Garden club plans Arbor Day celebration

The annual Arbor Day and Memorial Celebration is set for April 30 at 10 a.m., at the Dade City Garden Club, 13630 Fifth St., in Dade City.

The event marks the 26th year that the City of Dade City and the Dade City Garden Club have jointly sponsored the Arbor Day/Memorial Day program.

The event usually is held the third Friday in January, which is the day the State of Florida celebrates Arbor Day, but this year’s event has been rescheduled to coincide with National Arbor Day on April 30, according to a news release.

This year, the Dade City Garden Club sponsored an art contest for the students at Centennial Elementary School in Dade City.

Students learned about the history of Arbor Day and were asked to design a cover fitting for the Arbor Day Program to be printed for the event. The winners will be announced, and the grand prize winner will be recognized at the event.

Memorial trees that have been given throughout the year will be recognized. Trees are dedicated in memory of or in honor of a person or special occasion, and are living and lasting tributes that add beauty to the city and quality to the environment.

Speakers for the event will be Dade City’s own Cowboy Poet Steve Melton, and Foresters Mona Neville and Arthur Clothier from the Florida Forest Service.

The Garden Club is extending a special invitation to the public to join them for this event to celebrate Arbor Day and to honor the tree recipients.

Nail salon gets OK, despite neighbors’ objections

The Pasco County Planning Commission has granted a special exception request by Amber Thomas to allow a nail salon, as a home-based business, on the north side of Carr Road, about 280 feet east of Arms Drive, in Zephyrhills.

Thomas told the county planning board that she’s a nail artist and had been doing nails as a hobby — after she had to let her salon go in August.

But, she said she was seeking permission for a home-based business because she’d been cited by the county and was informed if she wanted to keep doing nails, she’d need to create a business.

Thomas told the planning board that she does nail artistry, which involves creating designs using various materials. It typically takes about 2 hours for an appointment, she said.

County planners recommended approval of her request.

Neighbors, however, objected.

They said a commercial operation would change the dynamics of their neighborhood.

They complained that people coming to Thomas’ home have parked on the street, and that has created hazards for people pulling out of their driveways.

They said neighborhood kids play in the area and ride their bikes there, so any additional traffic could pose safety concerns.

They also raised a concern about the potential for the business to set a precedent for others to set up shop in the neighborhood.

Thomas said there have been cars near her home, but not because of her nail salon clientele.

“I’ve hosted Pampered Chef Parties for friends. I do barbecues. I have Christmas parties. I had people over — my son just got married. I feel like whenever there is anybody at my home, they’re taking it as customers. Like I don’t have a right to have anybody at my house, period,” Thomas said.

She told planning commissioners that she’s willing to limit her nail clients to one at a time, and a maximum of three per day.

She also said she will keep her driveway free, so no one will have to park on the street.

She said she is not trying to disrupt the neighborhood, and she wishes her neighbors had come to talk with her.

“This probably could have been handled differently,” Thomas said.

Planning Commissioner Jaime Girardi noted: “The approval does restrict one customer at a time. People have parties,” he said, and they visitors, too.

“There are times when you do exceed what you can fit just in your driveway,” Girardi said.

“I tend to agree with the applicant that she sometimes is targeted as having customers there when in fact, they’re not customers at all,” he said.

Girardi called for approving the request, with a restriction on hours of operation, a maximum of three customers per day and no on-street parking.

The motion passed, with Planning Commission Chairman Charles Grey and Planning Commissioner Peter Hanzel voting no.

Growth is coming to Zephyrhills

Activity is on the rise in the City of Zephyrhills — from multiple new housing developments, to myriad airport and roadway improvements, to the prospect of wholesale changes to its local 911 communication operations.

Zephyrhills City Manager Billy Poe offered a look at what’s happening in the city, during a speaking engagement at last month’s East Pasco Networking Group breakfast meeting at IHOP in Dade City.

The city’s residential development is booming, Poe said.

“You see it when you’re driving down the road, driving down (State Road) 56, everywhere you go, anywhere you go, you see the development happening,” he said, during the March 9 breakfast meeting.

There are nine housing developments totaling about 3,000 units on the books, Poe said. The housing styles include townhomes, single-family homes and apartments.

The additional housing is expected to bring an estimated 7,000 new residents to the municipality, when all is said and done, Poe said.

