Sixth Avenue

Part of Chancey Road is closed for repairs

Chancey Road — between Sixth Avenue and Copeland Drive — is closed for repairs.

The project was scheduled to begin on May 1 and is expected to take about 30 days to complete depending on weather conditions, according to a news release.

The Pasco County public works project is addressing an area of the roadway where a hole formed. Crews will fill in the area and resurface the road.

Signs along Chancey Road will direct drivers to detour routes.

The construction crews will be working from 7:30 a.m. to 6 p.m., on weekdays, with some week- end work possible.

Southern Road & Bridge LLC is the contractor on the job.

CRA agency outlines initiatives

The Zephyrhills Community Redevelopment Agency (CRA) is hitting the ground running regarding initiatives in the city’s historic downtown district, in the new fiscal year.

The Zephyrhills City Council, which doubles as the CRA board, has approved the agency’s 2021-2022 budget for $879,814.

That’s a sizable increase from the previous budget, which was $578,244.

That boost is partially due to an increase in the agency’s ad valorem revenues during recent years.

In the fiscal 2021-2022 budget, the agency’s tax increment financing (TIF) revenues are proposed to be $562,848 — up from $428,630 in 2020-2021 and $315,410 in 2019-2020, respectively.

“What we’re doing is working,” CRA Director Gail Hamilton told the CRA board during a Sept. 27 meeting at Zephyrhills City Hall. “The values continue to increase, the market doesn’t hurt us any at all, so what we’re doing as far as residential is going well, it’s working. We’ve got some new commercial projects going in the coming year.”

However, Hamilton acknowledged retail spacing “continues to struggle” in the historic district, so the agency is planning some incentive programs to lure new merchants.

The bulk of this year’s CRA budget is set aside for three major capital outlay projects — combining to total $672,500:

  • Little But Loud outdoor venue: $250,000
  • First United Methodist Church of Zephyrhills parking lot improvements: $320,000
  • Entrance signage installation: $102,500

The Little But Loud project, planned at 38426 Sixth Ave., is envisioned as an entertainment backyard space of sorts featuring food trucks, vendor carts, games, live music, public art installations, and various seating and lounge areas.

It is planned for a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street, and is the CRA’s scaled-down version of Sparkman Wharf, a popular waterfront venue in downtown Tampa’s Channelside.

“I know there are some that say we can’t do it for $250,000, but we’re going to see what we can do,” Hamilton said, referring to Little But Loud.

Hamilton also underscored the importance to lease and repair the church parking lot located right in the center of downtown, at 38635 Fifth Ave.

She said the East Pasco town has few public parking options in downtown, aside from Zephyrhills City Hall, which is often at capacity.

“One of the problems that we encountered last year was that there is no public parking in downtown,” she said.

Besides formalizing a long-term lease, CRA funds will be used to address paving, stormwater and lighting issues on the church’s lot, which is over 20 years old.

“When a developer comes to us and wants to build something, we have strict standards on what the parking lot has to be. We have to follow those standards, as well,” Hamilton told CRA board members.

“It’ll be an asset to have a paved parking lot downtown,” she added.

Installing entrance signage to provide a gateway to the historic district is another noteworthy capital project.

The first sign is expected to be constructed and installed between Fifth Avenue and U.S. 301.

Moving forward, Hamilton said the agency is aiming to launch “a real campaign” about what the city has to offer “and try to get people motivated to look at downtown and the CRA district.”

The CRA director later encouraged city leadership to make suggestions about what else they’d like to see within the historic downtown district — which spans approximately 501 acres and encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street.

She noted some smaller undertakings in the past year included installing landscaping, benches and pots along Fifth Avenue; installing public Wi-Fi downtown; and installing streaming wireless audio speakers downtown.

“If there is a project, if there is something you see in another community, let us know, let’s talk about it,” said Hamilton. “The CRA has to be nimble enough that we can change and meet the demands of the market, because improving the market, improving the ad valorem taxes is why we’re here.”

Meantime, Main Street Zephyrhills Director Faith Wilson shared several event updates during the CRA meeting:

  • Preparations are underway for Halloween Howl, scheduled for Oct. 30 from 4 p.m. to 9 p.m., along Fifth Avenue. Family friendly activities will include a pony ride, petting zoo, haunted house, hayride and face painting. There also will be a ghost tour “to offer our citizens something new and exciting,” Wilson said.
  • The 2021 Festival of Lights Christmas Parade is scheduled for Dec. 4 from 4 p.m. to 9 p.m., in downtown Zephyrhills. This year’s event theme is “Candyland Christmas.”
  • The annual Zephyrhills Founder’s Day Parade and Heritage Festival may need to be rescheduled or pared to an evening event with no parade.

It’s anticipated March 5 date coincides with The Greater Zephyrhills Chamber of Commerce’s annual Pigz in Z’Hills BBQ & Blues Fest.

The city’s Founder’s Day event is supposed to be on the Saturday closest to March 10, without going beyond it. City officials are actively discussing various options and possibilities, noting parade attendance has fallen off over the years.

