Meadow Pointe Boulevard

Some county roads are about to get brighter

The Pasco County Commission has approved two joint partnership agreements with the Florida Department of Transportation (FDOT), aimed at improving lighting along two county roads.

One agreement calls for installation of street lights along State Road 56, from Willow Oak Drive to The Shops at Wiregrass entrance. The county will be coordinating with Withlacoochee River Electric Company on the project, which is set to start this summer and be completed by winter 2023.

The second agreement calls for installing the lighting along State Road 56, from The Shops at Wiregrass entrance to Meadow Pointe Boulevard.

The county will coordinate with Withlacoochee River Electric Company for the installation of the street lights. The construction, engineering and inspection phase is expected to begin this summer and be completed by the winter of 2023.

Both projects are each estimated at $60,000, according to backup materials in the county board’s May 17 agenda packet.

In other action at the May 17 meeting, the county board:

  • Approved a moratorium for development near airports, with the exception of Zephyrhills Municipal Airport. The moratorium will allow the county to develop regulations aimed at protecting airports.
  • Approved awarding work to the following companies: Megascapes Landscape and Maintenance Inc., (Megascapes) as the primary vendor; Sunbelt Sod & Grading Company (Sunbelt), as the secondary vendor; and Sod Solutions Inc., (Sod Solutions) as the tertiary vendor for ongoing and as-needed sod and sod installation to be used by the Parks, Recreation, and Natural Resources Department. The total work is not to exceed $250,000 for fiscal year 2022 and $250,000 for fiscal year 2023, for a cumulative amount of $500,000, for the two-year contract ending Sept. 30, 2023.
  • Agreed to purchase 18.28 acres of property from Lynn Heasley, for $400,000, plus closing costs, for the land to be included in the county’s Environmental Lands Acquisition and Management Program. The land is in Land O’ Lakes, on the north and south sides of State Road 52. The property is next to the ELAMP-owned Upper Pithlachascotee River Preserve, and within the North Pasco to Crossbar Ecological Corridor. While the property will be managed as part of the Upper Pithlachascotee River Preserve, the seller has requested that the tract be named after her father, Maj. Billy A. Heasley, a retired veteran of the U.S. Air Force.
  • Approved a rezoning from a general commercial district to a Master Planned Unit Development to allow 376 residential units and 85,500 square feet of retail on 40.05 acres, on the south side of State Road 52, about 840 feet east of Mirada Boulevard.
  • Directed County Attorney Jeffrey Steinsnyder to follow the recommendation made by outside counsel to approve the proposed settlement with Walgreens, and authorize the county attorney’s office to execute necessary documents for Pasco County to participate in the proposed settlement with this defendant.
  • Approved spending $425,000 to purchase affordable housing rental units.
  • Approved a 120-day extension for completion of an intersection improvement at Eiland Boulevard/Morris Bridge Road and State Road 54. The new completion date is set for Aug. 9, 2023.
  • Approved a budget amendment recognizing additional revenue for the library service department, through a state aid to libraries grant award of $144,793. The state aid to libraries grant is received annually, and the funds are used to purchase library books and electronic resources.
  • Approved funding for reimbursement grants from the Florida Sports Foundation to the county’s Destination Management Organization (DMO), in the amount of $32,677.82.

The reimbursement resulted from a higher-than-expected public participation at several events hosted by the DMO.

The board also discussed the need for a working arrangement with Pasco County Schools to open school playgrounds, basketball courts and other facilities, to allow families and children to enjoy using them.

Commissioner Christina Fitzpatrick said she has been working on the issue.

Commission Chairwoman Kathryn Starkey said opening up those facilities is long overdue. She, too, has been interested in making the facilities available for public use.

When there are more people congregated in areas, there’s a reduced chance for vandalism, because there are more people watching what’s happening there, the county board chairwoman said.

State Road 54 work expected to resume this month

Work on a project to widen State Road 54 — from Curley Road to Morris Bridge Road — is expected to resume on Dec. 20, according to Florida Department of Transportation (FDOT) District Seven Secretary David Gwynn.

Gwynn recently updated the board of the Pasco Metropolitan Planning Organization regarding the status of three construction projects that were stalled this summer, when the contractor handling the work defaulted.

