Ridge Road permit coming soon, administrator says

A permit to clear the way for the construction of the Ridge Road Extension is expected to be granted by the U.S. Army Corps of Engineers within the next four weeks to six weeks, Pasco County Administrator Dan Biles said.

That would signal the end of a two-decade effort to secure the federal permit needed to create a new 7.6-mile east-west connection from Moon Lake Road in New Port Richey to U.S. 41, in Land O’ Lakes.

The only way for the county to be absolutely sure it will receive the permit is for the Corps of Engineers to issue it, Biles said.

“They won’t ever tell you that you’re going to get the permit until they sign the letter on the permit, giving you the permit. They’ll never tell you, ‘Yea, you’re going to get approval on the permit’ until then. That isn’t the way the Corps works,” the administrator said.

That being said, it appears that everything is lining up toward the county obtaining the permit, Biles told those gathered at Sept. 17 breakfast meeting of The Greater Dade City Chamber of Commerce at Scotland Yards Golf Club, on U.S. 301 in Dade City.

While the county awaits the permit, it is preparing to move ahead with the project.

The first phase of the project, which is funded, is from Ridge Road in New Port Richey to the Suncoast Parkway. The second phase of the extension, not yet funded, will provide a link between the Suncoast Parkway and U.S. 41 in Land O’ Lakes.

Biles told the breakfast crowd: “The construction project is actually on the street today, so we can bid that and start work the day I get the call from the Corps.

“We’ve got it set so that, I get the call from the Corps, I call public works, I call the project manager. They get our consultant out there and start removing the gopher tortoises off the right of way.

“Our surveying crew is already working on surveying the right of way,” Biles added.

The contract includes three milestones, with bonuses available to the contractor if the work is completed within certain timelines.

The Pasco County Commission approved the approach.

“It’s pretty unique. It took a lot of work in the county attorney’s office to set it up,” Biles said.

The first milestone involves providing a secondary access to River Ridge High and River Ridge Middle, before the school year begins in August 2020.

To achieve that, Biles said he would need the permit in hand, and a contractor notice to proceed, by Dec. 1.

“That’s a goal to hit that, and we can do it,” Biles said.

The second milestone is to have two lanes of Ridge Road open to the Suncoast Parkway, and to have the interchange operational before Hurricane Season 2021, Biles said.

“So, we’re going to get there, open up two lanes, we’re going to breathe and relax for about 30 seconds, then they’re going to finish the other two lanes, finish the project by the next hurricane season,” the administrator added.

Biles said he wants to get the first two lanes open as quickly as possible, to get traffic onto it to the Suncoast Parkway.

That will provide another hurricane evacuation route, and will open up the west-central area of the county to within a “commutable distance” of downtown Tampa, Biles said.

It also would be good timing, in conjunction with a new $191 million expansion campus that Moffitt Cancer Center wants to create in Pasco County.

Moffitt recently announced it would be asking the state Legislature to increase Moffitt’s share of the state’s cigarette revenue from 4% to 10% to support an expansion of its facilities in Hillsborough County, and to provide for a new campus in Pasco County.

The project would allow Moffitt to meet future demand for cancer therapies, create a research park that would be a magnet for biotech partners, and expand its services in the Tampa Bay region, according to information provided by Moffitt.

Collecting litter to help keep Pasco clean

About 340 volunteers fanned out across Land O’ Lakes to pick up litter and trash along the area’s roads, public lands and waterways.

They were among the thousands who took part in Pasco County, as part of the annual International Coastal Cleanup event on Sept. 21.

Volunteers in Dade City, Lacoochee, New Port Richey, Port Richey, Hudson and Holiday also joined in the efforts that were organized by Pasco County and the not-for-profit environmental organization, Keep Pasco Beautiful.

Those pitching in on the Land O’ Lakes effort met around 8 a.m., at the community center at Heritage Park, 5401 Land O’ Lakes Blvd., to pick up gloves, trash bags, safety vests and bottles of water.

Event sponsors paid for the supplies, and volunteers who had registered received a keepsake bag and an event T-shirt.

