Sharing the beauty of organ music is this man’s quest

He’s 74 now, but Dave Cucuzza recalls a moment from decades ago — as if it was yesterday.

He was 8 years old at the time, living in Bradford, Pennsylvania, and his family was heading out to church.

Their car was buried in snow, though, so they had to dig it out.

By the time they arrived at church, it was the High Mass.

“The organist was up in the balcony in the back, and it was a stone church, so the sound really reverberated — with the high ceiling.

“And, at the end of the Mass, he had everything on — on the organ. He did full organ,” Cucuzza recalled.

“That sound roared out there and echoed through that place,” he said. “I’d never heard it full blast.

“That’s when God gave me that little gift box — wrapped up so nicely — of music, that was going to be a big part of my life,” said Cucuzza, who now lives in Land O’ Lakes, is one of the volunteer organists at Tampa Theatre. (See related story.)

Hearing that huge sound set Cucuzza off on a quest.

He just had to learn to play organ.

First though, he took piano lessons.

He played on an upright piano his dad had acquired from a friend.

“It was a great hulking thing. And, it never was in tune much, because it was so old,” Cucuzza said.

He hated playing it. It simply didn’t sound right.

His wish to play the organ was finally granted when he was 13, after his family moved to Florida.

He had talked about playing the organ so much, his dad went out and bought a used one, Cucuzza said.

The young musician took lessons from Frances Slocum.

She was a kind and generous teacher.

“If she didn’t have anybody after me, she would give me extra time.

“She was always positive, and she showed me the basic way that songs were written, and she taught me how to learn a song in the most simplest of ways. And then, in the next month or two, add different things to it so that when you would play it, after a couple of months, it sounded like you really knew your stuff.

“People would think: ‘Wow, how did you learn to play like that? You must have been playing forever.’

“She taught me how to learn,” he said.

Cucuzza practiced constantly.

A little too much, in fact, for his family.

“They would kindly ask me to take a break,” he said.

Cucuzza said he didn’t learn in the classic fashion, but had a solid foundation in music theory.

He learned by listening to great organists, too.

“E. Power Biggs was the organist that made at least 35 albums for Colombia Master Works.

“He was a Bach guy. I would listen to it, because some of his bigger sounds. When he would get a lot of stuff going — using a lot of sets of organ pipes on a piece — it would really sound massive.

“I thought, ‘Wow, listen to that.’”

He also admired Virgil Fox.

Fox took liberties with the pieces, while Biggs was a purist, Cucuzza said.

Listening to them inspired him.

“I loved to hear it, so I was drawn to it, again and again. It would just make me want to do it more,” he said.

Playing in all sorts of venues
Cucuzza sold organs for a living, and performed at restaurants, awards ceremonies, baseball games and other events. He estimates he’s played on at least 50 organs.

At Tropical Acres Steakhouse, in South Florida, one couple, in particular, dropped in frequently.

“I don’t know when they ate because they danced nearly every song,” Cucuzza said.

Stirling’s Country Kitchen, another South Florida restaurant, had lots of regulars.

“I knew all of their songs, and I’d play their songs when they came in. They’d be waiting to get seated, and I would play their song and wave. And then, when they’d get their food, I’d play their song again,” he said.

He played organ for preseason baseball, at what was then Joe Robbie Stadium, before Miami was awarded the Marlins.

When Wade Boggs came up to bat, Cucuzza would play “Wade in the Water.” And, when Cal Ripkin was at the plate, he’d play the movie theme from “Superman.”

Dave Cucuzza is one of several volunteer organists who share their talent at Tampa Theatre. The theater is dark for now, but it will be live-streaming a performance of a guest organist on May 22.

One gig he particularly enjoyed involved playing in a gathering space at the Broward Center for the Performing Arts, in Ft. Lauderdale — leading up to numerous performances of a touring group of the Radio City Rockettes.

At Tampa Theatre, he plays a variety of songs hoping to have something for everyone, in the 20-minute pre-show.

He wants the audience to experience the full, rich sounds of organ music.

He hopes to ignite a passion for this music, and perpetuate a need for it.

He put it like this: “I want to have them love this sound — and have to have this sound, in their life.”

No matter where he’s playing, he hopes to pass along the joy he derives from organ music.

“There’s so much connected with music. It does such great things to people, and for people. And, it’s like, you’re happy after. You’re happy that they enjoyed what you did, and you tried to do what they enjoyed.

“You’re trying to make that connection. It’s something they really can’t buy,” he said.

Mighty Wurlitzer plays on, during pandemic

When the iconic Tampa Theatre opened in downtown Tampa in 1926, it was hailed by The Tampa Daily Times as perhaps the finest achievement of its kind, south of the Mason-Dixon line.

