Sunlake XC strides for another banner finish at states

It’d be understandable if the Sunlake High School varsity cross country program took a slight step back following a banner 2019 campaign that saw its boys team finish fifth and girls team sixth at the Class 3A state championship — the best combined finish that year among schools in all classifications in The Laker/Lutz News coverage area.

Those respective Seahawks’ seniors — many of whom are now running in college — all but carried the program to the banner showing, including:

  • Five of the boys team’s top seven runners were seniors, four of whom are now running on scholarship at in-state Flagler College, Saint Leo University and Southeastern University, respectively.
  • Three of the girls team’s top seven runners were seniors, including decorated and school record-setting Liina Winborn, who finished fourth overall at the 2019 state finals (18:11.16),

and is now on a distance running scholarship at Division I University of Florida.

But, this year’s Seahawks teams may soar to even greater heights, once the season officially crosses the finish line.

The boys and girls squads each swept its conference championship and district championships. At regionals on Nov. 7 at Holloway Park in Lakeland, the boys took first place and the girls took runner-up.

With that, both advance to the Florida High School Athletic Association (FHSAA) 3A state championships on Nov. 14, at Apalachee Regional Park in Tallahassee.

Expectations at states are a top three or four finish for the boys, and a top four or five for the girls, respectively.

So, what else separates this team from years past? A valuable combination of depth, dedication, accountability, and some natural talent, of course.

“We lost a lot of seniors last year who went on to run in college,” said Sunlake distance coach Randal Reeves, “but, returning runners from last year just really stepped it up, by putting in all the training over the summer; that’s what made the difference, and all that hard work is just paying off.”

Reeves further praised teammates for having the commitment to show up to practices and workouts each day, and doing what is asked of them, and more.

“These kids are extremely dedicated,” the seventh-year coach said. “You’ve gotta have the right kids involved, and I’m blessed. I do have the right kids.”

The effort level comes from many of the runners’ desires to earn college scholarships and compete at the next level, the coach said.

“Every single one of these kids is looking to run in college,” Reeves said. “They don’t want to miss out on the opportunity to get their training in so that they can perform well, so I think that’s what the difference is with these kids. They all want to get some races in so they can show a recruiter, ‘Hey, look at the times I’ve been running,’ so I think that might be where a lot of the dedication is from.”

The inner drive to succeed elsewhere comes from distance runners having what likely would’ve been a banner track season ripped away from them back in March, as all spring sports were canceled amid the coronavirus pandemic surge.

“I think it’s definitely a lot of build-up from almost having an incomplete season of track,” said junior Caitlyn Culpepper, a team captain.

“I think that motivation definitely carried into our summer training, because I know when I ended the (track) season, I was like, ‘Wow, I have so much more left to give,’ so we just carried that motivation into our summer training, ‘Hey, we’ve gotta work harder. We weren’t able to achieve this goal of state tracks, so let’s put this toward cross-country,’ so I think that drove a lot of us. We were just ready to get out there and start competing again.”

Other top-level 3A cross-country programs may have anywhere from 50 to 100 runners on their roster.

In this case, it’s about quality, not quantity.

Both squads boast eight closely matched runners who are strong enough to register points (finish in the top five for their team in a race).

Each squad’s No. 6 or No. 7 runner may finish as high as No. 4 or No. 5 in a particular meet or race.

It’s one of those good problems to have.

“I have the problem, of my top seven, any one of ‘em would be varsity on any team in the state of Florida. I mean, they’re that good,” Reeves said.

This tight margin among Sunlake runners has created an accountability factor among each other, keeping everyone on their toes and forced to give their best effort in practice and meets.

The girls team, for example, has eight runners who run a 5K (3.1 miles) under 22-minutes, led by senior Shannon Gordy, who’s personal record is 18:53. The boys team has eight runners who can finish under 18 minutes, led by junior Colby Robbins, who captured individual titles at conference, districts and regionals, and whose personal-best 15:56 is two seconds off the school record held by the graduated Gavin Kennedy (15:54.6).

“We’re so close in times, which gives us that awesome pack up in the front,” Culpepper said, “and, you know, we have that accountability for each other, so we’re able to push each other, so that inner competition among each other creates for great competition against other teams.”

The depth means “it could be anybody’s race,” even for those lower-ranked runners, said Gordy. “Those No. 6 and No. 7 runners, they know that we’re strong as a whole and they have a part in the team. They may not score points, but they know they’re important to our team. As the team runs, we run as a group,” she said.

Robbins likewise underscored how the depth — and corresponding camaraderie, he said — has carried the team so far: “If somebody decides to slack off, instead of just saying, ‘Oh, that’s not me, it’s individual sport,’ we’re going to get on them because we care, so I think that’s what sets us apart. We have a degree of responsibility that we uphold for each other, because I’m not going to be the one that holds my team back, because we all care about each other.”

Coach’s impact
Other reasons for the program forming as one of the state’s best is Reeves, who’s earned his fair share of Sunshine Athletic Conference Coach of the Year honors in cross-country and track.

