How local hospitals have responded to COVID-19

Just like COVID-19 has done with so many other industries, hospital and medical care systems also have needed to bob and weave, since the entire world changed around March.

AdventHealth Zephyrhills and AdventHealth Dade City president/CEO Amanda Maggard outlined the medical community’s COVID-10 response — and what the future may hold for the pair of East Pasco hospitals that are part of one of the nation’s largest nonprofit health care systems.

“It has definitely been an interesting year, hasn’t it? 2020 is a year I don’t think we’ll soon forget,” Maggard said, as the opening speaker at the Zephyrhills Economic Summit, held on Oct. 14.

The hospital administrator detailed many of the initial challenges when COVID-19 cases spiked in March, during the event organized by the Greater Zephyrhills Chamber of Commerce, and convened at Zephyrhills City Hall.

A major issue involved procuring as much personal protective equipment (PPE) as possible.

“We have had a lot of PPE to serve, but COVID really escalated the amount and types of PPE that we needed,” the hospital executive said.

As a result, the hospital supply chain system has been forever altered. Now, it emphasizes partnerships on domestically produced PPE, while moving away from a just-in-time delivery model for such equipment and inventory, she explained.

In short, the pandemic offered “lessons learned” on how health care conglomerates handle and manage workforce, products, equipment and so on.

“We will never go back to operating our supply chain the way we did before COVID,” said Maggard, who’s had her role since 2017. “We have much more of an inventory across our system today than we did before, and that will stay.”

Since the pandemic touched down in the spring, hospitals have stopped many elective surgeries and procedures, including outpatient physical therapy.

Instead of laying  off those employees, workers were re-deployed in any and every way possible. Some tasks included handling temperature checks, child care services, cafeteria and nutritional services, and even organizing fun activities for other team members, Maggard said.

“I’m so proud of the work that our team has done during this time,” she added.

Local hospitals are “continuing to learn and apply the latest clinical, evidence-based best practices, so we’re taking lessons from all of AdventHealth and around the country, and trying to apply those to make sure that we’re giving the best possible care to patients with COVID,” the hospital CEO said.

For example, the hospital is using Remdesivir, convalescent plasma therapy and “a number of other treatments, as we continue to learn and evolve,” Maggard said.

Remdesivir is a broad-spectrum antiviral medication; convalescent plasma therapy involves using blood from people who’ve recovered from an illness to help others recover.

Best practices to attack and treat COVID-19 have likewise involved ongoing learning because it began and still remains a relative unknown virus to the medical industry, Maggard said.

“We’ve been learning new things every day, and every week and every month,” she said, adding  “guidance has changed, as the science has changed and evolved.”

The entire AdventHealth system actively monitors the volumes of COVID-19 cases throughout its various hospitals. The “biggest surge” of cases was seen in mid-July, Maggard said, adding: “It’s declined since then, (but) we saw a little bump up recently.”

Going forward, the hospital system is continuing its myriad health and safety protocols — such as markers on the floor to remind people to maintain six feet of social distance;  temperature checks and screening everyone who enters the facilities every day; requiring masks; and regular deep cleanings throughout entire facilities, as well as other measures.

All patients who are COVID-19 positive, or suspected of being positive, are kept in a separate space — away from other patients — “to try to keep everyone safe,” she said.

Long-term health care consequences
A noteworthy consequence of the pandemic, Maggard said, is how many people have delayed routine or more serious health care issues — largely out of fear of going out to a public hospital or medical facility.

Between March and April, emergency rooms saw a 30% to 40% reduction in visits pertaining to heart attacks and strokes, Maggard said.

“The truth is, people were still having the same amount of heart attacks and strokes, but they were waiting and not coming to the ER,” Maggard said.

Because of those fear-driven consumer behavior changes, people who recently have been coming back to the hospital have more serious clinical issues, because they chose to delay care.

The same goes for routine screenings, primary care visits and procedures, such as colonoscopies, she added.

“My concern long-term with COVID is not just the immediate impact of COVID, but what is going to be the impact of health of folks around our country and around the world over the next few years, when we may have started to put off that routine care because we’re afraid to go be seen,” said Maggard.

“Don’t put your health care on hold. We want to continue to be here and not see your long-term health suffer because of not getting some of the screenings or preventative care that you may need today.

“If you’re experiencing any of those symptoms, you want to get into the hospital. We want to assure people that we are a safe place to be, we have a number of precautions in place to keep you safe, and we don’t want you to delay that care.”

Another related question is how newly jobless people will get their needed preventative services if they’ve been laid off and therefore lose their employer-sponsored health insurance.

“With the impact to the economy and the number of jobs being lost, what impact will that have in the coming 12 to 24 to 26 months?,” Maggard said.

Another looming question is how the hospital system’s financial losses amid the pandemic — due to postponing elective surgeries and decreased emergency room visits — will impact available capital in coming years. As a nonprofit, Maggard explained such capital would otherwise would be reinvested into the facilities for operating room expansions and technology and equipment upgrades to adequately serve in a growing community, such as East Pasco.