Besides laying claim to being Tampa’s first air-conditioned building, the theater, at 711 N. Franklin St., boasted a Mighty Wurlitzer, which, at that time, had 1,400 pipes.

Flash forward to the present — when patrons arriving to the theater often are treated to a pre-show provided by one of the volunteer organists.

“People love it. They absolutely love it,” said Jill Witecki, the theater’s director of marketing and community relations.

“There is something about seeing that organ rise up out of the floor — and to know that 93 years ago, when we opened, that’s what you were hearing,” she said. “It’s magical.”

Like all movie venues across Florida, Tampa Theatre was forced to go dark because of concerns about the potential spread of the deadly coronavirus disease-2019 (COVID-19).

So, while its doors are closed, theater staff have turned to virtual offerings to continue providing ways to connect with patrons.

One such event is set for May 22 at 7 at p.m., when the nationally acclaimed organist Steven Ball will accompany the 1926 silent comedy film, “The General,” starring Buster Keaton.

Ball will play his original score to an empty theater auditorium, while the event is livestreamed on the Tampa Theatre Facebook Page.

Ball isn’t the only highly recognized organist to grace the stage at the historic theater.

Rosa Rio, one of the few female organists to play during the silent film era, also has accompanied films there.

Trained in classical music at the Eastman School of Music in Rochester, New York, Rio accompanied screenings at venues such as Loew’s Burnside Theatre in New York and Saenger Theatre in New Orleans, according to a story by Sherri Ackerman, published on Aug. 26, 1998 in The Tampa Tribune.

Rio survived the emergence of “talkies,” played live backup to national television soap operas and went on to teach some of the finest musicians in the country, according to Ackerman’s account.

Witecki recalled Rio’s performances at Tampa Theatre.

“Rosa didn’t come to us until much, much later in her life,” Witecki said, noting Rio had retired to Sun City Center and came to the theater to attend a friend’s concert.

“When she saw this place and saw this organ, and saw they were willing to bring in — you know — volunteer organists, she was on board,” Witecki said.

“She played for us for, I think, seven or eight years. She played up until a few months before she died — and, she died at 107,” Witecki said.

The organ feels right at home here
The Tampa Theatre is the perfect place for an instrument like the Mighty Wurlitzer, Witecki said.

“The architects never conceived of amplified sound coming out of speakers when they built this building. It was built for unamplified music. It was built for a 21-piece orchestra or a pipe organ. That’s why the music in here sounds so incredible,” she said.

When the movie palace opened, it featured silent films.

“It was live musicians sitting up there,” Witecki said.

“It wouldn’t be uncommon that the full orchestra would play the weekend shows, the big Friday night shows. But, on a weekday, if you didn’t want to pay 21 musicians to be here, you could bring in one organist instead,” she said.

“With an organ, it’s not just the organ that’s important. You’re also playing the building,” said Dave Cucuzza, a volunteer organist for the theater.

“The building picks up the sound and amplifies it,” he said.

Besides playing traditional rich organ tones, Tampa Theatre’s organ can produce all sorts of special effects, including a train whistle, a horn, a siren and others.

It can produce bright sounds, low sounds, soft sounds and loud sounds, Cucuzza said.

It can set a mood, create an atmosphere.

Cucuzza gets a thrill out of sharing his love for organ music.

“I want people to be able to hear that sound because what they’re hearing is the same exact thing that people heard in 1926, during the silent movie era,” the organist said.

And, while the sounds of the organ can transport people back in time, there was a time when the organ at Tampa Theatre fell silent.

After the talkies came along, the organ fell into disuse and was sold to Bayshore Baptist Church, where it remained for decades.

It was returned to Tampa Theatre in the 1980s, with the help of the Central Florida Theatre Organ Society. Members of that society help to maintain the organ and some of them volunteer to play for film screenings and events.

Witecki said the theater welcomes additional volunteer organists, but noted a vetting process is required.

The more volunteers the theater has, the more it can share a form of music not commonly heard today, she said.

The theater tries to offer organ music as often as it can before screenings.

However, Witecki noted: “We are at the mercy of our organists’ schedules, whether or not they are able to make it.”

During the holidays, for instance, there often are sing-alongs before the classic movies begin. Most of the shows during a recent season had coverage.

However, Witecki noted: “We did have a few shows that didn’t have an organist — and man, did we hear about it.”

You can’t visit the Tampa Theatre now, because like other movie theaters it is closed due to concerns over the potential spread of coronavirus disease-2019. Pasco schools brace for tough budget

Pasco County Schools is gearing up for a tough budget year.

“We have been working on budget,” Pasco County Schools Superintendent Kurt Browning told school board members at a May 5 virtual school board meeting.

“It’s not a so-rosy picture of a budget. We’re working with department budgets and the district budget as a whole. We know that it’s going to be tight, and we’re very cautious going into this next budget and school year, not knowing what the Legislature is going to do, or possibly do, as it relates to any special session.

