Construction soon on safety improvements at sinkhole

Construction on two turn-around driveways to ease traffic flow at the site of a sinkhole in Lake Padgett Estates is expected to be done by this fall.

The sinkhole opened up on July 14, 2017, causing extensive damage. It split Ocean Pines Drive into two segments, swallowed two houses, a motorcycle and a boat, and caused seven houses in the area to be condemned.

Pasco County is in initial stages of purchasing needed right of way on Ocean Pines Drive for the turn-arounds.

A 6-foot decorative fence, and a gate, also will be installed around the sinkhole.

Pasco County officials also have ruled out any possibility of opening a connection between the sinkhole and Lake Saxon.

Some residents had expressed interest in linking the sinkhole to Lake Saxon in meetings with county officials.

County officials have estimated that linking the sinkhole and Lake Saxon would cost an estimated $2 million.

But, that option has been ruled out, after county officials met with representatives from the Southwest Florida Water Management District.

“They were strongly against the connection because of unraveling, deep unraveling, and possible sinkhole activity,” said Margaret Smith, the county’s engineer services director. “They also have concerns about the aquifer, knowing a lot of people are on wells.”

Smith gave the Pasco County Commission an update of the county’s plans during the commission’s June 19 meeting in New Port Richey.

Pasco County Commissioner Mike Moore expressed concerns about the aesthetics of the wrap-around fence.

“What are we going to do to make sure it’s appealing to the eye, and continuing to keep up property values?” Moore asked. “We’re not just tossing a fence up. It’s got to look decent.”

Smith said current plans were for a “little bit of landscaping.” More can be added to the design, but she said the county would own only a strip of land bought for right of way.

Pasco County Attorney Jeffrey Steinsnyder noted: “This is not a county project. We are stabilizing a situation that basically occurred by an

act of God.”

Pasco County commissioners agreed in March to build the turn-arounds and install the fence at an estimated cost of $242,000.

The turn-arounds will provide greater safety when garbage trucks and emergency vehicles drive in and out of both ends of Ocean Pines. Currently, vehicles must back up to exit or back into private driveways to turn around.

County commissioners reviewed several other options, including simply installing a fence.

Sinkhole to get turnarounds and a fence

Pasco County has selected the solution it plans to pursue regarding the sinkhole that opened last year in Lake Padgett Estates in Land O’ Lakes.

The county plans to build two “hammerhead” turnarounds on each side of the sinkhole.

A six-foot decorative fence and an access gate also will be installed around the sinkhole on Ocean Pines Drive.

The estimated cost for the work is $242,000.

Construction is expected to begin within six months to eight months, following design work and purchase of right of way.

“We’ll move as quickly as possible,” said Margaret Smith, the county’s engineering services director.

The Pasco County Commission approved the turnarounds at its March 27 meeting in New Port Richey. Commissioners also agreed to get more information on the feasibility of linking the sinkhole to Lake Saxon, as a future project.

A geological survey deemed that connection to be risky, but Pasco County Commissioner Mike Moore said the option needs more study.

“That’s our premier lakefront community in this area,” he said. “We want to make sure property values stay up.”

The turnarounds are considered an immediate safety solution for a roadway that was severed when a sinkhole opened up on July 14, 2017.

The depression swallowed two houses, a motorcycle and a boat. Seven houses in the area also have been condemned.

Currently, garbage trucks and emergency vehicles that drive down either end of Ocean Pines must back up to exit or back into private driveways to turn around.

“I saw a truck that had to be towed out because it was stuck in a ditch trying to go around another vehicle,” Moore said.

County officials held workshops with residents in recent months before they reached a decision.

Initially, five options were presented. However, the geological survey recommended against the Lake Saxon connection, and rebuilding Ocean Pines with supportive piles driven underground.

The lake connection would cost an estimated $2.5 million. Rebuilding Ocean Pines would be about $750,000.

Both were considered to have a risk of causing additional ground disturbances in the area of the sinkhole.

An option to only install fencing and a gate would cost about $65,000.

Commissioners decided unanimously to build the turnarounds now, but also agreed to discuss the lake connection with the Southwest Florida Water Management District. That’s the state agency that would issue a permit for the work.

Plans are to file a pre-application with the state agency, relying on data collected from the geological survey.

