Commercial growth popping up in Pasco

Brick-and-mortar projects are rising rapidly, expanding Pasco County’s booming growth.

Construction crews are building shops, restaurants, Class A offices, gas and convenience stores, and car washes — on sites with “Coming Soon” signs.

The county’s major commercial corridors – State Road 54 and State Road 56 – remain the epicenters of a construction juggernaut.

But Land O’ Lakes Boulevard, also known as U.S. 41, is an emerging source of expanded commercial and retail development.

Workers in hard hats and construction equipment engaged in projects are common sights on primary corridors in Pasco County.

Beginning on State Road 56, east of Interstate 75, options at The Shops at Wiregrass are expanding, or have expanded, to include Body Details; Crazy Sushi; Leonidas; and The Living Room.

New arrivals nearby include the Fairfield Inn & Suites, and Morningstar Storage.

On the west side of I-75, on State Road 56, new businesses are opening at Tampa Premium Outlets and Cypress Creek Town Center.

Zaxby’s opened in September on an outparcel on the south side of State Road 56, as part of the Cypress Creek Town Center. A Chicken Salad Chick restaurant is expected to open in a shell building under construction next door.

Tampa Premium Outlets, on the south side of the state highway, is adding Zumiez, according to the outlet’s website. The store features “cutting-edge” clothing, shoes, accessories and brand names for skateboarding, snowboarding and surfing.

Zaxby’s fast-food chicken restaurant opened in September on an outparcel of the Cypress Creek Town Center expansion, also on the south side of State Road 56, between Wesley Chapel Boulevard and Sun Vista Drive. Chicken Salad Chick is expected to occupy space in a new building under construction next to Zaxby’s, according to county permits.

On the north side of State Road 56, a Carrabba’s Italian Grill is under construction, next to Bonefish Grill in the Cypress Creek Town Center.

El Dorado is a 70,000-square-foot furniture store that will showcase as many as 20 storefronts offering furniture choices from contemporary to traditional. It is being built in front of Brighthouse Crossings apartments, near the Cypress Creek Town Center and Tampa Premium Outlets. A June opening is anticipated.

Also, a January 2023 opening is expected for the 300-unit, four-story Silversaw apartment homes, on Garden Village Way, off the town center’s Sierra Center Boulevard. Work also continues for the 260-unit Garrett Apartments at Cypress Creek Town Center..

Heading toward Land O’ Lakes, the Avila Living apartment complex is rising at State Road 54 and Oak Grove Boulevard. Brick-and-mortar also is visible now at EOS Fitness.

U.S. 41, heading west from State Road 54, has had activity in recent months, too.

Circle K and 7-Eleven opened new gas stations and convenience stores on the federal highway, which locally is known as Land O’ Lakes Boulevard.

The Circle K replaced a demolished older strip mall at the intersection of U.S. 41 and Hale Road. The 7-Eleven and a Radiant car wash filled out a vacant corner at the Bell Lake Road intersection.

Land O’ Lake residents are eagerly awaiting the opening of Stonewater Grill, which fronts Bell Lake.

Stonewater Grill is a waterfront restaurant that is expected to open on Land O’ Lakes Boulevard in early May. The restaurant will offer a range of menu options, craft beers and cocktails, a wine room, and an outdoor bar with patio dining.

In its previous renditions, the restaurant operated as Rapscallions, was rumored to be a future Hooter’s location that never came to fruition, and then served customers as Mosquito Grill and Bar, before closing and falling into disrepair.

Years ago, county officials moved to demolish the vacant and dilapidated structure.

But co-owners Dominic Difante and Scott Harris saw potential and now plan to open Stonewater Grill in early May.

They tore down most of the old structure and replaced it with a modern, stone-infused restaurant that will offer what Difante describes as an “elevated casual” dining experience.

The menu will include burgers, wings, tuna, steaks, chicken, and other options to please all tastes, Difante said.

There also will be patio dining with a bar, a wine room, a large event room with a bar, and an outdoor lounge area. He hopes to see customers dining, watching sports on large screen television, and returning two to three times a week, he added.

He hopes in the future to build a 75-foot dock, also suitable for outdoor dining.

“It’s a good area, a visible area,” Difante said. “I’m glad to be here.”

Projects galore on State Road 54
On State Road 54, moving west of the U.S. 41 intersection, an array of shops, restaurants, Class A offices and new apartments are transforming former pastureland.