“There have been a number of financial losses,” Maggard said, “and that is something that we’re struggling with right now, is (how) our financial impact due to COVID is going to restrict the amount of capital we have available in these coming years,” she said.

Perhaps one of the positive developments in result of the pandemic is the increased accessibility and availability of telehealth services for physicians, primary care and even specialists.

Telehealth is the distribution of health-related services and information via electronic information and telecommunication technologies, allowing for long-distance patient and clinician contact, care, advice, reminders, education, intervention, monitoring, and remote admissions.

Simply, it allows patients to virtually see a physician or specialists without having to physically visit a hospital or medical office.

Telehealth, Maggard said, is “really, truly a positive thing in health care that could increase access for a number of folks.”

“That’s actually one of the really great things that has come out of COVID,” Maggard said. “The number of guidelines and allowances that came out from CMS (Centers for Medicare & Medicaid Services) are allowing more telehealth than we were able to do before, and we get reimbursed for that. I hope that’s something that stays out of COVID.”

Cancer forces retirement of police dog

A cancer diagnosis has forced the retirement of one of the Zephyrhills Police Department’s police dogs.

It was a somber moment inside the Zephyrhills City Hall chambers when Zephyrhills Police Chief Derek Brewer on Oct. 12 officially retired 4-year-old K9 Oscar, amid what he called “an aggressive form of cancer, which is quickly spreading.”

The more technical term of K9 Oscar’s cancer is hemangiosarcoma, whereby malignant tumors are derived from the cells lining blood vessels.

“Unfortunately, he’s starting to exhibit signs of rapid decline in his health, and at this time we think it’s best for him to retire,” said Brewer, who was noticeably choked up.

With the retirement, ownership and care of the dog has been transferred from the city to his handler, Officer Morgan Upchurch.

K9 Oscar— a yellow Labrador from England— joined the city police department in 2018.

Brewer detailed how the canine in two-plus years completed 163 narcotics searches (yielding 134 findings) and 86 arrests. In those findings, K9 Oscar recovered methamphetamines, opiates, heroin, cocaine, fentanyl and other prescription pills.

“His value to us is going to be well-missed,” Brewer said. “I just want to tell you how much Oscar has meant to all of us, and none more than Morgan (Upchurch), and it’s a shame that he’s only 4 years old, and already suffering these types of issues, and we’re going to miss him a lot.”

The law enforcement agency operates with three police canines, with a long-term goal of working with four. The police chief later told The Laker/Lutz the agency plans to find K9 Oscar’s replacement “as soon as possible,” but added there’s not yet a set timetable “because many factors go into purchasing a dog.”

A slew of law enforcement officials and K9 units attended the retirement proceedings as a show of support for the Zephyrhills Police K9 team. A video tribute of K9 Oscar also was played for the audience at the meeting.

“It’s heartbreaking that such a young dog has to go through this,” said Zephyrhills City Council President Charles Proctor. “My heart goes out to Officer Upchurch. I can’t imagine. Having to put down one of our beloved dogs is always incredibly hard, so my heart goes out to him and the entire police department for their loss.”

Zephyrhills can handle COVID-19 budget impacts

Cities and towns across the country are gearing up for budget cuts because of prolonged COVID-19 shutdowns, but that isn’t true in Zephyrhills.

Zephyrhills City Manager Billy Poe said the city is in good enough shape financially to handle any lingering effects of the shutdown for the rest of this fiscal year, and for next fiscal year, too.

He provided that reassuring news to city council members at their regular meeting on June 8.

Although state revenues shared with local governments could be reduced by 50% for the months of April, May and June, Poe said that’s “not a super larger part” of the city’s roughly $66 million budget.

The city had larger-than-anticipated revenues at the beginning of the year, which helps to offset lower state revenues, Poe said.

He also noted that some big-ticket purchase items came in under budget.

Plus, the city has flexibility to slow down some city projects that are less critical, he said.

“Talking to the finance director I think we’re going to be OK,” the city manager told the council. “There’s some money that we can move around, so there will be a decrease, but I think we’re going to be OK,” Poe said.

Meanwhile, as the city prepares its 2020-21 fiscal year budget, Poe has directed city department heads “to really hold the line” when prioritizing needs and projects.

Besides the negative revenue impacts caused by COVID-19, the city also is facing higher health care and retirement costs for next fiscal year.

The millage rate will be set during the first week in July. The city will hold two public hearings on its budget, which must be adopted by Oct. 1.

On the upside, the city manager noted a preliminary estimate from the Pasco County Property Appraiser’s Office shows the taxable value of the city up about $42 million, with $35.7 million in new construction value.

“What it’ll do is offset some of those reductions from the state, those lost revenues as a result of COVID-19,” said Poe.

Council swearing-in, reorganization
Like other government organizations, the COVID-19 pandemic forced the Zephyrhills City Council to hold virtual call-in meetings over the past two months or so.

That all changed June 8, when council members gathered inside the Zephyrhills City Hall chambers, for the first time since March 23.

The move came at an appropriate time, as City Clerk Lori Hillman administered the oath of office to Mayor Gene Whitfield and Councilman Alan Knight, who retained their seats since being declared elected unopposed.

