Dade City Council debates proposed rate, then adopts it

Dade City property owners won’t see an increase in their ad valorem tax rate for fiscal year 2021-2022.

Despite a debate, the Dade City Commission voted 4-1 to adopt the tentative millage rate at 7.14 mills for fiscal year 2021-2022 — the same rate as it has been for several years.

Under state law, once a tentative millage rate has been set, the city cannot raise it before the start of the fiscal year, which begins Oct. 1.

The commission has the option, however, to reduce the rate before then.

At the rate of 7.14 mills, ad valorem tax revenues in the city’s general fund are anticipated to levy an estimated $2.3 million, an increase of slightly more than $262,000, up from this year’s $2 million budget.

The breakdown of ad valorem revenues comes from the assessed value of the city’s 1,857 single-family homes, of which 1,231 have at least one exemption, according to city records.

A mill represents $1 in tax for every $1,000 worth of a property’s taxable assessed value.

The property tax on a home assessed at $95,000 at 7.14 mills would yield $678, for example.

Public hearings on the proposed millage rate are scheduled for Sept. 15 and Sept. 27.

Mayor Pro Tem Jim Shive made a motion to set the tentative property tax rate at 7.14 mills, quickly seconded by Commissioner Normita Woodard.

Then, Commissioner Knute Nathe opened up discussion.

He advocated setting a higher millage, at 7.497 mills, to provide greater financial flexibility to fund various initiatives discussed during a preceding 90-minute budget workshop.

This higher rate of 7.497 mills would represent a 5% increase in ad valorem revenues compared to 7.14 mills, levying slightly more than $2.4 million. (The property tax on a home assessed at $95,000 at 7.497 mills would be $729, instead of $678 at 7.14 mills.)

During the preceding workshop, needs identified included about 15 new full-time positions to resolve staffing needs across several city departments, a need to adopt a competitive pay scale and the need to address wage compression for existing employees.

Nathe noted that workshop discussion involved a lot of talk “about a lot of wants and a lot of extra dollar signs.”

Commissioner Scott Black backed Nathe’s concerns, expressing the need to give the city some “wiggle room” to help accommodate staffing needs and wage increases.

The City of Dade City set its tentative property tax rate at 6.35 mills for fiscal year 2021-2022 — the same rate as it has been for several years.

Black moved to amend the original motion to set the tentative millage rate at 7.497.

But Black’s motion failed, on a 2-3 vote, with Shive, Woodard and Mayor Camille Hernandez dissenting.

After that, Nathe suggested setting the tentative millage rate at 7.3185 mills, but that failed to find support from his colleagues.

So, board members voted on the original motion to set the tentative millage rate at 7.14 mills, passing it on a 4-1 vote, with Nathe voting no.

Hernandez pointed out that the city has some “creative funding mechanisms” it can use to resolve some staffing and salary issues.

“There are some things that we’ve had in the past that people said we couldn’t do it, and we did it,” she said.

Some of these funding options will likely be addressed in more detail at forthcoming budget workshops, she said.

“I know there’s lots of things that need to be done,” Hernandez said, “so I certainly look forward to the next workshop with some numbers and things that we can continue to have some productive conversation, as we continue to move forward.”

Shive likewise is confident with the city’s budget situation.

He suggested the municipality is “in a better position than we have in the past,” thanks to a slew of new residential developments (and thousands of new homes) coming on board over the next handful of years. “I think we’re going to be fine,” he said.

Black cautioned that items discussed during the budget workshop may not be feasible, if the city is not willing to generate the revenue that’s needed.

Zephyrhills draft budget shows big jump

The City of Zephyrhills anticipates a roughly 24.5% increase over this year’s budget.

The proposed budget for 2021-2022 draft is estimated at nearly $75.3 million.

That compares to this year’s budget of roughly $60.5 million.

The proposed budget also is significantly more than it was in the 2019-2020 and 2018-2019 fiscal years, which were approximately $66.3 million and $59.4 million, respectively.

The city’s proposed budget is based on a 6.35 millage rate, assessed on taxable value of aggregate property of just over $946.6 million within the city. At that rate, it is expected to generate about $5.7 million in ad valorem revenues, based on a 95% collection rate.

Within the proposed budget are anticipated leaps in the special revenue fund (estimated at slightly more than $13.1 million in the coming year, compared to about $7.2 million this year); the utility fund (estimated at nearly $22.8 million, up from slightly more than $16.4 million); and the utility impact fee fund (estimated at nearly $6.3 million, up from slightly more than $4.3 million), respectively.

Estimates for other funds are similar to previous years. Those include the general fund, at slightly more than $15.6 million; the Community Redevelopment Agency fund, at nearly $800,000; the impact fee fund at slightly more than $6.1 million; the airport fund, at slightly more than $8.4 million and the sanitation fund at nearly $2 million.

Big-ticket projects abound
Poe during the meeting detailed some of the big-ticket items — including the multimillion expansion of the Sarah Vande Berg Tennis and Wellness Center, which comes in as the highest single-ticket item on the books. That project has a state appropriation of slightly less than $4.7 million.