The Shops at Ballantrae and the Cypress Ranch residential and commercial development especially are busy.

The Hub at Bexley is a new shopping and activity center at Bexley by Newland master-planned community, off State Road 54. Several shops and restaurants are scheduled to open by the end of 2022.

At Ballantrae, on Aprile Drive, the 54 Crossings Professional Center is under construction. The Class A office project includes two 60,000-square-foot office buildings. It will offer luxury flexible office space, lush landscaping, bicycle racks, a pavilion and walking trails, according to its website.

A shell building is under construction, also on Aprile, that will include a Five Guys restaurant and Trulieve, a medical marijuana store, according to county permits.

Opposite Ballantrae, Cypress Ranch is adding apartments and retail. Aldi’s grocery store, on Skybrooke Road, and Panda Express, on Harpers Run, are under construction. County permits also show work underway for EOS Fitness, Pacific Dental Services, The Learning Experience, and Chick-fil-A.

Next to a new Circle K gas and convenience store, Burger King is serving burgers and Woodie’s Car Wash is cleaning cars.

4 & Co. is a luxury business center and co-working space under construction on Bexley Village Drive in Bexley by Newland master-planned community.

Further west toward the Suncoast Parkway, The Hub at Bexley, off Bexley Village Drive, plans to open by the end of 2022. Its website lists future tenants for what is promised as a community gathering center, where residents can “come, stay and play.”

Among future tenants are Amazing Lashes; Bubbakoo’s Burritos; Checkmate Escape Rooms; Downright Deli & Donuts; Dr. Bawany dental office; Duckweed Liquors; Headlines Barbers; Haute Nails and Spa; P-Fit Fitness; Revolution Ice Cream; and The Poke Company.

Off Bexley Village Drive and Early Riser Drive, 4 & Co. Is planned for a summer 2022 opening. The company will offer about 35,000 square feet of Class A offices and co-workspaces. Amenities include a gym, yoga studio, sauna, a treatment room for acupuncture, and conference rooms.

The Springhill Suites by Marriott, also on Bexley Village Drive, is checking in guests.

In Odessa, commercial development at Starkey Ranch is expanding.

A new retail center – Shoppes at Starkey Crossings – is scheduled for an early 2023 opening on the north side of State Road 54 and Gunn Highway, opposite the Starkey Ranch Town Square, anchored by Publix. Details on tenants are not announced, but the shopping center will have 20,000 square feet of leasable space, including a drive-thru window at one end.

Cypress Creek Town Center buzzing with activity

If you haven’t been in the area west of Interstate 75, off State Road 56, during the past several months, chances are you’re not aware of the increasing activity happening at Cypress Creek Town Center and in nearby areas.

Five Below, at 25609 Sierra Center Blvd., in Lutz, is set to have its grand opening on March 29, according to a banner posted at the store.

Five Below sells everything from cellphone cases and chargers to yoga pants, footballs, candy, and seasonal items from Easter, Halloween and Christmas.

Meanwhile, Burlington, at 25589 Sierra Center Blvd., also is set to have its grand opening on March 29, according to the company’s website. Burlington also is hiring, according a banner on the company’s storefront.

Burlington is an off-price apparel and home product retailer, which operates 567 stores in 45 states and Puerto Rico, according to its website. The store offers a large selection of coats, clothing, shoes, linens , home décor and baby items.

Those grand openings come on the heels of Hobby Lobby’s grand opening on March 18.  Located at  25675 Sierra Center Drive, it is the national retail chain’s 865th store. Each store offers more than 70,000 crafting and home décor products, including floral, fabric, needle art, custom framing, baskets, home accents, wearable art, arts and crafts, jewelry making, scrapbooking and paper crafting supplies, according to information provided by the company.

HomeGoods is planning an April 14 grand opening at Cypress Creek Town Center, according to the company’s website.

Meanwhile, Earth Fare, a North Carolina-based grocer, also at Cypress Creek Town Center, entered the Pasco County market when it opened its 51st store in February. The 24,000-square-foot store aims to promote the health and well-being of its customers by selling an assortment of healthy foods.

Coming soon to the town center will be HomeGoods, at 25557 Sierra Center Blvd., which is scheduled to have its grand opening on April 14 from 8 a.m. to 8 p.m., according to its website.  It also is “now hiring” according to a sign on the storefront’s exterior.

