Catholic schools take part in week of caring

Catholic schools around the Diocese of St. Petersburg partnered with Somebody Cares Tampa Bay for Carefest 2016.

Students joined thousands of volunteers across Pinellas, Hillsborough, Citrus, Hernando and Pasco counties to take part in the week devoted to service, from Sept. 17 to Sept. 24.

At the same time, the diocese celebrated “The Week of Caring in the Year of Mercy.”

During Carefest, schools throughout the diocese engaged in various efforts to extend themselves beyond the Catholic community, said Mark Majeski, associate superintendent of schools for the Office of Catholic Schools and Centers for the Diocese of St. Petersburg.

Students at Mother Teresa of Calcutta School in Lutz donated 15 violins to be used by students at St. Joseph Catholic School, and held a school supply drive to help other schools in the diocese.

Bishop McLaughlin Catholic High School in Spring Hill had a first responders’ week and donated canned goods and baby items, collecting enough to fill more than four large containers, to benefit Catholic Charities.

Children made thank you cards and banners, and sang for first responders.

“We thanked them for the sacrifices that they are making for our safety. We are totally grateful for their service, because it is truly a call of faith and courage. They do a lot of selfless work for us, for our safety,” said Sister Alice Ottapurackal, the school’s principal.

The children also made “survival kits” for the first responders.

They gave 105 survival kits to the Pasco County Sheriff’s Office and 19 to the local firefighters.

Each kit contained:

  • A prayer card for first responders. For police officers, a holy card of their patron saint, Saint Michael the Archangel; for firefighters, a holy card of their patron saint, St. Florian

Each kit also contained a variety of candies, along with an explanation for first responders. Those were:

  • Life Savers: To remind you of the many times you have been one
  • Starburst: For the burst of energy you need
  • PayDay: Because you’re not doing it for the money
  • Paper clip: To hold it all together
  • Hershey Kisses: Because you deserve them from all
  • Gum: To help your unit stick together
  • Tootsie Roll: To help you roll with the punches
  • Peppermint Patty: To help you keep your cool
  • Snickers: To remind you to have a sense of humor
  • Mounds: For the mounds of courage you need

Other good works performed by Saint Anthony School students included donating personal grooming supplies for the migrant community, donating supplies for a baby pantry, and donating kits for children at Sunrise Center.

“This is the Year of Mercy, so we wanted to do something special — caring for the poor, as well as caring for people who do good things for us,” Ottapurackal said.

When the police officers and firefighters visited the school, it offered a chance for children to learn more about the services that first responders provide to the community, she said.

And, the children were able to express their gratitude.

“So we are giving and receiving,” the principal said. “Children are learning how community works. A lot of good things are happening in this world.”

Lowe’s collects teddy bears for a good cause

The teddy bear drive at Lowe’s Home Improvement store, at State Road 54 and U.S. 41, started with a big, empty cardboard box, placed by the sliding door entrance.

“The empty box first started the conversation,” said Lowe’s store manager Derek Walter.

Just why was the box there?

A hand-drawn picture of a teddy bear quickly appeared on the side of the box, and employees began dropping huggable bears inside.

Customers soon noticed and began doing the same.

On Sept. 9, about 175 teddy bears were given to the Pasco County Sheriff’s Office to help deputies who respond to domestic violence situations and need a comforting toy to hand out to children under stress.

Employees initially began talking about a community outreach project when the teddy bears came up.

Once started, employees ran with the idea.

One day, Walter went shopping at Walmart and took an armful of bears to the check out line. A customer in line asked about the bears.

When he explained the teddy bear drive, Walter said she liked the idea.

And soon after, he said, “She came by (Lowe’s) with some bears.”

Store employees plan to repeat the drive at least once a year.

“It’s a different way to give,” said Walter.

Saint Leo names public safety director

Cyrus Brown, a 30-plus year veteran of the Florida Highway Patrol (FHP), has been named Saint Leo University’s executive director of University Public Safety.

In this newly created position at Saint Leo, Brown will oversee safety and security for all of the university’s locations, including its more than 40 branch education centers and offices across the states of California, Florida, Georgia, Mississippi, South Carolina, Texas and Virginia.