The municipality received the state funds to construct additional outdoor hard tennis courts, as well as a 30,000-square-foot indoor tennis facility with the capability for other sports and activities, such as soccer, ping pong, banquets and ceremonies.

The budget item drawing the greatest reaction from council members involves the Simons Road Phase II project, to finish roadwork linking Eiland Boulevard to Fort King Road.

The project carries a price tag of $2.3 million, causing some council members to question its cost.

The work — funded through transportation impact fees — calls for paving about 800 feet of roadway. That’s compared to Simons Road Phase I, which cost about $2.1 million, but required about 1.1 miles of roadwork.

Phase I was completed in February 2020, paving Simons Road from Eiland Boulevard to the northern boundary of The Links at Silver Oaks.

Phase II will continue from the Silver Oaks subdivision to Fort King Road, making a continuous link between Eiland Boulevard and Fort King Road, creating a north-south connector, providing residents on the north end of town another option to get onto Eiland Boulevard.

The cost of phase II drew consternation from the dais.

Councilman Lance Smith was quick to question the cost, as did Council President Alan Knight.

Knight characterized the estimated cost as “almost ridiculous.”

Poe said he, too, was surprised by the figure.

He explained the cost — an engineer’s estimate — is attributed to the road section traversing wetlands and low areas, requiring box culverts and retaining walls, among other add-ons.

Zephyrhills Public Works Director Shane LeBlanc added to Poe’s explanation for the sticker shock, observing economy of scale and current market trends also need to be taken into account.

Given the area’s drainage accommodations, the project’s scope is more involved “than just a road section,” LeBlanc explained.

LeBlanc went on: “The engineer’s estimate was $2.3 million, and I also had a contractor look at the engineer’s estimate, and the contractor said in this day and age, that price is pretty close, so we’re hoping when we go out to bid, it’ll be less than that, but we’ve got to make sure we have enough in the budget to cover that.

“Historically, an engineer’s estimate is high, so that they cover themselves, and we were skeptical and had it looked at, and it’s checked out,” LeBlanc said.

One option would be to package the Simons Road Phase II project with several other citywide roadway projects to benefit from economy of scale with discounts on construction mobilization costs, Poe said.

“We might be able to get it a little cheaper, a little less expensive,” he reasoned.

Smith noted that allocating $2.3 million in the budget for the job might result in higher bids than it would, otherwise.

“We always understand, a lot of times, if you have $2.3 million in your budget, the bids are all around $2.3 million,” Smith said.

LeBlanc acknowledged that a project’s budgeted amount often is one of the first questions a contractor will ask.

But LeBlanc said if the city allotted too little for Simons Road Phase II, and all of the bids came in higher than the budget amount, the city would need to change the budgeted amount, anyway.

The public works director also noted that a 10% contingency is built into the scope.

Major utilities projects are on tap for the city, too.

This includes a $4 million allocated in the wastewater utilities fund for the Northside lift station and force main.

The project calls for a master lift station in the vicinity of 23rd Street and Otis Allen Road, then installing a force main at Otis Allen, County Road 35A and State Road 54, into another lift station in that area. Poe explained the project not only meets septic-to-sewer initiatives but also helps to serve the rapid development on the north end of town.

Other notable utilities projects include a pair of waterline extensions combining to total $3 million — and paid through loan by Florida’s State Revolving Fund (SRF).

One aims to create a waterline loop from Copeland Drive to State Road 39 and Tucker Road ($2 million).

The other calls for a waterline loop that includes Fort King Road from Simons Road to Phelps Road ($1 million).

The city’s proposed budget also includes $1 million in Penny for Pasco dollars for sidewalk improvements throughout town — a big-picture initiative to make the city more walkable for residents and visitors.

Poe put it like this: “I want to be able to create loops in our sidewalks and our trails, so as individuals want to go out and exercise, they have a loop and it’s not just an out and back, so we’re working on connectors, and also connecting our schools to our parks and our neighborhoods, so we’re hoping that $1 million will make a big dent in our needs for sidewalks.”

Meanwhile, another $1 million-plus in Penny for Pasco funds also will go toward park improvements, the bulk set for renovations to Hercules Park.

“We’ve been talking about Hercules Park, and the enhancements we want to make there,” Poe said, “so we feel that we can put $1 million towards that. We don’t believe that will complete the entire project, but that will get us going in the right direction and be able to do a large portion of that.”

While smaller in nature, Gateway and Jennifer Lane roadway projects also would be notable — as they represent the last dirt roads in city limits, Poe noted.
Those projects — funded through transportation impact fees — are estimated at $350,000 and $120,000, respectively.

Personnel matters
The city manager also addressed various personnel matters during the budget discussion portion of the meeting.

The proposed budget calls for several additional positions, including a human resources specialist, senior maintenance mechanic, equipment operator, police officers, water distribution officer, wastewater maintenance/inventory technician and senior utility billing service representative.

The need for additional police officers — and how many to hire — yielded debate among the council.

