Zephyrhills discussing 911 dispatch

The City of Zephyrhills has proudly operated its own police and dispatch for over a century, dating back to 1914 to be exact.

Some of this autonomy could be altered in coming years, however.

With technology advancements and rampant growth on the East Pasco town’s doorstep, local leaders are evaluating the existing operating model for public safety.

The Zephyrhills Police Department (ZPD) and other city officials are considering various ways to upgrade and improve its 911 dispatch communications and records management technology.

At least one possibility includes consolidating and integrating those services with Pasco County, in an effort to improve efficiency and public safety, among other reasons.

The Zephyrhills City Council conducted a 90-minute workshop presentation on the issue last month.

Council members reached a consensus that it’s time to proceed with a feasibility study to account for cost factors, planning and transition of a 911 systems merger.

Some possible routes for such study are via the Police Executive Research Forum, through an academic institution such as the University of South Florida, or with the help of a consulting firm.

“This is a big deal, so we need to know what we’re getting into,” said Zephyrhills Council President Charles Proctor.

Here’s how the communications system currently works: The municipality’s central dispatch handles all landline 911 calls and other non-emergency calls within city limits.

But Pasco County Emergency Communications, based in New Port Richey, answers 100% of wireless cellphone 911 calls, even those within Zephyrhills.

After a briefing with the wireless caller, county dispatchers transfer the call to ZPD dispatch. Dispatchers at ZPD proceed to ask a similar line questions from the 911 caller — such as exact location, name and phone number — and determine whether to send an officer on scene.

Zephyrhills Police Chief Derek Brewer acknowledged this multi-step verification and county-to-city wireless call transfer creates “some redundancy” and at times becomes “a very lengthy process,” often due to voluminous confirmation protocols required by the county.

The police chief underscored the issue by mentioning that a local wireless 911 caller sometimes may be asked to confirm his or her name three times or more, even before identifying their particular emergency or situation.

Said Brewer: “I can understand if you’re going through those protocols as a 911 caller and you’re going through an emergency, and then having to get transferred, they’re probably upset, that they just want an officer or EMS or whatever.”

Another shortfall with the current model — there’s the chance of wireless call transfers getting dropped in transit between county and city dispatch.

The Zephyrhills Police Department (ZPD) will remain in place, even if the city merged its 911 dispatching services with Pasco County. The local law enforcement agency has 34 sworn officers.

Multiple options on the table
Zephyrhills leaders previously considered dispatch consolidation in 2012.

The plan wasn’t implemented due to potential costs and a view by stakeholders that a merger with the county wouldn’t be beneficial at the time.

But with marked increases in cellphone usage, surging residential growth and corresponding cutting of landlines, city leaders are again considering the possibility of an operational overhaul.

Since 2012, wireless transfer calls have increased from about 55% to 62%, and the figures are only expected to increase in coming years, officials say.

Brewer introduced three options for city leaders to consider:

  • Remain status quo — continue to operate in the same manner
  • Hybrid consolidation — create a mixture of a centralized and localized system. The city would remain as a standalone communications center but would share a common CAD/RMS (computer-aided dispatch/record management system) with Pasco County.
  • Full consolidation — consolidate into a centrally located communications center for all emergency personnel and shared CAD/RMS system, to eliminate 911 calls being answered by dispatches from different agencies and the need to transfer callers

A full dispatch consolidation model would mirror what’s now in place at the Dade City Police Department (DCPD), which joined Pasco’s 911 system in 2015.

Under this setup, the county handles all 911 calls, prioritizing calls by importance and dispatching city or county units accordingly, on the same radio frequency. At the same time, Dade City police employees answer all non-emergency calls.

When there’s a municipal landline call requiring assistance, Dade City police call-taking employees simply enter information into a shared CAD/RMS system. From there, the county dispatches the closest unit, whether it’s Dade City police, sheriff’s deputies, or both.

Benefits to dispatch consolidation
Brewer outlined multiple benefits associated with a communications merger — particularly the improved safety for law enforcement officers and the general public.

A consolidated system between city and county may prove particularly useful when responding to critical incidents, he said.

The Zephyrhills Police Department is considering alternatives to its central dispatching services, including a possible merger with Pasco County Department of Emergency Services. Presently, city dispatchers answer all landline 911 calls within city limits, while local wireless 911 calls are answered by the county then transferred to city dispatchers.

“All (city and county) officers would have the same information simultaneously and would allow for greater situational awareness,” he explained. “I think being able to respond in a coordinated manner would certainly provide better safety for our citizens.”

The police chief shared various examples of high-profile emergency response communication failures, like the 2018 Parkland school shooting at Marjory Stoneman Douglas High School, which claimed the lives of 17 students and school faculty members.

In this particular case, Brewer detailed how the Broward County and Coral Springs Police Department were operating on different communications systems at the time, causing delays in the transfer of 911 calls. The calls overloaded the 911 system and overwhelmed staff. Meanwhile, officers and deputies on scene were unable to merge radio traffic, thus preventing information exchange of the shooter’s location and description. Also, the antiquated radio system became impaired at one point, further impeding communication among units.

Removing redundancy and improving efficiency, along with interoperability, enhanced mapping capabilities and shared costs would be other plusses under a merger, Brewer said.

Cybersecurity enhancements would likely result, too.

“They (Pasco County) have layers upon layers upon layers of protection over there to protect themselves from cyberattacks,” Brewer said. “While I think we do a good job as a municipality, I don’t think we have the protections that they do.”

Moreover, ZPD is also working toward seeking police accreditation, whereby “there will be expectations for certain protocols, certain technology that we’ll have to take into consideration,” Brewer said.

Drawbacks to dispatch consolidation
Reservations regarding a consolidation model include the loss of local control and the required levels of data sharing between city and county law enforcement, particularly as it pertains to internal investigations and confidential information.

“There’s a lot of different circumstances where we’d want to have control over our own information,” Brewer said.

“I have a lot of pride where I work and I feel like we provide a good service to our citizens, and losing some of that control scares me a little,” he said.

While response times to emergencies may be improved in some instances, the comprehensive level of service Zephyrhills residents and businesses have been accustomed could take a hit, if the county is put in charge of dispatching all units.

That’s because the city’s team of dispatchers — many who’ve accrued long tenures in their role —  have a heightened familiarity with community members and landmarks to quickly discern where to send units, even with limited information, officials say.

Also, besides handling pressing matters, ZPD “pretty much responds to everything” including vacation house checks and neighborhood noise complaints, Brewer said.

In these scenarios, county dispatchers may opt to not deploy units, given their lower priority level.

Zephyrhills City Manager Billy Poe highlighted this dynamic during the workshop: “I will tell you that the sheriff’s office cannot provide the same level of service that ZPD provides the citizens of Zephyrhills. They cannot do it. The calls that we respond to, they say, ‘Thank you, but we’re not coming.’ — so the level of service would just not be matched.

