Fundraiser set for local teacher battling ALS

Students and staff at Steinbrenner High School have banded together to help raise money for one of their own.

Mike Leist, a history teacher at Steinbrenner, was diagnosed with amyotrophic lateral sclerosis, better known as ALS, last spring. His wife, Liz, is a math teacher at Steinbrenner. Their three daughters also attend the school.

The condition, also known as Lou Gehrig’s disease, affects the nervous system. It weakens the muscles and reduces functionality.

Slightly more than 6,000 people in the United States are diagnosed with ALS each year, according to the ALS Association. The average life expectancy of a person with ALS is two to five years from time of diagnosis, the association reports.

In an effort to aid Leist’s family and treatment, Steinbrenner High has organized a kickball game fundraiser, “Kick it for Leist.”

The event, set for Nov. 18 from 1:30 p.m. to 3 p.m., will pit 20 students and 20 teachers against one another in a friendly game of kickball, at the school’s football stadium, 5575 West Lutz Lake Fern Road in Lutz.

Optional donations will be collected at the door, and various clubs will be selling food and drinks to the entire student body. All proceeds raised will benefit Leist and his immediate family.

The event was the brainchild of Beverley Jarrett, an Advanced Placement psychology and social studies teacher, who works in the same department as Leist.

“It hit me really hard when Mike told me last spring,” Jarrett said, adding, “it dawned on me one day, ‘Why don’t we have an event?’

“I thought a kickball game would be funny between students and teachers,” Jarrett said.

There was immediate interest, from students and teachers.

“Faculty members were fighting, trying to get on the team,” she said. “When the word got out that we were having a faculty team, they came out of the woodwork.”

Meanwhile, students playing in the game were voted on by their peers, and represent each of the school’s four grade levels.

“The kids were so excited about trying to be on this team,” Jarrett said.

Jarrett noted both students and faculty have consistently rallied around the event, even purchasing “Kick it for Leist” T-shirts.

Nearly 500 shirts have been purchased, she said. Monies used to purchase the shirts also go into the fundraiser account.

“It’s been a whole Steinbrenner effort,” Jarrett said. “The faculty all wore the shirts one day last week, just to get the kids talking about ‘Kick it for Leist.’ The administrators were wearing them, and they never wear T-shirts.”

School officials describe Leist as a teacher who “carries a happy and positive energy with him every day.”

“He’s a formerly very athletic, active man,” Jarrett said.

Yet, she acknowledged that her colleague’s voice has gotten worse “almost by the week” due to ALS.

“His speech — that’s what being affected the most,” she said.

Jarrett, who has had family members affected by the disease, said Leist originally requested all proceeds to be donated to the ALS Association.

But, she persuaded him to allow the effort to benefit his family.

“It’s a tricky, tricky horrible disease,” Jarrett said. “There are so many costs that nobody thinks about.”

Learning Gate dishes up a garden party

Learning Gate Community School threw a garden party and invited its friends.

More than 80 parents, local garden club members and community leaders shared a luncheon feast in a glade beneath the branches of an ancient oak tree.

A short stroll away, fifth-graders guided lunch guests on a tour of the school’s working garden.

Kindergarteners through fifth-graders also entertained at the luncheon with songs about nature and Mother Earth.

The annual event, in its third year, brought the school family and the community together to take a peek at what Learning Gate is all about.

“It’s so nice to see people come into our world and see what we’re doing here,” said Principal Michelle Mason.

Learning Gate abides by the motto, “Nature is our best teacher,” and has received a national award for its EcoFest, held each year at Lowry Park Zoo.

“It’s kind of like a secret, a hidden jewel here,” said Michelle Northrup, marketing and parent involvement facilitator. “Our students work in the garden everyday. We do a lot of projects, based on hands-on learning.”

The charter school for kindergarten through sixth grade is tucked away in a wooded area off Hanna Road in Lutz. A school campus for seventh and eighth grades is on Lutz Lake Fern Road.

