Aldi moves toward grand opening

A new Aldi grocery store is nearing completion at the entrance to Tampa Premium Outlets, off State Road 56.

Another Aldi in Zephyrhills that has been stalled for years over relocation of a traffic signal is nearing final decisions, and a potential allocation of state funds.

But, coronavirus disease-2019 (COVID-19) likely will determine the grand opening for the one off State Road 56, and the construction of the other, in Zephyrhills.

The store near the outlet mall is expected to open soon, an email statement from Matt Thon, Haines City Aldi division vice president, said.

“At Aldi, we know now, more than ever, our service to the communities we serve is critical during these unprecedented times,” Thon said. “We have been focusing all of our efforts on ensuring food and household goods are available in our existing stores.”

But, he added, Aldi is “working to open new stores where we can do so safely.”

The store’s contractors are moving forward with permits and inspections, according to county records.

Due to COVID-19, Pasco County is broadening its use of VUSPEX, a mobile video inspection application, to complete inspections.

The Aldi building is largely completed.

Aldi currently is hiring nationwide and for the Wesley Chapel store, Thon said.

No information on a construction start from Aldi is available currently on the Zephyrhills store.

However, the Florida Department of Transportation did approve the relocation of a traffic signal at Merchant’s Square and Townview shopping centers to U.S. 301 and Pretty Pond Road, clearing the way for the proposed Zephyrhills Aldi.

The relocation also includes a traffic signal to serve the shopping centers, according to Todd Vande Berg, Zephyrhills’ planning director.

Funding for the project is in the Florida budget, said Vande Berg.

But, shortfalls from unplanned expenditures related to the coronavirus pandemic could affect Florida’s budget.

A reallocation of funds could be coming, either from Gov. Ron DeSantis’ veto pen or potentially from a special legislative session.

“These are unusual times,” Vande Berg said. “Because of that, we don’t really know impacts on the budget.”

Earlier this year, Aldi opened a new store in Odessa. The store was part of a major expansion for the discount grocery chain, based in Illinois.

Officials express guarded optimism through COVID-19

As Florida slowly lifts stay-at-home orders — caused by concerns about potential spread of  coronavirus disease-2019 (COVID-19)  —  local leaders and officials are taking a positive, yet guarded, outlook.

They are hopeful that the regional and state economy can rebound sooner than later.

Many retailers and restaurants have announced plans to reopen to modified dine-in and foot traffic, while more parks and beaches are reopening with restrictions.

Signs of optimism are beginning to show, state Rep. Randy Maggard, R-Dade City said, during an April 28 virtual town hall meeting presented by The Greater Zephyrhills Chamber of Commerce.

“A lot of people feel we’ve crossed the high point of (COVID-19) and we’re on the downward slide. We hope so,” Maggard said.

In the same breath, he urged people to continue to take necessary safety precautions and “use common sense” in public gatherings.

“It will be good to get our economy going. It’s been tough for a lot of businesses here, it’s been tough for a lot of individuals,” he said.

Maggard also addressed “the 800-pound gorilla in the room” during the speaking engagement. And, that’s the fact that the Florida Department of Economic Opportunity (DEO) is having trouble managing the massive volume of people filing for unemployment benefit claims.

The state representative pointed out roughly 40% of the 1.8 million claims filed have been either bogus or scams. That has led to further delays in legitimate applicants getting their unemployment benefits, he said.

“The process just takes long when you have to deal with things like that,” Maggard said, adding the DEO is expected to have those issues resolved soon.

Pasco County Commissioner Ron Oakley, like Maggard, has an optimistic view of the future of the local economy and markets, overall.

“Things will get better. There is a light at the end of that long tunnel we didn’t think we’d have,” Oakley said.”

He said Pasco government activities have not slowed, in the midst of COVID-19.

Oakley noted that neighboring counties haven’t been so lucky as to keep operations moving along when it comes to handling regular tasks, such as reviewing building permits.

“We’ve continued to work, as we do normally,” Oakley said, “except most of our people are working from home instead of our offices.”