Brown, who most recently served as an associate director of Public Safety at Bethune-Cookman University in Daytona Beach, plans to perform safety and security assessments at all of Saint Leo’s locations.

“…We’re going to ensure that we have a continuity of public safety across all of Saint Leo’s educational centers,” Brown said. “They’re on the right track, and I’m very pleased with what I’m seeing so far — it’s just a matter of continuing to identify ways to improve what we’re doing. When it comes to public safety, there’s always new technologies that are coming out, so I’m continuing to scan to see what’s out there and what we can do better.”

Crime rates for the university’s main campus in East Pasco County are relatively low.

According to Saint Leo’s 2015-2016 annual security report, there were no reported cases of on-campus robbery, burglary, aggravated assault or motor vehicle theft in 2014.

However, there was one on-campus sex offense and two cases of stalking on campus, records show.

Drug and alcohol abuse were the most common incidents on the university’s main campus, which has about 2,400 students enrolled for the 2016 fall semester.

Records show there were five on-campus arrests for drug abuse violations and 13 disciplinary referrals for drug abuse in 2014. Though no arrests were reported for alcohol-related offenses, there were 288 on-campus disciplinary referrals for liquor law violations.

To further combat crime at Saint Leo, the former Florida Highway Patrol official is encouraging students, faculty and visitors to report any suspicious activity they may come across.

“See something, say something, no matter how small it is,” Brown said. “I think it takes all of us working together, to keep all of us at the university safer.

“The last thing you want is students to be concerned about their safety.”

Brown said his experience working in campus safety at Bethune-Cookman will serve him well in his new role, especially in terms of understanding the dynamics of the university environment.

He noted that Saint Leo’s rural setting is more ideal in detaining an active threat, compared to a university located in a metropolitan area, like Bethune-Cookman.

“If you ask me, Saint Leo is the ideal campus,” Brown said. “The way things are situated, in an urban setting, you’re dealing with everything in a compact environment, but in a rural setting, it’s so wide open…and you can keep a handle on things a lot better.”

Brown, who officially started Aug. 1, said he’s been impressed with the procedures of the campus security and safety department thus far.

“They do a great job of preserving the peace, they do a great job in terms of interacting with students, faculty and even our visitors,” he said. “When it comes to the public safety side, they’re really doing a tremendous job in moving us in the right direction.”

Additional areas Brown is focusing on: more staff training and more correspondence with local law enforcement agencies, such as the Pasco Sheriff’s Office and the Dade City Police Department.

That includes a better familiarity with the main campus’s various entry and exit points, should an active threat arise.

“We’re constantly doing training,” he said, “so they can get a real-life understanding of each of the buildings and the layout of the campus.”

He added: “We have to stay out in front of (possible threats), and we do that through constantly providing training and keeping it fresh on everyone’s minds.”

Q&A:
Why are you interested in law enforcement?
“I guess it goes back to when I was in high school, my interest was to go into criminal justice. I did that through the community college level and then went into the U.S. Army, where I served for three years.”

Why did you want to work in public safety at the university level?
“I wanted to do something in the university perspective in terms of law enforcement or public safety because I feel that’s where my strong points are. I’ve done a lot to prepare for it in terms of the training I’ve received in law enforcement and also the educational aspect of it.

“All of my training, it takes me back to public safety or law enforcement. So, it was an excellent opportunity for me to look at the public safety side of things, and I find it quite intriguing. It’s a little different than law enforcement.”

What’s the difference between law enforcement and public safety?
“If a situation were to go down, such as an active threat or active shooter (on campus), the law enforcement agency will come in and take a leadership role in terms of trying to get that situation resolved. Public safety — we just detain and get law enforcement to deal with the active threat.”

How does your law enforcement background help you in this new role?
“Throughout my law enforcement career, I was able to establish relationships with other law enforcement agencies like the sheriff’s department and the local police department, and I think that helps, too, when it comes to public safety — sitting at the table, working through mutual concerns from both sides. I think with my experience and those network relationships, it’s been a smooth transition for me.”

