Police officers help kids start school year in style

Eleven-year-old Jayden Boykin made his way from one aisle to the next, as he went shopping for school clothes with his new buddy – Officer Troy Fulford of the Dade City Police Department.

The police officer and fifth-grader were on a mission, to make sure Jayden will look fashionable for his first day back at Rodney B. Cox Elementary School.

The pair was among those taking part in the second annual Summer Shop with a Cop event that brought 18 local kids and Dade City police officers together to select new school gear, on Aug. 2.

At the Dade City Walmart on U.S. 301, the police officers pushed shopping carts — following the lead of eager children ready to select clothing, to their liking, off the shelves.

Members of the Dade City Youth Council and the Pasco County Sheriff’s Office Explorers also teamed up with the officers in helping the students shop.

Victoria Conn is part of the Youth Council and helped kids comb through the clothing.

“I think it really helps – being able to show the kids, ‘Yeah, you’re being partnered with a cop,’” the 17-year-old said. “It really breaks a lot of boundaries, and I think it’s good to be able to have that interaction.”

The off-duty officers volunteered to help out at the shopping extravaganza.

Jayden Boykin stocked up on a new wardrobe of clothes with the help of Officer Troy Fulford of the Dade City Police Department. The Shop with a Cop event on Aug. 2 helped the 11-year-old pick his own fashion style before returning to Rodney B. Cox Elementary School this fall.

Sgt. Lorenzo Moreno said he was happy to be there. It gave him the chance to make friends with James Walker, 14, a Pasco High freshman.

“He’s the boss,” the sergeant said, with a smile. “Wherever he wants to go, whatever he wants to get – I’m here for him.”

The shopping experience initially was suggested by the Youth Council, after they found out about it being done in other Florida towns.

Since last year, the Youth Council and the Explorers have been working with the police department to help Dade City students.

Kids are recommended for assistance by teachers who may notice their unmet needs.

Each event sees a new round of kids being helped with shopping.

Lt. Brian Uppercue of the Dade City Police Department said the experience helps to build a good relationship between students and law enforcement.

Because the program gives youths a chance to meet officers in a different environment, it’s also believed that it helps them feel more at ease to approach officers in various situations.

Three Shop with a Cop events are held each year, supported by funds from the Youth Council and the police department.

In the spring, kids get to shop for school supplies. During the holidays, they can buy gifts for family members, and in the fall, they get to pick out new school clothes.

Timothy Rayford was excited to pick out his superhero attire with the help of Kayla Contreras, a Dade City Youth Council member. The first-grader was one of 18 youths chosen for the Summer Shop with a Cop event on Aug. 2.

“We want them to feel positive about what they’re wearing and build that self-esteem on their first day of school,” Uppercue said.

Dade City Mayor Camille Hernandez helps to oversee the Youth Council and to organize the Shop with a Cop events.

Besides helping the students, it also helps their parents, Hernandez said, noting that it reduces the financial pressures they face.

“Parents love that we do this,” the mayor said. “The word has spread and it’s been a very positive reception.”

Another opportunity to engage with kids will be the upcoming ‘Cop-sicle’ event, Hernandez mentioned. The Youth Council and the police department plan to hand out popsicles within the Dade City community.

Meanwhile, it won’t be long now until the students get to show off their new school fashions. The new school year starts in Pasco County on Aug. 12.

A winter play park in Florida?

A new winter play park may be coming to East Pasco.

The attraction would have a snow hill where people could go snow-tubing, an area where they could play in the snow, and other features.

The winter park would be situated next to the Tree Hoppers Aerial Adventure Park, off St. Joe Road, east of Bellamy Brothers Boulevard, in Dade City.

The Pasco County Planning Commission and the county’s planning department have recommended approval of the request, with conditions.

A dozen letters in support have been incorporated into the public record, as part of the application, but the request also encountered opposition during the planning commission’s July 11 public hearing.

The applicant is seeking conditional use approval for two parcels, as well as permission to sell beer and wine for consumption on premises, said Denise Hernandez, the county’s zoning administrator/special projects manager.