  • Main Street Zephyrhills Board of Directors approved a new “community and unity” initiative, which aims to help create a positive narrative around events and partnerships within the city. “We all want to do good for Zephyrhills,” Wilson said, “and by working together, we can do great things for our community, so organizations can join together with Main Street to co-host and coordinate events downtown, and instead of competition, it’s cohesive and we work together.”

One upcoming “community and unity” event is the First Florida Chapter of the Military Vehicle Preservation Association Fall Rally Honoring Our Nations Veterans, from Nov. 12 to Nov. 14.

  • Wilson also noted that she participated in the Florida Main Street’s fall quarterly conference meeting in Crystal River. “There were some great community branding and marketing strategies presented,” she said.

City manager recaps possible 911 dispatch merger

During a recent breakfast meeting with the East Pasco Networking Group, Zephyrhills City Manager Billy Poe briefed those gathered on the city’s current consideration of combining its  911 police communications system with the Pasco County Department of Emergency Services in New Port Richey.

The looming decision “has nothing to do with finances,” Poe said.

Instead, he said, it is “all about officer safety, citizen safety.”

The move would essentially create a centrally located communications center for all emergency personnel and shared CAD/RMS (computer-aided dispatch systems and records management systems), to eliminate 911 calls being answered by dispatches from the Zephyrhills Police Department (ZPD) and Pasco Sheriff’s Office — and the need to transfer wireless callers between agencies.

A full dispatch consolidation model would mirror what’s now in place at the Dade City Police Department, which joined Pasco’s 911 system in 2015.

Under this setup, the county handles all 911 calls, prioritizing calls by importance and dispatching the closest city or county units accordingly, on the same radio frequency. At the same time, Dade City police employees answer all non-emergency calls.

Poe was city manager of Dade City when the systems were combined.

He underscored the benefits of the shift. It has improved communication channels between agencies and has provided access to important records to individuals or suspects crossing jurisdictional boundaries between the city and the county.

For instance, it allows the agencies to have background on someone’s previous encounters with law enforcement entities, such as knowing if there’s a documented history of fighting or resisting arrest with personnel from the Zephyrhills and Dade City police departments, or the Pasco County Sheriff’s Office.

It also has proven to be beneficial in terms of law enforcement response, he said.

He cited an incident involving the report of a gun at a Dade City area McDonald’s. Seven nearby  sheriff’s deputies and four on-duty Dade City police officers responded immediately to the scene without incident.

“I like to think it works well,” Poe surmised, regarding the merged communications system.

Meanwhile, the city manager dispelled any conjecture that a 911 system consolidation is a means to eventually disband Zephyrhills Police into sheriff’s office operations, similar to the merger that happened with the city’s fire department.

“There’s zero percent chance that the police department will merge with Pasco County,” said Poe.

The city manager said he has a great relationship with the Pasco County Sheriff’s Office, but noted they cannot offer the same level of service to residents of Zephyrhills as the local police department provides.

That’s because of the number and types of calls that the Sheriff’s Office must respond to, Poe explained.

“Consolidated dispatch, has nothing to do with the rest of the department. We are not looking to get rid of our police department. That is not the case at all. It is solely communications, and it is all about officer safety and citizen safety,” Poe said.

The Zephyrhills City Council, however, voted last September to consolidate its local fire department into Pasco County Fire Rescue — whereby the county assumed control of two stations on Sixth Avenue and Dean Dairy Road.

“That was not a fun thing to go through,” Poe said.

“I know council didn’t like it,” Poe said, referring to the decision to end the city’s independent fire department that had served the city for more than 100 years.

However, Poe said, in contracting out fire service responsibilities to Pasco County, both area stations now have an ambulance and increased staffing.

Response times were another consideration.

“It just made sense to have one responding agency, because they space it out, they know what they’re doing, they space them so they have minimal response times for each station, and so to be able to add two stations to the mix was huge for Pasco County…and I think the residents won,” Poe said.

The two former fire stations have been renamed, but the fire trucks retain some local flavor, with signage that indicates they are serving the City of Zephyrhills.

Poe said there also are plans to add another Pasco County Fire Rescue Station in Zephyrhills within the next few years, at the corner of Chancey Road and Yonkers Boulevard. When that comes online, Pasco County Fire Rescue Station 18 in Crystal Springs will be abandoned, he said.

That’s important because the city has never had three fire stations in the area, Poe said.

An entertainment venue in downtown Zephyrhills?

Downtown Zephyrhills could get a little louder and livelier in the next year or so — if a proposed project pushes through.

The City of Zephyrhills is considering the creation of its own entertainment backyard featuring food trucks, vendor carts, games, live music, public art installations and various seating areas. Picture it as a scaled-down version of the popular Sparkman Wharf waterfront venue in downtown Tampa’s Channelside.

The Zephyrhills concept, called “Little But Loud,” would be developed on a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street. The site was once home to a Disabled American Veterans chapter building, and is situated just a block north of Fifth Avenue and adjacent to Zephyrhills City Hall.

As for parking, eventgoers could use the nearby City Hall parking lot on nights and weekends.