“It was the end of July when DAB  (Contractors) defaulted, more or less put us on notice that they were not financially able to continue to complete the projects,” Gwynn said.

The FDOT notified the surety, which provides the bond on the project, that is responsible for bringing in a replacement contractor to complete the work.

It typically takes two to four months to bring a replacement contractor on board, Gwynn said.

In addition to the State Road 54 project, work also was stopped on the diverging diamond interchange project at State Road 56 and Interstate 75; and on the State Road 52 project, on State Road 52, from the Suncoast Parkway to U.S. 41, including a portion of U.S. 41.

Work has resumed on the diverging diamond project, with Superior Construction handling the job. That’s the same company that’s building the realignment of State Road 52 in East Pasco.

“They jumped onto the diverging diamond. One thing they just recently did, it wasn’t really required of them in the contract, but for the Christmas holiday season, opened up an additional lane on State Road 56 to try to help with the merchants in the area and be able to provide a little better service during the shopping season,” Gwynn said.

The contractor expects to have the new configuration completed by summer 2022, Gwynn said.

The State Road 52 project is being handled by a company called PCS (previously known as Pepper). The work has begun, but there’s still about two years left on that project, the FDOT officials said.

“The one that’s given us the most challenge has been State Road 54, for a variety of reasons,” he said.

That work will be completed by Cone & Graham, which is the company that is building the county’s Ridge Road project and that built the State Road 56 extension, Gwynn said.

Gwynn also noted there are some traffic issues at the new leg of an intersection at Meadow Pointe Boulevard and State Road 54, which has to do with an equipment issue. He said that is expected to be corrected in coming weeks.

The Pasco MPO — made up of representatives of Pasco County, Dade City, Zephyrhills, Port Richey and New Port Richey — is the lead transportation planning agency in Pasco County.

Roadway connectivity is key to Zephyrhills’ economic vitality

The Zephyrhills area has experienced burgeoning activity in the way of residential growth and commercial development.

Pasco County Commission chairman Ron Oakley has witnessed it firsthand, since being elected in 2016.

“Zephyrhills has been a very good, working city,” said Oakley, who represents District 1, which covers areas in East and Central Pasco.

“Economically, they’ve done very well over the years, and I mean, it just didn’t start here lately, it’s been that way.

“They have a good council here, and they have good planners and others,” the county board leader said.

But Oakley is especially enthused about the forthcoming roadway connectivity in and out of the city limits — which he detailed as one of the featured speakers at the fifth annual Zephyrhills Economic Summit held last month, at Zephyrhills City Hall.

The Oct. 13 event was organized by the City of Zephyrhills, Greater Zephyrhills Chamber of Commerce, Zephyrhills Economic Development Coalition, Main Street Zephyrhills, Pasco Economic Development Council (Pasco EDC), and AdventHealth Zephyrhills/Dade City.

These were among the finished or active projects that Oakley highlighted:

  • State Road 56 extension, from Meadow Pointe Boulevard in Wesley Chapel to U.S. 301 in Zephyrhills
  • Wire Road pavement rehabilitation
  • County Road 54, east to 23rd Street, which includes traffic signals, turn lanes, and multi-use path
  • U.S. 301/Pretty Pond Road, which includes traffic signals and median improvements

“Those are great things happening, because that’s going to help everybody move around better,” Oakley said.

Some countywide roadway upgrades also will benefit the municipality, too, Oakley noted.

That includes the $33.6 million diverging diamond interchange at Interstate 75 and State Road 56, which is expected to be completed in summer 2022.

Oakley put it like this: “What good is a diverging diamond to Zephyrhills? Well, economically, it helps people get in and out of the area, and it helps them get here, and then also to get out of here.”

There’s also the $64 million interstate interchange on I-75 at Overpass Road, south of State Road 52, scheduled for completion in late 2022 or early 2023.

“That’s going to help divide that traffic up from (State Road) 56, to Overpass to (State Road) 54 and then (State Road) 52,” Oakley said.

By spreading the traffic out, “your movement will be much better,” he explained.

Oakley was quick to point out that these big-ticket roadway infrastructure projects would not be possible without the mobility fees paid by surrounding growth and development.

