More programs, initiatives, on tap at PHSC, provost says

Pasco-Hernando State College — which recently has been recognized as one of the top schools in the nation for its return on educational investment — continues to add new programs and initiatives.

That was the message that Dr. Stan Giannet, the college’s provost, delivered to a crowd at a recent Greater Zephyrhills Chamber of Commerce breakfast at the Golden Corral.

The state college received notification from the Department of Education last month that it was one of the top schools for affordability in bachelor’s degree programs.

And, earlier this year, WalletHub, a national economic magazine, ranked PHSC among the top three community colleges in the nation for return on educational investment, out of more than 800 candidate schools. The WalletHub study took into account student learning outcomes plus the cost.

“We’re a major state power in higher education,” said Giannet, who has been at PHSC for more than 27 years.

Giannet, also PHSC’s vice president of academic affairs, said the college has “exceeded every metric” from employability, to test score passage rates in workforce programs — suggesting over 95 percent of PHSC students who graduate with associate of science degrees or receive technical certificates find employment in their chosen career field.

“There’s nothing worse for a college to do than to have a degree program where students invest money, invest time, get out in the workforce and (find) they’re not employable in the industry or the career of their choice. We don’t have that,” he said.

The state college provides training for more than 30 careers in business, health, industry and technology, and public service through new bachelor’s degree, Associate in Science degree and certificate programs.

And, while he’s proud of the institution’s growth and achievements over time, the college has much more on tap, Giannet said.

The state college has more than 15,000 students and 500 faculty and staff members across its five full-service campuses in Brooksville, Dade City, New Port Richey, Spring Hill and Wesley Chapel.

Giannet told the crowd: “We have a lot of things in the pipeline.”

The state college is building a $15.5 million performing arts instructional center, expected to be complete by Aug. 2020.

The facility will be built on a 5.5-acre tract of land donated by Pasco County Schools on the campus of Cypress Creek Middle High School, off Old Pasco Road in Wesley Chapel.

Expanding its program and degree offerings
The state college plans to develop an Associate’s of Science degree in digital design and graphic multi-media technologies, and, Associate’s of Arts degrees in dance, music, and theatre. Several accompanying technical certificate programs also will be offered through the arts center.

The arts center will be shared with Pasco County Schools, and will be a venue for various community events.

“It’s going to be fantastic,” Giannet said.

The college also is working on other degree offerings, he said.

The college offers two four-year degree programs currently, and is working to identify a third, Giannet said. The current four-year degrees, introduced in 2014, are for a bachelor of science in nursing and a bachelor of applied science in supervision and management. The college also is working with the Pasco County Sheriff’s Office to develop an A.S. degree in crime scene technology and forensics.

That program will likely be offered at the Dade City campus, with clinical training opportunities at the Adam Kennedy Forensics Field “body farm” on the grounds of the Pasco Sheriff’s detention facility in Land O’ Lakes.

The college also is gearing up for several contract and corporate workforce training programs that are set to come online.

Among them are a 911 training program for the Hernando Sheriff’s Office; a child protection services leadership program for the Pasco County Sheriff’s Office; a medical scribe exclusive online training program; and, a childhood education certification program for the Pasco and Hernando school districts.

Elsewhere, PHSC is expanding its welding technology program to the west side of the county.

The welding program has been offered on the Dade City campus.

Now, Giannet said night classes will be available Marchman Technical College in New Port Richey, thanks to a developmental partnership between the college and Pasco County Schools.

That expansion is much needed due to an increased demand for certified welders and lack of programming the county’s west side, the provost said.

“We have a huge waiting list for welding on this (east) side of the county,” Giannet said. Our welders, when they graduate from our college, they’re snatched up by the industry. “It’s a win-win situation for our community,” he added.

Giannet also talked about the college’s new aviation program, which debuted last year.

The college offers four aviation-related associate degree programs — professional pilot technology, aviation administration, aviation maintenance administration, and unmanned vehicle systems.