“He can take anyone and turn them into a great athlete, and if you have natural talent, he can then turn you into world-class,” said Robbins, who entered Sunlake as a soccer player but made the transition to distance running freshman year, and is now among the state’s best runners in Class 3A.

“Even though we don’t have the biggest group, because of coach’s training and because of our buy into the training, he’s able to take a group of 15 boys and make them state contenders.”

Senior Cade Whitfield missed all of last season amid a hip injury. He returned this year as the team’s No. 3 runner and a personal-best 16:37.

Whitfield credits Reeves’ passion for the sport and attention to each runner’s needs and goals.

“I’ve never experienced a coach like him,” he said. “He sat down with me with college recruiting and told me every single step I’ve needed to take, and he’s honestly the one that inspired me to give it my all like he does, because I just didn’t want to give 50% for him.”

Gordy expressed similar feelings for the coach: “He knows every runner has different motivations and different goals, so he makes sure that he specializes our training to what we want to run, like our times, and like what we want to do after high school, and how we want to get there.”

Running through quarantine
Even with myriad medals and trophies earned this season, it hasn’t all been smooth sailing for Sunlake this season.

The team was forced to quarantine from Sept. 24 through Oct. 3 after one of its runners tested positive for COVID-19.

Unable to practice together as a group, runners had to train individually and log their times online each day. Meetings and workout instructions were held virtually, through Zoom.

The team took the setback in stride, viewing it as an opportunity to not take the season for granted.

“Being quarantined, it really showed the value of having teammates to run with,” said Culpepper. “When you’re running on your own, you’ve gotta push yourself a little more, versus, when you’re running with the team as committed as you are, it definitely helps you.

“It’s definitely made us more appreciative of our team and our dynamic, and the ability that we have to be able to run together and even have a season this year. It was kind of a new perspective that we needed,” he said.

Gordy believes the occurrence made the team stronger, in the end, too.

“I feel like when we came back, we were eager to race and be better at the races, and we were more rested,” she said. “It was like a refreshment, kind of. Like a break, and then we focus on what we want as a team.”

As Reeves puts it: “The world gave us lemons, and we decided to make lemonade out of it.”

Now, looking ahead to this weekend’s state championship, the Seahawks are confident for a strong showing — maybe even better than 2019’s version.

Training at Trout Creek Park in Thonotosassa — plus past experience competing at states —  has prepared Sunlake for the mix of hills and flat terrain at the Apalachee course, Reeves said.

“It plays well for us,” Reeves said of the state meet course. “We do a lot of our training that replicates parts of the state course, and so they’re not surprised. When they get out to that course, they’re going to feel fine, nothing’s going to shock them, they’re going to know how to run.”

Bishop McLaughlin names new girls soccer coach

Bishop McLaughlin Catholic High School has turned to a widely known figure to lead its varsity girls soccer program.

The Hurricanes athletics department announced the hiring of Kacey White — a former United States Women’s National Team (USWNT) member and NCAA All-American and National Champion, who also has a lengthy coaching resume as USWNT assistant coach and collegiate coaching.

Most recently, the 36-year-old White served as a development academy director for the Brandon-based West Florida Flames youth soccer club.

She previously served as head coach at Xavier University and Wisconsin-Green Bay, and held assistant positions at Oklahoma, Southern Methodist and Texas Tech, respectively.

White has a decorated background as a player. She was a member of the University of North Carolina’s 2003 national championship team, a two-time All-American (2004,2005) and three-time All-ACC selection. Following her graduation, White earned a spot on the USWNT, where she earned 17 caps and served as an alternate for the 2008 Beijing Olympics. She also played professionally for six years in both the United States and Sweden.

Is this a new era of policing?

Law enforcement agencies nationwide have come under scrutiny, amid calls for reform to police practices, and redirecting funds toward mental health programming and support.

Some area agencies — such as the Pasco Sheriff’s Office and the St. Petersburg Police Department —already incorporate social workers and specialized mental health units, in responding to nonviolent calls for service.

Those two programs were outlined during an Oct. 12  webinar panel discussion called, “The Evolving Movement to Engage and Protect Our Community.”

The discussion was hosted by Saint Leo University and FIRST, which stands for Florida’s Forensics Institute for Research Security & Tactics.

A look at Pasco’s BHIT program
The Pasco Sheriff’s Office’s Behavioral Health Intervention Team (BHIT), which began operating last June, seeks to match people who need services, with the services they need.

The unit includes 12 detectives, two sergeants, a captain and a full-time civilian analyst (and two therapy dogs) working in partnership with local hospitals and mental health facilities, to conduct frequent visitations and welfare checks.

They help expedite referrals for behavioral health resources and criminal justice diversion programs for the county’s Baker Act repeats and other “high utilizers.”

Each BHIT detective has a caseload of 20 to 25 individuals they’re tasked to keep tabs on, and help with needed assistance and resources.

“We’ve literally given them the 250 most challenging people in Pasco County,” Pasco Sheriff’s Office Future Operations Bureau Chief Phil Kapusta said, referring to the program.

Before BHIT was implemented, one “high utilizer” had called the county’s 911 line 138 times in a single year.

