Arts center deemed ‘jewel’ in community

It’s grand-opening celebration may have been delayed, but enthusiasm for Pasco-Hernando State College’s (PHSC) Instructional Performing Arts Center was riding high during a recent ribbon-cutting ceremony at the facility.

The performing arts facility, at 8657 Old Pasco Road in Wesley Chapel, opened quietly in the summer of 2021.

It provides opportunities for students to prepare for careers in the performing and technical arts. It also offers a venue for performances and creates a new place for the community to enjoy the arts.

The center’s grand-opening celebration was held on Jan. 7 — belatedly because of COVID-19 concerns.

The event included a ribbon-cutting, a reception and tours of the facility.

It also featured remarks from numerous speakers, including Dr. Timothy Beard, president of Pasco-Hernando State College; Mike Moore, the District 2 representative on the Pasco County Commission; Cynthia Armstrong, chairwoman of the Pasco County School Board; Ray Gadd, deputy superintendent of Pasco County Schools; Dr. Kevin O’Farrell, provost at PHSC’s Porter Campus at Wiregrass Ranch; Celyse Dahdal, president of PHSC’s student government; and, Lauren Murray, executive director for the Instructional Performing Arts Center.

Bringing the project to fruition involved the efforts of many people.

Armstrong, however, singled out college leadership and the school district’s deputy superintendent Gadd for “thinking out of the box.”

Gadd was persistent in the pursuit of the project, she said, noting he wanted to know: “How can we make this a reality? How can we find a place to build it? How can we incorporate it into our school system?”

For his part, Gadd recalled the supersized role played by former Florida Speaker of the House Will Weatherford.

Gadd recalled: “Speaker Weatherford called me on the phone one day and he said, ‘Ray, we need some kind of performing art theater or arena in Pasco County. Can you help me out?’”

The Instructional Performing Arts Center is an eye-catching sight.

Gadd said he went about collecting floor plans from various performing arts venues and estimating costs.

He gave Weatherford a breakdown: “This is what we can get for $20 million. This is what we can get for $30 million, this is what we can get for $60 million…”

In the end, Pasco County Schools donated a 6-acre parcel to PHSC, on the campus shared by Cypress Creek High School and Cypress Creek Middle School.

And, the state college covered the cost of the $20 million project, and PHSC also is responsible for the facility’s operations.

Gadd praised Harvard Jolly and Creative Contractors for using their combined talents and expertise to create a facility that he calls “a beauty.”

“This is a jewel in this community,” Gadd said.

The deputy superintendent added: “This is an example of what happens when government works together.”

Armstrong told the crowd she toured the building last year and left feeling impressed.

Ray Gadd, deputy superintendent of Pasco County Schools, played a key role in bringing the vision of the performing arts center to fruition. He described the facility as a ‘jewel’ in the community.

The design is both creative and cost-efficient, she said.

“You walk into the classrooms, and you see how they convert into dance studios and music studios and bigger practice areas. It is just truly amazing that the students that go here can get all of their education, including their specialties, right in one building.

“And then, the theater itself is just amazing,” she said, referring to the 444-seat Weatherford Theater.

The facility not only enhances the school district’s performing arts programs, Armstrong said, but also gives students who are interested in those pursuits an opportunity to remain local, if they wish to continue their education in the arts.

Pasco County Commissioner Mike Moore took a little trip down memory lane, as he addressed the crowd.

“This hits home with me because I was a communications major at Polk Community College, which is now Polk State College.

“I actually interned at a facility very similar to this. I spent my time learning how to work lighting, do the soundboard, being a stagehand and helping those performers behind the scenes.”

Saying there is no other facility like IPAC in the immediate area, Moore thanked area lawmakers for helping to secure the funding for the project.

Speakers from PHSC also shared their enthusiasm about the opportunities that IPAC presents.

The facility offers three Associate in Arts (AA) performing arts curriculum pathways for students who plan to transfer to a Florida public university to complete a bachelor’s degree in dance, theater or music.

It also offers an Associate in Science (AS) degree in digital media and multimedia technology with six college credit certificates.

The 36,000-square-foot facility includes a fully digital system, with the latest in lighting and sound support.

Celebrating history, through art

Pasco-Hernando State College (PHSC) kicked off 2022 and the first celebration of PHSC’s 50th anniversary, with the unveiling of the college’s first commissioned artwork.

A reception and ribbon-cutting were held to showcase “Double Branch,” a 4 foot by 16 foot work, by artist S. Blake Harrison.

The program featured Dr. Timothy Beard, college president; Dr. Kevin O’ Farrell, provost at the Porter Campus at Wiregrass Ranch; Madonna Jervis Wise, a local historian and author; Dr. Lisa Richardson, executive director of the Pasco-Hernando State College Foundation; Andrew Beman-Cavallaro, associate director of libraries for the college; Janet Schalk, a PHSC librarian; and Harrison, the mural artist, who is based in Micanopy.