HomeGoods is an off-price retailer, which offers brand name and home fashion assortments that are 20 percent to 60 percent less than department and specialty store regular prices, the company’s website says. It offers merchandise from thousands of vendors throughout the world.

Many other establishments already are operating at the town center, which has shops and restaurants on both sides of State Road 56.

Diners have a wide array of options on the north side of State Road 56, including Chipotle Mexican Grill, Fast-Fire’D Blaze Pizza, Taco Bell, Pollo Tropical, Wendy’s, Ford’s Garage, Mellow Mushroom, Sweetea Café, Chuy’s Tex Mex and Bahama Breeze.

Burlington is planning a grand opening on March 29, at the Cypress Creek Town Center, according to the company’s website. It also is hiring, according to a sign on the exterior of the store.

Meanwhile, Walk-ons Bistreaux & Bar, on the same side of the road, is under construction. The New Orleans-based sports bar was founded by business partners who were walk-ons to the Louisiana State University basketball team. They opened their first restaurant near LSU’s Tiger Stadium.

On the south side of State Road 56, diners can select from LongHorn Steakhouse, McDonald’s, BJ’s Restaurant & Brewhouse, Cheddar’s Scratch Kitchen, Culver’s, Panda Express, Chick-fil-A, Starbucks  and MOD Pizza.

Other developments on the south side of the road include Costco Wholesale Warehouse, an At Home Home Décor Superstore and smaller shops.

Tampa Premium Outlets also is on the south side of State Road 56, just west of I-75.

And, another project is coming, on the  east side of Creek Grass Way, about 600 feet south of State Road 56, according to county records.

Main Event is planning a 48,608-square-foot entertainment center and has requested permission to sell alcoholic  beverages there. The Pasco County Planning Commission and county planners have recommended approval, and the Pasco County Commission was scheduled to consider the request on March 26, after The Laker/Lutz News’ press deadline.

The Main Event is a bowling, laser tag and dining entertainment center, which has locations in 16 states, including Florida, according to its website.

On the north side of State Road 56, shops include T-Mobile, Noire Nail Bar, Men’s Wearhouse, Mattress One, Aspen Dental, Great Clips, Pearl Vision and Sleep Number. Verizon Wireless and Wesley Chapel Smile Dentistry are coming soon.

There’s also Hyatt Place Hotel & Conference, a 130-room hotel, has opened and already has hosted a variety of community events there.

Also, on the north side of State Road 56, to the west of Cypress Creek Town Center, there’s a new Burger King in front of the Brightwork Crossing apartment development, and nearby a Wawa gas station under construction nearby.

El Dorado Furniture-Wesley Chapel is planning a 70,000-square-foot, two-story showroom at State Road 54 and Wesley Chapel Boulevard, according to county documents.

Tampa Premium Outlets goes pink

Pink is in vogue at Tampa Premium Outlets, and for good reasons.

On Oct. 29, the outlet mall will cap off a month-long More Than Pink campaign in recognition of October as National Breast Cancer Awareness Month.

But, the day also highlights the Grand Opening Anniversary Celebration of the Tampa Premium Outlets, including opportunities to make donations to Susan G. Komen, a nonprofit that supports breast cancer research and educational awareness.

From 6 p.m. to 9 p.m., shoppers can enjoy family activities, strolling entertainers, and live music from Mad Dog and Sacred Fire.

One year ago, the outlet mall opened its doors to more than 90 retailers, and heralded the renewal of economic development along the State Road 56 corridor.

“It’s hard to imagine that we opened one year ago,” said Sarah Rasheid, Tampa Premium Outlets’ marketing director. “We’re very proud of what we’ve accomplished.”

Currently, about 105 retailers are in business at the outlet mall. Three new restaurants are set to open shortly on parcels fronting the shopping mall – BJ’s Restaurant & Brewhouse, McDonald’s and Longhorn Steakhouse.

 

They are only the latest along restaurant row, and join Cheddar’s Scratch Kitchen, Chick-Fil-A and Culver’s. Still to come are Panda Express, On the Border Mexican Grill & Cantina and Starbucks. Among new retailers that have opened over the year inside the outlet mall are Steve Madden, Hanna Andersson and the Flip Flop Shops.

Construction is underway on a large outparcel on Costco Wholesale, which is slated for an early 2017 opening.

As shopping and dining experiences grow at Tampa Premium Outlets, community outreach also is taking root.