“If somebody goes on vacation and says, ‘Hey I think I left my door unlocked.’ We respond. The sheriff’s office says, ‘You better call your neighbor or family member, have them go check.’ That’s just an example of the level of service that we provide.”

SWFMD executive director wins geology alumni award

When Brian Armstrong received the 2020 Geology Alumni Society Award from the University of South Florida — he was both surprised, and humbled by the honor.

Armstrong, who is executive director for the Southwest Florida Water Management District (SWFMD), knew that he was going to play a role at the Jan. 30 awards banquet, but didn’t know whether it would be to bestow, or receive, an award, he said.

Upon learning that he was the recipient, Armstrong said he felt humbled because he realizes the caliber of the previous winners of this award.

Plus, Armstrong noted, it felt a bit odd to receive an individual award.

“I almost feel a little bit guilty, in that, I know all of the people who have helped me along the way,” Armstrong said.

In his role at the helm of SWFMD, Armstrong leads a team of 574 full-time equivalent employees, plus some student interns.

The district includes all or parts of 16 counties, including Pasco and Hillsborough counties within The Laker/Lutz News coverage area. Its four areas of responsibility are water supply, flood protection, natural systems and water quality.

The district manages those areas of responsibility in various ways, including its regulatory and cooperative funding programs, Armstrong said.

In the cooperative funding program, the district and its cooperators build projects together — pooling resources to create alternative water supply projects or complete restoration projects, for example, he said.

The district also collects a tremendous amount of data, Armstrong said, “so we can keep an eye on the resources, in the areas of water quality, water levels, rainfalls.”

The SWFMD executive has great respect for the work his team does to carry out the district’s  mission.

“We have a brilliant group of scientists who are able to take that data, interpret it for us and help us make recommendations for the board,” Armstrong said.

The district’s greatest challenge — as it has been for the past 20 years — is water supply, he said.

“We’re trying to develop alternative supplies,” he said, such as surface water, desalination plants and reservoirs.

“Matter of fact, you know, we’ve had tremendous population growth over the past two decades, but our actual groundwater use has gone down and the actual use per person has gone down. That is something we’re really, really proud of at our district,” Armstrong said.

The use of reclaimed water also has increased, and he expects that resource to play a greater role in the future.

On a personal level, Armstrong said he gets enormous satisfaction from doing work that is so closely related to his interests.

“I am an avid outdoorsman. I love nature. And, when I was able to connect science to my passion, that was it for me. I found something that I could do, and also help protect the resources that I love in Florida,” he said.

Initially, his goal was to be an engineer, like his father.

But he decided to pursue geology, instead, after finding out more about it from his brother-in-law, Tony, a geologist.

Armstrong is delighted to be able to combine his love for mathematics, science and nature in his work.

He and his wife, Pam, have two sons — 12-year-old Noah, who attends Centennial Middle School, and 14-year-old Dillon, who attends Pasco High School. Pam teaches first grade at Watergrass Elementary.

The family lives in San Antonio now, but will be making a move to an area off U.S. 98, between Dade City and Zephyrhills, Armstrong said.

“Everywhere I move just starts to explode (with growth), so I just keep moving.”

Sports agency in Lutz building reputation, clientele

When conjuring up an image of a sports talent agent, the mind might wander to a sharp-tongued individual donning an expensive suit, wheeling deals and barking orders from an expensive downtown high-rise in Los Angeles, Miami or New York.

Think movies and television shows like “Jerry McGuire,” “Ballers,” and “Arliss.”

But, David Walkowiak and Andre Kirwan aim to defy that stereotype. They operate a boutique sports agency firm out of Walkowiak’s law office, off State Road 54 in Lutz.

Walkowiak and Kirwan partnered around 2014 to form DNA Sports Management, a full-service sports agency that primarily works with professional football and hockey players.

Kirwan jokes the firm’s name sometimes gives the impression the duo is in an entirely different line of work — with people frequently asking if it’s a medical tech company.

The DNA moniker takes on multiple meanings.

For one, it ties in the first initial of Dave and Andre.

And, like the biological DNA, the firm asserts the tagline: “With You for Life.”

It also signals the team is available to help their clients even after their athletic career — providing guidance into the public and private sectors.

They’ve helped clients break into coaching and scouting, have written law school recommendations, and have helped another launch a rap career and establish contacts in the music and entertainment industry.

They regularly assist with housing issues, financial literacy, athletic training programs and are just there, sometimes, to lend an ear.

“We stay with these guys, whether they’re making millions of dollars or nothing, because we take this seriously,” Walkowiak says.

Kirwan asserts the firm’s priority is “do the right thing by players and not compromise integrity.”

In essence, Kirwan and Walkowiak are on call  24/7, Kirwan says.

“It’s just a matter of when life happens, so when they need us, they need us,” he says of DNA’s athletic clientele. “We’re taking calls on weekends, on evenings. If they had a bad practice, they’ll call us for a pep talk, so really, we’re family. We tell the parents, ‘We’re an extension of you…’”

Modest beginnings
DNA Sports started from humble beginnings.

The very first negotiated deal was on behalf of a player for the Triangle Torches, a little-known and now defunct professional indoor football team based out of Raleigh, North Carolina.

It was far from a headline-grabbing, multimillion dollar deal.

League players made around $150 per week and were given a couple food vouchers.

Now, the pair is working with several athletes who’ve gone on to have stints or extended action in both the NFL and CFL.

A new addition to the DNA roster is former USF record-breaking quarterback Quinton Flowers, who plays in the Fan Controlled Football league. Flowers also enjoyed stints with the Cincinnati Bengals (2018), Indianapolis Colts (2019) and XFL’s Tampa Bay Vipers (2020).

Another familiar face is former USF outside linebacker Nigel Harris. The former Hillsborough High standout is now on the CFL’s Saskatchewan Roughriders negotiation list and has previous experience with the Los Angeles Chargers, New York Giants, Tampa Bay Buccaneers, Arizona Cardinals and Tennessee Titans.

Walkowiak estimates DNA Sports has represented “close to 100 players” since its inception. He  acknowledges many initial signings were reaches to have a legitimate shot in the pro football ranks, coming from the Division II and NAIA collegiate football ranks.

With time and experience, the firm now can be more selective with its client list.

“I think we learned a lot in the early years,” Walkowiak says. “We realized it’s not quantity. It’s not that you just sign everybody and hope one sticks, you know, it’s that we want to be a boutique agency, and one that really caters to all the needs.”

The firm has gone global to procure talent, too.

DNA Sports in November tabbed three Russian hockey player prospects to contracts — defenseman Artur Karmashkov, goaltender Ivan Veremchuk, and center Yuri Zholobov, respectively.

Karmashkov and Veremchuk have played in the KHL, the Soviet Union’s equivalent of the NHL, while Zholobov has had action in the Czech Republic’s premier professional leagues.