Oakley, 74, is still taking the virus quite seriously, however.

He reported the county had 241 positive coronavirus cases and six deaths, as of April 28. One place particularly “hit hard” is the Royal Oak Nursing Center in Dade City, with 20 positive COVID-19 cases, he said.

The commissioner acknowledged most of the people who’ve died from the disease have had pre-existing conditions. But, he added: “This is not the flu. It’s a little more infectious than the flu is.”

So, while businesses start opening with some semblance of normalcy, Oakley said he’s not yet  comfortable to enter a restaurant or other public spaces.

“You probably won’t see me out in a restaurant, that’s just my feeling,” said Oakley. “Of course, I’m of the age that the virus will treat me a lot worse than it would for younger people, but I think there’s probably a pretty large percentage of young people, middle-aged people that will do that, they’ll go right back out, they’re not fearful of any of that, and hopefully they’re taking precautions.”

Like Oakley, Zephyrhills Police Chief Derek Brewer remains concerned about the serious nature of COVID-19 and feels it isn’t going away anytime soon — witnessing the virus’s impact on the frontlines.

Brewer said there’s an expectation the county’s coronavirus cases could peak sometime around mid-May, based on joint conversations with the Pasco Sheriff’s Office and Pasco County Emergency Management.

“We may be getting close to opening the state,” Brewer said, “but, I don’t think we’re going to be ready yet to open it up completely yet.”

The police chief reported Zephyrhills has 25 positive COVID-19 cases as of April 28, representing more than 10% of all cases in the county. Additionally, the department is tracking a total of 48 addresses under investigation as possible COVID-19 cases as of that date.

Meanwhile, Brewer said the local law enforcement agency has observed spikes in domestic violence and disturbance cases, as well as increased juvenile problems, during the course of the pandemic.

On the other hand, the department has seen fewer accidents and total calls for service overall.

With fewer service calls, Brewer said officers have placed more focus on performing spot checks on local businesses that may not be in compliance with state executive orders.

He also noted the department has enacted an “extensive screening process” to determine whether someone absolutely needs to be sent to jail after an arrest. That approach is being taken to try and limit the spread of COVID-19 within the local criminal justice system.

He said the pandemic “has been a been a unique challenge for law enforcement.”

City of Zephyrhills pushing through COVID-19
Zephyrhills City Manager Billy Poe also offered an update on some of happenings within the East Pasco municipality throughout the town hall discussion.

Despite the COVID-19 outbreak, Poe said the city is “open for business, so there are still a lot of projects that are going on.”

For instance, work is progressing on multiple subdivisions and communities that will bring hundreds of new homes to the area. Those projects include the Oaks at Pasco and Links at Calusa Springs located on both sides of Simons Road; District at Abbott’s Square near the forthcoming Sarah Vande Berg Tennis & Wellbeing Center; and Abbott Park, situated on the former Gore’s Dairy property that wraps behind the Publix Super Market at Zephyr Commons on Gall Boulevard.

Several commercial developments are moving along, too.

A couple notable projects under final site plan review include a new Veterans Administration clinic along Eiland Boulevard, as well as the Crystal Bar rebuild on Gall Boulevard, a longtime community staple destroyed in a fire last May.

Poe said a Chipotle Mexican Grill franchise at Zephyr Commons “is projected to come here in the next few months.” Also, the Chancey Partners industrial park project continues its build out with “a lot of businesses going in at that location.”

Poe touched on various city-related projects, as well:

  • Relocation of the U.S. 301/Pretty Pond Road traffic signal should get underway in August, spurring development in that area, which he said will eventually include a Chick-fil-A franchise
  • Sarah Vande Berg Tennis & Wellbeing Center construction “continues to be strong” and should be complete around July or August
  • Road paving and resurfacing has been ongoing at various city streets the past several weeks

Elsewhere, the city manager encouraged residents to continue to support local businesses “either by takeout or gift cards or anything that you can do.”

