A spring cleaning was in order

Keep Pasco Beautiful once again encouraged volunteers to scour 43 locations in Pasco County for debris pickup, during its annual 2022 Great American Cleanup.

More than 750 volunteers logged 2,244 hours to help to clear public spaces, roadsides and waterways in Dade City, Holiday, Hudson, New Port Richey, Port Richey and Wesley Chapel.

The effort yielded 45,300 pounds of collected trash throughout Pasco County.

The City of Zephyrhills also hosted its seasonal “Neighborhood Clean-Up,” targeting Gall Boulevard to 12th Street and 12th Avenue to Fifth Avenue.

Fifteen Zephyrhills Public Works employees were on hand to assist with check-ins and roving cleanup in alleyways, and to facilitate the drop-off site at Zephyrhills City Hall, according to a news release.

Numerous items were disposed of, including tires, electronics, appliances, yard debris, mattresses and more.

Collection totals in Zephyrhills were: 150 cubic yards of mixed-debris; four appliances; seven TVs/electronics; 35 tires; and 17 drive-up drop-offs.

The idea of the city’s clean-up program is to help alleviate various Code Enforcement issues in certain areas, and the municipality at-large.

Zephyrhills librarian captures award-winning image

The timing could not have been better.

“On that particular night, the moon was perfect,” Lori Brightwell, Zephyrhills librarian, said about her prize-winning photograph.

The former professional photographer also noted: “With the right lighting and cropping, basically anyone can have equally good pictures.”
She used her iPhone to capture the moon shining through clouds, above Zephyrhills City Hall, with a fountain lit up in the foreground.

She knew it was a great photo, but was totally unaware of the photo contest.

It turns out that Kevin Weiss, the city’s public information officer, submitted the image as an entry in the Florida Cities and County Management (FCCMA) 2022-23 Membership Directory Photo Contest.

It was one of 47 submissions from jurisdictions across Florida that generated more than 25,000 views.

Brightwell’s photo garnered 360 votes, which yielded her third place in the competition.

Her photo now will be featured on the FCCMA home page from Jan. 1, 2023 to March 1, 2023.

“I’m very happy people voted for it,” Brightwell said.

She said it didn’t matter that her photo didn’t capture first place.

“I’m glad it’ll be on the cover, so everyone can see a part of this town that I just think is beautiful,” Brightwell said.

Before “accidentally becoming a librarian,” Brightwell worked as a professional photographer in the Temple Terrace area for more than two decades.

She graduated from the University of South Florida with a major in photography; she specialized in shooting weddings and national horse shows. In those days, Brightwell shot film and developed it in a darkroom at her house.

“I was told I would never get a job in photography,” she said, noting at that time, “there weren’t many women in photography either.”

But she worked as a photographer for 22 years.

When photography turned digital, it was harder to find work, Brightwell said.

That’s when she bought a horse from a principal, who helped her get a job as a school’s media specialist for a year while she also taught photography as an online class.

Shortly after, she became a librarian in downtown Zephyrhills and never looked back at photography — except when she has some free time.

“Honestly, this city is really a gem of a city,” she said.” There are so many little places that I wish I could do nothing but take pictures, if I weren’t always in the library. The snapshots that tell the story of Zephyrhills — the little details. That’s how you see the whole story of this town, which, in my opinion, is really beautiful.”

Especially late at night.

“I sent it to the city, just joking about how late us librarians leave, and I thought they might not think it was funny,” she said. “They loved the picture.”

“So, sometimes,” Brightwell said, “it’s worth it to leave that late.”

Redevelopment projects are making progress

Efforts are continuing on several projects being spearheaded by the Zephyrhills Community Redevelopment Agency (CRA).

Gail Hamilton, the director of the CRA, served up several updates on projects during a monthly November meeting at Zephyrhills City Hall.

For instance, CRA staffers are continuing to work with firms Furr, Wegman & Banks P.A., and BGE Inc., on the design of the “Little But Loud” downtown entertainment backyard hub, Hamilton said.

Staffers also are soliciting help from Main Street Zephyrhills Inc.’s design committee to review various proposals and criteria, she said.

The venue — to be developed on a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street — is expected to feature food trucks, vendor carts, games, live music, public art installations and various seating areas.

A more specific concept plan, with pictures, is expected to be presented at the Dec. 27 meeting.

That will give the board an opportunity to “see what we’ve been working on,” Hamilton said.

The venue site was once home to a Disabled American Veterans chapter building, and is situated just a block north of Fifth Avenue and adjacent to City Hall.

Hamilton also updated the board on work being done for the Hercules Park redevelopment project.

She said survey crews are expected to wrap up their duties for the park redevelopment project by Dec. 20, paving way for the design process to begin in early 2022.

The 12-acre park property is located at the corner of County Road 54 and Gall Boulevard. It’s expected to feature a multi-purpose trail, playfield, nature playground and picnic area, among other elements.

Also, the CRA director mentioned security cameras will be installed in Clock Plaza along Fifth Avenue, before the end of this year.

Clock Plaza — situated two blocks east of U.S. 301 in the city’s historic downtown district — is patterned after an old-fashioned town square that features a gazebo-style bandstand, a decorative clock, landscaping, and downtown parking.

This half-acre park features picnic tables nestled underneath shady oak trees.

The bandstand is used throughout the year for live entertainment during Main Street events, parades, and other social activities.

That location is expected to be just the first of several where cameras will be installed.