These developments are predominately situated beyond the Zephyr Commons Shopping Center and Walmart off Gall Boulevard, as well as around the Sarah Vande Berg Tennis & Wellness Center along Simons Road. The projects are in varying stages, from preliminary plans to homes under construction, Poe said.

“Zephyrhills will definitely be changing as we move through this, God willing the economy stays the way it’s going for us,” Poe said.

Airport gets a lift
Several enhancements are coming to the Zephyrhills Municipal Airport, which spans some 900 acres of land donated to the city after World War II.

Most notable is moving forward with the extension of Runway 1-19. It’s increasing to 6,200 feet, up from 4,700 feet.

The longer runway will accommodate larger corporate jets and will bolster industry in the surrounding airport vicinity. It also will provide support, in the long-term, for an industrial corridor, in the area of Chancey Road.

The Runway 1-19 project also calls for a Taxiway B extension, paved runway shoulders and construction of an access road.

The $6.5 million runway extension project, funded via state appropriations and Penny for Pasco, is expected to be completed in November. The city recently awarded a construction bid to Plant City-based C.W. Roberts Contracting for the work.

Poe detailed how instrumental State Sen. Wilton Simpson, R-Trilby was in securing funding, given that improved transportation via air travel is one of Florida’s long-range goals for its communities.

Poe put it this way: “Sen. Simpson helped push this project forward, because he saw the importance of having a longer runway and being able to bring in those corporate jets to Zephyrhills.”

Poe also emphasized that the move isn’t a preamble for the airport to eventually expand into  a cargo hub — something recently implemented at Lakeland’s Linder International Airport in partnership with Amazon.

“There’s been some rumblings that, ‘Hey we’re going to go try to look like Lakeland and try to get cargo jets and all that.’ That is not true. Our goal is to be the best general aviation airport around,” Poe said.

For that scenario to even be considered, Poe said, the airport would need to install a tower and an Airport Rescue and Firefighting Station (ARFF) to clear zones and angles, among other considerations. “A lot of things that would have to be done,” he said. “Now, if somebody wants to come in and pay for that, we can have a conversation, (but) the city is not doing that.”

Other boosts are planned for the airport, too.

This includes upgrading its fuel farm, which features a pair of 20,000-gallon tanks some 25 years old. Poe said the state is funding 80% of the fuel farm upgrade, while the city is on the hook for 20%. The bid for this project is expected to be awarded in May.

There’s also plans to rehabilitate Taxiway A — which runs along Runway 5-23 — due to asphalt pavement reaching the end of its useful life. The project is currently in the design phase with projected construction coming in November. Poe said the FAA will fund 90% of the $3.3 million project, with the FDOT (8%) and the city (2%) contributing the remaining sum. “We would not be able to do it without partnerships with DOT, FAA, the state, all of those different grant dollars,” he said.

Installing some more corporate hangars at the airport is another objective, among others Poe said.

Roadwork improvements en route
Aside from the airport, several roadwork projects also are in the pipeline for the burgeoning East Pasco municipality.

The city manager said activity is well underway on the U.S. 301/Pretty Pond Road intersection project, which calls for the relocation of an existing signalized intersection from the shopping plaza entrance to Pretty Pond Road, a signalized intersection at Medical Arts Court, and all other required roadway improvements. The addition of signalized intersections at these locations serves to improve the mobility of the northeast section of the city, and become an economic driver for the northeast and northwest corners of Pretty Pond to be developed into a national grocery store, national chain hotel, pet supply store and chain restaurants.

The $2.3 million project is fully funded through a state appropriation.

Meantime, the city has entered the design phase to pave the remaining northern portion of Simons Road, from the Links of Silver Oaks subdivision to Fort King Road, making a continuous north-south connector linking Eiland Boulevard to Fort King Road. Upon completion, residents living on the north end of town will have another option onto Eiland Boulevard, and otherwise helping eliminate congested traffic.

The city manager expects the Simons Road construction project to bid out around October, adding “hopefully by this time next year that road will be open.”

He explained the reason the city didn’t pave the entire road all at once was due to obstructing Duke Energy transmission poles. Now, the utilities company is in the process of relocating those poles at no cost to the city, Poe said, noting it would’ve cost the city around $2 million to move them at the time a couple years ago. “The city works very hard to get those grant dollars and tries to stretch the taxpayer dollars as far as we possibly can,” he said.

He added the city also is seeking grant funding, plus partnerships with the county and Lennar development to add a traffic signal at the Simons Road/Eiland Boulevard intersection, to alleviate traffic coming to and from the Sarah Vande Berg Tennis & Wellness Center, at 6585 Simons Road.

