Women celebrate 100 years of voting

In 1920 Harry T. Burn, a 24-year-old delegate in the Tennessee General Assembly, heeded his mother’s admonishment in a letter to be “a good boy” and vote for women’s suffrage.

Burn did as he was told, and Tennessee — by the margin of one vote — became the 36th state to ratify the 19th amendment to the United States Constitution.

Congress officially certified the 19th amendment on Aug. 26, 1920, a date now celebrated annually as Women’s Equality Day.

To honor the 100th anniversary of women’s right to vote, the Pioneer Florida Museum & Village is hosting a Smithsonian poster exhibit, “Votes for Women: A Portrait of Persistence!”

The exhibit runs through Nov. 3 — the date for the 2020 presidential election.

“We’re excited to have this here,” Stephanie Black, the museum’s executive director, said regarding the exhibit. “It’s very interesting and very diverse.”

The posters highlight more than seven decades of struggle to earn women a place in America’s political life. But, it also reveals the racism that separated white and black suffragists who worked toward the same goal. In the end, black women, including activists Mary Church Terrell and Ida B. Wells, were marginalized and the 19th amendment won only white women the right to vote.

Black women and black men in the South waited another 45 years for the Voting Rights Act of 1965.

Native American women won legal citizenship and the right to vote in 1924. But they, like black men and women, suffered racist attacks that denied their access to the ballot box.

Even with its limitations, the 19th amendment shook up the political and cultural world of America.

“You’ve got to start somewhere,” said political scientist Susan MacManus. “It shows that a lot of things in the political world take time because the work takes a while.”

Today, women are filing to run for political offices in local, state and national races in numbers never seen before. MacManus counts 178 Florida women seeking office in 2020 – a record for the state.

Pollsters are focused intently on the women’s vote and its impact on dozens of races across the country, including the presidential contest.

Ida B. Wells was an investigative journalist and suffragist.

But now, as in 1920, MacManus said people make a mistake in thinking women vote as a bloc.

All women didn’t support the 19th amendment. Anti-suffrage clubs did their own protesting.

Women today also hold diverse opinions on everything.

“That’s never been truer than in politics,” MacManus said.

For some suffragists, the 19th amendment came too late.

Susan B. Anthony, who wrote the ‘Anthony amendment’ for women’s right to vote, didn’t live to see it approved. She cast an illegal ballot in New York in 1872. She was arrested, but refused to pay the $100 fine.

Women voted in the first presidential election in 1920 ushering Republican Warren G. Harding into the White House. Records suggest women represented about 36% of the electorate. It’s likely some women asked their husbands for voting advice.

Slowly over the years, women began running for office, at first mostly in local elections. They became role models for women who came behind them.

Many black women can trace their modern political activism to college sororities who organized for suffrage as well as the Civil Rights movement of the 1960s, MacManus said.

Black women students from Howard University and Delta Sigma Theta were among those who marched in Washington D.C., in 1913. White organizers feared offending Southern lawmakers and told black women to march in the rear of the parade.

But, Wells boldly caught up with the white Illinois delegation and walked with them, refusing to be ignored and segregated.

Wilson eventually threw his support to the suffragists.

MacManus said Kamala Harris comes from that tradition as a Howard University graduate and a member of Alpha Kappa Alpha. Harris made history last week by becoming the first woman of color running on a major political party’s ticket as vice president.

In Florida, black women have role models, including Carrie Meek, Frederica Wilson and Val Demings.

“More women are getting into politics and lot of that is driven by more women than men — by far — going to college,” MacManus said. “This is especially true with minority women.”

The #MeToo movement also has had an impact, the political scientist said.

By 1980, a voting gender gap emerged as more women than men voted in each of the last nine presidential elections.

A record number of 100 women held seats in the U.S. House of Representatives, in 2018. About 90 are Democrats. But, a growing number of Republican women also are seeking elected office.

According to the Rutgers Center for American Women and Politics, about 200 Republican women are running for House seats in 2020, an increase from 133 candidates in 2018.

“We’re raising our numbers,” said Sandy Graves, who won in the Aug. 18 Primary Election in the race for Republican State Committee Chairwoman for Pasco County. “We’re working very hard to try and encourage women to get in there.”

Graves is a lifelong Republican and especially honored to win an election in a year that celebrates women’s right to vote.

The amendment “was a hard-fought battle,” she said. “It is a testament to our country.”

