Name that mural

The mural is part of the “Elements on 5th” public art series.

It’s in Transplant Park, a park that covers 0.2-acres, at Fifth Avenue and 12th Street.

The mural was inspired by a water drop landing in water.

It was designed by Main Street board member Christine Bennett.

Volunteers from the Design Committee chalked the outline and painted the mural earlier this year.

This is one of five murals located around town as part of the transformation strategy to revitalize and strengthen downtown Zephyrhills, through four aspects: Economic Vitality, Design, Organization and Promotion.

Redevelopment projects are making progress

Efforts are continuing on several projects being spearheaded by the Zephyrhills Community Redevelopment Agency (CRA).

Gail Hamilton, the director of the CRA, served up several updates on projects during a monthly November meeting at Zephyrhills City Hall.

For instance, CRA staffers are continuing to work with firms Furr, Wegman & Banks P.A., and BGE Inc., on the design of the “Little But Loud” downtown entertainment backyard hub, Hamilton said.

Staffers also are soliciting help from Main Street Zephyrhills Inc.’s design committee to review various proposals and criteria, she said.

The venue — to be developed on a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street — is expected to feature food trucks, vendor carts, games, live music, public art installations and various seating areas.

A more specific concept plan, with pictures, is expected to be presented at the Dec. 27 meeting.

That will give the board an opportunity to “see what we’ve been working on,” Hamilton said.

The venue site was once home to a Disabled American Veterans chapter building, and is situated just a block north of Fifth Avenue and adjacent to City Hall.

Hamilton also updated the board on work being done for the Hercules Park redevelopment project.

She said survey crews are expected to wrap up their duties for the park redevelopment project by Dec. 20, paving way for the design process to begin in early 2022.

The 12-acre park property is located at the corner of County Road 54 and Gall Boulevard. It’s expected to feature a multi-purpose trail, playfield, nature playground and picnic area, among other elements.

Also, the CRA director mentioned security cameras will be installed in Clock Plaza along Fifth Avenue, before the end of this year.

Clock Plaza — situated two blocks east of U.S. 301 in the city’s historic downtown district — is patterned after an old-fashioned town square that features a gazebo-style bandstand, a decorative clock, landscaping, and downtown parking.

This half-acre park features picnic tables nestled underneath shady oak trees.

The bandstand is used throughout the year for live entertainment during Main Street events, parades, and other social activities.

That location is expected to be just the first of several where cameras will be installed.

“We’ve been working with the police department to identify locations they’d like to have cameras,” Hamilton said. “The feed will go directly to the police department so they can see it in real-time.”

Hamilton also carved out time to praise Main Street Zephyrhills Director Faith Wilson and a new Main Street Board of Directors for helping facilitate downtown events, including Halloween Howl and the Festival of Lights Christmas Parade.

Wilson — hired in June — replaced Paxton McCullough, who held the role from June 2020 to May 2021. Before that, the Main Street leadership role was held by Anna Stutzriem, who resigned in March 2020 after more than two years on the post.

“They have worked incredibly hard,” Hamilton said of the Main Street staff and volunteers. “Last year, because of COVID, we had no events. We have a board that’s never done any events; they’re all new and have never done anything…but the Main Street board members and their committee members have really worked hard, gotten together, have figured out what needs to be done…”

The Oct. 30 Halloween Howl reported strong attendance. It also had 60 vendors, four sponsors and several new attractions, including sold-out historical ghost tours.

The Dec. 4 Festival of Lights reported eight sponsors, as well as four food vendors and eight concession vendors.

The event featured four co-grand marshals, which were standout teachers from the Zephyrhills area — Dustin Rowe (Zephyrhills High School), Michelle Elie (West Zephyrhills Elementary), Brian McKinnnies (Raymond B. Stewart Middle School) and Jaime Barrentine (Chester Taylor Elementary). A fifth educator also was recognized — Michelle Deloret (Woodland Elementary School) — but couldn’t attend the event.

Entertainment and music was provided by local community organizations, including Helen’s Baton and Dance Studio, the Zephyrhills Community Choir, and the First United Methodist Church Choir.

In other action, the CRA Board unanimously approved a $1,000 matching sign grant for Bulldog Performance Speed Shop, owned by Jeremiah Swindell, at 5047 Gall Blvd.

The business sells an assortment of after-market automotive parts and accessories, and features a full-service machine shop.

Offerings include diesel performance, lift kits, nitrous, rotating assemblies, crate engines and race fuel.

The total cost of Bulldog Performance’s new signage was $2,238.90.