The signings were made possible with the help of former Tampa Bay Lightning winger Alexander Selivanov, the agency’s Director of European Scouting/European Agent.

Further beefing up its ice hockey portfolio, DNA Sports recently hired Adam Bennett,  the No. 6 overall pick in the 1989 NHL Draft, to an advisory role.

Bennett, who bounced around professional leagues for six years, including playing for the Chicago Blackhawks and Edmonton Oilers, will be consulting primarily Florida-based hockey talent, helping them latch on with junior teams, colleges and so on.

The numbers guy
Walkowiak and Kirwan each bring their own set of unique backgrounds and experiences to the sports management firm.

Walkowiak is a self-professed “geek that loves numbers,” and describes himself as “the guy behind the scenes.” He previously worked closely with the Lightning’s former ownership group led by Henry Paul and Phil Esposito, assisting on tasks like arbitration, trades and player contract evaluations.

His career feats include facilitating the trade of then forward Jason Bonsignore and handling the arbitration case of then goaltender Daren Puppa.

On negotiating player contracts, Walkowiak calls the process “very similar to doing a comparative market analysis in real estate.”

With a passion for sports growing up and hockey in particular, Walkowiak “always wanted to be an agent.”

A practicing attorney since 1997 who specializes in real estate law, circuit civil and family law, Walkowiak figured he’d revisit this dream knowing pro athletes have landed larger and larger deals in recent years.

The tipping point came when Colorado Avalanche forward Gabriel Landeskog in 2013 signed a seven-year contract extension worth $39 million.

The report piqued Walkowiak’s interest.

Someone he never heard of was now “making Wayne Gretzky money,” he said, referring to arguably the greatest hockey player of all time, who retired in 1999.

“For a period of about 15 years, to go from the greatest player that ever played the game, to almost the same amount of money for a guy that I had never heard of,” Walkowiak says. “I wanted to revisit that.”

The mentor
Kirwan, meanwhile, takes on more of the role of relationship-builder and athlete mentor. He often reminds clients and others to “stay humble, stay hungry and prayed up.”

Kirwan was a decorated athlete in his own right. He played nearly nine seasons with the CFL’s Toronto Argonauts, where he won a Grey Cup Championship as a starting wide receiver in 1997. He even had an NFL training camp stint with the San Francisco 49ers after graduating from Stanford University.

Kirwan understands the importance of an agent being forthcoming, and transparent, with athletes.

He once had to fire an agent from a high-profile firm for lying to him about sending his highlight film to NFL teams who’d expressed interest at the height of his CFL career. It could’ve been what Kirwan needed to break into the NFL at the time.

Kirwan often ponders if he would have been better served by a smaller, more personable firm like DNA Sports.

“I’ve sat on both sides of the table now.

“The No. 1 question I’d always ask an agent when I was interviewing them was, ‘Who else do you represent?’ and a lot of times you go for the shiniest objects, the biggest names and that’s what I ended up doing,” Kirwan explains.
“In essence, I should’ve gone to a boutique firm like us that really fought for my cause. Having had to fire an agent for lying to me, it’s even that more personal to me to do what we say we’re going to do,” he said, noting athletes are placing their futures in the firm’s hands.

Keeping momentum
So, what does the future holds for DNA Sports?

Perhaps the firm will venture into additional professional sports, such as basketball, soccer or track and field.

“We’re not opposed to branching out,” Kirwan says, but, “we don’t want to be a jack-of-all trades and a master of none.”

Whatever path they take, Kirwan and Walkowiak are bullish on the agency’s future prospects.

“It’s just a matter of time before we start having those first-rounders, those second-rounders,” Kirwan says, referring to top-flight NFL Draft prospects.

Says Walkowiak: “We’re excited. We have a lot going on. We’ve picked up quite a bit of traction lately.”

Locals make impact during 2020 college football season

The 2020 college football season was anything but ordinary, mostly as a result of the coronavirus pandemic.

Myriad schedules were delayed and abbreviated, countless games were canceled, and many lower-level programs opted to punt on the year entirely, with sights of restarting action in 2021.

Amid all the obstacles, however, more than a handful of athletes with ties to The Laker/Lutz News coverage area suited up and made significant impacts on the NCAA Division I FBS stage.

Here’s a closer look at some of the notable performers with connections to the area.

Donovan Jennings
College: University of South Florida, junior left tackle
Local tie: Gaither High School

Donovan Jennings started in all seven games he played during University of South Florida’s nine-game season — missing two games due to COVID-19 protocols.

One of the 6-foot-5, 338-pound lineman’s brightest spots came in the Bulls’ Nov. 27 season finale against the University of Central Florida, paving the way for his team’s offense to post 646 yards of total offense, including 242 rushing yards and two touchdowns.

Jennings generally has been lauded by coaches for his pass protection skills and effectiveness in the run game.

Thanks to a rare combination of quick feet, balance and strength, Jennings often is tasked with blocking opponent’s top pass-rushers in one-on-one situations.

Looking ahead to the 2021 season, Jennings will be one of the team’s most experienced members, having appeared in 29 games with 19 starts.

Jennings surprisingly didn’t begin playing football until his freshman year of high school, as size limitations in youth leagues prevented him from playing the sport.

But, he blossomed into an All-State player in four short years at Gaither, graduating in 2018.

While he garnered scholarship offers from several Division I FBS schools, Jennings, ultimately picked USF — a mere 7.5 miles from his prep stomping grounds.

“Playing in my hometown is great, seeing my friends and family come to all the games to support me with all I do,” Jennings said in a 2019 interview with USF’s official athletics website, GoUSFBulls.com. “I love putting on a show for all the fans and all the people I played in front of in high school. For my (former) coaches to be able to come out and see what type of player I’ve grown into is a good thing for me.”

Devontres Odoms-Dukes
College: University of South Florida, fifth-year senior wide receiver
Local tie: New Tampa resident, Wharton High School

Devontres Odoms-Dukes saved the best for last.

Playing in all nine of USF’s games and making six starts, Devontres Odoms-Dukes registered 24 catches for 297 yards and four touchdowns — all career highs and among team leaders.

The 6-foot-4, 216-pound Dukes, too, went out on a high note in his final college football game on Nov. 27 against UCF (University of Central Florida) — tallying five catches for 66 yards and two touchdowns.

Making all those figures more impressive is that Odoms-Dukes had to navigate playing for no less than four quarterbacks during the course of the season.

Meanwhile, his five-year run at USF hasn’t always been easy or stable, given he’s played for three different head coaches during that time — Willie Taggart, Charlie Strong and Jeff Scott, respectively.

Odoms-Dukes now has his eyes set on the 2021 NFL Draft, where he hopes to gain traction with his rare size at the receiver spot.

Prior to his USF tenure, Odoms-Dukes played two seasons at Wharton High, developing into an All-Hillsborough County honorable mention performer under then coach David Mitchell.

