Pasco Commission approves East Pasco flooding study

The Pasco County Commission has authorized a task order for the development of a cost-effective conceptual improvement plan for the Bailey Hill Road and Zephyr Ranch Area, in East Pasco.

Board members approved a staff recommendation to have DeLoach Engineering Service complete the task for an amount not to exceed $74,840, according to agenda background materials for the board’s March 9 meeting.

“The conceptual plan will provide a rigorous assessment of the condition of the existing stormwater drainage system, identify deficiencies within the system, evaluate design alternatives for flood abatement, develop cost estimate for the selected design alternative, and derive benefit to cost ratio. A cost-effective conceptual plan may lead to detailed design and construction of the project,” the agenda backup says.

Bailey Hill Road is an unpaved rural road that extends east to Gall Boulevard and west to Fort King Road.

The project area is within the East Pasco Watershed.

There is a history of structural and property flooding, as well as roadway flooding and scouring.

DeLoach has 180 days from the notice to proceed, to complete the project.

Funding for the conceptual improvement plan is coming from the stormwater management fund.

Kumquat Festival set March 27

The 24th annual Kumquat Festival will take on more of a spring feel, among other twists and turns due to the coronavirus pandemic.

The popular event traditionally held the last Saturday in January is instead set for March 27, from 9 a.m. to 5 p.m., in downtown Dade City, around the iconic Historic Pasco County Courthouse; the original event date was pushed back due to COVID-19.

The Kumquat Festival is organized each year by The Greater Dade City Chamber of Commerce in coordination with other community stakeholders.

And, it’s all in the name of celebrating, of course, kumquats — a tiny, tart citrus fruit native to Southeast Asia, but grown in Dade City.

The festival features all things kumquat, including such specialties such as kumquat ice cream, kumquat pie and kumquat beer. You might also find some non-edible items such as kumquat lotions, balms and body butters.

As in previous editions of the festival, downtown Dade City will be transformed into an open-air marketplace featuring local businesses, hundreds of specialty vendors and dozens of partner sponsors.

Other happenings throughout the day include:

  • “Kumquat Growers” series to learn about and purchase kumquats
  • Farmer’s Market
  • Kid’s Corral with a variety of activates for children of all ages
  • Quilt challenge
  • Car and truck show

Some of the more interactive live entertainment options have been pared down from prior years, however, out of COVID-19 health and safety precautions. There won’t be shuttle services to remote parking lots, either, because of COVID-19.

Admission is free. Self-parking will be available throughout the city limits and downtown, including private lots, church lots and street parking. Masks will be required by all vendors and attendees.

The festival — which puts Dade City at the regional fore for the day — otherwise epitomizes the locale’s “iconic, old Florida, down home sort of feel,” chamber Executive Director John Moors told The Laker/Lutz Newspaper in a recent interview.

“I think the whole fact that it’s kumquats is kind of a funny thing,” Moors said. “There’s lots of strawberry festivals, blueberry festivals, all sort of other things, but this is the only one we’re aware of that actually features kumquats and a lot of folks aren’t even sure what a kumquat is, so it kind of lends itself to that quirky, kind of fun, sort of entertainment day that you don’t find at the wonderful theme parks that Florida offers.”

Scaled back, but still lots to see and do
The event will showcase around 250 vendor booths — each spaced about 12 feet apart instead of side-by-side as in previous years.

Due to physical distancing requirements, organizers had to cut back on about of a third of vendor booths from prior years.

While forced to scale down overall, organizers felt it important to still put on the family friendly event for the community, Moors said.

“This year, we just really wanted to have an event because there isn’t a lot going on and so many things have been canceled and we just thought, ‘Well, if we can do this safely, let’s just give it our very best shot and try to keep everybody safe,’” Moors said. “It’s going to be different, and maybe not as convenient as it has been in the past, but hopefully we have a successful day and a successful event, and then next year we’ll be back to something a little different, maybe a little more extensive.”

In the way of attendance prognostications, Moors acknowledged he’s “really not sure what to expect,” considering the date change and ongoing pandemic concerns. Simply, “We’re hoping for a good event,” he said, then adding “the safety of our volunteers, attendees, our vendors is at the forefront.”

Moors asked those attending to exercise some patience: “We know it’s going to be a little different and it’s not going to be the same, but come out and enjoy it, have some fun and take a deep breath, and we’ll all get through this together.”

