Bakas Equestrian Center is set to move

Bakas Equestrian Center, which has offered horse-riding therapy for disabled children and adults for nearly 30 years, is expected to have a new home by the end of this year.

In fact, the center will be replaced by two facilities under a plan unanimously approved by the Hillsborough County Commission on Jan. 11.

Tom Pepin, a beer distributor and philanthropist, approached the county with a proposal to replace the existing facility in western Hillsborough with two similar facilities on county-owned lands.

Under the approved plan, the 23-acre equestrian center property, at 11510 Whisper Laker Trail in Tampa, will move 2 miles from its current location to a 17-acre site at Northwest Equestrian Park in Odessa. Located on South Mobley Road, the park spans 600 acres and has 6 miles of horse trails.

A second riding center, of 10 acres to 12 acres, also will be built at Sydney Dover Trails in Dover, where there are about 250 acres available for good riding. That center is expected to serve residents in the eastern and central part of the county.

The commissioners’ approval now allows county staffers to begin negotiating terms of a final sale, with the project’s timeline for completion slated for the end of this year.

Board members agreed in September to put the county-owned park and its facilities up to bid, but only if Pepin pledged to build two new equestrian centers where the Bakas center could relocate at no cost to the county. The county, however, will be responsible for ongoing operating costs, such as staffing and maintenance.

Pepin’s approved proposal featured two bids—valued at $1.45 million and $1.97 million, respectively.

The first bid—the price Pepin originally was willing to spend on the project—calls for building the two facilities to match the same specs “like for like” as the Bakas site, plus a $200,000 endowment for capital costs and other operating expenses.

The second, more costly bid, includes various site upgrades and amenities at both sites desired by the county and Bakas’ Horses for Handicapped board members. Among them are competition-size arenas that measure more than 100 feet-by-200 feet, to accommodate more users and enhance fundraising opportunities. The current ring at Bakas measures 60 feet-by-120 feet.

The proposal received the general endorsement of Bakas’ Horses for Handicapped program, which noted on its website that “this would allow us to expand our program to both sides of the county.”

Therapy riding programs, such as the one at Bakas, are credited with helping people with disabilities develop balance and coordination, and to gain confidence.

However, the proposed changes drew mixed reviews during the commission’s public comment period, during which several speakers disapproved of the conversion of county-owned parklands to private property.

Kent Bailey, who chairs Tampa Bay’s Sierra Club chapter, claimed the proposed deal is undervalued as it “returns less than $2 million to the county’s taxpayers for a property that was purchased in 2001 for $3 million.”

“(Pepin) is a fine man,” Bailey said, “but what does that have to do with your faithful discharge of the fiduciary responsibilities as good stewards of the taxpayers of this community.

“No one is entitled to preferential treatment here, regardless of their standing in the community,” he added.

Tampa resident Christopher Gleason expressed similar sentiments to commissioners, saying the land deal gives “unfair advantage to somebody based on their standing in the community and political connections.”

Tampa resident Karen Michalski also directly questioned commissioners, by saying “Why is the public county park with a working value added successful equestrian therapy center being sold to an individual? Just because (Pepin) has the opportunity?”

Others, meanwhile, voiced concerns about site naming rights, and questioned whether the county is willing to adequately staff and handle ongoing operating expenses at two separate sites.

Jolie Smith, a Land O’ Lakes resident whose two daughters benefit from Bakas, explained she didn’t want to see the equestrian center sold, but is hopeful the deal will result in a “win-win” for the county and Bakas riders.

Smith noted: “the premise of the swap is to allow the Bakas program to grow, expand, and service more individuals with special needs.

“We’ve seen people walk, breathe and restore function. It’s an amazing program, and part of that therapy is the pristine setting where we are at,” she said.

Pepin said he plans to use the purchased Bakas tract, which abuts 67 acres he already owns, for personal use.

During a town hall meeting in November, he said he might build a few residences, but doesn’t intend to create a subdivision or commercial property.

He also said he’s willing to work with the community on certain amenities, such as larger riding arenas at both locations, in lieu of less desired features.

“My mission is the same as Bakas—it’s to help handicapped children,” Pepin said during the town hall.

Carrollwood Village park project pushes forward

With funding secured for a new community park in Carrollwood Village, the next step is finalizing the project’s conceptual design.

The property is situated west of North Dale Mabry Highway, south of West Village Drive in the Greater Carrollwood Area.