He also noted he’s in conversation with Zephyrhills High School Principal Dr. Christina Stanley to “plan something special” for graduating seniors, such as a parade or other community-wide gathering at some point.

Other speakers during the town hall included Zephyrhills Mayor Gene Whitfield and Zephyrhills City Council president Ken Burgess.

Dade City taking recovery steps in the midst of pandemic

As Florida begins to slowly reopen in the midst of coronavirus disease-2019 (COVID-19), the City of Dade City is likewise looking to bring City Hall operations up to full speed, in multiple stages.

City administration and department heads are in the process of developing an action plan “to recall the full complement of our field staff very soon,” Dade City Manager Leslie Porter said, at an April 28 virtual city commission meeting.

She added: “We know we need to be mindful for the need for sustainability and follow the guidelines from the president and our governor.”

The city has been utilizing split-shifts and having many staff work remotely the last several weeks, at both City Hall and in the maintenance field yard.

Porter also told commissioners the impact on the city’s budget from COVID-19 is unknown to this point, but anticipates there will be some hit from sales tax and Penny for Pasco monies.

“At this time, staff is looking to see if there’s any discretionary spending that can be put on hold. We’ll be entering our new budget cycle soon and also keeping an eye as to where we might be able to save money there,” Porter said.

Meanwhile,  Commissioner Jim Shive advised that the city’s public works department take additional measures to clean up the downtown, noting it’s an opportune time with less business and leisure activity in the area because of the coronavirus.

Shive suggested mulching parking lot landscapes and pressure washing sidewalks, among other measures “to get the downtown looking good.”

“As we’re phasing in the workforce, we need to look at getting some things done downtown while there’s very little traffic down there,” he said.

In other action, the commission:

  • Approved a zoning amendment ordinance recategorizing 64.18 acres of land at the Dade City Business Center on U.S. 301, from Pasco County IH (Industrial Heavy) to Dade City PD-EC (Planned Development-Employment Center). The new PD-EC zoning allows design flexibility and a mix of office, research, light industrial, limited commercial and residential uses.
  • Approved a change order to the Hardy Trail Extension construction project, calling for an additional 120.59 tons of asphalt in the amount of $21,103.25. Contractor Cone & Graham Inc. had to use more asphalt than designer CPH Engineers Inc. originally estimated for certain locations and settings, according to a city memo.

Aldi opens Odessa store

Customers were ready when the Aldi in Odessa had its grand opening celebration on March 12.

The Aldi store is one of the grocery chain’s new locations in Pasco County, and new stores are planned off State Road 56, near Wesley Chapel Boulevard, and another off U.S. 301 in Zephyrhills.

Matt Thon, Aldi division vice president, helped officiate at the grand opening.

“We’re really excited to open the Odessa, Florida store,” he said. “It’s our 93rd store in our division here [and] about the 150th in Florida.”

It also is now among 1,900 Aldi grocers in the U.S.

Thon also noted that Pasco County’s growing population is what appealed the grocery chain to build a number of its stores within the region.

The newest Pasco store adopts the same interior design found in many of those in the country.

The aisles are filled with various food items – some commercial brands, but mostly Aldi brands.

The store also offers healthy food alternatives, such as vegan and organic products.

Many of these foods can be found in the new refrigerated section, which provides additional space to stock.

New and already-existing stores will follow this model, as well.

Fresh fruits and vegetables are some of the more popular items, Thon said.

“From the consumer feedback that we’ve received, and what our customers tell us each and every day, is produce drives their shopping decisions,” he said.

The key is to put fresh food with high quality on the line within a timely manner, Thon said.

Shopper Cynthia Cameron, of Hudson, came to the store to support the opening of the Odessa branch.

Cameron noted that even when she’s in another county, she’ll shop at the nearest branch.

“I do like Aldi, and I think they’re a great store to shop at,” she said.

She enjoys Aldi’s chicken and its produce. She’s impressed by the store’s prices.

Thon noted that the store’s Keto bread is a popular item.

It sells quickly, he said, noting the Keto diet — which avoids carbohydrates — has helped popularize the bread, Thon said.