Some of the volunteers have been helping out for decades, including 84-year-old Gloria Dale, of the GFWC Lutz-Land O’ Lakes Woman’s Club, who worked at the registration table. She’s been pitching in for 26 years.

Eleven-year old Olivia O’Malley, of Land O’ Lakes, holds a trash bag open, as her father, Michael, throws away a decaying trash bag that was found on the side of Parkway Boulevard. O’Malley, a member of Boy Scouts Troop 34, and her dad also found a piece of a car bumper earlier in the morning.

Lottie Kelley, another longtime volunteer, has helped for 24 years.

She works for Covanta, one of the event sponsors, and was the Land O’ Lakes site captain.

Helping to keep Pasco clean and green is what makes the event important, Kelley said.

“Litter is very unsightly, and it’s not good for the county,” Kelley said.

Besides being unattractive, roadway trash can be dangerous for wildlife, she said.

“We need to keep the litter off the roadways, so the animals don’t eat it. They can end up being in a terrible situation,” Kelley said.

She said this year’s effort focused on roadways in Land O’ Lakes, including Ehren Cutoff, Collier Parkway, Parkway Boulevard, Hale Road, Bell Lake Road and Carson Drive.

Boy Scout troops 33 and 34, and Cub Scout Pack 33 from Our Lady of the Rosary Church in Land O’ Lakes,  collected trash along large stretches of Collier Parkway and Parkway Boulevard.

Twelve-year-old Wesley Swank, of Land O’ Lakes, emerges from the bushes with a large Styrofoam cup, that was discarded along Parkway Blvd, near Paw Place. Swank is a member of Boy Scout Troop 33, which is based out of Our Lady of the Rosary Church in Land O’ Lakes.

The troops have been participating in this event for approximately 15 years and, over the years, have picked up all sorts of items, including a glass table, a microwave, beer bottles and even a device that looked like a pipe bomb.

The idea is to remove every piece of trash discarded on the roadways to prevent it from ending up in waterways, and eventually into oceans.

As each piece trash is picked up, it is recorded on sheets, or on a downloadable app provided by the nonprofit organization Ocean Conservancy.

The ocean-advocacy group is on a mission to tackle the greatest global challenges facing the ocean.

By recording the types of trash and the amounts, the group can establish a snapshot and a state-by-state index of the problem of marine debris.

Last year, 1,823 volunteers picked up 11.94 tons of trash throughout Pasco County, according to the Keep Pasco Beautiful website.

Ridge Road Extension granted modifications, added funds

The Pasco County Commission has approved a revision to the Ridge Road Extension project – to provide additional funding and services connected to the project.

The board approved a change order on Aug. 6 to pay for post-design assistance from the project engineer, and to analyze possible impacts to gopher tortoises.

The county also is allocating an additional $1.4 million toward the first phase of construction, which extends Ridge Road from Moon Lake Road in New Port Richey east to Suncoast Parkway. Phase one also includes modifications to the Parkway Interchange.

Plans are still underway to extend Ridge Road beyond its intersection with Moon Lake Road to U.S. 41. The new corridor will create a new east-west connection for motorists. (Brian Fernandes)

The second phase of the project extends Ridge Road from the Suncoast Parkway to U.S. 41 in Land O’ Lakes. That has not yet been funded for design or construction.

The revision approved in the change order requires that during the post-design phase, the engineer oversees any issues that arise with the construction plans or its documentation, while keeping the county informed of these matters.

The engineer also will be responsible for the project’s computer-aided design and drafting files. This software is vital to the construction phase and may be subject to changes, per county request.

The engineer also must address any changed conditions to construction in a “timely manner” and review changes proposed by the contractor, according to the county.

The change order also includes the surveying, permitting and possible relocation of gopher tortoises.

“The tortoises that are identified to be within the construction area, including those within the (Starkey Wilderness) Preserve, will be relocated based on guidance from the Florida Fish and Wildlife Conservation Commission,” said Sam Beneck, Pasco County project manager. “The tortoises must be relocated to an approved relocation site.”

These animals are protected by law and this process is usually included in the construction contract.

But, in an effort to accelerate the timetable for completing the extension, the process will be handled by the project’s design and permitting team.