The More Than Pink campaign is part of the mall’s community outreach.

Store and mall employees donned pink clothing, pink ribbons and pink accessories during October.

Donations to Komen can be made at Simon Guest Services in Market Hall.

The outlet mall’s owner, Simon Properties, donated more than $470,000 to the nonprofit in 2015, and by Sept. 30, 2018 is pledging contributions of at least $1 million for each year of the program.

A More Than Pink Hero Wall allows survivors and families to honor their victories over cancer, and the continued fight for improved treatment and a cure.

Stickers for $1 can be bought and placed on the wall, with all proceeds going to Komen. In addition, $10 discount cards can be purchased at Guest Services. The cards can be used for 25 percent off one item at participating shops at Tampa Premium Outlets. All proceeds from the sale of the cards go to Komen.

With Thanksgiving around the corner, the mall soon will begin glowing with seasonal holiday colors and lights.

On Nov. 19, from 6 p.m. to 9 p.m., the public is invited to a Christmas lighting and the arrival of Santa Claus.

And, upcoming, Rasheid said, “There will some festive ways to get involved.”

The mall will host a Community Holiday Performance from Nov. 20 to Dec. 24, at select dates and times. Community groups, schools and organizations will be featured.

A Community Gift Wrap from Dec. 10 to Dec. 24, also at select dates and times, will allow organizations to provide volunteers who will provide gift wrapping the mall’s visitors in return for donations.

Culver’s ready for custard day on Feb. 29

The countdown is less than a week away for the opening of Culver’s restaurant.

The aqua building with the royal blue highlights is a visible sign of the growth under way near the Tampa Premium Outlets.

“There is such development in this area,” said franchise owner Marty Roeske. “There’s going to be nothing but growth. We’re excited.”

Construction crews are pulling together last-minute details to prepare for the Feb. 29 opening. A grand opening will be scheduled, probably in March, when Culver’s founder, Craig Culver, is expected to attend.

Next door, Cheddar’s Casual Café is under construction, also fronting the outlet mall along State Road 56.

Other anticipated restaurants include BJ’s Restaurant & Brewhouse, Starbucks, On the Border, Panda Express and Chick-Fil-A, according to Pasco County records.

The Roeskes are establishing some firsts for Culver’s.

“It’s the first Culver’s to say ‘baby blue’,” said Lucas Roeske, who is assisting his father in restaurant operations.

The official color is a shade of aqua. The royal blue is the signature Culver’s color.

This restaurant also has patio seating, another first for Culver’s.

The fast-food chain’s menu serves up Culver’s signature, “Butterburgers,” as well as fried chicken, sandwiches and salads.

And, for desserts, there are Culver’s frozen custard treats, made fresh daily and scooped into waffle cones, dishes, sundaes, shakes and malts.

The Roeskes aren’t newcomers to restaurants or to Culver’s.

They own a franchise in Wisconsin, which is operated by another of Roeske’s sons.

That franchise opened in 2000 as Culver’s 97th restaurant.

The Roeskes initially looked in Hillsborough County for locations, but eventually landed at the site that is one of Pasco’s hottest development areas.

In addition to restaurants, Costco and Kohl’s are among future retail headed to the junction of State Road 56 and Interstate 75, as part of the Cypress Creek Town Center.

On the north side of State Road 56, more retail, offices and potentially a hotel also are coming to the town center.

With five high schools close by, Marty Roeske said there is a good employment base.

More than 80 people have been hired, and the number could go as high as 100, he said.

The family moved to Pasco more than a year ago, leaving behind the cold and snow of Wisconsin.

“We love Wesley Chapel,” said Marty Roeske. “It’s very much home to us. It’s a community-based area.”

Culver’s is located at 2303 Sun Vista Drive, off State Road 56 and Grand Cypress Drive. The restaurant is open seven days a week from 10 a.m. to 10:30 p.m.

Costco Wholesale wants giant sign

A planning oversight committee gave tentative approval to a large display sign for Costco Wholesale, slated to open next to Tampa Premium Outlets.

It takes the membership warehouse chain a step closer to permitting and construction. Company officials have not announced an opening date.

Costco received approval in January for the sale of beer, wine and liquor.

The approximately 153,000-square-foot warehouse building will have a separate liquor store of about 2,100 square feet.

Architect Doug Brookbank, principal at MG2 Global, represented the company at the Jan. 25 hearing at the county’s Development Review Committee. Committee members review recommendations from the county’s planning department.

