Commercial growth popping up in Pasco

Brick-and-mortar projects are rising rapidly, expanding Pasco County’s booming growth.

Construction crews are building shops, restaurants, Class A offices, gas and convenience stores, and car washes — on sites with “Coming Soon” signs.

The county’s major commercial corridors – State Road 54 and State Road 56 – remain the epicenters of a construction juggernaut.

But Land O’ Lakes Boulevard, also known as U.S. 41, is an emerging source of expanded commercial and retail development.

Workers in hard hats and construction equipment engaged in projects are common sights on primary corridors in Pasco County.

Beginning on State Road 56, east of Interstate 75, options at The Shops at Wiregrass are expanding, or have expanded, to include Body Details; Crazy Sushi; Leonidas; and The Living Room.

New arrivals nearby include the Fairfield Inn & Suites, and Morningstar Storage.

On the west side of I-75, on State Road 56, new businesses are opening at Tampa Premium Outlets and Cypress Creek Town Center.

Zaxby’s opened in September on an outparcel on the south side of State Road 56, as part of the Cypress Creek Town Center. A Chicken Salad Chick restaurant is expected to open in a shell building under construction next door.

Tampa Premium Outlets, on the south side of the state highway, is adding Zumiez, according to the outlet’s website. The store features “cutting-edge” clothing, shoes, accessories and brand names for skateboarding, snowboarding and surfing.

Zaxby’s fast-food chicken restaurant opened in September on an outparcel of the Cypress Creek Town Center expansion, also on the south side of State Road 56, between Wesley Chapel Boulevard and Sun Vista Drive. Chicken Salad Chick is expected to occupy space in a new building under construction next to Zaxby’s, according to county permits.

On the north side of State Road 56, a Carrabba’s Italian Grill is under construction, next to Bonefish Grill in the Cypress Creek Town Center.

El Dorado is a 70,000-square-foot furniture store that will showcase as many as 20 storefronts offering furniture choices from contemporary to traditional. It is being built in front of Brighthouse Crossings apartments, near the Cypress Creek Town Center and Tampa Premium Outlets. A June opening is anticipated.

Also, a January 2023 opening is expected for the 300-unit, four-story Silversaw apartment homes, on Garden Village Way, off the town center’s Sierra Center Boulevard. Work also continues for the 260-unit Garrett Apartments at Cypress Creek Town Center..

Heading toward Land O’ Lakes, the Avila Living apartment complex is rising at State Road 54 and Oak Grove Boulevard. Brick-and-mortar also is visible now at EOS Fitness.

U.S. 41, heading west from State Road 54, has had activity in recent months, too.

Circle K and 7-Eleven opened new gas stations and convenience stores on the federal highway, which locally is known as Land O’ Lakes Boulevard.

The Circle K replaced a demolished older strip mall at the intersection of U.S. 41 and Hale Road. The 7-Eleven and a Radiant car wash filled out a vacant corner at the Bell Lake Road intersection.

Land O’ Lake residents are eagerly awaiting the opening of Stonewater Grill, which fronts Bell Lake.

Stonewater Grill is a waterfront restaurant that is expected to open on Land O’ Lakes Boulevard in early May. The restaurant will offer a range of menu options, craft beers and cocktails, a wine room, and an outdoor bar with patio dining.

In its previous renditions, the restaurant operated as Rapscallions, was rumored to be a future Hooter’s location that never came to fruition, and then served customers as Mosquito Grill and Bar, before closing and falling into disrepair.

Years ago, county officials moved to demolish the vacant and dilapidated structure.

But co-owners Dominic Difante and Scott Harris saw potential and now plan to open Stonewater Grill in early May.

They tore down most of the old structure and replaced it with a modern, stone-infused restaurant that will offer what Difante describes as an “elevated casual” dining experience.

The menu will include burgers, wings, tuna, steaks, chicken, and other options to please all tastes, Difante said.

There also will be patio dining with a bar, a wine room, a large event room with a bar, and an outdoor lounge area. He hopes to see customers dining, watching sports on large screen television, and returning two to three times a week, he added.

He hopes in the future to build a 75-foot dock, also suitable for outdoor dining.

“It’s a good area, a visible area,” Difante said. “I’m glad to be here.”

Projects galore on State Road 54
On State Road 54, moving west of the U.S. 41 intersection, an array of shops, restaurants, Class A offices and new apartments are transforming former pastureland.

The Shops at Ballantrae and the Cypress Ranch residential and commercial development especially are busy.

The Hub at Bexley is a new shopping and activity center at Bexley by Newland master-planned community, off State Road 54. Several shops and restaurants are scheduled to open by the end of 2022.