However, the tortoises cannot be relocated until a permit has been obtained from the U.S. Army Corps of Engineers.

Construction cannot commence, either, without clearance from the Army Corps.

“The funding has not been the holdup for the project,” Beneck explained. “It’s really been the permitting issues.”

Pasco County and the Army Corps have been trying to reach an agreement for years.

Various options have been considered and the one that has been selected calls for partially elevating the Ridge Road Extension, as well as adding 16 bridges, curbs, guardrails and fencing to protect wildlife.

Beneck estimated that these measures will reduce impacts by nearly 83 percent to the wetlands in the Serenova Tract of Starkey Wilderness Preserve.

Environmentalists have battled the road extension, citing the negative impacts it will have on the Serenova Tract.

The current design shows a two-lane road opening from Moon Lake Road to the Suncoast Parkway before the 2021 hurricane season.

The road would be expanded to four lanes the following year, and possibly to six lanes in the future, Beneck said.

When the Army Corps issues its permit for the project, it will be for both phases of the extension, Beneck said.

Symposium seeks addiction recovery solutions

A symposium is scheduled for later this month that will seek to create a blueprint for improving long-term substance abuse recovery efforts in Pasco County.

The Recover Out Loud Pasco Symposium is set for Sept. 28 from 9:30 a.m. to 2 p.m., at Calvary Chapel Worship Center, 6825 Trouble Creek Road in New Port Richey.

Admission is free.

The symposium is being organized by Recovery Epicenter Foundation, a newly licensed and accredited recovery community organization operating out of Trinity.

The symposium will seek to engage individuals, stakeholders and community leaders in an effort “to grow community-oriented initiatives, cultivate community allies, and develop recovery peer-based programs,” according to the event’s flyer.

Its keynote speaker is Dona Dmitrovic, executive director of Las Vegas-based Foundation for Recovery and former National Director of Consumer Affairs for Substance Use Disorders at Optum, United Health Group.

Other noted speakers include:

  • Tina Levene, motivational speaker and published author on abuse and addictions
  • Pasco Sheriff’s Office Lt. Toni Roach, who heads the agency’s Crisis Intervention Training (CIT) and Mental Health and Threat Assessment (MHAT) teams
  • Sara Mollo, Sixth Judicial Circuit chief assistant public defender
  • Former Sixth Judicial Circuit Court Judge Lynn Tepper
  • Sarah Cobelli, Baycare Behavioral Health program manager
  • Ginny LaRue, Florida Alcohol & Drug Abuse Foundation recovery project director

Additionally, the symposium will feature interactive café conversations about which recovery-related services are working in the community and what needs more support, along with a series of panel discussions from people in recovery and existing recovery community organizations throughout Florida.

Thoughts and input gathered from the symposium will be incorporated into the Recovery Epicenter Foundation’s visioning process in November to better define action steps for recovery-based programming, said Recovery Epicenter Foundation RCO director Rachel Starostin.

“The whole thing is we want to get the community together,” said Starostin, who expects anywhere from 200 to 300 attendees at the symposium. “The community benefits when we all collaborate together.”

Starostin said the Recovery Epicenter Foundation’s “ultimate goal” is to build a peer-run, recovery-oriented community center to facilitate programs in the way of employment assistance, transportation, health and wellness, recreational opportunities, independent support groups and so on.

“We’re like building a shell out of something that needs to exist. We’re building something out of nothing,” she said.

“It’s kind of an abstract concept, when you don’t have a building and trying to plan out the future,” she said.

Starostin emphasized the need for such a recovery facility to help people “rebuild their lives” once they get out of addiction treatment. That assistance may initially include assisting them with “locatable, tangible resources,” such as basic medical care, living shelters, food stamps and more.

Starostin put it like this: “As a general rule, until you meet somebody’s basic needs, they’re not really receptive to listen. Like, how well do you focus when you’re hungry and you haven’t eaten in two days?”

Meanwhile, Starostin said the upstart recovery community organization is looking to mobilize more peer specialists to help with implementing various recovery programs. Peer specialists, or peer coaches, are people who have been successful in the recovery process who help others battling addiction through shared experience, understanding, respect and mutual empowerment.

