Dade City approves visitor’s center design

Dade City Commissioners have narrowed in on a design for a new visitor’s information center building that’ll help round out Roy Hardy Trail trailhead — and serve as an important component for a future multi-use park near Church Avenue in the downtown area.

Commissioners on Aug. 25 unanimously selected a preferred design option that was favored by nearly 62% of residents in an online survey.

The visitor’s information center is being funded with the help of a $250,000 grant from the Pasco County Tourist Development Council.

Plans call for a 1,380-square-foot open floor plan with two family bathrooms that meet Americans with Disabilities Act standards.

The interior space will feature informational kiosks and mobile displays for all county tourism amenity partners. There also will be a third-party vendor space to provide maintenance, information sharing and security. The space also can be used to showcase exhibits from local artists and museums.

The center’s exterior will generally match the look of the surrounding Church Avenue neighborhood, which commonly features homes with wood siding, columns and brick embellishments; the building will be painted with a historic color palette of amber, copper red and black.

The building also will be accompanied by two porches and a bike rack — its location designed to offer easy access off the Hardy Trail for riders and exercisers to gather and rest.

The final building design, however, might take on a few more minor tweaks. Commissioner Scott Black expressed a desire to incorporate some elements of the former Seaboard Airline Depot, a Mediterranean-style structure that was once located northeast of the site. Any changes will likely apply to lighting fixtures, decorative elements and benches that can give the feel of a depot and railway platform, city officials say.

The project’s budget will next be finalized by staff and commissioners. Construction is expected to begin in January following the approval of submitted building permits.

Commissioners in May approved a design-build project bid with Dade-City based Borregard Construction Inc.

Mayor Camille Hernandez described the visitor’s center as “a major part” of a proposed downtown community park that’ll someday be “a destination in our town.” The center will be situated at the northeast corner of the 2.23-acre park property that could eventually feature a water splash pad, playground, event lawn and walking path, among other amenities.  “We certainly want it to become something that we’re all very proud of,” Hernandez said.

Pasco Sheriff’s Office appreciates community’s support

Amid nationwide protests and movements for widespread police reform, Pasco County is fortunate to receive considerable community support, said Pasco Sheriff District 2 Cpt. Joseph Irizarry during a breakfast meeting with the East Pasco Networking Group.

Protesters have been persistent, and sometimes violent, in calls for reform in the wake of multiple officer-involved shootings across U.S. cities, but Pasco deputies have felt appreciated by the “support that’s been pouring out of the community,” said Irizarry said, whose patrol division runs east of U. S. Highway 41 north to the Hernando County line, south to the Hillsborough County line, and east to Polk and Sumter counties.

“You know, you can’t go anywhere in Pasco County pretty much without getting ‘thank yous’ and someone offering to pay for my meal or to buy me a cup of coffee — so it’s greatly appreciated,” he told the group, gathered for the Aug. 25 breakfast meeting at the IHOP in Dade City. “Unfortunately, many other law enforcement agencies aren’t experiencing the same support that we experience here in Pasco County.”

The district 2 captain said the reelection of Sheriff Chris Nocco has helped the department stay focused on county issues. No one stepped forward to challenge the sheriff, in his bid for reelection.

Touching on the county’s more pressing issues, Irizarry said the agency has placed a significant emphasis on the issues of homelessness and mental health.

He applauded Nocco’s progressive approach in addressing community issues. For instance, the sheriff used grant money to form the Behavioral Health Intervention Team (BHIT) last year.

The unit, made up of 12 detectives, partners with local hospitals and mental health facilities to conduct frequent visitations and welfare checks. It also helps expedite referrals for behavioral health resources and criminal justice diversion programs for the county’s Baker Act repeats.

For example, an individual struggling with addiction may be referred to outpatient substance abuse treatment. Or, someone struggling financially might be referred to Pasco County’s Human Services department and the county’s homeless coalition.

Before the proactive program began, Irizarry said, the sheriff’s office would be called to a scene and make initial contact with someone who was in the midst of a mental health crisis — and that individual might be arrested or submitted for an involuntary mental health evaluation (Baker Act).

From there, it was left to others to address the problems.

But, the law enforcement agency discovered that many struggling people end up going back to square one — spiraling into their various issues, without knowing how or where to turn for help, he said.