The college’s foundation paid for the mural, which honors the history and progress of Wesley Chapel, and commemorates PHSC’s golden anniversary.

Local historian Madonna Jervis Wise gave the audience a glimpse of Wesley Chapel’s colorful history. She included a photograph of Bruce B. Downs, the man for whom a now-heavily traveled road in Wesley Chapel was named. At one point, long before the community’s burgeoning growth, Bruce B. Downs Boulevard was known as ‘the road to nowhere.’

The 4 foot by 16 foot mural is believed to the largest mural in Wesley Chapel, O’ Farrell said, in his opening remarks at the Jan. 5 ceremony. It is displayed on a wall in the fourth-floor lobby of Building D, on the Porter Campus at Wiregrass Ranch, at 2727 Mansfield Blvd.

The provost said much research and thought went into the creation of the mural, which includes elements inspired by “Images of America: Wesley Chapel,” a local history book written by Madonna Jervis Wise.

The author said that unlike Zephyrhills and Dade City — which both have city governments, historic buildings and established town centers — Wesley Chapel offered no clear place for her to begin her research.

So, she relied on her background in genealogy to help her find descendants of families with deep roots in Wesley Chapel.

She began her quest by tracking down Marco Edward Stanley, of Gainesville, who arranged for Wise to interview his mother, 95-year-old Lillie Sapp Stanley.

That interview led to others, and ultimately Wise was able to tell the story of the community. Her book chronicles the various names the community has been known by through the years; its turpentine, lumber, moonshine and ranching industries; where the residents attended church, where they went to school and what they did for fun.

“We relied so heavily on Madonna’s work and her historical research, and that really inspired Blake to take those images and take those concepts and put together something that is as beautiful as this large, 4-by-16, piece of commissioned art,” O’ Farrell said.

Andrew Beman-Cavallaro, associate director of libraries, credited librarian Janet Schalk for working closely with Harrison on the project.

The artist expressed gratitude to Schalk for her guidance and to Wise for her work to preserve local history.

He said the mural’s panels reflect a narrative through art, featuring the area’s natural beauty, including trees and wildlife; its industry, including moonshine and trains; and its educational history, including the Porter campus and the college’s new Instructional Performing Arts Center, known as IPAC.

Dr. Timothy Beard, president of Pasco-Hernando State College, a featured speaker during the celebration, praised the mural created by artist S. Blake Harrison, extolling its size, vibrant colors and its potential to be a source of inspiration for others.

The college president was enthusiastic about the result of Harrison’s work.

“This is just an awesome piece of art,” Beard said, marveling at its size, vibrant colors and ingenuity.

“This event is the very first event associated with our 50th anniversary, to be celebrated officially July 1, 2022 through June 30, 2023,” Beard said.

“Certainly we’ve come a long way,” the college president continued, “from having classes in backrooms, storefronts and churches.

“At PHSC, we promote and support many innovative, worthwhile programs that advance health, science and technology. But most recently, we have also embraced the arts, as never before,” Beard said.

He pointed to the college’s newly opened IPAC, as an example, of that new commitment.

The facility is dedicated to instruction in the performing arts, including music, theater and dance, as well as instruction in the digital arts.

It, too, is located in Wesley Chapel — next to Cypress Creek High School and Cypress Creek Middle School — at 8657 Old Pasco Road.

PHSC panel seeks solutions on racial equity, social justice

Pasco-Hernando State College (PHSC) is leveraging its community connections to foster meaningful discussion on matters related to social justice and racial equity.

As part of ongoing Black History Month programming, the local college organized a virtual summit titled, “Equity and Advancement of Minority Males in America.”

The Zoom event on Feb. 1 included breakout sessions with educators and professionals on topics such as leadership and mentoring; politics, policing and civic responsibility; life skills; and, mental health and spirituality. The summit’s keynote speaker was Dr. John Montgomery, Humana’s vice president and medical officer for its Florida commercial markets.

The daylong summit kicked off with a 45-minute panel discussion made up mostly of college students, and moderated by Emery Ailes, an adjunct humanities instructor and LIFE coordinator at PHSC.

Boosting graduation rates
The diverse panel first pondered ways to improve graduation, success and retention rates for Black and other minority students at colleges and universities.

The student leader believes it’s important to identify at-risk minority students early on in their college experience, then pair them with a mentor or counselor to closely monitor and support them throughout their college years.

He pointed out some students immediately get discouraged with college when they have trouble navigating digital access codes and connecting to online course materials.

Others, meanwhile, are unaware of the myriad financial aid and scholarship resources readily available to them, he said, which could keep vulnerable students in school.

“It’s really about identifying the people at-risk and educating them on the tools we have, step by step,” Howell said.