One aisle alone is stocked with various Aldi name-brand wines.

Also, items like Barissimo coffee and Elevation energy bars are placed at the front end of aisles as stand-out products.

This includes the gluten-free LiveGFree products.

“What I hear from customers is they come in for our gluten-free line and they’re shocked at the price points,” Thon said.

Cost-efficient items are what keeps loyal shoppers, he added.

The store also stocks appliances and décor items.

Items include bedroom accessories, shelves, chairs, ovens and handicap equipment.

Those who enjoy gardening also can select from a variety of flowers and plants.

The carts used at the store are interesting, too.

Each can be pulled from its space when a quarter is inserted in a slot, located on the bar handle. Customers get the quarter back once they return the cart.

Thon noted that he wants customers to have that same comfort level when they walk into the new Odessa store.

The upcoming Lutz-Wesley Chapel branch is scheduled to open in the summer.

Aldi offers updates on Pasco stores

The Aldi store in Odessa is expected to open this spring, and the Wesley Chapel store is expected to open by this summer.

That’s according to the latest information provided by Matt Thon, the vice president for the Haines City Aldi division.

The Lutz-Wesley Chapel area, Odessa and Zephyrhills are the chosen locations for three new Aldi stores. These branches will offer shoppers more grocery stores to choose from. (File)

An opening date for the Aldi in Zephyrhills has not been determined.

The Zephyrhills branch has not been built yet, says Todd Vande Burg, planning director for the City of Zephyrhills.

Work is underway to analyze the best relocation spot for traffic lights at the intersection of U.S. 301 and Pretty Pond Road, Vande Burg said.

The Aldi stores in Odessa, at 12134 State Road 54, and in the Lutz-Wesley Chapel area, at 2215 Sun Vista Drive, combined, are planning to hire 20 to 25 employees.

The Aldi website has information about available positions, explains the anticipated number of working hours, and details starting pay rates.

Openings include store associates, cashiers and stockers.

The website details duties for the various positions and qualifications needed for the job.

There also is information about benefits offered by Aldi and tutorial videos that give applicants an idea of what to expect.

The three new Pasco County Aldi stores will join the over 1,900 grocers nationwide.

Medical marijuana ordinance gains first-round approval

Dade City is a step closer to allowing medical marijuana treatment centers within its city limits.

Dade City Commissioners gave first-round approval to a zoning text amendment that would make the treatment facilities a permitted use in the city’s general commercial zoning district, and would make them an allowed use in commercial and employment center planned development districts.

The first vote took place on Jan. 14. A second hearing and approval are needed for the change to take effect.

More specifically, the amendment lets medical marijuana facilities be situated along U.S. 301/U.S. 98 south and north of town, and certain pockets of the Community Redevelopment Area (CRA) district, but avoids much of the city’s historic downtown main street and central business district.

The text amendment also would require any future standalone pharmacies and drugstores to locate within those aforementioned districts, as Florida statutes prevent municipalities from enacting regulations that are more restrictive for dispensaries than for traditional pharmacies.

The amendment also includes language establishing regulations for hand-rolled cigar manufacturing within city limits, something the city had not addressed.

Hand-rolled cigar facilities would be a conditional use, permitted use or allowed use in as many as 10 different types of business or planned development zoning districts.

The commission’s action was approved 3-2, with Scott Black and Eunice Penix voting no.

Black said: “I’m concerned about moving so quickly on the medical marijuana with this being still untested waters, but I’m also concerned about how we’re taking pharmacies out of zoning in the downtown business district.”

No one from the public weighed in on the issue.

The commission’s vote came after the Dade City Planning Board reviewed and voted to recommend the proposed amendment last month.

The city previously had a series of concurrent moratoriums on medical marijuana treatment centers within its municipal limits dating back to 2016, to study its possible impacts.

In September, city commissioners directed city staff to draft an amendment to the city’s land development regulations that would change that, and allow medical marijuana dispensaries in specified areas.