Main Street Zephyrhills Inc., would likely be tasked with managing Little But Loud, and with arranging the venue’s programming.

The scope of work and budget are not yet final.

No start date has been determined, either, but it’s possible the project could be completed by the end of the year, if the initiative gains the CRA Board of Commissioners’ approval.

Hamilton said the new venue would generate downtown foot traffic and “create a sense of community,” by giving locals and visitors a multi-use entertainment space on weekends.

It also gives the city an opportunity to use “a beautiful lot” that is currently vacant.

“People would want to come, especially in the spring and in the winter when we have beautiful days, to sit out, listen to some music, have something to eat, come downtown. The idea is to create an attraction to get people to come downtown,” said Hamilton.

She thinks the project also would encourage residents and visitors to explore other areas of the city, including the historic downtown business district through Fifth Avenue.

Hamilton observed: “This is not to exclude any of the businesses on Fifth Avenue. It’s not to cut them out, it’s to get some activity going here, so that everybody who comes here goes to the restaurants and stores that surround it. You get up, you walk around — it’s a way for people to explore downtown Zephyrhills that maybe have never been here.

“It would bring people in that would go and shop, and try a craft beer that didn’t even know there was a microbrewery down here (at Zephyrhills Brewing Company).”

The intimate property — purchased by the city in 2017 — was originally anticipated to be developed into some type of retail/office space — which remains a future option.

However, Hamilton noted that option is not feasible yet, in the midst of the COVID-19 pandemic.

The lot also could be reserved for some type of apartment or residential concept, but Hamilton doesn’t believe that’s a best use.

“If we wanted to do apartments, we could probably do apartments, but in the long run, that’s not what’s best for downtown, that’s not what’s best for the core of the city,” Hamilton told the CRA board.

If and when the time comes to redevelop the small lot, Hamilton said the Little But Loud concept could simply be relocated to another area of the city, perhaps Zephyr Park on Fifth Avenue.

“It’s a way for us to engage that lot without spending a tremendous amount of money, and when the market gets to the point where we want to build a building on that space, all of it can be picked up and moved somewhere else,” Hamilton explained.

Members of the CRA board expressed interest in the venue concept, with several more tweaks and details to be hammered out and finalized in coming months.

Board member Ken Burgess called Little But Loud “a good idea to get something going,” but advised the project be done in sections or phases, instead of all at once.

Board member Lance Smith said the concept would create an “inviting” atmosphere to downtown, pushing for other accents such as artificial turf and a large-sized television or projector to broadcast movies and sporting events.

Alcohol sales should be another consideration, he said.

“I think it’s interesting,” Smith said of the plan. “I think you need to look at the budget for it, too, because I’ve looked at these (venues) and they’re way more expensive than you think they are, but I think it’s a great concept to take a look at.”

Board President Jodi Wilkeson, too, was keen with the project, but expressed concerns about potential vandalism and possible impacts on surrounding take-out and sit-down restaurants and businesses.

“If we’re doing this to help promote businesses downtown, I think we should make an effort to ensure that they’re not producing food that’s in competition with any other businesses,” Wilkeson said.

She suggested that Little But Loud food trucks and containers stick to offering snack items, such as flavored popcorn and other treats “so that it gives people something to eat, but when they’re really hungry (for a meal), they’re going to go somewhere else.”

Overall, though, she likes the concept. “I think it’s a great idea. I look forward to seeing it a little fleshed out, but I’m in support of it as well.”

Board member Charles Proctor also offered his support: “I think it’s a good idea as well. We’ve gotta do something with (the lot).”

Zephyrhills CRA has full plate to start new year

The Zephyrhills Community Redevelopment Agency (CRA) is ushering in the new year with a slew of projects and initiatives in the historic downtown district.

“There’s a lot going on that you’ll see in January that staff has been working on,” Zephyrhills CRA director Gail Hamilton said, during an update of the 2021 plans at a meeting with the CRA board of directors last month.

The CRA district encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside and Plaza.

Hamilton told board members that the agency has met with a consultant on forthcoming improvements to Hercules Park, a 9-acre city-owned parkland site at the corner of County Road 54 and Gall Boulevard, next to Zephyrhills High and Woodland Elementary schools.

Discussions have centered around transforming the languished site into a passive park for residents — highlighted with trails and a picnic area, as well as regular maintenance.

Possible improvements include underbrush clearing and designing a more welcoming park entrance, along with installing a park fountain, benches, tree underlighting, and colorful sailcloth.

Another idea involves cultivating an art element into the park that pays homage to the history of the property.

A greater degree of detail will be developed once the consultant’s ideas are presented to the city’s Parks and Recreation Advisory Board on Jan. 21, and then on to the CRA board and Zephyrhills City Council.

Funding for the park is available in this year’s city budget cycle.

Another CRA priority in the new year is outlining and ramping up a strategy for the Zephyrhills Code Enforcement Task.

Hamilton mentioned Pasco County has started to enforce code cases again “and so we want to at least talk about neighborhoods cleanups.”

Code issues are popping up in the downtown area, and in other areas, she said.

