Creating beauty from bits of glass

Fusing glass to create works of art is much like other types of artistic creation, according to Michele Gould, of Purple Cloud Studio, in Land O’ Lakes.

“Every glass artist, like every painter, has his own vision,” said Gould, who recently taught a free two-hour Fused Glass 101 class at the Land O’ Lakes Branch Library, at 2818 Collier Parkway.

Before the class began, Gould cut big flat sheets of art glass into various shapes and sizes.

“I have every color of the visible light spectrum in glass that you can imagine,” Gould said, adding, “everyone picks their own color scheme.”

She also gives each student a clear piece of glass, which serves as a clear glass canvas.

“I set them free with the glass. Everybody does their little thing,” Gould said.

Next, the students use tiny bits of glue to attach whatever pattern they’ve created onto the clear blank glass.

After the art works dry, Gould takes each of them back to her studio to fire them in a kiln.

While she’s teaching the class, she offers tutorials about art glass and about safety.

Instructor Michele Gould says artistic glass offers many avenues for creative expression.

She also shows the students samples of completed works, to show them what happens to the art glass, as its fired in a kiln.

What begins as raw, sharp glass, gets soft and loses it edge, she explained.

They also can see that the pieces of glass she uses are compatible, meaning that they shrink and expand at essentially the same rate. If they weren’t, the fused glass could pop or break apart later, she said.

Pieces of different colored art glass can be layered or stacked, but the colors won’t blend when the pieces are fired, she said.

“They’re layered, but they retain their original color. If I stack a red and a blue, I’m not going to get purple. They don’t mix at all. They just do their thing. What you see is what you get,” Gould said.

She showed students an example, to let them see how the colors come out.

She also tells students about cathedral glass and opal glass.

Cathedrals, like a church, let the light come through, she said. Opals are more opaque.

Gould loves working with glass.

“There’s tons of different things you can make with fused glass.

“People do all sorts of stuff with art glass — from sinks in your bathroom to lamps and lighting. It’s really kind of cool. I cut it into pieces. I make bowls. I make jewelry.”

Gould believes that a free class, like the one she taught, might encourage someone to take a chance at self-expression.

“I have people say, ‘I’m not artistic,’” Gould said. But, she doesn’t believe it.

“That’s part of your human experience, and your creative spirit is there,” she said.

“Maybe you wouldn’t do this normally, but if it were free, maybe you’d take a chance on it. Maybe you’d find something new out about yourself.”

Land O’ Lakes jail unveils educational tablet program

Miguel Perez just wants to better educate himself as he awaits trial on racketeering charges at the Land O’ Lakes Detention Center.

The 53-year-old inmate has an added tool to do that, thanks to the jail’s new tablet program.

Last month, the Land O’ Lakes Detention Center distributed more than 200 Google Nexus 7 tablets to be shared among nearly 1,700 inmates. The tablets, secure and unable to connect to the Internet, come preloaded with various learning and spiritual applications, such as Kahn Academy and Calm. Last month, the detention center distributed over 200 Google Nexus 7 tablets to be shared among nearly 1,700 inmates.

Its primary focus is on education and rehabilitation.

The tablets, secure and unable to connect to the Internet, come preloaded with various learning and spiritual applications, such as Kahn Academy and Calm.

Kahn Academy features in-depth reading material, interactive videos, virtual museum tours and TED Talks, as well as GED prep education, math, engineering, humanities, economics, science and college career prep studies; Calm helps inmates deal with substance abuse, anxiety and emotional trauma.

“There’s just so much in there — algebra, physics, economics, biology,” Perez said. “It goes from ‘A to Z.’”

The tablets, equipped with protective hard shell cases, were donated to the jail by Telmate, a leading provider of secure inmate communication systems, at no cost to Pasco County taxpayers. Other county jail systems in the state, including Flagler and Walton counties, have implemented similar educational tablet programs.

Perez, like others, has been glued to a tablet since they were delivered Aug. 17.

“It is amazing; I really love it,” Perez said. “Instead of wasting time playing cards or doing nothing or walking around moping, you can actually do something with your mind and your life.”

He added: “We’ve made a mistake  — whatever we’ve done — so it gives us the option to fix it…and move forward in a positive manner.”

Besides learning apps, the tablets come equipped with a law library and inmate staff requests. There are also email capabilities, for a small commissary fee.

The tablets also have pre-downloaded religious texts, including the Bible and Koran.