“We’ve been working with the police department to identify locations they’d like to have cameras,” Hamilton said. “The feed will go directly to the police department so they can see it in real-time.”

Hamilton also carved out time to praise Main Street Zephyrhills Director Faith Wilson and a new Main Street Board of Directors for helping facilitate downtown events, including Halloween Howl and the Festival of Lights Christmas Parade.

Wilson — hired in June — replaced Paxton McCullough, who held the role from June 2020 to May 2021. Before that, the Main Street leadership role was held by Anna Stutzriem, who resigned in March 2020 after more than two years on the post.

“They have worked incredibly hard,” Hamilton said of the Main Street staff and volunteers. “Last year, because of COVID, we had no events. We have a board that’s never done any events; they’re all new and have never done anything…but the Main Street board members and their committee members have really worked hard, gotten together, have figured out what needs to be done…”

The Oct. 30 Halloween Howl reported strong attendance. It also had 60 vendors, four sponsors and several new attractions, including sold-out historical ghost tours.

The Dec. 4 Festival of Lights reported eight sponsors, as well as four food vendors and eight concession vendors.

The event featured four co-grand marshals, which were standout teachers from the Zephyrhills area — Dustin Rowe (Zephyrhills High School), Michelle Elie (West Zephyrhills Elementary), Brian McKinnnies (Raymond B. Stewart Middle School) and Jaime Barrentine (Chester Taylor Elementary). A fifth educator also was recognized — Michelle Deloret (Woodland Elementary School) — but couldn’t attend the event.

Entertainment and music was provided by local community organizations, including Helen’s Baton and Dance Studio, the Zephyrhills Community Choir, and the First United Methodist Church Choir.

In other action, the CRA Board unanimously approved a $1,000 matching sign grant for Bulldog Performance Speed Shop, owned by Jeremiah Swindell, at 5047 Gall Blvd.

The business sells an assortment of after-market automotive parts and accessories, and features a full-service machine shop.

Offerings include diesel performance, lift kits, nitrous, rotating assemblies, crate engines and race fuel.

The total cost of Bulldog Performance’s new signage was $2,238.90.

The sign improvements fall under the CRA’s matching façade rehabilitation program, which aims to encourage rehabilitation and preservation of commercial buildings by offering a financial incentive of matching funds and limited technical assistance.

The general idea is to encourage an aesthetically pleasing business district, while eliminating blighting influences.

Roadway connectivity is key to Zephyrhills’ economic vitality

The Zephyrhills area has experienced burgeoning activity in the way of residential growth and commercial development.

Pasco County Commission chairman Ron Oakley has witnessed it firsthand, since being elected in 2016.

“Zephyrhills has been a very good, working city,” said Oakley, who represents District 1, which covers areas in East and Central Pasco.

“Economically, they’ve done very well over the years, and I mean, it just didn’t start here lately, it’s been that way.

“They have a good council here, and they have good planners and others,” the county board leader said.

But Oakley is especially enthused about the forthcoming roadway connectivity in and out of the city limits — which he detailed as one of the featured speakers at the fifth annual Zephyrhills Economic Summit held last month, at Zephyrhills City Hall.

The Oct. 13 event was organized by the City of Zephyrhills, Greater Zephyrhills Chamber of Commerce, Zephyrhills Economic Development Coalition, Main Street Zephyrhills, Pasco Economic Development Council (Pasco EDC), and AdventHealth Zephyrhills/Dade City.

These were among the finished or active projects that Oakley highlighted:

  • State Road 56 extension, from Meadow Pointe Boulevard in Wesley Chapel to U.S. 301 in Zephyrhills
  • Wire Road pavement rehabilitation
  • County Road 54, east to 23rd Street, which includes traffic signals, turn lanes, and multi-use path
  • U.S. 301/Pretty Pond Road, which includes traffic signals and median improvements

“Those are great things happening, because that’s going to help everybody move around better,” Oakley said.

Some countywide roadway upgrades also will benefit the municipality, too, Oakley noted.

That includes the $33.6 million diverging diamond interchange at Interstate 75 and State Road 56, which is expected to be completed in summer 2022.

Oakley put it like this: “What good is a diverging diamond to Zephyrhills? Well, economically, it helps people get in and out of the area, and it helps them get here, and then also to get out of here.”

There’s also the $64 million interstate interchange on I-75 at Overpass Road, south of State Road 52, scheduled for completion in late 2022 or early 2023.

“That’s going to help divide that traffic up from (State Road) 56, to Overpass to (State Road) 54 and then (State Road) 52,” Oakley said.

By spreading the traffic out, “your movement will be much better,” he explained.

Oakley was quick to point out that these big-ticket roadway infrastructure projects would not be possible without the mobility fees paid by surrounding growth and development.

“None of this happens without the fact that we’re doing a lot of residential development that brings in impact fees (mobility fees) and school impact fees that builds schools, and also pays for the roads that you see,” he said.

Large developments are in progress
Oakley also told the crowd about some of the large-scale developments that he said, “are cropping up everywhere around the city.”

He directed attention to Two Rivers, a master-planned unit development (MPUD) zoning off State Road 56, between Morris Bridge Road and U.S. 301.

Roadway infrastructure improvements — such as the Overpass Road connection with Interstate 75 — were a key theme during the fifth annual Zephyrhills Economic Summit.

The project is substantial.