Poe relayed that Zephyrhills Police Chief Derek Brewer has requested hiring six more officers, to accommodate the city’s rapid residential growth.

That would meet the International Association of Chiefs of Police (IACP) recommended standards of 2.4 full-time sworn officers per thousand residents, Poe explained.

However, the city manager himself told council he’d prefer hiring just two officers for this upcoming fiscal year, with a plan to bring on additional officers in coming years.

Hiring two more officers this fiscal year would roughly give the city 2.1 full-time sworn officers per thousand residents, he said.

The starting salary for a full-time sworn officer is $44,500 plus benefits — bringing a total cost to the city at about $70,000 per officer, per year, Poe noted.
Brewer did not speak at the meeting.

Councilman Charles Proctor, however, was vocal about considering the police chief’s request, or at least meeting somewhere in the middle.

“Personally, with the growth, I would like to see more (officers),” Proctor said.

“I mean, I’d like to try to get closer to the number that (Brewer’s) requesting. I know six is probably undoable, but if we could do four, I mean, with the growth, I am concerned that we’re going to need more.

“I would definitely like to see more than two (officers), but I know sometimes we can only do so much.”

Also on the personnel front, Poe said the budget encompasses a 3% pay increase for all employees — a total impact of $194,618 spread across the general fund, CRA fund, utility fund, airport fund and sanitation fund.

Another subject at hand is ensuring the city is in line with the minimum wage increasing to $15 per hour in September 2026. Anticipated savings from the merger of the city’s fire department with Pasco County may help methodically offset salary increases each year, Poe noted.

Elsewhere, the city manager mentioned several possible add-ons that are not yet included in the draft budget:

* $2 million Community Development Block Grant (CDBG) to purchase and install permanent generators for the city’s utilities department
• $100,000 to transform an inline hockey rink at Krusen Field into a short-sided turf soccer field
• $65,000 for place branding the city for marketing purposes

These items will likely be considered at another meeting or budget workshop. Meanwhile, Poe said he wants to schedule one-on-one meetings with each council member to gather additional input on budgetary needs and issues.

Improvements keep coming to Zephyrhills redevelopment area

The concept design plan for Hercules Park renovations is being updated to include public requests for restrooms, artwork, educational signage, a retention pond, and Wi-Fi, among several other features such as playfields and pathways.

Initial design plans for a BMX bike track were not well-received during a workshop, so that piece is being removed from the scope, according to Gail Hamilton, director of the Zephyrhills Community Redevelopment Agency (CRA).

The 12-acre park property is at the corner of County Road 54 and Gall Boulevard, next to Zephyrhills High and Woodland Elementary schools.

Hamilton provided an update on the CRA’s activities in a number of areas during the agency’s last meeting. The Zephyrhills City Council serves as the board of the CRA.

The CRA is a dependent special district in which any future increases in property values are set aside in a Trust Fund to support economic development and redevelopment projects within the designated district.

The Zephyrhills CRA redevelopment district is approximately 501 acres. It encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside, and Plaza.

Other notable updates on activities within the district were shared during last month’s meeting. They include:

  • A CRA commercial matching façade and signage grant totaling up to $6,000 has been approved for Tara Hornbeck, doing business as Mulligan’s Tavern, at 5420 Gall Blvd.

Upgrades for the new Irish pub are slated to feature an aluminum frame cloth awning by the front door entrance, as well as replacement of rotted windows and doorframe.

The building was formerly the home of Salsa’s Mexican Grill, which has been closed for more than a year, Hamilton said.

Several other improvements outside the grant’s scope also will be completed — including parking lot repaving and landscaping — at the restaurateur’s expense. “We will have a nice looking building when it’s all said and done,” Hamilton told CRA Commissioners.

  • A $5,000 CRA residential ownership incentive grant has been approved for Elis Jose Burgos-Berrios, at 4929 16th St.

The grant’s purpose is to encourage home purchases within distressed neighborhoods as a catalyst to improve the owner-occupancy rate and neighborhood, one street at a time.

The grant requires Burgos-Berrios to file a homestead exemption on the property for five years.

Burgos-Berrios is a city employee, tasked with maintaining the city’s Oakside Cemetery, at 5301 First St.

  • Public Wi-Fi now is installed for Fifth Avenue, but the CRA is working with a consultant and the city’s IT department on developing a website landing page that Main Street will eventually oversee.
  • Zephyrhills Public Works has installed a slew of black benches throughout downtown, matching the color scheme of trash cans, signs and poles.

• The CRA has partnered with Main Street and public works to install blue Adirondack chairs (made of recycled plastic water bottles) attached with concrete slabs at Transplant Park, a pie-shaped area at 12th Street and Fifth Street. A neighborhood happenings sign promoting downtown parades and events also will be installed at the pocket park.

Zephyrhills city manager earns solid performance marks

The verdict is in: Zephyrhills City Manager Billy Poe is doing a pretty bang-up job.

That’s the general consensus of the Zephyrhills City Council in its performance review of Poe, shared during the council’s July 12 meeting.

Poe earned a combined 4.21 on a rating scale of 1 to 5, with 1 meaning needs improvement and 5 meaning exceeds expectations.