She noted that Florida didn’t ratify the amendment until 1969, when Claude Kirk was the first Republican governor since Reconstruction.

The Pasco County Commission had planned to recognize the 100th anniversary, as well as the month of March as women’s history month, but that was delayed due to COVID-19 concerns.

Several women in past and current leadership roles will be honored when the recognition takes place, including former County Administrator Michele Baker, former Clerk and Comptroller Paula O’Neil, County Commissioner Kathryn Starkey and Assistant County Administrator Cathy Pearson.

Cheryl Pollock said the event will be scheduled once the county commission is again able to meet in person.

Pollock is the first black woman to serve as chair of the county’s Commission on the Status of Women. She joined the commission about three years ago.

“While there are limited women of color in leadership roles in our county, the county itself is slowly growing in diversity based on census reports,” Pollock said, via email.

She also said the Commission on the Status of Women is dedicated to “strive to understand disparate issues of women in our community and work toward solutions.”

Pasco keeps growing, despite COVID-19

Business in Pasco County is coming back to life as residents, weary of a pandemic-enforced lockdown, venture back to the world of shopping and dining.

There are hopeful signs for commercial rebirth.

Parking lots at malls and shopping centers are filling up again.

But, it’s not just the established businesses that are reviving Pasco’s economy. Business owners and developers continue to invest in new retail especially along one of the county’s busiest east/west corridors – State Road 54 and State Road 56.

On State Road 54, west of U.S. 41, The Preserve Marketplace and two retail centers at Starkey Ranch are adding shops, restaurants, health care services, and offices.

At Bexley Ranch, in Land O’ Lakes, land is being cleared and leveled on Lot A for the Bexley South Office Park, off Bexley Village Drive, near Springhill Suites.

A Crunch Fitness is scheduled to open Aug. 25, off State Road 54 in Trinity.

Meanwhile, on the State Road 54/56 corridor east of U.S. 41, there are new developments, too.

Near the juncture of State Road 56 and Interstate 75, a banner announces that Tidal Wave Auto Spa is coming to an outparcel at Tampa Premium Outlets.

In the same general area, Main Event, a 50,000-square-foot entertainment venue, celebrated its grand opening less than two weeks ago.

And, another Crunch Fitness is planning to open in October in the old Winn-Dixie location, off Collier Parkway and State Road 54, in Land O’ Lakes.

The Collier Parkway location is a great choice for a fitness gym because it’s along a high traffic corridor, said Geoff Dyer, president of Crunch Fitness. “It’s in the heart of the (Land O’ Lakes) neighborhood,” he said.

During the COVID-19 shutdown, work continued on the Trinity and Land O’ Lakes locations, Dyer said, adding, “for all intents and purposes, we haven’t seen any slow-down in our developments.”

He noted that Crunch Fitness gyms shut down for about two months at the start of the pandemic, but now the gyms are open and adhering to safety guidelines of the Center for Disease Control and Prevention.

“Membership has returned to about 95% of what it was pre-shutdown,” Dyer said.

While activity, in general, appears to be picking up and new construction continues to kick up dirt — a cloud hovers over business decisions due to the uncertain nature of COVID-19.

Ralph Santell and his family moved to Starkey Ranch and began plans to open Santelli Pizza & Pasta nearly three years ago. They saw the growth happening in Pasco.

His storefront is at Starkey Ranch Town Square, a plaza located at State Road 54 and Gunn Highway. A few tenants in the center, including J. Joseph Salon, are open.

Santell plans to open by September, possibly with outdoor dining and takeout. He said he’ll decide closer to opening whether he’ll initially offer indoor dining.

“That (COVID-19) has been an extra challenge that influences things on a daily basis,” Santell said. “It’s been hard to navigate the whole COVID-19 situation. We take it one day at a time.”

Santell also owns a restaurant in the Westchase subdivision in Hillsborough County. That restaurant closed, then reopened, but is now closed again — except for takeout.

Another Starkey Ranch retail center at State Road 54 and Heart Pine Avenue – Starkey Ranch Business Park – also has a roster of tenants slated to open, including The Wicked Pour, Tropical Smoothie Café and Hungry Greek.

The pandemic slowed opening plans, but construction on the retail park is nearly finished.

“All of these are coming along,” said Matt Call, project director for Starkey Ranch. “With COVID-19, things take a bit longer.”