Commissioners also:

  • Approved a subdivision preliminary plan for The Cove, a new 10-lot Habitat for Humanity subdivision located between 15th and 17th streets north of Main Avenue
  • Approved a subdivision preliminary plan for Countryside, a new 25 single-family lot subdivision located east of U.S. 301 on vacant lands on Countryside Place
  • Approved a first reading ordinance of an annexation petition for JDR Investments Inc., for a 0.41-acre parcel located at 14836 U.S. 301, considered an enclave within the city
  • Approved a first reading ordinance of an annexation petition for Esplanade Communities of Florida, for a 0.22-acre parcel located at 36221 State Road 52, which was previously not discovered in the subdivision approval process
  • Approved a final plat for the Shoppes of Dade City, for the development of eight lots, generally located at the northeast corner of U.S. 301 and Clinton Avenue
  • Adopted a second reading of a zoning map amendment to approximately 3.04 acres of real property at 36830 Blanton Road, to a residential general zoning district. The moves allows for the proposed development of multi-family units at 10.5 units to 20 units per acre, directly across the street from Pasco-Hernando State College, where students and/or faculty could reside; the property is currently occupied by a quadruplex family residence. The applicant was PJW Management LLC.
  • Adopted a second reading of a zoning map amendment on approximately 61 acres of real property located at 38364 Clinton Avenue, to medium residential single-family zoning district The proposed use of the property will allow the development of a 249 single-family lot subdivision (Hilltop Pointe) at less than six dwelling units per gross acre; the property currently hosts a commercial farming operation. The applicants were Philmon Citrus Nursey LLC and Cephus Food Sales LLC.

Commissioner Nicole Deese Newlon spoke out against some of the fast-moving development that’s been approved in the city of late, suggesting that potential negative traffic impacts aren’t getting enough consideration.

The commissioner directed her attention — and voted against —  the proposed 25-lot subdivision Countryside, east of U.S. 301, adjacent to a busy block that includes a McDonald’s. “We’ve approved several developments in the city limits, and it seems like traffic is kind of a cursory afterthought a lot of times,” she said.

Kumquat Festival ushers in a new decade

It’s time to indulge in a tiny, tart fruit called the kumquat.

After all, the fruit is considered to be the centerpiece of the Kumquat Festival, now celebrating its 23rd year.

This year’s Kumquat Festival will once again offer various kumquat treats, as well as activities for the public. Live entertainment also will amplify music for the masses. (File)

Besides offering fun family activities, the festival showcases downtown Dade City, offering visitors a chance to sample a taste of Old Florida and some Southern hospitality, too.

The free event is set for Jan. 25 from 9 a.m. to 5 p.m., in downtown Dade City, near the Historic Pasco County Courthouse.

Thousands of people flock to the area every year in an event that gives downtown Dade City merchants a chance to show off their shops and gives entertainers a place to showcase their talents.

It’s also an annual gathering that draws upon the generosity of local volunteers and sponsors.

“This is a marvelous event that is truly a local volunteer-run festival,” said John Moors, executive director of The Greater Dade City Chamber of Commerce. “I know the hundreds of folks involved are very proud of their community for producing such a quality show every year.”

As always, the kumquat fruit, known as the “little gold gem of the citrus industry,” will be found in all sorts of treats and beverages, including pies, cookies, ice cream, smoothies, marmalade, salsa, beer and wine.

Hundreds of vendors will be there, offering not only kumquat-related foods, but arts and crafts, and other items. Local restaurants will be serving up food, too.

There will be a quilt challenge and a Festival Collector Car Show.

There will be face-painting, and kids will have an activity area, too.

All public parking is free, and there will be free shuttle rides from two satellite parking areas. One is at the Pasco County Fairgrounds, on State Road 52. The other is at next to Jarrett Ford, at 38300 Dick Jarret Way, in Dade City, on the U.S. 301 truck route.

Construction crews busy on area road projects

Anyone who drives around Pasco County on a regular basis knows there aren’t many east-west roads that cut through the county’s vast expanse, and that it isn’t   a bit unusual to have to wait in traffic.