The sign improvements fall under the CRA’s matching façade rehabilitation program, which aims to encourage rehabilitation and preservation of commercial buildings by offering a financial incentive of matching funds and limited technical assistance.

The general idea is to encourage an aesthetically pleasing business district, while eliminating blighting influences.

Roadway connectivity is key to Zephyrhills’ economic vitality

The Zephyrhills area has experienced burgeoning activity in the way of residential growth and commercial development.

Pasco County Commission chairman Ron Oakley has witnessed it firsthand, since being elected in 2016.

“Zephyrhills has been a very good, working city,” said Oakley, who represents District 1, which covers areas in East and Central Pasco.

“Economically, they’ve done very well over the years, and I mean, it just didn’t start here lately, it’s been that way.

“They have a good council here, and they have good planners and others,” the county board leader said.

But Oakley is especially enthused about the forthcoming roadway connectivity in and out of the city limits — which he detailed as one of the featured speakers at the fifth annual Zephyrhills Economic Summit held last month, at Zephyrhills City Hall.

The Oct. 13 event was organized by the City of Zephyrhills, Greater Zephyrhills Chamber of Commerce, Zephyrhills Economic Development Coalition, Main Street Zephyrhills, Pasco Economic Development Council (Pasco EDC), and AdventHealth Zephyrhills/Dade City.

These were among the finished or active projects that Oakley highlighted:

  • State Road 56 extension, from Meadow Pointe Boulevard in Wesley Chapel to U.S. 301 in Zephyrhills
  • Wire Road pavement rehabilitation
  • County Road 54, east to 23rd Street, which includes traffic signals, turn lanes, and multi-use path
  • U.S. 301/Pretty Pond Road, which includes traffic signals and median improvements

“Those are great things happening, because that’s going to help everybody move around better,” Oakley said.

Some countywide roadway upgrades also will benefit the municipality, too, Oakley noted.

That includes the $33.6 million diverging diamond interchange at Interstate 75 and State Road 56, which is expected to be completed in summer 2022.

Oakley put it like this: “What good is a diverging diamond to Zephyrhills? Well, economically, it helps people get in and out of the area, and it helps them get here, and then also to get out of here.”

There’s also the $64 million interstate interchange on I-75 at Overpass Road, south of State Road 52, scheduled for completion in late 2022 or early 2023.

“That’s going to help divide that traffic up from (State Road) 56, to Overpass to (State Road) 54 and then (State Road) 52,” Oakley said.

By spreading the traffic out, “your movement will be much better,” he explained.

Oakley was quick to point out that these big-ticket roadway infrastructure projects would not be possible without the mobility fees paid by surrounding growth and development.

“None of this happens without the fact that we’re doing a lot of residential development that brings in impact fees (mobility fees) and school impact fees that builds schools, and also pays for the roads that you see,” he said.

Large developments are in progress
Oakley also told the crowd about some of the large-scale developments that he said, “are cropping up everywhere around the city.”

He directed attention to Two Rivers, a master-planned unit development (MPUD) zoning off State Road 56, between Morris Bridge Road and U.S. 301.

Roadway infrastructure improvements — such as the Overpass Road connection with Interstate 75 — were a key theme during the fifth annual Zephyrhills Economic Summit.

The project is substantial.

The county has approved up to 6,400 residences, more than 2.6 million square feet of office and industrial, and 630,000 square feet of commercial uses.

The 3,405-acre property’s southern boundary is on the north side of County Line Road, and its northern boundary is on the north side of State Road 56.

The Two Rivers development also includes a site for an elementary school, middle school and high school, an 80-acre district park and a public safety site.

“All these developments are going to bring more people into the economy of Zephyrhills; very important for that economy,” Oakley said. “Those people coming in will be really helping a lot of businesses here in Zephyrhills.”

The speaker acknowledged the possible strain on services and utilities such as water and sewer, but assured local citizens that the county is well-prepared.

“There’s nothing wrong with good, planned growth,” Oakley said.

The commissioner also shared his vision and standards for new residential developments popping up in East Pasco.

These large developments, the commissioner said, should entail “good architectural views, good landscaping, and a place you’d be proud to live in.”

In the same breath, he pushed back on small-lot housing subdivisions.

“I honestly believe that we shouldn’t have 40-foot lots,” he said. “We have some, and they work, I guess, somewhere, but they’re really too small.”

He continued, “We want to build a whole residential development that’s more of a community, and not houses right beside each other, with no landscaping. We want something to be proud of in Pasco.”

Elsewhere, Oakley mentioned the county is working on plans to help small businesses, in the way of zero-interest loans, grants and other assistance programs.