The western parcel makes up about 58.5 acres and the eastern parcel makes up about 60 acres, Hernandez said.

The western parcel consists of areas of dense vegetation and a mature tree canopy. The applicants want to convert that into a winter park.

The eastern parcel is occupied by Tree Hoppers, which was approved as a conditional use in 2012. It consists of zipline and rope ridge obstacle courses, concession areas, and a gift and pro shop.

The Tree Hoppers site also is used to host an annual fall festival and Halloween festivities, including Scream-A-Geddon. Those events have been operating under annual temporary use permits.

The pair of attractions would be on the north side of St. Joe Road, about 800 feet east of Bellamy Brothers Boulevard and on the east side of Bellamy Brothers Boulevard, approximately 1,400 feet north of Bent Fork Road.

The conditional use, which would apply to both parcels, would allow the winter park to operate up to 120 days a year and the festivities on the Tree Hoppers site to operate up to 56 days a year, according to proposed conditions. Both of the attractions would operate between two and seven days a week, and both attractions would not be allowed to operate at the same time, according to the conditions.

Attorney Clarke Hobby said his client owns the Tree Hoppers site and purchased the other parcel.

“There is actually new technology where you can build a snow hill, and provided that the weather stays under 80 degrees, the snow will stay in place for an extended period of time,” Hobby said.

“While we’re asking for a term that may be up to 120 days (for the winter park), my suspicion is, based on being born and raised here — it may be only open 30 or 45 days a year,” Hobby said.

The proposed winter park would not be the first operation of its kind, the attorney said.

“They’ve got one up in Stone Mountain, Georgia, and it’s a bigger facility than we may have here, but this is what they are talking about creating. They’re very, very popular. People really, really enjoy them with their kids,” Hobby said.

The attorney said his client wants to be a good neighbor and has had a number of neighborhood meetings, which he described as being productive.

As a result, most of the neighbors living or having property closest to the site have submitted letters of support, Hobby said, adding he would be glad to continue working with any neighbors who have concerns.

William Geiger, who owns property next to the proposed winter park, told planning commissioners that he’s concerned that the proposed project could negatively impact his property values.

“I just don’t feel a 40-foot snow hill fits the agenda you all put in for Northeast Pasco,” Geiger said.

He characterized the request as a commercial operation, and said there are plenty of other commercial locations where it could go.

Stephen Gonzalez, of St. Joe Road, lives less than a mile from the proposed attraction.

“I moved out there 23 years ago. We did so because it’s quiet and it’s rural, and you can see the stars at night,” Gonzalez said.

He doesn’t mind Tree Hoppers, because the attraction is back in the woods.

But, he asked:  “How did Scream-A-Geddon come about?

“It’s like having the state fair at the end of your residential road, for about two months. That kind of traffic. That amount of cars. That amount of people, driving up and down the roads. “That amount of trash, on the side of the roads. Every Saturday and Sunday. It’s a big crowd.

“I think it’s .75 miles from my house to the corner of St. Joe and Bellamy Brothers,” Gonzalez said.

Like Geiger, Gonzalez said the proposed attraction should be in a commercial space.

“It’s just in the wrong area. It should be on (U.S.) 301. It should be on (U.S.) 19. It should be in a commercial business area,” he said.

“This is an amusement park. People are paying admission. This should be in a commercial area,” he said.

“It’s on a road that’s a completely quiet, rural residential road,” Gonzalez said. “This doesn’t fit at all to that rural, residential setting.”

Hobby said one of the reasons for locating the park in the area is because of the land’s contours. “There’s a natural roll on it. There is about a 30- to 40-foot drop over the west side.”

The attorney also noted the plan calls for substantial buffering.

Hernandez said the conditions place specific limits on the operating hours.

When the winter park is open, its operating hours would be Sunday through Thursday, 8 a.m. to 10 p.m.; Friday and Saturday, 8 a.m. to 11 p.m.