The school’s hands-on approach can help students build confidence.

“We provide an atmosphere where they are able to explore who they really are,” said Adam Wolford, assistant principal. “This is something that really sticks with them.”

Ten-year-olds Anna Mitchell and Emily Slean said they tend small gardens at home.

They said the school garden offers a fun way to learn.

“We don’t just have to look it up in a book,” Mitchell said.

“We’re always ready to get our hands dirty,” Slean said. Besides, she added, “I love the things that are eatable.”

The classmates gave luncheon guests the rundown on Ceylon spinach, which they explained has medicinal uses and also can be used in soups and salads.

Ten-year-olds Griffin Vazquez and Ezekiel Udozorh handed out samples of freshly brewed hibiscus tea to guests touring the garden. They also took turns giving a plant lesson on the hibiscus acetosella, which can be found in the Dominican Republic and Zambia, and can lower cholesterol and blood pressure.

“They see how the world works, how food is put on the table,” said Wolford.

Chayton Martin and Kiersten Stevens, also both 10, handed out mint leaves, which smell nice, but aren’t good to eat. The plant does have eatable tubers, however, they explained.

Evan Hill and Cole Vakil, both 10 years old, handed out Seminole pumpkin seeds.  The pumpkin can be used in many recipes, they said.

“This is a really weird one – mac n’ cheese,” Hill said.

Ten-year-olds Kaylie Gagne and Skye Sharpe stood under the shade of a moringa tree, whose tiny leaves are filled with vitamins and make great additions to salads.

“It’s very healthy for you,” Gagne said.

D.J. Rivera and Jacob Koenig, both age 10, handled the “star fruit” tour.

Parents Jamie Meyer and Nicole Rametta sampled the sweet tasting fruit, cut into stars.

“I think it’s wonderful,” said Rametta. “It gives the community members a chance to see how knowledgeable the kids are.”

Lutz Arts & Crafts show set for December

With a new venue in place, the 37th annual GFWC Lutz Arts & Crafts Show promises to be “bigger and better than ever.”

The show — one of the most popular events in Hillsborough County — will be on Dec. 3 and Dec. 4 at Keystone Prep High School, 18105 Gunn Highway in Odessa.

After last year’s show was cancelled due to a sinkhole at Lake Park, the GFWC Lutz-Land O’ Lakes Woman’s Club scrambled for about three months to find a new permanent venue location.

The club signed a five-year contract with Keystone Prep to hold the festival on the school’s property, which spans over 60 acres.

“We’ve got a lot more room,” said club chairwoman Faith Sincich.

Other possible venues — Land O’ Lakes Community Center and the Florida State Fairgrounds — were also explored.

“Our club really banded together,” said Kay Taylor, art show director. “We have 100 members, and we had people from the whole club check out venues.”

The club is hoping for a “smooth transition” in the show’s first year at Keystone Prep.

“We’re trying to anticipate every single hiccup that can happen,” Sincich said.

The show director agreed.

“We know we have more to address,” Taylor said, “because the county provided things like dumpsters and electricity.”

After the show’s cancellation in 2015, this year’s event may prove to be one of the largest ever.

The club expects to have 355 vendors — about 50 more than two years ago — and anywhere from 30,000 to 40,000 attendees.

“We’ve never been this full at this time,” Taylor said. “We have a lot of new vendors.”

Additionally, existing vendors, Taylor said, will have more distinctive offerings compared to previous shows.

“What they did 10 years ago isn’t what they’re doing today,” Taylor explained. “The crafts are more sophisticated and evolving. It is a perfect place to go Christmas shopping.”

Attendees can expect to see a wide assortment of items, including paintings and photography, jewelry, plants, and various forms of art — metal art, wood art, yard art.

“If it’s a craft, we have it,” Taylor said. “We’ve got some really unique items coming in this year. There’s a guy that makes lamps out of musical instruments.”