Elsewhere, the city plans to extend Dean Dairy Road from Pretty Pond Road north to Kossick Road. This action, Poe said would “help alleviate some of the traffic going up onto U.S. 301 and being able to access (Zephyr Commons) Publix and things from that back road.”

Poe otherwise detailed how the city spends roughly $400,000 per year repaving and rehabbing its local roadway network, using techniques like full-depth reclamation and micro seal to extend their useful life. The city’s streets department otherwise maintains roughly 66 miles of roadways throughout Zephyrhills, the city manager said.

City manager recaps possible 911 dispatch merger

During a recent breakfast meeting with the East Pasco Networking Group, Zephyrhills City Manager Billy Poe briefed those gathered on the city’s current consideration of combining its  911 police communications system with the Pasco County Department of Emergency Services in New Port Richey.

The looming decision “has nothing to do with finances,” Poe said.

Instead, he said, it is “all about officer safety, citizen safety.”

The move would essentially create a centrally located communications center for all emergency personnel and shared CAD/RMS (computer-aided dispatch systems and records management systems), to eliminate 911 calls being answered by dispatches from the Zephyrhills Police Department (ZPD) and Pasco Sheriff’s Office — and the need to transfer wireless callers between agencies.

A full dispatch consolidation model would mirror what’s now in place at the Dade City Police Department, which joined Pasco’s 911 system in 2015.

Under this setup, the county handles all 911 calls, prioritizing calls by importance and dispatching the closest city or county units accordingly, on the same radio frequency. At the same time, Dade City police employees answer all non-emergency calls.

Poe was city manager of Dade City when the systems were combined.

He underscored the benefits of the shift. It has improved communication channels between agencies and has provided access to important records to individuals or suspects crossing jurisdictional boundaries between the city and the county.

For instance, it allows the agencies to have background on someone’s previous encounters with law enforcement entities, such as knowing if there’s a documented history of fighting or resisting arrest with personnel from the Zephyrhills and Dade City police departments, or the Pasco County Sheriff’s Office.

It also has proven to be beneficial in terms of law enforcement response, he said.

He cited an incident involving the report of a gun at a Dade City area McDonald’s. Seven nearby  sheriff’s deputies and four on-duty Dade City police officers responded immediately to the scene without incident.

“I like to think it works well,” Poe surmised, regarding the merged communications system.

Meanwhile, the city manager dispelled any conjecture that a 911 system consolidation is a means to eventually disband Zephyrhills Police into sheriff’s office operations, similar to the merger that happened with the city’s fire department.

“There’s zero percent chance that the police department will merge with Pasco County,” said Poe.

The city manager said he has a great relationship with the Pasco County Sheriff’s Office, but noted they cannot offer the same level of service to residents of Zephyrhills as the local police department provides.

That’s because of the number and types of calls that the Sheriff’s Office must respond to, Poe explained.

“Consolidated dispatch, has nothing to do with the rest of the department. We are not looking to get rid of our police department. That is not the case at all. It is solely communications, and it is all about officer safety and citizen safety,” Poe said.

The Zephyrhills City Council, however, voted last September to consolidate its local fire department into Pasco County Fire Rescue — whereby the county assumed control of two stations on Sixth Avenue and Dean Dairy Road.

“That was not a fun thing to go through,” Poe said.

“I know council didn’t like it,” Poe said, referring to the decision to end the city’s independent fire department that had served the city for more than 100 years.

However, Poe said, in contracting out fire service responsibilities to Pasco County, both area stations now have an ambulance and increased staffing.

Response times were another consideration.

“It just made sense to have one responding agency, because they space it out, they know what they’re doing, they space them so they have minimal response times for each station, and so to be able to add two stations to the mix was huge for Pasco County…and I think the residents won,” Poe said.

The two former fire stations have been renamed, but the fire trucks retain some local flavor, with signage that indicates they are serving the City of Zephyrhills.

Poe said there also are plans to add another Pasco County Fire Rescue Station in Zephyrhills within the next few years, at the corner of Chancey Road and Yonkers Boulevard. When that comes online, Pasco County Fire Rescue Station 18 in Crystal Springs will be abandoned, he said.

That’s important because the city has never had three fire stations in the area, Poe said.