Said Starostin, “There’s something magical when one peer who’s suffered from substance use works with another. You identify with them, you trust them, and it’s not like a 12-step program, you help somebody kind of come up with their own plan.”

Recovery Epicenter Foundation’s recovery community organization operates as an independent, nonprofit entity — led and governed by representatives of local communities of recovery.

Its mission is to support recovery through advocacy, education and peer-to-peer support services, to improve outcomes for persons seeking drugs and alcohol addictions.

Guidance and technical assistance on the Recovery Epicenter Foundation recovery community organization’s development process is coming from the Florida Recovery Project/Faces & Voices of Recovery, with collaboration from Florida Alcohol & Drug Abuse Foundation, Florida Department of Children and Families, and Peer Support Coalition of Florida.

An initial community listening session for the recovery community organization was held in February at the Land O’ Lakes Community Center, followed by a symposium planning session.

The sessions have already brought together dozens of stakeholders, including persons in recovery and professionals in health care, criminal justice, faith-based organizations and others.

“When we started this process, there wasn’t a whole lot of momentum behind it, but we’re getting it; people are getting involved and they’re starting to understand,” Starostin said.

Changes recommended for Connerton’s master-plan development

The Pasco County Planning Commission has recommended approval of changes to the Connerton Village II Master Planned Unit Development to adjust the boundaries for the regional park and elementary/middle school, and to remove the extension of the Plains Parkway north of Connerton Boulevard.

These changes are based on a land swap between Lennar Homes LLC, the Pasco County School Board and Pasco County.

The applicant also proposes to add an additional neighborhood encompassing 268 acres, adding 225 single-family units from the remaining Phase I entitlements. The changes also call for updating the Connerton Village II internal access points to reflect the pending development.

The county’s planning staff recommended approval of the changes, which they said are consistent with the previously approved land swap.

No one from the public spoke for or against the proposed changes, during the Planning Commission’s Aug. 22 public hearing on the request.

In backup materials provided to the planning commission, the county’s planners noted that the previously proposed extension of Pleasant Plains Parkway north of Connerton Boulevard would “bifurcate the new district park site and frustrate the basic purpose.”

Planners also noted that “the additional 225 units are being drawn from the remaining Phase 1 residential entitlements approved for the Development of Regional Impact. With the additional 225 units, the total aggregate units in Village II increases from 1,704 to 1,929.

The property is on the east and west sides of Flourish Drive, and the north and south sides of Connerton Boulevard.

The request is slated for public hearing before the Pasco County Commission on Sept. 18, 2019, at 1:30 p.m., in the board’s chambers at the West Pasco Government Center, at 8731 Citizens Drive in New Port Richey.

This guy ‘put out fires,’ literally

Mark Spudie, a former battalion chief for Pasco County Fire Rescue, dedicated 30 years of his life in the work of fighting fires.

He hung up his gear on May 30 — walking the corridors of Wesley Chapel’s Fire Station 13 for the last time as part of the county’s team.

“I wasn’t ready to go,” Spudie said. “I would have worked a few more years if I could have, and mainly because of the people there.”

He said his grandfather was a volunteer firefighter, but that didn’t spur him to dream about working in the field, while he was growing up in New York.

Indeed, it wasn’t until he had moved to Florida in 1984, and had worked in construction for five years, that he decided to pursue a career in firefighting.

He attributes the interest to a desire to find a line of work that was more stable than construction. A friend recommended he pursue firefighting.

So, in 1989, he joined Fire Station 19 in New Port Richey.

Over the years, he worked at stations in New Port Richey, the Lutz-Land O’ Lakes area, Hudson and, finally, in Wesley Chapel.

As he made his moves, he climbed through the ranks, taking on titles as driver engineer and lieutenant.

He also witnessed the county’s transformation over time.

“Back when I first started, there was very few structures out there on State Road 54,” Spudie said. “Now, it’s all commercialized and very populated.”

By 2001, he was serving at Lutz Station 23 where he spent the bulk of his career. And, like the rest, this station had a major positive impact on him, he noted.