There will also be an eclectic offering of soap crafts, club members said.

“One lady makes hers in the shape of desserts, so her display looks like a bakery,” Sincich said. “It’s really a cool display.”

The show’s food offerings have expanded, too.

The club expects 14 food booths, which will be arranged in a U-shape, resembling a makeshift food court.

“We bumped up our food vendors,” Sincich said. “We have a cake vendor coming in, as well as an award-winning barbecue guy.”

The arts & crafts show is the largest yearly fundraiser for the club, which gives back to the community in the form of college scholarships and donations to local charities.

To make up for the shortage of funds triggered by the cancellation of last year’s show, the woman’s club hosted several smaller events and fundraisers throughout the year.

Yet, it wasn’t enough.

Approximately $16,000 was taken out of the club’s scholarship budget as a direct result of the festival’s cancellation.

“It really hit our budget very hard,” said Pat Serio, head of public relations for the woman’s club. “We had to scale everything back. It’s been a very difficult year for fundraising.”

Show vendors, too, “took a hit” by last year’s cancellation.

“This was a big event for them,” Sincich said, “and the vendors are very anxious to be back.”

Described as a “family friendly event,” the annual shindig is a staple for the Lutz community.

“Typically, it is a very nice weekend,” Sincich said. “One thing I like about it is I see a lot of people and friends. It’s like a huge community event…and I’m really happy to welcome Odessa, because I think that’s kind of a similar community. It’ll be fun to incorporate their community with ours.”

Tracing the development of early Lutz

Once one of the most active stops for wood-burning locomotives, Lutz was settled with just a handful of homesteaders.

There was a store and a couple of houses there in 1907, and once the Tampa Northern Railroad was extended from Brooksville to Tampa that same year, the Concord Stagecoach Line went out of business.

But, that news didn’t discourage two brothers from West Virginia — William Paul Lutz and Charles Henry Lutz.

That’s because one of the largest sawmills in northwest Hillsborough County was the Gulf Pine Lumber Company — which was south of Odessa and owned by Charles Lutz.

In 1909, Charles Lutz built a tram track to carry his lumber 10 miles to the east, connecting his sawmill to the Tampa Northern Railroad at what is now Lutz Lake Fern Road and U.S. 41.

William Lutz — Charles’ brother — was the railroad engineer.

Most of the area was “nothin’ but sand,” according to the recollections of Dorothy Lutz Jones, stepdaughter of William Lutz.

“Then from there on to Tampa, there was nothin’ until you got there, down to the city,” Jones is quoted in an account published by local historian Susan A. MacManus, a professor at the University of South Florida.

MacManus and her mother, Elizabeth Riegler MacManus, wrote “Citrus, Sawmills, Critters and Crackers: Life in Early Lutz and Central Pasco County.

William Lutz is reported to have witnessed “strange events” as he engineered his train through such a remote countryside.

“It was not uncommon to come across public hangings and to see some unfortunate soul with his neck still in the noose,” the local history book notes.

According to his wife’s journal, William Lutz sold cars on the side and would take orders for a vehicle, and then strike one on the tracks with his locomotive.

“The railroad would pay for the damaged car, Lutz would buy it, have it repaired, and then sell it to his customer,” according to a published account.

William Lutz exhibited a better side of his nature to the family of Ella McDowell in December 1912. Ella had received a handwritten note thrown from the train by Lutz inviting her to ride with him to Tarpon Springs and spend Christmas with his family.

The year — 1912 — was also a memorable year for the local residents demanding their own post office.

That was largely because the investors of the North Tampa Land Company.

C.E. Thomas, the company’s president, had been busy marketing “…a vast settlement where folks could buy tracts of land to farm and raise orange groves,” according to the MacManus’ book.

Thomas would eventually build the new post office, and donate land for the wood-frame schoolhouse, cemetery and church. He even provided jobs with his nursery.