Additional outparcels at both retail centers are available for development — though it could take longer to get projects going, Call added.

Typically, residential construction is a key to spurring on new retail, Call said.

He said Starkey Ranch and Bexley by Newland are the top residential sellers in the Tampa Bay area. Together, they add about 800 residential units annually to Pasco, he said.

Pasco also is on an apartment building spree with about nine complexes planned or under construction.

Near the Tampa Premium Outlets and Cypress Creek Town Center, Brightwork Crossing apartment complex is attracting new renters to the commercial epicenter of the Wesley Chapel area.

Two Altis apartment complexes, one by Wiregrass Ranch on State Road 56 and a second on South Branch Boulevard at Starkey Ranch, are adding to Pasco tenant population.

Bainbridge Sunlake is an upscale apartment complex being built at State Road 54, and Mentmore Boulevard, next to The Shoppes at Sunlake Centre.

A new standalone Starbucks is coming soon to the Sunlake shopping center, as well.

Retail developments, including The Preserve Marketplace, are adding new tenants, including the recently opened anchor store – Greenwise. Majik Touch Cleaners is open, too.

Other tenants with plans to open include Chipotle, Heartland Dental and CVS Pharmacy.

“It’s going to be a cool little plaza when it’s done,” Call said. “I think Pasco is going to continue to grow. There’s no doubt in my mind.”

This Lutz girl is wild about goats

Eleven-year-old Sophia Phillips first became acquainted with goats when she was just 2 years old, at the petting zoo at ZooTampa at Lowry Park. Now, she lives in Lutz and has three goats of her own and helps take care of 18 others. Find out more in our feature story of the week.

She’s just a girl who loves goats

Concerns about COVID-19 have caused many kids her own age to be glued to digital devices, or voice complaints about boredom, but 11-year-old Sophia Phillips has been taking advantage of the extra time.

She’s been spending it with her goats, Cornbread and Sassafras, and the kid, Dolly, they produced.

Besides tending to her own goats, Sophia also helps care for 18 goats that belong to her next-door neighbor and friend, Linda Bublitz.

Plus, Sophia watches after chickens that produce eggs daily that her family and friends enjoy.

This spring brought a special blessing for the preteen girl.

She helped in the birthing of several kid goats, all fathered by her goat, Cornbread.

It was an eventful time — and not all went smoothly.

A goat named Piper struggled when a kid’s head was turned the wrong way, but all ended well.

“She had nice twins, a boy and a girl,” Sophia said.

Much of what Sophia knows about barnyard animals comes from a combination of hands-on experience and knowledge shared by Bublitz, who teaches middle school at Maniscalco Elementary School.

By spending time with her neighbor, Sophia has become acquainted with the teacher’s goats, horses, dogs, emus and a gopher tortoise.

The educator, who grew up in Lutz, said she herself was mentored when she was 9, and discovered a passion for horses.

“I’m paying it forward,” Bublitz said.

Sophia’s family moved next door to Bublitz about five years ago.

For Sophia, it was a wonderland.

Even though her love for animals has matured in recent years, Sophia said she first fell in love with goats when she was just 2, while visiting the petting zoo at ZooTampa at Lowry Park.

She loved the goats so much she could barely be dragged away, she recalled.

“I played with the goats, petted them and fed them bananas.”

Her foray into raising animals began with baby chicks.

Now, she has seven chicks and sells the eggs they produce to family and friends on Facebook.

Farm life isn’t something in her family’s background.

Her dad, Wayne Phillips, grew up in New York. Goats and chickens “are completely foreign” to him, said Amanda Phillips, Sophia’s mom.

Amanda acknowledges she doesn’t know much, although she said, “I had a bunny when I was growing up.”

Sophia’s first experience in showing a goat came at the state fair, where she showed Piper, one of Bublitz’s goats.

“It’s not the best show goat,” Sophia said, matter-of-factly, but it was a start.

She has higher hopes for Dolly.

“She has a real nice stance and you can see her udders,” Sophia explained.

All of the goats – Nigerian dwarves – are milk producers.

The idea of raising goats to sell for meat doesn’t appeal to Sophia.

“Would you like to know your goat is going to be killed in the slaughterhouse?” she asked. Her answer to that question is a big ‘No.’

Sophia is a member of 4-H and hopes eventually to join a chapter of Future Farmers of America.