He moved to the Lutz station during the same year as the Sept. 11 attacks.

While thousands of miles away from the devastation, Spudie said he felt a sense of “brotherhood” among all firefighters during the nation’s ordeal.

While local citizens had already been in the habit of swinging by the station to offer cookies, or a simple “thank you,” Spudie said the community’s support ramped up even more after 9/11.

“It gave the community a new appreciation on what we [do] on a regular basis — how you risk your life to save somebody else’s,” he said.

Spudie doesn’t view himself as a hero.

But, he acknowledged there were times during his career when he dealt with issues of life and death.

There are some calls he will never forget.

In one instance, he rushed into a burning building and pulled out a young boy, but despite those efforts, the boy passed away.

Part of the job meant being able to console victims, who are faced with the prospect of putting the pieces of their lives back together.

But, Spudie said he was glad to be part of a fire rescue community that found ways to respond quickly to community needs, and who enjoyed a sense of camaraderie with each other.

“I’m impressed with our guys and personnel because we’ve been doing so much with so little for so long,” Spudie said. “It is like a family after a while. You just get real close and look out for each other. It’s a bond you never lose.”

Like many seasoned firefighters, Spudie took advantage of the Deferred Retirement Option Plan after being promoted to battalion chief.

The program allowed him to work five additional years before retiring and this year marked the end of his service.

On his last day of duty, in fact, he joined dignitaries in the ceremonial ribbon cutting for the new Station 13.

“It was very bittersweet,” Spudie said. “I knew the day I walked out that door, it was going to be totally different from then on.”

Expo encourages better money management

Offering ways to better manage money was the central theme of Pasco County Schools’ Financial Literacy Expo, held at Wesley Chapel High School.

Representatives from various organizations and companies came together to inform students and adults, alike, on how to prioritize their expenses.

The Wesley Chapel High session was on April 4. A previous session had been held on April 1 at Marchman Technical College in New Port Richey.

The Financial Literacy Expo gave high school students and adults the opportunity to gather information to increase their knowledge about financial issues. The informative sessions were timed to coincide with Financial Literacy Month, which is celebrated nationwide in April.

“This was in response to our parent and community feedback to our survey last year,” explained Tina Stavrou, a senior instructional specialist for Pasco County Schools. “They felt that our students walk out of the (school) system being financially illiterate.”

The University of South Florida – specifically its Muma College of Business, was one of the organizations present at the event.

Amanda Houston, admissions recruiter/advisor, was at the institution’s booth — fielding questions.

She said funding for college tends to be the most common question among parents and students.

In addition to the information she could share at the financial literacy event, she also recommends seeking additional information at the university.

“We have a wonderful financial aid office available every day,” Houston said.

The office informs students of the various scholarships USF offers and is open to outside financial aid as well.

Although the school has a work study program to help offset expenses, students are encouraged to seek out assistance from different programs.

“Florida Prepaid is a huge help with a lot of students,” Houston said.

The statewide program invests funds toward future tuition by installment plans.

While it takes money to enter college, once there, business students at USF are taught how to build their wealth and maintain it.

Depending on their major, students may learn about estate and retirement planning, or from a corporate stance – assets and equity.

For students who are not business majors getting in-class guidance, there is the Bull2Bull program.

This program recruits those like Linda Higgs to help fellow students to become aware of financial opportunities and to come up with ideas to manage their money.

“They (students) really want to learn how to manage their money, it’s just hard in college,” Higgs said.

Michael Zmistowski, of the Financial Planning Association of Tampa Bay, educates the public on preparing for retirement. He was among numerous guest speakers at Wesley Chapel High School’s Financial Literacy Expo, April 4.

In her experience helping peers, she found that students are open to the idea of investing to build a better future.

Coaching sessions are also offered to educate students on business jargon and direct them to the best sources for investing their money.

Across the cafeteria, Shirin Khorsandian stood behind the State Farm Insurance booth.

She noted that the company not only covers vehicles and homes, but health, banking and credit cards.

“We also have investment planning services we help small business owners with, and individuals,” the representative explained.