The individual has since been assigned a BHIT detective, who is tasked with responding and speaking directly with that individual.

During the past year, that individual has made no calls to 911, Kapusta said. Instead, the person frequently calls the detective’s work number when he needs help.

“A lot of the times that were 911 calls, he just wanted somebody to talk to,” Kapusta said. Instead of responding to those 138 calls, the agency can respond to more urgent calls, he added.

Another BHIT responsibility is making contact with every nonfatal overdose victim within 24 hours of an incident.

Only about a third of those victims have expressed interest in rehabilitation services, Kapusta said, as most either refuse to speak to the unit or refuse to admit to having a drug problem.

But, 53 people, so far, have willingly gone into rehab as a result of BHIT’s intervention, Kapusta said.

“It’s a drop in the bucket to the overall drug epidemic,” he said, “but those are 53 people — it’s somebody’s mother, brother, sister, uncle— and when they come out of that and actually recovered, it’s like gaining that person back. Just that is worth the effort.”

That unit also works with the county’s homeless coalition and the St. Vincent De Paul Society to assist the homeless population. Often, besides lacking housing, they also have substance abuse or mental illness issues.

The unit helps connect them with stable living environments and resources to work through other issues, with the goal of helping to “get them to where they’re contributing members of society,” said Kapusta.

Social workers respond to calls
In St. Petersburg, the St. Petersburg Police Department plans to integrate about 25 social workers into its agency by January, in an initiative it calls its Community Assistant Liaison (CAL) program.

St. Petersburg Police Chief Anthony Holloway explained that social workers gradually will be phased into the department’s operations and 911 response.

The agency’s social workers initially will ride with a uniformed officer to nonviolent or non-criminal mental health calls, then eventually they will respond to those calls themselves, without police assistance.

Instances where social workers might be dispatched include drug overdoses, mental health crisis, unarmed suicide threats, disorderly or truant juveniles, panhandling, homeless complaints and so on. A police officer, however, always will be dispatched to a violent or life-threatening situation.

The CAL program also incorporates more law enforcement de-escalation police training organized by mental health professionals and regular follow-ups with those individuals facing a mental health or social crisis from the agency’s staffed social workers “to make sure that person is getting the care that they need,” Holloway said.

Holloway said the program has been long-needed, considering the agency isn’t really equipped to effectively handle every type of mental health crisis.

Underscoring the point: Of the agency’s 575 sworn officers, about 30% have fewer than five years’ experience on the force, he said.

“We feel like this will be very helpful for us and very beneficial to our officers,” Holloway said. “The law enforcement officers have been dealing with this for years and years, but it’s time for us to put professionals out there so we can deal with people that are going through a mental crisis, so we can be able to help them.”

Holloway said the agency received about 12,000 calls last year where it would’ve been deemed appropriate to send a social worker out to a scene, rather than a uniformed officer.

Jim Cowser is a licensed clinical social worker with the Hazelden Betty Ford Foundation, a national addiction treatment and advocacy organization headquartered in Minnesota.

“A lot of calls we saw were a lot of people going through those mental issues, where really they didn’t need a police officer, they needed someone to help them navigate through a system, and that’s what CAL is really about,” Holloway sad. “There is nothing criminal about it, it’s just someone that needs help.”

Working together for better outcomes
Such collaboration models between social workers and police has garnered support from clinicians and academia alike.

“It’s really reassuring to hear so many wonderful initiatives going on in the state, and the progress that’s being made,” said Jim Cowser, a licensed clinical social worker with the Hazelden Betty Ford Foundation, a national addiction treatment and advocacy organization headquartered in Minnesota.

Cowser reasoned, police ultimately see cost reductions via such initiatives, as they’re not forced to deploy expensive resources to a scene where it’s not warranted. Additionally, it also may reduce the need for arrests and reduce crime directly, by connecting a troubled individual with services, opposed to taking them into custody. He noted there’s “a significant relationship” between the motives or behaviors related to arrests and mental health and substance abuse issues.

By working together and cross-training with social workers, law enforcement agencies are “able to go out and more effectively handle a situation, and so all parties involved are better off,” he explained.

Dr. Lisa Rapp-McCall is a professor in Saint Leo’s Graduate Social Work Department and a research associate in the Maribeth Durst Applied Research Institute.

She likewise summarized the benefits on having police and social workers team under the same roof, in some form or fashion.

“We’re all on the same page with regards to wanting everyone to stay safe,” Rapp-McCall said. “We want to steer people with mental health problems into that system, as opposed to the criminal justice system, where it’s costly and not always as helpful to them.

“I think that social workers and police have already been working with the same individuals, just in different places, so why not harness our professional skillsets and work together to make this a little bit better system?”

Rapp-McCall detailed how law enforcement can use methods to involve social workers, in addition to co-responding and de-escalation training models.

Some agencies nationwide have called on social workers to accompany officers when they deliver death notifications. Others have leveraged them to attend court services with victims to provide comfort and support. Another opportunity is utilizing social workers for community outreach, whether it’s hosting public seminars on opioid use, human trafficking, parenting skills and so on.