Whitfield has held the mayor chair since 2014, when Danny Burgess resigned to run as the area’s state representative in Tallahassee. Whitfield has owned Whitfield Funeral Home in Zephyrhills the past 25 years. He also is former director of The Greater Zephyrhills Chamber of Commerce.

Knight, first elected to Council Seat 2 in 2014, is a retired educator who’s worked mainly in Pasco County Schools as a teacher, coach and administrator.

The swearing-in ceremony also coincided with some council reorganization, which happens each year.

Council Vice President Charlie Proctor was elevated to the role of council president, taking over for Councilman Ken Burgess. Councilwoman Jodi Wilkeson was appointed council vice president.

As council president, Proctor will be responsible for signing official city documents and chairing council meetings, otherwise serving as the leading voice in business agenda items. He last served as council president in 2014.

Proctor commended Burgess.

Said Proctor, “First of all, I would like to thank former Council President Ken Burgess for doing an amazing job this past year. We really had a rough year, a lot of tough decisions we had to make as a council. Not only that, we had to go through this virus that had us meet online, and it was very difficult, and I think Council President Burgess did an amazing job, along with our staff.”

Liaison appointments were decided, too. Burgess was chosen to sit on the Pasco County Tourist Development Council (TDC), in addition to serving as an officer with The Greater Zephyrhills Chamber of Commerce. Other roles remained in place — Proctor serving on the Ridge League of Cities; Wilkeson on Main Street Zephyrhills; and Councilman Lance Smith on the Pasco County Metropolitan Planning Organization (MPO), with the mayor serving as an alternate.

The council also:

• Approved the last plat for Silverado Ranch subdivision, otherwise known as Phases 10B and 11C, situated on the northern boundary of the development

• Accepted an $85,000 facilities grant United States Tennis Center (USTA), for costs related to the Sarah Vande Berg Tennis & Wellbeing Center, 6585 Simons Road, Zephyrhills. The nearly $5 million project is slated to open in July and will include 11 tennis courts, eight pickleball courts and four padel courts, among other features.

• Passed a second reading ordinance and public hearing consenting to the inclusion of the city’s boundaries into the Pasco County Municipal Service Taxing Unit (MSTU) for fire rescue services.

Zephyrhills employees taking coronavirus precautions

Work inside Zephyrhills City Hall proceeds, but additional safety precautions have been instituted among city staffers, in response to threats posed by the coronavirus disease-2019 (COVID-19) pandemic.

Most all city departments and employees have begun working in split shifts, or A-B shifts, to create more separation among each other, Zephyrhills City Manager Billy Poe explained during an April 13 virtual city council meeting.

Poe said city employees have begun a “day on, day off” schedule model — working Monday, Wednesday, and Friday one particular week, then Tuesday and Thursday the following week.

The scheduling change, which affects more than 100 city employees, is expected to continue “for the foreseeable future,” Poe said.

The change won’t really impact the city’s police and fire departments and dispatchers because they already follow a split-shift schedule, Poe said.

The city manager explained the reasoning to cut daily work crews in half, particularly for areas such as the city’s maintenance yard: “We wanted to split those crews basically in half, so that God forbid somebody comes down with it (COVID-19), they don’t infect the entire department, they only potentially affect only half the department, so that we can continue to operate.”

Meantime, most department heads are still working full shifts, Poe said, “because they’re able to be in their office and keep the separation,” though large staff meetings are being held via virtual conference call.

Some city employees have been able to work remotely, accessing desktops and answering phone calls from home. The city’s IT department is trying to issue more laptops and the necessary software for more employees to do so, Poe said.

Other safety measures have been taken, too.

Inside the confines of City Hall, staffers have relocated desks further from one another and set up glass partitions.

Each employee has been provided N95 masks, gloves and their own refillable bottle of hand sanitizer. The fire department, meanwhile, has been issued retrofit respirator masks, gowns and other personal protective equipment, some of which also has been ordered for the city’s police, utility and public works departments.

Aside from scheduling and social distancing changes, various city projects and regular day-to-day operations press forward.

Construction is ongoing at the Sarah Vande Berg Tennis & Wellbeing Center, along with road resurfacing work on Sixth Avenue and 12th Street, for instance.

Other routine maintenance projects, however, are taking “a little bit longer” because of the split shifts, Poe said.

Meanwhile, the city is receiving building constructions plans and issuing permits, and collecting in-person utility payments, though residents are encouraged to pay online or use the drobox as much as possible to limit contact.

“Zephyrhills is still open for business,” the city manager said. “Obviously, we’re trying to take all the precautions we can, to create the separation and safety of all our employees and citizens, but we’re trying to keep as much normalcy as we possibly can.”

No municipal election for Zephyrhills
Municipal elections in Pasco County have been delayed indefinitely, but in Zephyrhills a local election isn’t needed after all.

A city mayoral race was initially set between incumbent Gene Whitfield and Justin Docherty, but Docherty has since dropped out of the race after failing to properly qualify for the local election. The announcement was made during an April 13 regular city council meeting.