When the fall festival and Scream-A-Geddon area open, the operating hours will be Sunday through Thursday, 7 p.m. to 11 p.m., and Friday and Saturday, 7 p.m. to 1 a.m.

Planning Commissioner Jaime Girardi spoke in favor of the request.

“The applicant here seems like he’s done a lot to protect the buffer. He’s protected the access. He’s limited the access to only St. Joe Road.

“I think the applicant has done a lot to try to be a good neighbor,” Girardi said.

The request now goes to the Pasco County Commission, which has the final say on zoning and land use issues.

Collaboration creates connectivity

The opening of the State Road 56 Extension between Wesley Chapel and Zephyrhills has a personal benefit for Alora Butler, a student at Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch.

She said the new road segment will cut her 30-minute commute to school in half.

It also reduces the time that the Zephyrhills resident spends on the road, to get to leisure activities or do her banking in Wesley Chapel.

The new 6-mile stretch also makes life easier for her husband, too, as he makes his commute to work at a warehouse in Land O’ Lakes.

Butler is just one of the thousands who can now opt for a shorter, or less congested route, to and from the east side of Pasco County.

Kevin O’ Farrell, provost at the Porter Campus, near the intersection of State Road 56 and Mansfield Boulevard, said he thinks the new road will even help students perform better academically.

Less time in traffic means less stress, in O’ Farrell’s opinion. And, because of that, he said, students “are more mentally ready to engage in class, they’re ready to focus more on their coursework.”

Greg Lenners, general manager for The Shops at Wiregrass, 28211 Paseo Drive in Wesley Chapel, expects the mall to experience an uptick in business because of the better access for shoppers coming from the east.

Patrons at the mall said they’re glad to see the new road connection.

“I think it will ease the congestion and offer other alternatives,” said Laura Zimmerman, who lives on Meadow Pointe Boulevard and travels frequently to Zephyrhills.

McKenna Alkishawi, who lives in Zephyrhills, said the new route is “definitely 100 percent” beneficial.

Another Zephyrhills resident — Brenda Maass — is happy there’s a new way to get to Morris Bridge Road, where she can then head north at the new intersection.

For Zephyrhills resident John Skidmore, the new connection makes it easier for both him and his mother to get to doctor appointments.

“It’s about time. It’s going to be great,” Skidmore said.

Donna Pacheco, a Wesley Chapel retiree, is pleased to have a more convenient way to get to Zephyrhills, where she goes three to four times a week to visit her brother, son and grandchildren.

“It’s really about time that they did that (extended the road),” she said.

Bill Cronin, president/CEO of the Pasco Economic Development Council Inc., sees other benefits that improved connectivity will create.

“You’ve got the (State Road) 56 extension. You’ve got the potential widening of (U.S.) 301 in the north of the county, as well as the alignment of Clinton Avenue and (State Road) 39, which now starts to make us look a little more connected to Polk and some of those areas that we can access.

“We end up being much more strategically located for distribution activity,” Cronin said.

Numerous sources said the project’s success hinged on the collaboration of elected leaders and staff at the state, county and city levels; private landowners; and involved citizens.

Melonie Monson, executive director for The Greater Zephyrhills Chamber of Commerce, said local efforts played a vital role in securing a four-lane road.

“There were a lot of letters written to legislators, to city officials, to government officials — and everybody decided to work together,” Monson said.

Vonnie Mikkelsen, now president and CEO of the Springfield Area Chamber of Commerce in Oregon, recalls those efforts. “It didn’t come top down. It came grassroots up,” she said.

“Honestly, it was a question of: Why hasn’t this happened sooner?” Mikkelsen said.

She credited then State Rep. Danny Burgess for playing a leading role.

“He listened and he understood immediately,” she said.

But, he wasn’t the only one.

“Our local government officials, they understood the importance. Our airport manager at the time, understood the opportunity that it presented. The Pasco EDC (knew, too).

“Everybody really rallied around the idea, even in the context of the first answer being, ‘No. No way.’

“Quite honestly, we thought, ‘OK. That’s not the final answer,’” Mikkelsen said.