There are a number of projects, however, that are in the works, on the drawing board, or have been recently completed that are aimed at making life easier for Pasco motorists.

Of course, as more development arrives, more drivers use local roads — so complaints about “too much traffic” and “not enough roads” may persist, at least for the foreseeable future.

But, here is a look at some of what’s happening on the local transportation scene.

A diverging diamond interchange is under construction at the Interstate 75/State Road 56 interchange. The project, expected to wrap up by late 2021, aims to keep traffic flowing at the busy interchange.

The diverging diamond interchange, currently in development, will reconfigure the current interchange at Interstate 75 and State Road 56 to improve traffic flow at a location that frequently is bottlenecked, especially during peak traffic periods. Ridge Road Extension
Construction is expected to begin in January on the Ridge Road Extension, a project that Pasco County has been seeking to build for two decades. The project will create a third east-west corridor in the county, extending existing Ridge Road from Moon Lake Road in New Port Richey to the Suncoast Parkway, initially, and then to U.S. 41 in Land O’ Lakes. The extension will give drivers who are heading east or west across Pasco a new option. Currently, motorists heading east and west use State Road 52 or State Road 54. It also will be another evacuation route in the event of an emergency.

However, environmentalists have expressed concern about the project. The extension will run through the Serenova Tract of Starkey Wilderness Preserve. Tim Martin, chair of the Sierra Club Florida Conservation, said this will harm the preserve’s wetlands and its animals.

Phase one of the project costs an estimated $90 million. Phase two has not been funded yet. Construction completion is scheduled for the 2025-2026 timeframe.

State Road 54 widening, Zephyrhills to Wesley Chapel
State Road 54 is being widened from two lanes to four lanes, with a divided median, between Wesley Chapel and Zephyrhills. The 4.5-mile stretch will run east of Curley Road to east of Morris Bridge Road. The $42.5-million development is expected to finish by the Summer of 2021.

Interstate 75/Overpass Road interchange
This project will create a new access point onto Interstate 75 at Overpass Road. The project includes widening Overpass Road — between Old Pasco Road and I-75 — from two lanes to four lanes. To the east, Overpass Road will be expanded to six lanes, between I-75 and Boyette Road. Off Overpass Road, Blair Drive will connect to Old Pasco Road, and Boyette Road will connect with McKendree Road. These connections with Overpass Road will create new access points between Wesley Chapel and Dade City.

A new State Road 52 corridor is expected to be built, branching off from the existing one. It will be another means of heading further east in Dade City.

New State Road 52 alignment
A new alignment of State Road 52 will provide a new way to travel east through Dade City. The new stretch of road will run south of the existing State Road 52. It will begin east of the Bayou Branch Canal and continue east to the intersection of Prospect Road and Clinton Avenue. Clinton Avenue will be widened to a four-lane road leading to Fort King Road. The existing State Road 52 also will be widened to four lanes between Uradco Place and the Bayou Branch Canal. At Bayou Branch Canal, the existing corridor will branch off into the new one.

Improvements completed in 2019 include:

Widening of State Road 52, from Bellamy Brothers to Old Pasco Road
A 1.5-mile stretch of State Road 52 has been widened from Bellamy Brothers Boulevard to Old Pasco Road. The road was widened from two lanes to four lanes, with a median. There also is a multi-use path on the north end of State Road 52 and a sidewalk on the south end. Construction on the $13.4 million project started in 2016.

State Road 56 extension
A new 6-mile extension of State Road 56 has created a new east-west corridor, between Meadow Pointe Boulevard in Wesley Chapel and U.S. 301 in Zephyrhills. The extension gives motorists an alternative to State Road 54, which also links the two communities. State Road 54 also is undergoing improvements. The State Road 56 extension is a four-lane road, divided by a median. It has a multi-purpose trail, a sidewalk and bicycle lanes. Traffic lights also were incorporated at Morris Bridge Road and U.S. 301.