Meanwhile, festival-goers also will have a chance to land a sneak preview of The Block, downtown Dade City’s newest event and entertainment center located at 14313 Seventh St.

Walk-in tours of the facility will be offered, to let visitors check out the progress so far, with updates on the project’s brewhouse, CrossFit gym, wedding venue and other amenities.

The facility’s entrance corner will have an assortment of tents with a live band, and food and drinks during the Kumquat Festival, too.

While technically separate from the Kumquat Festival, Moors said having coinciding activities at The Block are “a fabulous addition” to festival day.

The Block is a new take on two existing buildings, totaling 21,000 square feet that run together with an outdoor patio with seats, tables and string lights hanging above.

The premises has an extensive history as a car dealership, going back for decades.

The renovated space, conceptualized by local real estate developer Larry Guilford, takes on some influences from the Tampa Heights neighborhood’s popular Armature Works.

The Block will include a wedding and event venue, outside bar, brewery, catering business, space for food trucks, CrossFit gym and more. It is slated to open this spring.

New welcome center coming to Dade City

Dade City is pushing ahead to make the Roy Hardy Trail more tourist-friendly. Officials gathered on March 10 for the groundbreaking of a new visitor’s information welcome center, to be located on the south side of Church Avenue, near the Hardy Trail multi-use trailhead.

The building, which is expected to open this summer, will include two family bathrooms that meet Americans with Disabilities Act standards.

The center will feature an open interior floor plan — allowing for vendor operations, area attractions, museums and art exhibits to host mobile displays.

The welcome center is part of a larger exterior space concept that envisions a bike-share hub with stations for parking, minor bicycle repairs and public resting areas for cyclists, and exercising pedestrians.

The visitor’s information center is being funded with the help of a $250,000 grant from the Pasco County Tourist Development Council.

Library team sets out on scientific challenge

Pasco County Libraries is taking on the NASA challenge — “Plant the Moon” — to attempt to grow plants in a simulated moon base environment.

A libraries team has embarked on a 10-week challenge that started in February, to examine how vegetation grows in lunar soil.

When the growing period is complete, the findings will be submitted and showcased during a virtual symposium scheduled for April 29 and April 30, with NASA scientists and other researchers.

The challenge was issued by the Institute of Competition Scientists in collaboration with the University of Central Florida’s (UCF) Center for Lunar and Asteroid Surface Science (CLASS) Exolith Lab, according to a news release.

The UCF lab provided lunar soil simulant for the libraries to use, to conduct the experiment.

“We are so excited for this unique opportunity,” said Hugh Embry Library associate Sarah Pass in the release.

“Our team, the MoonRakers, is attempting to find ways to grow plants effectively in a simulated moon base environment. We hope our customers will enjoy this experience as much as we are,” said Pass.

The public is welcome to stop by to see the plants growing in the center of the library, at 14215 Fourth St., in Dade City.

Another expansion for Meals on Wheels

Meals on Wheels for Kids Tampa Bay (MOW4Kids) is now being delivered in two more Pasco County areas — Zephyrhills and San Antonio. The Tampa Bay Network to End Hunger (TBNEH), a tri-county leader in hunger relief, research and program development, has added the expansion.

The MOW4Kids program was launched last March and was developed in response to COVID-19 school closures and remote learning, to serve children age 18 and younger, with lunchtime meals delivered to their homes by volunteers.

The program gives an alternative option for kids who are not able to access meal distribution sites throughout the county, and/or kids that have difficulty accessing open food pantries.

In addition to the expansion into Zephyrhills and San Antonio, the MOW4Kids service includes most of Pinellas County; Lutz, Tampa and Wimauma in Hillsborough County; and Dade City in Pasco County.

For the added areas, deliveries will take place out of Farmworker’s Self Help in Dade City, and the program is looking for volunteers to help pack boxes each week.

Volunteers who have a level 2 background check also are needed to help deliver Meals on Wheels for Kids on Mondays, Wednesdays and Fridays, starting at 10 a.m., using their own vehicles. Routes take about an hour to complete.

Hercules Park renovations may include BMX track

Over the past several months, the City of Zephyrhills has pondered ways to spruce up the Hercules Park property at the corner of County Road 54 and Gall Boulevard, next to Zephyrhills High and Woodland Elementary schools.

Following meetings with consulting firm Kimley-Horn, public works, and the parks and recreation advisory board, city officials may have an answer for the languished 12-acre site —  a BMX (bicycle motocross) track where mountain bike enthusiasts traverse winding trails and thrilling jumps, in a safe and comfortable setting.