Several PHSC students have already become certified pilots — including a female pilot in what is “a traditionally male-dominated industry,” Giannet noted.

He expects the program to skyrocket in the coming years.

“Aviation is going to be the hottest industry in the nation, with the impending shortage and retirement of all these aviation professionals…so we’re really excited for that program,” the provost said.

The college is next looking to create more aviation partnership, with facilities such as the Zephyrhills Municipal Airport.

It already has an existing partnership with American Aviation Flight Academy, at the Brooksville-Tampa Bay Regional Airport, he said.

Digital billboard lights up Land O’ Lakes

The digital age of outdoor advertising is coming to central Pasco.

Motorists may be familiar with a two-sided “Tri-Vision” billboard on U.S. 41, north of State Road 54. The Champion Outdoor billboard flips through a trio of advertisements on each side, as slats rotate and marketing messages change.

But, the area’s first digital billboard is being installed on the west side of the apex where Dale Mabry Highway and U.S. 41 meet, in front of the WalMart Super Store, according to county permitting records.

Thousands of motorists pass through the juncture at North Dale Mabry Highway and U. S. 41 daily, making it a prime site for outdoor advertisers.

The location is one of four digital locations in Pasco County planned by Clear Channel Outdoor, Inc. as the company moves ahead on the digital campaign it began about nine months ago in the county.

Another location in central Pasco is slated for digital at 6027 Wesley Grove Blvd., in Wesley Chapel.

Activity in west Pasco also is changing the billboard landscape.

Permits for demolition of several static billboards and installation of two digital billboards happened in 2017 at 2310 U.S. 19 in Holiday, and on State Road 54, east of Little Road, in New Port Richey, according to county records.

A representative of Clear Channel couldn’t be reached for comment.

The Pasco County Commission approved an ordinance in early 2017 to allow permitting of new billboards as part of a strategy to reduce visual blight on the county’s major corridors. Until then, a ban on new billboards had been in effect for about 17 years.

Outdoor advertising representatives lobbied for the ordinance, which allowed new billboards and established rules for converting static to digital billboards. Provisions also were included for Tri-Vision billboards.

It took nearly two years of negotiations to strike that bargain.

County representatives wanted to eliminate a glut of static billboards dotting the roadways, including those in disrepair. Outdoor advertising representatives wanted to get their digital messages in front of passing motorists.

Clear Channel, OUTFRONT Media and The Champion Family of Companies participated in crafting the ordinance.

So far, Clear Channel in its agreement with Pasco has removed about 8,220 square feet of static billboard advertising. During the next months, another approximately 8,220 square feet will be taken down by Clear Channel, according to data provided by Pasco County.

The ordinance targeted billboards on major roadways including segments of State Road 54, U.S. 41, U.S 19, State Road 52 and Interstate 75.

A cap permits a maximum of 37 digital billboards in the county, with more digital allowed in some areas than others.

County officials estimated about 190 static billboards would be eliminated through the new regulations.

Some sites are off limits to digital including The Heart of Land O’ Lakes Vision Plan, Connerton New Town, the Villages of Pasadena Hills Stewardship District, and the State Road 52 gateway into Dade City.

Neighbors object, but family housing OK’d

The Coalition for the Homeless of Pasco County can move forward with plans to temporarily house homeless families in a building at the former campus of the Boys & Girls Club in Port Richey.

The coalition, with support from other social service agencies, also will open the Housing Services Center, which will administratively help families and individuals seeking permanent housing and other services.

Commissioners also approved a 15-year lease agreement for $1 a year; and, a $190,000 contract to design renovations of two buildings at 8239 Youth Lane.

During the public hearing, many area residents who live near the site gave county commissioners the same unified message they’ve delivered before: They don’t want the coalition in their neighborhood, and they are voters.

Residents say they worry about crime, loss of property values, and safety.

“We deserve to be heard. We deserve to be listened to. We live and sleep here,” said Suzanne Greene Taldone, a resident in nearby Crane’s Roost. “You keep trying to put a square peg into a round hole.”