The county has approved up to 6,400 residences, more than 2.6 million square feet of office and industrial, and 630,000 square feet of commercial uses.

The 3,405-acre property’s southern boundary is on the north side of County Line Road, and its northern boundary is on the north side of State Road 56.

The Two Rivers development also includes a site for an elementary school, middle school and high school, an 80-acre district park and a public safety site.

“All these developments are going to bring more people into the economy of Zephyrhills; very important for that economy,” Oakley said. “Those people coming in will be really helping a lot of businesses here in Zephyrhills.”

The speaker acknowledged the possible strain on services and utilities such as water and sewer, but assured local citizens that the county is well-prepared.

“There’s nothing wrong with good, planned growth,” Oakley said.

The commissioner also shared his vision and standards for new residential developments popping up in East Pasco.

These large developments, the commissioner said, should entail “good architectural views, good landscaping, and a place you’d be proud to live in.”

In the same breath, he pushed back on small-lot housing subdivisions.

“I honestly believe that we shouldn’t have 40-foot lots,” he said. “We have some, and they work, I guess, somewhere, but they’re really too small.”

He continued, “We want to build a whole residential development that’s more of a community, and not houses right beside each other, with no landscaping. We want something to be proud of in Pasco.”

Elsewhere, Oakley mentioned the county is working on plans to help small businesses, in the way of zero-interest loans, grants and other assistance programs.

“They’re pretty much the backbone of our community, when you think about all the small businesses,” said Oakley. “We have the big businesses, and they’re a different source themselves, but small business is very important.”

State Rep. Danny Burgess, R- Zephyrhills also participated in the economic summit, speaking virtually from his Tallahassee office.

His remarks focused on the forthcoming Florida National Guard Armory coming to Zephyrhills that is set to be located near the city’s municipal airport.

State lawmakers earmarked $25 million for the construction of the project during the past legislative session.

Burgess described the project as “a first-of-its kind, state-of-the-art armory.”

He said it will employ many full-time Army officers during the week, plus hundreds of soldiers and service people visiting on weekends.

The legislator views the armory as “a big economic driver” for the city, where soldiers and service members “work and eat and stay and play in our community.”

“It’s not just a military installation, it’s not just a home for the National Guard,” Burgess said. “It’s going to be really good, and it’s moving fast, so we should hopefully have some great direction here soon.”

What makes the project even more special, Burgess said, is that Zephyrhills is a community that has deep military roots and a record of support for the armed forces.

The city was founded by Civil War veteran Capt. Howard B. Jeffries, as a retirement area for union soldiers.

The city’s airport property was used by the U.S. Army in the 1940s as a training airfield for combat pilots.

“We should all be very, very proud of this,” Burgess added of the armory.

Burgess went on to praise the city’s windfall in the latest state budget, which included several appropriations, including $6.5 million for water and wastewater improvements on Handcart Road; $4.6 million for improvements to the Sarah Vande Berg Tennis & Wellness Center; and $3 million for improvements to the Zephyrhills Municipal Airport.

Said Burgess, “It’s a testament to our community, to the things that are happening in our community, to the businesses in our community and our community leaders.”

As a sign of the municipality’s wave of progress, back in June Florida Gov. Ron DeSantis appeared at Zephyrhills City Hall for a state budget-signing ceremony— penning into law a record-setting $101.5 billion budget for fiscal year 2021-2022.

The invite-only press conference drew several dozens of area residents, business owners and government officials, in a standing-room only affair.

Burgess also credited Florida Senate President Wilton Simpson (R-Trilby) for his continuous support of Zephyrhills at the state level.

“He has always looked out for that community, and he sees the value in our location geographically and from an infrastructure standpoint, and he just wants to see us succeed,” Burgess said.

Other featured presentations during the summit came from Zephyrhills Planning Director Todd Vande Berg; David Waronker, CBD Real Estate Investment president; Randy Stovall, Zephyrhills Economic Development Coalition chairman; and Tom Ryan, Pasco Economic Development Coalition director of business development.

Zephyrhills is now Pasco’s biggest city
The City of Zephyrhills has surpassed New Port Richey as Pasco County’s biggest city, based on data collected in the 2020 U.S. Census.

The Pasco County Commission discussed the shift during its board meeting on Oct. 26, noting that it will have to make some new appointments to boards that include a representative from the county’s largest municipality.

Census data reports that Zephyrhills had a population of 17,194 on April 1, 2020. Its population was 13,288 as of April 1, 2010.

New Port Richey’s population was 16,728 on April 1, 2020, compared to 14,911 on April 1, 2010.

Upgrades on tap for Zephyrhills Municipal Airport

Major renovations and changes are coming to the Zephyrhills Municipal Airport — in an effort to transform the facility from a general aviation airport to one that offers more accommodations for corporate jets.

Zephyrhills City Manager Billy Poe dished on the various happenings at the city-owned airport, located at 39459 South Ave., while speaking during the annual Zephyrhills Economic Summit at Zephyrhills City Hall.

The Oct. 13 event was organized by the City of Zephyrhills, Zephyrhills Chamber of Commerce, Zephyrhills Economic Development Coalition, Main Street Zephyrhills, Pasco Economic Development Council (Pasco EDC), and AdventHealth Zephyrhills/Dade City.

The city manager was among several speakers during the economic summit.

Poe quipped that the local airport is “the best in Pasco County,” adding, “part of that is because we’re the only general aviation airport in Pasco County, but we are growing.”