Pasco County attorney Jeffrey Steinsnyder voiced concerns that even if a permit were approved, there could still be risks to the neighborhood.

Moore said, “Let’s at least have more in-depth conversations with Swiftmud, and have them give a report.”

Sinkhole solution down to three options

Pasco County is inching closer to resolving the massive sinkhole that swallowed two houses in Lake Padgett Estates more than eight months ago.

Public Safety officials and county engineers are down to three recommendations on the long-term recovery efforts at the sinkhole site on Ocean Pines Drive:

  • Option No. 1: Install a 6-foot tall “wrought-iron style” decorative fence and access gate around the sinkhole with dead-end signs, at an estimated cost of $65,000
  • Option No. 2: Build the same fence around the sinkhole, with two, 70-foot “hammerhead” turn-arounds, at an estimated cost of $242,000
  • Option No. 3: Build the same fence around the sinkhole with a cul-de-sac on each side, at an estimated cost ranging from $1.7 million to $2.2 million

Kevin Guthrie, the county’s assistant administrator for public safety, outlined those possibilities with homeowners at a March 10 community meeting at Land O’ Lakes Heritage Park.

Based on conceptual designs, the county would need to purchase three houses to install a cul-de-sac. That option also would likely require renaming a portion of Ocean Pines Drive.

For a turn-around option, no additional homeowners would be displaced. The county would need to purchase only the area needed for the turn-arounds from homeowners, not their entire properties.

Officials said the main purpose for those two options is to ease access for garbage trucks and emergency vehicles, which presently are forced to drive backwards to exit Ocean Pines Drive.

If the county installs just fencing and landscaping — the cheapest option — Ocean Pines would remain closed off at the site of the sinkhole.

Previously discussed options — such as connecting the sinkhole to Lake Saxon or rebuilding the roadway with sheet piles driven underground — have since been deemed too risky by the county’s geotechnical consultant, Intertek-PSI.

At the meeting, residents were encouraged to provide feedback and jot down comments to be considered by the Pasco County Commission.

Various concerns were raised, from the county’s mitigation costs to how it intends to fund whichever solution is chosen.

The county already has spent more than $1 million for initial cleanup and stabilization of the sinkhole site.

Guthrie said it hasn’t been determined how the county will pay for whichever option, though use of public funds may be a possibility.

Some residents questioned why a fence even needs to be installed at the sinkhole site.

Guthrie stressed that’s a matter of public safety as open waterways touched or owned by the county must be cordoned off.

He guaranteed permanent fencing, at the very least, will be installed due to potential liability issues for the county.

“You can take this to the bank: The county commission, 5-0, is going to put a fence around that,” he said.

Guthrie noted the county is currently in litigation with two homeowners and their insurance companies who haven’t taken responsibility for cleanup and securing the areas of private property affected by the sinkhole — an issue that may not be resolved for “probably decades.”

“If they’re not going to take responsibility, the county has to step in. And, we have to ensure the safety for the citizens,” Guthrie said.

Seven additional homes nearby were also condemned as unsafe, based on subsurface conditions and other geologic anomalies.

Displaced homeowner Dottie Benschoter was among about 30 people attending one of the two community meetings.

The 78-year old and her husband had lived at their Ocean Pines Drive home for more than 40 years — before it was condemned in July.

The massive sinkhole was a shock for her family and fellow neighbors, forcing them to uproot their lives.

“Especially at our age, we never dreamed anything like this would happen,” she said.

“It’s affected my neighbors. We’re all affected mentally, because one day you’re living your life, and one day it changed completely. We had to move everything in one day,” Benschoter said.

She continued: “(The county’s) trying their best, but we still don’t have any answers. They still haven’t made their decision with what they’re doing. They said we have to demolish our homes and pay for it ourselves.”

Guthrie called the entire sinkhole situation “really upsetting and frustrating.”

He added: “I know the homeowners are frustrated but at the same time, we have remediated this hole to the point that we can.”

Guthrie and his staff will present their findings to commissioners at their March 27 or April 11 meeting, at which time a final decision is expected.

Sinkhole response: Fence and landscaping?

Pasco County likely will opt to close off a sinkhole that swallowed two houses in Lake Padgett Estates with a fence and landscaping, to mimic, as much as possible, the appearance of a retention pond.