That feature is especially meaningful to 46-year-old inmate Doney Bedford, who’s awaiting trial on drug possession charges. He aspires to become a theologian, as he receives credits for college education through mail-in correspondence courses.

“It’s got every possible translation of the Bible, it’s got the Koran, it’s got Aramaic Hebrew, and the history of the Bible. It’s an endless supply of information,” Bedford explained.

Bedford also uses the tablet to dive into subjects like ancient Egyptian history, which helps him to effectively use his jail time.

“When you have something like this, to educate yourself, it just broadens your horizons,” Bedford said.

“These resources are very, very good for us, so that way we can learn to better ourselves and become better, productive men of society,” he added.

Another inmate, 31-year-old Christopher Murgatroyd, says the tablets have even eased tensions within his housing unit.

“The pod detention is less since they’ve came in,” Murgatroyd, a combat veteran incarcerated on charges of driving on a suspended license and first-time driving under the influence.

“It’s serving more than one purpose, actually; education really helps a lot.”

Pasco County Sheriff ChrisNocco emphasized the importance of the tablet initiative, especially for detention centers where inmates have shorter stays before they’re reintegrated into society. ‘If you don’t give them the opportunity to succeed, then they’re going to be right back in here again,’ he said.

Inmates get access to the tablets in their cells, and anytime outside of lockdown, said Maj. Stacey Jenkins, who supervises the Security Services Section of the Court Services Bureau at the Sheriff’s Office. Each is assigned a unique pin number and login into tablets via facial recognition technology.

Some inmates, however, will not have access to the tablets, including those in disciplinary confinement or in the medical wing.

“Every shift change (tablets) are going to have to be accounted for by the deputies,” Jenkins said.

Pasco County Sheriff Chris Nocco emphasized the importance of the tablet initiative, especially for detention centers where inmates have shorter stays before they’re reintegrated into society.

The jail’s average stay is 67 days. That includes those held without bond or unable to post bail set by the courts, those being transferred from other states or counties while awaiting trial in Pasco County, or those found guilty and sentenced to serve less than one year.

Said Nocco: “I know a lot of times citizens and maybe some of our members are going to be like, ‘I can’t believe we’re giving inmates tablets.’ Well, a lot of these people are going to go back into the community. If you don’t give them the opportunity to succeed, then they’re going to be right back in here again.”

Another potential bonus from the program, Nocco added, is the possibility of gaining intelligence regarding ongoing criminal activity outside jail cells.

“We gain a lot of information through these tablets. We know who’s putting money into their accounts, we know who they’re talking to, and we can read their emails,” Nocco explained.

“A lot of information that we gain is from people in here, of criminal operations that still may be going on in the streets. We’re gaining that from a firsthand knowledge, and then we’re able to react to it very quickly and be proactive on the street, whereas a lot of times this information falls through the cracks.”

Meanwhile, jail officials say more apps will be loaded over time. Many will still center on education and self-help.

Perez, for one, believes an app that teaches basic life skills “would be very helpful” for fellow inmates.

“Some guys here can’t even reconcile a bank account or fill out a job application,” he said.

“Some of them could benefit from an app that could teach a basic work skill, or just teach them about doing the right thing, getting up on time, going to work,” he said.

Lending sinkhole victims a hand

Penny Foote felt the need to help families — after the largest sinkhole in Pasco County history opened July 14 on Ocean Pines Drive in Land O’ Lakes.

“When I saw the two homes go in, my heart hit the floor,” Foote said. “I knew we had to do something and try to pull people together because it could’ve happened to anybody, even me.”

That same day, Foote created the Lake Padgett Families Sinkhole Relief Facebook page.

Through the group page, which now totals more than 2,200 members, Foote has coordinated the delivery of donations and supplies to displaced sinkhole families, and adjacent properties on Ocean Pines Drive and Canal Place.

Foote, who has partnered with United Way of Pasco and Pasco County Human Services, has met individually with each of the sinkhole victims, to inquire about various essentials — everything from food and clothing, to baby supplies and furniture.

Then, she posted to the Facebook page, soliciting needed items from group members and local businesses.

“Somebody comes and just brings it,” Foote said.  “The community’s just been donating tons and tons of stuff, and the families have been at my house multiple times getting everything they want.”

Besides donations, Foote also rallied numerous volunteers to assist displaced families in moving belongings from their condemned homes.

Including Land O’ Lakes residents, Footed said people from Tampa, Wesley Chapel and Odessa have all offered assistance, in some form or another.

The widespread community support, is “absolutely incredible,” she noted.