He opened his briefing by mentioning the progress coming along on the extension of Runway 1/19 — with tree-clearing already underway along Chancey Road.

The project lengthens the runway by 1,500 feet — up to 6,200 feet, from the current 4,700 feet.

The work is being funded through a $5.9 million state appropriation that was received back in 2018.

The 1,500-foot extension will allow the airport to accommodate an additional 17 different types of aircraft (including C-2 and D-2 corporate jets that hold anywhere from 14 to 20 passengers), Poe explained.

“We’re trying to grow, we’re trying to go more toward the corporate customers,” Poe said.

The airport also received $3 million from the state this past year to construct itinerant parking for all aircraft arrivals and departures other than local aircraft operations.

This upgrade goes hand in hand with the Runway 1/19 extension.

The parking is for the additional corporate jets the airport is hoping to attract through its longer runway, the city manager said.

Presently, incoming and outgoing aircraft are forced to park in front of the airport’s fixed-base operation terminal, which is not ideal, Poe noted.

“We have issues with the jet parking, right in front of the terminal, trying to get gas. It’s just not good; there’s a lot of potential issues that happen with that,” said the city manager.

Other airport improvement projects also are in the pipeline. These are mostly being funded with help from the Federal Aviation Administration (FAA) and the Department of Transportation (DOT), with the city contributing a smaller share. The list includes:

  • Rehabilitation and pavement of Taxiway A
  • Upgrades to the fuel farm
  • Upgrades to airfield beacons

Zephyrhills has its eyes set on greater aviation infrastructure improvements, too.

In advance of the 2022 legislative session, the city is requesting an additional $5.33 million from the state that would encompass building another taxiway, two box hangars and a newly renovated fixed-base operator terminal.

The most expensive proposition of the three-pronged initiative — if funding is approved — is a new fixed-base operator terminal, which would become a rest stop for pilots flying in and out of the airport, while also serving as an upgraded office space for airport staff.

Said Poe, “When pilots come in, they need to be able to plan the rest of the legs of their flight, have an area to come in, relax, watch some TV, take a shower, grab something to eat.”

Elsewhere, Poe underscored the critical role of the Pasco EDC — specifically business development director Tom Ryan — for helping to promote the municipal airport at ongoing events and conferences nationwide.

Ryan is responsible for business development of new and expanding office, technology, and industrial related businesses and parks, according to the Pasco EDC’s website.

His responsibilities also include coordinating strategies to support economic development efforts in targeted areas, including confidential site analysis, regulatory assistance, compiling location data and incentive programs.

“Tom makes trips all over the country and talks highly of Zephyrhills, and helps to market us (to places) where the city cannot get out to,” Poe said.

Poe also emphasized the airport could not make major improvements without grants from the DOT, FAA and state legislature.

He pointed out the city has received roughly $10 million worth of grants in the past three years alone, adding, “there’s (been) a number of grants, millions of dollars before that, and there’s hopefully, millions of dollars after that.”

CRA agency outlines initiatives

The Zephyrhills Community Redevelopment Agency (CRA) is hitting the ground running regarding initiatives in the city’s historic downtown district, in the new fiscal year.

The Zephyrhills City Council, which doubles as the CRA board, has approved the agency’s 2021-2022 budget for $879,814.

That’s a sizable increase from the previous budget, which was $578,244.

That boost is partially due to an increase in the agency’s ad valorem revenues during recent years.

In the fiscal 2021-2022 budget, the agency’s tax increment financing (TIF) revenues are proposed to be $562,848 — up from $428,630 in 2020-2021 and $315,410 in 2019-2020, respectively.

“What we’re doing is working,” CRA Director Gail Hamilton told the CRA board during a Sept. 27 meeting at Zephyrhills City Hall. “The values continue to increase, the market doesn’t hurt us any at all, so what we’re doing as far as residential is going well, it’s working. We’ve got some new commercial projects going in the coming year.”

However, Hamilton acknowledged retail spacing “continues to struggle” in the historic district, so the agency is planning some incentive programs to lure new merchants.

The bulk of this year’s CRA budget is set aside for three major capital outlay projects — combining to total $672,500:

  • Little But Loud outdoor venue: $250,000
  • First United Methodist Church of Zephyrhills parking lot improvements: $320,000
  • Entrance signage installation: $102,500

The Little But Loud project, planned at 38426 Sixth Ave., is envisioned as an entertainment backyard space of sorts featuring food trucks, vendor carts, games, live music, public art installations, and various seating and lounge areas.

It is planned for a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street, and is the CRA’s scaled-down version of Sparkman Wharf, a popular waterfront venue in downtown Tampa’s Channelside.

“I know there are some that say we can’t do it for $250,000, but we’re going to see what we can do,” Hamilton said, referring to Little But Loud.

Hamilton also underscored the importance to lease and repair the church parking lot located right in the center of downtown, at 38635 Fifth Ave.

She said the East Pasco town has few public parking options in downtown, aside from Zephyrhills City Hall, which is often at capacity.

“One of the problems that we encountered last year was that there is no public parking in downtown,” she said.

Besides formalizing a long-term lease, CRA funds will be used to address paving, stormwater and lighting issues on the church’s lot, which is over 20 years old.

“When a developer comes to us and wants to build something, we have strict standards on what the parking lot has to be. We have to follow those standards, as well,” Hamilton told CRA board members.

“It’ll be an asset to have a paved parking lot downtown,” she added.

