Smaller gas tax hike could return next year

Without new funding sources, roads in Pasco County could be in trouble. And while county officials have brought several options to the table, commissioners chose to revive one debate that created quite a ruckus last fall: the gas tax.

“I’ve heard enough from the citizens before that I am not going to support a gas tax,” said Commissioner Henry Wilson, who joined fellow commissioner Jack Mariano to defeat an earlier proposed 5-cent gas tax hike in September.

Moments later, however, Wilson softened his stance, saying he might consider a compromise that would bring a proposed increase to just 3 cents.

That could make a big difference in what is now a $5 million gap in the county’s capital transportation fund. A 3-cent increase could raise that much money, and cost drivers 6 cents a day, assuming gas stations passed that tax on to drivers.

However, to fund all of the county’s transportation needs beginning next year, Pasco would need to raise $8.5 million. And that’s where a new option can come into play — raising property taxes.

That option, mixed with a gas tax, had the commission buzzing last week. With a 3-cent gas tax increase, the county would only have to raise taxes 0.1905 mills, equal to an annual increase of less than $10 for a $100,000 home that claims $50,000 in exemptions.

Raising property taxes for road and bridge projects would affect homes in all parts of the county, including incorporated areas. But the county would not be required to share those revenues with the individual cities, like it would for other options.

Commissioners won’t have to decide on a new plan until next year, but giving county administrator Michele Baker and her staff some direction in which way they’re leaning could help with the planning process, Baker said.

“We have years of decisions to deal with, but going forward, we have very limited revenue, and we have to come up with a plan on moving forward,” she said.

By moving money intended to build new roads into accounts that would maintain existing roads, more than a dozen projects as part of an overall 15-year plan would be affected, officials said, totaling $151 million, with $55 million earmarked from gas tax revenue.

Projects like Bell Lake Road from U.S. 41 to Alpine Road would be pushed from 2015 to 2017. It also delays other projects like County Road 54 from State Road 54/56 to Progress Parkway, as well as Starkey Boulevard from River Crossing Boulevard to DeCubellis Road to the next decade.

Other projects would be moved off the schedule completely, like the third phase of Collier Parkway to Ehren Cutoff, as well as Twenty Mile Level Road from State Road 54 to Collier Parkway.

Commissioners did indicate they would likely reject other options brought to the table, including creating a new municipal service taxing unit and tolling options.

Another funding possibility could come in the form of a real estate transfer tax, a documentary stamp tax that could raise 45 cents for every $100 value when real estate is sold. The county would only have to tax 28 cents for every $100 value for the full $8.5 million. Such a move there, however, would require approval by the state legislature.

County moves forward with artificial turf fields at park

Players and spectators who frequent Wesley Chapel District Park off Boyette Road already find the accommodations too crowded. And that has one county commissioner questioning why Pasco is more focused on attracting tourists to the field than trying to help service the demand there.

The county had sought bids to build two artificial turf fields at the park, only to get one bid that was $499,000 over what Pasco was willing to spend. Having such fields would attract out-of-town tournaments and teams, something Pasco won’t be able to do with grass fields, said Ed Caum with Pasco’s office of tourist development.

“I cannot market grass fields,” Caum told the commission at a recent meeting. “We have had field problems out there before for overuse.”

Commissioner Jack Mariano, who represents west Pasco, disagrees, however. He said those who use the park are frustrated, because they are butting heads with other teams that want to play out there.

“They would rather have five grass fields than two artificial fields,” Mariano said.

The lone bid came from QGS Development Inc., of Lithia, at just under $2.2 million. That was nearly $500,000 over the budget the county set.

Instead of giving up on the artificial turf fields, however, county administrator Michele Baker said she’s ready to just send the request for bids out again with tighter specifications.

“We think that turf fields are the way to go for tourism opportunities,” Baker said.

Yet, Pasco is struggling to meet the demand placed on the fields. In August, eight soccer teams and 120 players transplanted to parks in Zephyrhills. And it could be permanent.

“It places a burden on the families,” Jeff Olsen, a soccer coach whose daughter travels to Zephyrhills, told The Laker/Lutz News earlier this month. “There’s lost time as a family. There’s lost time for homework. There’s an extra rush on the evening schedule and extra costs for gas. So there’s a burden there.”

Wesley Chapel isn’t alone, however, said Commissioner Pat Mulieri, who represents the area. And at some point, the county is going to have to stop building more fields.

“We are never going to be able to give everybody every field they want,” Mulieri said. “Go to Land O’ Lakes, go to the community center, everybody is overbooked. There has got to be a time when the board says this is what we can do, and that is it.”

In the end, Mariano joined the other commissioners in rejecting the sole bid and sending out for new bids to build an artificial turf field.

At the same time, Baker said the county will begin talks with one of the primary users of the field, the Wesley Chapel Athletic Association, to work out a cooperative agreement covering the new fields once they are built.

However, construction would not begin until next spring at the earliest.

Embrace medical growth, ditch old habits, experts say

Nancy Reagan made the saying popular in the 1980s, and it’s time Pasco County learns it: Just say no.

That was the recommendation of the Urban Land Institute, the independent growth and development analytical group that has spent the past five years exploring the ins and outs of the county.

And in its first major presentation of its findings in a meeting last week, ULI officials said Pasco has approved enough residential and commercial development that would keep builders busy — until 2088.

“This condition presents tremendous challenges to the master planner,” said Dan Conway, an urban land economist from Denver who works with ULI. “Supply outpaces demand by a factor of 8-to-1.”

That number caught retiring County Commissioner Pat Mulieri by surprise.

“I think it’s interesting, the idea that we have to say no,” Mulieri said after the meeting. “We recently started not spreading (new development) like peanut butter, but I didn’t know we had enough for 75 years. I would be 150 by the time they had it all built.”