Bublitz is a longtime member of Legend Dairy 4-H and a teacher at Maniscalco, a school for grades kindergarten through eight, in Lutz.

In the coming year, students at Maniscalco and Lutz Elementary, also a K-8 school,  will have agriculture as a selective program. That will be a first for both schools, Bublitz said.

Sophia, who will be a sixth-grader at Maniscalco this fall, is an honors student and a Girl Scout.

She aspires to be a veterinarian for farm animals.

Her favorite television show is “The Incredible Dr. Pol,” a reality show that follows Dr. Jan Pol as he treats farm animals in Michigan.

“I want to do what he does,” she said. “It’s fun.”

Bublitz said Sophia is a very responsible 11-year-old who takes excellent care of the goats.

She’s also good with other animals, Bublitz said, noting the young girl spotted a swollen molar in one of the teacher’s horses, and helped with treatment.

“She has a very good eye. She is so observant and empathetic,” Bublitz said. “Those are qualities you can’t teach.”

Besides caring for the animals, Sophia and Bublitz are working on recipes for goat soap. Their first batch turned out well. The next step will be to sell the product.

Sophia is a budding entrepreneur, but she doesn’t expect to sell goat cheese.

“Goat cheese is probably the worst thing I’ve ever put in my mouth,” she said.

She does have another idea for the future, though: She might teach goat yoga classes.

“I’ve tried it with my goats,” Sophia said. “It’s very fun. It’s very relaxing.”

Ridge Road construction moves forward

By summer, motorists could take their first spins along the initial segment of the Ridge Road extension from Moon Lake Road/DeCubellis Road to Town Center Boulevard.

“We’re hoping we open that leg by the start of August, for the start of the school year,” said Sam Beneck, Pasco County’s property manager. “They are pulling out all the stops to get it done. It’s going to be a real challenge.”

The roadwork is expected to ease traffic for River Ridge high school and middle school along Town Center.

This short jog forward is the beginning of a two-phased road project, with a final completion date in 2025. By then, the approximately 8.6-mile extension of Ridge Road, from west to east, is expected to cross over Suncoast Parkway and come out at U.S. 41, opposite an entrance into the master-planned community of Connerton in Land O’ Lakes.

Pasco County officials celebrated the kick-off to Ridge Road’s extension in January. It was the culmination of more than two decades of pushing the U.S. Army Corps of Engineers to issue a permit that would allow the new road to cut through sensitive environmental land in the Serenova Tract of the Starkey Wilderness Preserve.

For years, county officials identified the east/west route as an essential evacuation route during hurricanes and other emergencies. They expect it to take pressure off existing east/west routes of State Road 52 and State Road 54, and cut evacuation times down by hours. In addition, traffic capacity is expected to increase by 10%.

“It’s really to improve traffic capacity and east/west access to improve hurricane evacuations,” said Beneck. “We really, really see it as a significant evacuation improvement with multi-hour benefits in reaching our evacuation goal and traffic capacity. There was never another alternative that provided these benefits.”

Environmentalists suggest that the north/south route of U.S. 19 makes more sense for evacuations, and would avoid harm to the Serenova.

“We need to maintain our natural systems and forests to mitigate against climate change,” said Tim Martin, conversation chairman for the Sierra Club Florida. “We just need to leave our natural systems and keep our preserves preserved.”

Sierra Club Florida Conservation filed a lawsuit against the Army Corps in February in the U.S. Middle District of Florida. However, a judge denied an emergency injunction to stop the roadway. Pasco County, which is not a defendant in the lawsuit, was granted permission to intervene in the case.

The Sierra Club alleges that the Army Corps violated the National Environmental Policy Act and failed to adequately evaluate the harm to threatened and endangered species within the Serenova, and to their habitats and wetlands.

Martin said county taxpayers need to understand they could be the losers if the lawsuit is successful and Pasco is ordered to restore wetlands that the roadway is destroying.

Beneck said the county is sensitive to the impacts to the Serenova. County staff and the Fish and Wildlife Commission have provided guidance on mitigation efforts, including relocating gopher tortoises found on site.

The court date is pending.

When completed, the roadway through the Serenova will have 16 bridges that cross over wetlands, and wildlife crossings at 15 of those bridges.

Landscaping and multi-use paths will be installed with nature overlooks that allow for relaxation and observation.