Installing entrance signage to provide a gateway to the historic district is another noteworthy capital project.

The first sign is expected to be constructed and installed between Fifth Avenue and U.S. 301.

Moving forward, Hamilton said the agency is aiming to launch “a real campaign” about what the city has to offer “and try to get people motivated to look at downtown and the CRA district.”

The CRA director later encouraged city leadership to make suggestions about what else they’d like to see within the historic downtown district — which spans approximately 501 acres and encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street.

She noted some smaller undertakings in the past year included installing landscaping, benches and pots along Fifth Avenue; installing public Wi-Fi downtown; and installing streaming wireless audio speakers downtown.

“If there is a project, if there is something you see in another community, let us know, let’s talk about it,” said Hamilton. “The CRA has to be nimble enough that we can change and meet the demands of the market, because improving the market, improving the ad valorem taxes is why we’re here.”

Meantime, Main Street Zephyrhills Director Faith Wilson shared several event updates during the CRA meeting:

  • Preparations are underway for Halloween Howl, scheduled for Oct. 30 from 4 p.m. to 9 p.m., along Fifth Avenue. Family friendly activities will include a pony ride, petting zoo, haunted house, hayride and face painting. There also will be a ghost tour “to offer our citizens something new and exciting,” Wilson said.
  • The 2021 Festival of Lights Christmas Parade is scheduled for Dec. 4 from 4 p.m. to 9 p.m., in downtown Zephyrhills. This year’s event theme is “Candyland Christmas.”
  • The annual Zephyrhills Founder’s Day Parade and Heritage Festival may need to be rescheduled or pared to an evening event with no parade.

It’s anticipated March 5 date coincides with The Greater Zephyrhills Chamber of Commerce’s annual Pigz in Z’Hills BBQ & Blues Fest.

The city’s Founder’s Day event is supposed to be on the Saturday closest to March 10, without going beyond it. City officials are actively discussing various options and possibilities, noting parade attendance has fallen off over the years.

  • Main Street Zephyrhills Board of Directors approved a new “community and unity” initiative, which aims to help create a positive narrative around events and partnerships within the city. “We all want to do good for Zephyrhills,” Wilson said, “and by working together, we can do great things for our community, so organizations can join together with Main Street to co-host and coordinate events downtown, and instead of competition, it’s cohesive and we work together.”

One upcoming “community and unity” event is the First Florida Chapter of the Military Vehicle Preservation Association Fall Rally Honoring Our Nations Veterans, from Nov. 12 to Nov. 14.

  • Wilson also noted that she participated in the Florida Main Street’s fall quarterly conference meeting in Crystal River. “There were some great community branding and marketing strategies presented,” she said.

School funding issue highlights Pasco legislative delegation

More than 30 citizens and civic leaders made their voices heard on various hot-button issues during the annual Pasco County Legislative Delegation meeting at Zephyrhills City Hall.

Refining funding for area schools was among the key themes at the Sept. 1 gathering.

The annual event allows residents, elected officials, representatives of city and county governments, and civic organizations to speak directly to their legislators prior to the start of the next legislative session.

Pasco’s delegation includes State Reps. Amber Mariano, Ardian Zika and Randy Maggard; and State Sens. Wilton Simpson (current Senate president), Ed Hooper and Danny Burgess, respectively. Maggard was absent at the delegation meeting.

Pasco County School Board member Colleen Beaudoin opened the conversation on education — addressing the delegation on virtual school financing inequities.

Beaudoin asked state leadership to consider an amendment that would strike language from a Florida statute that puts Pasco’s virtual program at a disadvantage to the Florida Virtual School (FLVS) program.

Current law limits Pasco eSchool to earning full-time equivalency (FTE) funding during the 180-day school calendar, while the state’s virtual school can record FTEs throughout the summer,  Beaudoin explained.

This situation hurts students who wish to take online classes during the summer — whether that’s to meet graduation requirements or accelerate their learning, she said.

She also noted that Pasco eSchool offers more than 50 courses that are not available from FLVS, including high-interest electives, dual-enrollment, Advanced Placement, and career and technical courses.

“We want every opportunity to provide choice for our students and families,” said Beaudoin, a University of Tampa math instructor and department of education chair.

Beaudoin put forth three instances of funding being denied students to take district virtual classes.

“Please allow for the same funding that you provide for FLVS.”

United School Employees of Pasco president Don Peace stepped in to raise concerns about the state’s “formulation and categorical restrictions in the teacher salary increase allocation.”

The union leader said he agrees with Gov. Ron DeSantis’ plan to raise the floor on salaries to recruit new teachers.

But, Peace said there needs to be some accommodations for more experienced teachers, particularly regarding salary compression.

The first 15 years of teacher salaries have been compressed in Pasco — meaning that a 15-year teacher makes the same salary as a teacher fresh out of college, Peace said.

Peace suggested altering the state’s teacher salary allocation guidelines. Currently, it calls for 80% of funds to be used for increasing the base salary, with 20% for those already above the base salary.

He suggested that it should be split 50/50, which would allow school boards the ability to raise the ceiling on salaries to recognize long-term employees.

Peace also urged legislators to improve salaries for bus drivers, custodians, food and nutrition services workers and other support staff.

Tammy Rabon-Noyce is the executive director of CLASS Pasco, a nonprofit organization that represents the interests and advocacy for over 260 school principals, assistant principals and staffers.