Whitfield has held the mayor chair since 2014, when Danny Burgess resigned to run as the area’s state representative in Tallahassee. Whitfield has owned Whitfield Funeral Home in Zephyrhills the past 25 years. He also is former director of The Greater Zephyrhills Chamber of Commerce.

The Zephyrhills mayor serves mainly an ambassador’s role, being a presence at many public events, ribbon cuttings and so on. As far as citywide matters, the mayor doesn’t run council meetings, cannot make motions and cannot vote on matters before the council, but does have the ability to veto city ordinances.

Meanwhile, Seat 2 councilman Alan Knight retains his seat after running unopposed. Knight is a retired educator who’s worked mainly in Pasco County Schools as a teacher, coach and administrator. He was first elected to the seat in 2014.

Lien forgiveness program may be expanded

The City of Zephyrhills is considering a facelift to its residential lien forgiveness incentive program — to also include commercial properties.

The  Zephyrhills Community Redevelopment Agency (CRA) board proceeded to direct staff to draft such a policy for further review at its Feb. 24 meeting. The Zephyrhills City Council also makes up the CRA Board.

Zephyrhills instituted a residential lien forgiveness program in May 2017, to promote investment and improvements to blighted properties and vacant lots, and increase home ownership within its city limits.

Under the program, applicants have one year to make agreed upon improvements ($2,500 minimum) to the property.

Once the work is completed by a licensed general contractor, the city waives various mowing and code enforcement liens previously placed on the property.

Similar procedures and policies would apply to a commercial lien forgiveness program, with each property taken on a case-by-case basis, Hamilton said.

For example, the owner of the property cannot be the one that incurred the liens in the first place — it has to be a new owner that purchased a property with existing outstanding liens.

The CRA director noted interest has picked up lately from applicants looking to redevelop commercial properties burdened with thousands of dollars of unpaid fines.

Those liens have made those properties overpriced and unattractive to potential buyers, she said.

“Having a commercial property sitting empty does not help anyone,” Hamilton told board members.

Forgiving the liens, she said, “is one more tool in my toolbox to get something done.”

Board members indicated they want to come up with a “unified program” and hammer out some of the finer details, such as how to handle title insurance and loan policies as it relates to businesses.

Additionally, Jodi Wilkeson, president of the CRA board and a member of the city council, pondered how such a commercial lien forgiveness policy might lead to unintended consequences.

She wondered if it could lead to a national credit investor to come into town and buy up several properties to lease out to others “then we have a series of people coming in and out, in and out, in and out.”

Sidewalks needed in Zephyrhills
Hamilton also presented a first look of the Zephyrhills CRA’s sidewalk master plan, being completed by consulting firm Kimley-Horn to provide details on the existing state of sidewalks in the CRA district, and set priorities for the construction of new sidewalks and trails.

Within the 602-acre district, the city has sidewalks at Hercules Park, Woodland Elementary School, Stewart Middle School, West Zephyrhills Elementary School, the Zephyrhills City Hall/Library Complex and Zephyr Park.

However, an analysis shows a general lack of connectivity and missing sidewalk segments, that otherwise would help people access and experience Zephyrhills’s downtown, and improve quality of life for residents and visitors.

Hamilton described the state of the city’s sidewalk system this way: “It’s not very good.”

“At this point, we just need sidewalks,” Hamilton told board members. “We need to increase the walkability and accessibility within the CRA district.”

She said when people are surveyed about great towns to visit, they often mention the ease of getting around on foot, as well as parks and downtown areas.

“We want Zephyrhills to have that same experience,” Hamilton said.

The CRA director said “high priority” is being placed on building more sidewalks (at least 6-feet wide) at nearby schools and parks “because we want kids and families to be able to get back and forth.”

A GIS analysis identified 21 “high priority” locations where missing sidewalk segments are needed, with another 50 areas labeled either “medium priority” or “low priority” for sidewalks.

Hamilton noted there are some potential conflicts — parking lots, utilities, drainage facilities —that prevent installing sidewalks on both sides of the street at some locations.

One solution is to install well-marked crosswalks from a particular destination to a sidewalk on the other side of the street, she said.

A final master plan document will include cost estimates for sidewalks based on the priority rankings.

Possible funding sources include Safe Routes to School Program, Local Agency Program, Recreational Trails Program and Community Development Block Grant.

The city also could establish a sidewalk mitigation fund and/or utilize public works funds.

Said Hamilton, “We’re not going to be able to do it all at one time; we’ll just do it as we can.”

Founder’s Day Parade set
Organizers of the 110th Zephyrhills Founder’s Day Parade & Heritage Festival are hoping for a greater turnout from youth at this year’s event.

Main Street Zephyrhills coordinator Anna Stutzriem told CRA board members that more kid-friendly activities have been incorporated this year to an event that “has historically been an older demographic.”

The Kid’s Zone will include sidewalk chalk creations, bounce houses and craft workshop demonstrations hosted by Home Depot.

This year’s Founder’s Day Parade theme is, “The Roaring 20s: Glitz, Glam & Tin Cans.”