The current total park project budget is $6.5 million, including $400,000 in impact fees and $6.1 million in financing. The land transfer from the Hillsborough County Public Utilities Department is currently estimated at $1 million to $1.5 million.

The county is retiring the 40-year-old plant because of increasing operation and maintenance costs; the plant’s workload will be transferred to the Northwest Regional Water Reclamation Facility off South Mobley Road.

The decommissioning of the plant is expected to be complete sometime next spring.
In the meantime, the park will be phased in over several years, beginning with the Design Build Procurement Phase, now underway.

That involves the construction of a new pump station, a reclaimed water outfall, odor-control equipment and an electrical building.

As Phase I ramps up, the Hillsborough County Parks and Recreation Department is still gathering input on the project, which included an April 18 open house at the Carrollwood Cultural Center.

Dozens of residents attended, providing comments, filing out notecards, and asking questions on proposed use and amenity options.

The meeting served as a follow-up to a gathering in September 2015, where parks officials collected input from the community on the type of amenities they’d value the most at the 50-acre site.

Department officials ranked the citizens’ comments, and created a top 10 “wish list” of amenities.

A “passive” community park, featuring walking trails, a dog park, a splash pad, a picnic area, a botanical garden and a nature center were some of the most requested amenities.

Based on the community’s comments, the conceptual plan was further developed to incorporate desired changes, including a playground, volleyball court, open-lot amphitheater, skate park and event pavilion.

This current plan is a “living document” that may be changed based on site conditions, construction restrictions and budget allowance, park officials say.
Hillsborough County Commissioner Ken Hagan, the featured speaker at the April 18 open house, said the park has potential to become “a real jewel” in Carrollwood.

“It is going to be a wonderful community asset,” Hagan said. “With the location and size of this property, we have a rare opportunity to really create something special right in the heart of Carrollwood Village.”

A major question remaining is which park elements the community wants first, said Doc Dougherty, the county’s parks and recreation director.

“There’s so much that goes into infrastructure at a place this big,” Dougherty explained. “Our goal would be to have as many (park) elements as we can in the first phase, so people can see something useful here.”

Another issue still under consideration is the park’s operational component.

“That is a challenge throughout all of our facilities,” Hagan said, “Whether it’s parks, libraries or fire stations, it’s not the capital cost up front, but it’s the recurring, yearly operational costs that provide challenges.”

Hagan noted the county is considering various public-private partnership opportunities to reduce those costs.

The county’s parks department already oversees 176 neighborhood parks, 54 recreation centers, and 118 playgrounds, along with has 38 sports complexes, four skate parks and six dog parks.
The idea for the new park in Carrollwood was community-driven.

Once news spread about the retirement of the wastewater site a few years ago, the Friends of the Northwest Regional Park — the group responsible for spearheading the idea for a new park — collected several thousand individual signatures and received support from over 10,000 Carrollwood homeowners for a new community park.

“I’ve never seen a project that has had this level of community support,” said Hagan “A lot of credit must go to leadership here in Carrollwood Village.”
Officials say additional meetings are anticipated as the project develops.

Lake Park reopens; sinkhole remains

A popular 589-acre park in Lutz has reopened, despite the existence of a sinkhole that opened about a year ago and remains unfilled.

Lake Park, at 17302 N. Dale Mabry Highway, officially reopened on Oct. 8.

The park, which annually draws about 300,000 users, was closed on Dec. 2 because of a sinkhole that spans 6-feet wide and 90-feet deep.

The sinkhole, which formed along a park roadway last October, has since been secured with $4,900 worth of heavy fencing and locked gates.

Forest Turbiville, Hillsborough County’s director of conservation and environmental lands management, said there are no immediate plans to fix the sinkhole.

“We’re going to continue to monitor it,” he said, “and, if we see there’s a change of conditions in that area, then we’ll potentially revaluate it at that time.

He said the area is “more than adequately secured.”

A recent geophysical study by Ardaman & Associates Inc., found the overall risk of future sinkhole activity to be “low” at the park. However, the report did not definitively rule out possible future sinkhole activity.

“We’ve monitored the entire park now since December,” Turbiville said, “and there’s been nothing at all that’s popped up. Our park staff is out there on a daily basis, so if we see any change in the area, we’ll get the county’s consultant back out there.”

While most normal park activities have resumed, the sinkhole “might potentially affect” the park’s archery range, Turbiville said. As a precaution, the range may be temporarily relocated to the Northwest Equestrian Park, 9400 South Mobley Road in Odessa.

Beyond the sinkhole, other issues, too, persist at Lake Park.