The total estimated cost of the project is more than $149 million, with the largest share – about $93.2 million – paying for phase one from Moon Lake to the Suncoast. Suncoast to Sunlake is estimated to cost about $12.7 million. Funding sources for the $44 million final segment from Sunlake to U.S. 41 are identified and will be budgeted in the fiscal year 2023, based on revenue estimates and projections, according to county officials.

The Florida Turnpike Authority will fund the new interchange at Ridge Road and the parkway.

The interchange and surrounding land are attracting new development.

Lee Moffitt Cancer and Research Institute recently purchased about 775 acres for a future research hub near the interchange.

Lennar, which sold land to Moffitt, is proposing a master-planned community of Angeline, formerly Project Arthur, that would transform a former cattle ranch and pine plantation into a residential and commercial community. The property is located south of State Road 52 and east of Suncoast. Both Ridge Road and Sunlake Boulevard cut through the property.

Environmentalists say these types of projects are the true reason for extending Ridge Road.

“Now, it’s pretty obvious all along they had bigger plans for opening central Pasco,” said Martin. “A lot of this is bad growth and sprawl.”

One design change in Ridge Road could add as many as seven signalized intersections to the phase two, at-grade construction of roadway from Suncoast to Land O’ Lakes boulevard.

While this segment initially had limited access, county officials later designated it an arterial roadway in acknowledgement that private property owners might develop land adjacent to Ridge Road.

However, Beneck said Pasco planned for Ridge Road based on the county’s long-range comprehensive plan, not any specific development projects. “We really hadn’t heard of any development plans.”

It would be up to private developers to seek any necessary permits, he said.

“Private developers would be responsible for doing all of their own mitigation,” Beneck said.

New retail coming soon to Cypress Creek Town Center

Cypress Creek Town Center is adding new retail to its commercial roster.

Several new tenants, including Crumbl Cookies and Zukku Sushi, will soon occupy storefronts along Sierra Center Boulevard at Cypress Creek Town Center. (Kathy Steele)

Though COVID-19 hit a pause button for the Pasco County community, construction workers are still building out new space for shops, restaurants and offices at the town center. Located across from Tampa Premium Outlets on State Road 56, the outdoor mall is at the epicenter of new development in the Wesley Chapel and Lutz areas of the county.

Anticipated tenants in a new strip center along Sierra Center Boulevard include Crumbl Cookies, Zukku Sushi, Charles Schwab, and IVX Health, according to county records.

Construction is underway on a stand-a-lone La-Z-Boy.

European Wax Center, and Woof Gang Bakery and Grooming already are open.

European Wax Center provides a range of waxing services for the entire body.

Two previously announced restaurants, Bonefish Grill and Carrabba’s Italian Grill, will have delayed openings, due to “construction timelines,” according to an email from Bloomin’ Brands, which owns the restaurants.

One other Bloomin’ Brand restaurant, Aussie Grill, opened in May, but is following guidelines from the Centers for Disease Control and Prevention. The Outback Steakhouse-inspired eatery accommodates some seating with social distancing, drive-thru, and Uber Eats and DoorDash delivery services.

Aussie Grill, near the town center entrance at Grand Cypress Drive, is the first stand-alone restaurant for the brand in Lutz.

The three Bloomin’ Brands’ restaurants eventually will be clustered together with a shared parking lot along Sierra Center.

Aussie Grill, a Bloomin’ Brand restaurant, opened in May with limited dine-in and drive-thru service.

Tenant details:

Crumbl Cookies is a dessert shop for specialty cookies and Crumbl Cream, a concoction of cookies and ice cream flavors. Menus rotate weekly to give customers four specialty choices. However, warm milk chocolate chip and chilled sugar cookies are always available, according to the company’s website.

Crumbl Cream flavors include Churro, Buckeye Brownie and Muddy Buddy.

Zukku Sushi offers a menu of sushi burritos, curated pig bowls and curated sushi bowls, sashimi and nigiri. Currently the restaurant dishes its bowls at the Heights Public Market, at Armature Works in Tampa.

Charles Schwab provides a range of brokerage, banking and financial advisory services.

La-Z-Boy is a home and office furniture store that includes accessories and home decor.

IVX Health offers biologic injections and infusions for patients with health care issues, including Crohn’s disease, ulcerative colitis, lupus and multiple sclerosis. The clinic provides private suites with leather recliners, flexible scheduling and personal service from its clinical staff, according to its website.

European Wax Center provides a range of waxing services for the entire body.

