Swiss manufacturer will relocate, bring 500 jobs to Pasco

Mettler Toledo plans to build a new, 250,000-square-foot manufacturing plant in Lutz that will bring as many as 500 jobs to Pasco County.

The company will hire 185 new employees and transfer another 320 jobs from operations in Ithaca, New York, and from 6005 Benjamin Road, in the Town ‘N Country area of Hillsborough County.

The announcement was made at an Aug. 23 press conference at the West Pasco County Government Center in New Port Richey. Nearly 20 local and state elected officials and government leaders attended.

Mettler Toledo plans to invest more than $30 million in the project.

The plant will be located within Northpointe Village, off State Road 54 at the Suncoast Parkway.

Securing the manufacturer is seen as a boon for Pasco in its efforts to lure new, diversified industry to the county. It also keeps jobs in the Tampa Bay region. Company officials said they had looked at sites in Georgia and near Orlando.

“It was very important we keep this company in Tampa Bay,” said Pasco County Chairwoman Kathryn Starkey. “We have available land for this company to expand. We play an important role in that, for the region.”

Indeed, Mettler Toledo Safeline’s general manager, Viggo Nielsen said no other area had suitable sites large enough for a building that will more than double the size of its current facility.

After 15 years of growth as a company, Nielsen said, “We really need more space. This actually is quite a central location and also a very nice place for our customers to come visit.”

Some of Mettler Toledo’s current employees live in Pasco, Nielsen added.

The Switzerland-based manufacturer is a global supplier of precision scales and services used in research, and the packaging and production of food and pharmaceuticals.

The company’s American headquarters are in Columbus, Ohio.

The new facility will be part of the product inspection division for Mettler Toledo Safeline.

A groundbreaking is anticipated as early as October, with an opening in 2017.

The search for a new location began about a year ago when Mettler Toledo officials contacted Enterprise Florida Inc., the state agency tasked with bringing jobs to Florida.

The Pasco Economic Development Council, the county’s marketing and strategic development partner, was among agencies that responded to inquiries about potential sites for an unidentified manufacturer, later revealed as Mettler Toledo.

“It really is a regional win,” said Bill Cronin, president of Pasco EDC.

Partners in the efforts to attract Mettler Toledo included Pasco EDC, Enterprise Florida, Florida Department of Economic Opportunity, CareerSource and Duke Energy.

Having available land was important, said Cronin, but a skilled labor pool also was essential.

“Workforce is big and the most important asset,” he said. “We also showed that we have an understanding of their business.”

Mettler Toledo is expected to receive monetary incentives, based on job creation. The Pasco County Commission is expected to receive an agreement detailing those incentives in coming weeks.

However, Nielsen said the incentives weren’t the major driver behind the company’s relocation to Pasco.

“It is about value creation in a broader sense,” Nielsen said.

Company officials looked for a pro-business environment and access to a diverse, skilled workforce.

“We will make this place a great place to work,” he said.

Ridge Road extension needed to avert potential disaster

There I was on a recent Monday morning, headed west on State Road 54 on my way to one of the several part-time jobs that occupy me since the demise of the Tampa Tribune.

And, it was all good.

I had my podcast going on. I was making good time. The consumption indicator in my car’s computer reported I was cruising at more than 40 miles per gallon. As much as a 60-something guy not on his way to play golf on a weekday could be, I was content.

Then, seconds past the railroad crossing at Land O’ Lakes Boulevard, there it was: a sea of glowing brake lights announcing a three-lane parking lot stretching around the gentle bend leading to Oakstead.

Ahead, a Pasco County Sheriff’s deputy’s patrol car sat broadside to the stopped traffic near a break in the median. And beyond, past another half-mile of stopped traffic, by the landmark sign for Stonegate, flashed the lights of a rescue vehicle.

We sat like that for 20-odd minutes, until the deputy whose car blocked our path began directing us through the median cut that ordinarily was off-limits to westbound travelers.