“The sheriff kind of took the reins, ‘Hey, we’re going to create a unit, we’re going to be that ‘somebody else,’ and we’re going to follow up,” said Irizarry, who’s held various roles in his 20 years with the law enforcement agency, including patrol deputy, K-9 deputy, and vice and narcotics detective.

Meanwhile, the high-level officer noted that less than 20% of service calls are related to criminal complaints, so the majority of calls are related to non-criminal matters such as mental health and substance abuse problems, among others.

“A lot of our time is spent doing things other than arresting people and taking people to jail,” Irizarry said. “It’s trying to get people help, and use resources in the community or in the area.”

That seems more important than ever, as many individuals and families have been struggling through layoffs and furloughs due to COVID-19.

Recently, the sheriff’s office has been partnering with Feeding Tampa Bay to deliver hundreds of meals to families at the Pasco County Fairgrounds.

It’s about making the county “a better place for everybody to live,” the captain said.

“In this day and age with the pandemic, a lot of people are laid off, so they don’t have the money to pay the bills or pay the rent or pay for food…so there’s a lot of things that the sheriff’s office does to help the community.”

Carriage House set to get $155,000 facelift

A notable piece of Zephyrhills history is set to be restored — in hopes of boosting Zephyrhills’  main street corridor, while preserving a landmark of the city’s storied past.

The Zephyrhills City Council has approved a $155,000 project to renovate the Carriage House — a two-story wooden structure connected to the Historic Jeffries House, at 38537 Fifth Ave.

The Jeffries House was built in 1910 for Capt. Harold Jeffries, the founder of Zephyrhills. Jeffries was responsible for bringing many Union Civil War veterans into the area. The house where he lived is a part of the U.S. National Register of Historic Places.

The council awarded the $155,000 construction contract to Zephyrhills-based Kerns Family Construction Company Inc.

The motion passed 4-1 during an Aug. 24 regular meeting, with Councilman Alan Knight dissenting.

The scope of the project includes myriad interior and exterior improvements to the dilapidated structure. The renovation includes new roof trusses, windows, lap siding, doors and second floor balcony. It also calls for replacing electrical wiring, plumbing, kitchen and bathroom fixtures, among several other enhancements. The project is expected to be completed in four months.

In voting against the project, Knight reasoned the Carriage House attachment should be bulldozed, with the money spent on other projects, such as sidewalk repairs, new playground equipment and sprucing up the Hercules Park property.

“I just can’t see putting $155,000 into that building,” Knight said.

Once the project is finished, the city plans to lease it out to a business tenant for around $1,500 to $2,000 per month.

But, Knight also noted, there’s plenty of other empty storefronts along “the main drag” of Fifth Avenue.

He said the city has failed to rent out the Jeffries House, which the city purchased for $110,000  in 2014 and renovated for $50,000 in 2016.

The building is currently utilized by the Zephyrhills CRA (Community Redevelopment Agency) and nonprofit Main Street Zephyrhills Inc.

“We did the same thing with the Jeffries House, ‘Oh we’re going to lease it out,’ and we never leased anything out,” Knight said.

“I think we made a mistake,” he said.

While Council President Charles Proctor ultimately voted for the renovation contract with Kerns Construction, he sided with Knight’s sentiments about the project, in general.

“Personally, I would’ve liked to have just leveled it over, took the money and spend it on something else, but here nor there, we’re going to redo it and I do hope that it stays in budget, that’s my biggest thing,” said Proctor.

Other supporting council members reasoned that the undertaking is a long-term investment in the city’s historic downtown that will pay dividends in time.

“I totally understand where Councilman Knight is coming from, but I look at it more as like an investment in the downtown area, an investment and maintaining a historical building,”  Councilman Lance Smith said.

“I look at it as this was the property that the founder of Zephyrhills owned, and it should be worth saving, I would think,” he added.

Council Vice President Jodi Wilkeson, expressed support for saving the Carriage House, noting it’s worth the investment.

“This is a learning opportunity,” Wilkeson said. “It’s an opportunity to promote our downtown. It’s an opportunity to promote the Jeffries House, because right now it’s an eyesore (with the Carriage House). When it’s finished it’s going to be beautiful…”

As a bonus, Kerns Construction will organize a series of public workshops at the Carriage House during ongoing construction — inviting residents to see how to complete restoration tasks, such as stripping floors and repairing windows. These “How To” activities also will be  live-streamed on various social media platforms.