Here’s how the scores for Poe broke down:

Council President Alan Knight: 4.84
Councilman Ken Burgess: 4.68
Councilman Charlie Proctor: 4.27
Councilman Lance Smith: 3.82
Council Vice President Jodi Wilkeson: 3.43

The 12-page evaluation covered a period from June 2020 to June 2021.

The review consisted of 10 key performance measures — personal, professional skills and status, relations with elected members, policy execution, reporting, citizen relations, staffing, supervision, community, and fiscal management.

The evaluation also gave council members an opportunity to respond to specific questions and include comments pertinent to the rating period. Those specifics could include the city manager’s strengths, performance areas needing improvement and constructive suggestions.

The results were submitted to Lori Hillman, the city clerk; Sandra Amerson, human resources director; and, Pasco County.

After the results were shared, several council members offered remarks about the city’s operations under Poe’s management.

Smith and Burgess each simply stated the city manager is “doing a good job.”

Burgess added: “I think everything is running along pretty good right now.”

Knight was more effusive in his praise. He said Poe is “doing a great job.”

Knight elaborated: “Things that are being done for this city and the growth and all, I’m just real proud of everything. Once again, Mr. Poe, we’re very proud. I know I’m very proud of the job you do.”

Poe’s evaluation period coincides with several noteworthy changes for the municipality. Those include consolidation of the city’s longstanding fire department into Pasco County; the opening of the multimillion-dollar Sarah Vande Berg Tennis & Wellness Center; progress on the U.S. 301/Pretty Pond Road signalized intersection project; the launch of the city’s first social media accounts; and, the hiring of its first public information officer.

Poe became Zephyrhills’ city manager during a period of massive residential growth in the city — with over 2,400 homes under construction, not including the numerous developments currently in the negotiation stage. As a result of the growth, an estimated 6,000 people could move into the city within the next two years to five years.

He previously served as city manager in Dade City in 2008, a position he held for over a decade.

He left Dade City to become the assistant city manager in Zephyrhills, in November 2018, then stepped up to replace retiring city manager Steve Spina in July 2019.

Zephyrhills property owners won’t see an increase in their ad valorem tax rate for fiscal year 2021-2022.

The city council on July 12 unanimously voted to set the tentative millage rate at 6.35 mills — a rate the municipality has maintained for several years.

Public hearings on the proposed property tax rate have been scheduled for Sept. 13 and Sept. 27, both at 6 p.m.

Under state law, once a tentative millage rate has been set, the city cannot raise it before the start of the fiscal year, which begins Oct. 1. The council does, however, have the option to reduce the rate before then.

A mill represents $1 in tax for every $1,000 worth of a property’s taxable assessed value.

In Zephyrhills, maintaining a rate of 6.35 mills would levy about $6,011,395 in property taxes — a revenue increase of $690,420 compared with last year, according to city records. (Aiming for a 95% collection rate, that’d be $5,710,925 compared to last year’s $5,054,922.)

The figures are based on the total city’s property value of $946,676,382, an increase of $103,363,254 over last year, according to the Pasco County Property Appraiser’s Office. Of that increase, $50,282,764 is attributable to new construction.

Zephyrhills Finance Director Ted Beason summarized the details during the meeting.

In other news, City Manager Billy Poe reported there was “very little impact” to the municipality when Hurricane Elsa touched down, aside from a lone city police vehicle that suffered flooding damage.

“We had one police vehicle that got flooded, unfortunately, but that was the only damage that was incurred. No trees were down, which was shocking,” Poe said.

Meanwhile, councilman Smith credited Zephyrhills Police Chief Derek Brewer and Zephyrhills Public Works Director Shane LeBlanc for being well-organized and prepared for the impending tropical storm.

Smith said of the two city department heads: “You already have your plans in place, you already know what you’re going to do, that’s why nobody was panicking. I knew you had already done this many, many times before, so thank you for your planning on it.”

Area softball players among best in state

The high school softball season has come and gone, but local athletes are still racking up accolades from their 2021 campaigns.

The 2021 Miracle Sports all-state teams were released earlier this month honoring the top softball players in Florida — and area standouts were well-represented.

Over 40 softball players across nine schools from The Laker/Lutz News coverage area were recognized either as first-team, second-team, third-team or honorable mention.

All-State selections were made by longtime Florida sportswriter Corey Davis, with nominations considered from prep coaches of playoff and non-playoff teams statewide, representing classes 1A through 7A.

The Land O’ Lakes High Gators varsity softball program went 24-8 and finished Class 5A state runner-up. Nine of the team’s players made the Miracle Sports 5A all-state team, which was the most among all local schools in The Laker/Lutz News coverage area. (File)

The Land O’ Lakes High Gators (5A) led all area programs with nine selections, including two first-teamers in juniors Nehanda Lewis and Emma Nixon.

The Gators went 24-8 and finished 5A state-runner up, falling to Fort Myers High 7-6 in the state championship game on May 21 in Claremont.

Lewis — the team’s primary shortstop and a University of Central Florida softball commit — also was named 5A player of the year.