Recent heavy rains have created high watermarks, which has limited access in some areas of the park, including its central road.

The three-quarter-mile stretch of road — which Turbiville said is currently under a few feet of water — links the park’s front and back entrances. “It almost divides the park into two halves,” Turbiville said.

To access the park’s front picnic area and main playground, park-goers now have to enter via Dale Mabry Highway. Conversely, users will have to enter off Worley Road in order to access the park’s BMX and radio-controlled car tracks.

“We’re basically having two entrances into the park,” said Turbiville.

The road—which typically experiences flooding issues most of the year—will eventually have to be repaved and elevated, Turbiville said.

That undertaking, he said, may take several years.

“That is honestly going to be a long-term project,” said Turbiville. “You can’t just go in and build up the road — you’ve got to have design plans; you have to have permits. Of course, you have to have the money to pay for that work…so it’s not a small project by any means.”

Turbiville noted the county wouldn’t repair the main road until another long-term lease agreement is reached with the City of St. Petersburg, the owners of the park.

The existing lease agreement for Lake Park expires on June 3, 2019. Under that deal, Hillsborough County pays just $1 per year to the City of St. Petersburg to operate the park.

In a third draft of a new 10-year lease agreement, the City of St. Petersburg is requesting $3,000 per month, or $36,000 per year from Hillsborough County.

If approved, county staff expects to bring a recommendation to the Hillsborough County Board of County Commissioners sometime in 2017. Meanwhile, Lake Park will operate under the current lease agreement.

Based on figures from 2014-2015, the park typically nets about $10,000 per month in revenue from park-goers.

Also of note, St. Petersburg is requesting $2,000 per month from the county to lease Lake Rogers Park, 6016 Gunn Hwy in Odessa. The most recent lease agreement expired on Sept. 30, but the city has extended it through Dec. 31, as negotiations continue.

Dale Mabry wastewater enters final installation phase

Motorists tooling around the North Tampa area may have to take a few detours in coming weeks, as Hillsborough County completes the pipeline installation on the Dale Mabry Wastewater Diversion project.

The project requires the closures of both lanes and roads in portions of Carrollwood Village. The works is expected to be completed by early October.

These areas will be affected:

  • Salem Street will be closed between Waltham Avenue and Four Oaks Road, until Sept. 16.
  • Salem Street will be closed between Four Oaks Road and Pittsfield Avenue, from Sept. 19 through Oct. 7.
  • Pittsfield Avenue, from Salem Street to Lowell Road, will be closed Sept. 19 through Sept. 30.

Detours and lane closures will be clearly marked, and from 7 a.m. to 6 p.m., flag crews will help direct motorists and pedestrians who reside within the closure zones.

The pipeline construction is being done by traditional open cut installation, which involves dewatering the area, digging trenches, installing the pipeline, backfilling and restoring the area.

The work marks the final phase of the $35 million diversion project, which will consolidate wastewater flow operations in northern Hillsborough.

Once the 24-inch and 36-inch reclaimed water pipeline transmission mains are installed, the 40-year-old Dale Mabry Wastewater Treatment Plant in Carrollwood Village will be retired, and wastewater will flow directly to the Northwest Regional Water Reclamation Facility, 10890 South Mobley Road in Odessa.

A pump station, as well as reclaimed water tanks, will replace the Dale Mabry plant, which will be demolished, likely in early 2017.

The Dale Mabry Wastewater Diversion Project is one of three components of the larger, $240 million Northwest Hillsborough Wastewater Consolidation Project.

The other phases involve expanding the Northwest facility to accept and treat additional wastewater flows, as well as retiring the River Oaks Wastewater Treatment Plant, where construction is expected to begin next spring.

Officials say the entire program will improve treatment efficiency, reduce power costs and minimize future rate impacts.

“It’s kind of like an old air conditioner. When you replace your old air conditioner, it’s like, ‘Wow, I really saved a lot of money,’” Thomas Rawls, program manager of the Northwest Hillsborough Wastewater Consolidation Project, said in February. “When we transfer that flow to the new plant, it’s like you’re getting better motors, better energy savings.

“Everything’s more efficient.”

The county expects the entire Northwest Wastewater program to save the county approximately $80 million over the next 20 years. Water rates will not rise for residents, officials say.

“As soon as we start transferring that (water flow), the county’s saving money,” Rawls said.

Once the wastewater facilities at the Dale Mabry site are removed, it will leave a majority of the site as a green space, which is likely to become a county park.