Th event will have 70 vendors and somewhere between 65 to 70 parade entries, Stutzriem said.

The event is set for March 7 from 9 a.m. to 2 p.m., at Main Street Zephyrhills, 38537 Fifth Ave., Zephyrhills.

Zephyrhills offers new online utility service

Zephyrhills utility customers have transitioned to a new online software in order to view their water consumption and make payments.

“We are going to go from a firm – Fathom – that has provided our services for utility billing, going to MuniBilling, out of North Carolina,” said Ted Beason, of the Zephyrhills Utilities Department.

The Zephyrhills City Council approved the switch to MuniBilling, which offers the same online portal, just through a different platform.

The change comes after Fathom gave a Nov. 9 notice that it would be going out of business, thus discontinuing services.

The software program became obsolete on Dec. 13.

“When we got that notice, we started to look at other alternatives,” Beason said. “We’ll have a very smooth transition of service with the option that’s been selected.”

The Zephyrhills Utility Department had a public meeting at Zephyrhills’ City Hall Council Chambers on Dec. 11. Those attending were informed about the change and had an opportunity to ask questions.

The utility department was able to turn on or turn off the service, at the customer’s request, on Dec. 13. It was the last day for new customers to activate their utility accounts before the transition.

Dec. 13 also was the final day for customers to make payments before the switch to MuniBilling.

Check payments were only accepted and paid at Zephyrhills City Hall.

MuniBilling became officially operational the week of Dec. 15.

Customers can provide their same username and account number on MuniBilling as they did on Fathom.

There will be no fees to customers in order to make the switch.

Zephyrhills economic summit highlights industrial hub

It may now be famous for its crystal clear water and skydiving but, someday, the City of Zephyrhills also wants to be known for its industrial offerings and high-wage jobs.

The third annual Zephyrhills Economic Summit, held earlier this month, focused on the need to maximize both the use of the Zephyrhills Municipal Airport and the development potential of adjacent industrial property.

The event, at Zephyrhills City Hall, was presented by the Zephyrhills Economic Development Coalition (ZEDC) in partnership with the City of Zephyrhills and Greater Zephyrhills Chamber of Commerce.

City officials are developing a 20-year master plan known as the Zephyrhills Industrial Corridor Plan.

The proposed industrial development hub encompasses approximately 9.76 square miles (6,248 acres) of land in the southeast portion of the city, around the Chancey Road corridor and municipal airport.

Roughly a third of the property is within city limits and the remainder in unincorporated Pasco County — representing the largest aggregation of industrial lands in the county.

Within that area is 442 divisible acres of what’s known as the Zephyrhills Airport Industrial Park, a build-ready site equipped with water, sewer and electric utilities, and accessible to natural gas.

While the corridor is still in preliminary stages, it ultimately will set the city up for long-term growth and economic sustainability, said Zephyrhills planning director Todd Vande Berg.

Possible targeted industries could include aerospace, aviation and defense; advanced manufacturing; light manufacturing; electronics and technology; logistics and distribution; life sciences and medical technology; telecom/data hosting centers; research and development; showroom; refrigeration/cold storage and other uses.

Vande Berg explained a built-out industrial corridor will yield more revenues for the city and create a better jobs-to-housing balance. He also noted industrial manufacturing uses less services — police, fire, water, sewer— compared to, say, residential or commercial land use.

All that, he said, will ultimately “raise the bar in quality of life” for Zephyrhills residents, allowing funds to be steered toward downtown redevelopment, recreational amenities and other community uses.

“We want to be economically diverse. We don’t just want to have family residential, we want to have a mix of uses,” Vande Berg said.

“If we bring in industrial, we’re going to be more fiscally solvent, and that ties in with being resilient. If we have the industrial there, we feel like we’re in a better position with the city.”

The city planner expressed confidence the corridor’s utility offerings and centralized proximity to Orlando, Lakeland and Tampa makes it an attractive spot for companies looking to relocate or set up shop.

“We’ve got a great location we feel like,” he said. “We have such an asset out there in the southeast quadrant of the city.”

The entire planning area is generally bound by Melrose Avenue to the north, the CSX Transportation railroad and U.S. 301 to the west, Pattie Road to the south, and Barry Road and the Upper Hillsborough Wildlife Management Area to the east.

Two CSX mainline railroads traverse the area and it is accessible to Port Tampa Bay and the CSX Central Florida Intermodal Logistics Center.

The local airport also is undergoing a $5.9 million runway extension and roadway improvements to accommodate larger commercial aircraft, and encourage aviation and industrial development.

Moving forward, Vande Berg said ongoing collaboration is vital between the city, county and state officials to have a coordinated plan on zoning and land use, and “to continue to improve transportation accessibility to this industrial corridor.”

He mentioned a more near-term priority is working with the Florida Department of Transportation to extend State Road 56 east of U.S. 301 to connect to Chancey Road. “Transportation’s huge, like anywhere,” he said.

Aside from transportation and infrastructure boosts to draw companies in, other speakers said the city needs more workforce development programs to develop skilled labor employees and then keep them in the area.