Consultants say that other options, including rebuilding Ocean Pines Drive, would risk additional environmental damage.

Consultants also recommend against building cul-de-sacs near the sinkhole, which Pasco County officials had hoped garbage trucks and emergency vehicles could use.

Instead, the county will determine if a “hammerhead” turn-around would be feasible if it is placed on an easement next to a residence, but at a safe distance from the sinkhole.

No decision has been made yet, and Guthrie plans to meet with area residents to review the consultant’s report.

If the county installs the fence and landscaping, Ocean Pines would remain closed off at the site of the sinkhole.

On one side of the sinkhole, it would retain its current name. The other side would be renamed.

Estimates on fencing and landscaping were pegged at about $50,000 during an October workshop to review options.

According to consultants, rebuilding the roadway with sheet piles driven underground would create strong vibrations and risk unsettling the sinkhole and surrounding areas.

At any time, even 20 years into the future, the road could collapse, Guthrie said.

“We may put people in danger by doing so,” he said. “Even to put a cul-de-sac, we may do more harm to the environment.”

Looking for sinkhole solutions

Remedying a massive sinkhole in Land O’ Lakes has taken a minor step forward, four months after it opened and swallowed two homes on Ocean Pines Drive in Lake Padgett.

Residents of the Lake Padgett community were presented several preliminary solutions for fixing the sinkhole long-term, during a Nov. 8 meeting at the Land O’ Lakes Community Center.

The audience also had the opportunity to ask questions and offer input to county officials.

Kevin Guthrie, assistant county administrative of public safety, led the meeting.

He offered up three possible solutions for “success” in the sinkhole’s remediation:

  • Build a fence around the sinkhole with a cul de sac on each side (estimated cost of $1.7 million)
  • Connect the sinkhole to Lake Saxon while adding a cul de sac to each side of the lake (estimated cost of $2.5 million)
  • Rebuild the original road through the sinkhole (estimated cost of $800,000)

The first two options would require the county to purchase several properties, either to connect the sinkhole to Lake Saxon and/or develop a cul de sac.

The third option, meanwhile, requires the reconstruction of Ocean Pines Drive using a sheet piling methodology. Fences then would be placed around bodies of water on either side of the road — similar to how retention ponds have fences around them.

A fourth option consists of leaving the sinkhole “as is,” adding a chain-link fence and signage around its perimeter. The option would cost about $50,000.

The Pasco County Commission will have the final say on how to proceed with long-term recovery efforts at the sinkhole site.

On July 31, the county approved $1.3 million for an initial cleanup of debris, and stabilization of the site. That work has been completed.

Guthrie said additional geotechnical investigation is required before any remediation can be done, which would cost an additional $100,000 to $200,000.

The University of South Florida also is recommending a resistivity survey be completed to determine how the sinkhole interacts with underground surrounding areas. The cost would be another $15,000.

Dr. Lori Collins is a research professor at USF, and is a part of the team of geologists and postgraduate students researching the sinkhole since Day 1.

She explained further testing is needed to truly understand how the sinkhole penetrates the Florida aquifer and connects to the lake system.

“We want to make sure science tells us what the alternates should be first. Right now, we don’t know…what’s going on underneath the ground,” Collins said.

The necessary prep work could take another 45 days, Guthrie said, before a final recommendation is presented to county commissioners.

“We want to do it right the first time and not keep coming back, time and time again,” Guthrie said.

Since the sinkhole involves private property and a county road, the county is a stakeholder in the situation. Had the sinkhole never touched the roadway, it would’ve strictly been a private property issue, Guthrie said.

Regarding funding, Guthrie mentioned municipal service taxing units  (MSTU) or municipal services benefit unit (MSBU) as options that have been used in the past.

Utilizing the county’s general fund reserves is another possibility. However, the county is already “significantly dipping” into those reserves following Hurricane Irma, Guthrie said.

Assistance through grants and the state also will be vetted, he said.

“We’re trying to get whatever we can,” Guthrie said. “It’s going to be very difficult…to help pay for this.”

Terence Doohen was one of several sinkhole victims who attended the Nov. 8 meeting.

He said the public forum proved beneficial to affected homeowners and community members.

“I felt there was some good information there that had not been communicated to me,” he said, “so I thought it was well worth my time and some other people’s time.”