“People are interested in that, and it’s attracting young people to our city, and it’s changing the demographic to our community,” Wilkeson said.

Zephyrhills City Manager Billy Poe also provided updates on several development projects:

  • City staff has submitted required documents to the Florida Department of Transportation (FDOT) for the U.S. 301/Pretty Pond Road signalized intersection project.

Issues recently arose over the city’s selection of BRW Contracting Inc., a Land O’ Lakes company that isn’t on FDOT’s pre-qualified vendor list. Poe said “fingers are crossed, prayers are being said,” FDOT will approve the proposal and a forthcoming agreement will be on the city’s Sept. 14 meeting agenda. The intersection project is being funded via a $2.3 million appropriation included in this year’s state budget; the project has a seven-month construction timeline.

  • The bid letting process for the multimillion Country Road 54 enhancement project remains “on hold” until the city and Pasco County can reach an agreement on splitting costs for it. The scope of the project calls for various turn lanes, a signalized intersection and a multi-use path along a 1.31 mile stretch, generally from east of U.S. 301 to 23rd Street.
  • The city’s planning department is working on designs for the Kossick Road extension to Otis Allen Road, to help make way for the Zephyr Lakes single-family residential development. The city manager explained the idea is to tie in a four-lane road, but a large transmission pole may prevent that, “so we’re working on getting meetings scheduled with Pasco County and Duke Energy to see what can be done.”
  • The $4.9 million Sarah Vande Berg Tennis & Wellness Center final completion date is targeted for Sept. 29; the scheduling of a grand opening date is still to be determined.

Wiregrass Ranch Sports Campus ready for play

The spacious, bio-cushioned hardwood floors sparkle under the lights.

The myriad ceiling-hung basketball goals and volleyball nets are mechanically lowered and raised in minutes.

The centralized cheerleading/dance springboard floor is square for stunts and tumbling. Adjacent outdoor multi-use grass fields are manicured and marked up for soccer, lacrosse and other events.

Put another way, the highly-anticipated Wiregrass Ranch Sports Campus of Pasco County is finally open and ready for play, at 3211 Lajuana Blvd., in Wesley Chapel.

With 98,000 square feet of indoor space, the complex is hyped as a destination for local youth, school teams and adult athletes, while also playing host to a diverse set of regional, national and international level sports tournaments year-round.

The $29 million field house is the centerpiece of a $44 million public-private project. Ultimately, it will be phased to include seven outdoor multi-use fields and a 128-room hotel situated 80 acres of land donated by the Porter family, one of the area’s leading cattle ranchers who established Wiregrass Ranch in 1942. The sports campus is funded with county tourist tax development dollars, while the adjacent hotel will be funded and constructed via private capital from Mainsail Development Group.

An Aug. 27 ribbon cutting ceremony signaled the opening of the first phase of the much-anticipated Wiregrass Ranch Sports Campus of Pasco County.

An Aug. 27 grand opening and ribbon-cutting ceremony offered an in-depth look of the state-of-the-art facility that the county hopes will be a game-changing tourism draw for years to come.

The multi-use sports complex, which features 37-foot-high ceilings, is large enough to hold either 16 volleyball games or eight full-court basketball games at any given time.

It’s two 35,500-square-foot gyms are separated by a cheer/dance studio, athletic training center and second-level mezzanine. Spacious floors can be converted to accommodate other sports, such as pickleball (up to 16 courts), futsal (up to eight courts), as well as large-scale wrestling, mixed martial arts (MMA) or karate tournaments.

Versatility and flexibility are key aspects of the complex’s design. For instance, one side of the gym could be used for a volleyball tournament, while the other side could be used for another sport or even a convention.

Other notable amenities include an educational lab, full-service kitchen, a concessions area aptly titled “Fast Break,” and snack bar, “Power Alley,” both situated in the lobby.

Designed to attract athletes, from near and far
The birth of the campus dates back to 2001, when a feasibility study identified the county as a possible sports tourism hotspot.

Concrete plans for the multi-purpose athletic center didn’t come together until 2015.

The facility officially broke ground in June 2018.