Cyrus Brown holds a Bachelor of Science from Barry University and a Master of Science the University of Central Florida. He also has extensive law enforcement training. He’s graduate from the FBI National Academy, the Southern Police Institute at the University of Louisville and the Leadership in Police Organizations program of the International Association of Chiefs of Police (IACP).
He also has considerable law enforcement experience. He was a trooper for the Florida Highway Patrol (1984 to 1988), a lieutenant with the FHP (1990 to 1994), a captain with the FHP (1994 to 2009) and a major with the FHP (2009 to 2015).

Pasco eyes $1.5 billion budget

Pasco County commissioners are looking at a projected budget of about $1.5 billion for 2017.

The proposed budget holds the line on new taxes, but allows some room for new services, programs, staff hires and capital improvements.

As county staff was completing the budget, they received news that property tax revenues would be about $1.8 million more than expected.

The additional cash helped avoid a repeat of last year’s scrappy debates over the budget request from the Pasco County Sheriff’s office.

This year’s budget, if approved, provides an additional $6.3 million for the sheriff’s office. The money would go for salary raises, equipment and new hires.

Other expenditures in the proposed budget include $331,000 for a bus circulator route in Land O’ Lakes, and $60,000 to hire a federal lobbyist.

Still, the budget overall reflects a “modest growth philosophy” amid an economy that is slowly recovering, Pasco County Administrator Michele Baker wrote in a letter to the commissioners.

The new fiscal year begins Oct. 1.

Commissioners received a briefing on July 12 on the proposed budget.

Public hearings on the budget are scheduled on Sept. 13 in Dade City and on Sept. 27 in New Port Richey.

Overall, the 2017 budget reflects an increase of less than 6 percent, or about $85 million, over last year’s budget.

The millage rate would remain unchanged from its current rate of about $7.60 per $1,000 of property value for the general fund, and about $1.80 per $1,000 of property value for the fire district.

However, county officials said the typical homeowner, with a homestead exemption, could pay almost $7 more in property taxes in 2017, based on rising property values.

“I’m pretty satisfied with the budget,” said Pasco County Commissioner Mike Moore.

The bus route in Land O’ Lakes, for example, is a significant addition to the community, he said. “It’s one of our major corridors (U.S. 41) and the only one that doesn’t have bus transit. Hopefully, it will relieve traffic congestion.”

One item not included in the budget was a request for more weekend and evening operating hours at the county’s libraries. The request was to restore the hours to 2008 levels.

County officials balked, saying the recurring costs were too high.

“I would like to see us ease back into increasing library hours,” Moore said. But that seems unlikely for now, he added.

The total tax roll increased from about $20 billion in 2016 to $22.9 billion in 2017. The assessed value of new construction increased about $777 million.

In May, the Pasco County Property Appraiser’s office had projected a 5.5 percent increase in property tax revenues. But, based on additional data, valuations rose about 7.2 percent, and accounted for the additional $1.8 million in revenues.

The initial estimates were just that – estimates, said Pasco County Property Appraiser Mike Wells Sr. Typically, the numbers tick upward, but he said the increase was “a little larger than usual.”

“The county is doing well now,” he said. “Everybody seems to be cooking right along.”

With a fatter wallet than expected, departmental budget requests generally were easier to accommodate.

The total budget for the sheriff’s office for 2017, if approved, would be about $110 million, up from about $104 million in 2016.

The $6.3 million increase would fund a second year of salary raises of about 8 percent on average for sheriff’s employees.

The sheriff pushed for the funds in an attempt to prevent the loss of deputies to other Tampa Bay area law enforcement agencies with higher wages.

The sheriff’s office 2017 budget also includes 24 additional fulltime employees at a cost of about $4.9 million. Patrol laptops would be replaced at a cost of about $703,000.

But, not everything the sheriff initially requested was approved. A radio tester position and a traffic control officer for Moon Lake Elementary School were removed.