“There have been a lot of people pulling for them,” Foote said. “I’ve never seen anything like it in my life.”

Now, Foote, with the help of Tampa-based realtor Danielle Sullivan, has organized an upcoming fundraiser benefiting families affected by the sinkhole.

The Lake Padgett Estates Sinkhole Family Day Fundraiser will be held Aug. 26, from noon to 5 p.m., at the Harvester United Methodist Church, 2432 Collier Parkway in Land O’ Lakes.

Besides numerous food trucks and local vendors, the event will feature a live band, yard sale, raffle and silent auction, and kid-friendly entertainment, such as a bounce house and face painting.

Foote hopes to raise at least $20,000. All of the proceeds will go to sinkhole victims shortly after the event.

It’s not the only sinkhole fundraiser going on this weekend.

The Central Pasco Chamber of Commerce has partnered with Skipper’s Smokehouse for a benefit concert on Aug. 27. The show, beginning at 5 p.m., will feature performances by several local acts, including, Stonegrey, Peace of Woodstock, Solar Exposure, and 4X.

And, other fundraisers have been held the past several weeks, including events hosted by Plantation Palms Golf & Country Club, Beef O’ Brady’s of Sunlake and In The Loop Brewing.

Foote, who runs a child day care business, lives about 1.5 miles from the actual sinkhole site.

She remains heartbroken by the sinkhole victims’ personal stories in the aftermath of the catastrophic event.

“These families are still struggling today, just like they were on Day 1. It’s still very difficult and very hard for them,” Foote said.

One of those affected is 77-year-old Emily Geldbaugh.

The retiree’s home was one of seven that’s been condemned, meeting the criteria for demolition.

The loss of her house, which she has owned for 14 years, was tough to grasp.

“It was shocking, and of course, sort of painful at the same time,” Geldbaugh said. “I felt pretty sad about it.”

Since the condemnation, Geldbaugh has been staying with her son’s family while she searches for an affordable rental home.
She noted the catastrophic event could have been worse.

“I’m just glad everybody got out, because if it happened earlier I don’t think they would’ve,” she said. “(My house) could’ve fallen in, too, who knows? I’m lucky that it’s still standing.”

The efforts of Foote and others have not been lost on Geldbaugh during this difficult time.

She is “totally amazed” by the community outreach received over the past several weeks.

“There’s a lot of wonderful people out there, and a lot of them came to help me move,” Geldbaugh said. “I mean, there’s been donations and a lot of good is going to come from all that.”

She continued: “(Penny’s) a wonderful lady. I know she can’t do it alone, but she’s been real gracious, and she’s really caring about all these people and their problems, and I think that’s wonderful. You don’t have very many people in the world like that.”

Terence Doohen, another sinkhole victim, expressed similar sentiments.

The 44-year-old also is “floored” by Foote’s efforts and the amount of donations others have provided, specifically mentioning nonperishable food, bottled water and toiletries.

“In my mind, it restores the idea that there is humanity left,” Doohen said. “At the end of the day, when something like this happens, and you see good people doing thoughtful things, it really restores your perspective on humanity once again.”

He added: “It’s eye-opening, and it really is heartwarming to know that people care out there.”

Doohen, along with his wife and 10-year-old son, were displaced over two weeks ago, when the Pasco County Building Inspectors Office red-tagged their lake house property — which they had owned for about two years.

The family is currently staying at a neighbor’s home, until they find a suitable rental.

“It kind of stinks in a way because that was our little house on the lake. When we bought it a couple of years ago, we put a lot of money into it — new kitchen, new windows, everything,” Doohen explained.

Doohen said his family — along with others affected by the sinkhole — will never be able to recover the full value of their house and property.

“Once that hole opened up — even if you’re living within five houses and didn’t have the condemnation letter — the value of your property just got slapped in half,” Doohen said. “At the end of the day, everyone (affected) is going to be worse off; that’s the sad part about it.”

A month later, he still recalls witnessing the sinkhole develop as he got ready for work that Friday morning in mid-July.

“It starts out as a 20-by-20 little puddle, and then all of a sudden it just starts opening up like a big reservoir and starts chasing the house next to it, and then the one on the other side of it,” he said.

“My blood pressure started rising when it started eating at the road,” Doohen said.

Land O’ Lakes’ Heritage Stage makes its debut

It was an occasion to mark the completion of Heritage Stage in Land O’ Lakes, and it had all of the trappings of a traditional small-town celebration.

The American Legion Post 79 presented the colors.