She led the Gators in batting average (.477), hits (41), RBI (40), walks (14), doubles (11), triples (five) and home runs (three), among other categories.

Nixon — the team’s catcher and a University of West Georgia commit — hit .295 with eight doubles and 34 RBI. Defensively, she paced the Gators in putouts (141) and threw out three base stealers.

Meanwhile, Land O’ Lakes head coach Mitch Wilkins was honored as 5A coach of the year.

In his eighth season as coach, Wilkins has paced the Gators to a combined 169-49-1 mark, including six 20-plus win seasons and a state crown in 2017. Likewise impressive on this year’s run was that the Gators roster included just two seniors (Gracie Stanley and Kalynn Lindsey), so the program should again be top-notch in coming years.

Academy at the Lakes — with a 17-5 record and a trip to the 2A regional semifinals — garnered the next-most selections among area schools, celebrating seven players on the 2A all-state team.

Freshman outfielder Addy Aliano, was a second-team choice; and pitchers Sydney Klein (freshman) and Katie Ferguson (eighth grade), earned third-team nods.

Aliano led the Wildcats in runs scored (26) to go along with a .338 batting average, 22 RBI and 13 stolen bases.

Klein and Ferguson both tossed more than 50 innings with sub 4 ERAs and 50-plus strikeouts each.

The Steinbrenner High Warriors (7A) and Wiregrass Ranch Bulls (6A) also had very strong all-state representation with five all-state selections apiece in their respective classifications.

All five Warriors were third-team 7A picks — senior Ashley Schroll, juniors Madison Frey and Emily Chiarella, sophomore Hailey Bellamy and freshman Lily Holtje, respectively. Steinbrenner went 23-5 and reached the 7A regional quarterfinals.

Leading the way for the Bulls, meanwhile, was first-team 6A choice Brianna Baer, a junior outfielder.

Baer posted a .412 batting average with four homers (including a grand slam), five doubles, two triples, 29 RBIs, 21 runs scored and six steals.

The Gaither High Cowboys (6A) and Wesley Chapel Wildcats (4A) garnered four selections apiece.

Among the Cowboys top choices was 6A first-teamer Jocelyn Wilkes, a junior utility player and University of South Florida commit.

Wilkes put up eye-popping numbers in 18 games played — leading the Cowboys in batting average (.649), doubles (16), home runs (seven) and RBIs (40).

Wilkes also was the team’s ace in the circle, posting a 3.35 ERA and 98 strikeouts across 96 innings pitched.

All of Wesley Chapel’s selections earned third-team 4A designations — senior Ashley Garrison, juniors Madelyn Golka and Kadence Means, and freshman Ava Blakely, respectively.

The Cypress Creek Coyotes (3A) had three all-state selections — senior pitcher Hailey Vazquez (third-team) and junior infielders Mandy Schwartz (third-team) and Jillian Hudson (honorable mention).

The Wharton High Wildcats (7A) had two all-state picks — sophomore utility Lexi Cowles (first-team) and senior infielder Tieley Vaughn (honorable mention). Both Cowles and Vaughn hit over .400 with double-digit extra-base hits apiece.

The Sunlake High Seahawks (6A) had a lone all-state representative in junior outfielder Larken Maseda, a third-team choice.

Maseda — a Palm Beach Atlantic University softball commit — led the Seahawks in RBIs (20) to go along with a .362 batting clip and seven extra-base hits. She also paced the team in fielding percentage (.982) and putouts (96).

No local schools or athletes were recognized in Class 1A.

The Land O’ Lakes Girls Softball Little League Majors All-Stars (ages 10-12) won the Florida Little League State Championship, in St. Cloud. The squad defeated Viera Suntree Little League (10-2) and Estates Little League (16-0) before downing Tampa Bay Little League (3-2) in the finals. Land O’ Lakes is next headed to the Little League Southeast Regional, which features eight states, in Warner Robins, Georgia.

A closer look at Pasco County’s economic growth

Not many people understand the inner workings of Pasco County’s economy quite like David Engel, director of the county’s Office of Economic Growth.

Engel shared some of those insights as the featured guest speaker during The Greater Zephyrhills Chamber of Commerce July business breakfast at Golden Corral in Zephyrhills.

Engel’s office serves as the fiduciary and administrator of Penny for Pasco. It is tasked with executing the goals and strategies outlined in the county’s adopted Economic Development Plan and the Pasco County Commission’s adopted Strategic Plan.

In his role, Engel promotes economic development, job creation, and targeted industry recruitment and expansion for the Jobs and Economic Opportunities Trust Fund (Penny for Pasco) program.

Engel also provides oversight to the county’s Jobs and Economic Opportunities Committee.

He brings wide-ranging experience to the role, including more than 16 years of experience as a municipal planning director and transit-oriented development manager.

He also spent 10 years on Wall Street, as a senior research analyst, specializing in public finance, transportation and energy technology systems.

Workforce demographics
Engel’s 30-minute talk — during the July 1 gathering — was replete with details about Pasco’s evolving labor demographics.