“What really sealed the deal were some conversations at the state level.

“Lo, and behold, there was an opportunity. It required some innovative and creative thinking, and some collaborative partnerships at the local level to make it happen.”

Burgess, now executive director for the Florida Department of Veterans Affairs, agreed: “The public-private partnership aspect, and the various levels of  governments that were involved in this, was really a huge success story, and an example of what can happen when everybody comes together for the common good of a community.”

The partnership resulted in a $22,750,000 loan for the third and fourth lanes of the project, with the loan to be repaid by private development partners through a mobility fee surcharge and a special assessment, if necessary.

The City of Zephyrhills agreed to reimburse the county for 10 percent of any loan shortfall paid for by the county. The contractor, Cone & Graham Inc., also agreed to include all costs associated with the design, permitting and construction, and other costs within the loan amount.

It’s a success that Burgess said he will savor.

“In the Legislature, and politics, in general, you know — in this line of work — you somewhat have to get used to defeats more than victories, if I’m going to be quite honest with you. You actually have to learn to live with that.

“But, then a victory like this happens. It’s validation. This is why you do what you do. You fight every day, because when you do something this big — this will have a profound impact on your community,” he said.

State Road 56 Extension gives drivers another option

Motorists heading through the county to or from East Pasco now have a new way to do it.

The State Road 56 Extension, which links Meadow Pointe Boulevard in Wesley Chapel to U.S. 301 in Greater Zephyrhills, opened on July 10.

Dignitaries and members of the media gathered for a preview of the road the day before it opened to the public.

Pasco County Commission Chairman Ron Oakley noted the significance of the new 6-mile stretch.

“It’s the first time in my lifetime that we’ve had a four-lane road from West Pasco all of the way to East Pasco,” Oakley said, noting the road closes a missing link between U.S. 301 on the east and U.S. 19 on the west.

“It’s an awesome day for the citizens of Pasco County,” added County Commissioner Mike Moore. “It’s going to bring a better quality of life for all of our citizens, and it’s going to bring opportunity to this area also.”

Moore noted the project wouldn’t have happened without the foresight of Will Weatherford, former Speaker of the House of the Florida House of Representatives, who secured funding to extend the road.

However, the state’s plans called for the extension to be a two-lane road.

That was before the community of Zephyrhills rallied behind an effort to make it a four-lane road. They won the support of then State Rep. Danny Burgess and then State Rep. John Legg, who met with then Department of Transportation Secretary Jim Boxold, who suggested the possibility of a state loan to pay for the second two lanes.

That plan came together through the collaboration of Pasco County officials, the City of Zephyrhills, private landowners and the contractor.

“This is really a monumental occasion,” said David Gwynn, District Seven secretary for the Florida Department of Transportation. “Although this is a DOT project, DOT was just one player in this.”

Now, the road is open, with signalized intersections at U.S. 301 and Morris Bridge Road, and features a multi-use trail, a sidewalk and bicycle lanes.

After the preview tour, Oakley headed to a county commissioner meeting, where he marveled at the new road.

“It is absolutely beautiful. If you can drive that road, you’ll see Old Florida because there’s never been a road through there before. You’ll see sights that you’ve never been able to see,” he said.

Of course, the view won’t last forever, Oakley said.

“See it now, because in 8 (years) to 10 years, that will change,” Oakley said, as new homes, new businesses and possibly a school are built in the area.

“A lot of growth will happen from this,” he said.

Funding moves Morningside extension forward

A $5 million allocation from the state is bringing the extension of Morningside Drive — to connect U.S. 301 to Fort King Road in Dade City — a step closer to becoming reality.

Florida Gov. Ron DeSantis’ approval of the allocation in this year’s budget came as reassuring news to Dade City and Pasco County.

Officials believe the extension will yield numerous benefits.

“We’re anticipating it will reduce traffic volume on the roadways that are parallel,” said Leslie Porter, city manager of Dade City. “We’re also anticipating that [it] will drive our economic development by providing that connector.”