He also emphasized the importance of getting involved in student-led clubs or extracurricular organizations. Those, he said, can foster academic success and accountability among one another.

“I found that my friends, a lot of them didn’t feel supported, but when they joined a club they connected with the community in the college, it helped them stay with it, it motivated them to stay with the courses,” he said.

St. Petersburg College (SPC) student Ericka Jones expressed similar sentiments regarding ways to improve minority student success rates.

Jones — set to earn a business degree in December — correlated her academic achievements to involvement with SPC’s Badeya Club, a Black student organization that aims to create a sense of community and respect among all students.

“If it wasn’t for them, I would’ve given up. I’m telling you, it’s so important to have a support system,” said Jones, who now serves as political action director of the college organization.

Jones brought a unique perspective to the panel — she’s raising a Black son while trying to earn a college degree.

“I can’t teach him all the things that a Black male is able to teach him. I believe in what this (summit) stands for. We need to uplift our Black males and our family in this society,” Jones said.

Dana Hind is a representative from Black Coalition of Hernando County.

She said more robust and accessible mentorship opportunities are needed before minority students get to college — perhaps throughout their high school years.

“To actually get kids driven into getting into college, we have to start earlier, and it’s been a challenge for me as a parent,” Hinds said. “You should have someone there to advocate for you as you’re going through, to make sure you get those scholarships, to make sure you get all those opportunities.”

Countering negative stereotypes
The conversation then turned to negative media portrayals of young and adult Black males and other minorities — and seeking ways to reverse promulgated views.

Panelist Demarvion Brown said such meaningful change must first come through Black families fostering nurturing childhood environments and identifying positive role models.

“It starts at home,” said Brown, a freshman men’s basketball player at PHSC.

“Some people have good households, and some people don’t, but to change that, to turn that into a positive way is to stand out in front of everybody and become a different person and become a role model. Most people don’t believe in role models, but I think we need more of them to make the world a better place.”

Xavier Edwards is a student at Eastern Florida State College, in Cocoa.

He said one way to eradicate the media’s negative portrayals of Black men is to create new channels of communication.

Edwards, who is studying digital television and media production, suggested Black leaders and entrepreneurs venture to create their own newsletters, new stations, social media sites and  YouTube pages, focusing on “pushing out more positive images of Black people graduating, minorities getting scholarships…

“It’s about trying to get people who have the power to change the narrative of the image of Black and brown men. It might take us creating our own news (outlets),” he said.

Howell concurred with the idea of developing alternative news outlets highlighting inspiring Black figures and experiences, such as former President Barack Obama, Dr. Ben Carson and PHSC President Timothy Beard.

“We can use those as role models of changing the image to a positive image of, ‘OK, there’s doctors, there’s presidents that are all role models,’” Howell said.

The student body leader also called for boycotting news and entertainment outlets that portray  Black males and others in a negative light.

“If the media is perpetuating this negative image, hit ‘em where it hurts, stop supporting the media, don’t share the media that’s showing this negative image,” he said.

Resolving economic inequalities
The panel also broached the nation’s inequities in wealth.

Various reports point out that Black-owned businesses and individuals historically have been at the mercy of loan denials and subprime lending practices, Howell said.

He referenced one study that a Black-owned businesses get about 10 cents for every dollar that a white-owned business receives from a bank, a situation he characterized as “sickening.”

Howell called for a more equitable lending system and he encouraged individuals to simply inspire people to support Black-owned businesses.

“For us as individuals, we see a minority-owned business or restaurant or whatever, support it with our dollars, buy from them,” Howell said.

It also would be helpful to have more financial workshops led by Black business leaders, to encourage and educate others on stocks, saving, and general money management tips, Howell said.

Edwards also called for increasing efforts to educate minorities about how to acquire loans and start their own businesses.

Giving Black employees opportunities for advancement in their professions also can have broader implications, Edwards noted.

As more Black individuals earn senior management positions, they can slowly amass  generational wealth for their families and communities, he said.

“It’s not that it can’t change, it’s just going to take some work, but it just starts with more minority people being able to get to those high positions,” he said.

Pasco-Hernando State College remembers Dr. Robert Judson, Jr.

A crowd poured into the Pasco-Hernando State College’s Performing Arts Center in New Port Richey to honor Dr. Robert Judson Jr.

Judson, the college’s former president, passed away on Sept. 17 at the age of 77.

He made history in 1994 when he became the first black president of a college within the Florida Community College system. At the time, PHSC was still known as a community college.

The memorial, held on the college’s New Port Richey campus, came several weeks after Judson’s funeral service on Sept. 29, at the Hopewell Baptist Church in Pompano Beach.

The tone of the memorial was reverent, as Pastor Mitchell Davis Jr., from the Church of God in Christ, offered an opening prayer.

But, the arts center came alive with singing and clapping when the crowd joined in with the John Missionary Baptist Church male choir, in a series of spiritual songs.