The 44-year-old, along with his wife and 10-year-old son, in August had their lakeside property red-tagged by the Pasco County Building Inspectors Office.

Doohen said he’s in favor of “whatever is the safest solution for everyone involved.”

“I would go to bat for long-term, whichever is the safest option,” he said.

Doohen also supports the county taking a thorough look at the sinkhole matter before making any major decisions.

“I’m fine with the time that’s gone by,” he said “I think it’s fine, if everybody’s dotting all the ‘i’s and crossing all the t’s, and if it moves at a little bit slower pace than one expected; I think you’ve just got to kind of live with it and roll with it.”

Several additional community meetings are expected over the next several months.

Guthrie acknowledged the sinkhole matter will be handled in a methodical fashion, likely extending well into 2018.

“We are at step one on a ladder that’s probably about 10 stories long,” Guthrie said.

Pasco County looks at costs to fix Lake Padgett sinkhole

Restoring the site of a sinkhole within the Lake Padgett Estates subdivision to “pristine” condition would cost as much as $12 million. That idea was a non-starter for the Pasco County commissioners who reviewed a list of options on what to do next.

They also rejected a suggestion for a $4 million bridge to span the sinkhole, and keep traffic flowing along Ocean Pines Drive.

County commissioners reviewed future options at a workshop on Oct. 17 in Dade City.

The least expensive choice was to “do nothing” and install decorative fencing, with warning signs, around the sinkhole for about $50,000.

But, options in between $12 million and $50,000 are on the table.

Pasco County officials plan to meet with residents of Lake Padgett for their input before making a final recommendation to county commissioners.

One option is to connect the sinkhole to Lake Saxon, which is about 90 feet away. That would cost about $800,000.

“Any connection to the lake would not go over well with the community,” said Pasco County Commission Chairman Mike Moore, who has heard from some residents in Lake Padgett regarding concerns about potential contamination from the sinkhole.

The University of South Florida is recommending that a survey be completed to determine how the sinkhole interacts with underground surrounding areas. The cost would be about $15,000.  Before that, county officials say an additional geological survey should be done at a cost of about $100,000.

Ceres Environmental Services has completed its work to remove and dispose of floating debris from the sinkhole, pump and remove contaminated water, and stabilize the southeast portion of the sinkhole with granular fill.

Kevin Guthrie, assistant county administrator for public safety, said linking the sinkhole to the lake could be a “low-cost, long-term, permanent solution.”

The sinkhole, which went as deep as 50 feet, is now 10 feet deep, said Guthrie. And, he said, “The water quality in the sinkhole is better than in the lake.”

Major portions of the two houses, the motorcycle and the boat remain in the sinkhole, but that’s not unusual in such instances, Guthrie said.

“We have cars in sinkholes in just about every sinkhole in Pasco County,” he said.

The lake connection is an idea worth exploring, said Pasco County Commissioner Kathryn Starkey.

“To me, when I was out walking, it made great sense to connect it to the lake,” she said.

Historically, Pasco County officials say the lake’s shoreline at one time extended beyond the sinkhole and included lots where homes now exist.

Along with the lake connection, cul-de-sacs on Ocean Pines also could be built on either side of the sinkhole. That would cost about $1.7 million, bringing the total cost to about $2.5 million.

Pasco County Commissioner Ron Oakley suggested that if cul-de-sacs are built, different names would be needed for the disconnected segments of Ocean Pines.

“It doesn’t need to be confusing for emergency (responders),” Oakley said.

Another choice would be to reconnect Ocean Pines at the sinkhole and build up the road with sheet piles on either side. That would work as a dam to contain the sinkhole. The cost would be about $800,000.

Whatever the final decision, there are financial implications for the county and residents.

Pasco County officials have said they want to get reimbursement for as much of its costs as possible. They view sinkhole damage largely as a private matter between insurance companies and the injured parties.

To that end, the county mailed demand letters and notice of financial responsibility to homeowners, renters and companies that have done remediation work in the past.

Left open is how much liability could rest with Lake Padgett residents. Moore said residents are concerned about taking on maintenance costs of the sinkhole.

The subdivision has a special taxing district, created by Florida statute.

However, those funds are collected solely for the operation and maintenance of recreational facilities in the subdivision, including five lake parks, three boat ramps and a horse stable.