Rapp-McCall’s shared findings from research and interviews on police departments incorporating social workers, too.

Results showed a decrease in injuries, involuntary hospitalization, detentions, arrests, and time on calls, which she said “all helped reduce costs of the entire criminal justice system, as well as the agency.”

Additionally, implemented police-social worker models led to an increased engagement in services for citizens involved, and an improved view of law enforcement by citizens. Also, Rapp-McCall noted law enforcement “overwhelmingly” found social workers to be helpful in agency operations.

Police consolidation on the way?
The United States has roughly 18,000 law enforcement agencies. About three quarters of those have less than 25 sworn officers.

The possible paradigm shift — with more social workers partnering law enforcements agencies — combined with more national standards and requirements, could result in smaller police departments consolidating with others, across the country.

And, that may not necessarily be a bad thing, said Phil Kapusta, future operations bureau chief with the Pasco Sheriff’s Office. He explained that “smaller departments don’t necessarily have the same resources and can’t dedicate a certain percentage to behavioral health.”

“The U.S. has a long tradition against centralized police,” Kapusta added, “but going forward, we definitely think there’ll be a consolidation of those (smaller agencies).”

However it shakes out, he said he’s willing to see more law enforcement agencies utilize social workers, among other ways to tackle mental health issues in respective communities.

“Law enforcement, for better or worse, kind of in this country has become one of the mental health providers of last resort,” he said, “and we will be happy to pass a lot of those responsibilities on, but you need the system architecture, so that there are mental health professionals who will show up at 2 o’ clock on a Sunday morning and work with us, as long as it’s safe.”

How local hospitals have responded to COVID-19

Just like COVID-19 has done with so many other industries, hospital and medical care systems also have needed to bob and weave, since the entire world changed around March.

AdventHealth Zephyrhills and AdventHealth Dade City president/CEO Amanda Maggard outlined the medical community’s COVID-10 response — and what the future may hold for the pair of East Pasco hospitals that are part of one of the nation’s largest nonprofit health care systems.

“It has definitely been an interesting year, hasn’t it? 2020 is a year I don’t think we’ll soon forget,” Maggard said, as the opening speaker at the Zephyrhills Economic Summit, held on Oct. 14.

The hospital administrator detailed many of the initial challenges when COVID-19 cases spiked in March, during the event organized by the Greater Zephyrhills Chamber of Commerce, and convened at Zephyrhills City Hall.

A major issue involved procuring as much personal protective equipment (PPE) as possible.

“We have had a lot of PPE to serve, but COVID really escalated the amount and types of PPE that we needed,” the hospital executive said.

As a result, the hospital supply chain system has been forever altered. Now, it emphasizes partnerships on domestically produced PPE, while moving away from a just-in-time delivery model for such equipment and inventory, she explained.

In short, the pandemic offered “lessons learned” on how health care conglomerates handle and manage workforce, products, equipment and so on.

“We will never go back to operating our supply chain the way we did before COVID,” said Maggard, who’s had her role since 2017. “We have much more of an inventory across our system today than we did before, and that will stay.”

Since the pandemic touched down in the spring, hospitals have stopped many elective surgeries and procedures, including outpatient physical therapy.

Instead of laying  off those employees, workers were re-deployed in any and every way possible. Some tasks included handling temperature checks, child care services, cafeteria and nutritional services, and even organizing fun activities for other team members, Maggard said.

“I’m so proud of the work that our team has done during this time,” she added.

Local hospitals are “continuing to learn and apply the latest clinical, evidence-based best practices, so we’re taking lessons from all of AdventHealth and around the country, and trying to apply those to make sure that we’re giving the best possible care to patients with COVID,” the hospital CEO said.

For example, the hospital is using Remdesivir, convalescent plasma therapy and “a number of other treatments, as we continue to learn and evolve,” Maggard said.

Remdesivir is a broad-spectrum antiviral medication; convalescent plasma therapy involves using blood from people who’ve recovered from an illness to help others recover.

Best practices to attack and treat COVID-19 have likewise involved ongoing learning because it began and still remains a relative unknown virus to the medical industry, Maggard said.

“We’ve been learning new things every day, and every week and every month,” she said, adding  “guidance has changed, as the science has changed and evolved.”

The entire AdventHealth system actively monitors the volumes of COVID-19 cases throughout its various hospitals. The “biggest surge” of cases was seen in mid-July, Maggard said, adding: “It’s declined since then, (but) we saw a little bump up recently.”

Going forward, the hospital system is continuing its myriad health and safety protocols — such as markers on the floor to remind people to maintain six feet of social distance;  temperature checks and screening everyone who enters the facilities every day; requiring masks; and regular deep cleanings throughout entire facilities, as well as other measures.

All patients who are COVID-19 positive, or suspected of being positive, are kept in a separate space — away from other patients — “to try to keep everyone safe,” she said.

Long-term health care consequences
A noteworthy consequence of the pandemic, Maggard said, is how many people have delayed routine or more serious health care issues — largely out of fear of going out to a public hospital or medical facility.