I can’t say how long traffic was blocked, or how long it had been stymied when I came upon it. Neither the sheriff’s office nor the Florida Highway Patrol could produce a record of the incident.

But, while I am left to guess at the duration, I’m certain about the rest: For at least an hour, if not longer, on that recent Monday morning, all of Pasco County east of U.S. 41 was one incident on State Road 52 from being cut off from the western half of the county, including Sunlake High School, the Suncoast Parkway, the west-side government complex, Trinity, U.S. 19 and the Gulf.

What would it have taken? Another gas leak, like the one that shut down State Road 54 near Starkey Boulevard in late June, would have done it. Another manhunt like the one in early June near Safety Town. A mishap in a construction zone. Something going wrong at the CSX crossing. A sinkhole.

That morning it was westbound traffic under threat. Tomorrow it could be eastbound, or, with just the right confluence of misadventures, all traffic in both directions.

Clearly, two east-west thoroughfares, separated by a dozen miles, are no longer sufficient for a county of nearly 465,000 extremely mobile residents, and who knows how many more passing through. If only Pasco planners had some sort of strategy to address this looming concern.

Oh, wait. They do.

It’s called the Ridge Road extension, an 8-mile, multi-lane, limited-access highway that, while splitting the difference between state roads 52 and 54, would provide a vital third link between New Port Richey and Land O’ Lakes.

It’s been part of the county’s comprehensive transportation plan since before we knew about Monica and Bill, before the dot-com bubble, even before smartphones. The Ridge Road extension plan has been around so long, biker jackets and real estate had time to be cool, fall out of favor and become cool again.

And, with certain construction caveats, building it ought to be a no-brainer.

Which is where Margaret Smith and Sam Beneck, a couple of affable civil engineers who love making things work better, come in. Smith, as director of engineering services for Pasco County, is Beneck’s boss. Beneck, 31, a Virginia Tech graduate who cut his transportation teeth trying to improve the commuting nightmare around Washington D.C., is the Ridge Road extension project manager.

Everything that worries me about having just two east-west thoroughfares concerns them, too, but they absolutely obsess about what happens when everybody living along the U.S. 19 corridor waits (as you know they will) until the very last moment before fleeing for high ground in the face of the inevitable Big One. Or the Sort-of-Big or even Medium One, given how much of the coast, from Palm Harbor north, is floodplain.

As Beneck explains, by the time the first bands of a serious tropical event arrive, “The Courtney Campbell Causeway is going to be underwater. Everybody in northern Pinellas is going to be coming north.”

On a good day, there’s not enough space on State Road 54 to accommodate everybody, even if authorities converted all of it to one-way eastbound. When the bad day happens — engineers don’t deal in “if” — Pasco will need another eastbound artery.

As my recent Monday scenario demonstrated, Pasco already does.

Environmentalists reliably push back, claiming any number of things that either aren’t necessarily true, or authorities could prevent.

For instance, the Ridge Road extension would go through the Serenova Preserve, which was set aside as mitigation for the Suncoast Parkway. Why put a highway through a mitigation zone?

Because the Serenova agreement anticipated the extension; proof is in the expensive overpass at the Suncoast’s Mile Marker 25.2, precisely where the extension is projected to emerge from the Serenova and link up with the toll road before plunging ahead toward Land O’ Lakes Boulevard.

But, it will be disruptive to wildlife. Yes. Preserving human life, or simply making it more convenient, sometimes is. Still, highway planners are not heartless. Lots of them — I can cite at least two — love long bicycle rides on paths otherwise set aside for nature.

“That’s why I live in Land O’ Lakes,” Smith says. “I’m never more than 10 minutes from a park.”

Accordingly, the project calls for at least eight wildlife crossings and two bridges, and, according to Smith and Beneck, a rather spectacular bicycle path.