Other items funded in the proposed budget include:

  • A fire rescue ambulance and crew for Fire Station 37 on State Road 54, at Ballantrae
  • The design and construction of Fire Station 38 at Watergrass Town Center
  • A code enforcement initiative to clean up major corridors, such as U.S. 41 and U.S. 19
  • A 12-member special operations team for unique rescue situations
  • An average 4.8 percent pay raise for county employees
  • A pilot program with the homeless diversion program
  • In-house mowing, paving and sidewalk crews
  • An additional fire inspector to focus on new construction review and inspection
  • Continued upgrades on radio dispatch equipment
  • The addition of two arson investigators

Dade City Police seeks new K-9 team

The Dade City Police Department is still searching for a new K-9 team after a recent departure.

Chris Stone, a 14-year law enforcement officer, and his K-9 partner, Ryko, worked together for eight years before retiring as a team about three months ago.

Stone now works for the Pasco County Fire Department.

“We knew (Ryko’s retirement) was coming, but we didn’t know it was coming this fast,” Dade City Police Chief Ray Velboom said.

“The dog was of the age that you really couldn’t have assigned it to another handler being nine years old, and it was starting to have some hip issues,” the police chief added.

“It’s a tough job—riding in a car for 12 hours a day, jumping out and running, so you tend to retire them around nine or 10 years; he was due to retire pretty soon anyway, whether Stone left or not,” Velboom continued.

A new K-9 costs about $10,000, including new supplies and equipment.

Since a police dog wasn’t included in this year’s budget, the department sought outside assistance.

The department already has received several thousand dollars in donations from a number of local organizations and businesses, including the Kiwanis Club, the Rotary Club and the San Antonio Citizens Federal Credit Union.

“The community has just been phenomenal,” Velboom said about the support for a new K-9. “I can’t say enough about how people were sending me checks anywhere from $25 to a $1,000. It’s really been a rallying point.”

As it searches for a new K-9 unit, the police department has been receiving K-9 assistance from both the Pasco Sheriff’s Office and the Zephyrhills Police Department.

Despite the logistical obstacles of not having its own K-9 unit, Velboom said the arrangement has been beneficial, for the time being.

“It’s working really excellent,” Velboom said. “Pasco is here whenever we need them, especially now since we’re on their same radio channel; they hear when we need a dog, and a dog just shows up.”

Velboom noted the Pasco County Sheriff’s Office also has agreed to help his department select a new German Shepherd from a police K-9 vendor once $10,000 is raised.

“They have a lot of experience in buying dogs, so we’re going to work with some of the experts,” he said.

Meanwhile, the police chief is looking to appoint a new handler from within his department.

“We’ve had three officers apply to be considered, and we’re working on the process to figure out which one is best suited for the job,” he said.

Ideally, Velboom would like to have a new K-9 unit in place “sometime in August,” so the dog and its handler can undergo a 16-week, state-mandated K-9 training course, which begins in September.

Once complete, Velboom said the K-9 unit will be sent to a narcotic detection school to receive dual-certification from the Florida Department of Law Enforcement.

Throughout both patrol and narcotics work, the unit’s duties will include tracking wanted or missing persons, conducting building searches, and conducting drug searches in structures and vehicles.

Summer of sorrow calls us to love each other

Only weeks have passed since the awful news that emerged from Meadow Pointe, but ensuing events in Orlando make it seem like a lifetime. So much atrocity packed into so little time. We hadn’t even crossed the solstice, and already it was the summer of sorrow.

But for many in our community, it began here, with the dark bathroom, the blocked door, the oozing blood, and the pure, inexpugnable horror beyond.

And after that, the revelations and the conjecture, the grief and the fury. Tovonna Holton murmured she “owed them.” But surely she didn’t owe them this, the ultimate self-sacrifice. Surely not this. The life of a 15-year-old, so vibrant and full of possibility, in exchange — if the early narrative proves out — for cruel, brainless shaming?

It is too late for Tovonna, whose photographs reveal her beauty and outward joy, but fail to detect her brittle vulnerabilities. But, if there are young people in your household, or your neighborhood, or in your greater village where you work, play, worship, attend school or volunteer, now — yes, literally, now (tonight might be too late) — is the time to tell them: There is nothing so awful in your life that we cannot sort it out together.

I’m talking to adults, of course, but not just to adults. This is on teens and ‘tweens, too. This next is for them.