Between scripture readings, Imani Asukile, Judson’s PHSC colleague, performed an African libation ceremony — watering a flower bush in remembrance of his friend.

As the service progressed, the audience, of approximately 200, came to know more about Judson’s life story.

Pasco-Hernando State College President Timothy Beard reflected on the life of Dr. Robert Judson Jr., during the Oct. 9 memorial service.

The memorial was marked by tears and laughter, as former colleagues, fellow church-goers, friends and family shared stories of the man — with a deep, commanding voice — that  they respected and loved.

Judson’s academic life began at Southern University in Louisiana.

In 1962, he married his high school sweetheart, Ellen Atkins, and served in the Army.

He graduated from Florida A & M University in 1969 with a degree in European history, and then earned a master’s degree in counseling from the same university in 1972.

Later that year, he joined what was then known as Pasco-Hernando Community College, as one of the college’s first instructors. He was hired by Milton Jones, the school’s founding president.

Judson served as a recruiter and a counselor while pursuing a doctorate degree in education.

During his tenure at the college, he was instrumental in buying the land for the Spring Hill campus, as well as erecting buildings for health programs, childcare and technology at several PHSC branches.

Judson’s graduation regalia – cap, gown, shawls and medallions – were neatly displayed on the stage next to the podium where speakers offered words of reflection.

Katherine Johnson, a former president at PHSC, said, “Bob approached me with a statement that proved both flattering and eventually career-altering for me.”

She succeeded Judson in 2005, after he encouraged her to apply for his job.

Timothy Beard, the college’s current president, told the audience: “He was a man with a great soul. He has certainly made a difference at PHSC.”

Beyond his contributions to academia, Judson took an active role in community outreach, helping to rebuild the National Association for the Advancement of Colored People (NAACP) in Pasco County.

He was an active member of several Baptist churches, received recognition from the African-American Heritage Society and won the Dr. Carter G. Woodson Award.

Before his passing, Judson and his wife, Ellen, had the opportunity to start a scholarship program for PHSC students.

Sarah Majka, a recipient of the Dr. Robert and Ellen Judson Scholarship, shared her gratitude for the financial support.

“I’ll forever be thankful for being one of the many students who have benefited from Dr. and Mrs. Judson’s generosity,” Majka said.

While the president was known for his various academic accomplishments and community outreach, there were those who saw him in a more personal light.

There was no doubt about Judson’s top priority, said Maurice Jones, a longtime friend, who spoke at the service. “Bob was truly a family-first man.”

His wife of 56 years, their three daughters and grandchildren shared final thoughts with the audience before the reception.

“His best achievement was loving his family,” said granddaughter, Chanelle Thomas. “Thoughts of my granddad inspire me every day.”

Legislative forum covers wide spectrum of issues

Dozens of speakers signed up to draw attention to topics they think are important at Pasco County’s annual legislative delegation meeting.

The topics ranged from fracking to Medicaid; the opioid epidemic to immigration; medical marijuana to homelessness; and, scores of budget requests.

Some requests were for items vetoed by Gov. Rick Scott last year.

Pasco County Sheriff Chris Nocco, for instance, asked legislators to renew his request for $4.3 million for the Thomas Varnadoe Forensic Center for Education and Research.

The Adam Kennedy Forensics Field, also known as a “body farm,” opened in May on land next to the Land O’ Lakes Detention Center, off U.S. 41. The facility is the seventh of its type in the nation.

Construction money is needed for the indoor forensic center. The complex is planned jointly with the sheriff’s office, Pasco County, Pasco-Hernando State College, and the University of South Florida’s Institute for Forensics and Applied Science.

“It is a critical piece for us,” Nocco said.

The sheriff also noted that there already are international inquiries regarding training opportunities.

The city of Zephyrhills also had a big-ticket request. It’s asking for $3.25 million to help build the Sarah Vande Berg Memorial Tennis Center.

The planned tennis center includes eight soft courts, two hard courts and nine pickle ball courts.

The city of Zephyrhills already has hired Pennsylvania-based Tennis P.R.O. LLC to operate and manage the complex.

A pro shop, a multipurpose community room and two offices also are planned.

“It’s gaining a lot of momentum,” said Todd Vande Berg, the city’s planning director. “It will bring in players from around the world, and Zephyrhills really will be a destination in the sports arena.”

The complex is named for Vande Berg’s daughter, a tennis scholarship student at University of South Carolina, who died in a car accident.

The annual legislative delegation meeting is a ritual that gives lawmakers a chance to find out what is on the minds of their constituents for the coming legislative year.

This year’s session was on Nov. 27 at the Wesley Chapel Center for the Arts, at Wesley Chapel High School.

More than 60 people signed up, with each allotted three minutes to address the legislators, who were seated at a table on the arts center’s stage.