But, when postal officials named the new post office “Lutz” on March 27, 1912, they helped cement the memory of the contributions of the two Lutz brothers, in an area still generally known today as North Tampa.

Hillsborough County seeks to improve recycling

Hillsborough County wants to reduce recycling contamination.

That effort begins with educating the public through an online survey and various focus groups scheduled throughout October and November.

A focus group is meeting on Nov. 5 from 10:30 a.m. to noon at the Northdale Recreation Center, 15550 Spring Pine Drive in Tampa.

Information gathered through the survey and focus groups will be used to design behavior-based education and outreach messaging to reduce recycling contamination, which occurs when non-recyclable items or heavily soiled items are mixed with clean recyclable items during collection.

“We’re basically just trying to get feedback from the public with the ultimate goal of using that information to deliver information to them in a way that’s going to be more impactful for them, and hopefully increase (recycling) participation,” said Travis Barnes, recycling coordinator for the Hillsborough County Solid Waste Management Division. “We’re…trying to hone in on a baseline of what the public’s understanding of our program is right now: What are their existing habits? How are they disposing of things?”

The county’s recycling contamination rate is about 19 percent, Barnes said. The national average is reportedly about 16 percent.

The county is trying to raise awareness about which items should be placed in 65-gallon, blue recycling carts and 95-gallon, gray garbage carts.

“For every 100 tons we bring in, about 19 of those tons end up having to go back to our waste energy facility to be incinerated,” Barnes explained. “That could be people throwing in an actual bag of garbage…or it could be things that people presume to be recyclable, but aren’t in our program.”

Barnes noted county residents and businesses often try to recycle items such as construction and demolition debris, yard waste and scrap metals.

“Those things can’t be recovered by our single-stream (recycling) program,” said Barnes. “Those items are problematic because they get into our sorting equipment…and basically end up shutting down the whole line. A couple times a day, we’ve got to physically remove and cut that stuff out of the sorting line. In that whole time, we’re losing productivity and the ability to recycle more tonnage in a given day.”

The county introduced automated curbside single-stream recycling in October 2013. The program has resulted in an 82 percent increase in recycling tons collected. The current average tons per year of recyclables rose to 64,000 in 2016.

Program recyclables should be placed in the blue cart clean, dry and unbagged to ensure proper sorting.  Officials say a good rule of thumb is “when in doubt, throw it out.”

Assisted care center opens in Lutz

The legendary Pat Boone helped create an air of excitement at the grand opening ceremony of a new $13 million assisted care living facility in Lutz.

Boone made an appearance at Angels Senior Living at Lodges of Idlewild, 18440 Exciting Idlewild Blvd., on Oct. 22, to help celebrate the facility’s completion.

The three-story living facility is about 76,000 square feet.

It features 94 units, including studio, one-bedroom, two-bedroom to serve more than 100 residents.

The 82-year-old Boone has sold an estimated 45 million records, and was especially popular during the ‘50s and ‘60s. He had 38 Top 40 hits and has appeared in more than 12 Hollywood films.

This is a phenomenal building,” said Boone, addressing several hundred guests in attendance.

“I believe very strongly in these facilities. My grandmother lived her last years in an HCA (Hotel Corporation of America) facility in Jacksonville. I got to visit with her there long after she was not able to take care of herself.”

Boone, a longtime friend of John Young, executive director of Lodges of Idlewild, continued to heap praise on the new facility throughout the ceremony.

“You’ve got something really special in your midst. You have time to relive a lot of your life again,” Boone said.

Including Young, Lodges of Idlewild features a six-member leadership team with over 100-plus years experience in health care.

Ralph Fritsch, community relations manager at Angels Senior Living, said residents have been moving into the new facility “almost everyday” since its soft opening on Sept. 19.

“This is kind of the beauty of this community: we run it like a crew ship,” said Fritsch. “We have a theme every week — like ’50s and ’60s.”