Sanders Elementary students led the crowd in the Pledge of Allegiance.

The Sunlake High School Seahawks band played a few numbers.

And, public officials and staff members were there from Pasco County, Pasco County Schools, the Clerk and Comptroller’s Office, and the San Antonio City Council.

Others attending the Aug. 17 event included members of The Heritage Park Foundation, the Central Pasco Chamber of Commerce, the GFWC Lutz-Land O’ Lakes Woman’s Club, the Land O’ Lakes AARP and other organizations.

The ceremony, held at the park at 5401 Land O’ Lakes Blvd., honored efforts that began more than two decades ago by the Heritage Park Foundation, seeking to create a community gathering space in Land O’ Lakes.

The outdoor stage project finally reached fruition through an agreement between Pasco County and Pasco County Schools, funding from the Florida Legislature, and contributions from local contractors, local businesses, various organizations and other community partners.

As Pasco County Schools Superintendent Kurt Browning put it: “This band shell is certainly the result of a community coming together.

“This theater is a place for families, the community to come together,” he said.

“We look forward to having our schools, and the community, use this facility to highlight the great talents of the kids, the families, the community members,” Browning said.

Pasco County Commission Chairman Mike Moore, who served as master of ceremonies at the celebration, described the stage’s physical attributes.

It measures slightly more than 1,000 square feet and spans 31-by-31 feet. It also has a green room, extra storage, power and lights, he said.

There’s also a sidewalk and power outlets, “so, as events happen here, there will be an opportunity for vendors to line up around here and gather around the stage area,” Moore added.

He foresees it being a busy place.

“It’s going to host cultural events, events such as school band assemblies, concerts, plays, cookouts, pageants and various other presentations throughout the years,” Moore said.

“This is a special day,” Moore said. “As a county, we’re proud of this. I know that people from the Heritage Park Foundation are proud of what we’re seeing here today,” Moore said.

Browning credited Ray Gadd, deputy superintendent of schools, for guiding the project to completion.

“Ray has the uncanny ability of contacting contractors, skilled tradesmen, different individuals and getting them to do a lot of things, if not for free, on the cheap.

“Ray was able to leverage the dollars that we were able to get for this project and really make it work,” Browning said, noting that many contractors donated their labor.

Gadd credited Humberto Gonzalez, senior project manager, and John Petrashek, director of construction services, for playing pivotal roles.

“They are really the guys that need credit for helping this project come to fruition, and we owe them a debt of gratitude for this building here today,” Gadd said.

Gadd also noted: “We actually put out a bid on the street, and we said we need somebody to manage this project, and we need them to do it for free.”

Walbridge stepped up.

“When we started this project, the estimate was it would cost us $485,000, and we brought this project in for $250,000,” Gadd said.

Local contractors and friends of the community made that happen, Gadd said.

The final speaker at the celebration was Sandy Graves, of the Heritage Park Foundation. She’s been pushing for the stage — to anyone who would listen — for years.

“Heritage Park began almost 20 years ago with a mission to revive this park and make it truly a community center,” Graves said, noting the community created the original community center in 1962.

“I grew up with a father who loved this community. He also loved musicals. He had all of the musical albums,” said Graves, a Land O’ Lakes native.

She then injected a note of joy to the occasion, singing excerpts from “Oklahoma,” (‘Oh, what a beautiful morning, Oh, what a beautiful day, I’ve got a beautiful feeling, everything’s coming my way.’).

And, “The Sound of Music,” (‘Climb every mountain, ford every stream, follow every rainbow til you find your dream).

And finally, “My Fair Lady.” (I could have danced all night, I could have danced all night and still have begged for more. I could have spread my wings and done a thousand things I’ve never done before …)

Like the other speakers, Graves expressed gratitude to a lengthy list of people for helping to make the dream of a community stage come true.

She added: “We have a few finishing touches, such as historical markers that Dr. Susan MacManus is helping us with that tell our community story, and three benches that will be placed that were donated by the (GFWC) Lutz-Land O’ Lakes Woman’s Club.”

But, she said, the stage is ready for action, and an act has been booked for December.

The Florida Orchestra will be bringing its brass section for a Pops in the Park holiday performance in December.

CSX studying fix for malfunctioning crossing arms

CSX Corporation is looking into how to repair the malfunctioning railroad crossing arms on State Road 54, at U.S. 41, said Kris Carson, spokeswoman for the Florida Department of Transportation’s District 7 office.

Once a repair plan is developed, “the state will participate in funding the repair,” Carson said.