The extension also provides direct access to AdventHealth Dade City, on Fort King Road, which was considered as a top priority for the road’s extension.

“In addition to the hospital serving the citizens, we’re seeing that it will greatly improve public safety access for our police and fire rescue services,” Porter said.

DeSantis’ approval also was seen as a victory for Dade City because former Gov. Rick Scott vetoed the proposed funding last year.

Dade City Mayor Camille Hernandez also advocated for the county’s Metropolitan Planning Organization to put the project on its funding list.

The county’s Long Range Transportation Plan has the road designed as two lanes, but it may be widened to four lanes by 2040, according to Porter.

An alignment study has been done, but additional studies to collect current data must be done before a construction time frame can be set.

301/98/Clinton Avenue project in initial stage

A realignment study of the U.S. 301/U.S. 98/Clinton Avenue intersection in Dade City has begun – with an eventual alternative corridor to be placed in the vicinity.

This comes as Pasco County has seen a need to ease the flow of traffic and to reduce the number of accidents where these roadways meet.

As a part of the study, the public is encouraged to weigh in with comments or concerns – which could help determine the project’s end result.

Efforts have been underway since April to seek an alternative corridor where U.S. 301 and U.S. 98 merge and intersect with Clinton Avenue in Dade City. The new roadway is aimed at easing traffic and reducing accidents. (Brian Fernandes)

An open meeting was held on June 20 at the Dade City Hall Council Chambers to initiate public feedback.

The Florida Department of Transportation (FDOT) and the H.W. Lochner organization are working together on the project.

The study areas that the two departments are looking at range from:

  • The U.S. 301/U.S. 98 intersection to the west
  • Clinton Avenue to the north
  • Old Lakeland Highway to the east
  • U.S. 98 to the south

At the meeting, department officials explained the aim of the project and encouraged feedback from citizens, as well as city and county officials.

“This is a two-part study,” explained Brian Shroyer, FDOT project manager. “Where (U.S.) 98 comes into (U.S.) 301, there’s about a 1,600-foot offset to (Clinton Avenue) and there are issues with that intersection.”

There were 110 crashes within the study area between 2013 to 2017, according to the presentation.

The report also showed the density of accidents that occurred at the U.S. 301/U.S. 98 intersection, which continued north along the offset before reaching Clinton Avenue.

However, the majority of accidents took place at the intersection with Clinton Avenue. It accounted for mostly rear-end and angular vehicle-to-vehicle impacts.

Kevin Connor is the senior environmental manager at Lochner. He said that under current road models, traffic on U.S. 301 between U.S. 98 and Clinton Avenue will only increase.

In conjunction with the Pasco County Metropolitan Planning Organization, FDOT and Lochner are in the planning phase of development.

In this phase, an Alternative Corridor Evaluation is done to identify various corridor routes to take into consideration.

“We’re going to collect all the existing environmental and engineering data for the area,” Connor explained. “We’ll use that information to develop potential corridors.”

Possible impacts to residential and commercial buildings, as well as wetlands, will be a part of the information that’s collected.

Current FDOT findings show that environmental effects, due to the project, would be little to none.

The next phase, the Project Development and Environment Study, would look at the road width, number of lanes, sidewalks and trails that may be necessary.

At present, there are plans to widen U.S. 301 from four lanes to six lanes within the study area.

Bonnie Burton was one of the local residents at the meeting. While she stated that the installation of traffic lights at the U.S. 301/U.S. 98 intersection made her feel relieved, she still voiced concern about turning southeast.

“As a person who frequently makes that turn heading south on (U.S.) 301 and making a left onto (U.S.) 98, it feels a lot safer in a lot of ways, but it feels banked wrong,” the Dade City resident said. “Unless you’ve come to a complete stop and that light is on green, you attempt to make that and you’re often in the wrong lane.”

In response, Shroyer stated that the engineering study would analyze that issue. He also noted that additional traffic lights and roundabouts could possibly be factored into the project.

With designs and right of way acquisition yet to be planned, construction may not begin for another four years to five years.