Well, it’ll certainly lead to more development. Well, not in the Serenova. And, if the U.S. Army Corps of Engineers — whose approval stands between the planners and groundbreaking — stick to its limited-access guns, not much will spring up on the Suncoast-to-U.S. 41 stretch.

All that remains, apparently, is a proper tweaking of the route with an eye to the least possible impact at the best possible construction price. The money is set aside. The time has never been better.

Twin disasters a dozen miles apart is not unimaginable. And, every day that passes without it happening is a day closer to the day it will.

Medical marijuana is a need, some residents say

Denise Houston is a cancer survivor who used cannabis to get through her debilitating radiation treatments.

She shared her story during an Aug. 9 Pasco County Commission meeting because she wanted commissioners to consider it, as they decide the future of medical marijuana within the county.

She was one of several speakers at the public hearing on a proposal to extend a ban on the growth, processing and dispensing of cannabis through the end of the year.

An existing ban is set to expire Sept. 2.

Cannabis is the basis for medical marijuana, which is legal in Florida in a low-level, non-euphoric form known as Charlotte’s web.

“It’s a life saver for some people,” Houston told commissioners. “I am one of those folks. I am a caregiver for one of those folks.”

Houston urged the board to not extend the ban and to instead open the door to medical marijuana in Pasco.

County commissioners won’t vote on the matter until a second public hearing scheduled Aug. 23 at 1:30 p.m., in New Port Richey.

County officials say the extended ban will allow more time to craft land use and zoning regulations.

One option would be to ban dispensaries. However, as a backup, commissioners also requested staff to write regulations restricting activities to industrial districts.

Complicating the matter is a Nov. 8 referendum when voters statewide will decide whether to allow stronger strains of medical marijuana and to expand the list of illnesses that can be treated with medical marijuana. Current law allows its use for cancer and seizure disorders.

Florida’s health department recently approved the first of six dispensaries qualified for permits. The first delivery of medical marijuana went to a man living in Hudson.

However, law enforcement and substance abuse counselors are wary of the expansion of medical marijuana.

Pasco County sheriff’s office has provided county commissioners with data on crime spikes in states, such as Colorado and California, which have approved either medical marijuana or its recreational use.

At the recent public hearing, representatives in the substance abuse prevention and treatment field spoke in favor of the moratorium.

Kent Runyon told commissioners of a visit to Seattle where he saw a billboard advertising a local marijuana farm. “It sounded like you’re going to a pumpkin farm picking pumpkins,” said Runyon, who is chief strategist and compliance officer at Novus Medical Detox Center in New Port Richey. “Is this the message we want for our youth and our children (that) it is something good, something embracing, something harmless?”

Still, the majority of speakers at the hearing urged commissioners to support medical marijuana as a health benefit and a potential source of tax revenue for the county.

Some farms in Pasco that are struggling could make money from growing cannabis, said Travis Moorehead. He also told commissioners he knew of people with prescription pill addictions, but marijuana “probably is one of the least dangerous things you could allow.”

Garyn Angel, chief executive officer of Angel Enterprises, described himself as a “world leader in the cannabis industry.” He invented a machine to extract nutrients from botanicals as a way to help a friend with Crohn’s disease, and now owns Magical Butter, a company that sells his invention.

Angel said he has partnered with university researchers to learn about cannabis and its health benefits. “It is one of the greatest anti-inflammatories we have,” he said. “Inflammation is at the root of most diseases, especially in the gut.”

He suggested to commissioners that Pasco could become a hub for the medical marijuana industry, benefiting patients and boosting the county’s economy.

“The dollars are coming,” he said. “It’s going to happen. Let’s embrace it …let’s be a flagship.”

But, money wasn’t the issue foremost for Pasco County Commissioner Mike Wells.

“This is personal to me. I have a friend now with stage three cancer,” he said. “The only thing that can help him is to smoke marijuana. The law says he can’t do that.”