“I just wanted the board to know that we’re having some very, very, very serious discussions about the budget,” Browning said.

Board member Allen Altman told his colleagues that they need to be forward-thinking about the possibility of budget cuts.

He said having to make cuts during the Great Recession was “the worst experience of my elected career.”

“I can tell you that I’ve talked to a couple of directors of state agencies in the past week, who have quietly been told to look at what a 20% cut would do. And, I looked today at the sales tax figures for Florida for month of March and they were down $770 million, and April is expected to be even worse.

“We don’t need to start jumping out of ships yet, but I think that it would be prudent for us to be cognizant of the situation that the state and other local governments may be in and consider that, as we make decisions going forward,” he said.

He also told board members he had met with the Value Adjustment Board and the county’s tax roll will be certified at about $27.4 billion for 2019. That compares to slightly more than $25 billion for 2018.

But, he said, “there is some fear going forward that commercial real estate, especially in retail and boxes, could see upwards of a 20% decline.”

Board member Cynthia Armstrong said she listened to a webinar hosted by the Florida School Boards Association that featured three chief financial officers talking about what to expect, and what school boards should be doing.

Revenue figures for April will be released on May 25, which should give the district an idea of what it will be looking at, she said.

During the webinar, the CFO said  “to expect that it’s very possible that the Legislature might go into special session, say in November, and adjust the budget, and we definitely could have some drawbacks,” Armstrong said.

“So, when we do our budget, we’re going to have to think about that, that it’s very likely that the budget could be cut, partway through the year, and we need to make sure that we’re planning for that,” she said.

“It’s going to be a very tough budgeting year for us,” she said.

She also noted that supporting the pay raise that’s in state legislation may require the district to reduce its staffing allocations.

Armstrong also urged the board to return to a face-to-face board meetings, to the degree possible, as soon as possible.

She said that fosters better communications at a time when important conversations must be had.

School board member Alison Crumbley agreed that discussions are more effective when they are done in person, to the degree possible.

“Hopefully, we’re going to get to that point really, really soon,” she said.

School will feel different, going forward
Don Peace, president of United School Employees of Pasco (USEP), commented on distance learning and what to expect in the future.

“Some students have found that they are better suited to this manner of learning. Still others long to be back in the traditional classroom, interacting with teachers and classmates,” Peace said.

“Maybe there’s case to be made that a hybrid of sorts could be utilized for future learning, capturing the best of both worlds,” Peace added.

“Whatever the case, I think we better have some options available next fall.

“However next year plays out, whether we start on time, or after Labor Day, it will definitely not be the same scenario that we left before Spring Break.

“Families may decide it not best for their student to return to a brick-and-mortar building for either real, or imagined, fears.

“Some of our teachers may elect not to return for their own reasons.

“I think that next year is going to be really trying for all of us, in matters other than just financial.

“I am asking the district to keep USEP in the communication loop, regarding any future plans, as we certainly are all in this together,” Peace said.

This animal control officer helps pets, and people

Michael Northrup, who works for Pasco County Animal Services, has been named Animal Control Officer of the Year by the Florida Animal Control Association.

A nomination submitted on Northrup’s behalf said, in part, that during 2019 Northrup displayed “compassion, dedication, expertise, awareness and incredible decision-making.”

The nomination noted that Northrup responded to more than 1,000 animal control calls that year.

And, while he’s an animal control officer, he’s also provided help that goes beyond the call of duty, to Pasco residents.

For example, the nomination notes, that on Aug. 9, as Northrup was driving home from work on the Suncoast Parkway he noticed cars veering around another vehicle.

As he got closer, he realized the vehicle was on fire — and, as it pulled out onto the grass, the grass caught fire, too.

Northrup pulled over, radioed Pasco Fire Rescue and the Sheriff’s Office for assistance, then he used a fire extinguisher to put out the fire.

Less than a week later, Northrup and Animal Control Officer Stephanie Martin responded to a call about loose dogs.

While there, an elderly woman told Northrup that her caregiver had been physically harming her, had moved relatives into her home and had been letting her animals run loose.

While Officer Martin talked to the caregiver, Northrup called the Florida Abuse Hotline, Pasco Fire Rescue and the Pasco Sheriff’s Office.

As a result, the elderly woman’s family moved her into assisted living, where she can get the care she needs, the nomination says.

In another case, Northrup noticed a woman was running in a dangerous intersection, yelling for someone to hit her with their car.

Northrup called to get the woman help, then waited for it to arrive.

He also helped Animal Services’ return to owner rate by 25% in one year, by reuniting more than a dozen animals to their owners in the field, without the animals having to be impounded.