“They’re pretty much the backbone of our community, when you think about all the small businesses,” said Oakley. “We have the big businesses, and they’re a different source themselves, but small business is very important.”

State Rep. Danny Burgess, R- Zephyrhills also participated in the economic summit, speaking virtually from his Tallahassee office.

His remarks focused on the forthcoming Florida National Guard Armory coming to Zephyrhills that is set to be located near the city’s municipal airport.

State lawmakers earmarked $25 million for the construction of the project during the past legislative session.

Burgess described the project as “a first-of-its kind, state-of-the-art armory.”

He said it will employ many full-time Army officers during the week, plus hundreds of soldiers and service people visiting on weekends.

The legislator views the armory as “a big economic driver” for the city, where soldiers and service members “work and eat and stay and play in our community.”

“It’s not just a military installation, it’s not just a home for the National Guard,” Burgess said. “It’s going to be really good, and it’s moving fast, so we should hopefully have some great direction here soon.”

What makes the project even more special, Burgess said, is that Zephyrhills is a community that has deep military roots and a record of support for the armed forces.

The city was founded by Civil War veteran Capt. Howard B. Jeffries, as a retirement area for union soldiers.

The city’s airport property was used by the U.S. Army in the 1940s as a training airfield for combat pilots.

“We should all be very, very proud of this,” Burgess added of the armory.

Burgess went on to praise the city’s windfall in the latest state budget, which included several appropriations, including $6.5 million for water and wastewater improvements on Handcart Road; $4.6 million for improvements to the Sarah Vande Berg Tennis & Wellness Center; and $3 million for improvements to the Zephyrhills Municipal Airport.

Said Burgess, “It’s a testament to our community, to the things that are happening in our community, to the businesses in our community and our community leaders.”

As a sign of the municipality’s wave of progress, back in June Florida Gov. Ron DeSantis appeared at Zephyrhills City Hall for a state budget-signing ceremony— penning into law a record-setting $101.5 billion budget for fiscal year 2021-2022.

The invite-only press conference drew several dozens of area residents, business owners and government officials, in a standing-room only affair.

Burgess also credited Florida Senate President Wilton Simpson (R-Trilby) for his continuous support of Zephyrhills at the state level.

“He has always looked out for that community, and he sees the value in our location geographically and from an infrastructure standpoint, and he just wants to see us succeed,” Burgess said.

Other featured presentations during the summit came from Zephyrhills Planning Director Todd Vande Berg; David Waronker, CBD Real Estate Investment president; Randy Stovall, Zephyrhills Economic Development Coalition chairman; and Tom Ryan, Pasco Economic Development Coalition director of business development.

Zephyrhills is now Pasco’s biggest city
The City of Zephyrhills has surpassed New Port Richey as Pasco County’s biggest city, based on data collected in the 2020 U.S. Census.

The Pasco County Commission discussed the shift during its board meeting on Oct. 26, noting that it will have to make some new appointments to boards that include a representative from the county’s largest municipality.

Census data reports that Zephyrhills had a population of 17,194 on April 1, 2020. Its population was 13,288 as of April 1, 2010.

New Port Richey’s population was 16,728 on April 1, 2020, compared to 14,911 on April 1, 2010.

Upgrades on tap for Zephyrhills Municipal Airport

Major renovations and changes are coming to the Zephyrhills Municipal Airport — in an effort to transform the facility from a general aviation airport to one that offers more accommodations for corporate jets.

Zephyrhills City Manager Billy Poe dished on the various happenings at the city-owned airport, located at 39459 South Ave., while speaking during the annual Zephyrhills Economic Summit at Zephyrhills City Hall.

The Oct. 13 event was organized by the City of Zephyrhills, Zephyrhills Chamber of Commerce, Zephyrhills Economic Development Coalition, Main Street Zephyrhills, Pasco Economic Development Council (Pasco EDC), and AdventHealth Zephyrhills/Dade City.

The city manager was among several speakers during the economic summit.

Poe quipped that the local airport is “the best in Pasco County,” adding, “part of that is because we’re the only general aviation airport in Pasco County, but we are growing.”

He opened his briefing by mentioning the progress coming along on the extension of Runway 1/19 — with tree-clearing already underway along Chancey Road.

The project lengthens the runway by 1,500 feet — up to 6,200 feet, from the current 4,700 feet.

The work is being funded through a $5.9 million state appropriation that was received back in 2018.

The 1,500-foot extension will allow the airport to accommodate an additional 17 different types of aircraft (including C-2 and D-2 corporate jets that hold anywhere from 14 to 20 passengers), Poe explained.