Wells and Pasco County Chairwoman Kathryn Starkey requested a workshop so that they could learn more information from all sides of the issue.

“It’s just a subject I don’t know a lot about,” she said. “I’ve heard a lot of different compelling stories from both ends. It’s incumbent upon us to get more educated.”

A workshop likely will be scheduled in September.

Bus riders will get new routes, shorter waits at bus stops

Shorter wait times at bus stops on State Road 54 and a new Land O’ Lakes connector bus route are ready for a roll-out.

Effective Aug. 15, riders on Bus Route 54, known as the Cross County Connector, will have new Saturday service, a new route pattern with a bus stop on U.S. 19, and buses that run every hour, not every two hours.

The route will stretch from U.S. 19 to City Hall in Zephyrhills, with stops in between at The Shops at Wiregrass and Tampa Premium Outlets.

To ensure the shorter waits, some bus stops with low ridership along Duck Slough Boulevard and within the Trinity area served by Bus Route 23-Little Road will be discontinued.

“It’s going to make our routes more efficient,” said Philip Pumphrey, Pasco County’s public transportation director.

Riders also will get an upgrade with two new 40-foot buses with plush seats, reading lights and luggage racks.

The goal is to give riders more commuting options and a better ride, Pumphrey said.

The Pasco County Commission approved the new service route on State Road 54 at its July 26 meeting in New Port Richey.

The Land O’ Lakes bus service is scheduled for March 18, pending approval of Pasco County’s proposed 2017 budget.

The route will move north on U.S. 41 with bus stops that include the Central Pasco Chamber of Commerce, the Land O’ Lakes Community Center, post office, Land O’ Lakes High School and the detention center.

A loop eastward along State Road 54 will have stops at Collier Commons and the Land O’ Lakes Branch Library.

The new bus routes and shorter time waits were among recommendations in a report from Tindale Oliver & Associates. The consulting firm completed a study of the county’s transportation needs into 2040.

By extending Bus Route 54 to U.S. 19, county officials anticipate riders can transfer directly to Bus Route 14-Madison Street; Bus Route 18-Tarpon Springs/Grand Boulevard; Bus Route 25-Rowan Road, and Bus Route 23-Little Road.

There will be fewer transfers overall for riders trying to connect with the cross-county connector and destinations to the east or to board Bus Route 19 for destinations south, and from there to the Pinellas Suncoast Transit Authority system (PSTA).

Future improvements recommended by Tindale Oliver’s consultants include bus service until 11 :30 p.m., cutting wait times to 30 minutes on all routes and adding Sunday service. The consultants also recommended adding 30-minute local and express bus routes in future, and providing a 15-minute rapid bus service.

Zephyrhills is looking for a new city attorney

For the first time in more than a decade, the City of Zephyrhills needs to find a new city attorney.

Joseph A. Poblick, 41, stepped down from the position after Gov. Rick Scott appointed the attorney to the Pasco County Court.

Poblick replaces retiring judge Mark H. Salton, who presided over misdemeanors, driving under the influence and criminal traffic cases.

Poblick’s last city council meeting as the council’s attorney was July 27.

“It’s been a wonderful decade,” said Poblick, who’s had the role since 2006. “I remember not too long ago I did a tally of all the council meetings I’ve attended…and it’s a rather large number.”

Poblick said he didn’t have much notice of his appointment to the bench, which prevented the city from finding an immediate successor.

“We’re kind of caught between a rock and a hard place,” Council Vice President Alan Knight said, during the council meeting. “We need to get somebody on board.”

Poblick recommended the city should hire an interim attorney, as the search continues for his permanent replacement.

“I think it’s important to have somebody in place now,” Poblick said. “To the best of my knowledge (the council) has nothing that’s critical coming up, but I still think it’s important to have somebody on call should something arise.”

Poblick told the council that candidates for the permanent position don’t necessarily need to have a great breadth of municipal experience to handle city attorney duties.