She emphasized the need for legislators to involve school administrators and organizations such as CLASS Pasco in the drafting of education policies and funding.

She also asked the state to give local districts more freedom in spending decisions.

“We need autonomy over those (state) funds that you all so generously provide to us, and we ask that you consult with us — let us talk you through the implications of policies that you are considering, and tap our expertise,” Rabon-Noyce said.

Other topics included criminal justice, health care, small businesses, nonprofits, environmental and municipal infrastructure.

There was even talk about how the Sunshine State can better position itself to attract more film and television productions.

Tampa-based actor Ray Watters spoke on behalf of Film Florida, a statewide not-for-profit entertainment association.

The longtime professional actor underscored the potential economic windfall if Florida was able to attract more film and production companies.

“It’s really, really disheartening for me to know that Florida is the only state in the southeast, and one of 16 states throughout the U.S., without a program to compete for film and television projects, which puts us at a major competitive disadvantage,” he said.

Watters claimed that Florida has lost out on close to 100 major film and television projects that would’ve equated to over $1.5 billion spent statewide, 125,000 cast and crew jobs, and 250,000 hotel room nights.

A handful of passionate speakers called upon the legislative delegation to institute a statewide anti-tethering law.

Lutz resident Betsy Coville, a veterinarian for over three decades, said anti-tethering legislation promotes public safety and gives law enforcement additional tools to impede dog fighting.

Dog fighting, Coville added, is linked to illegal drugs and money laundering.

She also described the inhumane treatment endured by dogs who are tethered to a stationary object outdoors for lengthy periods.

“A dog on a chain has a very small, lonely world. They eat, sleep and live in the filth where they urinate and defecate,” Coville said.

“They’re at the mercy of rain, cold, heat, and sitting targets for biting insects and predators, both human and animal. They are not a part of a loving family, and rarely have appropriate food, shelter or veterinary care.

“Dogs are social animals and, over time, a lack of companionship and attention leads to fearful, anxious and often aggressive animals.”

Although four hours had been allotted for the legislative delegation meeting, speakers concluded their remarks within two hours.

Each guest speaker had been given three minutes to make their points and requests.

“Believe it or not folks, Pasco County has showed how you do a delegation meeting,” said Burgess the delegation chair, referring to the meeting’s efficiency.

The Florida Legislature kicks off the 2022 regular session on Jan. 11. The fall interim committee meeting schedule began Sept. 20 and runs through early December.

Zephyrhills tennis center changing membership packages

The Sarah Vande Berg Tennis & Wellness Center in Zephyrhills is overhauling its membership pricing model — in an effort to streamline options, encourage more annual memberships and better capture growing demand for play.

Among the most noteworthy changes are raising seasonal and non-resident rates essentially across the board, while removing age-specific senior (over 65) and junior (17 and under) packages in favor of a comprehensive one-size-fits-all individual membership.

The Zephyrhills City Council approved the requests from the facility’s private operator, Tennis Pro Florida LLC, during an Aug. 23 regular meeting at Zephyrhills City Hall. Zephyrhills entered into a management agreement with Tennis Pro Florida in October 2019, when it was established that any membership changes required council approval.

Sarah Vande Berg Tennis & Wellness Center’s Chief Financial Officer Nick Walton made a presentation at the meeting on the proposed changes, expected to take effect this month, following the council’s action.

During a presentation to council members, Walton began by detailing the tennis facility’s popularity since its soft opening last September, even in the wind of the coronavirus pandemic.

The state-of-the-art complex has seen some 2,000 visitors who have been there at least once. It also has about 175 members who pay monthly dues.

“It’s been a crazy year this past year,” said Walton, emphasizing the consistent turnout.

The $4.9 million tennis complex at 6585 Simons Road in Zephyrhills is marketed as “Tampa’s first boutique-style racquet sports and wellness club.”

The city-owned, but privately operated facility offers:

  • 11 regulation-sized outdoor tennis courts (nine clay surface, two hard surface)
  • Eight outdoor pickleball courts
  • Four outdoor padel courts
  • Outdoor multipurpose turf field
  • A nearly 8,000-square-foot indoor clubhouse, featuring a full-service restaurant/cafe, fitness center, salt room, yoga room, cryotherapy chamber and pro shop

Tennis center leadership is striving to attract more annual members, and to encourage patrons to use more of the facility’s supplementary offerings, beyond tennis, Walton said.

“We have people coming once a month, they pay the non-member rate, but what we want is people to become members, so they’re kind of incentivized to come every single week, and enjoy all of the services that we have to offer,” he said.

Simplifying its existing membership model will help, Walton said, which he labeled “a little confusing currently, because there’s so many levels.”

Changes include tapering membership combinations from 72 different options down to 24 choices.

Membership increases for seasonal, non-residents
The most significant price hikes will be coming to six-month, seasonal membership offerings —to both Zephyrhills and non-Zephyrhills residents.

A seasonal, tennis-only membership was set at $160 total for Zephyrhills residents and $200 total for non-residents.

Now those rates will more than double —  to $344 total for Zephyrhills residents and $430 total for non-residents.

Other activities show similar seasonal hikes.

A seasonal, pickleball-only membership jumps from $120 total to $264 total for Zephyrhills residents, then from $150 total to $330 total for non-residents.

Annual rates for non-residents are slated to go up, to varying degrees, too.

Encouraging more activities, beyond tennis
Walton went on to discuss the facility’s current supply and demand issue for tennis, in comparison to myriad other sports and activities.