As a senior in 2015, he posted 41 catches for 780 yards and 14 touchdowns, guiding the Wildcats to an 8-2 mark that included dominating wins over the likes of Gaither, Freedom and Wiregrass Ranch high schools.

Odoms-Dukes was born in Pensacola and spent much of his childhood in the Fayetteville area in North Carolina before moving to New Tampa and finishing school at Wharton.

His parents are decorated military veterans who served in the U.S. Army and retired with Sergeant First Class status; they were deployed in areas including Iraq and Afghanistan.

Another fun tidbit: Odoms-Dukes is related to 13-year NBA veteran Reggie Evans, who played for six franchises from 2002 to 2015.

Shane McGough
College: Florida International University, redshirt senior center
Local tie: Gaither High School

Shane McGough’s final season as a Florida International University Panther wasn’t most ideal — given he played for a squad that went winless in a five-game season, cut short due to the COVID-19 pandemic.

But the 6-foot-2, 302-pound center was one of the few positives, a team captain who pushed bodies for an offense that averaged 160.4 rushing yards. His production up front in the trenches earned him a spot on the All-Conference USA Honorable Mention team.

All told, McGough played in 40 career games, moving between the guard and center positions. He is noted for being part of an offensive line that allowed just 14 sacks in 2019 and a school-record low eight sacks in 2018, which ranked first in the conference and third overall in the nation.

Aside from his natural strength and line-moving abilities, McGough earns positive marks from coaches and teammates for his work ethic and lead-by-example demeanor.

FIU offensive line coach Jose Rodriguez offered a glowing review of McGough on the school’s official athletics website, FIUSports.com.

“Shane is part of a dying breed, as a guy who just gets it,” Rodriguez said. “He’s played and had successful experience. It’s one thing to just play and get your butt beat…but he’s had successful experience and knows what it takes from a preparation standpoint or in terms of training in the offseason.

“He also has great leadership qualities because when he speaks, people listen. Part of that is because he has so much experience and part of that is his demeanor, in general. Having a guy like that in your room is great, because you can always use him as an example and someone you can lean on when you want something done. Him being unselfish and a team player is great, as well, because it just makes everyone want to listen and do as he does.”

McGough is now readying for the 2021 NFL Draft, appearing in various all-star games such as Tropical Bowl and College Gridiron Showcase.

In chasing his pro football dreams, McGough could get an opportunity to play alongside or against his older brother Alex, a seventh-round pick in the 2017 NFL Draft who’s bounced around the league as a quarterback for the Seattle Seahawks, Jacksonville Jaguars and Houston Texans.

At Gaither, McGough was a three-year varsity letter winner and a two-way player seeing action at offensive and defensive line. He earned All-Hillsborough and All-Western Conference recognition along the way, too.

Interestingly, McGough was rather lightly recruited coming out of high school in 2015, perhaps because he was an undersized lineman by Division I FBS standards at the time, hovering around 250 pounds.

Scott Patchan

Local tie: Freedom High School

Amid a season cut in half because of COVID-19, Scott Patchan sure made the most of his opportunities in Fort Collins, Colorado.

In just four games, the 6-foot-6, 255-pound edge rusher tallied 5.5 sacks and 7.5 tackles for loss overall, adding 22 total tackles and three quarterback hurries — earning first-team All-Mountain West honors in the process.

Moreover, Patchan won on 24% of his pass rushes, securing a pressure on 19% – both figures leading Mountain West players by 3.5 percentage points, according to metrics from the scouting website Pro Football Focus.

Patchan will have further opportunity to add to his resume, as he’s stated he will return to the program in 2021 with the extra season of eligibility granted by the NCAA due to the pandemic.

Colorado State defensive line coach Antoine Smith underscored Patchan’s qualities in a profile piece for the university’s official athletics website, CSURams.com.

“He doesn’t leave anything to chance,” Smith said. “Some guys talk. He doesn’t talk. He just comes and works every day and he’s very passionate about how he works and takes care of his body. He is a true athlete who loves performing. That’s pretty awesome.”

Patchan transferred to Colorado State after spending the prior five seasons at the University of Miami, where he battled two season-ending knee surgeries and even made a position switch to tight end before moving back to his natural defensive end spot.

Locally, Patchan played his first three years of prep ball at Freedom High before transferring to Bradenton’s IMG Academy for his senior season.

His final run at Freedom in 2013 proved most productive, as he totaled 8.5 sacks, 56 tackles and 24 tackles for loss. He went on to become one of the state’s most highly-touted prospects in his recruiting class, being courted by Florida State, Nebraska, Ohio State, Notre Dame, Penn State, UCLA and others.

Gridiron talent certainly runs deep in Patchan’s family. Patchan’s father Matt III won national titles with the Hurricanes in 1983 and ’87; His older brother, Matt II, was an offensive lineman at the University of Florida and Boston College.

Michael Penix Jr., was rapidly becoming a household name in the big-time college football lexicon until a torn ACL in his right knee prematurely ended his redshirt sophomore campaign in late November.

The 6-foot-3, 218-pound left-handed signal-caller ended the year with six games played, spurring Indiana University to one of its best starts in program history with a 5-1 mark and No. 12 nationally ranking in the process.

Penix’s individual stats were likewise flashy — posting a 56.4% completion rate for 1,645 passing yards, and 14 touchdowns with four interceptions and two rushing touchdowns — solid enough for second-team All-Big Ten honors.

There were several notable moments along the way for the Dade City native, too.

Penix was responsible for a 2-point conversion that lifted the Hoosiers over Penn State in overtime of the season opener. Meanwhile, he passed for a career-high 491 yards and five touchdowns Nov. 21 in Indiana’s narrow 42-35 loss to No. 4 Ohio State. The 491 passing yards were second-most in program history, trailing only Richard Lagow’s 496-yard output in a 2016 win over Wake Forest.

The ability to stay on the field has remained an issue, however.

Injuries have cut short all three of Penix’s seasons at Indiana. He suffered a clavicle injury in November 2019 that required surgery. He also tore his ACL in his right knee in 2018.

Prior to his move north to Bloomington, Penix played his freshman and sophomore prep seasons at Pasco High School in 2014 and 2015, then transferred to Tampa Bay Technical High School for his junior and senior years. He was a baseball, basketball, and track and field standout along the way, too.

Also notable: Penix’s father, Mike Sr., was an All-State tailback/defensive back at Pasco High in the early ’90s.

Raymond Woodie III
College: Florida State University, sophomore defensive back
Local tie: Carrollwood Day School/Wiregrass Ranch High School

Raymond Woodie III enjoyed a breakout sophomore campaign for Florida State University, compiling more playing time and production for a team in transition under new head coach Mike Norvell.