Rep. Danny Burgess, the delegation’s chairman; Rep. Amber Mariano; and Sen. Wilton Simpson attended the entire meeting. Sen. Tom Lee and Rep. Richard Corcoran attended portions of the meeting. Sen. Jack Latvala was absent.

Afterward Burgess described the meeting as a fact-gathering session to help legislators deliberate on issues during the 2018 legislative session in Tallahassee.

“It’s important — with a state this big and statute books so voluminous —it’s impossible to know every issue,” Burgess said.

He also said people’s presence and participation are important.

“It’s a truly collaborative thing,” he said, noting, lawmakers will have more information “because people from our areas decided to take the time to come here.”

Along those lines, Debra Golinski asked lawmakers to provide funding for screening programs at Sertoma Speech & Hearing Foundation Inc.

She said about $750,000 is needed for a program to help hearing-impaired children, ages 3 to 6 years, “begin to listen and talk.”

Golinksi also asked legislators to support a bill to provide hearing aids for children.

Timothy Beard, president of Pasco-Hernando State College, said the college is expanding rapidly and needs about $3.7 million in additional funding for operations.

He said school enrollment has increased from about 1,800 three years ago to about 4,000 students now.

“The growth there has really been phenomenal. We really, really need the dollars,” Beard said.

Other agencies and nonprofits seeking state funds included the Gulf Coast Jewish Family & Community Services, the Area Agency on Aging of Pasco-Pinellas Inc., the Reach program with Pasco’s PACE Center for Girls, and the Pasco County Alliance for Substance Abuse Prevention, or ASAP.

Hot button political issues also came up.

James Brown, of the nonprofit Farmworkers Self Help, sought support for “DACA kids”, the children who are part of the Deferred Action for Childhood Arrivals program.

The federal program could be ended soon, leaving these children subject to deportation. They and their families harvested crops for years, Brown said.

“They did nothing more than work hard. We need to give these longtime families a place in the county. We’re not asking for budgetary concerns. We’re just asking for your compassion,” Brown said.

Several people also spoke on fracking, asking legislators to ban the practice in Florida.

Fracking is a process for pumping chemically treated high pressure water into a drilled pipeline to break through rock formations to tap into oil or natural gas reserves.

“Our message is simple,” said Brooke Errett, of Food & Water Watch. “Fracking doesn’t make sense.”

Legislators also got updates on initiatives under review at the federal level by U.S. Rep. Gus Bilirakis.

His aide, Summer Robertson, told them that Bilirakis is seeking

a balanced approach toward addressing the opioid crisis.

He wants an approach that helps people with opioid addiction but still gives people “with legitimate pain” access to medications, Robertson said.

Aviation department takes off at PHSC

With the addition of its new aviation department, Pasco-Hernando State College is preparing to launch students into an industry flourishing with job opportunities.

The college began offering two associates of science degrees in professional pilot technology and aviation administration for the fall semester, which began Aug. 21 at its East Campus in Dade City.

The two–year programs are designed for students interested in becoming private and commercial pilots or airport managers. Other possible career opportunities include flight dispatchers, transportation security officers, various Federal Aviation Administration (FAA) occupations, aviation safety and aircraft manufacturing.

The professional pilot technology already has received accreditation approval by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC); the aviation administration is still awaiting approval.

Those aren’t the only new aviation programs in development, however.

Next fall, PHSC expects to offer associate degree programs in both unmanned vehicle systems and aviation maintenance administration, and a bachelor of applied science, with a concentration in aviation.

Plans are in development for an Airframe and Powerplant (A&P) certificate program, as well, to tie into the aviation maintenance administration degree program.

The state college officially introduced the aviation department during a July 27 open house, which drew a crowd of more than 100 students, faculty and community members.

The department, which consists of six faculty members, is overseen by Mark Aragon and Michael Brunnschweiler. More staff will be added once additional programs are approved.

Aragon is a certified fixed wing pilot and FAA certified unmanned pilot, who spent more than 30 years in the United States Air Force, with multiple tours in Afghanistan and Bosnia. He is an instructor, and is the coordinator for the professional pilot technology and unmanned vehicle systems programs.

Brunnschweiler is a licensed commercial pilot, who spent nine years in the United States Marine Corps and six years as adjunct instructor at Embry-Riddle Aeronautical University. He serves as an instructor, and is the coordinator for the aviation administration and aviation maintenance administration programs.

Aviation students who complete the professional pilot technology program will receive a private pilot license, instrument pilot rating, multi-engine pilot rating and commercial pilot license.

Flight training, in partnership with American Aviation Inc., will be based out of the Brooksville-Tampa Bay Regional Airport.

Students, who receive more than 200 flying hours during the entire degree program, also will train on the FAA-approved Advanced Flight Simulator Laboratory, located at PHSC’s East Campus. The simulators can be reconfigured to emulate all types of aircraft in any environment or weather condition, providing a realistic experience.