Pasco County Commissioner and Pasco County Tourist Development Council Chairman Mike Moore labeled the project “a huge milestone” for the area.

“This isn’t a dream on paper anymore — it’s actually happening right in front of us, ” Moore said at the grand opening ceremony.

In addition to a combined 70,000 square feet of floor space, the Wiregrass Ranch Sports Campus of Pasco County features a competition cheer/dance studio and springboard.

“It’s a beautiful facility. It’s no longer a construction site, it’s now the Wiregrass Ranch Sports Campus of Pasco County.

“It was a long road to get here, and it took a shared vision and commitment from this County Commission that we have here, the Tourist Development Council, and a very, very generous family,” Moore said.

The athletics campus is a public-private partnership between the county, who owns the land and facility, and RADD Sports, a private sports management company tasked with handling day-to-day programming, maintenance and operations.

Moore noted the importance of such a partnership: “A county government, let’s be honest, isn’t set up to effectively run a facility like this. That’s probably the last thing you want ever to happen, is a county government to run a facility like this.”

The complex will be open for public use and local leagues Monday through Thursday, while Friday through Sunday will generally be reserved for attracting out-of-area tournaments.

The youth and amateur sports industry has quickly taken notice of all the frills.

The venue has booked 53 events or tournaments across the next 42 weekends, according to RADD Sports CEO Richard Blalock. That so far encompasses basketball, cheerleading, futsal, gymnastics, karate, volleyball, and wrestling; upwards of 17 different sports could be effectively at the complex, officials say.

It’s very first hosted event was a South Florida-based boys travel basketball tournament, which generated 500 room nights booked for the county.

“During a pandemic, that’s really strong,” Moore said, adding the number of bookings already scheduled is “really, really incredible.”

Said Moore: “The people that come here are going to stay in our hotels, which they already have. They’re going to eat at our restaurants. They’re going to shop at our Pasco County stores. And, it’s not just the athletes that are competing that’ll be doing that, it’s their families, it’s their friends, and it’s the spectators.”

Meanwhile, a team of RADD athletic directors/coaches with extensive professional backgrounds will help run local programming in the arenas of cheer, gymnastics, soccer, basketball and volleyball — the primary sports focus of the complex. That includes afterschool programs, camps, recreation leagues and so on.

With talents and skills that’s taken them to sports’ highest levels nationally and internationally, even they were awestruck by the complex’s diverse amenities.

The 98,000-square-foot indoor field house is the cornerstone of the 80-acre Wiregrass Ranch Sports Campus of Pasco County. It is now open and ready for play.

“There’s no other facility like it, not in the Southeast, and maybe not even the country,” said basketball director Ronnie Outen, a former Division I hooper at West Virginia University who spent 15 years playing professionally overseas in Austria, Italy and Lebanon, among other countries.

Outen specifically observed the benefits of the facility’s second-floor mezzanine, which offers “a bird’s eye view” of every game in action — a plus for college recruiters, scouts, family members and so on.

“A lot of places have a lot of courts, but they’re not centrally, strategically placed where you can just get a view of the whole facility in one specific location,” he said.

Former Tampa Bay Rowdies head coach Stuart Campbell is heading up the campus’ indoor futsal and outdoor soccer programming. With seven full-sized outdoor fields and hotel coming online within walking distance, he believes the space is worthy enough to host year-round residencies for professional soccer teams overseas.

“I know where I’m from, I certainly didn’t have anything like this,” said Campbell, a former English Premier soccer player from the United Kingdom.  “I think we’ve opened ourselves and Pasco County up to the opportunity of bringing in  professional soccer teams.”

Some of the complex’s finer details, such as heavy-duty commercial rollup doors to conveniently load and offload equipment, makes it ever more appealing to lure some headline tournaments and become the flagship for others.

“They spared no expense,” Matt McDonough, the facility’s senior director of cheer and event development, said. “There’s really so much you can do with this. You can rock and roll with a giant wrestling tournament here, judo, fencing. I think they even planned for archery.”