“We want to get back on track with our cleanups and the task force, and so we will start meeting in January,” Hamilton said.

She also reported progress on the renovation of the Carriage House property, which is nearly complete. The two-story wooden structure is connected to the Historic Jeffries House, at 38537 Fifth Ave.

The property has undergone a $155,000 makeover by Zephyrhills-based Kerns Family Construction Company Inc. Now, it is just awaiting some electrical hookups, Hamilton said.

In addition to uplifting surrounding property values and maintaining a historic structure, the city hopes to lease the space out to a business or residential tenant for around $1,500 to $2,000 per month.

The renovated structure has received serious interest from possible tenants — as has its counterpart in the Jeffries House, Hamilton said. Three coffee companies have inquired about setting up some kind of business operation at the Jeffries House, Hamilton said. She also noted a couple of other projects are interested in using both the Carriage House and Jeffries House.

The Jeffries House was built in 1910 for Capt. Harold Jeffries, the founder of Zephyrhills who was responsible for bringing many Union Civil War veterans into the area. The house is a part of the U.S. National Register of Historic Places.

Another major undertaking for the agency is facilitating a development opportunity on a city-owned lot at the corner of Sixth Avenue/Eighth Street — situated across the street from Zephyrhills City Hall.

The vacant lot originally was expected to become two-story retail space, but city staff now is working on a plan to transform the corner into a residential property, Hamilton said.

She explained the rationale for the shift: “Right now, trying to get financing for retail is impossible. If it were housing, it would be a whole lot easier, so we’ve come up with an idea that I think you’ll like. We’ve tested (the idea) with some other groups.”

Cost estimates and more specifics are expected to be presented the next CRA Board meeting on Jan. 25.

Other notable updates from the CRA director’s report:

  • Initial design and cost estimates for gateway signage at Gall Boulevard/Fifth Avenue is expected to be ready in January, then presented to the CRA Board for further review.
  • A request for proposal (RFP) is being prepared for a mural design at the Lake Necessity retention pond. The site has already experienced some beautification with an ornamental fence. The plan is to hire an artist to paint the concrete sides of the fence, perhaps incorporating a natural scene with water images.
  • Zephyrhills Main Street has begun redesigning Transplant Park, a 0.2-acre passive park at the intersection of Fifth Avenue and 12th Street. The location is just a few blocks east of the historic downtown district. The pie-shaped park, nestled between shaded trees, features landscaping and park benches.
  • Zephyrhills Public Works is completing the installation of irrigated potted plants along Fifth Avenue, specifically around street corners and medians landscapes.
  • Residential ownership incentive grants were approved to new homeowners for the properties at 5416 Eighth St. and 38245 12th Ave. (The grant provides $5,000 to new homeowners within the district, given they apply before purchasing/closing and file for homestead exemption for five years.)
  • A new business, Vintage Chix, recently opened in the downtown district, at 38501 Fifth Ave. The storefront sells vintage, repurposed furniture, including farmhouse, country French, shabby chic and rustic décor. The space also offers instructional craft and painting classes in a café atmosphere.

Zephyrhills bids farewell to local fire department

The Zephyrhills Fire Department — as it has been known for some 100 years — has made its last service call.

The department officially became part of Pasco County Fire Rescue on Sept. 27, through an interlocal agreement that was approved in May.

The hometown fire department’s 24 full-time employees, two stations and apparatus are now part of the county’s fire and rescue operations.

The fire stations’ computer and audio systems become unified within the county’s 911 operations center.

Along with the change, the city’s two stations have been renamed from Zephyrhills Fire Department Station 1 and Zephyrhills Fire Department Station 2, to Pasco County Fire Rescue Station 25 and Pasco Country Fire Rescue Station 29, respectively.

The merger had been coming for some time.

Besides a ballooning annual budget, Zephyrhills Fire Department over the years battled personnel turnover, staffing shortages and outdated equipment.

The city hasn’t had a fire chief for over 18 months, instead dividing those duties among  three battalion chiefs.

The merger is a “win-win” for all parties involved, said Pasco County Commissioner Ron Oakley, who made an appearance at a Sept. 28 Zephyrhills City Council meeting.

Oakley, himself a Zephyrhills resident, explained that the community will benefit from increased staffing at both fire stations and two operable ambulances, quickening response times inside city limits and surrounding unincorporated areas.

“You’re going to see much better service than you’ve ever seen before,” said Oakley, noting the transition was “very seamless.”

Oakley also underscored the importance of the county economy of scale to takeover and fully fund the two fire stations, located on Sixth Avenue and Dairy Road, respectively.

The commissioner also relayed a message from a local firefighter who praised the county’s resources, which, for instance, has allowed for a third firefighter/paramedic on a ladder truck to respond to scenes, as opposed to two staffers previously.

“If they’re going out there to save somebody’s life and they need that extra hand, it’s there. That’s going to be a great thing,” Oakley said.

Meantime, the consolidation saves Zephyrhills from having to implement what would have amounted to a pricey fire assessment fee on residents and business owners to keep the local agency afloat.