For fiscal year 2018, the per unit fee collected by the taxing district is about $500, according to documents on Lake Padgett’s website.

In describing the taxing district, website documents specifically state that it doesn’t serve or have authority to serve as a Community Development District, civic association or a homeowner association.

Lending sinkhole victims a hand

Penny Foote felt the need to help families — after the largest sinkhole in Pasco County history opened July 14 on Ocean Pines Drive in Land O’ Lakes.

“When I saw the two homes go in, my heart hit the floor,” Foote said. “I knew we had to do something and try to pull people together because it could’ve happened to anybody, even me.”

That same day, Foote created the Lake Padgett Families Sinkhole Relief Facebook page.

Through the group page, which now totals more than 2,200 members, Foote has coordinated the delivery of donations and supplies to displaced sinkhole families, and adjacent properties on Ocean Pines Drive and Canal Place.

Foote, who has partnered with United Way of Pasco and Pasco County Human Services, has met individually with each of the sinkhole victims, to inquire about various essentials — everything from food and clothing, to baby supplies and furniture.

Then, she posted to the Facebook page, soliciting needed items from group members and local businesses.

“Somebody comes and just brings it,” Foote said.  “The community’s just been donating tons and tons of stuff, and the families have been at my house multiple times getting everything they want.”

Besides donations, Foote also rallied numerous volunteers to assist displaced families in moving belongings from their condemned homes.

Including Land O’ Lakes residents, Footed said people from Tampa, Wesley Chapel and Odessa have all offered assistance, in some form or another.

The widespread community support, is “absolutely incredible,” she noted.

“There have been a lot of people pulling for them,” Foote said. “I’ve never seen anything like it in my life.”

Now, Foote, with the help of Tampa-based realtor Danielle Sullivan, has organized an upcoming fundraiser benefiting families affected by the sinkhole.

The Lake Padgett Estates Sinkhole Family Day Fundraiser will be held Aug. 26, from noon to 5 p.m., at the Harvester United Methodist Church, 2432 Collier Parkway in Land O’ Lakes.

Besides numerous food trucks and local vendors, the event will feature a live band, yard sale, raffle and silent auction, and kid-friendly entertainment, such as a bounce house and face painting.

Foote hopes to raise at least $20,000. All of the proceeds will go to sinkhole victims shortly after the event.

It’s not the only sinkhole fundraiser going on this weekend.

The Central Pasco Chamber of Commerce has partnered with Skipper’s Smokehouse for a benefit concert on Aug. 27. The show, beginning at 5 p.m., will feature performances by several local acts, including, Stonegrey, Peace of Woodstock, Solar Exposure, and 4X.

And, other fundraisers have been held the past several weeks, including events hosted by Plantation Palms Golf & Country Club, Beef O’ Brady’s of Sunlake and In The Loop Brewing.

Foote, who runs a child day care business, lives about 1.5 miles from the actual sinkhole site.

She remains heartbroken by the sinkhole victims’ personal stories in the aftermath of the catastrophic event.

“These families are still struggling today, just like they were on Day 1. It’s still very difficult and very hard for them,” Foote said.

One of those affected is 77-year-old Emily Geldbaugh.

The retiree’s home was one of seven that’s been condemned, meeting the criteria for demolition.

The loss of her house, which she has owned for 14 years, was tough to grasp.

“It was shocking, and of course, sort of painful at the same time,” Geldbaugh said. “I felt pretty sad about it.”

Since the condemnation, Geldbaugh has been staying with her son’s family while she searches for an affordable rental home.
She noted the catastrophic event could have been worse.

“I’m just glad everybody got out, because if it happened earlier I don’t think they would’ve,” she said. “(My house) could’ve fallen in, too, who knows? I’m lucky that it’s still standing.”

The efforts of Foote and others have not been lost on Geldbaugh during this difficult time.

She is “totally amazed” by the community outreach received over the past several weeks.

“There’s a lot of wonderful people out there, and a lot of them came to help me move,” Geldbaugh said. “I mean, there’s been donations and a lot of good is going to come from all that.”

She continued: “(Penny’s) a wonderful lady. I know she can’t do it alone, but she’s been real gracious, and she’s really caring about all these people and their problems, and I think that’s wonderful. You don’t have very many people in the world like that.”