It is not known yet what will be required to fix the problem, how much it will cost or when it will be completed — but there’s no doubt the issue has generated calls for action.

Jeremiah Hawkes, of the Pasco County Sheriff’s Office, outlines the problem in a June 5 letter to Ellen M. Fitzsimmons, a vice president with CSX Corporation.

“The crossing arm has become a major safety concern as there have been 16 malfunctions of the crossing signal in the previous year,” wrote Hawkes, bureau chief in the management services bureau for the sheriff’s office.

“During each malfunction, the crossing bar lowers when there is no approaching train. These events frequently occur after a rainstorm, which is a frequent occurrence in this area.”

Hawkes also noted the importance that State Road 54 plays in Pasco County’s transportation network.

“State Road 54 is one of the only two existing east-west arterials traversing Pasco County,” he wrote. “State Road 54 also provides connections to several major regional north-south routes, including U.S. Highway 19, the Suncoast Parkway, U.S. Highway 41, U.S. Highway 301 and U.S. Highway 98.”

U.S. Rep. Gus Bilirakis, who represents Florida’s 12th congressional district, weighed in on the issue in a July 19 letter to Cindy Sandborn, chief operating officer of CSX Corporation.

“These roads (State Road 54 and U.S. 41) serve as an important hub for commuters with approximately 100,000 vehicles traversing the intersection on a daily basis,” Bilirakis wrote.

He also noted that State Road 54 “serves as one of only two existing east-west evacuation routes that carry the county’s over 218,000 coastal evacuation area residents to I-75 in the event of an emergency.”

Bilirakis also noted, “if these crossing arms were to malfunction during a severe weather threat, tens-of-thousands of Pasco residents could be trapped on the roads during an emergency evacuation.”

When the malfunctions occur, the sheriff’s office must respond to manage traffic until a repair can be made, Hawkes noted.

“I am sure you agree this is a serious safety concern for citizens traveling through this intersection and the surrounding area,” Hawkes added.

Both letters urge a swift response to solve the problem.

“The safety of our residents is of the upmost concern,” Bilirakis states.

Capt. Eric Seltzer, District 2 field operations commander in the sheriff’s office, noted other problems posed by the malfunctioning crossing arms.

They prevent the sheriff’s office from being able to respond to calls.

“It could be a crime in progress. It could be a crisis,” he said.

The malfunctioning arms also block first responders from reaching fires, accident victims and other medical calls, he noted.

“Our No. 1 priority is the safety of our citizens,” Steltzer said.

Beyond potential public safety issues, the malfunctioning crossing arms also pose an inconvenience to thousands of motorists who are using the roads, Seltzer said.

Garrick Francis, who works in federal affairs for CSX, responded to Bilirakis’ letter.

An internal CSX team coordinated a diagnostic review at the crossing on July 11 to determine what steps could be taken to correct the issues brought to CSX’s attention by the Pasco Sheriff’s Office letter, Francis wrote.

Representatives at that review included representatives from CSX, the Florida Department of Transportation, the Pasco County Sheriff’s Office, Pasco County’s Traffic Control, and RW Summers Inc. Railroad Construction.

Francis explained that a state project was done in July 2016 to install a new road surface using the TUB system, which is essentially 10-foot-long or 20-foot-long concrete panels that are installed to provide a suitable highway surface.

Prior to the installation of the TUBs, there were not false or partial activations of the crossing gates, Francis wrote.

The focus of the review “was to determine how to correct this crossing as quickly and reliably as possible, but also what could be done to mitigate the occurrences such as these at other locations on future installations,” Francis explained.

A team is working to find a solution, he wrote.

“We recognize the inconvenience that this problem has caused and are working collaboratively with the state and other key stakeholders to develop a permanent solution,” Francis wrote.

Unstable sinkhole claims seven homes

Pasco County building inspectors have condemned five additional homes — because of recent destabilization of a sinkhole on Ocean Pines Drive in Land O’ Lakes.

Pasco County officials say the sinkhole grew another 30 feet, to a diameter of around 260 feet, after a bank on the western edge—closest to Lake Saxon — collapsed between the evening of Aug. 3 and the morning of Aug. 5.

Previously, the sinkhole measured between 225 feet wide to 235 feet wide and approximately 50 feet deep.

The recent destabilization may have resulted from seismic vibrations caused by heavy construction equipment operating nearby the site, according to Kevin Guthrie, the assistant county administrator for public safety.

He reassured the sinkhole is not active, based on information he’s received from geo-engineers and other experts.