Supporters, including most county commissioners, say it’s overdue for Pasco to step up efforts to help the homeless population.

Data from the coalition puts the number of homeless people in Pasco County at about 2,500. Homeless families make up about 1,800 of those people and there are about 700 single adults.

Mary Ashcraft is pastor at Joining Hands Mission Church and opens the church to the homeless in cold weather. She supports the coalition’s project.

“There’s so many families out there,” she said. “I get phone calls, and I have nowhere to send them but Metropolitan Ministries. They go a great job, but they are full and packed.”

The county owns the land on Youth Lane and is providing at least $700,000 in grants, and other sources, to pay for building renovations.

“I think we’re going to do the right thing,” said Pasco County Commissioner Kathryn Starkey. “Sometimes, we just have to take a chance.”

The lease agreement has a 90-day written notice of termination clause.

Starkey said, “If it doesn’t go right, we’ll do something about it.”

Crane’s Roost resident Valerie Schaefer said the coalition’s programs would be like a magnet — attracting more homeless people and transients into the neighborhood.

“We taxpayers and voters will hold you commissioners responsible if you vote this through,” she said.

Mariano shared concerns that the Housing Services Center could have people loitering in the area. He also thought spending available grants on Habitat for Humanity houses would be a better option.

“The issue is something we’re all sensitive to. It’s only primarily about location to the neighbors,” Mariano said. “I still don’t think it’s the right project.”

The programs approved by county commissioners were a change from the initial project to open a one-stop navigation center, with wrap-around services and a shelter for adult men and women.

Most supporters liked the shift in direction to help homeless families; while others still favored the original navigation center concept.

Under the amended proposal, the center will house four to eight families in the former teen center that’s on the site. They can receive services for up to 180 days, though coalition representatives say they expect most will be there about 45 days before transitioning to permanent housing.

No more than 36 people can stay there at any one time.

There also will be background checks, curfews, security cameras, and staff members onsite at the family shelter 24 hours a day.

Plus, the coalition will limit services available at the Housing Services Center, which will operate Monday through Friday office hours.

There will be no showers, emergency food or clothing, or health care services.

Those conditions convinced owners of an adjacent shopping plaza to support the coalition.

“This is not going to bring people out of the camps,” said Robert Lincoln, an attorney representing the plaza owners. “There’s not giveaways. It’s not going to be the anchor for bringing those people into the area.”

Chase Daniels, assistant executive director for the Pasco County Sheriff’s Office, also voiced Pasco County Sheriff Chris Nocco’s continued support for the program.

The coalition will provide desk space for deputies working in the area. They can stop by and fill out their paperwork, Daniels said. “They will have a presence,” he added.

Bond referendums will be on 2018 ballot

Pasco County’s jail in Land O’ Lakes is overcrowded.

Fire rescue needs new and refurbished stations.

And, the upkeep and repairs for parks and libraries are years behind schedule.

Annual budgets, however, barely scratch the surface on the costs to fix these deficiencies.

So, Pasco County commissioners are hoping voters will approve four general obligation bond referendums in November 2018.

If all four were approved, owners of a $100,000 home would pay about $8 a year in each of the first three years. As the loan on the bonds was repaid, the amount would gradually increase to about $31 a year during the lifetime of the bonds.

In a June 19 vote in New Port Richey, county commissioners agreed to put the bond issues on the ballot, and see what happens. No one spoke in opposition at the public hearing.

Two library advocates spoke in favor.

They reminded county commissioners of the bond referendum in the 1980s that paid for libraries operating in the county.

The library bond would collect more than $18 million to help modernize the county’s libraries.

“Certainly technology has changed dramatically in the way libraries offer their services,” said Gail Stout, a member of the library advisory board. “This bond will provide some of the renovations and repairs drastically needed for many years.”

Rosalyn Fenton, president of the Friends of the Library, said libraries make a huge difference in the quality of life for Pasco residents.