Plenty of ways to get a kumquat fix at this festival

If you love kumquats, the 24th annual Kumquat Festival in downtown Dade City, was like a little slice of heaven.

Festival-goers could taste kumquat ice cream or kumquat pie.

They could pick up bags of the tiny, orange citrus fruit, sometimes called the “little gold gem of the citrus family.”

Festival-goers could stock up on kumquat marmalade, kumquat jelly, kumquat chutney, kumquat pepper jelly, kumquat marinade or kumquat vinaigrette.

They could get kumquat preserves.

They could buy kumquat barbecue sauce — sweet or spicy, or kumquat salsa, regular or hot.

And, who can forget the kumquat wine?

But, even those who aren’t particularly enamored with kumquats — there were plenty of other ways to enjoy the festival.

There was a quilt show, a car show, lots of vendor booths and a chance to be out and about — during an event that was delayed and scaled-back this year, to reduce potential risks from the  COVID-19 pandemic.

Dade City boosts IT security system, in response to breach

The City of Dade City is taking actionable steps to strengthen IT security protocols to prevent future data breaches and hacks.

Dade City Commissioners on March 9 voted unanimously to purchase cybersecurity services from Arctic Wolf Networks Inc., to provide managed risk and managed detection and response solutions, in an amount up to $41,901.88.

The action follows a ransomware data security breach that occurred in November, which compromised the city’s website, email systems and online payment systems — which continues to prevent residents from paying utility bills online.

In a February proposal and presentation overview from Arctic Wolf, it was revealed the city’s core systems were down for weeks and other components of the network were affected months after the breach; the attacker had access since April 2020; and, there was a $25,000 deductible for cyber insurance.

The agreement with the Minnesota-based firm will provide log retention for one year, as well as 24/7 monitoring of those logs.

The service also includes monthly vulnerability scanning with recommendations on remediation of detected threats, as well as the ability to allow the firm’s security team to immediately quarantine threats and suspected compromised systems.

The company is described as “the market leader in security operations,” utilizing a “cloud-native security operations platform to deliver security as a concierge service.”

The cybersecurity service was not budgeted in the current fiscal year, however officials felt it vital to now provide additional protection for the IT and security system. A portion of the unanticipated costs can be funded through the city’s GIS analyst vacancy and changes to some existing IT programs. Also, up to $20,000 will be funded from the city’s General Fund contingency.

The decision to ultimately proceed with the purchase came after a recent IT risk assessment by Mandiant, a Virginia-based IT security firm. The firm recommended the city improve its system logging and monitoring, as well as hardening defenses on all systems.

Dade City Manager Leslie Porter underscored the need for the enhanced IT security measures: “Unfortunately, we know the threats will continue coming. We just have to position ourselves in the best way possible,” she said. The city manager also noted additional cybersecurity measures will need to be considered in forthcoming budget years, as well.

Aside from meeting general risk assessment recommendations, the Arctic Wolf package needs to be in place before reestablishing online utility billing payment options for local customers, said Kevin Towne, the city’s IT director. He observed, “When you bring (utility billing) online you’re allowing people to come into your network to see that stuff. I can’t watch it 24/7, that’s what this company will do. It’s 24/7 protection. It doesn’t matter if its midnight on Christmas.”

Towne said the price for the service is reasonable because a comparative package from other cybersecurity companies could have cost upwards of $94,000.

“I don’t think anybody offers a package like them,” Towne said of Arctic Wolf. “They’re providing above and beyond.”

Commissioners recognized the need for enhanced cybersecurity.

“We realized we’ve got to do something,” Commissioner Scott Black said. “We can’t afford to let things like that continue to happen to us.”

Mayor Camille Hernandez agreed that the additional security is the way to go. She also noted: “The price tag, even though it looks high, is a great deal.

“If this is going to get us on the path the progress that we need to see and the utility bill pay and other things, it certainly seems like the right thing to do,” she said.

Detective, investigator complete specialized firearms training

A pair of Dade City Police Department employees have achieved the distinction of earning an advanced firearms certification.

Dade City Police Detective Amanda Chambers and Investigator Diana Surratt completed a local three-day certified firearms specialty class, organized by the International Firearm Specialist Academy.

Chambers and Surratt were among 22 class members from various law enforcement agencies from across the Tampa Bay area. The in-classroom firearms specialist academy took place at the DCPD Training Center in November 2019. The two became the first to successfully complete the course’s 13 learning modules and tests, according to Dade City Police Chief James Walters.