Zephyrhills Community Redevelopment Agency Director Gail Hamilton detailed how the BMX track idea came to be formed, during a January CRA Board of Commissioners meeting.

“We asked Kimley-Horn to look at the park and try to figure out what we can do with it to give the kids something to do and give the public something to do. There’s nothing on the north end of town as far as a park goes, and I heard very loud and clear from some of the CRA members in this year’s budget they wanted to see something at Hercules.

“If you are walking through those pine trees and those oak trees (at the park), it’s beautiful, and you don’t want to cut those trees down, so, as we were walking around the consultant said, ‘What about a BMX bike track around here? Kids would love it. It’s wooded, and we could do jumps and all kinds of stuff…’”

Hamilton proceeded to unveil a conceptual sketch plan — showing a circuitous riding trail spanning roughly 5.29 acres of the park property, albeit with many details still to be hashed out.

Height levels on jumps and bumps haven’t yet been determined, though the track is expected to have variations for beginner, intermediate and advanced bikers.

Surface material hasn’t been decided, either, though one possibility is a dirt track with wooden features for jumps and stunts. Hamilton described the course overall as “something kids could be excited about and not hurt themselves on.”

Also proposed is a paved pathway encircling the BMX course for parents, walkers and runners to use for general exercise purposes.

Hamilton told the board the BMX track concept received strong support from the city’s parks and recreation advisory board: “They were pretty pumped about it and excited about it.”

Remaining Hercules Park property upgrades would take on a mostly passive vibe, with a nearly 1-acre open playfield, 1.42-acre playground and picnic/shelter area, and a soft walking trail surrounding an existing retention pond and lighted fountain spray.

The open playfield — to be situated at the former Hercules Aquatic Center— would offer a grassy space for throwing footballs, frisbees and so on. “Kids can just run and play; they don’t have to be contained,” Hamilton noted.

The playground, meanwhile could include some nature-based equipment beyond conventional slides and swings — think rock climbs, tunnels, rope play structures and more.

No established budget has yet been put forth for the entire Hercules Park renovation, nor is there a timeline for construction; the city also plans to seek public-private partnerships to get a project in motion. “Right now, we’re at a 30,000-foot view on this,” Hamilton said, signaling preliminary plans.

Following Hamilton’s presentation, the CRA Board expressed enthusiasm with the overall park concept, while putting forth some input of their own.

At least one sticking point may be ensuring various segments of the park have ample lighting, particularly for evening hour use. Said board member Ken Burgess: “I think we need to look and make sure there’s some well-lit areas, especially in the wintertime when it gets darker early; we want to make sure it’s pretty well-lit there.”

In addition to its proximity to local schools, Hercules Park borders a Wawa gas station and Culver’s fast food restaurant, which could prompt those patrons to also drop by the park to have a relaxing meal.

The park also is accessible to surrounding neighborhood developments through Henry Drive.

Should the concept follow through, it would create an amenity otherwise not readily available to the East Pasco community. (Local BMX enthusiasts have previously tried accessing the Zephyrhills Skatepark at Krusen Field for those purposes.)

The closest public BMX pump tracks in the surrounding Tampa Bay area include Tampa BMX in Lutz and Oldsmar BMX.

There were preliminary discussions last fall on a nonprofit group bringing a BMX track and bike park to a 23-acre tract situated off the intersection of State Road 54 and Gunn Highway, in the Odessa/Trinity area in Pasco County. Under that proposal, about 3 acres would be used for a BMX dirt race course made of various jumps and rollers.

Zephyrhills discussing 911 dispatch

The City of Zephyrhills has proudly operated its own police and dispatch for over a century, dating back to 1914 to be exact.

Some of this autonomy could be altered in coming years, however.

With technology advancements and rampant growth on the East Pasco town’s doorstep, local leaders are evaluating the existing operating model for public safety.

The Zephyrhills Police Department (ZPD) and other city officials are considering various ways to upgrade and improve its 911 dispatch communications and records management technology.

At least one possibility includes consolidating and integrating those services with Pasco County, in an effort to improve efficiency and public safety, among other reasons.

The Zephyrhills City Council conducted a 90-minute workshop presentation on the issue last month.

Council members reached a consensus that it’s time to proceed with a feasibility study to account for cost factors, planning and transition of a 911 systems merger.

Some possible routes for such study are via the Police Executive Research Forum, through an academic institution such as the University of South Florida, or with the help of a consulting firm.