State Farm also addresses the risks associated with owning property – including a home.

For instance, homeowners are advised on what steps to take in order to hold onto their home in the case they lose their job.

Khorsandian also noted there’s a trend among younger generations to be less inclined to get a driver’s license, because of the growing popularity of Lyft and Uber.

Even with this in mind, State Farm emphasizes the importance of safe driving for teens.

“The reality is that it’s a huge financial risk that their parents are giving them, when handing over the keys,” she said.

The insurance company will sit down one-on-one with young drivers to educate them on what to do in certain scenarios.

Luigi Danielu, a senior from Wiregrass Ranch High School, was at the forum to soak whatever knowledge he could. He said that he often thinks about properly managing money.

“I’ve researched about how to build good credit, and I think that’s important for a lot of young people,” Danielu stated.

The expo came at a great time for the 18-year-old, as he just started his own business earlier this year – Partum Digital.

This online marketing company assists clients with the use of Facebook, Instagram and Google.

Danielu stated that social media has been a huge advancement for his company.

“We’re in the information age now,” he said. “You can almost create anything you want online.”

While he said that the expo was a learning experience for him, he would like other youth to take advantage of these events, becoming more educated than previous generations.

This sentiment was echoed by Michael Zmistowski who said he sees the importance of having high school courses geared toward managing finances.

Zmistowski is an advisor at the Financial Planning Association of Tampa Bay.

In the building adjacent to the cafeteria, he was one of multiple speakers holding seminars in classrooms.

In his class, the advisor spoke on what he said are the top three worries surrounding retirement: outliving your assets, making a reliable income and a potential stock market crash.

His solution to these concerns was summed up with one response.

“The answer that I give to all of them is to create a purposeful spending plan,” Zmistowski explained.

He advised that in order to save, people must look at their reasons for saving, whether it’s for their kids’ education or their own retirement.

Also, unforeseen events, such as the loss of a spouse, need to be factored in, and most importantly, it should all be written down.

He addressed those who live paycheck to paycheck, finding it hard to save any money at all.

“Make a list of those things that you spend money on that are essential and those things that are discretionary,” the advisor encouraged.

Using food as an example, he stated that while this is an essential need, people can be conscious about how much they spend and how often they go out to eat.

Finding ways to cut back, even on the necessities, can result in small savings, he said.

With advice and support from institutions like this, Stavrou hopes that this will become an annual event for Pasco County schools.

Pasco lifts ban on dock roofs on freshwater lakes

Debate goes on over allowing dock roofs in coastal communities

A longstanding quest to permit roofs on docks on Pasco County’s inland lakes succeeded last week, when the Pasco County Commission voted unanimously to lift the ban.

It remains, uncertain though, whether that same privilege will be extended to owners of waterfront property in coastal communities. The issue will be coming back for additional discussion at a future board workshop.

Meanwhile, people such as Joe Steffens, who lives on Bell Lake in Land O’ Lakes, can build a roof over his dock.

Steffens, who is in the marine construction business, also will be able to build them for other lakefront property owners, too. He had been forced to work in Hillsborough County because of Pasco’s ban.

The owners of Ukulele Brand’s restaurant, in Land O’ Lakes, also can proceed if they want to replace their waterfront dock without having to worry about whether they can replace the roof.

County Commissioner Mike Moore made the motion to amend the county ordinance to remove the restriction, seconded by Commissioner Kathryn Starkey.

“I’ve been in office since 2014,” Moore said, noting that’s pretty much how long he’s been working with people in Lutz and Land O’ Lakes who wanted to put roofs on their docks.

“I have not had one person on a lake in that area say they’re against it, so I would obviously like to see this move forward,”  Moore said.  “It doesn’t impede the neighbors’ views at all.”

But, commissioners are split on whether waterfront property owners in coastal communities should be allowed to put roofs over their docks.

Some waterfront property owners asked commissioners to allow them to have roofs over their docks, to protect their boats.

“Most people have a significant investment that is sitting behind them on their waterfront property and they would like to have a dock to protect their vessel,” said Nicholas Mudry, who lives at 5415 JoBeth Drive in Gulf Landings, in New Port Richey. Some vessels cost in the hundreds of thousands of dollars, he said.