Because tennis is “overwhelmingly” the facility’s largest attraction, that’s causing issues with accommodating adequate court space needs for all users during the evenings, he said.

While “a great problem to have” in one sense, Walton said, the facility is working on inventive ways to encourage other offerings, too. This may include offering one-week trials and other specials highlighting pickleball, padel, fitness classes and so on.

“We don’t want to box anyone out with pricing, but we want to allow ourselves to make money, and we’re almost maxed out with the tennis community,” Walton said. “We almost want to say, ‘Look, we’re not going to sell anymore tennis-only memberships, because we’re running out of courts.”

The council unanimously approved the facility’s membership model request, following some back-and-forth discussion.

Councilman Charles Proctor summarized the membership changes: “We all know, prices go up, so you’re going to have to raise the price, that’s inevitable, so I mean, I don’t have any problem with what I’m seeing here.”

Meanwhile, the Sarah Vande Berg Tennis & Wellness Center has grander plans in play in the next year or so.

The city received a $4.7 million state appropriation this year to construct six additional outdoor hard tennis courts, as well as a 30,000-square-foot indoor tennis facility with the capability for other sports and activities, such as soccer, ping pong, banquets and ceremonies.

Another membership step is expected in September 2022, in advance of the targeted completion of the additional outdoor courts and indoor multipurpose facility.

Zephyrhills sets legislative priorities

The City of Zephyrhills has solidified three legislative projects to present to the Pasco County legislative delegation at its annual meeting.

The session is set for Sept. 1 from 9 a.m. to 1 p.m., at Zephyrhills City Hall, 5335 Eighth St.

The public, and representatives of various interest groups and local governments are invited to present their requests to the delegation before the 2022 Legislative Session begins.

With that, the Zephyrhills City Council unanimously approved a staff recommendation to seek funding for the following multimillion dollar projects, during an Aug. 23 regular meeting:

  • Sewer main extension/water main extension — Kossik Road and Fort King Road ($3.48 million)
  • Zephyrhills Municipal Airport — taxiway, two box hangers, fixed-base operator/terminal ($5.33 million)
  • Zephyr Park improvements ($5 million)

The next step was for representatives from the city to ask state Rep. Randy Maggard and state Sen. Danny Burgess to sponsor the projects on its behalf, during the delegation meeting.

Here’s a closer look at the priority projects, which also were outlined in a report prepared by Zephyrhills City Manager Billy Poe.

Sewer main extension/water main extension — Kossik Road and Fort King Road
This $3.48 million project calls for connecting sewer lines along Kossik Road from U.S. 301 to Fort King Road, then from Fort King Road north to Phelps Road and south to Simons Road.

It also includes a water main along Kossik Road, from Greenslope Drive to Fort King Road.

The sewer main portion will allow for the decommissioning of existing septic tanks along the route and will accommodate proposed development.

The water main portion will create a loop in the system, allowing for redundancy by being able to service the area from different directions.

The comprehensive project, Poe said, “will help to create a loop for the water system and install a sewer main that’ll open up our system, kind of in the northwest corner of our city.”

Zephyrhills Municipal Airport — taxiway, two box hangers, fixed-base operator/terminal
This Zephyrhills Municipal Airport improvement project is three-pronged, with each portion combining to total $5.33 million, if funded in its entirety.

The first piece calls for two box hangers on the southern infield — totaling slightly over $1.9 million — to house larger aircraft and boost economic development opportunities in coordination with the extension of Runway 1-19.

The housing of aircraft at the airport also will help to increase turbine operations, therefore beneficial for future FAA (Federal Aviation Administration) funding, officials say.

The second portion — totaling $725,000 — would be the construction of the parallel taxiway, from Runway 5-23 north to Taxiway Bravo to allow aircraft housed in the proposed hangers to access both runways 5-23 and 1-19.

The project’s third component is to construct a new fixed-base operator terminal — costing $2.7 million — to offer better service to pilots that fly in and out of the airport.

Poe said the airport project can be split into separate parts, but advised the entire package be submitted to the delegation, “and then let the state say, ‘Hey, we would only like to fund half of that, or a portion of it.’”

The airport is located at 39450 South Ave.

Zephyr Park improvements
For the past several years, the city has conjured up various ideas on how to spruce up the 34-acre Zephyr Park, at 38116 Fifth Ave.

It presently features Alice Hall Community Hall, lighted tennis courts, handball, fishing, picnic pavilions, barbecue grills, horseshoe pits, playground equipment and a lakeside trail.

But the Zephyrhills Community Redevelopment Agency (CRA) envisions the community park to be much more — a place within walking distance to the city’s downtown core, intersecting recreation, fun and art.

Redeveloping the space into a blended urban natural park would provide a connection from downtown to the west of the CRA district, officials say, while promoting the economic development of surrounding neighborhoods and expansion of the downtown area.

The city organized a community open house back in May 2016 to gather input on what enhancements residents would like to see at Zephyr Park. A Zephyr Park master plan also was completed shortly afterwards, by project consultant Kimley-Horn and Burkhardt Construction Inc.

A draft concept shows an event lawn, family fun zone, wedding lawn, dog park, history garden, splash pad, fitness zone, bandshell, and pedestrian bridges, boardwalks and terraces surrounding Lake Zephyr, among other frills.