“I think if you can find a qualified attorney, there’s things they can pick up and things they can look into,” he said. “I don’t think you need to limit yourself to someone who has prior government experience. I think a lot of it is you’ve just got to find somebody you’re comfortable with.”

Poblick also served as city attorney for both Port Richey and New Port Richey, leaving all three Pasco County municipalities in similar predicaments.

City Manager Dr. Steven Spina said New Port Richey’s city manager, Debbie Manns, reached out to him about the possibility of creating an inter-local agreement to share an attorney.

However, the Zephyrhills council decided that it would be preferable to hire its own city attorney, ideally from a law firm based in East Pasco.

“If they can be a Zephyrhills or Dade City firm, I think that would be best,” Councilman Lance Smith said. “It doesn’t have to be, but you get somebody out of Tampa or Land O’ Lakes, I think we’re kind of going to be a little bit forgotten.”

Poblick, who ran his own private practice in Dade City since 2005, concurred: “If there’s one thing that made it easier in my representation, it was being close by.”

Two of the more recent high-profile cases Poblick oversaw as Zephyrhills’ city attorney: the 2015 firing of a Zephyrhills Police officer for unlawful use of a taser, and the 2012 ouster of former Zephyrhills Mayor Steve Van Gorden, in the wake of sexual harassment allegations.

Poblick previously served as an assistant state attorney for the 9th Judicial Circuit.

He received his undergraduate degree from the University of South Florida and his law degree from Loyola University.

In 2012, Poblick ran unsuccessfully in a four-way primary to replace retiring judge Robert P. Cole.

Pasco grapples with marijuana dilemma

Pasco County commissioners want to extend an existing moratorium on the growth, sales and distribution of cannabis until the end of the year.

The delay would give the county’s legal staff time to craft an ordinance to ban those activities in the future. As a backup, the county would approve regulations to restrict those activities to industrially zoned locations, with conditions.

The ordinance also would update police powers in making arrests for illegal possession of marijuana — which is derived from cannabis.

A one-year ban on cannabis production activities is set to expire on Sept. 2.

But, a Nov. 8 referendum on medical marijuana, if approved, could quickly change the regulatory landscape both statewide and at the local level.

TitleState law currently permits, in some instances, a non-euphoric form of marijuana, known as Charlotte’s web, for medical use by patients with epilepsy, seizure disorders or who are terminally ill. Only one organization is approved to dispense the product so far, with the first delivery of medical marijuana going to a resident of Hudson.

The state referendum proposes to broaden when medical marijuana is allowed and open the door for new dispensaries.

No dispensing sites have been approved in Pasco, but county officials said they have received inquiries about future retail sites within the county.

At a July 19 workshop in New Port Richey, the county’s attorneys sought guidance from commissioners on how to tackle the evolving marijuana issue.

They offered several options, including a total ban on dispensaries, which some counties are choosing to do.

The ban also would establish regulations as a backup to legal challenges.

“I call it a dry county kind of option,” said Kristi Sims, senior assistant county attorney, in outlining Pasco’s choices. “You can expect probably some litigation. It does carry with it the obligation to defend it, if it is challenged.”

Another option would allow dispensaries in commercial areas and calls for regulating them like pain management clinics.

Public hearings would be held before commissioners vote on the ordinance.

In recent years, 25 states have opted to approve medical marijuana, decriminalize its use or allow recreational use.

Supporters say legalizing marijuana benefits people with illnesses that haven’t responded to traditional medicines. They also say it fills state coffers with tax revenues, and reduces incarceration costs related to arrests for sale or possession of marijuana.

Opponents say medical marijuana will only open the door to recreational uses, addictive behaviors and increases in crime.

The Pasco County Sheriff’s office provided commissioners with data on crime and marijuana use in states, such as Colorado and California, where marijuana is legal in some form.