At Ballantrae, on Aprile Drive, the 54 Crossings Professional Center is under construction. The Class A office project includes two 60,000-square-foot office buildings. It will offer luxury flexible office space, lush landscaping, bicycle racks, a pavilion and walking trails, according to its website.

A shell building is under construction, also on Aprile, that will include a Five Guys restaurant and Trulieve, a medical marijuana store, according to county permits.

Opposite Ballantrae, Cypress Ranch is adding apartments and retail. Aldi’s grocery store, on Skybrooke Road, and Panda Express, on Harpers Run, are under construction. County permits also show work underway for EOS Fitness, Pacific Dental Services, The Learning Experience, and Chick-fil-A.

Next to a new Circle K gas and convenience store, Burger King is serving burgers and Woodie’s Car Wash is cleaning cars.

4 & Co. is a luxury business center and co-working space under construction on Bexley Village Drive in Bexley by Newland master-planned community.

Further west toward the Suncoast Parkway, The Hub at Bexley, off Bexley Village Drive, plans to open by the end of 2022. Its website lists future tenants for what is promised as a community gathering center, where residents can “come, stay and play.”

Among future tenants are Amazing Lashes; Bubbakoo’s Burritos; Checkmate Escape Rooms; Downright Deli & Donuts; Dr. Bawany dental office; Duckweed Liquors; Headlines Barbers; Haute Nails and Spa; P-Fit Fitness; Revolution Ice Cream; and The Poke Company.

Off Bexley Village Drive and Early Riser Drive, 4 & Co. Is planned for a summer 2022 opening. The company will offer about 35,000 square feet of Class A offices and co-workspaces. Amenities include a gym, yoga studio, sauna, a treatment room for acupuncture, and conference rooms.

The Springhill Suites by Marriott, also on Bexley Village Drive, is checking in guests.

In Odessa, commercial development at Starkey Ranch is expanding.

A new retail center – Shoppes at Starkey Crossings – is scheduled for an early 2023 opening on the north side of State Road 54 and Gunn Highway, opposite the Starkey Ranch Town Square, anchored by Publix. Details on tenants are not announced, but the shopping center will have 20,000 square feet of leasable space, including a drive-thru window at one end.

Zaxby’s opens at Cypress Creek Town Center

Zaxby’s has opened its newest restaurant at 2153 Sun Vista Drive in Lutz, near Costco.

The new Zaxby’s is owned and operated by Brad Harper, owner of Swamp Dawg LLC, and began operation on Aug. 30, initially for drive-thru customers only, according to a news release.

“Our team is thrilled to offer the Lutz community a new restaurant experience with delicious hand-breaded chicken and more,” Harper said, in the release. “We are tremendously excited to begin working with the community and to partner with local schools in the area.”

The 3,715-square-foot restaurant, located off Interstate 75 and the State Road 54/State Road 56 corridor, will have indoor seating available for 70 guests.

Third-party delivery will be offered at a later date.

New businesses beginning to pop up, along U.S. 41

The signs sprouting along U.S. 41 — which is also known as Land O’ Lakes Boulevard — are an indication that new development is beginning to take root, on the main artery through Land O’ Lakes and Lutz.

New restaurants, a car wash and gas stations are coming. A new coffeehouse and meat shop have opened. A medical center and other developments, are planned, too.

None of this is on the same grand scale of the Tampa Premium Outlets or the Cypress Creek Town Center along State Road 56, but something is happening along Land O’ Lakes Boulevard that hasn’t happened in years.

New businesses are taking a chance on a long overlooked, heavily traveled highway.

“This is great,” said Pasco County Commissioner Mike Moore, whose district includes Land O’ Lakes. “As they have begun filling up along State Road 54/56, you’re seeing more happening along U.S. 41.”

Much of the new activity on Land O’ Lakes Boulevard extends from Bell Lake Road north toward State Road 52 and a nearly $50 million highway project that passes through Gowers Corner at U.S. 41.

For sale signs are plentiful, sites have been cleared and construction is underway — conveying a sense that new commercial projects are on the way, or could be coming soon.

A new Circle K gas station and convenience store is in the works at 7767 Land O’ Lakes Blvd., according to county records.

The project is being built by Frontier Building, according to a news release from that company, and the Circle K is expected to open in July.

Redstone Commercial is marketing more open land next to the Circle K.

Zaxby’s and Vortex carwash are planned for a location at U.S. 41 and Wilderness Lake Boulevard, according to posted signs and county records.