“None of this happens without the fact that we’re doing a lot of residential development that brings in impact fees (mobility fees) and school impact fees that builds schools, and also pays for the roads that you see,” he said.

Large developments are in progress
Oakley also told the crowd about some of the large-scale developments that he said, “are cropping up everywhere around the city.”

He directed attention to Two Rivers, a master-planned unit development (MPUD) zoning off State Road 56, between Morris Bridge Road and U.S. 301.

Roadway infrastructure improvements — such as the Overpass Road connection with Interstate 75 — were a key theme during the fifth annual Zephyrhills Economic Summit.

The project is substantial.

The county has approved up to 6,400 residences, more than 2.6 million square feet of office and industrial, and 630,000 square feet of commercial uses.

The 3,405-acre property’s southern boundary is on the north side of County Line Road, and its northern boundary is on the north side of State Road 56.

The Two Rivers development also includes a site for an elementary school, middle school and high school, an 80-acre district park and a public safety site.

“All these developments are going to bring more people into the economy of Zephyrhills; very important for that economy,” Oakley said. “Those people coming in will be really helping a lot of businesses here in Zephyrhills.”

The speaker acknowledged the possible strain on services and utilities such as water and sewer, but assured local citizens that the county is well-prepared.

“There’s nothing wrong with good, planned growth,” Oakley said.

The commissioner also shared his vision and standards for new residential developments popping up in East Pasco.

These large developments, the commissioner said, should entail “good architectural views, good landscaping, and a place you’d be proud to live in.”

In the same breath, he pushed back on small-lot housing subdivisions.

“I honestly believe that we shouldn’t have 40-foot lots,” he said. “We have some, and they work, I guess, somewhere, but they’re really too small.”

He continued, “We want to build a whole residential development that’s more of a community, and not houses right beside each other, with no landscaping. We want something to be proud of in Pasco.”

Elsewhere, Oakley mentioned the county is working on plans to help small businesses, in the way of zero-interest loans, grants and other assistance programs.

“They’re pretty much the backbone of our community, when you think about all the small businesses,” said Oakley. “We have the big businesses, and they’re a different source themselves, but small business is very important.”

State Rep. Danny Burgess, R- Zephyrhills also participated in the economic summit, speaking virtually from his Tallahassee office.

His remarks focused on the forthcoming Florida National Guard Armory coming to Zephyrhills that is set to be located near the city’s municipal airport.

State lawmakers earmarked $25 million for the construction of the project during the past legislative session.

Burgess described the project as “a first-of-its kind, state-of-the-art armory.”

He said it will employ many full-time Army officers during the week, plus hundreds of soldiers and service people visiting on weekends.

The legislator views the armory as “a big economic driver” for the city, where soldiers and service members “work and eat and stay and play in our community.”

“It’s not just a military installation, it’s not just a home for the National Guard,” Burgess said. “It’s going to be really good, and it’s moving fast, so we should hopefully have some great direction here soon.”

What makes the project even more special, Burgess said, is that Zephyrhills is a community that has deep military roots and a record of support for the armed forces.

The city was founded by Civil War veteran Capt. Howard B. Jeffries, as a retirement area for union soldiers.

The city’s airport property was used by the U.S. Army in the 1940s as a training airfield for combat pilots.

“We should all be very, very proud of this,” Burgess added of the armory.

Burgess went on to praise the city’s windfall in the latest state budget, which included several appropriations, including $6.5 million for water and wastewater improvements on Handcart Road; $4.6 million for improvements to the Sarah Vande Berg Tennis & Wellness Center; and $3 million for improvements to the Zephyrhills Municipal Airport.

Said Burgess, “It’s a testament to our community, to the things that are happening in our community, to the businesses in our community and our community leaders.”

As a sign of the municipality’s wave of progress, back in June Florida Gov. Ron DeSantis appeared at Zephyrhills City Hall for a state budget-signing ceremony— penning into law a record-setting $101.5 billion budget for fiscal year 2021-2022.

The invite-only press conference drew several dozens of area residents, business owners and government officials, in a standing-room only affair.

Burgess also credited Florida Senate President Wilton Simpson (R-Trilby) for his continuous support of Zephyrhills at the state level.

“He has always looked out for that community, and he sees the value in our location geographically and from an infrastructure standpoint, and he just wants to see us succeed,” Burgess said.