Terence Doohen, another sinkhole victim, expressed similar sentiments.

The 44-year-old also is “floored” by Foote’s efforts and the amount of donations others have provided, specifically mentioning nonperishable food, bottled water and toiletries.

“In my mind, it restores the idea that there is humanity left,” Doohen said. “At the end of the day, when something like this happens, and you see good people doing thoughtful things, it really restores your perspective on humanity once again.”

He added: “It’s eye-opening, and it really is heartwarming to know that people care out there.”

Doohen, along with his wife and 10-year-old son, were displaced over two weeks ago, when the Pasco County Building Inspectors Office red-tagged their lake house property — which they had owned for about two years.

The family is currently staying at a neighbor’s home, until they find a suitable rental.

“It kind of stinks in a way because that was our little house on the lake. When we bought it a couple of years ago, we put a lot of money into it — new kitchen, new windows, everything,” Doohen explained.

Doohen said his family — along with others affected by the sinkhole — will never be able to recover the full value of their house and property.

“Once that hole opened up — even if you’re living within five houses and didn’t have the condemnation letter — the value of your property just got slapped in half,” Doohen said. “At the end of the day, everyone (affected) is going to be worse off; that’s the sad part about it.”

A month later, he still recalls witnessing the sinkhole develop as he got ready for work that Friday morning in mid-July.

“It starts out as a 20-by-20 little puddle, and then all of a sudden it just starts opening up like a big reservoir and starts chasing the house next to it, and then the one on the other side of it,” he said.

“My blood pressure started rising when it started eating at the road,” Doohen said.

Unstable sinkhole claims seven homes

Pasco County building inspectors have condemned five additional homes — because of recent destabilization of a sinkhole on Ocean Pines Drive in Land O’ Lakes.

Pasco County officials say the sinkhole grew another 30 feet, to a diameter of around 260 feet, after a bank on the western edge—closest to Lake Saxon — collapsed between the evening of Aug. 3 and the morning of Aug. 5.

Previously, the sinkhole measured between 225 feet wide to 235 feet wide and approximately 50 feet deep.

The recent destabilization may have resulted from seismic vibrations caused by heavy construction equipment operating nearby the site, according to Kevin Guthrie, the assistant county administrator for public safety.

He reassured the sinkhole is not active, based on information he’s received from geo-engineers and other experts.

“We did anticipate that we were going to have potential problems (during cleanup),” Guthrie said.

The widening temporarily halted cleanup operations and forced building inspectors to condemn five more homes, which show signs of foundation shifts and compromised structural integrity.

The recent destabilization of the sinkhole was the first documented movement since July 19, when the perimeter widened by approximately 10 feet, after sand erosion just below the ground surface dried and collapsed into the hole.

The sinkhole originally opened July 14 in the Lake Padgett community.

Officials say that most of the sinkhole is about 180 feet wide. Its current depth has not been verified.

On the day that the sinkhole opened, it engulfed the properties at 21825 Ocean Pines Drive and 21835 Ocean Drive.

The five additional homes that have met the criteria for demolition are:

  • 21815 Ocean Pines Drive
  • 21814 Ocean Pines Drive
  • 3153 Canal Place
  • 21748 Ocean Pines Drive
  • 21845 Ocean Pines Drive

Meanwhile, cleanup efforts have resumed.

On July 31, the Pasco County Commission approved $1.3 million to remove the debris, eliminate the public health threat and secure the sinkhole site.

Ceres Environmental Services, the main debris removal contractor, worked throughout much of the weekend on cleanup and recovery efforts.

On the afternoon of Aug. 5, crews began dumping truckloads of lime rock to stabilize one side of the sinkhole and create a slope, to remove floating debris via a small platform barge equipped with an excavator. A total of 125 dump trucks of uncrushed lime rock were brought into the sinkhole area, and five semi-loads of debris were removed from the site.

Following debris removal and disposal by Ceres, EnviroWaste Services will begin removing contaminated water from the site, over the next several weeks.

The county also may opt to bring the roadway leading to the sinkhole up to grade, to later be asphalted in.

Guthrie said the “Phase 1” tasks will not be rushed, to prevent any injuries and further evacuations.