Between March and April, emergency rooms saw a 30% to 40% reduction in visits pertaining to heart attacks and strokes, Maggard said.

“The truth is, people were still having the same amount of heart attacks and strokes, but they were waiting and not coming to the ER,” Maggard said.

Because of those fear-driven consumer behavior changes, people who recently have been coming back to the hospital have more serious clinical issues, because they chose to delay care.

The same goes for routine screenings, primary care visits and procedures, such as colonoscopies, she added.

“My concern long-term with COVID is not just the immediate impact of COVID, but what is going to be the impact of health of folks around our country and around the world over the next few years, when we may have started to put off that routine care because we’re afraid to go be seen,” said Maggard.

“Don’t put your health care on hold. We want to continue to be here and not see your long-term health suffer because of not getting some of the screenings or preventative care that you may need today.

“If you’re experiencing any of those symptoms, you want to get into the hospital. We want to assure people that we are a safe place to be, we have a number of precautions in place to keep you safe, and we don’t want you to delay that care.”

Another related question is how newly jobless people will get their needed preventative services if they’ve been laid off and therefore lose their employer-sponsored health insurance.

“With the impact to the economy and the number of jobs being lost, what impact will that have in the coming 12 to 24 to 26 months?,” Maggard said.

Another looming question is how the hospital system’s financial losses amid the pandemic — due to postponing elective surgeries and decreased emergency room visits — will impact available capital in coming years. As a nonprofit, Maggard explained such capital would otherwise would be reinvested into the facilities for operating room expansions and technology and equipment upgrades to adequately serve in a growing community, such as East Pasco.

“There have been a number of financial losses,” Maggard said, “and that is something that we’re struggling with right now, is (how) our financial impact due to COVID is going to restrict the amount of capital we have available in these coming years,” she said.

Perhaps one of the positive developments in result of the pandemic is the increased accessibility and availability of telehealth services for physicians, primary care and even specialists.

Telehealth is the distribution of health-related services and information via electronic information and telecommunication technologies, allowing for long-distance patient and clinician contact, care, advice, reminders, education, intervention, monitoring, and remote admissions.

Simply, it allows patients to virtually see a physician or specialists without having to physically visit a hospital or medical office.

Telehealth, Maggard said, is “really, truly a positive thing in health care that could increase access for a number of folks.”

“That’s actually one of the really great things that has come out of COVID,” Maggard said. “The number of guidelines and allowances that came out from CMS (Centers for Medicare & Medicaid Services) are allowing more telehealth than we were able to do before, and we get reimbursed for that. I hope that’s something that stays out of COVID.”

This fall, take a hike

Suffering from pandemic-induced cabin fever? Perhaps some fresh air and outdoor exercise in a local park or preserve can clear the homebound blues.

Maybe it’s best to take a hike.

While so much has changed in this unusual year, at least one thing remains on track: Hillsborough County’s fifth annual Hiking Spree.

Sponsored by the county’s parks and recreation department, the adventure challenge encourages people to exercise, explore the outdoors, and experience nature through numerous parks and preserves.

This year’s trail list features 25 trails at 20 locations throughout the county.

Here’s how the spree works: Complete at least eight trails between November and March 31 and earn a patch, a medallion for a walking stick, or a dog bandana. One of the hikes can be at a location of the participant’s choice that is not on the list of 20 locations.

Participants may hike on their own, or in a group setting with friends and family. Some sites have entrance and parking fees. Hikers may repeat any trail twice for credit, as long as the hikes occur on different dates.

Hiking Spree trails are designed to offer something for everyone, from hiking rookies to seasoned outdoor enthusiasts. Hikes are rated from easy to moderate to strenuous.

Lengths range from less than a mile to 7-miles long — such as the paved loop road at Thonotosassa’s Flatwoods Conservation Park.

Environmentally diverse sites are spread throughout the county and range from neighborhood parks such as Carrollwood Village Park, to large preserves with multiple habitats like the 1,100-acre Lake Dan Nature Preserve in Odessa.

Also, for the first time, this year’s trail list includes two state parks – Alafia River State Park and Little Manatee River State Park, in Lithia and Wimauma, respectively.

A total of seven of the 2021 Hiking Spree parks and preserves fall within The Laker/Lutz News coverage area: Carrollwood Village Neighborhood Park, Peterson Road Park, Lettuce Lake Conservation Park, Lake Rogers Conservation Park, Lake Dan Nature Preserve and Cypress Creek Nature Preserve.

While most parks, preserves and trails are rotated in and out of the Hiking Spree each year, a few locations are constants because they have so much to offer.

That includes Lettuce Lake, one of the county’s most popular parks, at 6920 East Fletcher Ave., in Tampa.

More than half of the park’s property lies in the natural flood plain of the Hillsborough River, consisting of a hardwood swamp forest. The remainder of the park consists of hardwood hammocks and pine flatwoods plant communities.

Within the park is a 1.25-mile paved exercise trail and 3,500-foot boardwalk with an observation tower that provides scenic views of the Hillsborough River and an opportunity to see all sorts of wildlife, from wading birds and songbirds, to even alligators.