“This is a big deal, so we need to know what we’re getting into,” said Zephyrhills Council President Charles Proctor.

Here’s how the communications system currently works: The municipality’s central dispatch handles all landline 911 calls and other non-emergency calls within city limits.

But Pasco County Emergency Communications, based in New Port Richey, answers 100% of wireless cellphone 911 calls, even those within Zephyrhills.

After a briefing with the wireless caller, county dispatchers transfer the call to ZPD dispatch. Dispatchers at ZPD proceed to ask a similar line questions from the 911 caller — such as exact location, name and phone number — and determine whether to send an officer on scene.

Zephyrhills Police Chief Derek Brewer acknowledged this multi-step verification and county-to-city wireless call transfer creates “some redundancy” and at times becomes “a very lengthy process,” often due to voluminous confirmation protocols required by the county.

The police chief underscored the issue by mentioning that a local wireless 911 caller sometimes may be asked to confirm his or her name three times or more, even before identifying their particular emergency or situation.

Said Brewer: “I can understand if you’re going through those protocols as a 911 caller and you’re going through an emergency, and then having to get transferred, they’re probably upset, that they just want an officer or EMS or whatever.”

Another shortfall with the current model — there’s the chance of wireless call transfers getting dropped in transit between county and city dispatch.

The Zephyrhills Police Department (ZPD) will remain in place, even if the city merged its 911 dispatching services with Pasco County. The local law enforcement agency has 34 sworn officers.

Multiple options on the table
Zephyrhills leaders previously considered dispatch consolidation in 2012.

The plan wasn’t implemented due to potential costs and a view by stakeholders that a merger with the county wouldn’t be beneficial at the time.

But with marked increases in cellphone usage, surging residential growth and corresponding cutting of landlines, city leaders are again considering the possibility of an operational overhaul.

Since 2012, wireless transfer calls have increased from about 55% to 62%, and the figures are only expected to increase in coming years, officials say.

Brewer introduced three options for city leaders to consider:

  • Remain status quo — continue to operate in the same manner
  • Hybrid consolidation — create a mixture of a centralized and localized system. The city would remain as a standalone communications center but would share a common CAD/RMS (computer-aided dispatch/record management system) with Pasco County.
  • Full consolidation — consolidate into a centrally located communications center for all emergency personnel and shared CAD/RMS system, to eliminate 911 calls being answered by dispatches from different agencies and the need to transfer callers

A full dispatch consolidation model would mirror what’s now in place at the Dade City Police Department (DCPD), which joined Pasco’s 911 system in 2015.

Under this setup, the county handles all 911 calls, prioritizing calls by importance and dispatching city or county units accordingly, on the same radio frequency. At the same time, Dade City police employees answer all non-emergency calls.

When there’s a municipal landline call requiring assistance, Dade City police call-taking employees simply enter information into a shared CAD/RMS system. From there, the county dispatches the closest unit, whether it’s Dade City police, sheriff’s deputies, or both.

Benefits to dispatch consolidation
Brewer outlined multiple benefits associated with a communications merger — particularly the improved safety for law enforcement officers and the general public.

A consolidated system between city and county may prove particularly useful when responding to critical incidents, he said.

The Zephyrhills Police Department is considering alternatives to its central dispatching services, including a possible merger with Pasco County Department of Emergency Services. Presently, city dispatchers answer all landline 911 calls within city limits, while local wireless 911 calls are answered by the county then transferred to city dispatchers.

“All (city and county) officers would have the same information simultaneously and would allow for greater situational awareness,” he explained. “I think being able to respond in a coordinated manner would certainly provide better safety for our citizens.”

The police chief shared various examples of high-profile emergency response communication failures, like the 2018 Parkland school shooting at Marjory Stoneman Douglas High School, which claimed the lives of 17 students and school faculty members.

In this particular case, Brewer detailed how the Broward County and Coral Springs Police Department were operating on different communications systems at the time, causing delays in the transfer of 911 calls. The calls overloaded the 911 system and overwhelmed staff. Meanwhile, officers and deputies on scene were unable to merge radio traffic, thus preventing information exchange of the shooter’s location and description. Also, the antiquated radio system became impaired at one point, further impeding communication among units.

Removing redundancy and improving efficiency, along with interoperability, enhanced mapping capabilities and shared costs would be other plusses under a merger, Brewer said.

Cybersecurity enhancements would likely result, too.