Hillsborough reopening baseball, softball fields

Hillsborough County has moved a step closer to resuming baseball and softball at county-owned facilities — creating a process for youth and adult leagues to begin playing games and tournaments.
To receive permission to resume games on county maintained fields, each league now can submit a plan to be approved by Hillsborough County Parks & Recreation. The plan must outline what social distancing, sanitation, scheduling, and other measures the leagues will use to assure the safety of players, volunteers and fans.
Effective immediately, baseball and softball leagues can submit the plans for review to Parks & Recreation at . Parks officials will review the plans quickly and will get them back to the league with changes or approval.

Baseball and softball leagues have been allowed to use county fields for practices and conditioning for several weeks, but games and tournaments have not been permitted since late March because of COVID-19 coronavirus concerns.

County leaders made the decision to allow the resumption of baseball and softball games, and tournaments after extensive consultation with local health officials, emergency managers, Parks & Recreation staff, league officials and others.

Gaither High tabbed as one of Florida’s top football teams in 2020

The Gaither High School varsity football program is projected as one of Florida’s best teams in the state this year, according to MaxPreps.com.

In its preseason ranking of the state’s top 25 teams for the 2020 season, the high school sports website lists the Cowboys as No. 10  across all classifications.

Gaither certainly seems deserving of the recognition.

The Cowboys last year finished 12-2 and reached the Class 6A state semifinals in 2019. The team, under fourth-year head coach Kirk Karsen, returns a talented group that includes a bevy of high-level Division I talents, including quarterback Kiael Kelly (Ball State commit), lineman Andrew Kilfoyl (USF commit), cornerback Jordan Oladokun (Iowa commit), tailback Ricky Parks (Utah commit) and cornerback Jordan Young (Florida commit), among others.

Other Tampa Bay area teams that made MaxPreps’ top 25 state list include Armwood High (No. 7), Tampa Bay Tech (No.14), Clearwater Academy International, and Jesuit High (No. 25).

PHSC women’s cross-country opens season

The Pasco-Hernando State College (PHSC) women’s cross-country team will have its first race of the 2020 season on Sept. 4, competing at the Florida Horse Park Invitational in Ocala.

This is the only PHSC fall sport undergoing an official season, due to COVID-19.

The Bobcats cross-country program — which has won four straight regional titles — began practices in mid-August.

The college’s volleyball, basketball, baseball and softball teams will entertain a fall schedule where they will play scrimmages only. Official seasons for these sports are delayed until spring term 2021.

The 2020-2021 cross-country roster features several athletes who attended local high schools  — freshman Miranda Coffey (Steinbrenner High), Emily Jenkins (Sunlake High), Gabrielle Marshall (Gaither High), Addison Paul (Land O’ Lakes native, home-schooled), Jessica Perez (Wharton High) and Sydney Stoltzfoos (Gaither High).

Dispute pauses improvements to County Road 54

Improvements to a portion of County Road 54 through Zephyrhills are on hold, as the municipality and Pasco County struggle to come to financial terms on the project.

The scope of the project calls for the following enhancements along a 1.31 mile stretch, from east of U.S. 301 to 23rd Street:

  • Additional signage and pavement markings
  • Left-hand turn lane at the Dairy Road intersection
  • Right-hand turn lane and new mast arms at Wire Road, turning onto 12th Street
  • Signalized intersection at 23rd Street
  • A 10-foot concrete multi-use path on the south side of County Road 54, and a 5-to-6-foot path on the north side of the road, plus associated drainage

How to split the cost of the $6.78 million project is the crux of the issue.

County staffers have asked the city to fund 50% of the project through an inter-local agreement. The roughly $3.35 million would be paid in installments, over three years.

An initial draft of the contract also calls for the city to agree to pay any cost overruns, in full.

For instance, if the project ends up costing, say, $7 million, the city would be responsible for the $22,000 difference from the engineer’s estimate of $6.78 million.

The Zephyrhills City Council balked at the proposal.

Council members called for a better deal, at the board’s regular meeting earlier this month.

Council members and city staff indicated the proposed agreement had come out of left field.

They said there wasn’t much or any input with them throughout the design/pre-engineering process.

The estimated cost was an eyeopener, too.

“I think we all had sticker shock,” Zephyrhills City Manager Billy Poe said.

While the city put forth some money into the project’s design several years ago, council members were under the impression it was for a four-lane road extension, as opposed to turn lanes, traffic signals and adjacent multi-use trails.