He said the living center has a minimum of two interactive activities every hour between 8 a.m. to 8 p.m., each day.

“It’s everything from bingo to board games,” Fritsch said. “We do brain games at 10 a.m., every day. We do chair exercises, dances. We’ll bring in professional artists to teach an art class, so they can paint, and we’ll hang their painting on the wall.”

As part of the assisted living experience, residents will be aided in hygiene, ambulating, keeping track of medications, and dining.

In addition to assisted living, Lodges of Idlewild will offer both memory care and independent living services.

The memory care program, designed for residents suffering from dementia or Alzheimer’s disease, is a “secured unit” with a higher staffing ratio for additional attention.

The independent living program also features independent apartments where residents can pay for “a la carte services” and transition into the assisted living facility when needed.

A rough estimate for the monthly cost for a resident to live at the facility is $4,000.

The two best options for financial assistance for senior care is through the Medicaid Managed Long Term Care program, or the Veteran’s Aid (VA) and Attendance program attained by serving in a war, according to Angels Senior Living’s website.

The Medicaid route requires being on Medicaid and then applying for the program to pay an amount that may total 25 percent to 50 percent of monthly rent.

The veteran’s aid option requires an application through the U.S. Department of Veteran’s Affairs. Financial assistance in this program varies.

Angels Senior Living operates nine other locations throughout Hillsborough, Pasco and Pinellas counties.

There are three facilities in North Tampa alone — Connerton Court in Land O’ Lakes, Angels Senior Living at New Tampa on North 42nd Street, and Shady Palms on North Florida Avenue.

Tampa Premium Outlets goes pink

Pink is in vogue at Tampa Premium Outlets, and for good reasons.

On Oct. 29, the outlet mall will cap off a month-long More Than Pink campaign in recognition of October as National Breast Cancer Awareness Month.

But, the day also highlights the Grand Opening Anniversary Celebration of the Tampa Premium Outlets, including opportunities to make donations to Susan G. Komen, a nonprofit that supports breast cancer research and educational awareness.

From 6 p.m. to 9 p.m., shoppers can enjoy family activities, strolling entertainers, and live music from Mad Dog and Sacred Fire.

One year ago, the outlet mall opened its doors to more than 90 retailers, and heralded the renewal of economic development along the State Road 56 corridor.

“It’s hard to imagine that we opened one year ago,” said Sarah Rasheid, Tampa Premium Outlets’ marketing director. “We’re very proud of what we’ve accomplished.”

Currently, about 105 retailers are in business at the outlet mall. Three new restaurants are set to open shortly on parcels fronting the shopping mall – BJ’s Restaurant & Brewhouse, McDonald’s and Longhorn Steakhouse.

 

They are only the latest along restaurant row, and join Cheddar’s Scratch Kitchen, Chick-Fil-A and Culver’s. Still to come are Panda Express, On the Border Mexican Grill & Cantina and Starbucks. Among new retailers that have opened over the year inside the outlet mall are Steve Madden, Hanna Andersson and the Flip Flop Shops.

Construction is underway on a large outparcel on Costco Wholesale, which is slated for an early 2017 opening.

As shopping and dining experiences grow at Tampa Premium Outlets, community outreach also is taking root.

The More Than Pink campaign is part of the mall’s community outreach.

Store and mall employees donned pink clothing, pink ribbons and pink accessories during October.

Donations to Komen can be made at Simon Guest Services in Market Hall.

The outlet mall’s owner, Simon Properties, donated more than $470,000 to the nonprofit in 2015, and by Sept. 30, 2018 is pledging contributions of at least $1 million for each year of the program.

A More Than Pink Hero Wall allows survivors and families to honor their victories over cancer, and the continued fight for improved treatment and a cure.

Stickers for $1 can be bought and placed on the wall, with all proceeds going to Komen. In addition, $10 discount cards can be purchased at Guest Services. The cards can be used for 25 percent off one item at participating shops at Tampa Premium Outlets. All proceeds from the sale of the cards go to Komen.