“Our library system is a wonderful, wonderful service we provide our citizens,” she said. “We’re really reaching out to provide many more services.”

Voters will mark a simple yes or no response for each bond on the ballot.

About $132 million would be collected in total for the Pasco County Sheriff’s Office to build a 1,000-bed expansion of the existing Land O’ Lakes Detention Center. About $1.5 million would be collected in the first year, with the amount increasing to about $7.5 million in the third year.

At times, the jail houses more than 1,800 inmates in a facility built for about 1,400 inmates. Pasco is under a judicial order to come up with a plan to resolve the overcrowding, before the inmate count reaches 1,900.

“That means either letting inmates walk or coming up with another solution,” said Bob Goehrig, Pasco’s budget director.

County officials estimate costs of $4 million to $6 million annually to temporarily house inmates in on-site trailers, or offsite at jails in other counties. Funding for this is included in the draft 2019 budget.

The fire rescue bond would collect about $70 million in total. The funds would pay for nine fire stations, either new or refurbished, as well as for equipment and staffing.

Goehrig said some stations were built in the 1970s when the county relied on volunteers, rather than full-time firefighters.

Parks would receive about $20 million to help with a backlog of about $26 million in deferred maintenance. The county’s budget in recent years has included as much as $1.5 million for maintenance at parks in danger of closing.

The approximately $18.6 million bond for libraries would pay for repairs, renovations, equipment and upgrades at seven branch libraries.

Pasco County Commissioner Kathryn Starkey noted that the annual cost to most homeowners for parks and libraries would be $2.55 and $2.35, respectively.

“To me, it’s just critical if these pass,” she said. “I’m hoping the public will look at these as wise investments.”

Welbilt will expand and add 110 jobs in Pasco

Welbilt, a global manufacturer of commercial restaurant equipment, plans to expand its facility in Pasco County, and hire about 110 new employees.

The outcome could have been different as company officials had looked elsewhere in the Tampa Bay area for a suitable location. Welbilt, formerly Manitowoc Foodservice Inc., opened in Pasco more than 10 years ago.

“We’re very pleased we’re going to stay in Pasco,” said Thomas Wooderson, engineering director for Welbilt.

Wooderson said the expansion would be done in phases, with new employees hired, as space and need are available. The average annual salary for employees is almost $69,000, which is 200 percent more than the county’s average annual wage.

The project represents about $13.5 million in capital investment and should be completed by mid-2019.

Welbilt will remodel its existing research and development laboratories at 2227 Welbilt Road in New Port Richey, and build an additional 42,000 square feet.

The expansion will have laboratory space, a test kitchen and a new customer service center. There also will be a 190-space parking garage.

Welbilt will receive $650,000 in incentives from Pasco, and about $480,000 from Florida’s Qualified Target Industry Tax Refund program.

An independent report showed that the Welbilt expansion will indirectly add more than 170 jobs that generate about $9.4 million in personal income annually.

It also will add about $10.9 million to Pasco’s Gross County Product, according to a news release from the Pasco Economic Development Council.

Welbilt is an international manufacturer, operating in 12 countries, with more than 5,000 employees. The company builds commercial restaurant equipment, including stoves, ice machines, grills, beverage dispensers, and walk-in freezers.

On average, about 2,000 customers visit Welbilt annually for specialized service in developing and designing kitchen systems, and products.

“That could double or triple,” Wooderson said, after the expansion.

Welbilt’s employees work collaboratively with chefs, restaurant chain operators, and independent restaurant owners, on customized design solutions, Wooderson said.

Connectivity and automation, especially, are becoming important in the food industry, he added.

“The industry is changing so fast we need to have a new corporate view on innovation,” he said. “We’re seeking greater opportunities.”

Women’s commission sets goals

The goals for the Commission on the Status of Women are coming into focus, after nearly a year of research, discussion and goal-setting.