Guys, you know, oftentimes better than parents or the other adults in your lives, when your friends are aching, when they think they’ve been done wrong.

Nobody expects you to fix the hurt. But, you can be the key to helping make sure the hurt doesn’t explode. You can be the one who gives permission to seeking the grownup who can defuse the bomb ticking inside your friend.

Your elementary school training about stumbling upon mislaid weapons applies. Whether it’s an abandoned gun or your friend’s crisis, it’s not your duty to pick it up and carry it around. Instead, you provide support by getting help. And that help begins by gently introducing a responsible adult.

Sometimes it’s mom and/or dad. Sometimes it’s a pastor or a teacher or a counselor or a coach or a club sponsor or the principal. Maybe it’s one of the moms who’s always working the concession stand, even if her kids don’t run in your circles. Maybe it’s the neighbor with the slightly disheveled yard, or the manager at your favorite night spot.

The thing about grownups is, they’ve usually learned knowing all the answers is less important than knowing whom to ask when they’re stumped. And they — we — would much rather play the role of guide than mourner. We’d rather bring relief than casseroles and flowers.

What allegedly happened to Tovonna Holton — a surreptitious video of her showering, or bathing — posted on the internet, was unspeakable. If the claims survive scrutiny, then every step in the process violated Tovonna’s most precious rights: the right to innocence, the right to privacy, the right not to be exploited, the right not to be subjected to ridicule.

At the time this is being written, a spokesman for the Pasco Sheriff’s Office reports the agency is close to wrapping up its investigation. If the allegations are confirmed, it is difficult to imagine a punishment sufficient for those who conspired to propel Tovonna over the brink.

But, even if the source of ultimate trouble lay elsewhere, the shaming video exists. Did no one stop to think: “What’s the worst that can happen?” And its necessary follow-up: “Can I live with that?” These are always good questions to weigh, in every phase of life, but never more so than when what you’re plotting holds the potential to scar someone for life.

For life? Yes. The internet is forever. If she’d somehow found the courage and counseling to survive her tortured moment on the cliff overlooking oblivion, she’d have had to figure out how to get along knowing the footage was out there, always lurking.

“Explain this video,” says the college gatekeeper. “You want to tell me what was going on here?” says the personnel director between her and her dream job. “How did you wind up naked on YouTube?” asks the man who was almost Tovonna’s fiancé. And on and on and on.

And yet, we would surrender all that is good and reassuring about our species if we imagined even such an unforgivable prank couldn’t have been surmounted.

In the wake of the slaughter in the nightclub popular with Orlando’s LGBT community, people set aside their politics and upbringings to overwhelm blood banks. And, there’s movement on how to keep firearms away from smoldering bad actors tentatively identified by law enforcement.

Because these are things we can do. So is wrapping an arm around a troubled teen and saying, right now, “I am here. You are loved. Things will get better.”

Budget talks start in Pasco

The economy is picking up steam with new housing construction leading the way, and property tax revenues on the rise.

But, that won’t mean Pasco County commissioners will have an easy time figuring out how to spend tax dollars and hold the line on tax increases.

Commissioners face large budget requests including an increase of $6.5 million from the Pasco County Sheriff’s Office and smaller requests, including a circulator bus route in Land O’ Lakes. The bus route would cost about $365,000 in the first year and about $308,000 a year after that.

The county’s staff is not recommending a change in the millage rate, but homeowners could see an increase in taxes based on rising property values, officials said.

Commissioners met in a June 13 workshop to gather information about the upcoming 2017 budget. They heard multiple presentations from county department heads.

The largest dollar amount increase request is from the Pasco County Sheriff’s Office, which is seeking a 6.1 percent increase, which amounts to about $6.4 million in new funding. If approved, the sheriff’s budget would be $110 million in 2017.

This is the second consecutive year that Pasco County Sheriff Chris Nocco has sought a budget increase of more than $6 million.

Last year, commissioners approved $2.7 million to cover pay raises and benefits, as well as ongoing expenses for body cameras and helicopter maintenance.

Nocco is seeking another round of pay raises to make deputies’ salaries more competitive with other law enforcement agencies in Hillsborough, Pinellas and the City of Tampa.