The oversupply shows growth management in Pasco is out of control, Conway said, and could also affect overall values. By not focusing on key geographic areas — especially those areas that are already set up for utilities and other services — the growth in Pasco could easily become more expensive than the county can bear.

Over the next decade, the Tampa Bay region will average about 25,600 new jobs each year, bringing 53,000 new people into the area annually. Of that, 3,600 jobs will be created in Pasco each year, causing population to grow by 11,000.

And a third of those jobs, not surprisingly, will come from health care, said April Anderson Lamoureux, an economic development expert who worked under Massachusetts governors Mitt Romney and Deval Patrick, who now lends her services to ULI.

“You need to review all your public expenditures throughout the county and think of new ways to drive those dollars,” Lamoureux said. “And 25 percent of that marketing should go exclusively to the health market. This includes going to health companies, pitching them to locate in Pasco, and developing tools specific to the industry that will entice them to pick Pasco over other viable opportunities.”

The health care market in Pasco has exploded, especially in the central part of the county, where two new hospitals have been built in recent years. Pasco has to ensure the appropriate supporting medical facilities and doctor offices surround the hospitals.

Not only does the county have to attract the right companies, but it also needs to provide the necessary infrastructure — like workforce housing, efficient public transportation, and the appropriate retail and pedestrian routes to support the employee base that would work on these expanded campuses.

“Career academies are a terrific resource, but we should be careful not to dilute the offerings,” Lamoureux said. Instead, the county could focus on specific medical disciplines.

County Administrator Michele Baker said she took 10 pages of notes throughout the ULI presentation, and would need some time to absorb all the information shared. She does agree, however, that it’s time to cast away some of the old habits — like approving new development without considering its future impact — and make room for some new ones.

“I’ve been here for 20 years, so some of those old habits might be mine,” Baker said. “I might have to do a little gut-check myself.”

The key to successful growth would be a stronger working relationship between the county and its incorporated towns, a relationship that has never been solid. Yet, consistency across the board is going to be necessary to get Pasco back on the right development track, and that means having cities like Zephyrhills and New Port Richey as partners will be key.

“We cannot do it alone,” Baker said. “It requires better dialogue between us and the cities, and us and the development community to seek out the opportunities for us to take advantage of.”

Obstacles facing Pasco County
The Urban Land Institute outlined the key areas that are holding Pasco County back. They include:
• Absorption and Projections — Approved growth far exceeds the county’s absorption capacity, meaning it will take decades for all the approved developments to actually be built.
• Sustainable Site Systems — Pasco needs to increase the priority for quality of life services, like affordable housing and transportation.
• Transportation Planning and Funding — Pasco needs to collaborate on regional transportation services, working with other counties to make everything connect.
• Economic Development — The biggest focus here must be on the medical industry as well as ecotourism.
• Shaping Strategies — County planners have to think further out with more effective plans to make future growth work.
• Leadership — Get rid of old habits. It’s holding the county back.
• Fiscal — The overall vision needs funding. That means reconsidering the gas tax, and possibly increasing the tourism room tax.

Pasco motorists could pay a nickel more at the pump

People living, working or traveling through Pasco County will pay 5 cents more per gallon of gasoline beginning Jan. 1, if a proposed tax hike is approved by the Pasco County Commission.

The increase will help the county do a better job of filling potholes, tending landscapes, grading dirt roads and maintaining the county’s roads, officials said.

Commissioners are expected to vote on the issue on Sept. 10. But two commissioners already have spoke in favor of a higher gas tax.

Ted Schrader and Pat Mulieri supported a potential gas tax increase during a commission workshop last week. Schrader said county staff members made a solid case for it.

“This is not a ‘wants’ plan, it’s a ‘needs’ plan,” Schrader said.

“This is an extremely important issue,” Mulieri said. Additional funds are needed because Pasco is a different place than it used to be. “It’s not your grandfather’s Pasco.”

The county’s current gas tax is 7 cents a gallon and the proposed tax would take it to 12 cents a gallon, which is the maximum level.

Commissioner Henry Wilson asked if the county could set the tax so that it would automatically expire in 10 years. Such a tax might be more acceptable to some people if they knew it was only temporary, he said.

County Administrator Michele Baker said that was possible. But if commissioners do move forward with an increase, the county’s proposed budget — already under consideration by the commissioners — would need changes.

Either way, the county must find a way to address its needs, Baker said.

“Our infrastructure is aging and falling apart,” Baker said. “This is a national problem.”

As the federal and state governments grapple with finding ways to repair their roads and bridges, it is unlikely that the county will receive additional funding to address local needs, Baker said.

“If we want to improve the infrastructure in Pasco County, it’s on us,” she said.

Baker also noted there’s a direct link between the quality of the community’s infrastructure and its property values. It affects not only current property owners, but also affects the county’s ability to attract new businesses.

Schrader agreed. “People, when they come here to look — that’s what they’re looking for, is the appearance.”

“Curb appeal, literally,” added Commissioner Kathryn Starkey.

The county has been waging a losing battle in its quest to maintain its roads and landscaping because of deep budget and staffing cuts, Baker said. The road and bridge department has lost a third of its budget since 2008, going from $8.9 million to $6.3 million. Its staff has been reduced from 90 employees down to 40, and at the same time, the county has added 240 lane-miles of new road.

“You have 50 less people to grade roads, mow right-of-way, do landscaping, fill potholes, put up signs, trim trees,” Schrader said.

If the proposed increase is adopted, the 5-cent increase would generate $6 million the first year and $8.1 million per year thereafter. The first year is less because the tax would only be in effect for nine months of the fiscal year.