“We’re trying to grow, we’re trying to go more toward the corporate customers,” Poe said.

The airport also received $3 million from the state this past year to construct itinerant parking for all aircraft arrivals and departures other than local aircraft operations.

This upgrade goes hand in hand with the Runway 1/19 extension.

The parking is for the additional corporate jets the airport is hoping to attract through its longer runway, the city manager said.

Presently, incoming and outgoing aircraft are forced to park in front of the airport’s fixed-base operation terminal, which is not ideal, Poe noted.

“We have issues with the jet parking, right in front of the terminal, trying to get gas. It’s just not good; there’s a lot of potential issues that happen with that,” said the city manager.

Other airport improvement projects also are in the pipeline. These are mostly being funded with help from the Federal Aviation Administration (FAA) and the Department of Transportation (DOT), with the city contributing a smaller share. The list includes:

  • Rehabilitation and pavement of Taxiway A
  • Upgrades to the fuel farm
  • Upgrades to airfield beacons

Zephyrhills has its eyes set on greater aviation infrastructure improvements, too.

In advance of the 2022 legislative session, the city is requesting an additional $5.33 million from the state that would encompass building another taxiway, two box hangars and a newly renovated fixed-base operator terminal.

The most expensive proposition of the three-pronged initiative — if funding is approved — is a new fixed-base operator terminal, which would become a rest stop for pilots flying in and out of the airport, while also serving as an upgraded office space for airport staff.

Said Poe, “When pilots come in, they need to be able to plan the rest of the legs of their flight, have an area to come in, relax, watch some TV, take a shower, grab something to eat.”

Elsewhere, Poe underscored the critical role of the Pasco EDC — specifically business development director Tom Ryan — for helping to promote the municipal airport at ongoing events and conferences nationwide.

Ryan is responsible for business development of new and expanding office, technology, and industrial related businesses and parks, according to the Pasco EDC’s website.

His responsibilities also include coordinating strategies to support economic development efforts in targeted areas, including confidential site analysis, regulatory assistance, compiling location data and incentive programs.

“Tom makes trips all over the country and talks highly of Zephyrhills, and helps to market us (to places) where the city cannot get out to,” Poe said.

Poe also emphasized the airport could not make major improvements without grants from the DOT, FAA and state legislature.

He pointed out the city has received roughly $10 million worth of grants in the past three years alone, adding, “there’s (been) a number of grants, millions of dollars before that, and there’s hopefully, millions of dollars after that.”

Having a rockin’ good time at Paulie Palooza

The 10th annual Paulie Palooza Music Festival featured live music, of course, but it also had food trucks, silent auctions, prize drawings and more.

The festival, sponsored by Gulfside Healthcare Services, took place on Main Street Zephyrhills on Oct. 16, from noon to 9 p.m.

Performers for the music festival included Clancee, The Time Travelers, David Teague, The Sand Spurs, Southern Nights, and Kind Villain.

The event was created by Paul Correia in 2012 to honor the memory of his father, who passed away while under Gulfside Hospice care, in 2010. All proceeds raised from the event go to benefit Gulfside’s hospice program, which provides patient care and bereavement services to more than 650 patients and families daily, in the local community.

Gulfside Healthcare Services is a nonprofit organization, which has been serving the community for more than 30 years.

Its three lines of business include Gulfside Hospice, offering care for patients at end of life; Gulfside Palliative Care, providing treatment options for those with chronic illness; and Gulfside Home Health, helping patients stay independent through skilled nursing and rehabilitation at home.

Bring The Family To The 10th Annual Paulie Palooza Music Festival

Saturday, Oct. 16 from noon to 9 p.m., in downtown Zephyrhills

Paul Correia was introduced to Gulfside Hospice back in 2008 when a friend, Kymberly Corkum, asked him to play with his musician friends at the annual Ride for Hospice — an event she helped organize with the Pasco Sheriff’s Mounted Posse to raise money for the nonprofit.

“That was my first experience with hospice, and I learned how important this organization is to our community,” said Correia, co-owner of Sunstate Aluminum in Zephyrhills. “My job was to ask other local musicians to donate their talent and perform at the event, and we had so much fun, we continued to play every year.”

In 2010, the benefits of hospice became very personal to the Correia family, when their 93-year-old father became a patient of Gulfside Hospice during the final two weeks of his life.

“After dad died, I was even more thankful for hospice and became more involved in the fundraiser. Then in 2012, when the Sheriff’s Posse needed to step back its involvement, I decided to relaunch the event as tribute to my father, and we changed its name to the Paulie Palooza Music Festival,” said Correia.