Another favorite is the 1.25-mile Singing Bluffs Trail at Edward Medard Conservation Park, 95256 South County Road 39, in Plant City. The trail is noted for unique elevation changes due to some old phosphate mines, alongside plenty of wildlife to admire from afar.

Since its creation in 2016, the Hiking Spree program has grown in popularity each year, now drawing thousands of participants. The five-monthlong achievement window spanning fall and winter is timed to take advantage of the cooler, drier weather and to coincide with prime bird-watching times.

Here’s the list of parks and trails for the 2021 Hiking Spree:

Come prepared, and pace yourself
When hiking, it’s important to bring the following items:

  • Correct trail map for your destination
  • A compass or GPS
  • Plenty of drinking water
  • Appropriate shoes
  • Sun protection

Parks officials also recommend that novices first gain experience at a neighborhood park, and then progress to the conservation parks and nature preserves.

The neighborhood parks and recreation centers are generally short, paved trails with water and facilities, unless otherwise noted.

Conservation park trails provide more of a nature experience than your typical neighborhood park trail. Though some are paved, most are primitive trails that traverse a variety of natural habitats ranging from upland pine flatwoods, to wetland swamps, to bottomland forests. Most of the conservation parks have amenities, such as running water, restrooms, playgrounds and manicured pathways.

Nature preserve trails, meanwhile, take the nature experience up several notches — almost as if you’re briefly leaving civilization for a hike. On a nature preserve, development is kept to a minimum to protect natural areas and wildlife. Nature preserve trailheads have small, unpaved parking lots, a fence with a walk-through entrance, and a small kiosk with trail information. They do not have restrooms or running water. Moreover, trails are unpaved, longer with fewer trail markers, and have rougher terrain.

What’s helpful, though, is nature preserves do feature trail markings, or blazes, usually colored in red, blue or yellow. These paint markings located on posts or trees will help guide you in the proper direction. So, if you come to an intersection, look for a blaze for what direction to hike. It’s recommended to always carry a map when hiking a nature preserve.

• Carrollwood Day School senior tight end Michael Trigg verbally committed to play collegiate football at Division I FBS University of Southern California (USC), in Los Angeles. Trigg, at 6-foot-4 and weighing 230-pounds, is a consensus four-star prospect rated among the nation’s top football recruits for the 2021 class. The tight end has registered 29 receptions for 581 yards and five scores through six games this season.

Trigg chose USC among nearly 50 scholarship offers. Also a highly regarded basketball standout at shooting guard, he’s received multiple offers from Division I programs allowing him to play on both the gridiron and hardwood.

• Carrollwood Day School 6-foot-2 senior forward Aryana Dixon verbally committed to play collegiate women’s basketball at Division I University of Vermont, in Burlington. Dixon last season tallied 10.2 points, 4.0 rebounds, 2.0 steals, 1.2 assists and 1.1 blocks per game, for a Patriots team that won the Class 3A state championship and finished with a 27-2 mark.

Youth football games to resume in Hillsborough County

Youth football leagues can now apply to Hillsborough County for permission to resume games and tournaments at county parks.

Football leagues already have been allowed to use county fields for non-contact practices and conditioning, but contact practices and games and tournaments have not been permitted since late March due to COVID-19 concerns.

To receive permission to resume games and contact practices on county-maintained fields, each league can now submit a plan that must be approved by Hillsborough County Parks & Recreation.

The plans must outline the social distancing, sanitation, scheduling and other measures the leagues will use to assure the safety of players, volunteers and fans. Safety requirements include temperature checks for all players, spectators, coaches and staff.

Such plans can be submitted for review to . Parks officials will review the plans and respond to the league with changes or approval.

County leaders recently decided to allow the resumption of contact practices, games and tournaments for youth football after extensive consultation with local health officials, emergency managers, Parks & Recreation staff, and others.

New contract gives Dade City police a bump in pay

Members of the Dade City Police Department are set to receive across-the-board salary increases, plus starting salary will be higher, too.

Those are just two of the provisions in a 56-page collective bargaining agreement between the City of Dade City and the West Central Florida Police Benevolent Association (WCFPBA) on behalf of the local law enforcement agency.

The new three-year contract was approved unanimously at the Dade City Commission’s Oct. 13 meeting. The agreement runs through fiscal year 2022-2023.

The Dade City Police Department is set to receive across-the-board salary increases and other benefits as part of a new three-year collective bargaining agreement between the City of Dade City and the West Central Florida Police Benevolent Association (WCFPBA). The new base salary is $40,000, up from the previous base salary of $37,000. (File)

The respective negotiations team for the city and police union met three times during the summer, and reached tentative agreement on all articles in early September.

The collective bargaining unit notified the city that its members had ratified the proposed contract during a vote later that month.

The most noteworthy changes are the increased officer salaries, as well as established pay steps. The new starting salary for a Dade City police officer is $40,000 — up from the previous starting salary of $37,000.