Its fire department budget the last two years was $3.3 million in fiscal year 2019 and $2.8 million in fiscal year 2020 — nearly totaling the amount the city will pay the county to take fire rescue operations off its hands in perpetuity.

The interlocal agreement (as well as extended employee benefits) costs Zephyrhills roughly $5.5 million total, generally spread out over a period of seven years. After fiscal year 2026-2027, the city won’t have to pay the county for fire rescue services — as it will be solely propped up by a Municipal Service Taxing Unit (MSTU) assessed to city residents and commercial entities, similar to how Dade City receives such services. An MSTU for fire services is expected to have less financial impact on city residents and commercial entities than a fire assessment fee, officials say.

Zephyrhills City Council President Charles Proctor acknowledged the merger was quite trying emotionally and sentimentally, but said it was something that had to be done for the viability of the city.

“Nobody wants to get rid of an institution,” he said, “but, I think we’re going to save the citizens in the long run, financially, and they’re going to get a lot better service, and that’s what’s important. We have to look at the big picture.”

Fellow council members, including Lance Smith, echoed such feelings.

“We were never really ever able to give the firemen what they needed, and that was a full staff at this station, which is the way to be safe, so I think that we ultimately came to this decision for the good of our fire department,” Smith said.

Though gear and uniforms may now read, “Pasco County Fire Rescue,” many fire rescue personnel at Station 25 and Station 29 are familiar to city residents — having either worked for the former city fire department or new hires with deep ties to the area.

For instance,  a pair of fairly recent Zephyrhills High School graduates are now paramedics running ambulances out of Station 25.

“We’re not completely losing that hometown feel that we thought we might be,” said Councilman Ken Burgess. “We still have it.”

Added Smith, “It’s still the Zephyrhills Fire Department in all of our minds.”

The history of the city’s fire department is believed to date back to 1915, when it started as a volunteer organization. Since the 1970s, it had a paid professional staff.

On a related note, Oakley mentioned as many as five new fire stations could be built throughout the entire county, within the next three or four years.

Zephyrhills economic summit highlights industrial hub

It may now be famous for its crystal clear water and skydiving but, someday, the City of Zephyrhills also wants to be known for its industrial offerings and high-wage jobs.

The third annual Zephyrhills Economic Summit, held earlier this month, focused on the need to maximize both the use of the Zephyrhills Municipal Airport and the development potential of adjacent industrial property.

The event, at Zephyrhills City Hall, was presented by the Zephyrhills Economic Development Coalition (ZEDC) in partnership with the City of Zephyrhills and Greater Zephyrhills Chamber of Commerce.

City officials are developing a 20-year master plan known as the Zephyrhills Industrial Corridor Plan.

The proposed industrial development hub encompasses approximately 9.76 square miles (6,248 acres) of land in the southeast portion of the city, around the Chancey Road corridor and municipal airport.

Roughly a third of the property is within city limits and the remainder in unincorporated Pasco County — representing the largest aggregation of industrial lands in the county.

Within that area is 442 divisible acres of what’s known as the Zephyrhills Airport Industrial Park, a build-ready site equipped with water, sewer and electric utilities, and accessible to natural gas.

While the corridor is still in preliminary stages, it ultimately will set the city up for long-term growth and economic sustainability, said Zephyrhills planning director Todd Vande Berg.

Possible targeted industries could include aerospace, aviation and defense; advanced manufacturing; light manufacturing; electronics and technology; logistics and distribution; life sciences and medical technology; telecom/data hosting centers; research and development; showroom; refrigeration/cold storage and other uses.

Vande Berg explained a built-out industrial corridor will yield more revenues for the city and create a better jobs-to-housing balance. He also noted industrial manufacturing uses less services — police, fire, water, sewer— compared to, say, residential or commercial land use.

All that, he said, will ultimately “raise the bar in quality of life” for Zephyrhills residents, allowing funds to be steered toward downtown redevelopment, recreational amenities and other community uses.

“We want to be economically diverse. We don’t just want to have family residential, we want to have a mix of uses,” Vande Berg said.

“If we bring in industrial, we’re going to be more fiscally solvent, and that ties in with being resilient. If we have the industrial there, we feel like we’re in a better position with the city.”

The city planner expressed confidence the corridor’s utility offerings and centralized proximity to Orlando, Lakeland and Tampa makes it an attractive spot for companies looking to relocate or set up shop.

“We’ve got a great location we feel like,” he said. “We have such an asset out there in the southeast quadrant of the city.”

The entire planning area is generally bound by Melrose Avenue to the north, the CSX Transportation railroad and U.S. 301 to the west, Pattie Road to the south, and Barry Road and the Upper Hillsborough Wildlife Management Area to the east.

Two CSX mainline railroads traverse the area and it is accessible to Port Tampa Bay and the CSX Central Florida Intermodal Logistics Center.

The local airport also is undergoing a $5.9 million runway extension and roadway improvements to accommodate larger commercial aircraft, and encourage aviation and industrial development.