Winning the award was an honor, Northrup said, but he wasn’t especially enthused about being in the spotlight.

He likes keeping a low profile and doing his job.

To be honest, he said: “I don’t like awards. I don’t like interviews. I don’t like recognition.”

When he went to work as an animal control officer, he thought the vast majority of his work would involve interacting with animals.

As it turns out, though, much of the work involves helping to mediate disputes between people regarding animals.

Calls can range from a claim that a neighbor’s dog barks too much to a report of a pack of dogs mauling someone.

“People call in crazy stuff,” he said, noting he doesn’t take complaints at face value.

“A lot of the times I find it to be more of a people problem, than an animal problem.

“A lot of times, it’s an ongoing dispute, with either one of their neighbors and they want someone to intervene — to use some type of enforcement action to alter their behavior in some way, shape or form,” he said.

“I look at every call, if I were in their shoes, how would I want that to be handled?” he said.

Frequently  he finds himself telling people something they don’t want to hear.

“You may not like what the person is doing, but that doesn’t necessarily mean they’re doing something wrong,” he said.

In other words, what seems objectionable to someone might not be a violation of a Florida Statute or a county ordinance.

“You have the right to call. We have the right to decide what we’re going to do,” he said.

“I’ve always treated everyone with firmness, fairness and dignity. Everyone deserves that,” he added.

He believes in using a straight-forward approach.

“Direct is my way of life. I usually don’t beat around the bush,” he said.

Reaching out to help those with special needs

Even in the best of times, navigating through government bureaucracy can be challenging.

But for people with special needs, that becomes even more daunting during a global pandemic.

A virtual town hall hosted on April 29 by Pasco County Commission Chairman Mike Moore and Pasco County School Board Chairwoman Colleen Beaudoin aimed at helping individuals and families find the resources they need, while managing life under new circumstances.

They were joined in the virtual town hall by panelists:

  • Dr. Monica Verra-Tirado, chief of the bureau of exceptional student education and student services at the Florida Department of Education
  • Darcy McDowell, director of student accessibility services at Pasco-Hernando State College
  • Celeste Kellar, principal at Pepin Academies Pasco campus, a school that specializes in serving students with special needs.

Pasco Commission Chair Moore addressed issues of concern relating to services available from county government, while the other experts focused on education and related services.

Beaudoin offered reassuring words for parents.

“Some families have expressed concern about keeping the instructional momentum going at home and fear that their students will regress,” Beaudoin said. “Please try not to worry. There is a plan in place to address that.

“Pasco County Schools is prioritizing compassion and grace. Please don’t hesitate to reach out to your child’s teachers, if your family is feeling frustrated or overwhelmed. We all want what is best for all of our students. There is a lot of support that’s available to students and families.”

Questions also have been raised about how special services are being provided now, during this time of online learning.

Verra-Tirado addressed that issue.

She said the state has been clear that students are expected to continue to receive the special services they would receive in a traditional setting.

“The good news is that we’ve got a lot of new technologies that allow for the use of platforms, such as telehealth, in order for our teachers and therapists to provide a wide range — a continuum of services — in this very unique time,” Verra-Tirado said.

Kellar said Pepin Academies students  “are still getting their necessary services that they need, through the tele-therapies. We are making sure that their accommodations are met,” she said, just like they would be in the classroom.

McDowell said Pasco-Hernando State College also is providing accommodations for students online.

“We have used Zoom a lot for our courses,” McDowell said, noting that allows face-to-face interactions.

Beaudoin said the Pasco school district is reaching out to families, individually about their services and therapies.

“I can say that my son did get his speech therapy this week, via Zoom,” she said.

If for some reason a family hasn’t already heard from their school, they should contact their school, she said.

The panelists also addressed the issue of parents trying to balance tele-working and the special education needs of their son or daughter.

Verra-Tirado addressed that question: “I can tell that’s been the main comment that I’ve received from parents during this time.

“My advice to them is that they need to balance what they’re doing with what their children are doing.

“It takes them being scheduled, just like their children are being scheduled.

“Schedule the more difficult work their child is doing, when their workload is not as heavy.

“That’s real stressor for a lot of our families. I’ve told them, it’s not worth stressing out for. We’re going to try to balance it as best we can.”

McDowell, who has a daughter with autism,  offered this advice: “Take breaks.”

“We’ve just taken it one day at a time, and honestly, what’s really worked for me is reaching out to friends and family,” McDowell said, noting she belongs to a Facebook group for moms with kids with special needs.

Beaudoin advised parents to break down the work into manageable chunks, and to schedule the work in a way that works best for them.

“Keep in mind, we have a lot of flexibility. Just reach out to your child’s teacher. Our administrators and our teachers know that they have flexibility, and they’re going to work with families.

“Don’t wait until you’re feeling so frustrated and upset. Just reach out and you can make adjustments,” Beaudoin said.