A 7-Eleven is anticipated at Bell Lake Road, along with another 7-Eleven at 9077 Land O’ Lakes Blvd., near the Tierra Del Sol subdivision, county records show.

Ps & Qs will be fluffing and styling pets from a new doggie day and boarding facility planned for 7495 Land O’ Lakes Blvd., near the community of Connerton.

Heights Meat Market, a longtime presence in the Tampa neighborhood of Seminole Heights, is operating at a small plaza at 5132 Land O’ Lakes Blvd. It opened in early 2020.

Aroma Joe’s coffeehouse is serving java, breakfast and sandwiches in a shop by the Preserve at Lake Wilderness.

A new restaurant is expected to open at 4422 Land O’ Lakes Blvd, the site previously occupied briefly by Mosquito Bar & Grill and before that by Rapscallions, a popular meeting place.

No details are yet available regarding what the new restaurant will look like, or the type of cuisine it will serve.

The old restaurant structure has fallen into disrepair, after its closure in 2013.

Longtime Land O’ Lakes resident Sandy Graves remembers how popular Rapscallions was, especially among nearby Bell Lake residents.

Graves is pleased to see some new development and redevelopment along Land O’ Lakes Boulevard.

“It’s nice to see any kind of progress,” Graves said. “I’d love to see more. It’s nice to see a new restaurant.”

There’s definitely room for improvement, she added, noting there’s still a lot of Land O’ Lakes that looks “stuck in the ’60s.”

Graves looks forward to bicycle trails being built in the future that follow along the old railroad tracks. And the completion of the Ridge Road extension, which will emerge at U.S. 41 across from Connerton, also could help, she said.

“It will be a lot easier going east and west in the county. I think things are looking up for Land O’ Lakes, which extends to the outlet mall.”

Graves sees positive changes along the northern corridor at the Pasco County Sheriff’s Office.

Frontier Building announced the construction of a Circle K gas station and convenience store, at 7767 Land O’ Lakes Blvd.

County officials and officials from Pasco County Economic Development Council Inc., previously have touted potential economic investment in the area that is likely to result from the development of the K9 Tactical Center/Florida’s Forensic Institute for Research, Security, and Tactics, or F.I.R.S.T., and the Adam Kennedy Memorial Forensics Fields, also known as the body farm.

These facilities are expected to attract forensics-related businesses and organizations, as well as national and international visitors to forensics conferences.

Road improvements on a northern segment of U.S. 41, plus substantial improvements along State Road 52, also are expected to support new development efforts.

And, the development of the Angeline community — along with a planned Pasco County campus of Moffitt Research Center — are expected to have a significant economic impact in Land O’ Lakes.

County records show developers are getting ready for what comes once the roadwork is finished.

Five years ago, the Tibbetts family rezoned its property at the southwest corner of Gowers Corner for residential and commercial development. No projects are announced as yet.

On property adjacent to the Tibbetts’ parcels, county records show Sandridge Commercial LLC applied for a “mass grading” permit to level and prep a large swath of land for an unidentified project.

Gowers Corner and U.S. 41 are on the development radar.

Meanwhile, the signs of new development on U.S. 41 are much less obvious south of Bell Lake.

O’Reilly Auto Parts has opened a store at 3600 Land O’ Lakes Blvd., and the Walmart Supercenter, at 1575 Land O’ Lakes Blvd., is opening a fueling station.

Businesses along the southern end of Land O’ Lakes struggle to redevelop properties after a road widening years ago that chopped off frontage, Graves said.

The county may need to consider overlay districts at locations along U.S. 41, to foster redevelopment efforts, she said.

Pasco is ushering in 2021 with more shops, restaurants

Shopping centers along State Road 54 and State Road 56 are continuing to attract more new stores and restaurants.

The Cypress Creek Town Center, Tampa Premium Outlets, The Preserve Marketplace, the Shoppes at Crossings Boulevard, Starkey Ranch Town Square, Starkey Ranch Business Center, The Shops at Wiregrass and the Grove at Wesley Chapel are building and remodeling in anticipation of new openings.

Total Wine & More is moving into the Cypress Creek Town Center in space formerly occupied by the Earth Fare grocery store.

The building, at 25535 Sierra Center Blvd., will undergo “interior alteration” for a remodel, according to a permit filed with Pasco County.

The town center, at the juncture of Interstate 75 and state roads 54 and 56, soon also will have a grand opening for Floor & Décor, now under construction on Sierra Center Boulevard. And, a Good Feet Store is on tap for the boulevard, too, according to county records.

A Hooters restaurant is under construction at the Shoppes at Crossings Boulevard at State Road 54 and Suncoast Parkway.