Colorado has fully legalized marijuana use. About 7,000 reported crimes occurred within 1,000 feet of some dispensaries in the first six months of 2012 and 2013, according to a report from the Colorado Police Chiefs Association.

Based on federal banking regulations, dispensaries offer cash-only sales for medical marijuana. That’s affecting crime rates, the association’s reporting shows.

“The problem with this is they (dispensaries) obviously are very easy sitting targets,” said Chase Daniels, spokesman for the Pasco Sheriff’s Office.

California is a medical marijuana state, also operating dispensaries with cash only. Police reported about 200 percent increase in robberies and 130 percent increase in automobile burglaries largely, Daniels said, “because so much cash is on hand.”

“It’s really caused quite a bit of problems,” said Pasco County Commissioner Jack Mariano. “Statistics on crime are horrible.”

Commission Chairwoman Kathryn Starkey said she’d read about families relocating to Colorado specifically to obtain legal marijuana for their ailing children.

But, Starkey also noted that the crime data is of serious concern and should be considered in deciding how Pasco should proceed.

Commissioner Mike Wells said he wanted more information on how medical marijuana helps people, especially children. “I’d still like to hear how others see this as a help. What’s the economic impact? We still need to be open to it. We have some time.”

County attorneys, in crafting the new ordinance, have an array of conditions that can be applied to dispensary permits.

Those conditions can include advertising limitations, no vending machines, no co-location with other medical facilities, a ban on sales of marijuana-related paraphernalia, regulations on sale of edible products, and an annual registry.

Legal staff urged commissioners to approve the ordinance prior to the Nov. 8 referendum to establish some “grandfathered” rights for the county, in the event the ordinance is at odds with what the state finally approves.

“It may get a little more respect if it’s in place prior to,” said Sims.

Helpers needed for Stuff the Bus

Efforts are under way to collect and distribute school supplies to Pasco County teachers through the sixth annual Stuff the Bus campaign.

The goal is to provide supplies to fulfill requests by Pasco County teachers.

“Over 1,000 teachers have signed up for their supplies,” Melinda Velez, manager of Community Impact Initiatives for the United Way of Pasco, said via email.

“We are in need of volunteers for many shifts,” she added.

It takes a lot of boxes to pack up the supplies that are collected each year through the annual Stuff the Bus, as shown in this photo taken during last year’s packing efforts at Sunlake High School. Besides helping teachers, the annual campaign provides a good way for students to get volunteer hours, and it’s a great family friendly volunteer project, Velez says.

The effort requires volunteers to help with the pack, sort and distribution duties.

Donations will be accepted from July 29 through July 31, from 10 a.m. until 4 p.m.

They will be collected at these Walmart sites: Land O’ Lakes Boulevard in Lutz, State Road 54 in Wesley Chapel, Gall Boulevard in Zephyrhills; U.S. 19 in Hudson, State Road 54 in New Port Richey and U.S. 19 in Port Richey.

Items that are needed include No. 2 pencils, mechanical pencils, crayons, red and blue pens, washable markers, permanent markers, highlighters, rulers, spiral notebooks, dry erase markers, glue sticks, pencil sharpeners, pencil cap erasers, binders and composition notebooks.

At the donation sites, volunteers will:

  • Hand out a shopping supply list
  • Collect school supply donations
  • Stuff the donations in the bus
  • Help to sort and organize the supplies in the bus

The volunteer shifts at the donation sites are for three hours, either from 10 a.m. until 1 p.m., or from 1 p.m. to 4 p.m.

This work will be done outdoors, so be sure to dress appropriately for the weather and wear sunscreen and a hat. It’s also a good idea to bring a cooler to keep your drinks cold. Water bottles will be provided on the bus.

Packing and sorting will be from Aug. 1 through Aug. 3.

Volunteers signing up to help with packing and distribution will work in four-hour shifts at Ridgewood High School, at 7650 Orchid Lake Road in New Port Richey. The work will be done indoors, in the school’s cafeteria and media center.