“I’m proud that this year is the 10th Paulie Palooza Music Festival, and we’re hoping it will be our biggest fundraiser yet,” he said.

The all-day music festival takes place on Sat., Oct. 16 from noon to 9 p.m., on Main Street Zephyrhills (Fifth Avenue and U.S. 301). The daylong event features live music by local musicians; vendors; food trucks; an auction; prize drawings; and much more family fun. A $5 donation gives all-day access to the entire event.

A change this year is the October date for the event, which previously was held in the spring. Because of COVID-19 restrictions, this past March Paulie Palooza went virtual for its ninth annual event, which makes next month’s festival its 10th anniversary.

“We are happy to be moving back to our signature event schedule, and look forward to seeing everyone in person this October on Main Street Zephyrhills,” says Leesa Fryer, fundraising & event planning specialist for Gulfside Hospice. “There are so many other community events in March for people to choose from, we decided to move Paulie Palooza to October so more people can attend.”

Faith Wilson is off to a quick start — as the new director and events coordinator for Main Street Zephyrhills Inc.

In about a month’s time, the 32-year-old has helped relaunch the organization’s website, created a community interview series, increased social media engagement across various platforms, and streamlined membership and sponsorship packages.

She’s also planning the organization’s 17th annual Music & Motorcycles event, set for Sept.11, from 4 p.m. to 9 p.m.

Main Street Zephyrhills is a 501c3 nonprofit that generally facilitates new business, and organizes large events and parades within the historic downtown district — particularly along Fifth Avenue.

Events include Music & Motorcycles, Halloween Howl and Zephyrhills Christmas Parade, among others.

Wilson was introduced during a Zephyrhills Community Redevelopment Agency (CRA) meeting June 28 at Zephyrhills City Hall.

She is a Lithia native, who lives in Lakeland with her husband and two children.

She graduated from Newsome High School, and studied liberal arts and architecture at Hillsborough Community College and the University of South Florida, respectively.

She officially began working for Main Street Zephyrhills on June 1, with a salary of $38,456.

Her role — as the organization’s only city-funded position —  consists of serving as an advocate and liaison for the downtown district with initiatives to bring economic growth and community connections. The role involves working closely with the Zephyrhills CRA and other groups.

The organization relies on donations, memberships and partner organizations to help fund projects such as public artwork, family friendly events and activities.

Wilson’s background is in retail management, having been an assistant store manager and corporate leadership team member at Stein Mart. She also served on the advisory board for USO (United Service Organizations) Tampa Bay.

Wilson assumed the Main Street position vacated by Paxton McCullough, who held the role from June 2020 to May 2021. Before that, the role was held by Anna Stutzriem, who resigned in March 2020 after more than two years on the post.

Wilson shared her vision for Main Street Zephyrhills and the city’s historic downtown, a subject broached by CRA Commissioner Lance Smith during the meeting.

“I see opportunity overall,” Wilson responded. She cited the potential for events, particularly markets because they draw the community out — something that was hampered by COVID-19.

“When people get out in the community and they shop local, they see their local friends, they see their neighbors out there, it really brings that bond and sense of community back together, and hopefully from that, (people) become inspired to continue to come downtown and support their local businesses,” Wilson said.

Building momentum for Zephyrhills historic downtown, particularly around Fifth Avenue, is a primary objective of Main Street Zephyrhills Inc.

Describing herself as personable, as well as a person of action, Wilson said “I want the community to feel like they know me and that they can talk to me at any time.”

She has been keeping busy with Main Street functions.

Initial tasks included being a part of the well-attended Seventh Street Mural ceremony back in late May.

The vibrant mural, titled ‘Ocea,’ is located on the south-facing wall of 5210 Seventh St.

The outdoor event gave residents a chance to mingle with the mural’s artists, partake in refreshment, take pictures and spend time together in downtown.

“That was quite a success,” Wilson said. “It was positively received, and it was a nice community event, especially post-COVID, for everyone to get out and see what we’re doing in the Main Street sector.”

Wilson also has updated the organization’s social media platforms, ensuring presence on Facebook, YouTube, LinkedIn, TikTok, SnapChat and Instagram.

“I’m keeping up with all of that,” Wilson said. She also is “trying to cater to all age groups of the Zephyrhills community and let them know what Main Street is doing,” she said.

Wilson has been doing a livestream interview series, in which she dialogues with various Main Street members and business owners “to let the community get to know the people behind these organizations, so I think that’s going to be very helpful with connecting the community.”