Suiting up for each of the team’s nine games and making two starts, the 6-foot, 194-pound defensive back totaled 25 tackles, 2.5 for loss with 0.5 sacks, one fumble recovery and one pass breakup. Among the notable showings was a game-high seven tackles at Louisville on Oct. 24.

It was all a step in the right direction from his freshman year — where he appeared in 10 games and recorded nine tackles, including 1.5 for loss with 1.0 sacks and one forced fumble.

Despite an enhanced role at FSU, Woodie has opted to take his talents to the West Coast — recently transferring to the University of California-Berkeley.

Woodie joins the Cal program this month with three seasons of collegiate eligibility remaining, which includes the additional year of eligibility granted by the NCAA to all fall sports athletes due to the effect of COVID-19 on the 2020 campaign.

“We are excited to have Raymond join our program,” Cal head coach Justin Wilcox said of Woodie in a news release from the Cal athletics department. “He is a talented football player and adds significant experience to our defensive backfield. I expect him to have an opportunity to make an immediate impact on our team.”

Before entering the college ranks, Woodie experienced quite the circuitous high school career, where he attended four different schools in as many years.

Woodie played his high school freshman and sophomore seasons at Carrollwood Day, working at quarterback, wide receiver and safety, earning All-Hillsborough County honors along the way.

Woodie then attended Wiregrass Ranch High and went through spring and summer team football workouts leading into his junior season, but wound up finishing his prep days at Sheldon High (Eugene, Oregon) and Florida State University High (Tallahassee). (These far-reaching moves were a result of following his father’s budding college coaching journey at University of Oregon and Florida State, respectively.)

From Carrollwood Day onward, Woodie emerged as a blue-chip prospect, designated as a four-star recruit in the 2019 class by ESPN and Rivals.com. He was ranked as high as the nation’s No. 9 safety and No. 158 player overall by ESPN.

Pasco names director of support services

Pasco County commissioners approved the appointment of Paula Baracaldo for the newly created position of director of support services, effective Jan. 1.

Baracaldo will receive an annual salary of $105,000.

The position results from a county departmental reorganization, prompted by Pasco’s growth over the past years. COVID-19 also is adding to the demands for services.

Baracaldo’s new position is part of the public services branch. She currently serves as chief of staff for Pasco County Administrator Dan Biles.

Baracaldo primarily will have oversight of the veterans services and the fiscal services divisions, formerly part of the community services department.

She also will support other executive functions within the public services branch.

Baracaldo is a public certified manager. She holds a bachelor’s degree from the University of South Florida in political science and international studies, and a master’s degree in public policy and administration from Northwestern University.

Veterinarian honors his father, by donating a barn

Dade City’s Centennial Elementary School has a brand-new barn for its 4-H Club.

But, this structure is much more than a sturdy protective home to hogs and sheep, with goats on the way.

It’s a son’s tribute to his late father, a pioneering marine biologist and beloved resident of Dade City.

The “Blake Barn’’ was funded by a $10,000 donation from Dade City veterinarian Jonathan Blake, in the memory of his father, Norman Jasper Blake.

The elder Blake, who was 74 when he died in 2018, initiated the University of South Florida marine science program at its St. Petersburg campus.

“We are so appreciative of Dr. Blake’s generosity because when we put out the word for fundraising, we thought it would take a couple of years to happen,’’ said Kristi Dorough, a third-grade teacher at Centennial and the 4-H club leader. “Now we already have it and it’s already making a huge impact for our students. It has been wonderful.’’

Blake said he had been searching for a way to honor his father. Centennial’s plans seemed like a perfect fit, especially considering the family’s connections to the school — his mother, Virginia, was a charter faculty member when the school opened in 1986 and his son, Levi, is currently a fourth-grader there.

“It was a good opportunity for my wife and I to get involved,’’ Blake said. “I’m interested in the teaching of agricultural science and maintaining the roots to the rural nature of our Dade City area, and teaching kids where their food comes from.

“Those are important values that we are slowly losing. So it’s a perfect marriage — a way to honor my dad and, at the same time, do something good for our community.’’

Centennial principal Gretchen Rudolph-Fladd said Dorough began the 4-H club about three years ago. Some chicken coops were moved to the campus, but overall, Centennial relied on another barn.

Centennial Elementary School’s robust 4-H Club got a major asset with the construction of the Blake Barn.

When some Zephyrhills High School seniors donated three prize-winning sheep to Centennial, there was a problem — nowhere for the sheep to live. So the plans began.

It played nicely into the plans of Rudolph-Fladd, who wanted Centennial to become a STEAM school. While the “A’’ typically stands for the Arts, at Centennial, it stands for Agriculture and Aviation (including the use of drones).

“We want our ‘A’ to be cubed and the science learning is so closely tied to our community,’’ Rudolph-Fladd said. “It has worked so well. We are delighted that the Blake name will resonate forever at our school.’’

The Blake Barn, which will include a plaque about Norman Jasper Blake and a wrought-iron sign, has eight stalls. It was constructed by Affordable Building, a Hernando County company.

So far, the 4-H Club has 15 members from kindergartners to eighth-graders. The older students attend Centennial Middle School.

The Blake Barn already has hogs and sheep that are cared for by the Centennial Elementary School 4-H Club students.

Besides the plans for hogs, sheep and goats, there also are designs on bringing in dairy cows.

“From a very practical standpoint, the barn allows us to house more animals and grow our ability to educate the students,’’ Dorough said. “If some members live in the city limits and don’t have the farmland, they can keep their project at the barn.

“It opens up so many opportunities. The young members can see what the older kids are doing. That will get them excited and interested.’’

Blake said it’s an appropriate way to honor his father, who spent his life dedicated to education and conservation. He had a particular interest in the study of scallops, oysters and clams. Blake said his father was instrumental in returning the scallop population to West Central Florida.

“He had friends everywhere,’’ Blake said. “He would love to see these kids using that barn. When I hear ‘Blake Barn,’ those words cause me to choke up because I know it would’ve meant a lot to him.’’

The University of South Florida-St. Petersburg meant a lot to him, too.

But, he moved his brood to the family land in Dade City.

For more than three decades, he made a long commute to work. But, the community-feel of Dade City was more than worth that trade-off.

“It is a great honor for my husband to be remembered,’’ Virginia Blake said. “It means a lot that my son gets to honor his dad. We miss him very much, and I know all of this would make him happy.’’

USF urged to continue preparing teachers

The Pasco County School Board has adopted a resolution urging the University of South Florida to continue teacher preparation programs at all of the university’s campuses.

Board members adopted the resolution at their Nov. 3 meeting, after they and Superintendent Kurt Browning weighed in on the issue.

“We think that it would just be devastating to our programs across the Tampa Bay area for them to close that program down,” Browning said, noting he had joined superintendents from Pinellas, Hillsborough, Polk, Manatee and Sarasota for a community conversation to discuss USF’s proposal to end the program.