Data from the sheriff’s office shows the area’s average starting salary is almost $46,000, while Pasco’s is about $41,000. Pasco’s starting salary is the lowest in the region compared to Hillsborough, Polk, Manatee and Pinellas counties and also lags behind St. Petersburg, Sarasota and Tampa.

The sheriff’s budget also includes money for 10 new positions for the sheriff’s office and 15 for other agencies.

There also is a request for about $700,000 for laptop computers, an item previously funded from the Penny for Pasco program.

Last year’s budget discussions surrounding the sheriff’s budget often grew contentious.

But after his presentation, Nocco told The Laker/Lutz News: “Everybody has been positive. Everyone is working together.”

Other department heads also made their case for new revenues to increase staff and add services.

Libraries administrator Nancy Fredericks asked for staff needed to restore operating hours for libraries to pre-recession years.

Currently libraries are open five days a week and one night a week per location. Fredericks hopes for nearly $500,000 more to operate libraries six days a week, and on two to four nights a week.

Pasco County Commissioner Mike Moore asked Fredericks to give commissioners options on operating hours. “Maybe we can work our way toward this in two to three years,” he said.

Commissioners approved a master plan for the county’s parks and recreation facilities in 2015. It would take an estimated $222 million to implement the plan.

As a start, Kelley Boree, parks, recreation and natural resources director, proposed hiring a consultant to craft a pilot campaign to help launch the plan. That would cost $75,000, but Boree said many counties hire consultants for this reason.

There is no one on the county’s staff that has the skill set to perform this work, Pasco County Administrator Michele Baker said.

“To me this is critically important because our parks are so underfunded,” said Pasco County Chairwoman Kathryn Starkey. “I’m talking about all types of recreation…We’ve been lax in this forever.”

The county also is proposing to hire a lobbyist to promote Pasco’s interests in Washington D.C., at a cost of $60,000 a year.

Richard Gehring, the county’s strategic policy administrator, said Pasco would see benefits from a “closer relationship” with federal agencies, especially those dealing with transportation and environmental matters.

Pasco County Commissioner Ted Schrader said he wasn’t opposed to the proposal, but said the county should avoid duplicating efforts already done by the Florida Department of Transportation.

“You’ve got to be specific on lobbying efforts on the federal level,” he said.

The building department wants about $403,000 to hire four new inspectors and a records clerk to implement a code enforcement ordinance approved amid controversy among Land O’ Lakes business owners.

The ordinance is meant to focus on cleanup efforts along major corridors including U.S. 41, U.S. 301 and U.S. 19. But, building officials now say they don’t have enough staff to enforce it.

In subsequent years, enforcement costs would be about $290,000.

Commissioners will meet individually with county staff in the next weeks to make their budget preferences known.

The budget will be presented on July 12, with final approval in September.

‘Prom Promise’ drama aims to save lives

The crushed beer cans on the grass help to set the scene at this assembly for students at Wiregrass Ranch High School.

Then, they begin to hear voices.

“St. Paul, I can’t believe you’re still drinking beer. How many beers have you had tonight?” his prom date asks. “I thought I was going to drive, if you were going to drink.”

“Babe, I only had a couple in the last hour or so. I’ll be able to drive,” St. Paul responds.

“I think maybe you should let me drive. You’re going a little fast. You’re starting to scare me,” his date continues.

“I’ll get us home fine,” he says. “If you’re so worried, why don’t you wear your seatbelt?”

“We’re almost home,” she responds, “and I didn’t want to get my dress wrinkled by wearing my seatbelt.

“Look out! There’s a car,” she shouts, and then begins screaming.

There are sounds of a collision, and the tarp is removed to reveal two smashed cars.

The windshield of his car has been broken and his date is sprawled across the hood of the car.

She’s not moving.

The driver of the other car is trapped in her seat. Passengers in her car get out, their dresses spattered in blood.

As the scene plays out, Marianella Campos, a rescue training officer for Pasco County Fire Rescue, narrates what’s happening.

Calls go into 911 and emergency crews from Pasco County Fire Rescue, the Pasco County Sheriff’s Office and the Florida Highway Patrol, respond to the scene.