Pasco eyes $1.5 billion budget

Pasco County commissioners are looking at a projected budget of about $1.5 billion for 2017.

The proposed budget holds the line on new taxes, but allows some room for new services, programs, staff hires and capital improvements.

As county staff was completing the budget, they received news that property tax revenues would be about $1.8 million more than expected.

The additional cash helped avoid a repeat of last year’s scrappy debates over the budget request from the Pasco County Sheriff’s office.

This year’s budget, if approved, provides an additional $6.3 million for the sheriff’s office. The money would go for salary raises, equipment and new hires.

Other expenditures in the proposed budget include $331,000 for a bus circulator route in Land O’ Lakes, and $60,000 to hire a federal lobbyist.

Still, the budget overall reflects a “modest growth philosophy” amid an economy that is slowly recovering, Pasco County Administrator Michele Baker wrote in a letter to the commissioners.

The new fiscal year begins Oct. 1.

Commissioners received a briefing on July 12 on the proposed budget.

Public hearings on the budget are scheduled on Sept. 13 in Dade City and on Sept. 27 in New Port Richey.

Overall, the 2017 budget reflects an increase of less than 6 percent, or about $85 million, over last year’s budget.

Pasco County Sheriff Chris Nocco was able to secure more funding for raises in the county’s proposed 2017 budget. The sheriff said he needs to increase salaries because he’s losing too many deputies to other area agencies that pay more.

The millage rate would remain unchanged from its current rate of about $7.60 per $1,000 of property value for the general fund, and about $1.80 per $1,000 of property value for the fire district.

However, county officials said the typical homeowner, with a homestead exemption, could pay almost $7 more in property taxes in 2017, based on rising property values.

“I’m pretty satisfied with the budget,” said Pasco County Commissioner Mike Moore.

The bus route in Land O’ Lakes, for example, is a significant addition to the community, he said. “It’s one of our major corridors (U.S. 41) and the only one that doesn’t have bus transit. Hopefully, it will relieve traffic congestion.”

One item not included in the budget was a request for more weekend and evening operating hours at the county’s libraries. The request was to restore the hours to 2008 levels.

County officials balked, saying the recurring costs were too high.

“I would like to see us ease back into increasing library hours,” Moore said. But that seems unlikely for now, he added.

The total tax roll increased from about $20 billion in 2016 to $22.9 billion in 2017. The assessed value of new construction increased about $777 million.

In May, the Pasco County Property Appraiser’s office had projected a 5.5 percent increase in property tax revenues. But, based on additional data, valuations rose about 7.2 percent, and accounted for the additional $1.8 million in revenues.

The initial estimates were just that – estimates, said Pasco County Property Appraiser Mike Wells Sr. Typically, the numbers tick upward, but he said the increase was “a little larger than usual.”

“The county is doing well now,” he said. “Everybody seems to be cooking right along.”

With a fatter wallet than expected, departmental budget requests generally were easier to accommodate.

The total budget for the sheriff’s office for 2017, if approved, would be about $110 million, up from about $104 million in 2016.

The $6.3 million increase would fund a second year of salary raises of about 8 percent on average for sheriff’s employees.

The sheriff pushed for the funds in an attempt to prevent the loss of deputies to other Tampa Bay area law enforcement agencies with higher wages.

The sheriff’s office 2017 budget also includes 24 additional fulltime employees at a cost of about $4.9 million. Patrol laptops would be replaced at a cost of about $703,000.

But, not everything the sheriff initially requested was approved. A radio tester position and a traffic control officer for Moon Lake Elementary School were removed.