“I don’t think people on the outside of education fully understand the impact that this is going to have on our district,” Browning said. “We are direct recipients of great teachers who come out of USF.”

School board member Alison Crumbley characterized USF’s decision as “short-sighted.”

Like Browning, she said the district relies on USF’s program.

“Thirty percent of our teachers come from USF,” she said. “It’s just a huge disappointment to me, and letdown for the school districts and taxpayers in the Tampa Bay area that this is the situation,” Crumbley said.

Board Chairwoman Colleen Beaudoin, who herself is a teacher, added: “It’s unfortunate that there’s been a decline nationally, in the number of people pursuing degrees in education. That is the root of the problem.

“What we’re discussing here could be a result of the excessive state mandates, testing, evaluation system and lack of respect teachers are given,” she said.

She added those factors could be deterring people from pursuing a career in education, which Beaudoin described as “a noble profession” that creates “lifelong learners and productive citizens.

“Being a teacher is rewarding and fulfilling. I’ll support anything that provides a pathway for students to enter the career,” she said.

School board member Megan Harding, a graduate from the USF College of Education, said she hopes the college will reconsider.

“Not only does this affect teachers, but it’s also going to affect the children,” her Facebook page says. “We already have a teacher shortage.”

Harding read the resolution, which the board adopted.

The resolution notes that Pasco County Schools hires approximately 525 teachers annually, and the USF undergraduate teacher preparation program contributes more than 30% of those teachers. The resolution also points to the existing statewide teacher shortage.

The resolution asserts “USF’s action will harm not only the school districts in the Tampa Bay region, but also the larger communities they serve, including families sending children to our schools and the business communities served by the graduates of our schools.”

The resolution concludes by pledging the Pasco school board’s support for any and all efforts to maintain USF’s undergraduate teacher preparation programs at all of its campuses, and encourages the college to work closely with Pasco County Schools, and other stakeholders and partners to find an alternative to closing the programs.

Browning said the resolution will be forwarded to the president of USF, the provost and acting dean.

Big decisions on the ballot in Election 2020

Voters already have begun casting their mail-in ballots in Election 2020 — making decisions that will have enormous consequences.

The top of the ballot features a choice between reelecting President Donald J. Trump and Vice President Mike Pence, or electing challengers former Vice President Joe Biden and U.S. Senator Kamala Harris.

Early voting will begin in Pasco and Hillsborough counties at several locations on Oct. 19.

Pasco County voters, for instance, will decide who should represent them in District 3 and District 5 on the Pasco County Commission. They also will choose the superintendent of Pasco County Schools.

A number of other key races are on the Nov. 3 ballot.

In Hillsborough County, voters will select the county sheriff, county tax collector, the county property appraiser, and seats on the Hillsborough County Commission and Hillsborough School Board.

Voters also will choose their congressional representatives and state lawmakers, in contested races.

Key races at the local level include Florida’s 12th congressional district; District 36, District 37 and District 38, in the Florida House; and District 20, in the Florida Senate.

Statewide, voters will  decide the fate of a half-dozen constitutional amendments.

All of this comes in the midst of the global COVID-19 pandemic.

Hillsborough County Supervisor of Elections Craig Latimer and Pasco County Supervisor of Elections Brian Corley are encouraging voters to consider voting by mail, or taking advantage of Early Voting, to reduce waiting time for voters on Election Day, Nov. 3.

They also assure that steps will be taken to protect both voters and poll workers at election sites — through social distancing, face coverings and other precautions.

In addition to the pandemic, Election 2020 comes at a time of bitter partisan divide.

Political scientist Susan MacManus put it like this: “Obviously, everything that we thought we knew about politics has been turned upside down this election year.”

The national party conventions were different. The presidential and vice presidential debates have been different. The way people will vote — with experts predicting a record number of mail-in ballots — is different, too.

And, the constant frenzy of breaking news on social media and cable networks has made an impact.

“We’ve seen issues change by the hours, making it very difficult for campaigns to come up with a clear message,” added MacManus, a retired distinguished professor of political science at the University of South Florida.

“The nation is the most partisan/polarized in its history. The partisan divide is the deepest ever and so is the generational divide, really, politically,” added MacManus, who has been a close observer of elections for decades.

“Democrats are seen as moving more toward Socialism, and Republicans are seen as more toward, what they call maintenance of the Capitalistic system,” she said.

On top of that, she said, “you had a health care and an economic meltdown at the same time, basically reconfiguring how people live — in every facet, whether it’s no toilet paper in the grocery, to the point of, ‘Now, do I send my kid to school in person, or do I not?’

Plus, there are clashes over racial injustice and the role of police.

The political landscape is changing, too, MacManus observed.

“The demographic shift that’s taking place across the country is very evident in the registration, and the makeup of Florida’s electorate. It’s much more racially and ethnically diverse, and much more age diverse than it was, even in 2016,” MacManus added.

“Many women are running in the Legislature and Congress this year, and a lot of them are women of color.

Turnout is a big question for both Democrats and Republicans
MacManus, who is frequently called upon to share expertise with national news outlets, said each political party is struggling to reach specific groups of voters.

Democrats are seeking to attract working class whites, particularly men; the Latino vote; and Minority School Choice voters, she said, noting in the past those groups were predictably Democrat voters.

Republicans are seeking to reach college-educated white women; suburban moms with kids; and older voters, especially women. In essence, Republicans are struggling with a gender gap, she said.

“Then, each of them, of course, has a big, big, big, big turnout question,” MacManus said.

For the Democrats, the big turnout question is how many young voters will turn out.

Young voters, she said, want to be inspired, they want genuine discussions of their issues, and they value diversity.

Republicans, on the other hand, are worried that moderate Republicans will cross over and vote Biden. They’re also concerned that voters deemed as ‘Never Trumpers’ just won’t bother to vote, she said.

Despite those issues, MacManus believes that turnout will be higher for this year’s election.

She thinks it’s important for voters to understand that it may be awhile before the final results are known.

“There are legitimate reasons why you may not know on Election Night in a very close state like Florida,” she said.

A delay in counting overseas ballots is one of those reasons.

“Military and overseas ballots aren’t due until 10 days after the Election, and we have a lot of people that meet criteria,” MacManus said.

“No. 2, if you vote early and you forget to take your ID, you can still cast what’s called a provisional ballot. Then, after the election is over when the canvassing board meets, they can check it. If you are indeed registered, your vote counts. In 2000, they would have been tossed out.

“The third reason is that you can get an onslaught of mail-in ballots that get there on Election Day or a day or so before.

“If it’s really, really tight in Florida, you may go to bed thinking it’s one candidate (who won), and then a couple of days later it will be different — and, it won’t be because anybody’s fraudulent,” MacManus said.

Even after the votes are counted, it might not be over, she said.

“Each side is already lawyered up to the max,” MacManus said.