“We did anticipate that we were going to have potential problems (during cleanup),” Guthrie said.

The widening temporarily halted cleanup operations and forced building inspectors to condemn five more homes, which show signs of foundation shifts and compromised structural integrity.

The recent destabilization of the sinkhole was the first documented movement since July 19, when the perimeter widened by approximately 10 feet, after sand erosion just below the ground surface dried and collapsed into the hole.

The sinkhole originally opened July 14 in the Lake Padgett community.

Officials say that most of the sinkhole is about 180 feet wide. Its current depth has not been verified.

On the day that the sinkhole opened, it engulfed the properties at 21825 Ocean Pines Drive and 21835 Ocean Drive.

The five additional homes that have met the criteria for demolition are:

  • 21815 Ocean Pines Drive
  • 21814 Ocean Pines Drive
  • 3153 Canal Place
  • 21748 Ocean Pines Drive
  • 21845 Ocean Pines Drive

Meanwhile, cleanup efforts have resumed.

On July 31, the Pasco County Commission approved $1.3 million to remove the debris, eliminate the public health threat and secure the sinkhole site.

Ceres Environmental Services, the main debris removal contractor, worked throughout much of the weekend on cleanup and recovery efforts.

On the afternoon of Aug. 5, crews began dumping truckloads of lime rock to stabilize one side of the sinkhole and create a slope, to remove floating debris via a small platform barge equipped with an excavator. A total of 125 dump trucks of uncrushed lime rock were brought into the sinkhole area, and five semi-loads of debris were removed from the site.

Following debris removal and disposal by Ceres, EnviroWaste Services will begin removing contaminated water from the site, over the next several weeks.

The county also may opt to bring the roadway leading to the sinkhole up to grade, to later be asphalted in.

Guthrie said the “Phase 1” tasks will not be rushed, to prevent any injuries and further evacuations.

“During this recovery process, we are going to be slow, deliberate, methodical in our approach, as to not get anyone injured,” he said. “If we have to slow down, we slow down. Speed is not of the essence here.”

Following the cleanup phase, county administrators will “hit the pause button” to consult with the Pasco County Commission for the next phases.

Possible long-term options range from leaving the sinkhole alone, to filling and repairing the sinkhole, or connecting it to a nearby lake. Estimates on filling the entire sinkhole would require at least 135,000 cubic yards of dirt.

The entire mitigation of the sinkhole is expected to take several months.

During cleanup, the county is deploying four safety officers to monitor the sinkhole. They will alert neighbors door-to-door if additional evacuations are necessary.

Task Force meets on vision for State Road 54/56

A discussion on transportation solutions on the State Road 54/56 corridor will begin anew on Aug. 24, with the second in a series of meetings by the Vision 54/56 Task Force.

The 17-member, volunteer task force had an organizational meeting in April.

The study by the task force members will consider practical solutions to easing congestion, and promoting greater safety and mobility on a corridor that is bursting with new residential and commercial development.

This is the second phase of a three-part initiative that began in 2016 with a task force that recommended 11 major highway and transit alternatives, as well as a no-build alternative.

Those recommendations will get greater scrutiny in this second phase, with more focus on design and details of potential road projects.

Some options under review include designs for elevated lanes, and redesigns at ground level. Some options include dedicated lanes for buses, and others don’t.

The entire study includes the corridor, from Bruce B. Downs Boulevard on the east to U.S. 19 on the west. However, the focus currently is on two intersections: Little Road and State Road 54 in New Port Richey, and U.S. 41 and State Road 54 in Land O’ Lakes.

Representatives from Pasco County Planning and Development, the county’s Metropolitan Planning Organization, Florida Department of Transportation and consultants with AECOM are assisting in the study.

A third meeting is planned in 2017, probably in October. At least two additional meetings are planned in 2018, but no dates are scheduled.

Pasco County allocates $1.3 million for sinkhole response

Cleanup of a massive sinkhole in the Lake Padgett community in Land O’ Lakes was expected to begin as early as this week, weather permitting.

The Pasco County Commission approved $1.3 million to remove the debris, eliminate the public health threat and secure the site. The action came at a special July 31 board meeting.

Here’s the breakdown on the board’s $1.3 million expenditure:

  • Debris removal at 21825 Ocean Pines Drive and 21835 Ocean Pines Drive by Ceres Environmental Services: $640,099
  • Fill, from various contractors: $300,000
  • Water hauling (Environ Waste): $30,000
  • Tip fees: $14,750
  • Initial response expenditures: $78,194
  • Contingencies: $237,137

The $1.3 million is for the initial “phase one” cleanup, not the absolute sinkhole repair of completely filling the site, grading it and so on, according to county officials.