In 1990, about 23% of the Pasco’s workforce commuted outside the county, which at that time was essentially a rural and agricultural county, Engel said.

By 2000, the out-of-county workforce commuter figure ballooned to 42%, and now, it’s roughly 46%.

Engel put those facts into perspective: “What that means is there’s 200,000 people that are working in this county, 46% of them get in the car and drive elsewhere, and that’s why, driving over today at 5:50 this morning, I hit traffic on (State Road) 54, if you can believe it, because the Suncoast Parkway’s the main commuter for the Tampa Bay area.”

Despite frustrating traffic pileups, Engel emphasized that the Pasco County Commission is “committed to a balanced lifestyle” incorporating a place for residents to live, work, play, learn and celebrate culture.

Engel is a member of the American Institute of Certified Planners and holds a master’s in city and regional planning from Rutgers University.

He said through smarter development initiatives, the county is “providing a more inclusive environment so that people that live here can work here, they can send their kids to good schools, (and) there’s options.”

The county, he said, is refocusing its intention to create development that’s aesthetically pleasing and provide more than houses.

“We’re creating communities, not subdivisions,” Engel said.

His office also focuses on job skills training.

He said that the No. 1 question prospective businesses have is: “Where are my people going to live, and how am I going to get to work?”

Pasco’s unemployment rate is below both the state and region’s jobless rate.

He attributes that to the county’s “very sustainable, good economy.”

Engel also touted the benefits offered through programs such as CareerSource and AmSkills. The programs help people to attain skills, which improves their opportunities to land good jobs. And, it helps companies that have a need for trained workers.

Only 4.6% of the jobs in the county are in the manufacturing sector, Engel said.

But, he said, they are high-paying jobs and give young people good opportunities.

Engel also highlighted the increasing need for private employers to find buildings that are ready to house their operations.

When he joined the county three years ago, Engel said, inquiries would come in from companies looking to relocate to the area that would require 10,000 square feet to 15,000 square feet of workable space, within two months.

Satisfying the surging demand was a problem at the time.

“We had no inventory,” he said. “We really didn’t have the infrastructure to deal with the demand in the county.”

To resolve this matter, the county has what’s called Pasco Accelerated Development Sites (PADS) and Pasco Occupant-Ready Structure programs (PORS), funded through Penny for Pasco.

The programs provide “loans to support office and industrial-type development to provide the inventory here to absorb the demand that is coming in the door,” Engel said.

The county now has several hundred thousands of square feet of Class A office space up along the Suncoast Parkway and Northpointe Parkway (called NorthPointe Village), as well as State Road 54, near Ballantrae (called 54 Crossings). Asturia Corporate Center — a flex-industrial space along Lakepointe Parkway, in Odessa, has gone up, too.

There’s also demand for more light-industrial buildings — think spaces with 30-foot ceilings and loading docks — especially throughout East Pasco, the economic development expert said.

“We have so much demand for that. The east side needs it bad,” Engel said.

‘Trophy projects’ abound
The speaker went on to discuss a trio of what he referred to as “trophy projects,” in the county’s pipeline.

He first outlined Overpass Business Park, set on a 100-acre property at Old Pasco Road, that was formerly a county spray field.

The targeted industrial and office development master plan will support about 860,000 square feet, projected to create at least 1,500 new full-time jobs.

Commissioners approved a proposed incentive package to encourage the Rooker Company, based in Atlanta, to create an industrial park on the land.

It was initially made possible through a state grant in the waning days of former Florida Gov. Rick Scott’s administration, Engel said. The grant was to rip out old infrastructure and create a development-ready site.

Work began in February. A ribbon-cutting for the first industrial building is expected next summer.

This is a rendering of Avalon Park Wesley Chapel, an urbanized mixed-use development off State Road 54, including a mixture of residential, commercial and general office use.

The project is both ahead of schedule and under budget, Engel happily added.

A second notable project is the build out of the Lacoochee Industrial Area, which spans 90 acres near Bower and Coit roads.

The project area eventually will accommodate approximately 700,000 square feet of industrial/light industrial development to generate up to 1,000 new full-time jobs.

Community Development Block Grant and state appropriations are being combined toward rebuilding and repaving Coit Road, Bower Road and Cummer Road, he said.

Plans are in motion, as well, to construct a rail spur in the industrial area.

A targeted industry is already in place — The Reinforced Earth Company, which is a concrete product supplier that’s been hiring.

“Those are probably the first (new) jobs in Lacoochee in probably three or four decades that have been created,” Engel said.

The revitalization seeks to stimulate a community, in northeast Pasco, that’s been struggling since the sawmill company closed in 1959.

“It’s one of the most impoverished areas in the state of Florida. It’s sad, actually,” Engel said.

“When I first came here, I took a tour of the county. I saw a sign at a church that said, ‘No meals today,’ that’s how poor it is. The churches, because of the demand, had to turn people away for nourishment.

“They’re isolated and stranded, don’t have broadband service, the roads are in bad shape, people are living in actual shacks with metal roofs and vegetation (is) growing on them.”