Voting
There are three ways to vote:  Vote By Mail, Early Voting, and voting on Election Day.

Voters who vote by mail can either mail in their ballots, or drop them off at an early voting site. Your ballot must be received by your Supervisor of Elections office by 7 p.m., on Nov. 3.

Those voting by mail are encouraged to mail in their ballots early, to ensure they arrive on time. When voting in person, bring one or two forms of ID, which include your signature and photo. If you do not bring proper ID, you can vote a provisional ballot. A canvassing board will evaluate it for eligibility.

Important dates to remember
The deadline to register was Oct. 5.

Early voting in Hillsborough County begins Oct. 19 and ends Nov. 1, from 7 a.m. to 7 p.m., daily

Early voting in Pasco County begins Oct. 19 and ends Oct. 31, from 7 a.m. to 7 p.m. daily

Steps are being taken in Pasco and Hillsborough counties to keep voters safe. Those include:

  • Limiting the number of people inside the polling place at one time.
  • Ensuring that poll workers have face coverings
  • Providing hand sanitizer
  • Reminding voters to wear a mask and follow social distancing guidelines

Election security: 10 reasons your vote is safe and secure
Hillsborough County Supervisor of Elections Craig Latimer offers these 10 reasons that voters can be assured their vote is safe and secure.

  1. The Florida Division of Elections checks each voter registration form to verify the applicant’s identity.
  2. Our voter registration database is updated regularly to remove deceased and ineligible voters.
  3. Voters have to show photo and signature identification to vote.
  4. Our voter records are updated electronically to record when a voter has requested a mail ballot or voted. If someone comes to vote in person, their mail ballot is immediately canceled. And vice versa.
  5. The state-certified equipment is tested before each election with a public logic and accuracy test to make sure machines are counting votes correctly. During this test, pre-marked ballots are put in a randomly selected sample of our machines to make sure the count is what it’s supposed to be and that every position on the ballot is being read by each machine.
  6. Our ballots and equipment are under 24-hour camera surveillance and stored in areas with restricted key card access until they are deployed for voting. During voting, the ballot scanners are kept in plain sight and secured with seals to prohibit tampering.
  7. We use a stand-alone server, not connected to the Internet, to tabulate and report results.
  8. Electronic results from each ballot scanner are encrypted and backed up by printed results that are posted on the doors of each polling place and driven to our central office.
  9. Paper ballots are held for 22 months and can be rescanned if there is a problem with the equipment or question about results.
  10. After every election, we run a post-election audit using a separate system to re-tabulate the ballots and confirm the accuracy of our results.

Panel discusses race, social justice issues in America

Finding meaningful solutions to enduring race and social justice issues in America — begins first with open, honest, respectful conversations with one another.

That was the overarching theme of a group of panelists taking part in a virtual seminar called “Equity in our Nation.”

The Sept. 14 event, hosted by Pasco-Hernando State College, brought together local speakers of diverse race and religious backgrounds.

The panelists spent three hours expressing their views on the current state of America, and offering suggestions for how to improve systems to increase fairness, justice and educational equities.

Social justice issues have come front and center — in the wake of persistent nationwide protests in response to incidents of police brutality and other racially motivated violence against Blacks.

Having a safe haven in higher education and faith-based structures to debate differing ideas and have meaningful dialogue is the foundation to facilitate change in what’s become a nation divided in recent months, said PHSC president Tim Beard.

Beard, who is Black, put it like this: “We all perhaps would agree that our country is very divided right now. I’ve never seen it this divided in my little short 58 years. I think it’s going to take sessions and platforms to learn how to listen to each other. None of us know it all, but together, we can make America a great nation.”

That message resonates with Pasco Sheriff’s Office Cpl. Bryan Banner.

In a period rife with social unrest, Banner has “serious skin in the game” being a Black man who works in law enforcement, and who has three sons.

“I always say: I don’t think there’s much that can’t be solved over coffee and some conversations. That’s just my approach to life and problem-solving,” said Banner. “Before we point guns at each other, before we take up arms and kill each other, how about we attempt to have a conversation?”

Panelists also agreed that being humble and treating others how you want to be treated are paramount to improving society, on the whole.

“When you have a problem, you don’t fix the problem by becoming the problem,” said James Williams, a Black senior pastor at Mount Olive African Methodist Episcopal Church in Clearwater.

“In this nation, we’ve come to a place where we reach conclusions about someone based on the narrative of the day. What do I mean? Instead of giving a person the opportunity to show you their character, we generalize them, we’ve come to a conclusion about them, based on a previous experience. …What if we give people the opportunity to show us their character, before assuming that they are what we’ve experienced?,” Williams said.

Rabbi Jeff Zaremsky of Beth El-Shalom in New Port Richey and St. Petersburg similarly observed “loving one another” and “having a heart that puts the other person first and cares about them” can collectively instill sustainable social justice throughout communities.

Black in America
A significant portion of discussion veered into the Black experience in America.

AdventHealth West Pasco/North Pinellas community engagement coordinator Trevor Williams underscored the struggles people of color face today in the U.S., resulting from what he claimed is a nation originally founded “on racist beliefs and the notion of white supremacy.”

Those ideals, Williams said, remain steeped in policies and procedures “that are not made to factor in minorities and furthers the gap of equality.”

As an example, he said, “Black people who commit a crime are more likely to receive a harsher punishment compared to a white person who committed the very same crime with the same exact background.”

Williams, who is Black, also detailed how segregation is still prevalent in school systems, noting large percentages of Black and Latino students receive a weaker quality of education growing up in poorer communities, therefore placing them at a greater disadvantage in health and social outcomes compared to white counterparts.

He then summed up the obstacles overall: “Let’s just say that if my name was “Travaris” and not “Trevor” my chances of receiving a callback for an application would be cut in half.”

Pasco Alliance for Substance Addiction Prevention (ASAP) community health coordinator Bonni Snider supplemented those points — stating people of color have felt invisible and marginalized throughout American history.

“For years, minorities have been thought of as less than human; thought of as more of a condition than a person,” Snider said.

It’s something Snider has experienced firsthand, as a biracial woman.

“I have been asked numerous times, ‘What are you?’ and when I hear that question, it makes me think I’m seen more as an object than I am as a person. My response typically is, ‘I’m a human.’

“How many times can a non-minority, someone who’s Caucasian, say that they’ve experienced those same things?”

Snider went on to reference the provision of the original 1787 U.S. Constitution, which allowed Southern states to count slaves as three-fifths of a person in population counts.

The so-called Three-Fifths compromise, she reasoned, perpetuated the marginalization of Blacks for generations.

“If you fast forward, Blacks have often been seen for many years as waiters, cooks, shoe shines, field hands, service individuals, and when you think about service individuals, we don’t see them until we want something from them or until we want to ask them a question,” Snider said.

Drug Enforcement Administration (DEA) community outreach director Rod Cunningham echoed those beliefs, too.