The 15-member volunteer group has created committees on health and safety, education and economic prosperity.

Issues that will be pursued in coming months include domestic violence, affordable child care, and women’s entrepreneurship, financial education and literacy.

Amanda Colon, chairwoman of the woman’s commission, gave Pasco County commissioners an update on the group’s activities over the past year.

Several of the group’s members joined her at the Feb. 20 meeting of the Pasco County Commission in New Port Richey.

“I truly cannot think of a more relevant time to be talking to you about women,” said Colon. “As the status of women goes in Pasco, so goes Pasco. Having women in crisis negatively affects our schools, our courts and our commerce.”

Raising the status of women will positively affect schools, courts and the local economy, Colon said.

The women’s status commission began its work in May 2017. Pasco County Commissioner Kathryn Starkey and attorney Michele Hintson worked together to establish the group, which has five appointees by county commissioners.

Other members are from 10 area agencies, schools and nonprofits. They are African-American Club of Pasco County Inc., Hispanic Professional Women’s Association Inc., Metropolitan Ministries, Pasco Economic Development Council, Pasco-Hernando State College, Saint Leo University, Sunrise of Pasco County Inc., the United Way of Pasco County Inc., Pasco County Sheriff’s Office, and Women Lawyers of Pasco Inc.

“I know you’re off to a great start,” Starkey said.

In the next months, the women’s commission will continue its work through goals set by each committee.

The health and safety committee members plan to distribute a community survey to complete a needs assessment. The goal is to launch an action plan within six months.

Committee members also gathered data from the Pasco Sheriff’s Office. Calls regarding domestic abuse were lowest in February, and the highest in September, October and November.

On April 3, from 6:30 p.m. to 8 p.m., there will be a free Women’s Symposium on harassment prevention at the Pasco-Hernando State College West Campus, at 10230 Ridge Road, in New Port Richey.

“We’d like to look forward to see what we can do to prevent harassment in business, and focus on our young girls going into business, but also raising up girls who have a voice and know how to use it,” said Suzanne Legg, a member of the women’s commission.

This will be an ongoing discussion, not a one-time event, she added. “We’d like to change #metoo to #notme,” Legg said.

The education committee members plan to focus efforts on affordable child care, as well as career guidance and training for single mothers, empty-nesters and seniors.

Seniors include grandparents who often are caregivers for their grandchildren, Colon said.

A third goal is to provide mentoring and education for at-risk youth.

“We’re focusing immediately on identifying and utilizing resources we have in Pasco,” Colon said.

The economic prosperity committee plans to help women entrepreneurs, with an emphasis on their financial education and literacy.

“Women earn less, save less and live longer, but are responsible for the same living expenses as those of men,” Colon said.

Women often pay higher interest rates on home loans, for instance. And, many divorced women don’t receive full child support payments, Colon added.

“One in five divorced women slide into the poverty line,” she said.

Celebrating a day to honor trees

Arbor Day is an annual observance that celebrates the role of trees in our lives and promotes tree planting and care.

As a formal holiday, it was first observed in 1872, in Nebraska, but tree planting festivals are as old as civilization. The tree has appeared throughout history and literature as the symbol of life.

The idea for Arbor Day in the United States originated in Nebraska City, Nebraska. Among the pioneers moving into the Nebraska Territory in 1854 was Julius Sterling Morton from Detroit. He and his wife, Caroline, were lovers of nature, and the home they established in Nebraska was planted with trees, shrubs and flowers.

In 1872, the State Board of Agriculture accepted a resolution by Julius Morton “to set aside one day to plant trees, both forest and fruit.”

The trees planted on Arbor Day show a concern for future generations. The simple act of planting a tree represents a belief that the tree will grow and provide wood products, wildlife habitat, erosion control, shelter from the wind and sun, beauty and inspiration, for everyone.

By 1920, more than 45 states and territorial possessions were celebrating Arbor Day. Today, it is commemorated in all 50 states.