Any improvements east of 20th Street are not in the city’s jurisdiction, officials noted, so the city should not be responsible for those costs. They also raised a question about whether those improvements are even necessary.

Another snag: The county had already gone to bid on the project before getting the city’s approval on the final agreement. The county later canceled that bid opening, Poe said.

Poe said the ongoing dilemma is that the project won’t be completed, unless the city participates in helping to fund the project’s entire scope — even the portion outside its jurisdiction.

City could do improvements on its own
The city’s other option is to take on the project itself and determine which areas along the roadway are most pressing for improvements, Poe said.

Council Vice President Jodi Wilkeson said work certainly is needed along the busy stretch of road.

She observed the area north of Zephyrhills High School, and south of Wire Road and 20th Street  has “pretty dangerous conditions” with heavy traffic.

“People are riding golf carts and walking on the grass there. People tend to ride on the street there because there is no sidewalk, there’s no bike lanes,” Wilkeson said.

However, Wilkeson, like others, expressed reservation about the project’s cost — “a significant percentage of our annual budget” — while also noting city residents have already been taxed by the county through Penny for Pasco for such infrastructure improvements.

She put it like this: “A million dollars a year (for three years) sounds like a lot of money, but honestly, my bigger concern is what kind of precedent are we setting with the county, if we begin to fund 50% of the projects that they’ve already taxed our residents?”

Councilman Lance Smith said some type of project needs to get done along the roadway, one way or another.

“It’s going to get bad,” Smith said. “That road’s bad at certain times of the day.”

Smith suggested his fellow council members extend an olive branch to Pasco County Commissioners, to direct their staff-level employees to negotiate in better faith.

“They’re just pushing us, trying to get us to sign this thing,” Smith said. “I think we need to reach out to them and tell them, ‘We will participate, but we’re feeling strong-armed into this thing right now, and it’s not what we originally talked about.’”

The councilman added the city has partnered well with the county on countless transportation projects in the past, including State Road 56, the Eiland Boulevard/U.S 301 intersection, Copeland Drive, Kossick Road, Simons Road, plus various frontage and reverse frontage roads.

Said Smith: “We do need to remind them of all these things we’ve helped them with in the past. Maybe we suggest, ‘Look, we’ve been good partners with the county and we want to continue to be good partners with the county, so we need some help. We need you to help us out.’”

With that, Smith is optimistic a deal can be struck.

“It’s going to take a little bit of time, that’s all,” he said.

While concurring with other council members, Council President Charles Proctor expressed frustration with the county for trying to take advantage of the city.

“All of a sudden they’re in this big rush for us to put in our portion and nothing’s even broken ground.

“We do have a good relationship with the county and I don’t want to ruin that relationship by any means, but I think it has to be fair for all involved, and I just feel like this was kind of shot at us real quick and we didn’t have a signed agreement, so I think we need to protect our own and look out for the citizens of our great city,” Proctor said.

Meanwhile, Councilman Alan Knight advised the city to take a “wait and see” approach before jumping into the multimillion dollar project with the county. “I think we have to look at it again, I really do,” he said.

Knight also proposed the city look into possibly taking on the project itself and make desired traffic improvements at the most troubled areas along the mile-plus long roadway — such as the Wire Road intersection.

“We could almost do that intersection just with our own money and not have to jump into three or four million dollars with the county,” Knight said.

In a follow-up interview with The Laker/Lutz News, the city manager said it could take several more meetings before a solution with the county is reached.

“It’s a big price tag, and so the message was relayed to Pasco County, so there’s still more conversations to be had,” Poe said.

Dade City Police seek raises, more resources

As Dade City anticipates burgeoning commercial and residential development, the city’s police chief said the time is ripe for increased funding for his department.

Early projections put the police department’s budget at nearly $2.9 million for fiscal year 2020-2021. That represents roughly 44% of the city’s entire $6.51 million general fund.

The agency’s budget this year includes creating a detective sergeant class to assist with span of control and supervision; adding a new civilian position to handle crime scene property evidence; and replacing three police vehicles totaling $165,000. The department originally asked for four vehicles.

A broader issue, however, centers on base salaries and overall pay to the department’s sworn police officers.

As Dade City Manager Leslie Porter negotiates with the West Central Florida Police Benevolent Association on behalf of the police department, Walters is asking commissioners to consider a “significant pay adjustment” for his police force. He also wants “equity” of police officers in relation to other city employees.