Meanwhile, a pay step plan implemented for sworn officers will create a 2% increase for every year of service between years one to 15, a 5% increase at year 20, and a 5% increase at year 25. This pay step plan eliminates a separate Cost of Living Adjustment (COLA) increase and eliminates a separate longevity incentive.

Under the plan, all current officers will receive some sort of immediate pay increase — with most receiving up to 5%.

Officers and detectives requiring a greater increase to fit respective pay step will have the balance adjusted in equal installments in year two and year three, according to the agreement.

As an example, a rookie officer who was making $37,377.60 will see pay jump to $40,000 this fiscal year. In 2022-2023, that salary will be $41,616.

An 11-year veteran of the force making $43,992 will see pay jump to $46,191,60 this year; the salary will be $51,744.27 by 2022-2023.

To further put in perspective, here’s how an officer would be compensated based on years of service, under the plan:

  • Rookie officer: $40,000
  • One year service: $40,800
  • Five years of service: $44,163.23
  • 10 years of service: $48,759.78
  • 15 years of service: $53,834.73
  • 20 years of service: $56,526.47
  • 25 years of service: $59,352.79

There also were other special payment provisions implemented in the contract, including a $100 footwear allowance for all officers each year.

Another clause of the contract compensates officers for a loss of personal items during a physical incident on duty, or due to the of hazardous materials.

Dade City Mayor Camille Hernandez commended both city staffers and the police union for arriving at a workable agreement.

“I want to thank both sides,” Hernandez said. “I’m impressed at the amount of time, thought and deliberation, and action that ultimately we came to.”

The mayor, however, did acknowledge more work needs to be done in the future — alluding to greater officer pay and benefits in the future, as the city grows, develops and expands.

Even with the raises, the upgraded starting salary for a Dade City police officer still lags behind other agencies in Pasco County, where starting pay for police officers and deputies hovers around the mid-40s.

The nearby City of Zephyrhills, for instance, is actively advertising a starting salary of $44,500.

Hernandez put it this way: “You know, we have lots to do better on, we know that. But, I’m happy of where we are and we know there’s more to go, but I do believe we are moving in the right direction…”

Dade City Police Chief James Walters echoed the mayor’s sentiments regarding the agreement, overall.

“We appreciate the hard work for getting this done,” said Walters, a 25-year veteran of the agency who’s served as chief since 2018. “It is a great accomplishment for the employees and staff and officers, to be able to understand where they’re going to be at, and how they’re going to get there.”

The city’s police department has about 40 employees, including 23 sworn officers, civilian personnel and part-time staff.

Better pay deemed essential for retaining officers
The finalized contract comes at a point when the city is expected to need additional officers, as it continues to experience residential growth.

Walters advised commissioners during a budget meeting in August that additional staffing will be required to match the additional demands. At that time, he said: “In order to provide the services this community has come to expect and deserve, the police department must grow as well.

“We are already seeing a tremendous increase in our calls for service, and the more calls for service that we have with the same number of officers, the less time there is to spend on direct speeding enforcement, and community outreach and community-oriented policing.”
At the same meeting, WCFPBA president Nick Marolda underscored the importance of competitive pay for the city’s police force, noting the challenge the lower pay presents in both attracting and retaining officers.

“You’re spending thousands and thousands of dollars training these officers. They get great training, and then in about two years or three years, they look around and they see they’re the lowest (paid) in Pasco County, and they bail on you, and you lose all that money in training, and they go to another agency and you’ve got to start over again,” he said.

Lutz native manages hometown Rays to World Series

Tampa Bay Rays manager Kevin Cash has come full circle (err, diamond) with his baseball career.

The Lutz native and Gaither High School alum is managing his hometown pro ball club at the sport’s grandest stage, in the 2020 World Series.

He’s making other sorts of history, too.

The 42-year-old Cash is the first person to have played in the Little League Baseball World Series and manage a team to Major League Baseball’s (MLB) Fall Classic.

He was a 12-year-old second baseman on the 1989 Northside Little League team that reached the 43rd Little League World Series, which then consisted of the top four little league teams each — from both the United States and the world.

The North Tampa-based team fell in the quarterfinals to Eastview (California) Little League 12-5, though it was a team from Trumball, Connecticut, that took home the title in Williamsport, Pennsylvania.

Cash is hoping for a better outcome some three decades later against a much more distinguished California-based club in the Los Angeles Dodgers, at Globe Life Field in Arlington, Texas.

The best-of-seven World Series could run through Oct. 28.

Whatever the result, Cash has done yeoman’s work guiding the Rays to its second World Series appearance in franchise history — the other coming in 2008, where the team lost in five games to the Philadelphia Phillies.

“Pretty special feeling,” Cash said about reaching the World Series, during a recent postseason press conference. “I don’t think I’ve had many better, other than getting married and having three kids. This is right there below that. Can’t get much better than that. This is a special group to be a part of. It’s fun to see them win games and fun to be a part of it.”

Among baseball’s brightest
Amid a logistically, emotionally taxing, pandemic-delayed, 60-game shortened season, Cash navigated success for a young, diverse team with a low payroll, and dearth of superstars and household names.