Besides flight training, other classroom topics cover meteorology, flight safety and security, flight theory, and aviation regulations, among others.

“Our program is a little bit different than other programs, because it’s designed to emulate the duties as an airline pilot,” Aragon said. “They include wearing the pilot’s uniform, dispatching the aircraft, crew resource management, and even post-flight duties.”

For aviation administration, capstone projects also will incorporate simulation software, with students learning how to run an airline, purchase and maintain aircraft, schedule flight routes, and handle delays and safety concerns.

Each of those scenarios, Brunnschweiler said, provides “an awesome, awesome learning experience for the students.”

The state college’s new offerings come at an ideal time for an airline industry that’s projected to see a massive worker shortage in the next two decades.

A report released last month by Boeing estimates airlines in North America are going to need 117,000 new pilots and more than 200,000 aviation mechanics in the next 20 years, as passenger and cargo airlines worldwide are expected to buy 41,000 new airliners between 2017 and 2036.

Meanwhile, retirements at U.S. airlines will start to rise precipitously starting in 2021 as the current crop of pilots turn 65, the mandated age of retirement. More than 42 percent of active U.S. airline pilots at the biggest carriers will retire over the next 20 years, according to a recent report by Cowen & Company.

Currently, aviation-related jobs create annual earnings of $446 billion to the United States — almost 6 percent of our Gross National Product, the FAA reports.

During the open house, PHSC president Timothy Beard called the aviation department “a game-changer” for the college, its students, and local employers and partners.

“We have a commitment and an investment in providing new career workforce opportunities, and we believe these programs, along with other programs, will continue to take us to the top of the mountain here at PHSC,” Beard said.

“I am quite confident that our aviation programs provide an ideal learning environment, combined with expert instruction, state-of-the-art equipment, and excellent aviation and industry partners,” he said.

The state college’s aviation initiative began in January of 2016.

That year, the Florida Legislature granted PHSC $2.3 million towards STEM programs.

Stan Giannet, vice president of academic affairs at PHSC, said “a good chunk” of that funding went to the aviation department’s technological and personnel costs.

He noted the next step for the aviation department is to cultivate additional community partnerships and develop an internship program.

Education a key theme for upcoming session

Education was a recurring theme among speakers at a recent meeting held by the Pasco County Legislative Delegation before this year’s annual session.

Local citizens and civic leaders voiced their concerns on this hot-button issue during a Jan. 18 gathering at Sunlake High School, with six local representatives to the state Legislature.

Dozens of interest groups and local government leaders also talked to legislators about their priorities for the legislative delegation.

Rising school enrollment and additional education funding were just two topics raised during the four-hour meeting with State Sens. Wilton Simpson and Jack Latvala, incoming Speaker of the House Richard Corcoran, and State Reps. Tom Ley, Danny Burgess and Amber Mariano.

Spencer Pylant, speaking on behalf of Superintendent Kurt Browning for the Pasco County School District, talked to the delegates about concerns increasing school enrollments and the lack of funding to provide adequate school capacity.

“It’s fitting the delegation is meeting at this school, because it rests in one of the highest-growing segments of Pasco County,” Pylant said.

“After opening 10 years ago, it is at 114 percent capacity; this additional growth demands additional capacity,” he said.

Pylant said 1,707 new students chose Pasco schools in the 2016-2017 school year.

That’s only a preview of things to come, he added.

“We expect approximately 20,000 new students in 10 years, based on our projections,” he said.

School board members and district officials are concerned that current funding sources cannot match the growing demand.

He presented two suggestions:

  • Restore the authority of the school boards to levy—by simple majority vote — up to 2.0 mills for capital purposes.
  • Provide Public Education Capital Outlay (PECO) funding for school construction.

“A balanced capital funding stream is necessary to provide a proper learning environment for our students and families,” Pylant said.

He also suggested some other changes:

  • More flexibility regarding assessments
  • Elimination of End-of-Course exams not required for graduation
  • Authorization of the use of a nationally recognized assessment (ACT or SAT)
  • Letting school districts decide when to administer personnel evaluations

“These recommendations reduce quantity and increase the quality of student assessments, while ensuring simple, meaningful accountability,” he said.

Later on, Kenny Blankenship, president of the United School Employees of Pasco, pleaded with delegates to improve public schools by providing “additional funding” and “more support for teachers” in the county.

Education was a recurring topic during the four-hour delegation, which featured several hundred attendees. ‘I think this is one of the best turnouts we’ve ever had at a delegation meeting,’ said State Rep. Danny Burgess.

Blankenship, a 20-year teaching veteran, endorsed “much-needed” school health centers, small class sizes and “adequate compensation” for teachers.

“We need your help to work with us to improve our public schools, because public education benefits everyone,” Blankenship said.