The Pasco County Commission will have the final say.

Costco officials asked to increase the sign’s size from about 600 square feet to about 1,700 square feet.

In return for the larger sign, the company would forego installing nine smaller signs that met county requirements.

If the larger sign were approved, the overall sign space would be reduced by 35 percent.

“We believe this is not unreasonable considering the size of the structure (warehouse) itself,” said Denise Hernandez, the county’s zoning manager.

Costco would join a cluster of new retail either already opened or under construction, off State Road 56 at Interstate 75.

Tampa Premium Outlets opened in October with nearly a 100 outlet stores including Nike, Coach, Tommy Hilfiger and Fossil.

Culver’s restaurant and Cheddar’s Casual Café are under construction. Chick-Fil-A, Kohl’s, Panda Express, and BJ’s Restaurant and Brewhouse also are planned as part of Cypress Creek Town Center.

Costco likely to open in 2016

Costco Wholesale received tentative approval recently for beer and wine package sales at a proposed membership warehouse club slated to open near Tampa Premium Outlets.

The Pasco County Planning Commission on Dec. 2 recommended approval of the alcoholic beverage license for the approximately 153,000 square feet of store space, plus about 2,100 square feet more for a separate liquor store.

Costco WholesaleThe Pasco County Commission is expected to vote on the license in January. Additional site plan approvals and building permits are still to come. An opening date for the national chain likely won’t happen until late 2016.

“There is a ways to go in the process,” said Grace Yang, an attorney who represents the applicants, JG Cypress Creek LLC and Costco Wholesale.

Representatives for the companies were not available for comment.

Costco is an anticipated addition to the retail beginning to sprout along the State Road 54 and State Road 56 corridor, at the Interstate 75 interchange.

Tampa Premium Outlets, which opened in October, has 100-plus outlet stores including Michael Kors, Nike, Coach and PacSun. A sports complex and ice rink, known as Florida Hospital Center Ice, recently received building permits, with an opening planned for spring 2016.

Construction is under way on Culver’s restaurant on an out parcel fronting State Road 56. Permits also are approved for Cheddar’s Casual Café in the same vicinity.

Chick-Fil-A, Kohl’s, Panda Express and BJ’s Restaurant and Brew House also are planned as part of the master-planned Cypress Creek Town Center, located on separately owned parcels on the north and south sides of State Road 56.

According to the company website, Costco’s history traces to the Price Club which opened in San Diego in 1976. The Costco brand opened its first store in Seattle in 1983, and then 10 years later merged with the Price Club.

Costco is one of the largest retailers in the world, generating more than $113 billion in sales in fiscal year 2015, which ended in August.

New restaurants planned for Cypress Creek Town Center

BJ’s Restaurant & Brewhouse and the Panda Express are eyeing retail space at the Cypress Creek Town Center.

The proposed mall is located off State Road 56 at the Interstate 75 exchange. Adjacent to the site, the shops at Tampa Premier Outlets are taking form and shape for an anticipated October opening.

Representatives for BJ’s and Panda Express both had scheduled sit-downs with Pasco County planners within the past week to discuss their applications, according to county records.

Conceptual plans also are filed for both restaurants.

The restaurants join a growing list of retailers that have filed plans with Pasco County as part of the town center including Kohl’s, Chick-fil-A, Costco’s, Cheddar’s Casual Café and Culver’s.

BJ’s is planned as a 7,500-square-foot restaurant with a menu that offers the eatery’s signature deep-dish pizza, as well as salads, pastas, steaks, baby back ribs and a kid’s menu.

The California-based restaurant was founded in 1978, and added its own handcrafted line of beers in the mid-1990s, according to its website.

Plans on file with the county show Panda Express as a 2,600-square-foot restaurant, located within Cypress Creek Town Center at Grand Cypress Drive and Sun Vista Drive.

The family-owned restaurant also got its start in California in 1973, first under the name Panda Inn. Nearly a decade later, the Cherng family changed the name to Panda Express and now have more than 1,700 restaurants in the United States and Puerto Rico, according to the restaurant’s website.

Company representatives for Panda Express and BJ’s were not available for comment.

Carrollwood Village will host a Food & Folk Art Festival on May 21 from 11 a.m. to 7 p.m., at the Carrollwood Cultural Center, 4537 Lowell Road in Tampa.