The most recent interview piece featured Habitat for Humanity ReStores representatives, which can be found archived on YouTube.

Wilson’s “big project” has been the relaunch of a new Main Street Zephyrhills website, MainStreetZephyrhills.org.

She shared details of the website on the council chambers’ projection screen, during the meeting.

The fresh site includes several new user-friendly features and accessibility tools, such as shortcuts to information about dining, shopping, events, activities and service experiences throughout town.

There’s a detailed downtown Zephyrhills business directory, providing information including address, phone number and links to their respective websites.

Other highlights include a city events calendar and listing of upcoming Main Street projects and attractions.

There’s also a business entrepreneur resources toolkit that lists available vacant properties for lease, as well as how-to information about licenses, permits, loans, utilities, community connection opportunities and more.

The website is ADA-compliant, with accessibility tools to alter contrasts and text sizes, too.

Wilson worked closely on the project with The Social Connection — a Land O’ Lakes based marketing agency specializing in website development, social media and graphic/digital marketing, particularly for start-up companies and small businesses.

The website undertaking involved “many, many hours,” Wilson acknowledged.

CRA Director Gail Hamilton, who serves as Main Street’s ex-oficio, attested: “She’s providing content and she’s having to pull teeth from everybody to get the content to put on there,” also noting that Wilson often has been tackling details, late into the evening.

Hamilton commended Wilson’s efforts.

“She hit the ground running with this (position),” said Hamilton, “so we are very excited about the future.”

Other city leaders came away impressed with Wilson’s presentation and overall work, over the  short time frame.

“I think she’s doing a great job, and I think we’re going to see Main Street grow and begin to flourish,” said Zephyrhills City Manager Billy Poe.

CRA Commissioners also happily observed Main Street’s complete roster of volunteer board members — something that’s been a challenge for the organization in the past.

In fact, Poe pointed out the local Main Street chapter was “very close” to shuttering about a year ago, because there weren’t enough board members per state requirements for a period of time.

Besides Wilson and Hamilton, other key Main Street figures now include president Linda Kerns, vice president Devin Alexander, board members Antwon Gildon, Christin Bennett, Sarrah Vesselov and Grant Posner, treasurers Martin Harm and Keith Wolfe, and Councilwoman Jodi Wilkeson.

“We’ve got a great mix of residents who live in the downtown neighborhoods who work and have businesses in the downtown area that are really committed to this,” Hamilton said.

Barbecue and classic car event planned for July 4 weekend

A Backyard BBQ and Classic Car Show has been set for Independence Day weekend, in downtown Zephyrhills.

The Zephyrhills City Council cleared the way for the event, by granting a special event request from the Zephyrhills chapter of the Fraternal Order of the Eagles.

The downtown event, set for July 3 from 1 p.m. to 9 p.m., will require the closure of some downtown streets.

The streets that will be closed from noon to 10 p.m. are:

  • Fifth Avenue, from Seventh Street to Ninth Street
  • Eighth Street, from Fourth Avenue to Sixth Avenue

Alcohol will be available in a designated area, with off-duty Zephyrhills Police Department officers on hand throughout the event.

City staff recommended approval of the request, which council members approved unanimously at their June 14 meeting.

An online flyer of the event promotes vendors, hot rods, prizes, live bands, barbecue contests, a full bar and more.

While council members expressed enthusiasm for having the event during the Independence Day weekend, they also advised event organizers that in the future they must coordinate downtown events in advance through Main Street Zephyrhills Inc., and the Zephyrhills Community Redevelopment Agency (CRA).

Such coordination is intended to help prevent scheduling conflicts with other downtown events and to control the closure of roads, which could affect surrounding businesses and properties along Fifth Avenue, they said.

Council Vice President and CRA Board President Jodi Wilkeson made those issues clear during the meeting.

But she added: “I think this is a great opportunity for the Eagles to promote the downtown community.”

City Manager Billy Poe addressed the councilwoman’s concerns directly.

He explained now that Main Street has just filled its director position with the hiring of Faith Wilson, staffers will be more insistent with local organizations wishing to host downtown events to follow proper communication channels.

“That conversation’s gonna ramp up a little bit more,” Poe said. “I think as we move forward, we’ll have some more communication about different events and how do we coordinate everything together.”

That said, Poe suggested the council go ahead and approve this latest request from the Eagles.

“What the Eagles are putting on is what we want downtown,” Poe said, noting their prior events have attracted visitors from Lakeland and other locales.

Council President Alan Knight added he’s “very happy” to see the downtown barbecue and car show come about.