For many years, Arbor Day was observed on Julius Morton’s birthday, April 22, but today, National Arbor Day is usually celebrated on the last Friday in April.

Many states and municipalities have implemented state or locally recognized Arbor Days that reflect the best time for planting in their region. Florida celebrates Arbor Day the third Friday in January — a tradition that began in 1886.

Pasco County celebrates Arbor Day

What: Memorial Tree Celebration
When: The Dade City Garden Club and the City of Dade City will host an Arbor Day Memorial Tree Celebration Jan. 19 at 10 a.m., at the garden club, at 13630 Fifth St.
Details: Dade City is an official “Tree City,” which means it has a tree ordinance in place, maintains core standards of sound urban tree management, contributes funding, and celebrates Arbor Day.
Memorial trees, dedicated in memory or in honor of a special person or occasion, will be recognized by Deborah Garnett Parks, president, and Gail Stout, chairperson.
Trees will be planted by city staff at the Garden Center and the Hardy Trail at Church Avenue and Ninth Street, and a small memorial plaque is placed in front of the tree.
The program also will feature a Proclamation from the City of Dade City to be read by Mayor Camille Hernandez, and speakers from the Florida Forest Service, University of Florida IFAS Extension.
The event is open to the public.

What: Arbor Day Celebration
When: Jan. 19 starting at 11 a.m. at Frances Avenue Park, 5580 Frances Ave., New Port Richey
Details: Trees, free seedling will be available, while supplies last. Seedling species will include Pawpaw, redbud maple, sycamore, wild black cherry, hoptree and sassafras.
There will be a children’s program about trees, the city’s Public Works department and the children will plant trees as part of the celebration and the city’s designation as a National Tree City USA.
Free seedlings also will be available at Tasty Tuesdays on Jan. 23 from 10 a.m. to noon, at the New Port Richey City Library on Main Street.
Approximately 600 seedlings will be handed out to the community during the week of Arbor Day.

Monday hours at Land O’ Lakes library a hit

Residents are counting the ways that make Monday visits to the Land O’ Lakes Branch Library special.

They are using computers and taking wood shop lessons; reducing stress with tai chi and yoga; learning techniques for light painting photography; clicking needles in knitting classes; and just using the extra time to browse the bookshelves for a favorite read.

She’s a fan of the library’s Internet access. She said she and her family use library computers for “just about everything,” including emails and searching the Web.

Before the hours were recently restored, library hours had fallen victim to the 2008 economic crash, and the ensuing shrinking budgets in the county.

Now, over the next three years as budgets allow, the goal is to restore library hours countywide to the 2008 standard of 40 hours a week per library.

It has taken a decade to begin reversing previous cuts.

The fiscal year 2018 budget, which began on Oct. 1, restored Monday hours for the Land O’ Lakes library and the Regency Park Branch Library in New Port Richey.

As word spreads, “we’re starting to increase the number of people that are coming,” said Kathleen Rothstein, Land O’ Lakes branch manager. “It’s great to offer additional night hours and a day.”

The library also is open on Tuesdays from 10 a.m. to 8 p.m.

On a recent Monday, teenagers did homework or got tutoring in the three study rooms at the library.

“We’re hoping to turn it into a club, where they can acquire some fun skills,” said Danielle Cram, teen services librarian.

About a half-dozen students worked on a Monday night on a Christmas-based theme sketch.

Thapa Paudel also teaches knitting at the library’s Foundry.

“We made Santa pants this month,” she said.

It can get tricky to get the finer points right, Cassidy said. Sometimes, bowls end up with holes in the bottom and become funnels, he added.

McDaniel is a “snow bird” from Ohio, but when he’s in Pasco County, he likes to hang out at the Land O’ Lakes library and make things.

The library’s Monday hours means that he can do that more often.

“Now, I just come here and have fun,” McDaniel said.

His wife comes sometimes, too. McDaniel said she’d probably like to make a fancy French rolling pin.

Ray Penn worked on a couple of wood toys he planned to give as Christmas presents.