Cunningham, who is Black, shared how he’s been blessed to have a 29-year military career, received a quality education, robust financial situation and stable family life in the U.S.

But, he emphasized, “If I get pulled over (by police), I don’t feel so privileged, because my black skin won’t always get me out of that situation.”

Systemic racism and classism, Cunningham said, is underscored today in the U.S., via mass incarceration, privatized prisons, crime laws and so on.

He argued such systems have kept down people of color because society has been conditioned to reject convicts — through stripping voting rights and limited career prospects, exacerbating recidivism.

Cunningham observed: “At one point you’re gonna get frustrated making $9 an hour, and you’re going to do something illegal…”

Equity starts with personal responsibility
Preventing negative outcomes and other challenges minorities face can be mitigated with personal responsibility and demonstrating a strong moral and ethical compass, some panelists argued.

Al Hernandez, a member of the PHSC board of trustees, is an example of a minority living the American dream.

Hernandez, a Cuban immigrant, came to the U.S. “with two pennies and nothing else.”

Today he’s a market vice president at Humana and proudly holds bachelor’s and master’s degrees from Nova Southeastern University.

With that, Hernandez pushed back on victimhood culture, which he believes has become all too prevalent in the U.S.

“We need to be careful, as we look at ourselves and our communities. The reality is, you’re going to make your life — you do have the responsibility and you do have the personal responsibility for yourself, for your family, for your kids.

“At the end of the day, we’re all Americans, and we’ve got to start seeing ourselves as Americans first, and really get to that point of view.”

He continued: “The reality is, we’re all going to encounter issues. We’re all going to encounter situations in life. Some of them, whether it’s fair or not, is somewhat irrelevant. It’s what you do with it, and how do you actually overcome these obstacles that are going to happen in your life.

“Personally, I don’t allow anybody or anything, regardless of whether I have an accent or not, to tell me or to change my career path or to change where I’m coming from. As a person, you have to have individual responsibility to work hard, to do what is required of you to be a good member of society.”

Zaremsky added onto those views.

“The change starts with us,” Zaremsky said. “We need to look at ourselves, and that’s where the change needs to take place, and having equal laws and equal ramifications for decisions—whether good decisions or bad decisions.”

Even with the ongoing calls for social justice, the Jewish leader put into perspective America’s eminence, also warning against the ills of socialism and communism.

“We’re the least prejudiced, with the least injustices. We’re the freest and most equal country in the world, thus we should not burn it down,” Zaremsky said.

“We keep from having an unjust balance of power by allowing freedom of speech—not censoring tweets of people we don’t like, or not allowing dissenting opinions on panel discussions or on college campuses.

“Echo chambers cause prejudice, injustice, and imbalance of power. Freedom — free speech, free market, religious freedom — are the best defenses against unjust, imbalances of power. Because of our wonderful constitution, every citizen can lawfully address injustices,” Zaremsky said.

Other panelists and speakers included Emery Ailes, PHSC LIFE (Linking Faith In Education) coordinator; Joe Bohn, University of South Florida College of Public Health professor and community engagement director; Shauna Hale, assistant U.S. Attorney, Middle District of Florida; Tonicia Freeman-Foster, Central Florida Behavioral Health Network change specialist; Pinellas-Pasco Circuit Judge Shawn Crane; and, Imam Hassan Sultan, CEO of the Muslim Connection in Tampa.

RapTime gives kids the tools to stay in school

It’s called RapTime, and it has made a big difference for children in Wesley Chapel.

Eight years ago, sisters Pam Thomas and Susan Riley, while working with Life Church and the Life Community Center, began a program to help kids stay in school and strive for high school graduation.

They came up with RapTime, which stands for Reducing Adolescent Problems Through Increased Motivation in Education.

The first group of kids are now juniors at Cypress Creek High School. The program enrollment has grown to 24.

Their grades have improved drastically. College is not only a dream, it’s now an expectation. Through field trips, they have been exposed to a range of educational and cultural experiences.

With funding from Life Church and the United Way, which helps with professional tutors, RapTime is thriving and getting results.

“RapTime has really helped me,’’ said Serena Burgos, one of the program’s original students. “I’m more confident about school and learning a lot from the tutors. They really help me get my grades up.’’

“It has been phenomenal,’’ said her mother, Yvette Burgos. “I have two daughters participating (including 12-year-old Isabella Melendez) and I never have to worry about their grades. My older daughter (Serena) is talking about becoming a nurse or maybe a doctor. She has a lot of great goals. She talks all the time about going to college. It has been a great, great thing for us.’’

It has fulfilled the dreams of Thomas and Riley, who simply wanted to give back in their neighborhood. They once did research and found that approximately 80% of the people in their area did not finish high school. They wanted to reduce that drop-out rate.

“What separates us from most after-school programs is we follow it through all the way to graduation,’’ Thomas said. “We’ve been with some of these kids a long time and seen all the maturation, all the changes.’’

“We are part of this community, so we live it, breathe it and do it with them every day,’’ Riley said. “How can you ride down the street and turn your face in a different direction when you see someone in need? Our pastor always said, ‘Use whatever is in your hands’ and ‘Your geography is your ministry.’ The best thing is to help these children and hope they come back and help future generations.’’

Along the way, RapTime has also received some help. Life Church (formerly Victorious Life Church) opened a new 3,000-square-foot community center that replaced a 900-square-foot building, allowing RapTime to add more programming and people.

The after-school programs run from 4:30 p.m. to 6 p.m., on Monday (elementary school), Tuesday (middle school) and Wednesday (high school).

“We are still a small program, but we have grown,’’ Thomas said. “It’s word of mouth, not open to everyone. We grow from the foundation. We have gotten the parents to buy in. Not everyone wants the private tutoring, but it’s available to those who do want it. Even beyond our after-school sessions, we try to provide other areas of growth.’’

RapTime offers field trips. The kids have gone to the University of South Florida and Saint Leo University. They have visited museums, attended concerts and experienced athletic events.

“One of the reasons we took them to a USF women’s basketball game was to show them there’s more outside the four walls of their community,’’ Riley said. “And, it showed them that if you want to get to this point and go to USF, you’ve got to do A, B, C and D. You’ve got to finish high school and maintain good grades to get scholarships.

“The parents really want their kids to be involved in something. We want to give them a goal and keep them off the streets, where we sometimes see kids running wild and crazy. We want them to be focused and accomplishing things. We are reaching those goals,” she said.

When the first group of RapTime kids reaches high school graduations next year, they can expect a huge party.

Thomas and Riley, with a laugh, promise that a limousine will be involved.

“We all have something to shoot for,’’ said Ashley Wells, 16, a sophomore at Cypress Creek. “I used to have a lot of drama at school. This program has helped me not to have drama. Whether it’s my homework or the everyday schoolwork, I get stuff done now. It’s more fun this way.’’