“They (Pasco County) have layers upon layers upon layers of protection over there to protect themselves from cyberattacks,” Brewer said. “While I think we do a good job as a municipality, I don’t think we have the protections that they do.”

Moreover, ZPD is also working toward seeking police accreditation, whereby “there will be expectations for certain protocols, certain technology that we’ll have to take into consideration,” Brewer said.

Drawbacks to dispatch consolidation
Reservations regarding a consolidation model include the loss of local control and the required levels of data sharing between city and county law enforcement, particularly as it pertains to internal investigations and confidential information.

“There’s a lot of different circumstances where we’d want to have control over our own information,” Brewer said.

“I have a lot of pride where I work and I feel like we provide a good service to our citizens, and losing some of that control scares me a little,” he said.

While response times to emergencies may be improved in some instances, the comprehensive level of service Zephyrhills residents and businesses have been accustomed could take a hit, if the county is put in charge of dispatching all units.

That’s because the city’s team of dispatchers — many who’ve accrued long tenures in their role —  have a heightened familiarity with community members and landmarks to quickly discern where to send units, even with limited information, officials say.

Also, besides handling pressing matters, ZPD “pretty much responds to everything” including vacation house checks and neighborhood noise complaints, Brewer said.

In these scenarios, county dispatchers may opt to not deploy units, given their lower priority level.

Zephyrhills City Manager Billy Poe highlighted this dynamic during the workshop: “I will tell you that the sheriff’s office cannot provide the same level of service that ZPD provides the citizens of Zephyrhills. They cannot do it. The calls that we respond to, they say, ‘Thank you, but we’re not coming.’ — so the level of service would just not be matched.

“If somebody goes on vacation and says, ‘Hey I think I left my door unlocked.’ We respond. The sheriff’s office says, ‘You better call your neighbor or family member, have them go check.’ That’s just an example of the level of service that we provide.”

No plans to shutter Zephyrhills police department

While Zephyrhills is considering a consolidation of its dispatch services with Pasco County’s emergency dispatch, city officials made it clear that there are no plans to shutter the city’s police department.

Last year, the city merged its fire department with Pasco Fire Rescue, as the city’s fire department faced mounting costs and personnel turnover.

Elected city officials want the public to know that its police department will remain intact.

Council Vice President Jodi Wilkeson put it like this: “We need to reassure people that it’s not our intent to merge the police department with the county, that this is purely to improve communications between law enforcement groups.”

If anything, the city should expand its own police force, which stands at 34 sworn officers, Councilman Ken Burgess said.

“I think we need more officers on the street. This (communications merger) could be a way of putting more officers on the street; I think that’s a positive,” Burgess said.

Pasco Sheriff Chris Nocco doesn’t have interest in absorbing the Zephyrhills Police Department or other municipal police forces, for that matter, said the city’s Police Chief Derek Brewer.

“The sheriff has publicly said he has no interest in taking over the cities, and I will tell you that is a very, very, very expensive proposition for the county to take over, that I don’t think that they’d be willing to look at,” Brewer said.

City officials also said that if a dispatch merger occurs, city dispatchers would retain full-time positions within the municipality or police department, albeit in a different capacity, if for some reason they are not taken in by county dispatch through a merger.

The city is budgeted for 10 dispatchers, but currently has eight on staff.

An entertainment venue in downtown Zephyrhills?

Downtown Zephyrhills could get a little louder and livelier in the next year or so — if a proposed project pushes through.

The City of Zephyrhills is considering the creation of its own entertainment backyard featuring food trucks, vendor carts, games, live music, public art installations and various seating areas. Picture it as a scaled-down version of the popular Sparkman Wharf waterfront venue in downtown Tampa’s Channelside.

The Zephyrhills concept, called “Little But Loud,” would be developed on a 150-foot by 60-foot city-owned vacant lot at the corner of Sixth Avenue and Eighth Street. The site was once home to a Disabled American Veterans chapter building, and is situated just a block north of Fifth Avenue and adjacent to Zephyrhills City Hall.

Gail Hamilton, director of the Zephyrhills Community Redevelopment Agency (CRA), presented two concept renderings at a CRA meeting in January.

The first concept shows semi-rigid covered seating, covered seating area, food cart court, game lawn/overflow seating, outdoor seating and food truck access.

The second concept shows an event stage/elevated seating area, mobile high-top seating, food and vendor stalls, a semi-rigid overhead structure and raised concrete deck, food truck access and a versatile event lawn.