But Knight wanted assurance from the organization that attendees limit alcohol consumption to a specified block, and not throughout the entire event.

“We just don’t want (drinkers) wandering around or running through town,” Knight said.

Zephyrhills Eagles representative Reed Sutton said the group is amenable to each of the council’s requests and accommodations.

“We are a nonprofit organization, and we are here to help downtown Zephyrhills to grow back up and be something exciting,” Sutton told council members.

“We will do whatever we have to do to work with you city members…and whatever you need from us, we’re here, and we’ll back ya’ll and do whatever we have to do,” Sutton added.

Their regular events and programming include bingo, darts, pool, card games, karaoke, live music, line dancing instruction, and more.

The international nonprofit organization was founded “on a premise of proud, caring, people helping people with a passion for community service.”

Mural aims to refresh downtown Zephyrhills

A downtown public art wall project is aiming to refresh the City of Pure Water.

The City of Zephyrhills last month unveiled a vibrant, large-size mural on the south-facing wall of 5210 Seventh St., also home to Painted Pixie hair salon.

The colorful work was completed by Lakeland-based artist Jonathan Sierra, along with assistant artist Fonz Eljaiek. The duo worked throughout May on the project, sometimes laboring 18-hour days, from early morning to midnight, weathering heat, wind and other conditions.

Highlighted by various shades of blue, the mural features a woman’s full face — Ocea — creating ripples in water as she lifts her head right above sea level. Other elements and imagery in the piece incorporate aquatic life, such as a manatee and bass, as well as the sun, a lake, forests and hills, spread across waves of blue.

It’s estimated a couple gallons of paint were used for the $5,000 piece, made possible through partnerships with the City of Zephyrhills, Zephyrhills Community Redevelopment Agency (CRA) and Main Street Zephyrhills Inc.

Sierra’s proposal was selected from among 26 submissions to the mural design committee for the public art project.

Main Street Zephyrhills Inc.’s call for art simply asked for designs that represented Zephyrhills as “The City of Pure Water,” forcing respondents like Sierra to use their imagination and creativity in their drafts.

“When Zephyrhills pitched this project…it was a longshot, a shot in the dark,” Sierra said. “I put out a concept of what I thought resonated with what the theme was.”

In preparing his scope of work, Sierra researched what scientists have discovered about the water’s properties to gain a “deeper” grasp of where he wanted to go with the piece.

“We wanted to establish a wave, we wanted to make an impact that evoked a connection that humanity has with water,” Sierra explained of Ocea.

He added the mural otherwise serves to convey intentions of love, peace, unity, creatives and growth.

Besides discussing the meaning of the piece in detail, Sierra was complimentary of the Zephyrhills community, during the May 26 unveiling ceremony that drew dozens of residents and stakeholders.

“It has been so overwhelming with the love and support that I’ve experienced with the community here in Zephyrhills,” said Sierra, noting countless locals engaged with the artists during the mural journey.

“The people that came by and honked their horns, gave us a fist bump, gave us two thumbs up, have given us so much great feedback and love, and all of that gives us energy and momentum to keep moving on the job and continues to thrill us. It was really fulfilling, the entire process.”

Sierra acknowledged beforehand, that really all he knew about the city was the bottled-water brand, Zephyrhills Natural Spring Water.

“That’s what everyone usually knows, is the brand,” said Sierra, who runs a firm specializing in advertising, branding and creative designs. “When I started to unpack and find out, (I learned the city) had nothing to do with the water bottle, and the brand at all.”

The mural is a first in what Main Street Zephyrhills — which fosters business and family friendly events in the city’s historic downtown — hopes becomes a full series of public art displays throughout city limits.

Based on fundraising efforts, other murals could be coming to one of the fire rescue stations, as well as the Fraternal Order of Eagles building on Fifth Avenue, for instance.

“This is a special time for the City of Zephyrhills and Main Street association,” said Main Street Zephyrhills president Linda Kerns, during the ceremony.

“Art unites a community and this is our start. We’ll have small (art displays), we’ll have large, but it’s the opportunity for us all to coordinate, to collaborate and become a more solid community.”

The mural likewise helps “increase the visibility of Zephyrhills” to visitors and passers-by, Zephyrhills CRA director Gail Hamilton said.

The city official pointed out public artwork — murals, statues, sculptures —  helps make a city memorable and stand out, referencing St. Petersburg, Winter Park, or Savannah, Georgia.