Moving forward, Vande Berg said ongoing collaboration is vital between the city, county and state officials to have a coordinated plan on zoning and land use, and “to continue to improve transportation accessibility to this industrial corridor.”

He mentioned a more near-term priority is working with the Florida Department of Transportation to extend State Road 56 east of U.S. 301 to connect to Chancey Road. “Transportation’s huge, like anywhere,” he said.

Aside from transportation and infrastructure boosts to draw companies in, other speakers said the city needs more workforce development programs to develop skilled labor employees and then keep them in the area.

It’s already something holding back existing industrial businesses in the city, said Dr. Randy Stovall, president of the Zephyrhills chamber.

“They can’t find those people they want to hire,” Stovall said. “They want to hire them, but there’s not enough of them, so that is a challenge. We’ve had that (issue) for some time.”

Tom Ryan, economic development manager for Pasco Economic Development Council Inc.,  said having training programs and a baseline of skilled labor in place is “a huge component” for luring large companies to a particular area.

“We’ve got to have (workforce) inventory,” Ryan said. “We’ve got to have a plan to tell those companies, ‘Look, we want your jobs here, and we have a plan to help you bring those jobs here.’”

Pasco County Commission Chairman Ron Oakley pointed out that Zephyrhills and the East Pasco area are working to position the area to do just that.

Pasco County Schools plans to build a technical high school by 2022 near the intersection of Curley Road and Kiefer Road in Wesley Chapel that will hold nearly 900 students.

Meanwhile, Withlacoochee River Electric Cooperative (WREC) plans to construct a 4,000-square-foot facility for AmSkills to teach manufacturing jobs.

Also, local business owner Kevin Bahr of Bahr’s Propane Gas & A/C is starting a teaching school to train propane service and HVAC technicians.

“The county is working very hard for jobs,” Oakley said. “Our county’s growing. We need jobs, and we need to teach them (the necessary skills).”

Elsewhere during the summit, State Rep. Randy Maggard commended Zephyrhills “for thinking ahead of schedule” in regards to its future and planned industrial hub.

Maggard, a Republican representing District 38, specifically applauded city leaders for this year putting a $2 million septic to sewer project at the top of their state appropriations request list.

The project includes decommissioning existing septic tanks to a residential subdivision and homes along Sixth Avenue and Armstrong Street, with potential for sewer expansion to additional properties in the future.

The project aims to prevent springs from dying because of nitrates from septic tanks.

“At the end of the day, if we don’t have water, none of this matters,” Maggard said. “We can talk about infrastructure, we can talk about a lot of things, but if we can’t provide water, it doesn’t matter at all.”

The elected official also gave this piece of advice for the city going forward: “You need to tell us where you want to go, and we need to help you get there in the long-term planning, funding, whatever it takes for us to be able to do that.”

Other summit speakers included Mohsen Mohammadi, chief operations officer for American Infrastructure Development; David Gwynn, District 7 secretary for the Florida Department of Transportation (FDOT); and Danielle Ruiz, economic development manager for Duke Energy.

Zephyrhills presents draft budget, appropriations requests

The City of Zephyrhills has unveiled its proposed budget for fiscal year 2019-20 — totaling more than $67 million.

The $67,043,615 draft budget is based on a tentative tax rate of 6.35 mills previously approved by the Zephyrhills City Council. The draft budget was shared during an Aug. 12 council meeting.

Based on the 6.35 millage rate, the total budget for the new fiscal year will be roughly $16.4 million for the city’s 16 departments (city council, administration, economic development, finance, human resources, planning, information technology, police, dispatch, fire, building & code enforcement, library, equipment maintenance, storm water, streets, parks & facilities).

Remaining money necessary for the 2019-20 budget will come from other funding sources, including state revenues, county shared funds franchise fees, utility fees and grants.

The draft shows the city’s police department has the largest departmental budget at over $3.9 million, followed by the fire department at roughly $2.8 million.

A budget workshop is scheduled for Aug. 26. Public hearings on the proposed budget are scheduled for Sept. 9 and Sept. 23.

Zephyrhills City Manager Billy Poe shared budget highlights during the meeting, including these items relating to employee benefits and compensation:

  • Total employee health care costs increased 9.7%
  • A proposed pay increase of 3.5% for all employees
  • An increase in cost of 15% for worker’s compensation costs
  • An increase in cost of 11% for property casualty expenses
  • Tuition reimbursement up to $2,500 annually, up to a maximum of $15,000 in total, for city employees

Big ticket items in the budget include:

  • Six fully equipped police vehicles totaling $310,000 funded through Penny for Pasco
  • A $300,000 side-loader truck for sanitation
  • A $267,000 final installment for a new fully outfitted fire truck, which has a total cost of $457,000

With talks ongoing with Pasco County regarding the possible consolidation of the Zephyrhills Fire Department into Pasco County Fire Rescue, the city manager told council members the new fire truck will be part of those broader negotiations, possibly to help offset MSTUs (Municipal Service Taxing Unit) levied through any merger.

“The budgets were prepared as if the (fire) department is staying,” Poe said. “We don’t know which direction we’re going this moment, so it was budgeted to purchase that truck and that will be part of the conversation with the county. They’re aware of it, so we’ll continue that conversation.”