It’s already something holding back existing industrial businesses in the city, said Dr. Randy Stovall, president of the Zephyrhills chamber.

“They can’t find those people they want to hire,” Stovall said. “They want to hire them, but there’s not enough of them, so that is a challenge. We’ve had that (issue) for some time.”

Tom Ryan, economic development manager for Pasco Economic Development Council Inc.,  said having training programs and a baseline of skilled labor in place is “a huge component” for luring large companies to a particular area.

“We’ve got to have (workforce) inventory,” Ryan said. “We’ve got to have a plan to tell those companies, ‘Look, we want your jobs here, and we have a plan to help you bring those jobs here.’”

Pasco County Commission Chairman Ron Oakley pointed out that Zephyrhills and the East Pasco area are working to position the area to do just that.

Pasco County Schools plans to build a technical high school by 2022 near the intersection of Curley Road and Kiefer Road in Wesley Chapel that will hold nearly 900 students.

Meanwhile, Withlacoochee River Electric Cooperative (WREC) plans to construct a 4,000-square-foot facility for AmSkills to teach manufacturing jobs.

Also, local business owner Kevin Bahr of Bahr’s Propane Gas & A/C is starting a teaching school to train propane service and HVAC technicians.

“The county is working very hard for jobs,” Oakley said. “Our county’s growing. We need jobs, and we need to teach them (the necessary skills).”

Elsewhere during the summit, State Rep. Randy Maggard commended Zephyrhills “for thinking ahead of schedule” in regards to its future and planned industrial hub.

Maggard, a Republican representing District 38, specifically applauded city leaders for this year putting a $2 million septic to sewer project at the top of their state appropriations request list.

The project includes decommissioning existing septic tanks to a residential subdivision and homes along Sixth Avenue and Armstrong Street, with potential for sewer expansion to additional properties in the future.

The project aims to prevent springs from dying because of nitrates from septic tanks.

“At the end of the day, if we don’t have water, none of this matters,” Maggard said. “We can talk about infrastructure, we can talk about a lot of things, but if we can’t provide water, it doesn’t matter at all.”

The elected official also gave this piece of advice for the city going forward: “You need to tell us where you want to go, and we need to help you get there in the long-term planning, funding, whatever it takes for us to be able to do that.”

Other summit speakers included Mohsen Mohammadi, chief operations officer for American Infrastructure Development; David Gwynn, District 7 secretary for the Florida Department of Transportation (FDOT); and Danielle Ruiz, economic development manager for Duke Energy.

Economic summit to focus on industrial hub

Local business and government leaders in Zephyrhills will join together for an event that will spotlight the city’s industrial corridor and ongoing efforts to cultivate high-wage manufacturing jobs.

The third annual Zephyrhills Economic Summit is scheduled for Oct. 9 from 9 a.m. to 1 p.m., at Zephyrhills City Hall, 5335 Eighth St., in Zephyrhills.

The summit primarily will focus on the city’s forthcoming industrial corridor master plan and Zephyrhills Municipal Airport runway extension, according to a press release from the Greater Zephyrhills Chamber of Commerce.

Greater Zephyrhills Chamber of Commerce executive director Melonie Monson is organizing the third annual Zephyrhills Economic Summit.

Other topics will broach infrastructure and the East Pasco roadway network, plus updates on various state and county intergovernmental collaboration projects in the region.

The event is presented by the Zephyrhills Economic Development Coalition (ZEDC) in partnership with the City of Zephyrhills and the Zephyrhills chamber.

Registration is $10 and will include lunch and continental breakfast.

The summit will feature interactive discussions and presentations from the following speakers:

Zephyrhills’ proposed industrial development hub focuses on a large grouping of industrial properties and adjacent areas within the Chancey Road corridor and municipal airport.

The planning area is generally bound by Melrose Avenue to the north, the CSX Transportation railroad and U.S. 301 to the west, Pattie Road to the south, and Barry Road and the Upper Hillsborough Wildlife Management Area to the east. That encompasses approximately 9.76 square miles (6,248 acres), including 33% within Zephyrhills and the remainder in unincorporated Pasco County — representing the largest aggregation of industrial lands in Pasco.

Zephyrhills chamber executive director Melonie Monson, who’s organizing the summit, underscored the need to build out the industrial corridor, to recruit employment-generating manufacturing companies and to develop a middle-class workforce in Zephyrhills.

The city is pining for a “medium-sized industrial manufacturer,” Monson said, to give local high school graduates a place to work, so they can remain in the community.

The chamber director believes that Zephyrhills could attract such a company soon. She cited the city’s recent efforts to partner with Pasco County to spend millions of dollars to extend water and sewer to the industrial site.

“It’s just ready for industry, it just is,” she said.

Monson put it this way: “We’re excited the city’s being proactive instead of reactive, so when that big person hits and says, ‘I want to come here,’ we’ll be ready for that and say, ‘Here’s your spot, this is what we have, these are the incentives, this is your workforce.’

“That’s what we’re working toward, to put all those pieces together to make sure that we get what we want here,” Monson said.

She said the industrial corridor also could pave the way for other companies in distribution, light manufacturing, aviation and so on.