The starting salary for a sworn Dade City police officer is about $37,700, notably lower than other law enforcement agencies in Pasco County, Walters said.

He also stated that starting salary hasn’t changed for numerous years.

“The average pay for a police officer of deputy sheriff in Pasco County is $41,000. That’s not because some departments are paying $42,000 or $40,000, but rather, because we’re at $37,000 and most others are in the mid-40s,” Walters said.

He pointed to Zephyrhills, which is advertising a $44,500 starting salary for a patrol officer. And, he noted that figure is expected to be higher with Zephyrhills’ next budget.

The city’s growth is a factor, too, the chief said, saying hundreds, if not thousands, of new homes have been approved within city limits.

That comes at a time when the agency already is having a challenging time recruiting and retaining qualified sworn officers, Walters said.

Nick Marolda, president of the West Central Florida Police Benevolent Association, touched on those issues without revealing information regarding the ongoing confidential negotiations.

“You’re spending thousands and thousands of dollars training these officers. They get great training, and then in about two years or three years, they look around and they see they’re the lowest (paid) in Pasco County, and they bail on you, and you lose all that money in training, and they go to another agency and you’ve got to start over again.

“The goal here is we’re trying to find good people and good officers to come to the department, and we’ve got to pay them for that, because it’s competitive,” Marolda explained.

The city’s police department has 23 sworn officers and about 40 total employees, which includes civilian personnel and part-time staffers.

While its police chief didn’t call for the addition of sworn officers in this year’s coming budget, it’s something he emphasized that commissioners must seriously address in coming years, until development levels out.

As of this year, the municipality had roughly 4,000 residential unit entitlements over the next decade — which means they are actively under construction or review.

“In order to provide the services this community has come to expect and deserve, the police department must grow as well,” he said.

“We are already seeing a tremendous increase in our calls for service, and the more calls for service that we have with the same number of officers, the less time there is to spend on direct speeding enforcement and community outreach and community-oriented policing,” Walters said.

Commissioners later voiced their support for the police department and the concerns raised by Walters, a 25-year veteran of the agency who’s served as chief since 2018.

Mayor Pro Tem Jim Shive said the matter will be handled seriously by city leaders, and other commissioners echoed those sentiments.

A BMX park in Pasco County?

Pasco County has marketed itself in recent years as a premier amateur sports and recreation tourism destination.

Its tourism arm —  Experience Florida’s Sports Coast — has leveraged that credo, with state-of-the-art athletic facilities springing up. Those include the AdventHealth Center Ice skating rink, Wiregrass Ranch Sports Campus and Sarah Vande Berg Tennis & Wellness Center.

Could a large-scale BMX (bicycle motocross) park be the county’s next major attraction?

Delaney Morrison, and her team, would like to see that happen.

Morrison operates Pinellas Park’s J&R Bicycles BMX Super Store. She’s also president of Ride Local Inc., a nonprofit group committed to providing safe and well-organized environments where enthusiasts can hone their skills in extreme sports.

She outlined the Ride Local’s concept at the Pasco County Tourist Development Council (TDC)’s August meeting.

“We’re eager to work with you, and hopefully bring BMX to Pasco County. It has been a passion of ours for decades now,” Morrison told the TDC, as she unveiled a 40-page proposal on the initiative.

The idea is to partner with the county to construct a BMX track and bike park on a 23-acre tract situated of the intersection of State Road 54 and Gunn Highway in the Odessa/Trinity area. The land is presently owned by Pasco County Utilities.

Under the proposal, about 3 acres would be used for a BMX dirt race course made of various jumps and rollers.

That would mark the first stage of a larger, surrounding bike park that would include a pump track, skatepark, mountain bike obstacle course, casual bike path and other features.

There would be opportunities for recreational leagues and a beginner’s program for newcomers to the off-road racing sport. It also would host large-scale competitive events sanctioned by USA BMX.

The open space also could be used for drone races, truck rallies, and Boy Scouts of America and All-Pro Dad meet-ups, among other activities, Morrison said.

“Our goals for this project are to establish a world-class track for locals and visiting riders, regardless of age or skill level,” Morrison told the TDC. “With the work that Pasco County already has done as a bicycle community, we know that BMX can just round out your offerings for bicycle activities.”