Should Zephyr Park gain state funding — is requesting $5 million— Poe acknowledged that staff will revisit and likely refine some of the park’s drafted redevelopment plans “because it has been several years,” since those talks took place.

The city manager put it like this: “We’ll look at it, talk about it, tweak it, because, you know, maybe the interest of the community has changed from the time when we originally did the plans, so we’ll look at all that.”

Dade City Commission solidifies legislative priorities

The City of Dade City has identified four legislative priorities to present to the Pasco County legislative delegation at its upcoming annual meeting.

The session is for Sept. 1 from 9 a.m. to 1 p.m., at Zephyrhills City Hall, 5335 Eighth St.

The public and representatives of various interest groups are invited to present their requests to the delegation before the 2022 Legislative Session begins.

Pasco’s delegation includes State Reps. Amber Mariano, Ardian Zika and Randy Maggard; and State Sens. Wilton Simpson, Ed Hooper and Danny Burgess, respectively.

The Dade City Commission is seeking state funding for these key priorities:

  • Morningside Drive Extension: $8 million
  • Meridian Avenue/21st Street/St. Joe Road-Suwanee Way Intersection: $4.2 million
  • Wastewater Transmission Forcemain: $4.7 million
  • Wastewater Treatment Plant Relocation — design and permitting: $1.75 million

The four projects are described, in a staff memo, as elements that would foster “an overall favorable effect on our local and regional economic development efforts.”

The city document explains how the municipality’s economy has been “greatly enhanced” through redevelopment efforts during the past several years.

But it also underscores the town’s “many challenges” that are related to its aging infrastructure systems and its large percentage of nontaxable properties.

The memo also mentions “the need to attract more business, industry and residential rooftops to help improve its local economic situation.”

Dade City, incorporated in 1889, has a population of about 7,400. It is the county seat of Pasco County.

Here’s a more detailed look at the priority projects:

Morningside Drive Extension
The primary aim of extending Morningside Drive is to relieve Clinton and Meridian avenues by providing additional eastbound and westbound travel options for residents and visitors. But the extension also would provide direct east-west access for AdventHealth Dade City.

The proposed roadway also would accommodate new development, improve emergency response times and serve as a corridor for the extension of utility services.

City leaders, however, were surprised when they learned the project’s expected cost.

The city received $5 million in state appropriations in 2019 and is now asking for an additional $8 million. That money, if awarded, would go toward securing necessary right of way and constructing the road.

The initial $5 million is paying for a route study, design and engineering of the project.

Meridian Avenue/21st Street/St. Joe Road-Suwanee Way Intersection
Officials say a roundabout would greatly improve efficiency and safety at this five-point intersection on State Road 52.

The project is promoted as a gateway to assist the town’s central business district and surrounding neighborhoods. It also is expected to provide a better traffic pattern for city and county residential subdivisions that are approved to be built west of the intersection.

City Manager Leslie Porter told commissioners that state legislators in the district have encouraged the city to submit the project for funding.

This comes after the Florida Department of Transportation (FDOT) narrowed the original project’s scope and pushed it back on their priorities list, she said.

The intersection request will call for a full roundabout to best leverage safety factors, Porter said, and therefore would most likely require the acquisition of right of way, hence the $4.2 million price tag.

Mayor Camille Hernandez labeled this asking price as “much more realistic” compared to some lower estimated costs thrown around in prior meetings and discussions surrounding the project.

Wastewater Transmission Forcemain
In simple terms, construction of a new wastewater transmission forcemain will direct wastewater to the city’s wastewater treatment plant.

The $4.7 million project is designed to foster growth in a financially disadvantaged community, too, officials say, with a secondary benefit being the reduced need for septic systems to serve commercial and residential growth.

The city manager told commissioners that staff also is pursuing a separate grant opportunity for the force main initiative.

Wastewater Treatment Plant Relocation — design and permitting
Dade City currently owns and operates a 1.5 million-gallons per day (MGD) wastewater treatment facility situated in the heart of the environmental justice Mickens-Harper neighborhood.

But this current facility site is built out with no room for expansion or upgrades to accommodate a higher level of treatment, officials say.

Meanwhile, the city is experiencing an increase in development that will impact future capacity.

The project also is slated to benefit the environment and impaired water bodies — Withlacoochee River Basin, Big Gant Canal — into the Hillsborough River Basin through implementation of a three-stage biological nutrient removal process.

Aside from seeking $1.75 million in state appropriations for design and permitting, Porter told commissioners the city is pursuing alternative means to see the entire project through.

“This is, you all know, a large project, so we’re looking at every possible funding source we can,” Porter said.

After the commissioners reached consensus on their priority projects, at the commission’s July 27 meeting, the mayor encouraged city stakeholders to attend and take part in the upcoming delegation meeting.

Hernandez — who plans to attend — urged that whoever speaks on behalf of the city keep talking points on the projects “very brief and to the point,” as more in-depth presentation materials can be sent to legislators’ aides ahead of time.

“We learned that brevity is a good thing, especially at those events,” said Hernandez. “There’s lots going on. It’s one after another for (the legislators), so it’s a pretty busy day.”

Porter concurred “a very brief script” is the way to go when addressing the delegation.

Hernandez went on to point out there’s no indication any or all of the projects — some carryovers from prior years — will get sponsored for state funding. “They may all go by the wayside, (or) something may get picked up,” she stated.

Commissioner Scott Black offered optimism regarding the possibility of securing state funding for the designated projects.