Jessica Hooper, representing Project Lead The Way, advocated for mandatory computer science education in schools, suggesting, “kids will be more prepared for the 21st century workplace.”

Improvement is needed in this arena, Hooper said. “Unfortunately, there are not enough offerings. You would think that Florida — being the hub of computer science technology employers — would need more (offerings) in this area in the education space.”

Pasco-Hernando State College President Timothy Beard also asked state legislators to increase funding for facilities.

Specifically, he requested $2.5 million in PECO funding for the West campus in New Port Richey.

He also asked for $10 million for an education performance arts center, which would be built on the campus of Cypress Creek Middle/High School.

Saint Leo University representatives lobbied for continued funding of Bright Futures scholarships, along with the Florida Resident Access Grant (FRAG), which provides tuition assistance to Florida undergraduate students attending an eligible private, nonprofit Florida college or university.

The Florida Legislature kicks off the 2017 session on March 7.

Weatherford makes PHSC’s hall of fame

Will Weatherford, the former Speaker of the House of the Florida Legislature, was inducted into Pasco-Hernando State College’s Legislative Hall of Fame on Sept. 20.

The ceremony was at the state college’s Porter Campus at Wiregrass Ranch in Wesley Chapel, 2727 Mansfield Blvd., according to a news release from the college.

Ed Blommel, chairman of PHSC’s District Board of Trustees, officiated over the ceremony, which included the unveiling of a plaque to be displayed in perpetuity in the Legislative Hall of Fame.

Weatherford received an identical plaque.

“We recognize Will Weatherford, who has proved to be an unwavering champion for PHSC,” Blommel said, according to the release.

“Speaker Weatherford assisted the college in getting the funding for the construction of the beautiful Porter Campus ($52.2 million), including fighting off a veto and legislative resistance to get the final installment after construction was underway and nearly complete,” he added.

Timothy Beard, the college’s president, also recognized the former speaker’s efforts to provide equity in funding for the Florida College System, leading to a $7.7 million funding increase for the college and for securing more support for PHSC from the State Board of Education.

A number of special guests were at the event, including Lt. Gov. Carlos Lopez-Cantera, Florida College System Chancellor Madeline Pumariega, Rep. Danny Burgess, Pasco County Superintendent of Schools Kurt Browning, Pasco County School Board Member Alan Altman, Bill and J.D. Porter and Quinn Porter-Miller.

Weatherford’s induction makes him the second member of the Legislative Hall of Fame, which is a new tradition at PHSC. The honor recognizes legislators for supporting the college and higher education opportunities for their constituents.

Sen. Jack Latvala, who was inducted in July, was the first to receive the honor.

Weatherford and Latvala are both members of the inaugural class of 2016.

Panel offers insights for job seekers

If you’re looking for work, advice provided by participants at a recent panel discussion at Porter Campus at Wiregrass Ranch may come in handy.

The group was assembled as a part of a series of activities leading up to the inauguration of Dr. Timothy Beard as the fourth president of Pasco-Hernando State College.

The panelists were Greg Lenners, general manager at The Shops at Wiregrass; Tracy Clouser, director of marketing at Florida Hospital Wesley Chapel; Hope Allen, president and CEO of The Greater Wesley Chapel Chamber of Commerce; Dr. Dennis Feltwell, an assistant professor of humanities at Porter Campus; Carin Hetzler-Nettles, principal at Wesley Chapel High School; and Denise Savolidis, a student at the college.

Dr. Bonnie Clark, provost at the Porter Campus moderated the panel, and Beard occasionally weighed in on the discussion.

Clark asked the panelists what qualities they seek in potential employees.

“Commitment and initiative are probably two of the most important attributes that I look at,” Lenners said.

Experience is important at Florida Hospital Wesley Chapel, but so is culture fit, Clouser said.

The hospital is seeking employees who will be highly engaged, Clouser added.

“There are a lot of studies that show highly engaged employees deliver better results, and that’s across industries. Gallup has researched this in all kinds of industries across the world. So, in health care, that means better outcomes for our patients. We couldn’t ask for anything more than that, right?” Clouser said.

Intangible qualities are important, too, Clouser said.

“I can teach processes. I can’t teach innate things like integrity,” she said.

Being able to deal with multiple people is important, too.

Allen said she doesn’t hire employees, but routinely works with scores of businesses at the chamber.

Successful companies share common traits, Allen said.

“The passion has to be there. You have to know your business.

“You can make the best cookies in the world, but if you can’t market those cookies, and you can’t do your books and you can’t find the right people … your business is not going to be successful,” Allen said.

Students graduating from college need “resilience and adaptability,” Feltwell said.

Having the capacity to relate to others is essential, too, he said. “That involves interpersonal communications, cultural competence, all sorts of things that will help you deal with different people in different situations,” he said.

“You’ll pick up a lot of different accents from different people, you’ll pick up different situations, different manners of talking and thinking, and speaking,” he said.