Woof Gang Bakery & Grooming is a specialty shop for pet food and supplies and pet grooming.

La-Z-Boy is a home and office furniture store that includes accessories and home decor.

Shoppes at Cypress Creek Center now going up

A new retail strip center is coming to a site on State Road 54, west of Tampa Premium Outlets and the Cypress Creek Town Center.

Paradise Ventures Inc., is clearing land and installing infrastructure on about 3.5 acres at the northwest corner of State Road 54 and Old Cypress Road. The site is west of Interstate 75, within proximity of Tampa Premium Outlets and the Cypress Creek Town Center.

A conceptual plan filed with the county shows a “strip retail” center of about 18,000 square feet. Two 9,000-square-foot buildings are planned with a 20-foot breezeway between them. An outparcel is proposed as a site for a “quick service” restaurant of about 3,500 square feet. Two outdoor patios also are shown.

A company representative could not be reached for comment.

Paradise Ventures, based in Safety Harbor, previously developed the Shoppes at Terra Bella, also along State Road 54, east of Livingston Road.

No information is available on potential tenants at Shoppes at Cypress Creek. But, tenants at Terra Bella include national chains, such as AT & T, Firehouse Subs, and Tropical Smoothie Café.

State Road 54 is among the county’s busiest east/west corridors, making it an attractive development area.

Plans filed by Paradise Ventures cite state traffic counts along the State Road 54 corridor at about 73,000 annual average daily trips. That volume is expected to grow to nearly 100,000 by 2025, according to a county comprehensive transportation plan.

Union Park community celebrates Juneteenth

NeVaeh Akers-Atkins offered a simple explanation for why she was at a local Juneteenth event last week.

“It’s very important to me,” the 11-year-old said. “It shows people that we should be treated the same.”

She was with families and friends at the first annual Juneteenth Family Day Celebration in Wesley Chapel’s Union Park community.

The event was held to commemorate the end of slavery in the United States, which occurred on June 19, 1865.

Juneteenth is also known as Freedom Day or Emancipation Day.

The inaugural celebration at Union Park came together in two weeks of whirlwind planning by residents and members of Carmel Friendship Church.

Songs, dance, music, food, prayer, prizes and fellowship filled a day of activities from 1 p.m. to 7 p.m., on June 19, at the Union Park clubhouse on Bering Road.

“We’re having one big celebration,” said organizer Melissa Akers-Atkins. “It’s one of many to come.”

The program included 16-year-old Miranda Archibald, who read the poem, “We Rose,” by Kristina Kay.

And, Aniya Stratford, of Carmel Friendship Church, sang, “Lift Ev’ry Voice and Sing,” which often is referred to as the Black national anthem.

President Abraham Lincoln signed the Emancipation Proclamation on Jan. 1, 1863, freeing slaves living in the Confederate states.

But, the news in those days traveled slowly, or in some instances, wasn’t acknowledged by slave owners.

On June 19, 1865, Union soldiers came ashore at Galveston, Texas, and announced the end of the Civil War and the end of slavery. The date was 2 ½ years after Lincoln’s proclamation.

A few months later, on Dec. 6, 1865, the 13th amendment to the U.S. Constitution abolished slavery everywhere. The following year, Juneteenth celebrations, often hosted by African-American churches, took root.

Many states now recognize the holiday. A campaign is underway now for Congress to declare Juneteenth as a federal holiday.

“It makes me happy that it’s finally being recognized locally as a holiday,” said Jamila Wright, owner of Writz Jewelry. “With everything that’s going on, it’s very important that people in general learn more about our history. I think it should be a federal holiday.”

Wright was among several black-owned businesses at the Union Park event.

Food truck owners for Wing Box, Craving Donuts and Sun’s Just Egg Rolls rolled into the clubhouse parking lot.

Vendors and sponsors included Writz Jewelry, QDP Photography, Mary Kay, Red Robin, Sign Dreamers of Wesley Chapel, and Julie’s African Hair Braiding.

Carmel Friendship Church and Union Park Charter Academy had informative displays.

Raising awareness of the importance of Juneteenth was one of the organizers’ goals. But, they also want to foster unity, a sense of safety, and civic participation through voting.

“We are blessed,” said organizer Tabatha Johnson. “It is important to showcase this celebration. This is the day for African-Americans. But, the celebration is not to dismiss any other culture or race.”