Other featured presentations during the summit came from Zephyrhills Planning Director Todd Vande Berg; David Waronker, CBD Real Estate Investment president; Randy Stovall, Zephyrhills Economic Development Coalition chairman; and Tom Ryan, Pasco Economic Development Coalition director of business development.

Zephyrhills is now Pasco’s biggest city
The City of Zephyrhills has surpassed New Port Richey as Pasco County’s biggest city, based on data collected in the 2020 U.S. Census.

The Pasco County Commission discussed the shift during its board meeting on Oct. 26, noting that it will have to make some new appointments to boards that include a representative from the county’s largest municipality.

Census data reports that Zephyrhills had a population of 17,194 on April 1, 2020. Its population was 13,288 as of April 1, 2010.

New Port Richey’s population was 16,728 on April 1, 2020, compared to 14,911 on April 1, 2010.

Pasco County Commissioners discussed Zephyrhills’ shift to become the county’s largest city, noting that it will mean that some appointments will need to change next year because certain boards require representation from the county’s largest city.

Mixture of uses approved for intersections in Wesley Chapel Lakes

The Pasco County Commission has approved a request for a mixture of uses at three intersections within the community of Wesley Chapel Lakes.

The project has been on the books for decades — and the board’s approval, during its Oct. 26 meeting, gives the developer the ability to pursue entitlements at the intersections of Meadow Pointe Boulevard and State Road 54; Meadow Pointe Boulevard and State Road 56; and Meadow Pointe Boulevard and Beardsley Drive.

The project is located south of, and adjacent to State Road 54, about 3.5 miles east of Interstate 75, and extending south to the Pasco County line.

The proposed uses will not generate more vehicle trips from the development than were previously approved and that have already been addressed through mitigation (which normally includes impact fees and/or transportation improvements), according to the agenda background materials.

Most of the residential component of the project has been developed.

The project originally was approved decades ago, as a Development of Regional Impact (DRI), which allowed an array of uses. In addition to agreeing to allow the developer to pursue entitlements, the county board also rescinded the original DRI.

The nodes had already been approved for commercial development; the change allows residential development, as well.

The property is not within the county’s current multifamily moratorium boundary.

The modification area includes about 166 acres. It calls for up to:

  • 850 single-family attached, townhome or apartment units
  • 420,000 square feet of commercial use
  • 150,000 square feet of office/light industrial
  • 700 hotel rooms

The request also seeks a variation from the county’s land development code to permit a reduction in the standard parking space size of 9-feet by 20-feet to a reduced size of 8-feet by 18-feet, with the condition that curbs and/or wheel stops will be required to prevent vehicles from overhanging required landscape buffers, or sidewalks, unless the sidewalk is 7-feet wide, to keep the sidewalk width at a minimum of 5 feet for pedestrians.

The request had received a recommendation for approval by county planners and from the Pasco County Planning Commission.

The county board approved the request as part of its consent agenda, meaning it was approved along with other items on a single vote, and there was no board discussion or public comment.

Crews getting back at it, on Diverging Diamond interchange

Work on the diverging diamond project at State Road 56 and Interstate 75 in Wesley Chapel was set to resume on Sept. 13, according to officials from the Florida Department of Transportation.

That news was part of an update released by Kris Carson, department spokeswoman for FDOT’S District 7 office.

Work was halted in June, when D.A.B. Constructors notified FDOT that it was demobilizing from the project. The state transportation department then defaulted D.A.B., on July 1.

D.A.B. Contractors had seven projects in FDOT District 7, including three in Pasco County. After D.A.B. was defaulted on the diverging diamond project, it self-defaulted on the other Pasco projects, which are on State Road 52 and State Road 54.

The surety company must now complete those projects.

Carson provided a Sept. 10 update regarding the status of the projects.

Diverging Diamond
The completion contract has been executed by Superior Construction and is with the surety for final signatures.

Superior Construction has been given a Notice to Proceed from the surety, and contract work is expected to recommence on Sept. 13.

Surveyors have been onsite gathering survey information to support the proposed Sept. 13 start date.