While a law enforcement officer administers a field sobriety test to the drunk driver, emergency crews use the Jaws of Life to free the other driver from her car.

Meanwhile, the deceased girl’s mother, performed by Enid Fernandez, has been frantically looking for her daughter. When she arrives at the scene, she’s told by the passengers of the other car that her daughter is beneath the sheet. At first, she refuses to believe it could be her daughter. When reality sinks in, she’s inconsolable.

As the helicopter lifts off, another crew places the deceased girl in a body bag. She’s then moved into an ambulance, which represents a hearse.

Ten students, wearing prom attire and white face makeup, walk silently behind the ‘hearse’ as it rolls away. They represent those who have died from drunk or distracted driver incidents. They will remain silent throughout the day — to emphasize the losses that can occur because of careless behaviors.

The event, called “Prom Promise” aims to heighten awareness of the potentially deadly results of driving while impaired.

The timing was excellent because it was held on May 20, the day before Wiregrass Ranch High’s prom, said Greg Finkel, facilitator of the school’s Students Against Destructive Decisions (SADD) club.

“It’s going to hit home,” he predicted.

Students who helped to organize the event agreed.

“We’re using people that are well-known,” said Beliz Esen, a leader in the SADD club. “They’ll be able to empathize more, with someone they know, rather than someone they don’t know. As in, this is actually something that could actually happen to me,” she said.

Alexia Diamond, another SADD leader, said: “This actually happens every day. It’s not just in movies and TV shows.”

Jonathan Jerez, 17, also a leader of SADD, said the event will make a difference: “Being able to see the scenario, with people they do know, I think is going to change their decision making.”

Seventeen-year-old St. Paul Allen played the role of the drunk driver.

“This is such a serious thing,” he said. The event may not get through to some kids, but it will to others, he said.

The message is important, said 15-year-old Emily Snider, who played the role of the deceased prom date.

“A lot of people are lost. A lot of people die every year, just from regular car accidents. Coming home from prom, while drinking, it’s even more devastating,” she said. “They’re kids. They’re just kids.”

Victoria Stitcher, who played the role of the driver whose car was hit, said she knows that people will likely drink regardless of the dramatization, but she added: “I’m hoping that they’ll think twice and not drive.”

Olivia Speer, who played the role of a passenger in Stitcher’s car, said people tend to forget that those drinking and driving aren’t the only ones at risk.

“This can happen to absolutely anyone. It doesn’t necessarily have to be them that’s in the car drinking. It can be anyone,” she said.

Vanessa Reyes, another passenger in the car, agreed: “They think it won’t happen to them, but it happens so much. They need to see that.”

Kailee Barboza, another passenger, was glad to take part. “If at least one person decides that they’re not going to drink or text, while driving, we made a huge difference.”

The school’s two school resource officers, Cpl. Anthony Justice and Cpl. Patrick Cottrell, think the event will have an impact.

“If you have a real serious crash, this is actually what happens,” Cottrell said. “There may be somebody that does die. There are people that are flown out.”

Teenagers tend to think they’re invincible, Cottrell added. “They don’t understand how fragile life is.”

Wiregrass Elementary is gearing up for first year

Between 400 and 500 people turned out for a parent and community night to find out what lies ahead at Wiregrass Elementary, a new school opening in August.

Principal Steven Williams was delighted by the turnout.

“I love it. It’s wonderful to be part of a community that’s engaged,” Williams said.

During the first half hour of the meeting, Williams said he gave some general information about the school and talked about the vision for the school.

After that, parents were invited to make their way around tables in the room, to seek additional information and to offer their thoughts.

Questions that came in during the meeting were answered within 24 hours on the school’s Q&A that’s posted on its website.

Besides parents, others on hand included representatives of the architect who designed the school, the builder who is constructing the school, and the Pasco County Sheriff’s Office.

The school is expected to open with 400 students, but is anticipating rapid growth, Williams said. There are residential developments nearby, and houses are sprouting up all around.

“We’re planning the school with change in mind and growth in mind,” he said, noting he’s buying furniture and textbooks for more than 400 kids. He knows he’s going to need more and wouldn’t be surprised to see enrollment topping 500 within 12 months of opening.