Public feedback will be open and welcomed through the remainder of the year. Another meeting to update the public is expected in December.

Zephyrhills plans for future industrial hub

The City of Zephyrhills is developing a master plan aimed at increasing high-wage industrial jobs and boosting the region’s economy.

The proposed master plan industrial project is long-range in nature, geared at guiding growth and development for the next 20 years or so.

Details of the preliminary plan were shared by urban planning consultant Tammy Vrana at a June 10 city council meeting.

The planning area is generally bound by Melrose Avenue to the north, the CSX Transportation railroad and U.S. 301 to the west, Pattie Road to the south, and Barry Road and the Upper Hillsborough Wildlife Management Area to the east.

It encompasses approximately 9.76 square miles (6,248 acres), including 33 percent within Zephyrhills and the remainder in unincorporated Pasco County, representing the largest aggregation of industrial lands in Pasco.

According to the draft plan, about 1,630 acres of that has already been designated for industrial land use, and another 215 acres for commercial. About 631 acres consists of existing residential property.

Two CSX mainline railroads traverse the area, the plan shows, accessible to Port Tampa Bay and the CSX Central Florida Intermodal Logistics Center.

The Zephyrhills Municipal Airport, a general aviation airport, also is located in the heart of the plan area, which can accommodate needs of business travelers.

In her presentation, Vrana underscored the need for Zephyrhills to begin planning now for industrial development, and finding ways to identify and recruit employment-generating manufacturing companies.

“There’s no better way to growing your middle class,” Vrana said, “than having good paying, industrial jobs.

“It diversifies your economy, so you’re not relying on just a couple of industries segments, and that way you’re better able to weather economic cycles,” she said.

Vrana explained an industrial corridor would help bring in dollars from outside the community, which she said in turn creates more business activity within local shops, restaurants and so on.

“The revenues that you get from sales tax and property taxes…those things go to pay for your public services and amenities that are enjoyed by the entire community,” said Vrana.

Vrana stressed the need for the city to form partnerships with the Pasco County Metropolitan Planning Organization (MPO) and the Florida Department of Transportation (FDOT) to create a “beltway” network of four-lane roads and more roadway connectivity to the interstate system. Investing in other infrastructure and operational improvements to reduce congestion and increase the efficiency of freight movement are needed, too, she said.

Quality of infrastructure is typically the top criteria for companies in deciding to relocate or move to a particular area, the consultant noted.

Vrana told the council: “You need to consider hard infrastructure, the things that you typically think about, but also those soft infrastructure assets such as education, public-private partnerships and just simple networking opportunities for community businesses.”

Vrana went on to identify potential opportunities for commercial development and placemaking around State Road 39 and Chancey Road.

She said that area could be utilized for retail, hotel, gas station and more. It also can incorporate some recreational accents, perhaps an extreme bike course and walking trails “to make the area a little bit nicer for walking, shopping, and as a workplace,” Vrana said.

“Just because it’s an industrial area doesn’t mean that it can’t look nice, that it can’t be spruced up, and have some nice trees and landscaping,” Vrana said.

The city’s industrial master plan is being funded through a technical assistance grant from the Florida Department of Economic Opportunity.

The planning process for the master plan began in January. That included gathering relevant information and organizing a series of workshops, stakeholder’s meetings and open houses.

Vrana said next steps for the drafted plan include sketching up detailed conceptual layouts “and just look at the different things the city and its partners can do to increase business in this area.”

Additional opportunities for public input will be offered in late summer following development of plan illustrations and other refinements based on community feedback.

“I think that we all recognize the importance Zephyrhills of the industrial corridor brings us,” council president Ken Burgess said. “I’ve attended some of those workshops and meetings, and they’re very informative. And, there’s a lot of great discussion and feedback that I’ve seen, and I like the way the goals tie not into not just when you think about an industrial corridor, but the entire city and education, and all that.”

Councilman Lance Smith also voiced his approval of the industrial corridor initiative, but believes the city also must find ways to maintain its small-town vibe in the face of growth.