Other items funded in the proposed budget include:

  • A fire rescue ambulance and crew for Fire Station 37 on State Road 54, at Ballantrae
  • The design and construction of Fire Station 38 at Watergrass Town Center
  • A code enforcement initiative to clean up major corridors, such as U.S. 41 and U.S. 19
  • A 12-member special operations team for unique rescue situations
  • An average 4.8 percent pay raise for county employees
  • A pilot program with the homeless diversion program
  • In-house mowing, paving and sidewalk crews
  • An additional fire inspector to focus on new construction review and inspection
  • Continued upgrades on radio dispatch equipment
  • The addition of two arson investigators

Company rewarded for its job growth

Pasco County commissioners rewarded a Lutz startup pharmacy service for adding at least 26 full-time jobs to the local economy.

Crestmark Pharmacy Services LLC received an incentive payout of $104,000 through a jobs agreement approved by commissioners at their June 21 meeting in New Port Richey.

Since opening in 2015, the company has hired 24 employees.

That number could rise to 30 or more, according to Randall McElheney, company manager.

“We’re happy to be in Pasco County,” said McElheney.

Crestmark Pharmacy is located at 1860 Highland Oaks Blvd., in Lutz. The company provides prescription medications to long-term care patients at nursing homes. Services also include information technology solutions for caregivers, consultations, and infusion therapy.

The Pasco Economic Development Council reviewed the company’s application and found that it qualified for the incentive program.

Under county ordinance, companies must create a minimum of 10 jobs within a year. Salaries must be greater than the average wage in Pasco County, and at least 51 percent of products and services must be sold outside of the county.

County officials see the economic impact from jobs at Crestmark Pharmacy as a generator of additional jobs, indirectly. Estimates are for 17 more jobs locally at other businesses and 13 more jobs in other counties, for a total of 56 jobs.

Crestmark Pharmacy also is adding good paying jobs at an average annual salary of about $60,000 per employee. At 26 employees, total annual wages paid by the company would be about $1.3 million.

Annual sales for the company are about $12 million, according to county officials.

The pharmacy’s distribution area primarily is central Florida, as far north as Gainesville and as far south as Port Charlotte. McElheney said.

“The incentive had a lot to do with us deciding to come here,” he said. But, other factors also mattered.

Lutz is centrally located within the Tampa Bay region. There also is a good labor market for recruiting job applicants, McElheney said.

He also noted that Pasco is a growth area.

“People can be close to their home. It was attractive to them to work here,” he said.

Imagine School at Land O’ Lakes gains enrollment

The Pasco County School Board has approved an enrollment increase for Imagine School at Land O’ Lakes, a charter school on Sunlake Boulevard, across the street from Sunlake High School and Rushe Middle School.

The school was operating at 728 students, but will be able to increase the enrollment to 800 students for the coming school year.

Principal Aimee Williams said the school requested an increase, because it has been operating with a continuous waiting list of 400 to 600 students.

In its backup materials, the school district staff noted that Imagine is a highly performing charter school.

Williams credits the school’s success to two key factors: “Retention of staff and retention of families.”

More than 30 of its staff members have been there for five years or longer, she said.

There’s not much turnover in students, either.

Next year, the school will be graduating its first crop of eighth-graders who have been at the school since kindergarten.

Imagine opened nine years ago in a business park in Ballantrae and moved in January 2012 to what was then a new school building.

The school’s charter was renewed in 2013 for 15 years, extending the charter to 2028.

The school has a STEAM-certified staff.

It received the 2016 Promising Practice Winner by Character Counts and was 2015 runner-up in the National School of Character competition by Character Counts. It also was 2015 runner-up for National School of the Year by Imagine Schools.

Imagine’s students come primarily from Lutz and Land O’ Lakes, but also from Wesley Chapel, New Port Richey and as far away as Brandon in Hillsborough.

The opening of Sanders Memorial Elementary STEAM School and the scheduled opening of a charter school in Lutz next year doesn’t worry Williams.

The principal thinks that families choose to keep their children at Imagine because of the quality of education they receive, and the relationships that have developed between the families and staff.

“We’ve proven our worth, and the families are committed,” Williams said.