Areas of focus for certification include safe handling practices; accurate identification of firearms and ammunition; competency to explain firearms rules and classifications, and nomenclature; and mechanical operation.

The two members’ certifications became official March 4.

The firearms academy originally was developed by Daniel O’ Kelly, a retired special agent from the Bureau of Alcohol, Tobacco, Firearms and Explosives. O’ Kelly recognized there was a learning gap in firearms training and specialty after he served as lead instructor of firearm technology at the ATF National Academy in Glynco, Georgia.

One of the lead instructors for the local firearms class was retired Tampa Police captain Bret Bartlett, who made a presentation during a March 9 Dade City Commission meeting to recognize the Dade City Police employees’ achievement.

The certification, Bartlett said, “is designed to let investigators and officers make better firearms cases so we put more bad guys away in jail, more efficiently.”

“It’s a difficult class,” Bartlett said. “When I took it the first time, I realized there’s a lot more that I needed to learn, a lot more than I knew, so they worked very hard, they were very diligent. There are very few in this whole country, very few certified firearms specialists.”

Chambers was hired by the local police department in December 2016. Surratt was bought on as a part-time employee in January 2017 and became full-time in October last year.

Efforts set to begin to address flooding problems at intersection

Stormwater drainage improvements are coming to the intersection of 15th Street and Main Avenue in Dade City — an area officials say has been long plagued by flooding problems.

The intersection runs between Cox Elementary School and Watson Park. It also is near the future site of The Cove, a 10-unit Habitat for Humanity residential development.

Dade City Commissioners on March 9 voted unanimously to award the construction project to Tampa-based Kamminga & Roodvoets Inc. The company’s bid of $94,753 was the lowest of four submitted. Others came in at $122,460.25, $125,750 and $147,130.

The project scope calls for installing curb inlets and storm pipe at the intersection; constructing concrete curb; installing pavement and an asphalt wing; installing a ditch bottom inlet and constructing ditch pavement to match the street’s existing ditch grade, among other improvements. The contractor has 100 calendar days to achieve substantial completion.

The project was originally budgeted for $95,000, from the Penny for Pasco local government infrastructure surtax fund.

The city, in 2019, obtained engineering design services of Wood Environmental and Infrastructure Inc., to prepare bid-ready construction drawings for the drainage improvements. The engineer’s cost estimate at the time was $89,120.

Mayor Camille Hernandez described the project as “long-needed” and “overdue.”

“I’m very pleased to see this and happy that we awarded that (bid),” Hernandez said. “The folks (in the neighborhood) we have met at different times and stages are looking forward to that, and there’s a lot of development happening with The Cove and other things.”

Kamminga & Roodvoets also was the contractor on the city’s recent multimillion downtown stormwater piping system spanning Seventh Street, Pasco Avenue, Third Street, Meridian Avenue and other areas.

It was a great day for dogs, in Dade City

There were Yorkies, a French Bulldog, a Basset Hound and others, and whether they were there to show off or just hang out, these dogs and their owners were having a great time at Dogs’ Day in Dade City.

People came to Agnes Lamb Park from all over to enjoy the festivities, which included a dog wagon parade, a costume contest and other activities. Dade City Commissioners seek city manager improvements

As the City of Dade City is staged for a wave of unprecedented growth, development and other happenings, elected leaders want to ensure they have the right leadership and administration in charge to navigate the East Pasco town’s future.

Much of that starts with Dade City Manager Leslie Porter, who has officially held the position for nearly two years.

Porter’s employment contract will renew on May 14, unless the Dade City Commission acts otherwise.

Keeping this time frame in mind, Dade City Mayor Camille Hernandez has called for significant tweaks to the handling of Porter’s annual performance review — with the aim of helping the city manager carry out the city’s established vision and goals.

The topic came up during the commission’s March 9 meeting.

Hernandez said the municipality is at a “critical juncture.”

She detailed major undertakings, such as the U.S. 301 commercial corridor; the developing of major recreational and park amenities; overseeing several new residential developments and annexations; and, figuring out the way to market, brand and promote the town going forward.

“We’re dealing with growth issues and concerns that we have never dealt with before, so we need to make sure we’ve got our game in order,” Hernandez said.

Because of that, Hernandez urged fellow commissioners to put deep, and serious, thought into their observations of Porter’s job to date.

Said Hernandez: “I want to make sure that when we get through this evaluation, that we can all walk away confident that (Porter) is the person that is going to lead us on, as we move forward and have all of the skillsets that we need.