“I did this in high school,” said the retired truck driver. “It works out. I come here and kill three or four days.”

Holidays can be sorrowful for some

Seasonal carols, tinsel-draped trees and jolly Old St. Nick convey a time of merriment and joy, but the holidays can be difficult for those grieving a significant loss.

To help people to cope with their sadness, Gulfside Hospice is offering free holiday grief support workshops on Dec. 7 in Zephyrhills and Dec. 12 in New Port Richey.

Kelly Cavagnetto, a bereavement counselor, will be conducting the sessions, which will last about 90 minutes and will be the same in both places. They aim to provide some strategies to help people trying to navigate what can become an especially challenging emotional time.

“The first holidays after somebody passes, there can be a lot of anxiety about the upcoming holiday,” Cavagnetto said. “There’s a lot of feeling unsure: ‘I don’t want to decorate, but do I have to decorate? Should I decorate?’”

Those who are grieving often worry whether familiar traditions or foods will trigger a greater sense of sadness for them, the counselor said. Someone might say: “I don’t know if I can cook the same meal they enjoyed eating.”

The grief session aims to give those grieving some tools, she said.

“Our main goal is to sort of brace them for that, and help give them some of the coping skills to kind of get through the day,” she said.

It’s a good idea to begin preparing, Cavagnetto said, because “Christmas, Hanukkah — those winter holidays are coming whether we want them to, or not. We can’t really avoid them.”

In her session, she talks about the importance of “self-care.”

Find ways to help reduce stress, she suggested, which can include listening to music, meditating, drawing or other techniques.

It’s a good idea to have a family meeting to talk about expectations and needs, she said.

The meeting can start something like this, she said: “We’ve had some big changes this year. This is how I’m feeling about it. What do you guys expect from me? What do you expect from the season? How can we pull this off? Can we pull this off?

“We really encourage our families to talk it out amongst themselves, because everyone has different expectations and different needs,” the counselor said.

“Maybe if there’s a young child in the home, they expect a tree to go up. But, maybe that’s not something we’re going to do. So, if they can come up to some type of a compromise where they have a small tree in their room, where somehow everyone’s needs are fulfilled, she said.

Consider creating new traditions, Cavagnetto said.

“Sometime we can’t do the same old thing, there’s too much emotion attached to it. So, if your family always cooked at home, and your spouse was a big part of cooking that meal, or your parent was a big part of cooking that meal, it’s OK to think about going out this year,” she said.

Another strategy involves finding a way to memorialize your loved one.

“Maybe there was a special decoration that mom always had to have out on the tree, or displayed somewhere special,” she said.

Or, maybe you want to make a new ornament, or set a place at the table for your loved one, or find another way to honor the loved one’s memory, she said.

Some people light a candle in the loved one’s favorite scent.

“You can even do that year-round, when you’re having a rough day, thinking of them,” she said.

It’s also important to realize that emotional triggers often occur unexpectedly, the counselor added.

For instance, lately she’s been hearing a lot about people being upset about memories popping up on Facebook.

“Those pictures are coming back up for people, and they might not expect them to be there,” she said.

People who are grieving often don’t know if they can handle attending a holiday gathering, Cavagnetto said.

“I tell my clients: ‘Always have an escape plan.’

“If you typically carpooled to a holiday party, maybe this year you want to drive by yourself.

“You always want to able to exit, when you’re ready to exit,” she said.

She also tells them to be aware of their emotional levels.

“It’s OK if you’re only there for 15 minutes, and you get your hellos and your happy holidays in, and make a break for it,” she said.

It’s also important for those who are grieving to identify where they can turn for support, whether it’s a counselor, or family member or friend.

For those wanting to show support to someone who is suffering a loss, it’s a good idea to check with them to be sure they’re OK.

“See if they have any holiday plans. If they say they don’t want to do anything this year, just let them know what you’re doing, and let them know that they’re invited. They might change their mind, day of. Or, they might get to that point where they’re really lonely, and they might need somebody to reach out, so it’s important to know who’s there,” Cavagnetto said.