“I believe it’s going to have a lot of different textures to it,” the chamber executive said.

She is encouraged by the city’s direction in recent years of attracting younger families and groups to live, work and play.

She mentioned the downtown area alone has added a brewery, a billiards hall and axe-throwing venue, and other things to do.

Zephyrhills also is in the midst of getting a state-of-the-art tennis center and thousands of new homes and apartments.

The city recently landed its first Starbucks and Wawa. A Chick-Fil-A in the works.

Other notable businesses set to come online include Aldi Supermarket, PetSmart, Marriott Fairfield Hotel and Dollar General.

“We’re getting there. In the last three or four years you’ve just seen this huge spur of development,” Monson said.

Previous Zephyrhills economic summits focused on the medical community and education. Monson said next year’s will likely be geared around workforce development.

The summits encourage stakeholders to collaborate to help move Zephyrhills forward as a viable community.

“We’re the only community in Pasco County that’s doing something like this — where we have a coalition that really focuses on pro-business, pro-education, trying to make our community stand out in the midst of all of the other communities.

“We just every year want to make sure that we let people know what we really have here and what we’re doing and why you might want to come and be a part of the Zephyrhills community,” Monson said.

Zephyrhills opens doors to new City Hall

The brand-new Zephyrhills City Hall has been in operation since October — but local residents and dignitaries got an up-close view of the digs during a Nov. 27 open house and ribbon-cutting ceremony.

At 19,000 square feet, the $6.2 million building represents a major upgrade to the former City Hall facility, which was 11,000 square feet and was built in the 1950s.

The two-story building, at 5335 Eighth St., has a modernized brick and stone exterior, and is accented with a fountain and courtyard plaza.

The interior has a similar majestic feel.

On the whole, the new City Hall features more open workspaces and multifunctional meeting rooms, which can flexibly be used to accommodate public events.

The first floor is spotlighted by its sizable council chambers — outfitted with high ceilings, large windows and modern decor. It seats up to 80 people and is equipped with large flat-screen televisions to help attendees see presentations.

Also on the first floor, is a large main lobby and a sizable reception area, for those waiting to meet with the city’s utility, building and planning departments.

Much of the second floor features administration and IT office spaces, as well as a conference room and break room. Several of the second floor spaces are double-door rooms, which may later be converted to more offices as the city grows.

Technology is another a significant feature in the facility. It has automatic lighting and upgraded thermostats, as well as security cameras and access-control keypads. Meeting rooms are equipped with Smart TVs that are integrated with office computers for greater efficiency and planning purposes.

Multiple restrooms, stairwells and an elevator are some other noted features.

City officials expressed excitement about the City Hall during the open house event.

The new Zephyrhills City Hall was christened with a Nov. 27 open house and ribbon-cutting ceremony.

“This is a beautiful facility,” Zephyrhills Mayor Gene Whitfield said. “The first thing I thought of when I came in after it was finished was, ‘Wow!’”

He added: “We’re very proud of it and very proud we could do this for our citizens. It’s their building. It fits our community, and we’re really proud of that and we’re proud to have the honor of serving the community.”

Zephyrhills City Council president Lance Smith was enthusiastic about the building, too. He noted the former City Hall felt “kind of like a dungeon.”

“It was well past time we needed this new building,” Smith said. “It’s just a beautiful building, and I think that’s what a public structure should be — it should be something that everybody’s proud of and it’s to be used by the community.”

Smith also took time to encourage more residents to utilize the council chambers to host meetings, events and other activities. “I just want everybody to use this. …Instead of being used once every two weeks, I want to see that thing used,” he said.

Fellow City Council member Jodi Wilkeson expressed these sentiments, regarding the new City Hall: “I believe in my heart that the people who hold this city together — the workers— they deserve a structure like this, as do the citizens of our community.”

The City Hall project was designed and built by Harvard Jolly and A.D. Morgan.

It took more than a year to build the facility after the old City Hall was demolished last September. During construction, Zephyrhills staffers worked from the city’s old police station on Ninth Street, while City Council meetings were held at the Zephyrhills Public Library.

Assistant City Clerk Jessica Carter remembers her co-workers being elated to finally move into the new City Hall on Oct. 8.

“That was a day we were all looking forward to. We didn’t mind coming into work that Monday,” Carter said with a chuckle.

Though pleased with the entire facility, Carter noted the break room, of course, is a favorite among city employees, herself included.

Said Carter: “It’s a happening place; lots of counter spaces.

“I don’t know if anybody saw the old City Hall, but our break room was more like a closet with a refrigerator, so this is definitely a huge upgrade,” she added.

The new building is still undergoing a few final finishing touches, according to Public Works Director Shane LeBlanc. Those include correcting minor painting flaws, window treatments and other punch list items. Work is also being done on the courtyard fountain and an additional parking lot, which is expected to be finished by January.

Zephyrhills economic summit puts focus on education

Fostering educational opportunities in Pasco County was the primary focus of the second annual Zephyrhills Economic Summit.

Doing that begins with beefing up the Pasco County school district’s career and technical education programs, said Kurt Browning, superintendent of Pasco County Schools.