The interim maintenance contractor (DBI) performed mowing in the two ponds on the south side of State Road 56. Slope mowing was completed on the northeast quadrant adjacent to the northbound Interstate 75 on-ramp.

Slope mowing is currently underway on the interior slopes of the southbound on- and off-ramps.

A project-wide litter pickup cycle was completed.

State Road 52, from Suncoast Parkway to U.S. 41
The surety received bids from prospective completion contractors on Sept. 9, and the bids are being evaluated.

The FDOT performed pothole and silt fence repairs, to address urgent needs.

An upcoming mowing cycle is planned to start in two weeks.

State Road 54, from Curley Road to Morris Bridge Road
The surety put out an advertisement for bids on Sept. 9, with bids expected to be received the week of Sept. 23.

The FDOT’s maintenance crews have repaired potholes throughout the project and at the following side streets and driveways: McDonald’s driveway, Lado Drive, Loury Drive, Ashton Oaks Boulevard and Foxwood Boulevard.

Drop-offs have been addressed project-wide by inspection staff and maintenance crews.

The FDOT’s asphalt maintenance contractor is schedule to pave the previously listed side streets and driveways beginning Sept. 16.

Traffic markings maintenance has been completed at Meadow Pointe Boulevard and State Road 54.

Concrete barriers were adjusted at New River Road and State Road 54 and the Morris Bridge Road intersection, in front of CVS.

Emerald Striping is being scheduled to install flashing beacon ‘school ahead’ signs at New River Academy.

While the FDOT continues to address the state road projects that are behind schedule, State Sen. Danny Burgess told members of the North Tampa Bay Chamber of Commerce that the state is seeing what it can do to streamline, in some way, the process of road contracting.

That way, if something like this happens again, the DOT would have additional options, such as going to with Bidder No. 2 on a project, he said.

“We’re going to look at some outside-the-box opportunities,” Burgess said.

Request for mixed uses aims to wrap up Wesley Chapel project

The Wesley Chapel Lakes project has been on the books for decades, but now the developer is seeking an amendment to its master planned unit development (MPUD) to pursue entitlements at three intersections within the community.

The project is located south of, and adjacent to State Road 54, about 3.5 miles east of Interstate 75, and extending south to the Pasco County line.

The developer, M/I Homes of Tampa LLC, is seeking entitlements for vacant parcels within Wesley Chapel Lakes that are consistent with market demands, according to information contained in the Pasco County Planning Commission’s Aug. 26 agenda materials.

The proposed uses will not generate more vehicle trips from the development than were previously approved and that have already been addressed through mitigation (which normally includes impact fees and/or transportation improvements), according to the agenda background materials.

Most of the residential component of the project has been developed.

Now, the applicant is seeking approval of entitlements along three nodes on Meadow Pointe Boulevard, according to Barbara Wilhite, an attorney for the applicant.

The northern node is at Meadow Pointe Boulevard and State Road 54; the central node is at Meadow Pointe Boulevard and State Road 56; and the southern node is Meadow Pointe Boulevard and Beardsley Drive.

The project originally was approved decades ago, as a Development of Regional Impact, which allowed an array of uses, Wilhite said.

Wilhite told the planning commission: “This is not the beginning of this project. This is the end of the project.”

The changes being sought will allow a mixture of uses, along with conditions, at the intersections, Wilhite said.

“It just so happens that the developer has held those properties and not developed those,” she said. “All of those nodes are approved for commercial today. What we’ve done is the ability to do residential at those nodes.”

The property is not within the current multifamily moratorium boundary.

One speaker, who appeared via a virtual connection, expressed support for the additional development planned at the State Road 54 and State Road 56 intersections with Meadow Pointe Boulevard, but asked to preserve the area near the Meadow Pointe and Beardsley intersection for residential development.

Wilhite said that the Beardsley intersection currently has some commercial entitlement. But the attorney said her client will not seek to increase the commercial potential at that location.

The county’s planning staff recommended approval of the request, with conditions.

The Planning Commission agreed with county planners, unanimously recommending approval of the request to Pasco County Commission, which has final jurisdiction on land use and zoning decisions.

Helping people get from place to place, safely

As Pasco County and the municipalities within the county’s borders continue to grow, Pasco County Commissioner Kathryn Starkey thinks the Pasco Metropolitan Planning Organization should have a greater voice in planning future roads to ensure safety, while promoting connectivity.