“People can feel really alone. If it has been a few months, they feel that other people have settled back into their routine and don’t even talk about their loved one anymore, their spouse or their parent, or their child, whoever it was,” she said.

Sometimes, they’ll want to talk about their loved one, other times they won’t, she said. The important thing is to be willing to listen, to talk and to share memories, if they’d like to.

When it comes to grieving a loved one, Cavagnetto said, “there is no cookie-cutter answer.”

FDOT budgeting future land purchases for 54/41 project

A local task force is expected to make recommendations next year on a traffic fix for the intersection of State Road 54 and U.S. 41, but the Florida Department of Transportation already is budgeting about $32 million for land purchases connected to the project.

The funding is slated for fiscal year 2023, as part of the agency’s five-year work plan.

The funding for the rights of way for the State Road 54 and U.S. 41 intersection is a conservative amount programmed in advance to give Pasco County time to do outreach, and determine the community’s vision for this project, according to FDOT spokeswoman, Kris Carson, in an email response to The Laker/Lutz News.

“The amount may be reduced or increased or we can shift the funds elsewhere if the no-build is selected,” Carson wrote.

The department also is working on interim improvements for the intersection, she added.

One anticipated project would lengthen some of the turn lanes at the intersection to improve traffic flow.

In October, the 17-member Vision 54/56 Task Force scheduled a workshop to review in more detail traffic projects that are being proposed as solutions.

The group’s options include 11 major highway and transit alternatives, as well as a no-build alternative for the intersection. Some alternatives would be at-grade re-designs with express transit lanes; others would have flyovers, and toll lanes.

The task force is expected to schedule its next public meeting in November or December. Additional public meetings into 2018 also are expected in order to complete the second of three phases of the traffic study.

The entire study includes the State Road 54/56 corridor, from Bruce B. Downs Boulevard on the east to U.S. 19 on the west. However, for the current phase of the study the focus is on two intersections: Little Road and State Road 54 in New Port Richey, and U.S. 41 and State Road 54 in Land O’ Lakes.

The Land O’ Lakes segment is getting intense scrutiny as it is among the busiest intersections, with nearly 100,000 vehicles per day.

Representatives from Pasco County Planning and Development, the county’s Metropolitan Planning Organization, FDOT and consultants are assisting in the study.

The FDOT also is expected to fund a detailed analysis and evaluation of the State Road 54 and U.S. 41 intersection, likely in 2018. MPO officials say it is the only segment included in the study that has funding.

The MPO established the task force in 2015, and started with two separate groups. One studied issues for west Pasco; the other for east Pasco.

In late 2016, a single task force, with some members from the first groups, began studying a list of potential options. They include 11 major highway and transit alternatives, as well as a no-build alternative for the intersection.

The task force initiative got underway after the FDOT proposed a flyover for the intersection, with room for express toll lanes. The project met with opposition from the community, and FDOT officials agreed to back off while a task force tried to reach consensus on what should be done.

The FDOT’s five-year work plan is updated annually.

Some projects to redesign, expand and resurface roadways are slated for 2018/19. They are:

  • Resurfacing U.S. 41 from north of Ehren Cutoff to north of Caliente Boulevard for about $2.3 million
  • Resurfacing U.S. 301 from Pond Avenue to north of Long Avenue/Pioneer Museum for about $2.3 million
  • Realignment, widening and new construction on State Road 52 from Uradco Place to west of Fort King Road for about $83.3 million
  • Widening State Road 52 from two lanes to six lanes, from west of Suncoast Parkway to east of U.S. 41 at cost of about $75 million. This also includes intersection improvements, sidewalks and 12-foot trail.
  • Right of way purchase for U.S. 41 from north of Connerton Boulevard to south of State Road 52 for about $739,000. Construction of that project, in 2020, would cost about $20.3 million.