Being able to relate to people from diverse backgrounds “doesn’t mean that you know everything the cultures of other people, but you’re open,” Feltwell said.

Having relevant skills is important, Clouser said.

“Typically, businesses are moving at the speed of light. They’re running a hundred miles an hour,” she said.

The more skilled new hires are, she said, “the faster they’re going to hit the ground running and be able to make an impact on your business.”

As a high school principal, Hetzler-Nettles said she hires employees, while at the same time preparing students for graduation.

The key is connecting with students, and also with staff, to help them identify their passions and develop leadership skills, she said.

“What I most look for in employees and what we constantly try to teach children are grit and perseverance, which, in my mind, can get you through anything,” Hetzler-Nettles said.

Savolidis said internships are important because they help students to develop skills, and also help people to figure out if they’re on the right career path.

Students need hands-on experiences, in addition to book work, she said.

Feltwell agreed: “Part of the educational process is learning what each person can become excellent at doing.”

Being willing to seek help is important, too, Allen said.

“If you need something, just ask somebody. You have no idea what they’re going to say. The worst possible thing they can say is no,” Allen said.

It’s also important to be careful with social media, Lenners and Clouser said.

Employers look at prospective employees’ social media postings, Lenners said.

“Think of social media as an extension of your brand,” Clouser said. “Be careful what you post on your social media pages. It is out there. It does reflect on you.”

While it’s great if you know your career path when you’re young, it’s OK if you don’t, Lenners said. “I didn’t start doing what I’m doing until I was 33.”

Be willing to take risks, Lenners added.

Savolidis agreed: “My middle name is risk. I took a huge risk going back to school.

“You have to believe in yourself,” Savolidis added, noting she’s not a typical 21-year-old college student. “Put yourself around people who also believe in you, and they will encourage you when you think you can’t go on any farther. You’ve just got to do it. You just have to do it,” she said.

And, she’s doing just that.

“December, I will graduate,” Savolidis said.

PHSC aims to prepare globally astute graduates

Dr. Timothy Beard, president of Pasco-Hernando State College, has been making the rounds to each of the college’s campuses in a run-up to a formal celebration of his inauguration as the college’s fourth president.

The events have had a different focus at each campus, with the most recent event at the Porter Campus at Wiregrass Ranch centering on leadership development and community engagement.

Before that panel discussion began, however, Beard shared his vision for the college and talked about steps that are necessary to ensure its graduates are ready for challenges they will face.

The state college, formerly known as Pasco-Hernando Community College, is 44 years old, and has made its mark on the region, Beard said. However, he added, “we believe our best days are ahead of us.”

Beard told those gathered that it’s important to reach out to the community, and for the community to reach out to the college.

“We’ve learned over the years in order to be effective and efficient as a public institution, we all need each other,” Beard said. “At the end of the day, we want our students to be successful. We want our students to be able to complete whatever they started.”

The college wants to prepare students “who are globally astute,” Beard said. It also wants them “to be able to imagine, achieve and succeed,” he said. “In other words, we want them to be able to dream.

“This vision doesn’t happen in a vacuum. It needs fuel. It needs energy,” he said.

The college delivers its instruction through online learning, face-to-face instruction and through a hybrid approach, Beard said.

It is aiming to increase its college completion rates by 50 percent within the next five to 10 years, Beard said.

“College readiness is big piece of what we do. We have very strong partnerships with Pasco and Hernando public schools, with USF (the University of South Florida) and Saint Leo University,” Beard said.

“We serve a purpose in making sure that students have the right to a public education. So, we want to make sure that education is affordable. We want to make sure it is accessible. And, we want to make sure our students are successful,” he said.

“We take great pride in being the great democratizer of education — meaning we’re willing to give students not just a second and third, but a fourth and fifth chance.”

The college also wants to help close the American skills gap, Beard said.

“Companies want to come here. They want to do business with us. No. 1, they want to make sure we have a skilled workforce,” he said.

“We have companies that are calling us every day to ask us, ‘Do you have students or graduates who can go to work for us?’” Beard added.

So, the college is playing “a very vital role in making sure we can produce students with industry certifications, AS (Associate of Science) degrees, students who can go to work to make a difference in our workforce,” Beard said.

“We want every student in this county that at least by age 20, 21, they have some type of credential – a certification, an AS degree, a BS (Bachelor of Science) degree,” Beard said.

He also asked for continuing support of the college’s efforts.

“We know we can’t do it alone,” Beard said.

Inauguration of PHSC President
Dr. Timothy Beard will be inaugurated as Pasco-Hernando State College’s fourth president on May 6, from 4 p.m. to 5:30 p.m., at the college’s Performing Arts Center on its West Campus in New Port Richey, 10230 Ridge Road. The reception will follow, at 5:30 p.m. to 7 p.m., in the physical fitness center at the same campus.