After phase one is finished, the county will take a break and determine what to do from there.

Regarding the debris removal by Ceres Environmental Services, County Administrator Dan Biles said the company first will try the dragline methodology, via a long-reach excavator.

The company may also resort to other methods to complete the task, Biles said.

Ceres will remove and dispose of floating debris, will pump and remove contaminated water, and will stabilize the southeast portion of the sinkhole with granular fill.

The cleanup task should take somewhere between two to four weeks, Biles said.

During a July 27 news conference, Kevin Guthrie, the assistant county administrator for public safety, said “I want everybody to have a clear understanding the county is not going to pay taxpayer dollars to completely remediate the sinkhole, bring it back up to pristine condition as it was before and step away.

“We are removing the immediate danger of life and health, which is the debris and the contamination, and then we will move on to that next phase, whatever the (County Commission’s) wishes are at that point in time.”

Determining that next step, Guthrie said, will be a “methodical process.”

Guthrie added: “We probably have about three actual, doable contingencies. We will be talking to the board about what their possibilities are, along with the associated costs.

“We’re going to let the board make some important decisions, because at the end of the day, it’s…the taxpayer’s money, and we need to make sure we’re doing the right things by the taxpayers,” Guthrie said.

Last week, the county sent out demand letters and notice of financial responsibility to the homeowners, renters, and companies that did remediation work in the past.

Guthrie reiterated the sinkhole damage is a private matter between each affected party’s insurance company, and the county eventually will seek as much reimbursement as possible.

However, at least one of those insurers has told the county it’s not their problem. And, another argues they’ve already paid a property owner and have no further liability.

Meanwhile, five families still remain displaced. Pasco County Community Services has collaborated with United Way of Pasco to provide 90-day relocation assistance for the affected renters and property owners.

And, over the past week, site activity — including presence from county agencies —began tapering off, after a fencing enclosure was installed on the roadway leading up to the sinkhole on Ocean Pines Drive.

That didn’t stop some residents and sightseers from getting a firsthand look at the destruction.

William Dillon, a Land O’ Lakes resident, marveled at the site Friday evening.

“It’s going to be quite a project getting that stuff out of there,” he said.

He also expressed sympathy for the families affected.

“I just feel sorry for them,” he said. “It’s just terrible.”

Nancy Teague, a nearby Lake Padgett resident, likewise, was in awe of the sinkhole.

“Can you imagine how many millions (of dollars) it would take in concrete to fill it?”

He offers humor, nostalgia and old-fashioned value

If you’ve ever driven through the parking lot near the McDonald’s at U.S. 41 and State Road 54 in Land O’ Lakes, you’ve probably seen a sign leading to Fred Wilsky’s shop.

If you head east on Carson Drive, you’ll see a series of signs — each getting you closer to the shop where Wilsky has been plying his trade for the better part of four decades.

You’ll go a mile or more before turning left onto a winding road. You’ll discover that Wilsky’s shop is well off the beaten path.

Inside the shop, it’s like taking a step back in time.

Wilsky is in the business of sharpening stuff.

He gives lawn motor blades a fresh edge.

He makes steak knives sharp again.

He’ll give a second wind to a saw blade, a new lease on life to a chainsaw and will make garden tools work as good as new.

“I sharpen almost everything — except a dull wit,” said Wilsky, who set up his shop in the late 1970s, after retiring from selling insurance.

While selling insurance, he said, he had several customers who were in the sharpening business. He thought to himself: “That’s something I would like to do.”

So, he went to a school in Minneapolis to learn how, then bought some used equipment and set up shop.

Now 90, he only does occasional jobs. But, he still has high standards.

“I try to never turn out a job that isn’t as good or better than the original,” he said.

“There are some things that I don’t sharpen because I don’t have the equipment to do it well enough that I am willing to do it for someone else,” he said.

For instance, he said, “I will sharpen my own router blades, but I’m not going to sharpen them for someone else because the finished job is not like it should be,” he said.

Most of his business comes from word-of-mouth, or referrals from local hardware or lawn mower shops, or from passersby who see his signs, he said.

Fred Wilsky is 90, but he still does occasional work in the shop behind his Land O’ Lakes home that he shares with his wife, Hilda.

He charges per the piece, and he generally needs to see the piece to determine if he can do it and how much it would cost.