The recent deaths of black men by police officers, including George Floyd and Rayshard Brooks, the Black Lives Matter movement and street protests brought greater attention to the Juneteenth celebrations this year.

For Faraasha Bell, 13, Juneteenth “means that we get to learn how other people got treated and how other people experience it.”

She had Brooks’ death in mind when she said, “I see it on the news and how terrifying it is.”

Markee Duncan, 36, gave testimony as a 6-foot-5 black man who is “two shades darker than 8:30 p.m.”

Growing up in South Carolina, he said blacks were told not to look white people in the eye and to move across the street to avoid unnecessary contact.

“In history class all I learned about is men who didn’t look like me,” Duncan said.

He said he has been pulled over by police while driving in largely white neighborhoods. “The melanin of my skin didn’t allow me the same rights as those in the Constitution.”

Akers-Atkins said organizers hope to host a Juneteenth celebration annually at Union Park. But, they also want to host other cultural events through the year.

Johnson said: “We do have faith that we will continue to grow, to know we are here and can help each other. It’s important to have empathy. I love seeing so much diversity in our community.”

Daisy Scouts give the gift of books

Girl Scouts deliver much more than delicious cookies. They’re also leaders in delivering community services.

For example, some Daisy Girl Scouts from Land O’ Lakes Troop 50128 recently donated about 650 gently used books to BookWorks, a literacy program sponsored by Goodwill Industries-Suncoast Inc.

Ken Karbowski greeted the Scouts and their troop leaders as they dropped off box after box of books at the Goodwill store, at 2390 Willow Drive in Wesley Chapel.

The books will end up in the hands of low-income preschool-age children or at area elementary schools that need them.

Getting such a large book haul is tremendous, said Karbowski, the regional sales manager for Goodwill Industries-Suncoast Inc.

The nonprofit serves a 10-county area, including Pinellas, Hillsborough and Pasco counties.

“You girls are awesome,” he told the Scouts. “You did a good thing for a lot of kids.”

Karbowski is quite familiar with BookWorks. Once a month he visits a Head Start program within the region and reads two or three books aloud to excited preschoolers.

Then, each child gets a book to take home.

“This program we have is huge,” Karbowski said. “We do so much good with it.”

Often, a child leaves the event with the first book they’ve ever owned, he added.

Goodwill estimates that BookWorks serves about 40,000 children each year.

The website for the Girl Scouts of West Central Florida includes BookWorks on its list of recommended service projects to earn a “Uniforms in Action” badge. The girls also earn a “Clover,” a green Daisy petal, for learning to use resources wisely. They can earn enough petals to eventually complete a flower design for display on their tunics.

Troop Leader Heather Tibbetts selected BookWorks from the website’s list, and in mid-March she started organizing.

Each year Girl Scouts in the West Central Florida division partner with a local organization to host a community service project.

“Originally, I thought I would do this fancy flier,” she said.

But then COVID-19 showed up. “I couldn’t use it,” Tibbetts said.

No one could get out and collect books, so Tibbetts and her Daisy Scouts turned to Facebook and conducted a virtual book drive.

In a way, Tibbetts said, a shutdown that originally seemed a roadblock had an unexpected benefit.

“Everybody is home,” she explained. “They’re cleaning their house.”

And, they found lots of books to give away.

“So many people came by and left them by my door,” Tibbetts said. “Between the books and cookies, I can’t wait to get my living room back.”

The lesson for the Daisy Scouts is to give within your community, Tibbetts said.

Troop co-Leader Audrey Flege said the virtual book drive became a community enterprise to give children the gift of books.

“I just feel like every house has got to have one book,” she said. “I know we’re very privileged.”

New interchange will ease congestion

Construction crews could be turning dirt within months on a new interchange at Interstate 75 and Overpass Road.

A contractor is expected to be selected by August, and completion is expected about 2 ½ years after construction begins.

The junction frequently is identified as a “gateway” into Pasco County, and a potential catalyst for new development in a largely rural area already experiencing a burst of growth.

“It has a regional impact for Pasco,” said Bill Cronin, president and chief executive officer of the Pasco Economic Development Council. “Another exit opens into the county where we have potential for residential and commercial growth. That is another big gateway for Pasco County from the north but from the east, too.”

On a more local scale, the new interchange is expected to ease traffic congestion, bring more connectivity to northeast Pasco cities, and give the county another evacuation route for hurricanes and other emergencies.