Meanwhile, the picture is quite different in the Avalon Park Wesley Chapel development, which is located along State Road 54.

The urbanized mixed-use development situated on 215 acres will feature multi-story buildings with residential, commercial and general office uses.

The project calls for 2,695 residential units, 165,000 square feet of Class A office space and 190,400 square feet of commercial development. It is expected to generate 1,065 new full-time jobs, situated in a walkable neighborhood.

The owner-operator of the project is integrating public infrastructure, such as parking decks and roads, to meet the needs of the concentrated area.

Avalon Park Wesley Chapel will offer places to shop and work in its downtown hub that will be connected to its residential neighborhoods by tree-lined streets, walkways and bike paths.

Imagine restaurants, bakeries, coffee shops, bars and entertainment, hair and nail salons, as well as activities such as dance, gymnastic and karate studios.

The county offered up $32 million in ad valorem tax rebates to see the project through — with an expectation it will generate about $90 million in tax dollars on the backend.

Engel described Avalon Park as “a great project” creating “a downtown urban development for Wesley Chapel.”

Having a downtown area will help create a sense of place, where the community can gather, Engel observed.

He also noted its close proximity to Zephyrhills, making it convenient for the city’s residents to take advantage of Avalon Park’s offerings, if they choose to do so.

Challenges ahead
Elsewhere, Engel touched on multiple big-picture challenges the county faces in present and future.

One major task, he said, is identifying redevelopment opportunities, chiefly along older commercial corridors such as U.S. 19 and U.S. 301.

The corridors have the necessary infrastructure, but have long been synonymous for blight, graffiti and homelessness, issues that otherwise “really detracts from the hard-working community,” he said.

“That is stigmatizing this county,” said Engel. “You go out to other parts of this (Tampa Bay) area, (people) haven’t been up to Pasco in 20 years, and they’re just talking about U.S. 301 and U.S. 19 and how bad it looks, and they don’t have a clue, and we have to reeducate people using smart redevelopment.”

Another challenge for Engel’s office is finding additional ways to support Pasco’s small businesses — noting 80% of county businesses have fewer than 25 employees.

Penny for Pasco, in its current iteration, is only allowed to address target industries.

So, Engel and one of his staffers are using a small business engagement survey to better understand those business needs and desires.

A data-driven report will be presented to the county board, as Penny for Pasco funds are being authorized, Engel said.

Several local athletes taken in 2021 MLB Draft

Aspirations of playing professional baseball may soon become a reality for a handful of athletes from local high schools and colleges in The Laker/Lutz News coverage area.

The Major League Baseball (MLB) 2021 first-year player draft spanned 20 rounds (and 612 picks) from July 11 through July 13.

The draft is held every summer by conference call among the 30 Major League clubs.

The clubs take turns selecting players in reverse order of their won-lost records at the close of the previous regular season.

Generally, a player is eligible for selection if the player is a resident of the United States or Canada and the player has never before signed a Major League or Minor League contract. Residents of Puerto Rico and other territories of the United States also are eligible for the Draft.

The basic categories of players eligible to be drafted are:

  • High school players, if they have graduated from high school and have not yet attended college or junior college
  • College players, from four-year colleges who have either completed their junior or senior years or are at least 21 years old; and
  • Junior college players, regardless of how many years of school they have completed.

Representing the highest selection from the local community was Sunlake High alum Tommy Mace, now a fourth-year junior from the University of Florida.

The imposing 6-foot-6, 230-pound right-handed pitcher was taken 69th overall by the Cleveland Indians — in Competitive Balance Round B between the second and third round.

The recommended bonus slot value for that lofty pick is just under $1 million, at $929,800.

If and when Mace signs, he’ll join another local product in the Indians organization — Gaither High product Oscar Mercado, who earned a call-up with the big league club in June.

Mace, 22, very well could’ve turned pro last year, but opted to return to school with hopes of further improving his draft stock.

This past season at Florida he posted a 4.38 ERA, 1.24 WHIP and 113 strikeouts in 90.1 innings pitched, along with a 6-2 record.

Across his four-year college career, Mace compiled a combined 4.37 ERA, 1.279 WHIP and 258 strikeouts in 269.2 total innings pitched, with a 22-7 mark.

Mace was ranked as the No. 45 draft prospect, according to MLB.com’s 2021 pre-draft rankings.

He exhibits a four-pitch mix — fastball, slider, curveball and changeup. This includes a sinking two-seam fastball that is viewed as his top offering, touching 96 mph with cutting action, according to various scouting reports, including MLB.com.

MLB.com’s draft profile on Mace otherwise states: “Mace has gotten a bit bigger physically, which could help with consistency of velocity and stuff. He’s always been good at throwing strikes, but has been more a contact, ground ball kind of pitcher, rather than one who misses tons of bats. He did increase his strikeout rate while continuing to fill up the strike zone in 2021.”

Mace has been highly-regarded since his prep days at Sunlake, where he was a three-year varsity letter winner.