The issue came up repeatedly during the Pasco MPO’s Feb. 11 meeting.

“I’m wondering if it’s the role of the MPO to give some policy direction when we work on our road network,” Starkey asked her colleagues.

She’d like the MPO board to be able to weigh in before road projects are done — to keep safety in mind for pedestrians, cyclists and golf cart users.

Otherwise, she said, the county and local jurisdictions could end up with scenarios they don’t want and have to spend more money later to make changes.

The issue of paying more attention to connectivity came up during discussion of an item to amend the transportation improvement plan to include two wildlife culverts under State Road 52.

The culverts will connect the Connor Preserve on the southern side of State Road 52 to the northern side of State Road 52, in the area of Parker Lake.

Once those culverts are added, right of way acquisition will begin this year, according to the agenda item.

Starkey asked if there’s a way to look at these planned wildlife crossings to make them large enough to allow cyclists and pedestrians to pass through them.

She suggested making the crossings 8 feet deep, to make room for people to go back and forth.

Doing that would be much cheaper than putting an overpass over State Road 52, added Starkey, an avid proponent for using trails to create connectivity within and between communities.

She noted that the extension of State Road 56, between Meadow Pointe Boulevard and U.S. 301, would have benefited from forward-thinking regarding pedestrians and cyclists.

“Now, we’re going to have a problem, of how to get people safely from the south side of Two Rivers to the north side of Two Rivers,” Starkey said. “If we had just gone up a little in elevation, it would have been a lot cheaper than whatever the solution is going to be.”

Commissioner Jack Mariano agreed with Starkey’s observation. He told her: “You brought up a great point way back at State Road 52 and (Interstate) 75, about doing something for cyclists to be able to go under that bridge, as well, that did get accomplished. It delayed the project a little bit, but I think it was well worth it.”

Starkey said: “I think it was a $1 million redo. “That is much cheaper than a $10 million, $12 million flyover for cyclists — or whatever other solution there could have been.”

Mariano said he would like the state roads department to take another look at the wildlife crossings proposed for the State Road 52 project.

“Instead of being tight underneath, maybe it should be a big box culvert that will actually allow a couple of bicyclists width-wise to go through. I think it’s something we should explore. It’s a lot cheaper to do it now, than it would be later,” Mariano said.

Justin Hall, with the Florida Department of Transportation, said the department will consider the request. “I can circle back with the project manager and we can take a look at that.”

The issue of advance planning to improve safety and mobility also came up during discussion of two work task orders, approved by the board after discussion.

In one work task, Aecom will prepare Active Transportation Plan procedures and outline a public engagement process.

The consultant will “assist with the actual plan development; the recommended schedule, preparing draft templates for how the plan should be put together and also prepare the next steps. It’s essentially the strategic approach for how to put together the Active Transportation Plan, which is something the county has not had in more recent times,” said Nectarios Pittos, acting executive director for the Pasco MPO.

That work task order was approved for $49,917.25.

The second work task order is being handled by Tindale Oliver & Associates.

“This will include available data sources, data assembly, demographics, data gap, data collection, GIS mapping, crash data analysis, technical memo development, review of comprehensive plan and right of way preservation with standards,” Pittos said.

“This is essentially the technical understanding of what information we have, ahead of the plan formation,” he said. That work task order was approved for $48,666.14.

By having the two work task orders done at the same time, the MPO hopes to finish phase one of the project by the end of June, so it can begin plan development starting in August, Pittos said.

Starkey asked if this planning would be an appropriate place to consider policies that the MPO would like to be considered during future road planning.

“Certainly when they’re developing the plan, there will be recommendations and policies established in that plan. Our understanding is that this plan is going to take a lot of cue from the long-range transportation plan, so there will be a definite dove-tailing of the two documents.

“So, you’ll be able to make recommendations and essentially set policy as well, in these documents.

“The MPO can have its own policy and work with the various jurisdictions that are working with the MPO, to follow that policy,” Pittos said.

Don’t Miss Feb. 14 Deadline for Enrollment Lottery at Union Park Charter Academy

The deadline is coming up fast for area families wanting to enroll their students in the 2020-2021 school year lottery for Union Park Charter Academy, an A-rated charter school in Wesley Chapel.