Jeromy Gamble, 7309 Islander Lane in Sea Pines in Hudson, said he owns Coastline Boatlift Covers.

“Since the beginning of the year, we’ve sold over $100,000 worth of boatlift covers in Pasco County. I’ve got 78 people who want to order boatlift covers, right now. There’s a massive demand.

“People all over Pasco County on the waterfront — fresh and saltwater — want to be able to protect their investments. As new people move into the waterfront communities — both fresh and salt, they’re investing in their dream of living on the water. Part of that is owning a vessel. “We offer a solution that doesn’t block the neighbors’ views. It has a removable top. It does not impede the boatlift whatsoever. It’s a clamp-on design,” he said.

“There are ways to solve this problem, if looked at properly,” he added.

But, Skip Geiger, director of public relations for the Gulf Harbors Civic Association, urged commissioners to keep the prohibition intact.

“Gulf Harbors prohibits covered docks, covered boatlifts and other covered structures on the water,” he said.

“This ordinance was originally passed to ensure that no hazards to navigation are constructed along the canals, that would interfere with the boaters’ view of the canals and docks, and allow a mix of boats, of all sizes, from kayaks to baby yachts to operate and remain clear of each other,” he said.

He told commissioners he doesn’t object to dock roofs on lakes. But, he went on: “What we do have a problem with is slipping in any sort of covered docks in that area again. It’s a safety hazard, it’s an issue not only for views but for safety of residents, and we do not want it.”

Commissioner Starkey, who lives in Gulf Harbors and is also a boat owner, opposes allowing dock roofs in coastal communities.

“We don’t want a roof. My neighbors don’t want a roof. The majority of folks there don’t want a roof. We don’t want our views to be impeded.

“You can put a cover on your boat.

“I do a lot of boating on the East Coast of Florida. Those are very, very expensive boats and there are no roofs,” she said.

County Commissioner Jack Mariano asked County Attorney Jeff Steinsnyder if the county could allow the roofs in some communities, but allow other communities to use deed restrictions to ban them.

Steinsnyder responded: “If you’re going to allow it, you’re going to have to allow it along the entire Gulf front. Your land development regulation needs to treat everybody the same.”

“You can’t carve out neighborhoods that are similar in fashion.”

Ultimately, the board agreed to lift the ban on lakefront properties, and to have a workshop regarding the issue in coastal communities. That workshop is expected in May.

On a related issues, the board approved changes to county regulations that include docks and seawalls in building permit requirements, require maintenances of docks and seawalls; and provides a provision for when the county can make repairs when the condition of the dock or seawall presents a threat to public safety.

Workshops aim to boost your financial literacy

If you’ve ever wanted to improve your knowledge when it comes to money, a financial literacy expo being offered by Pasco County Schools may help get you started.

The school district has assembled a number of financial experts to provide the free information sessions.

Two upcoming free financial seminars being offered by Pasco County Schools can help you to make the most of your money. (Christine Holtzman)

The first one is scheduled for April 1 from 5 p.m. to 8 p.m., at Marchman Technical College, 7825 Campus Drive in New Port Richey.

The second one will be on April 4 from 5 p.m. to 8 p.m., at Wesley Chapel High School, 30651 Wells Road in Wesley Chapel.

Parents, guardians, employees, community members and students are welcome to attend either, or both sessions, to learn about financial planning.

There will be an expo-style event in the dining room, featuring various financial experts. And, there will brief informational sessions, which those attending can sign up for in advance.

Topics that will be covered include information on college scholarships, college funding, retirement planning, careers in personal financial planning, applications for federal student aid, estate planning for business owners, budgeting, financial planning 101 and more.

Presenters include:

  • Financial Planning Association of Tampa Bay
  • State Farm Insurance
  • Northwestern Mutual Wealth Management Company

Addiction recovery community organization forming in Pasco

New long-term addiction recovery services may soon be headed to Pasco County, by way of what’s called a Recovery Community Organization.