Location, location, location
Over the past year or so, Morrison and her team have had ongoing discussions with Pasco County Commissioner Kathryn Starkey and Keith Wiley, the county’s director of parks, recreation and natural resources.

The identified location seems ideal for multiple reasons.

Morrison praised its high visibility along the booming State Road 54 corridor, sitting along the Tower Road extension and a future high school, whose adjacent lot could be used for overflow parking for large events.

The ability for commuting motorists to see a BMX track from afar is a luxury other like-minded BMX facilities don’t have, Morrison said. Often, she said, they’re “hidden in the back of a park somewhere.”

Case in point: Tampa BMX at Lake Park in Lutz.

“They have good ridership there, but you can’t see anything from the road. You just have to be in BMX and know that it’s back there,” said Morrison, who grew up in Lutz.

However, she said a Pasco BMX park would pair well with Tampa BMX and Oldsmar BMX, which is under construction — to attract regional and national tournaments.

The trifecta of facilities, she said, “would really set us apart from most other locations in the country.”

The close proximity of the tracks to each other is a selling point, she said.

“You can drive to any one of these tracks within 20 minutes and we could see, aside from bigger events, people from all over Florida wanting to come into our area to be able to ride a Friday, Saturday, Sunday and hit three tracks in the same weekend,” explained Morrison. Plus, she noted, local hotels, shops and restaurants would benefit from the business.

Continuing on the tourism piece, Morrison pointed out BMX is the fastest-growing sport/fitness activity. A study from the Sports and Fitness Association puts it ahead of other activities, such as cardio tennis, skiing, pickleball and rugby, among others.

The sport is pandemic-proof, too, she argued.

Morrison detailed a three-day BMX event last month in Toledo, Ohio — the Buckeye Nationals — drew representatives from 37 states.

If Ohio can attract that kind of crowd, during the summer in the middle of a pandemic, she said, she’s confident that Tampa Bay — with its beaches, Busch Gardens and easy access through Tampa International Airport — would see a rise in tourism.

Finding funding
Money appears the biggest hurdle in getting the project off the ground.

The park has an estimated base cost of $1.7 million to $2 million, Morrison said.

That’s without additional frills, such as an open-air covered roof on the BMX track, to allow for year-round use.

That’s an amenity that Morrison highly encourages, should the county assist in a partnership: “You don’t have to worry about a rainout. You really cut down on the heat. We think we’d get some regulars, a larger local draw than what some other tracks that aren’t covered do.”

Cities and counties in other states have generally “put up quite a bit of money” with funding such projects, Morrison told the board.

Pasco County Commissioner Mike Moore, who chairs the TDC, indicated the county could negotiate or support some type of land use or lease deal.

Providing upfront funding for construction, though, is all but a non-starter, at least for the present, given the COVID-19 pandemic and funding of other projects, such as the $44 million Wiregrass Sports Campus, he said.

“We just don’t have money in the tourism budget right now for additional capital projects,” said Moore.

“Not saying in the future there might not be, but right now, the cash, whether it be a million, million-and-a-half, two million or three million dollars, it just is not within the tourism budget,” Moore said.

With that, Morrison acknowledged her organization hasn’t fully gone “down the rabbit hole” in terms of capital funding mechanisms.

But, Ride Local Inc., is toying with some creative ideas, such as leveraging a corporate naming sponsorship or partnering with an electric company to install solar panels on a would-be covered roof to offset costs.

The group is prepared for the legwork needed to cultivate creative partnerships and alternate funding sources, she said.

“Really, for lack of a better term, we’re not scared,” Morrison said, there may be some other sources of funding within the state or region they can seek out.

Funding complications aside, TDC members expressed enthusiasm for a BMX facility of some sort.

“I love the idea,” said TDC vice chairman Wendy Longman, owner of Windsong Boat Charters in New Port Richey. “I think it would add a lot of value to the county and with the state of how things are, it’s a great social distancing sport, so I think it’s a phenomenal idea.”

TDC member Judy Sutton, owner of Quality Inn-Port Richey, concurred, hyping up the tourist benefits: “Between the United States and Canada, I also know people that do BMX, and you do travel a lot, and there’s an opportunity to bring it to Pasco.”