She also recommended seeking out support groups, which can provide excellent information about resources that are available.

Provide opportunities to ‘virtually socialize’
Others asked for guidance on how to keep kids motivated, and how to create opportunities for them to interact with friends, while away from school.

As for socializing, McDowell said her daughter Skypes with friends and in-laws, and plays online games.

Her daughter also interacts with others via phone, Chat, Zoom and FaceTime.

Having ways for students to see each other and their teacher is important, Kellar said.

“That social aspect of education is a huge part, that you forget about it sometimes, you’re so concentrated on getting the curriculum,” she said.

Verra-Tirado agreed:  “We’re hearing that all over the state. That can completely change a youngster’s day.”

When students are able to see teachers and friends, it’s reassuring to students, she said.

If parents or grandparents don’t know how to work the technologies, they should reach out to their schools. They can help families, the education experts said.

Another question was posed regarding whether students can repeat the grade.

The experts said that requires a close evaluation before a determination could be made.

Beaudoin put it this way: “That is a major decision and one that should not be made lightly.”

Commission Chairman Moore touched on some issues of interest to the elderly, and also regarding people requiring a special needs shelter, in the event of a hurricane.

He responded to a question relating to senior citizens who have disabilities who do not have access to a computer for ordering groceries.

“We have a nonprofit here in Pasco County called CARES and they’re offering grocery service for seniors over 60 years old. The service itself is free, but the senior prepares a grocery list or a loved one at home helps prepare that grocery list, and they do pay for their groceries. They’re also providing care packages and toiletries,” he said.

The commission chairman also said: “It is getting close to hurricane season. Now is the time if you or a loved one or a child has special needs, to go ahead and register for the special needs program when it comes to evacuations.”

Fewer resources, tighter budget

Pasco County is estimating a $5.7 million hit to its general fund this fiscal year, due to impacts from the coronavirus disease-2019 (COVID-19) pandemic, according to County Administrator Dan Biles.

Biles shared that projection during the Pasco County Commission’s virtual board meeting on May 5 .

“We think we have a plan in place to be within that revenue within the next six months, from an expense standpoint,” Biles said.

“We sat down over the last couple of weeks and went through some various options to, I will say, restrict spending in the general fund over the next several months, as we get a better handle on what our revenues will be in the general fund. The specific departments that are being hit outside the general fund, like gas tax, transportation trust fund, tourism — are all working their specific plans to make sure they can manage with the revenue they expect to come in, the reduced revenue.

“From a general fund perspective, we’re putting in place what I will call a ‘soft hiring freeze.’

“If you need a person and you can justify that person up to your assistant county administrator level, then we can still go through the process of hiring that position. It’s not a hard freeze.

“There are some places where it still makes sense to hire that position, depending on what that position is. All fy 20 (fiscal year 2020) business initiatives that have not been implemented have been placed on hold, until we see what our revenue looks like over the next few months.

“Obviously, travel is restricted, so we’ve swept all of those funds out of that department, into a savings account. There’s not a lot of in-person training going on right now, so the costs for those conferences and classes have kind of been swept up. Any training that’s required for certification, we are still allowing that training, but most of that training is virtual today, anyway.

“We are working on carefully watching our large purchases the next few months to make sure, again, if it’s something that has to happen or it is something that we can wait until we see (the revenue,” Biles said.

“The revenue numbers from March didn’t dip as much as we expected. That’s good. They weren’t as high as we had budgeted for that month, either.

“So, there was a small dip.

“As we are working right now, building the fy 21 (fiscal year 2021) budget, I will say that on the general fund and these other funds that will be impacted by this, it will be a very lean budget. As, in, there will not be any business plan initiatives proposed because … we will probably take a pretty significant hit on the sales tax even into (fiscal year) 21, and into (fiscal year) 22, we’ll probably take a hit on the ad valorem side because building will be slowing down over the next several months, which means our new construction number in (fiscal year) 22 will be lower than what we’ve seen in the next few years.

“I will say that building permits were down about 25% from March to April. That’s probably within what we expected the market to do.

“There’s still a lot of building going (on) out there, but that’s still down 25% March to April, and that’s probably going to continue to drop over the next couple of months until people get a feel for what is happening out there in the economy.

“In short, we’ve done our due diligence on our (fiscal year) 20 expenses, we think we’ve got a plan in place that will keep us within the projected revenue in (fiscal year) 20. And, that our (fiscal year) 21 will be very lean, with respect to new business plan initiatives in the general fund — very close to zero right now — unless we see some change in the revenue perspective,” he said.

Commissioner Kathryn Starkey said she’d just read a Wall Street Journal article that said housing prices were up almost 8% in March.

“It looks like the trend is that the demand is still very strong and the supply is not so good.