The deadline for online applications is Feb. 14 for students in kindergarten through eighth grade. Interested parents should go to UnionParkAcademy.org, and select the enrollment tab.

Union Park Charter Academy opened in 2018 for grades K-6, and last year added a seventh grade. The 2020-2021 school year will see the addition of an eighth grade, completing the school’s elementary enrollment of 765 students.

The school has received exceptionally positive reviews from parents, students and teachers, and, in its first year, received a grade of “A” from the Florida Department of Education.

“We are so proud of our students and teachers who work so hard and are so dedicated to our students’ individual success, and our school’s overall academic excellence,” said Principal Tracy Ware.

Construction crews busy on area road projects

Anyone who drives around Pasco County on a regular basis knows there aren’t many east-west roads that cut through the county’s vast expanse, and that it isn’t   a bit unusual to have to wait in traffic.

There are a number of projects, however, that are in the works, on the drawing board, or have been recently completed that are aimed at making life easier for Pasco motorists.

Of course, as more development arrives, more drivers use local roads — so complaints about “too much traffic” and “not enough roads” may persist, at least for the foreseeable future.

But, here is a look at some of what’s happening on the local transportation scene.

A diverging diamond interchange is under construction at the Interstate 75/State Road 56 interchange. The project, expected to wrap up by late 2021, aims to keep traffic flowing at the busy interchange.

Diverging Diamond Interchange
The diverging diamond interchange, currently in development, will reconfigure the current interchange at Interstate 75 and State Road 56 to improve traffic flow at a location that frequently is bottlenecked, especially during peak traffic periods. Work on the $33 million project began in January 2019 and is expected to be completed by late 2021. For more details, visit FDOTTampaBay.com/project/262/430573-1-52-01.

Ridge Road Extension
Construction is expected to begin in January on the Ridge Road Extension, a project that Pasco County has been seeking to build for two decades. The project will create a third east-west corridor in the county, extending existing Ridge Road from Moon Lake Road in New Port Richey to the Suncoast Parkway, initially, and then to U.S. 41 in Land O’ Lakes. The extension will give drivers who are heading east or west across Pasco a new option. Currently, motorists heading east and west use State Road 52 or State Road 54. It also will be another evacuation route in the event of an emergency.

However, environmentalists have expressed concern about the project. The extension will run through the Serenova Tract of Starkey Wilderness Preserve. Tim Martin, chair of the Sierra Club Florida Conservation, said this will harm the preserve’s wetlands and its animals.

Phase one of the project costs an estimated $90 million. Phase two has not been funded yet. Construction completion is scheduled for the 2025-2026 timeframe.

State Road 54 widening, Zephyrhills to Wesley Chapel
State Road 54 is being widened from two lanes to four lanes, with a divided median, between Wesley Chapel and Zephyrhills. The 4.5-mile stretch will run east of Curley Road to east of Morris Bridge Road. The $42.5-million development is expected to finish by the Summer of 2021.

Interstate 75/Overpass Road interchange
This project will create a new access point onto Interstate 75 at Overpass Road. The project includes widening Overpass Road — between Old Pasco Road and I-75 — from two lanes to four lanes. To the east, Overpass Road will be expanded to six lanes, between I-75 and Boyette Road. Off Overpass Road, Blair Drive will connect to Old Pasco Road, and Boyette Road will connect with McKendree Road. These connections with Overpass Road will create new access points between Wesley Chapel and Dade City.

A new State Road 52 corridor is expected to be built, branching off from the existing one. It will be another means of heading further east in Dade City.

New State Road 52 alignment
A new alignment of State Road 52 will provide a new way to travel east through Dade City. The new stretch of road will run south of the existing State Road 52. It will begin east of the Bayou Branch Canal and continue east to the intersection of Prospect Road and Clinton Avenue. Clinton Avenue will be widened to a four-lane road leading to Fort King Road. The existing State Road 52 also will be widened to four lanes between Uradco Place and the Bayou Branch Canal. At Bayou Branch Canal, the existing corridor will branch off into the new one.