The principal is also planning for a school that’s going to grow in other directions.

“Do we have a fixed mindset or a growth mindset?” Williams asked.

The school wants to be a place that fosters growth — and that means for everyone, students, staff and leaders, too, Williams said. “None of us has arrived yet,” he said.

Besides inviting community partnerships, the school wants to create ties with John Long Middle School and Wiregrass Ranch High, Williams said.

For instance, a culinary student at Wiregrass Ranch High might be able to be involved in an elementary cooking club, Williams said.

Many of the questions raised by parents regarding specific issues are answered on the school’s website.

For instance, the school’s technology will include interactive whiteboards, Apple TVs, small group collaboration stations, iPads, MacBook laptops, 3-D computing stations and additional technological devices.

Each staff member will have a laptop, and students will have access to machines on a 4:1 ratio.

But, the school also is developing a “Bring-Your-Own-Device” program that will allow students to bring their own technology.

“It’s very important to me to have students ‘own’ their own technology,” Williams said, and that means going well beyond the typical uses for communication and entertainment. He wants them to be able to use the devices as resources, to help to elevate their education.

Students who are currently attending kindergarten through fourth grade and who live in the Wiregrass boundaries will be automatically registered. Those who are entering kindergarten or moving into the area must register. Individual appointments can be arranged.

The school will have before and after school care, and there will be clubs, though the types of clubs have not been determined.

Wiregrass will follow the school district’s dress code, so uniforms are not required. However, a line of spirit wear has been developed, and the optional items can be purchased through the school’s PTA.

Wiregrass will have gifted education through an inclusion model, which means the instruction will be embedded in all subjects, rather than delivered in a separate classroom.

“We want our students to be able to walk a learning path that is specific to them,” Williams said, noting the school will subscribe to the philosophy of “student-owned learning.”

There will be intentional outcomes, but different ways to achieve them, the principal explained. The teachers will serve as the guides, working with students as they work toward achieving those outcomes, albeit following different paths.

The school also is planning some special activities, such as the creation of a time capsule, to mark the school’s inaugural year.

Inmate labor proves cost-effective, will expand

A program that assigns inmate labor to county departments worked so well in the past year, it is being tripled in size.

Pasco County commissioners have agreed to increase the program from one crew, up to three crews, effective April 25.

Animal services, public works, parks and recreation, and facilities management are the beneficiaries.

The funds for the expansion weren’t initially in the fiscal year 2016 budget. But, county staff members say the program saves the county from contracting for services or hiring additional employees.

“Staff believes we get a lot of bang for the buck,” said Heather Grimes, Pasco’s assistant county administrator.

Commissioners approved about $161,000 to cover the remaining months for fiscal year 2016, and about $215,000 as an ongoing annual amount for the program.

Inmates serving time for nonviolent crimes, and who have been screened by the Pasco County Sheriff’s Office, can be considered for the program.

Previously, several departments shared a single crew of five inmates who might work at one location in the morning, eat lunch and then be driven to another work site to finish the day.

Now, a five-member crew will work Monday-Friday at animal services; another five-member crew, also Monday-Friday, will divide time between parks and recreation, and facilities management. And, a four-member crew will work a four-day week with the public works department.

Duties will include cleaning cages and dog runs at the animal shelter, as well as roadside ditch cleaning, weed control, landscaping and maintenance, graffiti removal, roadside litter collection, street sweeping, and painting at various locations.

Inmate labor has been a success at animal services, said Mike Shumate, the county’s animal services director.

Previously, the animal shelter could stay open until 6:30 p.m., on Thursday only. Now, he said the shelter extends its hours to 6:30 p.m., on Tuesday through Saturday, with the goal of increasing adoptions and making it easier for residents to pick up their impounded pets.

The program’s expansion is another opportunity to improve services and adoptions, Shumate said.

For instance, he said, an animal behaviorist will show inmates how to train the dogs, so the animals interact better with people looking to adopt.

“We can socialize them a little better,” said Shumate. “We’ll get them ready to adopt out.”