As for parking, eventgoers could use the nearby City Hall parking lot on nights and weekends.

Main Street Zephyrhills Inc., would likely be tasked with managing Little But Loud, and with arranging the venue’s programming.

The scope of work and budget are not yet final.

No start date has been determined, either, but it’s possible the project could be completed by the end of the year, if the initiative gains the CRA Board of Commissioners’ approval.

Hamilton said the new venue would generate downtown foot traffic and “create a sense of community,” by giving locals and visitors a multi-use entertainment space on weekends.

It also gives the city an opportunity to use “a beautiful lot” that is currently vacant.

“People would want to come, especially in the spring and in the winter when we have beautiful days, to sit out, listen to some music, have something to eat, come downtown. The idea is to create an attraction to get people to come downtown,” said Hamilton.

She thinks the project also would encourage residents and visitors to explore other areas of the city, including the historic downtown business district through Fifth Avenue.

Hamilton observed: “This is not to exclude any of the businesses on Fifth Avenue. It’s not to cut them out, it’s to get some activity going here, so that everybody who comes here goes to the restaurants and stores that surround it. You get up, you walk around — it’s a way for people to explore downtown Zephyrhills that maybe have never been here.

“It would bring people in that would go and shop, and try a craft beer that didn’t even know there was a microbrewery down here (at Zephyrhills Brewing Company).”

The intimate property — purchased by the city in 2017 — was originally anticipated to be developed into some type of retail/office space — which remains a future option.

However, Hamilton noted that option is not feasible yet, in the midst of the COVID-19 pandemic.

The lot also could be reserved for some type of apartment or residential concept, but Hamilton doesn’t believe that’s a best use.

“If we wanted to do apartments, we could probably do apartments, but in the long run, that’s not what’s best for downtown, that’s not what’s best for the core of the city,” Hamilton told the CRA board.

If and when the time comes to redevelop the small lot, Hamilton said the Little But Loud concept could simply be relocated to another area of the city, perhaps Zephyr Park on Fifth Avenue.

“It’s a way for us to engage that lot without spending a tremendous amount of money, and when the market gets to the point where we want to build a building on that space, all of it can be picked up and moved somewhere else,” Hamilton explained.

Members of the CRA board expressed interest in the venue concept, with several more tweaks and details to be hammered out and finalized in coming months.

Board member Ken Burgess called Little But Loud “a good idea to get something going,” but advised the project be done in sections or phases, instead of all at once.

Board member Lance Smith said the concept would create an “inviting” atmosphere to downtown, pushing for other accents such as artificial turf and a large-sized television or projector to broadcast movies and sporting events.

Alcohol sales should be another consideration, he said.

“I think it’s interesting,” Smith said of the plan. “I think you need to look at the budget for it, too, because I’ve looked at these (venues) and they’re way more expensive than you think they are, but I think it’s a great concept to take a look at.”

Board President Jodi Wilkeson, too, was keen with the project, but expressed concerns about potential vandalism and possible impacts on surrounding take-out and sit-down restaurants and businesses.

“If we’re doing this to help promote businesses downtown, I think we should make an effort to ensure that they’re not producing food that’s in competition with any other businesses,” Wilkeson said.

She suggested that Little But Loud food trucks and containers stick to offering snack items, such as flavored popcorn and other treats “so that it gives people something to eat, but when they’re really hungry (for a meal), they’re going to go somewhere else.”

Overall, though, she likes the concept. “I think it’s a great idea. I look forward to seeing it a little fleshed out, but I’m in support of it as well.”

Board member Charles Proctor also offered his support: “I think it’s a good idea as well. We’ve gotta do something with (the lot).”

Retiring ‘Old Glory’ with dignity

A group of roughly 30 cadets of the Zephyrhills High School JROTC recently took part in a dignified ceremony to ‘retire’ worn American flags.

The event took part at Oakfield Cemetery in Zephyrhills.

Besides burning the flags, which is the appropriate way to dispose of them, members of the JROTC unit also scrubbed headstones of veterans buried in the cemetery.

Cadet Capt. James Laferriere, who spearheaded the ceremony, was the officer in charge.

Cadets Anesha Gonzalez and Madeline Starnes were among others taking part in the solemn occasion.

“The purpose of this event is to motivate cadets and raise their morale,” LaFerriere said. “Paying homage to veterans teaches the cadets citizenship, respect and professionalism, while helping to better the community.”

In addition to the cadets, some members of the public came to observe the ceremony.