Also consider: The Rays this season had 19 players serve 20 injured-list stints. On Sept. 1, they set a team-record-tying (not in a good way) 13 players unavailable for action.

All that, though, didn’t stop Tampa Bay from finishing with an American League (AL)-best 40-20 regular season record and division title — then downing the Toronto Blue Jays, the large-pocket New York Yankees and the Houston Astros en route to the World Series in an expanded 16-team playoff format.

Cash, in his sixth year as Rays skipper, has consistently garnered high marks throughout the baseball industry as a steadying cog in the team’s accomplishments.

Last season he steered the team to 96 regular season wins and its first playoff berth in six years. He also holds the franchise’s best all-time managerial winning percentage (.522).

Sporting News already crowned him AL Manager of the Year, for a second-straight time. Other outlets are likely to follow.

Cash is revered for putting players in position to succeed via ever-changing batting orders, increased bullpen usage, openers, platoons, positional versatility, defensive positioning and shifts, and more.

He’s likewise praised for cultivating a loose, welcoming clubhouse that features so many players from different countries, cultures and backgrounds. The team’s World Series roster, in addition to players from all quadrants of the United States, also is represented by Cuba, Dominican Republic, Puerto Rico, Japan and South Korea, respectively.

While some old-school baseball types scoff at some of the team’s myriad unconventional methods, Cash and other Rays coaches embrace it, with understandable assistance from the team’s front office and analytics department.

The organization’s philosophy as a whole facilitates free-thinking and considers all sorts of out-of-the-box ideas in trying to eke out games in any way fathomable against richer teams with pockets three or four times as great. The Rays $28.6 million payroll pales in comparison to the Dodgers’ $105.5 million, for instance.

Cash described the Rays’ approach this way: “We think what we’re doing is maximizing a roster and doing everything we can to make the best decisions and put the players in the right spot to succeed, and ultimately win as many games as possible.”

Such a collaborative working environment allowed Cash to grow and thrive when he became the game’s youngest manager back in December 2014.

“Well, personally for me, it’s helped me immensely, for somebody that had never managed six years ago, to be able to make some mistakes and learn from them. Try some things that people would use the word ‘different’ and it be OK and accepted, it’s been hugely beneficial,” said Cash. “We’ve listened to everybody, we’ve learned from everybody, and everybody’s opinions are valued here, and that’s how we think we can come up with what we think is the best decision on a given year, a given season, a given game, whatever it is, so it’s a pretty great situation to be a part of.”

Lutz roots
Besides leading the Rays to baseball’s promised land, Cash enjoyed a spirited playing career beyond his Little League days and growing up in the Valley Ranch Drive neighborhood across from Lake Park, along North Dale Mabry Highway.

He recalled those early roots back in a 2016 interview with The Laker/Lutz News.

“I remember when my parents moved to the neighborhood in Lutz, it was like a one street cul-de-sac, and there were boys everywhere,” Cash said. “We had pickup football games, pickup basketball, baseball games every day. It was just a pretty cool neighborhood to grow up in, because there were so many kids our age that we could go out there and have a complete game with.”

Cash would later star at Gaither High School and Florida State University before enjoying an eight-year MLB career as a journeyman catcher, spending time on the then-Devil Rays (in 2005), along with the Blue Jays, Yankees, Astros and Boston Red Sox, respectively.

Once his playing career ended, Cash became a bullpen coach for the Cleveland Indians, working under manager Terry Francona from 2013-2014, until landing the Tampa Bay gig.

Cash’s knack for getting the best out of his team was a learning process as he ascended through the sport’s ranks.

“I was really fortunate to be around a lot of good coaches, managers, just baseball people, teammates, and watched how people went about it different ways, and not every way works for individuals, and not every player responds to one way.

“I think Terry Francona was probably the biggest influence, in the way that he came to the ballpark, in watching the way he treated players one through 25 on the roster,” Cash explained.

As for the significance of delivering a baseball championship to the region where he was born and raised, it’s a question Cash hasn’t yet given much reflection.

“You know what, I’ve briefly thought about that, but I’m trying to avoid it,” Cash said. “You want to bring it back to the club that you work for. If you add another layer to it, it was similar to getting the job six years ago, but this is now more magnified than being a guy that was born and raised in the Bay Area. I think any city, I would appreciate it, any team in this position would appreciate it, (but) it just might make it a little sweeter if we’re able to do some special things here in Texas.”

The Sunlake High varsity cross-country program swept the Oct. 10 Sunshine Athletic Conference East Championship East meet, claiming top team finishes and individual champions in both the boys and girls 5K races. The Seahawks girls tallied a perfect 15 points (school’s top five runners place one through five), paced by top individual finisher senior Shannon Gordy (21:16.40), while the boys registered 21 points behind race champion, junior Colby Robbins (16:27.40). Sunlake en route defeated six other East Pasco County high schools, including Wiregrass Ranch, Land O’ Lakes, Cypress Creek, Zephyrhills, Pasco and Wesley Chapel. The meet was hosted by Wesley Chapel High.