“I also saw some comments by Taylor Morrison in an article that they are still actively looking for land, that they are kind of focusing on adult retirement, and they still see the demand in Florida as very strong.

“So, hopefully, we’ll bounce very quickly,” Starkey said.

Serving up food — to sustain, comfort

Concerns about the potential spread of coronavirus disease-2019 (COVID-19) has flattened the economy, causing many to seek out help for the first time to put food on their tables.

Here is a look at some efforts, to help feed others, across The Laker/Lutz News coverage area.

Collecting food to feed the hungry

As they unloaded her donations, she became emotional — thanking the volunteers for what they are doing to help people struggling through the pandemic.

She was obviously touched by the effort.

Pasco County leaders have held food drives for the past two weekends to collect donations. The first drive was in the parking lot of the former Super Target store, off State Road 54, west of the Suncoast Expressway, and the second at Sam’s Club of Wesley Chapel, off State Road 56, in Wesley Chapel.

High-ranking officials from Pasco County Schools, the Pasco Tax Collector’s Office, the Pasco County Clerk & Comptroller’s Office, state legislators, and candidates for office, were there to help. Pasco Fire Rescue employees, Pasco Sheriff’s Office employees and others volunteered, too.

The community responded, bringing bags and boxes of food — loaded with pasta, peanut butter, jelly, crackers, soups, rice, canned goods and more.

Monetary donations are still welcome and can be made through the Pasco Education Foundation at PascoEducationFoundation.org. Checks can be made payable to Pasco Education Foundation and mailed to P.O. Box 1248, Land O’ Lakes, Florida, 34639.

Farm-Fresh Pop-ups
When Pasco County Schools receives donated fruits or vegetables, it holds Farm Fresh Pop-ups, and the free fresh produce goes fast.

At its first Pop-Up, the district gave away more than 30,000 ears of corn in about 2 hours.

At its second one, on May 8, it handed out 10-pound variety boxes of vegetables containing such veggies as cucumbers, potatoes, radishes, collards, broccoli, peppers, squash, and eggplant.

Those were gone in 45 minutes.

At the pop-ups, which are held in different locations, school district officials are practicing safe social distancing and wearing masks.

Those picking up the free foods are asked to stay in their vehicles and to pop their trunks, so the food can be placed in their trunks.

Feeding Florida and L&M donated the variety boxes.

The district also continues to provide five breakfasts and five lunches, once a week, to students 18 and under, at specific locations. As of May, it had served more than 820,000 meals.

Outdoor dining allowed to expand
Pasco County officials are providing more flexibility to restaurants to expand their outdoor dining space by allowing them to set up tables in parking areas and other outdoor areas — without a county permit.

The move was made to give restaurant operators more options, as they contend with decreased business due to COVID-19.

Under phase one of Gov. Ron DeSantis’ reopening plan, restaurants were allowed to operate indoor dining rooms at 25% capacity and to have dining outdoors, with the proviso that tables be kept 6 feet apart from each other.

To help expand restaurant capacity, Tampa officials have closed streets in some areas, so restaurants could set up tables there.

In Pasco, officials allowed restaurateurs to expand outdoor dining on their own properties.

The expanded seating may be used during the restaurant’s normal business hours, and the allowance will expire when full-capacity indoor dining returns, according to a county news release.

The Box Kitchen Restaurant in Land O’ Lakes appeared to be one of the few restaurants within The Laker/Lutz coverage area taking advantage of the county’s relaxed rules.

Providing hot meals in hard times
Three initiatives in Pasco County are aimed at providing hot meals, while supporting restaurants at the same time.

In the “Dining Out at Home” program, Pasco County has partnered with the Area Agency on Aging to have restaurant meals delivered to eligible senior citizens.

In “Operation Feed Pasco,” local restaurants are helping to supply meals at local food pantries and soup kitchens. The county is partnering with United Way of Pasco County on that effort.

Restaurants that would like to participate in Operation Feed Pasco should call United Way at (727) 359-7999, to see if there are any slots left.

In Pasco FLAG2020, meals are being purchased from local restaurants and then provided to people working on the front lines of the pandemic.

The program is being championed by Pasco County Commissioner Kathryn Starkey, who was inspired after seeing coverage of two women in New Jersey who launched the national program.

So far, 64 meals have been delivered through that program to AdventHealth Dade City, 41 have been delivered to BayCare’s North Bay Hospital in New Port Richey and 106 meals to Medical Center of Trinity.

In addition to Starkey, other local elected leaders who have been involved in raising money, include Pasco County Commissioner Ron Oakley, Pasco County Schools Superintendent Kurt Browning, Pasco County School Board member Allen Altman, former Pasco Clerk & Comptroller Paula O’Neil and State Rep. Ardian Zika.