“I think Ms. Porter is an extremely talented individual, and if she’s the one that we want to keep in this position as we move forward — if that’s the one we choose — then we need to make sure we’re all on the same page in making sure that we help her to have that, by way of marking improvement that peaks her performances.

“I think more than ever, I think we need to be on the same team, ‘Team City Manager,’ so that we move forward to get the city’s best interests,” the mayor said.

Hernandez said her comments are “nothing personal” toward the sitting city manager, but rather about “having Dade City’s best interests at heart.”

Hernandez then described disappointment with the handling and execution of various city operations on the whole, specifically noting a general lack of communication and engagement and not being “in the loop” on certain matters.

Hernandez also mentioned others in the community and throughout City Hall have expressed “angst and frustration” of late, too.

“We’re in the hot seat all the time because of all the people that come to us when things are done and not done,” Hernandez said. “I know this commission wants to know what’s going on, because the last thing we want to do is walk down the shopping aisle and have somebody tell us (about a local issue) and we look like a deer in the headlights…”

Even with this direct and clear warning shot and wakeup call, the mayor did credit Porter for making “considerable changes recently in terms of communicating and engaging.’

The mayor added: “I think if we can continue to move in that direction, then we are on the right path, but if we can’t, then we’ve got some issues that we need to address.”

Evaluations should be meaningful
Commissioner Normita Woodard, sworn into her first-term last July, agreed with calls for more proactive oversight and transparency in manager evaluations, as opposed to a mundane check-the-box exercise.

“I definitely don’t think we just do an evaluation and call it a day,” Woodard said. “I do think that we need to make sure that all of what we want to see and all the criteria is being met, and if not, then we need to have a plan set up of how we’re going to meet that objective or what we’re going to do, if it’s not done. But, I don’t think we can just evaluate and move forward.”

Meanwhile, Commissioner Scott Black suggested scheduling a workshop to brainstorm ways to fine-tune the manager evaluation and clarify other goal-setting measures. This exercise, he said, “would go a long way for helping address the concerns” the mayor brought up.

“We haven’t had (this type of workshop) since our new commissioners (Woodard and Knute Nathe) have joined us and that is something we once did on an annual basis, where we just go in and indicate what our priorities individually, and bring all that together to have a collective vision or at least a plan for the city manager to pursue.

“It’s been awhile since we’ve done that, and I think this would be very helpful for the commission, for management, for staff, for everyone else involved, and that keeps us all where we can have something that we can measure performance based on what our collective vision is as a commission,” Black said.

Porter’s last evaluation was presented at a meeting in June 2020.

Commissioners then rated Porter’s overall performance at a 4.1 out of 5.0 scale, graded on management in administration, adhering to governance, relationship-building, leadership, and financial acumen, among other areas.

The main focus for improvements was in the arenas of building relationships and better communication with legislators, residents, merchants, The Greater Dade City Chamber of Commerce, and so on.

Other constructive criticism also called for Porter — who commutes from her home in Tampa — to have better familiarization with the municipality as a whole, along with various city departments and employees.

Previous city manager evaluations came in with satisfactory marks from commissioners.

After the commission meeting, The Laker/Lutz News reached out to Porter for her reaction to comments that were made pertaining to her during the meeting.

In an email response, Porter said: “I agree the city needs an evaluation tool that the commission as a body agrees upon. The city manager is in a unique position in that he/she reports equally to five elected officials. Each voice is important, and for the city manager to be most effective, he/she needs to know the expectations to which they are being held accountable and  the priorities of the commission as a whole.”

Porter was originally hired as the city’s finance director in 2014.

She was appointed interim city manager in February 2019, assuming the post long-held by Billy Poe, who took a similar position with the City of Zephyrhills.

Porter was selected, after the city was unable to reach a contract agreement with Christopher Edwards, its initial top candidate for the position, who was then a real estate associate in Tallahassee and previously had served as deputy director of the Tallahassee-Leon County Office of Economy Vitality.

Instead of selecting a list of new candidates to interview, the commission opted to proceed with Porter for the post, starting with a base salary of about $99,000, citing her performance as acting city manager over prior months while also juggling her duties as finance director.

Before coming to Dade City, Porter spent nearly a decade working as town treasurer for the Town of Chesapeake Beach, in Maryland.

She has a bachelor’s degree from George Mason University and a master’s degree from George Washington University.