Improvements completed in 2019 include:

Widening of State Road 52, from Bellamy Brothers to Old Pasco Road
A 1.5-mile stretch of State Road 52 has been widened from Bellamy Brothers Boulevard to Old Pasco Road. The road was widened from two lanes to four lanes, with a median. There also is a multi-use path on the north end of State Road 52 and a sidewalk on the south end. Construction on the $13.4 million project started in 2016.

State Road 56 extension
A new 6-mile extension of State Road 56 has created a new east-west corridor, between Meadow Pointe Boulevard in Wesley Chapel and U.S. 301 in Zephyrhills. The extension gives motorists an alternative to State Road 54, which also links the two communities. State Road 54 also is undergoing improvements. The State Road 56 extension is a four-lane road, divided by a median. It has a multi-purpose trail, a sidewalk and bicycle lanes. Traffic lights also were incorporated at Morris Bridge Road and U.S. 301.

State Road 54, turning lane improvements
The right-turn and left-turn lanes on State Road 54 have been lengthened to ease turning movements and reduce congestion. The $1.1-million project provides more room in the turning lane for motorists who are heading east on State Road 54 and intend to turn onto U.S. 41. The change reduces wait time for motorists turning north or south onto U.S. 41. Another improvement modified the median opening where State Road 54 intersects with Hunt Road. The change allows eastbound traffic on State Road 54 the option of turning onto Hunt Road or making a U-turn. It allows westbound traffic to turn off of Hunt Road, but motorists coming from that direction can no longer make U-turns.

County continues tackling traffic issues

Pasco County Commissioner Mike Moore said there’s no specific solution in sight yet for congestion motorists face daily at U.S. 41 and State Road 54. But, the commissioner outlined a number of other projects underway that should improve mobility on the county’s roads.

Moore’s comments came during a sold-out luncheon meeting of The Greater Pasco Chamber of Commerce on Aug. 13, at the SpringHill Suites by Marriott Tampa North, in Land O’ Lakes.

There are plans for a temporary fix at U.S. 41 and State Road 54, Moore said, noting some turn lanes are being extended — which should improve traffic flow.

But, the final plan to address that intersection is not yet known, Moore said.

“We know something needs to be done, but,” he added, “funding obviously always is an issue.”

Plus, there’s not a consensus on the best approach.

“Do you use eminent domain and take out businesses? Do you do a flyover? We have a community that is split,” Moore said. “Our county staff is going to continue to work very closely with FDOT (Florida Department of Transportation) to come up with a viable solution.”

Addressing the issue is important, he added, because the entire stretch of State Road 54 is going to get busier as the area continues to grow.

“Do you look at Bus Rapid Transit? I’m kind of a fan of Bus Rapid Transit,” he said, but added he would like to see how Bus Rapid Transit has worked elsewhere.

While there’s no definite solution for the U.S. 41 and State Road 54 intersection, the county is making progress in other areas, Moore told chamber members.

The county is awaiting a federal permit to proceed with a project to extend Ridge Road, and Moore said he thinks the county is closing in on securing that.

He also talked about other road projects that are underway or planned.

For instance, plans call for widening U.S. 41 from Connerton Boulevard, north to State Road 52. Improvements also continue to widen State Road 52.

Moore also noted that construction is underway on the Diverging Diamond, a project that is expected to ease congestion at the Interstate 75/State Road 56 interchange.

State lawmakers helped get that project built much faster than originally planned, Moore said.

The commissioner also talked about a planned interchange at Overpass Road and I-75.

“State legislators helped us get $15 million toward that. It’s about a $70 million project. We’re allowing FDOT to control that project because they’re the professionals, and they know what they’re doing when it comes to design-builds.

“That is moving forward now,” Moore said.

He also noted that State Road 56 has been extended from Meadow Pointe Boulevard in Wesley Chapel over to U.S. 301 in Zephyrhills.

“That is an amazing extension.

“Now, we’re even looking at punching it (State Road 56) through, so it goes to (U.S.) 98, too,” he said, but that plan remains under discussion.

Moore also touched on the positive impact that tourism has had in the county.

“Tourism is booming right now,” Moore said.

It generated an overall economic impact of $615 million in 2018,  he said, noting the county had 965,000 visitors that year. There were 7,480 tourism-supported jobs, and tourism generated  $156 million in wages.