“During this recovery process, we are going to be slow, deliberate, methodical in our approach, as to not get anyone injured,” he said. “If we have to slow down, we slow down. Speed is not of the essence here.”

Following the cleanup phase, county administrators will “hit the pause button” to consult with the Pasco County Commission for the next phases.

Possible long-term options range from leaving the sinkhole alone, to filling and repairing the sinkhole, or connecting it to a nearby lake. Estimates on filling the entire sinkhole would require at least 135,000 cubic yards of dirt.

The entire mitigation of the sinkhole is expected to take several months.

During cleanup, the county is deploying four safety officers to monitor the sinkhole. They will alert neighbors door-to-door if additional evacuations are necessary.

Pasco County allocates $1.3 million for sinkhole response

Cleanup of a massive sinkhole in the Lake Padgett community in Land O’ Lakes was expected to begin as early as this week, weather permitting.

The Pasco County Commission approved $1.3 million to remove the debris, eliminate the public health threat and secure the site. The action came at a special July 31 board meeting.

Here’s the breakdown on the board’s $1.3 million expenditure:

  • Debris removal at 21825 Ocean Pines Drive and 21835 Ocean Pines Drive by Ceres Environmental Services: $640,099
  • Fill, from various contractors: $300,000
  • Water hauling (Environ Waste): $30,000
  • Tip fees: $14,750
  • Initial response expenditures: $78,194
  • Contingencies: $237,137

The $1.3 million is for the initial “phase one” cleanup, not the absolute sinkhole repair of completely filling the site, grading it and so on, according to county officials.

After phase one is finished, the county will take a break and determine what to do from there.

Regarding the debris removal by Ceres Environmental Services, County Administrator Dan Biles said the company first will try the dragline methodology, via a long-reach excavator.

The company may also resort to other methods to complete the task, Biles said.

Ceres will remove and dispose of floating debris, will pump and remove contaminated water, and will stabilize the southeast portion of the sinkhole with granular fill.

The cleanup task should take somewhere between two to four weeks, Biles said.

During a July 27 news conference, Kevin Guthrie, the assistant county administrator for public safety, said “I want everybody to have a clear understanding the county is not going to pay taxpayer dollars to completely remediate the sinkhole, bring it back up to pristine condition as it was before and step away.

“We are removing the immediate danger of life and health, which is the debris and the contamination, and then we will move on to that next phase, whatever the (County Commission’s) wishes are at that point in time.”

Possible long-term options range from leaving the sinkhole alone, to filling and repairing the sinkhole, or connecting it to a nearby lake. Estimates on filling the entire sinkhole would require approximately 135,000 cubic yards of dirt.

Determining that next step, Guthrie said, will be a “methodical process.”

Guthrie added: “We probably have about three actual, doable contingencies. We will be talking to the board about what their possibilities are, along with the associated costs.

“We’re going to let the board make some important decisions, because at the end of the day, it’s…the taxpayer’s money, and we need to make sure we’re doing the right things by the taxpayers,” Guthrie said.

Last week, the county sent out demand letters and notice of financial responsibility to the homeowners, renters, and companies that did remediation work in the past.

Guthrie reiterated the sinkhole damage is a private matter between each affected party’s insurance company, and the county eventually will seek as much reimbursement as possible.

However, at least one of those insurers has told the county it’s not their problem. And, another argues they’ve already paid a property owner and have no further liability.

Meanwhile, five families still remain displaced. Pasco County Community Services has collaborated with United Way of Pasco to provide 90-day relocation assistance for the affected renters and property owners.

And, over the past week, site activity — including presence from county agencies —began tapering off, after a fencing enclosure was installed on the roadway leading up to the sinkhole on Ocean Pines Drive.

That didn’t stop some residents and sightseers from getting a firsthand look at the destruction.

William Dillon, a Land O’ Lakes resident, marveled at the site Friday evening.

“It’s going to be quite a project getting that stuff out of there,” he said.

He also expressed sympathy for the families affected.

“I just feel sorry for them,” he said. “It’s just terrible.”

Nancy Teague, a nearby Lake Padgett resident, likewise, was in awe of the sinkhole.

“Can you imagine how many millions (of dollars) it would take in concrete to fill it?”

Cleanup set to begin on massive sinkhole

Barring unforeseen developments, cleanup is expected to begin this week on the massive sinkhole that recently swallowed two homes in the Lake Padgett community of Land O’ Lakes.