Smith put it like this: “I mean, I love going out to Wesley Chapel, but I would never live there, O.K. It’s a wonderful place to visit, but I like out downtown, I like our small town charm.”

Construction crews busy on roadwork in Pasco County

When it comes to construction activity on Pasco County roads, State Road 52 is a hotspot.

At least that was the message that David Gwynn, secretary for the Florida Department of Transportation’s District Seven, delivered during the North Tampa Bay Chamber’s breakfast meeting.

Gwynn briefed the audience on the state transportation department’s current and upcoming projects in Pasco, during the June 4 session at Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch.

“We’re trying to address some of our major issues we have in the transportation system in the region,” the transportation secretary told the crowd. “The State Road 52 Corridor is one that we’ve really put a lot of money into in the last few years, and we’re going to continue to do that in the near future.”

Among the projects, the state DOT is widening State Road 52, from the Suncoast Parkway to the east of U.S. 41.

That stretch will be expanded to six divided lanes.

It is currently under design, with construction expected to begin later this year, Gwynn said.

Heading from east of U.S. 41 to west of County Road 581 (Bellamy Brothers Boulevard), State Road 52 will be expanded to four divided lanes.

State Road 52 also will be expanded to four divided lanes from County Road 581 to Old Pasco Road, with that project expected to be completed this year.

In 2020, the state DOT expects to widen U.S. 41 to a four-lane road, from just south of State Road 52 to Connerton Boulevard.

The biggest project, Gwynn said, will introduce a new State Road 52 route to U.S. 301.

That project involves widening the road to four lanes, beginning at the intersection of State Road 52 and Uradco Place, extending to the Bayou Branch Canal.

East of the canal, a brand new four-lane State Road 52 will branch off (south of existing State Road 52) and eventually will merge with Clinton Avenue.

This new alignment, expected to begin this fall, will provide an additional route from Interstate 75 to U.S. 301.

When that project is completed, the existing State Road 52 will be turned over to Pasco County to become County Road 52.

U.S. 301 is scheduled for several improvements, too.

There are plans to repave U.S. 301 from Pond Avenue to the north of Long Avenue. And, another project will widen the stretch from County Road 54 (Eiland Boulevard) to north of Kossik Road into six lanes.

Another project would expand U.S. 301 to four lanes south of State Road 56 to south of State Road 39. That two-mile project is expected to include a median, as well as a bike lane, sidewalk and a shared-use path.

Another two-fold project is under evaluation on U.S. 301, Gwynn said.

That project would expand the stretch from State Road 39 to Corey Street in Downtown Zephyrhills. Then, branching out from the Corey Street intersection would be two newly built one-way roads.

Each road would hold three lanes, run parallel to U.S. 301 and end just south of County Road 54.

Gwynn also mentioned the plans to add another entrance in Wesley Chapel from Interstate 75.

The new diamond interchange would connect Overpass Road to the interstate by way of a flyover ramp.

Overpass Road would be accommodated with two additional lanes from its intersection with Old Pasco Road to the exit ramp getting off the interstate.

From the ramp, to the intersection with Boyette Road, Overpass Road would be widened to six lanes. No start date has been determined yet, Gwynn said.

The director also revealed that Wesley Chapel is one of five areas being studied as a possible public transportation hub for traveling cross-county.

It would afford commuters traveling out of Pasco County to neighboring Hillsborough County an alternative from personal transportation.

And, Gwynn informed attendees of the new Florida legislation to build three multi-use corridors, adding new toll roads as well.

“The main purpose of them is to revitalize some of the rural communities that may have been left behind as Florida has prospered – to encourage job creation in these areas,” the director said.

One local corridor will be the Northern Turnpike Connector, which will bridge the Florida Turnpike northwest to the Suncoast Parkway.

Construction on the corridors is set for late 2022.

Gwynn also mentioned that the construction of the long-awaited diverging diamond in Wesley Chapel is still progressing.