Across from the town center, construction is underway on an outparcel at Tampa Premium Outlets for a Tidal Wave Car Wash. A Zaxby’s restaurant also is anticipated. Recent arrivals at the outdoor mall include Main Event, Cigars International and Rock & Brew restaurant.

Along State Road 54, west of U.S. 41, online shopping will get a boost from an Amazon shipping center under construction at 17030 Mentmore Blvd. The facility is within the Bexley by Newland master-planned community, at the intersection with Bexley Village Drive.

E sushi & grill is open at the Starkey Ranch Town Square, at Gunn Highway and State Road 54 in Odessa.

The Shoppes at Crossings Boulevard, west of Bexley, is completing a makeover with a Hooters restaurant under construction. And, Pasco County just sealed a deal to bring Santander Consumer USA to occupy a portion of the former Target Superstore. The deal includes bringing 875 new jobs to the county.

Rasmussen College also previously submitted plans to the county, indicating it would occupy 44,000 square feet in the former big box retail store.

Further west, The Preserve Marketplace and two shopping centers by Starkey Ranch, off State Road 54, have construction work in progress. But, some shops and restaurants are open.

Amazon is building a shipping center at 17030 Mentmore Blvd., at the Bexley at Newland community, off State Road 54 and Suncoast Parkway.

CVS Pharmacy is open at The Preserve, along with the anchor grocery store, Greenwise. Majik Touch Cleaners is open, and 100 % Chiropractic is coming soon. Other businesses coming are Heartland Dental,  Chipotle, Panera Bread and Papa John’s.

At Gunn Highway and State Road 54, Publix is the anchor of the Starkey Ranch Town Square. Other tenants include e sushi & grill, J. Joseph Salon, The UPS Store, Polish The Nail Bar, and Zampelli’s Pizza and Pasta restaurant.

At Heart Pine Avenue, the Starkey Ranch Business Center hosts shops and restaurants including The Wicked Pour, Tropical Smoothie Cafe, Yoga Six and Hungry Greek restaurant.

Tidal Wave Car Wash is under construction on an outparcel at Tampa Premium Outlets, off State Road 54.

The Shops at Wiregrass, off State Road 56 and Bruce B. Downs, and the Grove at Wesley Chapel, off State Road 54 west of Interstate 75, both are welcoming new stores and restaurants, too.

The Grove is in the midst of a major makeover, in progress, following the $64 million purchase of the shopping center by Mishorim Gold Properties in 2019.

The company is investing more than $110 million to renovate the Grove. Plans include a shipping container park – known as KRATE – with shops, offices and restaurants. A stage will feature daily live entertainment. A dog park and a playground will build on the overall design in promoting a community place in Wesley Chapel.

On its Facebook page, the Grove recently began teasing to future tenants at the container park with the “12 Days of KRATEmas.” Among the tenants are 365 Café Italiano; ATO, specializing in sushi and burritos; Provisions, with specialty coffees and an artisan café menu; and The Cake Girl.

Floor & Décor will open soon at Cypress Creek Town Center in a shopping center on Sierra Center Boulevard. Also, a Total Wine & More is slated to move into the Earth Fare space.

RAW, a workspace collaborative, held a grand opening Dec. 3.

In addition, Prime Barbershop and Brooklyn Water Bagels recently opened. King of the Coop, a Nashville hot chicken eatery, soon will open, too, according to the restaurant’s Facebook page. It will be the second location for King of the Coop, currently located in the restaurant-rich Seminole Heights neighborhood in Tampa.

County permits also show Best NY Pizza Worx is coming to 6027 Wesley Grove Blvd., in the Grove.

The Shops at Wiregrass has opened, or will soon open, 11 new shops, according to a news release from the mall.

New shops are Beauty In Abundance, a beauty, hair care and make-up shop; Crimson Chain Leatherworks, specializing in costumes and accessories for Renaissance fairs, fantasy and historical reenactments; and Arega NY, a swim and activewear boutique.

Additional stores include a lululemon Pop-Up, specializing in yoga-inspired and athletic clothes for women and men; Chuck Lager’s American Tavern, a family restaurant with a classic menu of pasta and burgers; GO! Calendars Games and Toys; Ornament Shoppe, with decorative and personalized ornament selections; Design Hut, a boutique with personalized gifts including custom shirts; Hickory Farms, featuring cured meats, cheeses, wine pairings and hand-picked fruits; and, Fit2Run, a superstore with brand name athletic footwear, running apparel and accessories.

Sephora, a makeup and accessories boutique, is slated to open in spring 2021.