As a senior, Mace tallied a 1.29 ERA and 101 strikeouts in 77.2 innings, with an 8-2 record in 11 appearances — guiding the Seahawks to the Class 7A regional finals.

He won 19 games during his high school career, posting a combined 1.65 ERA and 196 strikeouts in 165.2 innings.

Mace was rated as No. 72 prep player in the class of 2017 by Perfect Game and No. 15 overall prep player in all of Florida — including the fifth-ranked, right-handed pitcher in the state.

Among other accolades, he was named MaxPreps Second Team All-American and National High School Coaches Association All-Southeast Team.

Mace previously was drafted out of high school in the 12th round (347th overall) by the Cincinnati Reds in 2017.

He, of course, didn’t sign with the Reds, instead opting to pitch for the Gators, which had then come off a 2017 College World Series crown — the first national championship in the program’s history.

Others drafted in later rounds
Mace was one several area players taken, albeit those in later rounds, on day three of the baseball draft.

Wharton High School senior Zach Ehrhard — an Oklahoma State University signee — was picked by the Boston Red Sox in the 13th round (367th overall).

The 5-foot-11, 175-pound switch-hitting shortstop batted .438 this season for the Wildcats, with three homers, 12 doubles, 29 runs scored and 21 RBIs, along with 26 stolen bases.

Ehrhard was this year’s recipient of the Wade Boggs Athletic Achievement Award, which honors a high school baseball player in Hillsborough County on the basis of outstanding athletic, scholastic and community achievements.

Baseball talent runs in the Ehrhard family.

His older brother, Drew, received the same prestigious county award in 2017 and went on to play collegiate baseball at the University of Tampa.

Another area prep position player, Gaither High senior A.J. Graham, was taken with the first pick in the 18th round (523rd overall) by the Pittsburgh Pirates.

The 6-3, 180-pound right-handed shortstop batted .346 with two homers, seven doubles, 18 runs scored, 14 RBIs and 12 stolen bases in 78 at-bats across 23 games this season.

Also picked in the 18th round was Saint Leo University left-handed pitcher Jimmy Burnette, landing 542nd overall to the Toronto Blue Jays.

This season the 6-foot-2, 205-pound redshirt senior led the Lions in innings pitched (45.0), wins (three) and strikeouts (53) to go along with a 5.80 ERA and 1.53 WHIP and a pair of complete games.

Burnette appears to have emerged in the inaugural MLB Draft League, a summer showcase for top draft-eligible prospects providing exposures to scouts, coaches and advanced baseball technologies.

Playing for the league’s Mahoning Valley Scrappers in Niles, Ohio, Burnette posted a 3.09 ERA, 1.4 WHIP and 44 strikeouts in 23.1 innings pitched.

A Chicago native, Burnette transferred to Saint Leo from the University of Illinois this past season.

Gaither High/University of Texas third baseman Cam Williams was taken in the 19th round (559th overall) by the Kansas City Royals.

The 6-foot-2, 200-pound Odessa native starred for a Longhorns squad that had a third-place appearance at the 2021 College World Series in Omaha, Nebraska.

The fourth-year senior led Texas with 20 doubles and was second with 12 homers, to go along with .295 average, 42 runs scored and 51 RBIs spread across 61 starts at third base.

Prior to college, Williams led Gaither to the 2016 7A state championship his senior year and was named Rawlings-Perfect Game Honorable Mention All-American.

He was drafted out of high school in the 39th round by the Seattle Mariners, but didn’t sign, opting for Dallas Baptist University and San Jacinto College before transferring to Texas.

Williams’ father, Reggie, played four MLB seasons with the Anaheim Angels and Los Angeles Dodgers.

(Note: While slightly outside our coverage area, Fivay High/University of Mississippi product Gunnar Hoglund went in the first round (19th overall) to the Blue Jays. The 6-foot-4, 220-pound right-hander from Hudson was viewed as one of the draft’s most polished arms, but slipped slightly after having Tommy John elbow surgery in May.)

Robust draft history
It’s not uncommon for at least a few ballplayers from area high schools and colleges to be drafted each year.

In 2020, Steinbrenner High/Florida State University right-handed pitcher CJ Van Eyk went to the Blue Jays in the second round (42nd overall), and Wesley Chapel native/Bishop McLaughlin Catholic High/University of South Florida right-handed pitcher Carson Ragsdale went in the fourth round (116th overall) to the Philadelphia Phillies.

(Though slightly outside our coverage area on the west side of Pasco, Trinity native/Mitchell High catcher Jackson Miller went in the second round (65th overall) to the Reds.)

The 2019 MLB Draft also yielded a trio of area selections.

Land O’ Lakes High/St. Petersburg College second baseman Dustin Harris was selected in the 11th round (344th overall) by the Oakland Athletics; Pasco-Hernando State College/University of Tampa pitcher Tyler Beck was selected in 30th round (899th overall) by the Minnesota Twins in the; and Steinbrenner High/Mississippi State University pitcher Cole Gordon was selected in the 32nd round (958th overall) by the New York Mets.

Prior drafts yielded several community picks as well, including four in 2018 and six in 2017, respectively.