With Thanksgiving around the corner, the mall soon will begin glowing with seasonal holiday colors and lights.

On Nov. 19, from 6 p.m. to 9 p.m., the public is invited to a Christmas lighting and the arrival of Santa Claus.

And, upcoming, Rasheid said, “There will some festive ways to get involved.”

The mall will host a Community Holiday Performance from Nov. 20 to Dec. 24, at select dates and times. Community groups, schools and organizations will be featured.

A Community Gift Wrap from Dec. 10 to Dec. 24, also at select dates and times, will allow organizations to provide volunteers who will provide gift wrapping the mall’s visitors in return for donations.

Rattlesnake fest hits half-century mark

They weren’t bringing in rattlesnakes that they’d found out in fields or carting in live gopher tortoises to race — but they were having old-fashioned fun at the San Antonio Rattlesnake Festival & Run.

Kids scaled up rock walls, people had close encounters with alligators and bands played continuously.

The festival, held in San Antonio’s City Park, celebrated its 50th anniversary with a two-day event, on Oct. 15 and Oct. 16.

It was a hit.

It’s hard to get actual numbers, since there’s no admission charge, but Betty Burke, chairwoman of the organizing committee, estimated attendance at between 7,000 and 8,000 people.

“My goodness, it was fantastic,” said Burke, a member of the Rotary Club of San Antonio, which put on the event.

There were lots of kids, she said. And, “there were dogs everywhere.”

People seemed to be enjoying themselves, said Burke, noting she was “very happy” with the way things turned out.

“Croc Encounters — that was real popular,” the chairwoman said. “Everybody loved the music,” she added.

Besides listening to bands, festivalgoers could get a bite to eat, pose for a picture in the pumpkin patch, or do a bit of shopping.

There were barrel train rides, a bounce house, a rattlesnake run, and wooden gopher tortoise races — a perennial hit at the event.

The festival is the primary fundraiser for the Rotary Club of San Antonio. Proceeds support local scholarships, community projects and international Rotary projects, such as Polio Plus. The event is partially funded by Visit Pasco Tourism and Visit Florida. Area businesses, community members and sponsors, including The Laker/Lutz News, also support the event.

Boundaries recommended for Elementary B

A boundary committee has recommended boundaries for a new elementary school being built in Bexley, a new subdivision being built in Land O’ Lakes, off of State Road 54.

The committee has selected an option that would include Ballantrae, Suncoast Meadows, Suncoast Pointe, Hayman/Fuentes, Meadowbrook/Sierra Pines, and all of Bexley, which are east of the Suncoast Parkway.

The new elementary also would include Swan View Townhomes, Ivy Lake Estates and Toscano at Suncoast, which are west of the Suncoast Parkway.

The proposed boundaries would reduce crowding at both Odessa and Oakstead elementary schools, and would provide additional students for Lake Myrtle Elementary.

Students that would be shifting from Oakstead to Lake Myrtle live in these areas: Morsani, Woodville Palms, Cambridge/Lake Linda, Oakstead Area South, Cypress Cove/Village on the Pond, Meadowview/Country Close and Foxwood/Lake Heron.

While the committee recommends the boundaries, the Pasco County School Board has the final word on where the lines should be drawn.

Elementary B is expected to open in the fall, for the 2017-2018 school year.

It will have a capacity of 878 students, and is expected to have 706 students.

Oakstead, which had 1,095 enrolled students is expected to have 765 students, under the proposed boundaries. Odessa, which had 1,000 students, is expected to have 780, and Lake Myrtle, which had 587 students, is expected to have 616.

A parent meeting has been scheduled for Nov. 1, from6 p.m. to 8 p.m. in the cafeteria at Oakstead Elementary,11925 Lake Patience Road.

At that meeting, staff for Pasco County Schools, will explain the proposed boundaries and will invite those attending to ask questions and provide feedback.