A Recovery Community Organization, otherwise known as an RCO, is an independent, nonprofit organization led and governed by representatives of local communities of recovery, which organizes recovery-focused policy advocacy activities, carries out recovery-focused community education and outreach programs, and provides peer-based recovery support services.

Dozens of community members participated in a Feb 26 listening session in Land O’ Lakes on the possible formation of a Recovery Community Organization, to help bring more long-term addiction recovery services coming to Pasco. The project is being facilitated by Clearwater-based Recovery Epicenter Foundation, which has operated an RCO without borders since 2016.

Guidance and technical assistance on the program is coming from the Florida Alcohol & Drug Abuse Foundation (FADAA), through a three-year Aetna Foundation grant called All in for Florida: A Recovery Project; the Pasco County Alliance for Substance Abuse (ASAP) is also providing support in the RCO development process.

Details about RCO programming were discussed during a Feb. 26 community listening session at Land O’ Lakes Heritage Park in Land O’ Lakes.

While there’s no definitive timetable for the formation of an RCO in Pasco, it’s expected to take many months at least, officials said.

The community listening session brought together dozens of stakeholders, including persons in recovery and professionals in health care, criminal justice, faith-based organizations and others.

Attendees suggested an RCO in Pasco needs to, among other initiatives, find ways address the following:

  • More affordable housing opportunities
  • More homeless shelters and treatment facilities
  • More residential treatment beds
  • Better public transportation opportunities
  • Recovery-friendly employment and workforce training
  • Greater access to recovery at all levels of care
  • Decriminalization of substance use disorder
  • Additional 12-step recovery meetings
  • Greater access to peer support services

In many cases, RCOs shift the focus of recovery programming from clinically driven acute care to recovery management, speakers said.

A significant component of that is mobilizing recovery peer specialists — people who have been successful in the recovery process who help others battling addiction through shared experience, understanding, respect and mutual empowerment.

Such methodology helps reduce relapse rates over time, according to Ken Brown, a recovery-oriented system of care specialist for the Florida Department of Children and Families Suncoast Region, who spoke at the community listening session.

Brown said RCOs and related support services provide “a key element for communities to help people in recovery.”

He emphasized the need for more placement on long-term recovery management, as opposed to routine substance abuse treatment.

Brown put it like this: “So many times, our system falls short because we address the acute care needs that go into treatment for 30 days or whatever and then they get out — and that’s not how (recovery) happens.

“We have to shift our thought process from acute care to recovery management, ‘What are the hopes and dreams of those going through recovery? What can we do to advance their recovery? And, most importantly, what can we do to keep you in recovery?’”

The listening session also featured FADAA recovery project director Ginny LaRue, who is developing RCOs in nine Florida counties, including Pasco.

In other counties, LaRue explained, RCOs have primarily focused facilitating programs that offer employment assistance, transportation, health and wellness, and recreational opportunities, independent support groups and so on.

While FADAA assists in forming RCOs, LaRue said the onus is on the local community “to make it sustainable, through partnerships (and) through collaboration.”

She added RCOs are successful because they’re grassroots, community-driven efforts that get “more of the voice of recovery.”

LaRue added: “This is not clinical. This is lived experience helping lived experience. It’s a matter of all these people in the community saying, ‘This is what we’re going to do. This is how we’re going to do it.’”

LaRue herself is a former addict who’s been in recovery for the last 15 years.

In addition to her work with FADAA, she also operates a sober-living house in Daytona Beach.

She, like others at the meeting, underscored the importance of wide-ranging, accessible long-term recovery services.

For her, “things didn’t get better” immediately stepping out of drug treatment, LaRue said.

Instead, she said she needed years of peer mentoring and recovery support services to become “a responsible member of my community.”

“You cannot live on an island and try to recover,” LaRue said. “I needed the community to wrap their arms around me and help me through that process, and restore me.”

The next step in the RCO formation process is scheduling a recovery symposium.

That will be followed by a series of recovery community visioning meetings to determine action steps and program implementation.

A symposium planning session is scheduled for March 20 at 11 a.m., at Trinity Church of Christ, 4234 St. Lawrence Drive in New Port Richey.

The meeting is open to the public.