“We need to put our career academies on steroids,” said Browning, one of several guest speakers at the Oct. 24 summit, at the new Zephyrhills City Hall, that brought together local education, business and government stakeholders.

Based on the region’s business profile, Browning said there needs to be greater emphasis on teaching trade skills — such as roofing and carpentry, plumbing, HVAC technicians, electricians and more.

“One of the things that we keep hearing a lot about is the trades. I’m continually amazed of the number of people that stop us and say, ‘I just need young men that can get up there and lay roof,’” Browning said.

To meet those demands, he called for increased state funding and greater collaboration with the Florida Department of Education to create industrial certifications for those fields. The district also needs to ensure opportunities for students, not destined for college, to have a chance to learn trade skills that can translate to high-wage job right out of high school.

Browning put it this way: “What we need to do is have training programs that meet the needs of all of our students, so if you’re going to be a plumber, you be the best plumber you can be.”

Browning also said the school district needs more input from local business leaders on the types of labor needed for the present and future.

“We need to do a better job of communicating, and we need to create a better relationship with our chambers, because the chambers are the ones that are really connecting, letting businesses know what we do and creating dialogues to help build that need,” the superintendent said.

Preparing tomorrow’s workforce
Browning was upbeat about some of the career and technical academies the district presently offers.

He pointed to Zephyrhills High’s aviation academy and Wesley Chapel High’s automotive technology academy, along with academies at other schools ranging from health and finance, to cybersecurity and culinary arts.

“I think we’re on the right path,” Browning said. “We’re working tirelessly trying to make sure our programs are relevant to meet the employment needs of our employers in Pasco County. We’re not perfect, and we’re not where we need to be. We’re still trying to figure out how to address the trades issue.”

Browning also mentioned the district is designing a technical high school in east Pasco that would likely open by 2022.

The district’s only two technical offerings — Marchman Technical College and Wendell Krinn Technical High School (which replaced Ridgewood High this school year) — are located in New Port Richey.

Plans call for the new school to be built on a 125-acre, district-owned tract of land along Fairview Heights and Handcart Road in the Dade City area.

It will help relieve overcrowding at Pasco, Zephyrhills, Wesley Chapel and Wiregrass Ranch high schools, Browning said.

“It’s going to be uniquely situated in the right place, right spot, offering technical career education students are clamoring for,” he said.

The technical school is also something the manufacturing industry is pushing for, according to Tom Mudano, AmSkills executive director, another guest speaker at the summit.

Mudano said a tech school based in east Pasco could help lure more manufacturing business to the region, to follow in the footsteps of companies such as Mettler Toledo and TouchPoint Medical, which he said have already brought a combined 700 jobs to the county.

“We truly believe that we need a facility on this side of Pasco County,” Mudano said. “If you’re looking at bringing jobs here, having a workforce is important.”

Mudano pointed out Tampa Bay has the most number of manufacturers in the state. And, he said that many of those companies have expressed a great need for additional skilled and semi-skilled workers.

“A lot of people don’t even realize that there’s a lot of (manufacturing) opportunities out there,” he said.

Mudano also assured that those types of trade jobs aren’t going anywhere anytime soon.

He cited information from the National Association of Manufacturers that projects there will be about 3.4 million jobs over the next 10 years, yet only 1.1 million of them will get filled.

The summit also featured a lengthy presentation from state Sen. Tom Lee, a Republican from Thonotosassa. Much of his talk centered on the state’s education system and the strides made during the last several years.

He pointed to the advent of charter schools and various opportunity scholarship programs as key reasons for boosting the state’s public education system on the whole.

“Everybody is more on their game today than they were 20 years ago. We have a rising graduation rate, better testing scores,” said Lee, who represents parts of Hillsborough, Pasco, and Polk counties in District 20.

He added: “We have created some competition for the public education system, and the public education system has responded well.”

Meanwhile, Lee suggested that going forward, the state legislature should “back off some of the micromanagement” of county school districts. He said school boards should instead have more control over district budgets and educational programs to “best meet the needs of the individual student populations of the schools.”

Lee also advocated for creating “fair competition” and “leveling the playing field” between public schools and alternative charter schools.

One way to do that, he said, includes loosening up some of strict building requirements of new public schools, called State Requirements for Educational Facilities (SREF), that cost school districts exponentially more than their charter school counterparts. He asked: “Why is it costing public education system 20 percent more to build a public school than it is a charter school?”

Other speakers at the summit included Dr. Keiva Wiley, Pasco County Schools director of Career and Technical Education; Angie Stone, Zephyrhills High School principal; Dr. Stanley Giannet, of Pasco-Hernando State College; Pasco County Commissioner Ron Oakley; Maria Reza, Career Source Pasco/Hernando business services consultant; Seta Ruiz, Florida Hospital Zephyrhills director of clinical services; and, Dr. Randy Stovall, Zephyrhills Chamber of Commerce president.

The Zephyrhills Economic Development Coalition presented the summit, in partnership with the City of Zephyrhills and The Greater Zephyrhills Chamber of Commerce.