While the school district needs to draw boundaries for new schools, the issue is typically controversial. Some parents complain that they deliberately moved into the area because of the school they believed their child would attend. Others are happy with the school and don’t want their child’s education disruption. Potential issues with childcare, after-school activities and the parents’ ability to be involved at the school are other common complaints.

Dave Skanga, area superintendent for Central Pasco schools, said he understands that parents have concerns, especially about the unknown.

However, Skanga said, the district will do what it can to reduce parental concerns about having their children zoned to a different school.

He expects the principal of the new school to be named in November. He also noted that many of the teachers will be coming from schools whose students are being shifted into the new school, Skanga said.

“This is going to be a beautiful building,” Skanga said. It will be well equipped, too, he said. “It’s state-of-the-art when we open a new school.”

The school board is scheduled to hold its first public hearing on the proposed boundaries on Dec. 20 and its second public hearing on Jan. 17, when it is expected to make the final decision on the issue.

Pasco testing idea of cat license fees

A catfight nearly broke out as Pasco County commissioners couldn’t quite agree on whether to mandate $5 license fees for man’s best feline friend.

The fees are among a package of changes proposed for the county’s Animal Services, which is searching for ways to boost its budgetary bottom line.

In a compromise, county commissioners agreed to approve the entire package included in an amended ordinance, with one exception.

The mandatory cat fees and licenses will be charged as part of a one-year pilot program, with quarterly updates on the number of licenses sold. Cat licenses currently are made available on a voluntary basis.

Animal Services’ officials are working out details on how to get the word out to residents and veterinarians.

The goal with the mandate is to collect about $60,000 for an Animal Services Sterilization Fund to support the county’s low-cost spaying and neutering program.

“I’m willing to give you a year but I’m expecting you to exceed the numbers,” said Pasco County Commissioner Mike Wells. “I’m not sold on it. I hope you can prove me wrong in 12 months,” Wells said.

Pasco County Commissioner Jack Mariano said the fees could have unintended consequences, if cat owners balk at the costs.

“What are they going to do? Let the cats go,” he said. “It’ll get worse and worse.”

Pasco County Commissioner Ted Schrader said he thought the fees had been scratched from Animal Services’ proposal, when it was presented at a budget workshop.

County officials said they were trying to be creative in coping with an approaching depletion of funds for spaying and neutering. At the workshop, they projected the coffers will be empty within three years unless a funding source is found.

Currently, revenues from dog licenses are the only resource, essentially subsidizing the expense of spaying and neutering cats, said Michael Shumate, the county’s Animal Services director.

“That revenue source is drying up,” he said.

Pasco is one of three counties in the state that doesn’t require cat licenses, and collect fees, said Cathy Pearson, the county’s assistant county administrator for public services.

However, one exception to the fees raised questions with some commissioners.

No fees will be charged when feral cats are trapped and released after being sterilized. And, they won’t have to wear collars displaying their tags. Veterinarians identify those cats by clipping a notch in one of their ears.

The trap and release process is a sometimes controversial method of trying to reduce kitten populations among feral cat colonies.

County Administrator Michele Baker is a cat owner and lives in a neighborhood with a number of feral cats.

“They are producing kittens. They are walking on my car,” she said. “I would gladly buy a $5 tag if that would allow Pasco County to neuter and spay some of the cat colony in my neighborhood.”

Cat licenses aren’t the only change for pet owners and veterinarians.

The county will require that animals sold or adopted must by micro-chipped. Veterinarians and pet dealers must have license tags available for sale, report stolen tags and provide copies of rabies vaccination certificates.

A new fee schedule also was approved.

Costs for dog and cat adoptions are unchanged, at $70 and $40 respectively. But adopting a small breed dog and puppies under four months of age will cost $85. Kittens younger than four months will cost $50.

However, animal services often have special discounted adoption events.

Dog and cat owners also will be able to get three-year rabies tags.