Lawn mower blades, for instance, are normally around $3.50 each. But, sometimes they are too bent to repair, he said.

Many jobs can be handled on the spot, he added.

“To do a carbide saw would take 15 to 25 minutes, depending upon the size and the configuration of the carbide,” he said.

Generally, he said, it’s more economical to sharpen a tool, than to replace it.

“Almost always my price would be less than half than buying a new one. I can feel good about that,” he said.

He also gets satisfaction from helping people extend the life of a favorite tool.

Often, they are unaware, Wilsky said, “that it can be sharpened and be better than it was new.”

He likes to keep his shop open, he said, because “I’m helping myself a little bit. I’m also helping people take care of their tools.”

He recalled an instance when the owner of a lawn business — who had been sharpening his own blades — brought one into Wilsky’s shop.

Later, the man returned and asked Wilsky how he got such good results.

Wilsky responded: “No. 1, I’ve got the right piece of equipment. No. 2, I know what I’m doing with it. No. 3, cutting grass is your job, sharpening blades is mine.”

Over the years, Wilsky said he’s heard some common questions.

For instance, people ask: “Is this worth sharpening?”

Wilsky’s standard response: “Are you going to use it? If you’re going to use it, it’s worth sharpening, and it certainly will be a lot easier to use, after I sharpen it.”

People also want to know how often to sharpen steak knives.

“The answer is, ‘When they get dull,’” Wilsky said.

By the same token, a good set of steak knives can last a long time, he said.

“It’s not at all unusual to see a set of steak knives 50, 60 years or older,” Wilsky said. “I’ve got a knife in there that I believe is at least 80 years old.”

And, when it comes to steak knives, it’s the quality of the steel — not the name brand — that matters, Wilsky said. If the steel is soft, it won’t hold an edge, he explained.

There comes a point when a piece of equipment won’t benefit from sharpening, he said.

“The limit is how much steel there is,” Wilsky said.

If someone needs his services, Wilsky said, it’s best to call ahead.

“If I’m not here, there’s nobody to help them,” said Wilsky, whose shop is behind the home he shares with his wife, Hilda.

He also noted that he doesn’t work on Sundays.

Brightwork Crossing under construction on State Road 54

Brightwork Crossing is a mixed-use development under construction on about 32 acres close to Tampa Premium Outlets and Cypress Creek Town Center.

Up to 350 apartments, 250,000 square feet of offices, retail and self-storage, and a 150-room hotel can be built. Site plans are on file with Pasco County for a WaWa convenience store, Firestone Complete Auto Care store and Burger King.

The site is on the north side of State Road 54, west of Wesley Chapel Boulevard, directly behind the Shell gas station and Walgreen’s drugstore.

A handful of cows that once grazed on grass and weeds are gone. Bulldozers and cranes are leveling the ground. A single residence on the property is being torn down.

The complex will go up in the midst of one of Pasco County’s fastest growing areas, at an intersection where State Road 54, State Road 56 and Wesley Chapel Boulevard meet up. The State Road 56 interchange at Interstate 75 is immediately to the west.

Tampa Premium Outlets on the south side of State Road 56, and Cypress Creek Town Center, on the north side, are at the epicenter of new shops and restaurants. More are on the way, as are offices and hotels.

Tampa-based BW 54 56 Holdings LLC, and Alabama-based Arlington Properties Inc., are partnering on Brightwork Crossing.

Representatives for those companies weren’t available for comment.

The Pasco County Commission approved the development in 2016. The entire site is bordered by Wesley Chapel Boulevard, State Road 54, and the one-lane paved, Old Cypress Creek Road.

At hearings on the matter, traffic concerns became an issue.

The site is bisected by Old State Road 54, a popular cut-through for motorists seeking to avoid traffic jams at the intersection of Wesley Chapel Boulevard and State Road 54/56.

Old State Road 54 right of way was part of a land swap between the county, landowners and developers. It gave the county green space for its wildlife corridors network, and also room for a future park-and-ride facility for commuters.

A dead-end portion of the road to the north has been opened, and rebuilt to provide cross access, via Wesley Chapel Boulevard, into the town center. Sierra Properties, the town center’s developers, paid for the roadwork as part of its construction of a town center entrance, off Wesley Chapel.

The county plans to eventually widen Wesley Chapel to a six-lane divided road. And, a diverging diamond interchange is expected to replace the existing interchange at I-75 to ease traffic congestion. Construction is expected to begin in 2018 on the interchange.