Dining and shopping options expand, near Wesley Chapel

Impacts from the COVID-19 pandemic have forced businesses to shutter, and others to regroup — but activity continues to hum along at the Cypress Creek Town Center, near Wesley Chapel.

Located at Wesley Chapel Boulevard and State Road 56, the outdoor mall features a broad array of shops, restaurants, stores and a hotel on the north side of State Road 56.

Meanwhile, across the way, on the south side of State Road 56, Tampa Premium Outlets occupies a large chunk of real estate, but is surrounded by free-standing restaurants, big box stores, an entertainment venue and other things.

The assortment of places to eat, drink, shop and have fun continues to grow.

The newest development is a massive Floor & Décor, now under construction at 25737 Sierra Center Blvd.

Crews were busy painting an exterior wall recently, and a sign hung on a chain-link fence made this promise: Coming soon.

Floor & Décor, headquartered in Atlanta, offers a wide assortment of in-stock, hard-surface flooring, including tile, wood, laminate/luxury vinyl plank, and natural stone, along with decorative and installation accessories.

Hockey enthusiasts can get their gear at Pure Hockey, a sporting goods store that specializes in that sport.

A number of other new businesses have opened nearby, or are expected to open soon.

They include:

  • Pure Hockey, 25629 Sierra Center Blvd., sporting goods store that specializes in hockey gear
  • La-Z-Boy Home Furnishings & Decor, a 13,560-square-foot store at 25960 Sierra Center Blvd.
  • Five Guys, a restaurant specializing in handcrafted burgers and fresh fries, at 25598 Sierra Center Blvd.
  • Crumbl Cookies, a dessert shop offering specialty cookies, at 25922 Sierra Center Blvd.
  • European Wax Center, at 25914 Sierra Center Blvd., provides a range of waxing services for the entire body.
  • Woof Gang Bakery and Grooming, a specialty shop for pet grooming, pet food and supplies, at 25912 Sierra Center Blvd.
  • Charles Schwab, at 25926 Sierra Center Blvd., which provides a range of brokerage, banking and financial advisory services
  • IVX Health, at 25930 Sierra Center Blvd., offers biologic injections and infusions for patients with health care issues, including Crohn’s disease, ulcerative colitis, lupus and multiple sclerosis.
  • Zukku Sushi, at 25916 Sierra Center Blvd., is opening soon, according to its Facebook page. It offers a menu of sushi burritos, curated pig bowls and curated sushi bowls, sashimi and nigiri.

Meanwhile, at the western end of Sierra Center Boulevard, Bloomin’ Brands plans to open a trio of restaurants.

Bonefish Grill, which is part of the Bloomin’ Brands family of restaurants, is expected to open soon, near Wesley Chapel Boulevard and State Road 56.

The first of those, Aussie Grill, opened in May, at 25340 Sierra Center Blvd. It is the first stand-alone restaurant in this brand that the chain has opened anywhere.

A Bonefish Grill is expected to open this fall, and a Carrabba’s Italian Grill is expected to open early next year, according to the company website.

The three restaurants will be clustered together with a shared parking lot.

On the southern side of State Road 56, Rock & Brews is in the process of hiring, in anticipation of opening soon.

Rock and Brews has been busy filling positions, in anticipation of opening soon.

The restaurant, at 26000 State Road 56, will have décor that features rock n’ roll posters. Televisions will play music videos, and diners will be able to play shuffleboard, corn hole and foosball.

The restaurant’s menu includes burgers, pizzas and salads — made from scratch with locally sourced ingredients. Plus, there’s a large selection of craft beers and an outdoor patio.

Nearby, Cigars International, at 2691 Creek Grass Way, recently opened — offering a selection of 1,300 cigar brands, a full-service lounge, an outdoor lounge and other amenities.

This sushi restaurant, in the Cypress Creek Town Center, is expected to open soon, according to its Facebook page.

Another recently opened attraction, Main Event, at 2839 Creek Grass Way, is a 49,000-square-foot venue offering 22 bowling lanes, billiards, laser tag, gravity ropes, shuffleboard, games, banquet rooms and various food options.

Future plans in the development call for a 70-seat Zaxby’s restaurant and a 3,120-square-foot  Tidal Wave car wash, in the general vicinity of the Aldi grocery store, which opened earlier this year, at 2215 Sun Vista Drive.

Beyond what’s already been developed, there’s also room available for future growth, according to a marketing brochure prepared by Colliers International.

The brochure reports an estimated population of 112,600 within a 5-mile radius of the center, with an average age of 37.8 years old and an average household income of $99,937.

Those statistics may explain why the area has fared so well, despite the COVID-19 pandemic.