Councilman Alan Knight told Poe the fire truck “ought to be a real strong thing in our negotiation” with the county.

“We contracted it. We put our name on it. We’ve got it. We’re going to have to eat that, so we’ve just got to understand that that’s going to be part of our negotiations,” Knight said.

Councilman Lance Smith said he’s pleased that the budget has more funds allocated toward employee education.

“I am glad to see more money put into training employees,” Smith said. “I mean, I think that’s something really important. I think that’s something we haven’t been doing, and I think the more educated an employee is, I think the more productive they’ll be.”

A push for more police training
Along those lines, Council president Ken Burgess questioned whether the Zephyrhills Police Department allocated enough funding for more advanced, hands-on training.

Zephyrhills Police Chief Derek Brewer said his department has invested in instructor training within his department and is able to offer more in-house training.

The draft budget shows $22,000 for police training programs.

“I bring it up every year about the police training. Especially in light of recent events, I want to make sure that in our training, we do more than just get on the computer and click a few buttons,” Burgess said.

“There’s a lot of things that can happen that we don’t want our officers to experience that for the first time in real life,” he said.

Zephyrhills Police Chief Derek Brewer pointed out training opportunities are often trust funded or free, but said the issue is more about being able to manage overtime associated with training.

The department has sent a handful of sworn officers to receive instructor training, so it is able to offer more in-house training programs, the chief said.

“Whether it’s advanced, in service or online or whatever it is, I can tell you we’ve been actively trying to send people to as much as we can,” he said.

Brewer also told the council the police department is considering participation at an active shooter response training center in Arizona.

“We were looking for something a little closer, but, of course, if that’s what we’ve got to do then that’s what we’ll use,” Brewer said.

In other action, the council approved the submission of three appropriations requests for projects to be sponsored by State Rep. Randy Maggard and State Sen. Wilton Simpson in the Florida Legislature:

  • $2 million septic to sewer project to a residential subdivision and homes along Sixth Avenue and Armstrong Street, and decommissioning existing septic tanks. The project will affect 67 existing properties with potential for expansion to additional properties in the future.
  • $1.2 million for an indoor/covered tennis facility at the Sarah Vande Berg Tennis & Wellness Center site. The indoor facility would also be used for other sports, such as soccer, and banquets and ceremonies.
  • $2 million for the purchase of roughly 1.3 acres of land at the Zephyrhills Municipal Airport for the extension of runway 01-19. The cost also includes relocating Skydive City’s existing RV parking east of Skydive Lane.

The city also is considering a fourth appropriations request for $2.5 million, to be used for U.S. 301/Pretty Pond Road intersection improvements. Those improvements would involve the relocation of a traffic signal that is currently located at Merchants Square and Townview shopping centers to a new location, at the intersection at Pretty Pond Road.

Council members discussed that topic at length. The aim of the improvements would be to speed up potential commercial development in the area.

Zephyrhills plans to buy property next to City Hall

The conceptual plan of a new City Hall complex in Zephyrhills has taken another step forward.

The city council unanimously authorized city manager Steve Spina and city attorney Matt Maggard to negotiate the purchase of the Disabled American Veterans (DAV) chapter building, at 5325 Eighth St. The .16-acre property, appraised at $71,200, sits on two lots measuring 50-by-140 feet.

The action came at the council’s regular Feb. 13 meeting.

In November, the council authorized obtaining an appraisal to determine the value of the property after DAV Chapter 65 announced it was shutting operations.

The now-vacant property — which sits adjacent to the current City Hall along Sixth Avenue — includes a 924-square-foot main building, a 450-square-foot aluminum storage building and a 335-square-foot concrete block building.

Its planned usage is multi-layered.

Initially, it will provide temporary office space — likely for the city’s Building Department, when construction is underway on the new, $6.2 million City Hall complex.

The City Hall project is expected to be complete sometime in mid-2018.

After construction is completed, the main DAV building will be torn down to make way for additional parking and sidewalks along Sixth Avenue.

The property, too, encompasses the city’s vision of a courtyard plaza and walkway, linking the new City Hall and the city’s public library, and fire department on Eighth Street.

“We’re buying it for the big picture,” Spina said. “Part of the appeal of the area is it would be a government complex.”

Council president Kenneth Compton agreed, saying the “location couldn’t really get any better.”

Spina said the DAV building is move-in ready, but additional funds will be set aside to make it a suitable workplace for city employees.

Funds are available to purchase the building in the city’s contingency budget. Likewise, expenses could be billed into the construction of the new City Hall.

Spina advised the council he plans to negotiate an offer several thousand dollars less than the appraised value.

Moreover, the city is eyeing another temporary quarters along Ninth Street and Sixth Avenue. One possibility, Spina said, is the former police station, at 5344 Ninth St.

Meantime, the design of the new City Hall is already in motion.

City staff members have met with engineers and architects to outline project goals and objectives, along with a construction timeline.

The project calls for a two-story building of 19,615 square feet, significantly larger than the current City Hall, which is 13,497 square feet.