As of July 20, Pasco County was entering the final stages of securing bids from contractors for debris removal at the sinkhole site, which now measures 235 feet wide and approximately 50 feet deep — believed to be the largest in the county’s history.

While the sinkhole is labeled ‘dormant,’ recent activity has been documented. On July 19, the sinkhole’s perimeter widened by approximately 10 feet, after sand erosion just below the ground surface dried out and collapsed into the hole.

Before cleanup and repair work can begin, however, engineers must perform additional testing to ensure the ground around the sinkhole is stable enough for heavy equipment. One of the county’s contracted engineers, Intertek-PSI, is currently using ground penetrating radar and core sampling to measure the structural integrity of Ocean Pines Drive and county easements leading up to the sinkhole.

Kevin Guthrie, Pasco County’s assistant county administrator for public safety, said recovery work could take months, with costs ranging from $750,000 to more than $2 million.

“It’s going to be a very slow and methodical process,” Guthrie said.

The county already has spent about $100,000 responding to the sinkhole, through contractual and departmental costs.

The county’s goal is to have a debris removal company in place in case homeowner’s insurance companies don’t accept responsibility to clean up the sinkhole.

The fastest, most economical cleanup tactic being considered is what’s called a dragline — a cable-operated system that would extend out and collect debris from the surface of the sinkhole.

Other possible options include using a float barge or large crane, with an excavator, to remove debris and decontaminate the sinkhole site.

“We’re trying to look for the most cost-effective, but safe option, so that we don’t put other homes in danger,” Guthrie said. “If we can employ a tactic that does not cause harm to the (sinkhole) banks, that’s the big deal right now.

“There’s a possibility using that dragline may actually destabilize those banks and cause further damage,” he said.

The assistant county administrator estimates filling the entire sinkhole would require approximately 135,000 cubic yards of dirt, though plans that far ahead are not yet in place.

As a precaution, two homeowners along Canal Street were advised to gather their belongings for possible evacuation in the future.

Guthrie has reassured the activity is not an indication of the sinkhole becoming deeper.

“The sinkhole is not growing,” he said, assuredly.

In resolving the erosion issue, Guthrie said the edges of the sinkhole must be reshaped with dirt, from a 90-degree angle to a 45-degree slope.

“There is no support for that sand. As the water table goes down, that sand has nothing to hold it in place. So, that sand is falling out which then causes the grass and top soil to collapse,” Guthrie explained.

Once engineers deem the area safe, the county will bring in dump truck loads of dirt to shore up the banks of the sinkhole, before the large-scale cleanup process begins.

“We’re trying to determine if there are any sinkholes or any other activity under the ground before we bring the dump trucks in. Once we have figured that out, then we will start bringing that dirt in,” Guthrie said.

Elsewhere, water tests of the sinkhole turned up negative for E. Coli, officials said last week.

Further testing did come up positive for total coliform bacteria, in some of the water surrounding the sinkhole, officials said.

Greg Crumpton, a county health official, said it’s likely the result of older, dirty wells, some of which are upwards of 10 years to 20 years old in the Lake Padgett and Lake Saxon communities.

He said a confirmatory test and resample is underway.

If those tests come back positive, nearby homeowners are advised to use bottled or boiled water until the wells are disinfected.

Water tests
Due to the positive bacterial results, Pasco County announced it is waiving the fees for well water for testing more than 400 homes along Lake Padgett and Lake Saxon through July 28.

All residents living on the following streets qualify for free well water testing: Bronze Leaf Place, Canal Place, Clover Leaf Lane, Flat Rock Place, Grove Place, Heatherwood Lane, Lake Padgett Drive, Lake Saxon Drive, Ocean Pines Drive, Panther Way, Peninsular Drive, Pine Shadow Drive, Rain Forest Place, Snook Circle, Swans Landing Drive and Wilsky Road.

Residents who would like their well water tested should do the following:

  • Go to the Pasco County Environmental Laboratory located at 8864 Government Drive in New Port Richey and request a test kit for Total Coliform.
  • Present proof of address and receive lab instructions to collect water.
  • Take a sample of their tap water according to lab protocols, and bring the sample and associated paperwork back to the laboratory.
  • Results will be available in two days.
