welcome to attend the meetings, but will need to apply for acceptance through the regular school choice period, which begins Feb. 1.

In addition to the new middle school magnet, the district also has an elementary STEAM (science, technology, engineering, the arts and mathematics) program at Sanders Memorial Elementary in Land O’ Lakes.

Parents of prospective students to Sanders are invited to tour the school, at 5126 School Road in Land O’ Lakes, on Jan. 8 at 10 a.m., and 1:30 p.m.

Parents will have a chance to learn more about the school’s programs, facilities and unique features.

Sanders has unmanned aerial systems, solar panels, and other high tech devices, as well as computers and iPads for each student.