With a modern stone and brick exterior, the new City Hall follows an architectural template similar to the Zephyrhills Public Library.

In other action, the council heard an update on the Pigz in Z’Hills BBQ & Blues Fest, from Melonie Monson, executive director of The Greater Zephyrhills Chamber of Commerce.

Monson told council members that the event drew more than 11,000, its largest turnout ever.

That compares to about 6,000 the previous year.

She estimated the economic impact for the event at about $500,000.

She also shared a few statistics:

  • About 30 percent of attendees were regional; 20 percent were out-of-state.
  • There were 39 sponsors.
  • Fifty-four cook teams took part, and there were 73 judges.
  • There were 140 vendors and expo participants, and there were 180 volunteers who contributed more than 3,000 hours of service.

“With the overwhelming success of the new venue and this year’s barbecue, the economic impact will be felt in our community for some time,” she said.

The chamber’s annual Pay It Forward dinner is Feb. 23 from 5 p.m. to 7 p.m., at the Silverado Golf & Country Club. There, donations and scholarships will be dished out from money raised during the BBQ fest.

Zephyrhills fire department remains status quo

The Zephyrhills City Council has decided to continue operating the city’s fire department on its own and not to merge with Pasco County Fire Rescue.

Council members agreed unanimously to keep the status quo, ensuring the department will remain intact and continue to utilize its two fire stations.

The council’s unanimous support for the department drew a standing ovation for its action, from several fire department employees and their families at the council’s May 23 meeting.

The decision came after Zephyrhills City Manager Steven Spina presented three potential scenarios for the fire department going forward:

  • Option 1: Maintain the status quo and continue to operate as a city fire department with two stations and current personnel. Also, immediately advertise for a fire chief to fill the vacancy.
  • Option 2: Begin discussions with Pasco County on the concept of consolidating the department with Pasco County Fire Rescue.
  • Options 3: Consider the option of closing one fire station — likely station 2 — and consolidate fire services into one station to reduce operating and equipment costs.

Spina outlined the pros and cons for each option, figuring it was a prudent time to have a discussion on the topic, especially with the department’s amplified $2.4 million budget and its frequent management turnover. The department has had three fire chiefs in four years, including last month’s resignation of Fire Chief Daniel Spillman.

While the city manager wasn’t looking for an immediate answer from the council, he was given one: they agreed that Option 1 was the top choice.

“I think the citizens that we serve deserve the top quality that they get by having their own fire department and their own police department,” Councilman Charles E. Proctor said. “I can’t see myself voting to eliminate the Zephyrhills Fire Department.”

Kenneth Burgess, the council’s president, concurred: “I feel like it’s insurance—you hope you never have to use it, but you’re glad it’s there.

“I’m a big proponent of the city fire department,” he said.

A 2015 report compiled by the former fire chief shows that 1 percent to 2 percent of Zephyrhills Fire and Rescue calls are fire related, while 76 percent of all calls are medical in nature. Nearly 23 percent of all calls are cancelled within route.

Spina noted there’s duplication in services with the city and Pasco County Fire Rescue, since the county also responds to all medical and fire calls. The county is then responsible for transporting all medical patients to hospital care, which they’re required to do by state law.

As a result, 80 percent or more of all emergency calls are covered by both agencies, the report shows.

Despite the duplication, Zephyrhills Fire Lt. Mike Richards feels it’s crucial for the city to still have its own fully staffed fire department.

Richards addressed the council, acknowledging calls could be handled more efficiently and effectively with the county. But, Richards was quick to comment that his fire rescue team often arrives to the scene at least three minutes faster than the county, which he said is a significant timeframe, especially in emergencies such as a heart attack or stroke.

“A three- to four-minute window on a medical call can make a major difference,” said Richards, noting the city’s sizable middle-to upper-aged population. “Minutes count — and I mean even one (minute) to two minutes.”

Richards said the department’s personnel supports keeping the status quo, and rebuked the idea of merging fire services with the county.

“There is a community connection to having your own services,” he said. “The second you allow an outside agency to (handle services), you’re under contract, and if it doesn’t fit the contract, you pay extra or you start negotiating. You have no control, and it’s a detriment to your community.”

That was the feeling of many people present during the meeting, including Zephyrhills resident Sharon Reisman.

“I’d like to keep things in a small city local,” Reisman said. “I think it gives you more control. I know it would probably save a lot of money when you consolidate with the county, but I think when you have local firefighters and local people protecting their own city, they’re more interested in it; it makes the people feel better.”

While the report also shows that about 80 percent of calls are made in the northern tier of the city, the Zephyrhills fire lieutenant was also against consolidating operations into one fire station, which essentially would eliminate staffing for Zephyrhills Fire Rescue Station 2, located on Sixth Avenue.

“This city’s physical size is long, not super wide. I cannot get to a citizen in the south near as fast,” Richards said.

The meeting concluded with the council directing Dr. Spina to begin the search for a new fire chief.

“Well, Dr. Spina, I think it’s time to hire a fire chief,” Burgess said at meeting’s end.