The project, which is reconfiguring the State Road 56 bridge overpassing Interstate 75, will crisscross eastbound and westbound lanes upon reaching the bridge.

Four through lanes and two left-turn lanes will make up the westbound road on the south end of the bridge, to better accommodate heavier traffic flow. The eastbound road will hold only three lanes on the north end.

The project is still set to be completed in late 2021, Gwynn said.

Zephyrhills wants public input on industrial plan

The City of Zephyrhills is inviting public comment on a plan aimed at increasing high-wage industrial jobs and benefits.

The proposed plan focuses on a large grouping of industrial properties and adjacent areas within the Chancey Road corridor, near the Zephyrhills Municipal Airport, according to a news release from the city.

The preliminary plan includes an assessment of conditions and trends, including a high-level real estate assessment.

The city offered an opportunity for the public to weigh in at an open house-style meeting on June 4 from 3 p.m. to 5 p.m., at City Hall, 5335 Eighth St., in Zephyrhills, an event planned to occur after The Laker/Lutz News’ press deadline. City planning staff members were expected to be on hand to provide information and answer questions.

Later the same day, the Planning Commission also was scheduled to take up the issue at its meeting, also at City Hall, which begins at 6 p.m.

City staff also will present the preliminary plan at the Zephyrhills City Council meeting, also at City Hall, on June 10, beginning at 6 p.m.

The planning area is generally bound by Melrose Avenue to the north, the CSX Transportation railroad and U.S. 301 to the west, Pattie Road to the south and Barry Road and the Upper Hillsborough Wildlife Management Area to the east.

Florida agency offers safety tips for holiday travelers

As Memorial Day weekend approaches, there is expected to be an influx of events, as well as travelers heading out on the road.

To better prepare drivers for a safe and fun weekend, the Florida Highway Patrol is offering several tips for the road.

With a 20-cent decline in Florida’s average gas price compared to last year, this is seen as an incentive for more motorists on the road, according to the American Automobile Association (AAA).

The agency anticipates an uptick in the holiday’s traffic from last year – an estimated two million drivers statewide.

“Pasco [County] is a rapidly growing community,” said Sgt. Steve Gaskins, public affairs officer for the Florida Highway Patrol Tampa branch.

He noted that with the current traffic that already consumes Interstate 75 and U.S. 301, there will most likely be additional motorists coming into the county for the holiday.

Whether for an occasion or not, the No. 1 priority should always be wearing seatbelts before taking off, the sergeant mentioned.

“They’re the device that’s going to keep you safe, keep you inside the vehicle,” he added. “You have a lot of injuries that could be avoided if you put the seatbelts on.”

Multitasking while behind the wheel can be habitual for some drivers.

However, putting aside any distractions, especially those requiring the use of hands – such as a phone or food – is the best course of action, Gaskins recommended.

He also stated that while others in the vehicle may be preoccupied, the driver’s task should be solely focused on the road.

And, provided that there are other occupants with valid driver’s licenses in the vehicle, it is wise to assign rotating drivers when taking lengthy road trips.

This helps to lessen the risk of falling asleep behind the wheel, Gaskin reasoned.

In addition, those who are the single designated driver on a long trip should consider taking frequent pit-stops to rest and replenish themselves.

The sergeant also noted that designated drivers should also be assigned to those who maybe intoxicated. If that individual cannot be accompanied by someone sober to drive, taking a driving service such as Uber or Lyft should be planned ahead of time.

Gaskin also emphasized that “a designated driver is the one who drinks nothing – not the least.”

With road rage as a reoccurring issue, the sergeant encourages motorists to exercise patience and prepare for a busier than usual wait time.

“If you see someone driving aggressively, back off – give them space,” he advised, also discouraging shouting or using obscene hand gestures.

One prevention method is for motorists to pre-plan their schedule, giving themselves extra leeway to reach their destination on time.

This lessens the need to race on the road and lowers anxiety, Gaskin said.

The sergeant assures that State Troopers will be working around the clock for the holiday as a DUI squad, but hopes that citations and arrests will not be an issue.