Congressman fields questions in virtual town hall

U.S. Rep. Gus Bilirakis held a series of virtual town hall meetings recently, to field questions and share information regarding assistance available amid the coronavirus disease-2019 (COVID-19) pandemic.

Bilirakis took part in a Zoom session with members of the North Tampa Bay Chamber on May 5.  He also had other sessions scheduled with other organizations, including The Greater Pasco Chamber of Commerce and The Greater Zephyrhills Chamber of Commerce.

The congressman offered practical suggestions, and expressed empathy for the frustrations that local business owners and individuals are experiencing — in the wake of health concerns and  the financial meltdown caused by COVID-19.

The Centers for Disease Control and Prevention has reported more than 1.3 million positive cases nationally and nearly 79,000 deaths.

Bilirakis told those participating in the virtual town hall that he has heard complaints about the process used for government assistance.

“Since the establishment of the Paycheck Protection Program, I’ve heard from countless small-town constituent business owners that the application process was difficult to navigate and that many lenders were not receptive to their needs. This is what we’ve been hearing, folks.

“It’s very frustrating to know that many well-known business chains received millions of dollars in program funds and that those applications may have been prioritized by lending institutions.  I emphasize ‘may,’” Bilirakis said.

He also noted that he has worked to have money specifically set aside in the PPP program to provide help for truly small businesses — those having 25 or fewer employees.

“Our nation’s family owned businesses, mom and pops, and self-proprietors are already competing with national and international competitors — particularly during good times, particularly with the Internet now. So they need the help,” Bilirakis said.

The set-aside, “was a reflection of my work,” the congressman said.

He’s also heard from small businesses who want greater flexibility on the forgiveness side of the loan.

“Some of the businesses haven’t been able to open, obviously, because of the executive order, plus it might not be safe to do so. So, there should be flexibility with that seven or eight weeks,” Bilirakis said.

“As we move forward, we need to find even better ways to ensure that our local businesses get the help they need in this or any future crisis,” Bilirakis said.

The nation needs to be prepared, in case the virus reoccurs in the fall, Bilirakis said.

Bilirakis also noted that he will be introducing legislation “that will do even more to provide direct support to the small businesses.”

“You know, you employ more than 50% of the employees. You create the jobs. You’re the innovators,” he told those listening in.

“Through no fault of your own, you’re not getting business. It’s because of the virus,” Bilirakis said.

“In these times, sometimes you throw out the playbook because people are desperate.

“They’ve invested a lot of their own money in these businesses. We want to save these mom-and-pop businesses, in particular.”

The congressman added: “I think in the next couple of weeks, we’ll have an additional package. What it’s going to look like? We’ll see.”

Bilirakis also addressed a concern that has been expressed about workers being reluctant to go to work because the government is providing a $600 a week federal payment, on top of state unemployment benefits.

He noted: “If you write the letter asking them to come back, then they’re not eligible for further unemployment.”

Summer Robertson, the congressman’s deputy chief of staff, elaborated: “If the employer puts the request for their employee to return to work in writing and the employee refuses it, and the employees continues to claim unemployment, that will be considered fraud and they will be prosecuting fraud.”

She said employers “need to have their employees understand that.”

Others taking part in the town hall expressed concerns about not being able to negotiate with their landlords for temporary relief on their lease payments. Bilirakis suggested they call his office to see if the office can help them find solutions to that problem.

Robertson also touched on the importance of testing to secure data that’s needed to help get the nation reopened.

“The No. 1 thing that the health professionals keep telling us on these calls is that best way that we can help save lives is by identifying who might be impacted.

“The more people who get it, the better criteria that we have, the better decisions we can make, based upon that data,” she said.

Robertson also said: “Just today, Pfizer announced that it is moving into human trials for its possible vaccine for COVID. That process has been ramped up.

“When you have the vaccine available, you’re better to contain the death count,” Robertson said.

Bilirakis also addressed the problems that the state of Florida has been having with its unemployment system.

He noted it’s a state issue, not a federal matter.

But, he added: “It is a huge problem. The governor has recognized that, and there’s an ongoing investigation.”

Although it is a state issue, Bilirakis said his office is helping people by trying to find out the status of specific cases, he said.

Robertson added: “There are a lot of people in terrible situations — haven’t received income in two months, and we’re doing the best we can to communicate those frustrations and those concerns with the state.”

Deal approved to merge fire departments

The Pasco County Commission has approved a merger between Pasco Fire Rescue and the Zephyrhills Fire Department.

The approval came on May 4, which followed the Zephyrhills City Council’s approval of the merger on April 27.

Pasco Fire Rescue Chief Scott Cassin outlined benefits of merging the departments.

The merger represents the end of an era for the Zephyrhills Fire Department, which has been in existence for more than 100 years. Negotiations to hammer out the terms of the deal took about 10 months.