“The benefit to the county is just tremendous,” said Margaret Smith, Pasco’s director of engineering services. “We’re giving residential and commercial users a whole other entrance. It takes the volume of traffic off the two busiest interchanges.”

Situated about halfway between I-75 interchanges with County Road 54 and State Road 52, traffic engineers estimate a reduction of about 13,000 vehicles per day at each interchange.

It also opens up an east/west route that aids current development in the area, including the futuristic Connected City and its Crystal Lagoon, as well as the Villages of Pasadena Hills.

Once the contractor is selected, final design details will be completed. Conceptually, though, the interchange is expected to be a modified diamond exchange with a flyover.

Pasco County is paying for the project, except for $15 million provided by the Florida Legislature. The final price tag has not yet been determined.

In this rendering, cars are eastbound as they approach the I-75/Overpass Road interchange.

The Florida Department of Transportation is partnering as managers of the project — which includes vetting the construction bids.

It’s significant that Pasco will get a new interchange along one of the major state highways in the country, Cronin said.

Interstate 75 begins in the south at Miami Lakes, Florida and passes through five states before it ends at Sault St. Marie, Michigan, on the Canadian border.

While roadwork and new development, along State Road 54, State Road 52 and the Suncoast Parkway, are highly visible, the I-75 interchange’s potential can be overlooked, Cronin said.

But, its role in attracting developers for commercial, residential and industrial projects will be significant, he added.

The new I-75/Overpass Road interchange will feature a flyover.

“You’ve got pretty good sites for industrial growth,” he said.

And, projects, such as distribution centers, built on speculation, will attract new economic development, he said.

“As soon as you announce that, 10 are in there,” Cronin said. “Space is needed so badly.”

Even Connected City, with its residential and unique Crystal Lagoon, includes industrial in its overall master plan, Cronin said.

Development in the area off the Overpass interchange is well-suited for distribution and office centers “where staff will be driving to work,” Cronin said.

That is in contrast to Suncoast Parkway development, which has “more value for people flying in and out of airports,” he added.

One beneficiary of the new interchange is a former county-owned spray field just south of Overpass Road at the interchange.

Pasco County commissioners approved a land sale in December 2019, and an incentive package, to aid Atlanta-based Rooker Company in developing the 99-acre site as an industrial park.

In phase one, Rooker plans to build a 400,000-square-foot distribution center that is expected to bring hundreds of jobs to Pasco.

“We hope they’ll duplicate this over and over, and over again,” Cronin said.

Amid the new development, the Pasco Rural Protection Overlay District stands as a protection for rural lands and landscapes. Its borders generally are Bellamy Brothers Boulevard, the Green Swamp, State Road 52 and the Hernando County line.

Job creation and growth matters, said Cronin, but development decisions must be made with care.

“Once you use it, you can’t get it back,” he said. “There are a lot of things up there we don’t want to touch.”

In coming years, future and ongoing projects will create more east/west connections that will weave a network of new roadways. They include the Overpass interchange, but also extending State Road 56, widening and realigning State Road 52, and a realignment of U.S. 301 and U.S. 98, with connections to I-75 to the west, and Interstate 4 to the east.

“It’s coming together really well,” Cronin said. “The county has really championed this effort.”

The following highlights features of the new I-75/Overpass Road interchange:

  • Overpass Road from Old Pasco Road to I-75 will be four lanes with bike lanes, a sidewalk on the south side of Overpass, and multi-use trail on the north side of Overpass.
  • Overpass Road bridge will be four lanes with an eastbound to northbound turn-lane. The bridge will include bike lanes, a sidewalk and multi-use paths.
  • Overpass Road from I-75 to Boyette Road will be six lanes with two auxiliary lanes, bike lanes, a sidewalk, multi-use path, turn lane improvements at Overpass and Boyette, and a traffic signal.
  • A traffic signal will be installed at Old Pasco Road and Overpass.
  • Blair Drive access to Overpass will be closed, but a new two-lane road constructed from Blair to Old Pasco, south of Overpass.
  • Current McKendree Road access at Overpass will be relocated to alternate location on Boyette, north of Overpass.
  • Current secondary entry into Wesley Chapel District Park will be closed, with park entrance reconfigured for multi-modes of transportation, including for pedestrians and bicyclists.
  • Overpass between Old Pasco and Boyette will be closed for up to one year during interchange construction.