“It’s what makes a town a town, a city a city, and we’re missing that,” Hamilton said. “We want Zephyrhills to be out there. It’s our hometown and we want other people to enjoy our hometown, whether it’s a day, an afternoon, a lunchtime…”

The mural also should make Seventh Street and the surrounding downtown area more inviting for residents, Hamilton said, where they may be more inclined to discover local businesses and the walkability of the surrounding area. “It amazes me that people don’t know that we have a walkable downtown,” she said.

Sierra took similar views on the significance that public art brings to communities, small and large.

“It brings life to the current residents,” he said.

“It turns what used to be something that’d you’d ignore, walk past and not really pay attention to, but now, it creates a moment that people are inspired by.

“On top of that, it creates a destination spot for Zephyrhills. We can start to build a collection of these going forward with other artists, so that we can bring more people here and continue to grow.”

Meantime, Sierra wishes Ocea is a springboard for other amateur and professional artists to have their work on display throughout the small-town East Pasco municipality.

“I’m hopeful that it opens up opportunities for other artists,” he said. “I’m hopeful that it opens up the city to new eyes and the city continues to grow. There’s a lot more growth coming into the city, thousands of homes are being built, so I’m hoping this starts a wave of new art, a wave of new culture, a wave of community that lasts for ages.”

Main Street Zephyrhills is in the process of raising funds for an ongoing art series, with plans to launch a GoFundMe page for donations.

Zephyrhills councilmembers retain seats

The names and faces on the Zephyrhills City Council will remain familiar — but some titles are changing.

Incumbent councilmembers Charles Proctor and Jodi Wilkeson have been reelected to new three-year terms, both running unopposed in the 2021 municipal election.

They each took the oath of office, in a swearing-in ceremony conducted by City Clerk Lori Hillman during a special meeting on April 15 at Zephyrhills City Hall.

Other members on the voting council include Ken Burgess, Alan Knight and Lance Smith. Mayor Gene Whitfield also sits on the dais, though he doesn’t run council meetings, cannot make motions and cannot vote on matters before the council. He does, however, have veto power on city ordinances.

While the composition of the council didn’t change, there was a reorganization, with Knight selected to serve as council president, and Wilkeson as vice president.

Councilmember liaison appointments were finalized, too.

Burgess will serve on the Pasco County Tourist Development Council (TDC) and Greater Zephyrhills Chamber of Commerce; Proctor, on Ridge League of Cities; Smith and Whitfield, on Pasco County Metropolitan Planning Organization (MPO); and Wilkeson, on Main Street Zephyrhills.

Proctor begins his fifth term on Council Seat 5.

He was elected to his first term back in 2011, when he defeated then incumbent Manny Funes.

Proctor has owned an auto detailing and coin collection shop on Eighth Street for about three decades.

A native of Portland, Maine, Proctor moved to Florida in 1989, where he quickly landed a job washing cars and as a butcher, before launching his own businesses in Zephyrhills within a couple years.

Jodi Wilkeson

Wilkeson likewise is no stranger to the city’s governing dais — beginning her fifth term — having been elected to a three-year term April 2018 and also previously serving from 2008 to 2014.

She lost Seat 2 in the 2014 municipal election to Knight, a retired educator, but assumed Seat 3 in 2018 after defeating candidates Devon Alexander and Cory Sommers. She took over for outgoing member Kent Compton, who did not file for reelection that cycle.

Wilkeson is the founder and president of an architecture and interior design firm in Tampa.

She’s held numerous volunteer roles over the years, previously serving on the citizen-led Zephyrhills Planning Commission and Zephyrhills Historic Preservation Board.

Besides her council duties, Wilkeson is board president of the Zephyrhills Community Redevelopment Agency (CRA).

The mayor and city council serve as representatives of the electors of the City of Zephyrhills, and are responsible for establishing the direction and policies of all affairs of the city.

Their primary duties include exercising legislative leadership and policy to promulgate the laws and ordinances of the city, approving an annual budget to provide for the needs and services of the city, setting policy and direction for the various functions of city government, and appointing citizens to serve on various advisory boards and committees.

Council members each receive $6,000 annually for their duties.
It’s undoubtedly a busy time inside city hall — navigating the East Pasco town’s rampant growth, development, infrastructure enhancements and other changes.

Some of the council’s recent and future undertakings include:

• Managing the addition of thousands of new homes throughout city limits

• Multimillion dollar expansions to the city’s wastewater treatment plant, municipal airport and municipal tennis center

• Myriad roadwork projects, such as U.S. 301/Pretty Pond Road signalized intersection and paving of Simons Road

• Work to revitalize the historic downtown district

• Overhaul of the city’s 911 dispatch communications system