The merger provides benefits for both the city and the county, Cassin said.

It will enable the county to respond more quickly to emergencies, since it will have two additional fire stations.

Those fire stations each will be equipped with ambulances, too, which the county will move from stations that have two, Cassin added.

The county will be acquiring all of the equipment currently at those stations, which includes a ladder truck, Cassin said.

That will give Pasco Fire Rescue greater capability in responding to high-rise firefighting on the east side of the county, Cassin said.

The merger also will create a unified dispatch for 911 calls. Currently the city has its own 911 center and handles its own calls.

Under the agreement, the two dozen full-time employees that are currently employed by the City of Zephyrhills will become county employees.

The cadet program established in Zephyrhills will continue, but will operate under the same umbrella as the county’s cadet program, which is in West Pasco, Cassin said.

Having both programs will minimize the drive time for some of the students that participate, he said.

The City of Zephyrhills also has a robust volunteer program. That program also will merge into the county and join the other four volunteer programs that already were in Pasco Fire Rescue, Cassin said.

The fire stations will be renamed from Station 1 and Station 2 to Station 25 and Station 29, he said.

Implementation of the agreement will be Sept. 27, according to documents approved on May 4.

At the same meeting, county commissioners approved an amendment to the county’s Municipal Service Taxing Unit boundaries for fire rescue services to include the City of Zephyrhills.

Commissioner Ron Oakley praised the county and the City of Zephyrhills for reaching an agreement.

“It’s a great thing. This is just an awesome move, I think, for the betterment of our community,” Oakley said.

Commissioner Jack Mariano agreed: “I really want to applaud the City of Zephyrhills for taking a look at what’s best for their taxpayers. It’s better for them, it’s better for the county — to work seamlessly together.

“It’s going to save everybody a lot of money, and give them better service,” Mariano said.

Finding a way to shine a spotlight on seniors

During normal times, Marie Joles is busy at her day job, working as a dental hygienist.

And, typically during this time of year, high school seniors are gearing up for their final festivities in high school — prom, awards ceremonies, graduation.

But, the threat of a highly contagious and deadly virus — the coronavirus disease-2019 (COVID-19) pandemic — has upended life’s ordinary routines.

So, instead of going to work, Joles has been at home. And, instead of gearing up for traditional celebrations and hanging out with friends, seniors have been spending their final school days distance learning.

Joles hated the thought that their senior year would end that way. After all, she remembered how special it was for her family to go through the festivities when her daughter, Samantha, graduated last year.

So, Joles, who is a board member of the Wiregrass Ranch High School’s PTSA and in charge of that group’s social media efforts, asked PTSA president Jennifer Kanyok, if she could do Senior Spotlights on their social media.

Once she got the go-ahead, she began soliciting the spotlights on her personal Facebook page and on the Seven Oaks Facebook page.

Then she reached out by text and email to Robyn White, the school’s principal; David Wilson, the athletic director; and to all of the school coaches.

She also reached out to Bobbie Gebhart, the band booster president, and Jeni Wiseman, the football team mom — to spread the word about the profiles.

The parents submit the photos and blurbs, which Joles tweaks and posts.

In less than 24 hours, she had seven profiles ready.

Now, there are dozens posted.

They convey a sense of pride of the parents who submitted the blurbs about their children.

The profiles offer a glimpse of the lives these members of the Wiregrass Ranch High Class of 2020 have led, and offer insights about their personalities and aspirations.

Some have earned college credits, a college diploma or industry certifications while still in high school. Others have volunteered hundreds of hours.

They’ve been in theatrical performances, in marching band and orchestra, in color guard and cheerleading.

They’ve competed in lacrosse, soccer, swimming, football, track, basketball, weightlifting, basketball and other sports.

They’ve been members of the National Honor Society, the Key Club, and Health Occupations Students of America, to name just a few clubs.

And, they have wide-ranging ambitions.

Some plan to pursue traditional careers, such as nursing, law and business administration. Others aspire to less common paths, such as becoming a Judge Advocate General (JAG) officer, a makeup specialist or an animator.

Most graduates appear to be heading off to higher education in the Sunshine State, at such colleges as Pasco-Hernando State College, Saint Leo University, the University of South Florida, the University of Central Florida, the University of Florida, Florida State University and Stetson University.

Regardless of what they’ve done, or where they’re going — they have made an impression.

One graduate is described as “a beautiful soul and a day of sunshine.”

Another is said to have “a musician’s heart.”

One “has a big heart, is a hard worker and knows how to live in the moment.”

Another has “a wicked sense of humor, amazing spirit and zeal for life.”

Joles said she wanted to do the spotlights because this is a special time for seniors and they deserve recognition.

“I wanted to let them know that we appreciate them,” she said.