State Road 54, turning lane improvements
The right-turn and left-turn lanes on State Road 54 have been lengthened to ease turning movements and reduce congestion. The $1.1-million project provides more room in the turning lane for motorists who are heading east on State Road 54 and intend to turn onto U.S. 41. The change reduces wait time for motorists turning north or south onto U.S. 41. Another improvement modified the median opening where State Road 54 intersects with Hunt Road. The change allows eastbound traffic on State Road 54 the option of turning onto Hunt Road or making a U-turn. It allows westbound traffic to turn off of Hunt Road, but motorists coming from that direction can no longer make U-turns.

Dade City is adding population, new attractions

As a new decade begins, the City of Dade City plans to resolve its longstanding stormwater issues, enliven its downtown with more shops and entertainment, add new attractions and to increase residential development.

The Dade City Commission also is expected to vote on the issue of allowing medical marijuana dispensaries within the city limits during the first quarter of 2020.

Here is a closer look for what’s in store for 2020, and beyond.

Resolving stormwater issues
Dade City’s downtown streets and sidewalks have been known to be swallowed in at least 6 inches to 7 inches of standing water for days at a time after heavy summer rains.

Much of that should be resolved soon.

Construction is in full swing to fix the downtown flooding and drainage issues — via a $2.3 million stormwater capital improvement project, paid for with a combination of state appropriations, and funding from the Florida Department of Transportation and Dade City.

The project takes underground concrete piping through multiple downtown streets into an existing conveyance system into a reconfigured Irwin Pond, just past U.S. 98 and the CSX railway.

Work has been paused to accommodate the Jan. 25 Kumquat Festival in downtown, but the project completion is expected around mid-year.

Meantime, the city is seeking state appropriations and disaster recovery funding for a another multimillion dollar stormwater project in the Dade Oaks community.

A bike hub/splash park is coming
City staffers recently closed on a $800,000 land purchase that will become the location of a splash park/bike hub to the city’s downtown area — on a 2.23-acre parcel on Church Street, which borders the Hardy Trail and is diagonal from The Greater Dade City Chamber of Commerce. (The contract sale price totals $1.3 million, as the property owners have agreed to donate the difference toward the park project.)

A preliminary concept plan for the project calls for a multi-use water splash pad, bike-share shelter, amphitheater, Americans with Disabilities Act (ADA)-accessible playground, open space, a concession area and other amenities. The next step will be developing and finalizing a master plan for the project, with input from residents and city officials, then moving onto a final design and engineered site plan.

According to Dade City Manager Leslie Porter, the project will likely be completed in phases over the next several years, starting with the bike hub, which could break ground this year, in partnership with Pasco County’s tourism office.

Events venue and retail shops
What was once a vacant car dealership in downtown Dade City will soon be a hub for retail and social entertainment, called The Block.

The development, at 14313 Seventh St., involves converting two existing buildings, totaling 21,000 square feet.

The main plaza will have an area for retail spaces, along with a venue to accommodate events, such as weddings, parties and fundraisers. There also are potential plans for a bridal shop and a brewery there, too.

The second building is being turned into a CrossFit gym.

An outdoor patio and bar will run between the two complexes, complete with seats and tables,  and string lights hanging above.

While inclusive to all, it is geared toward the younger-adult demographic, somewhat inspired by the mixed-use Armature Works facility in Tampa Heights.

Expected to open in phases beginning this year, The Block is the brainchild of local realtor and investor Larry Guilford and Melanie Armstrong, owner of Savory Roots Catering and Events.

A snow park in Dade City?
Come November, Dade City will be home to a very unique recreation attraction — the state’s first-ever snow park, called Snowcat Ridge.

The one-of-a-kind snow park will feature a 60-foot-tall and 400-foot-long snow tubing hill, where visitors will be able to ride in single, double, or six-person tubes down the hill; a 10,000-square-foot snow play dome to make snowmen and snow castles; and, an Alpine Village serving food and hot cocoa.

For those wondering, snow will be made with technology that can stay in place for an extended period of time, provided the temperature is under 80 degrees.

The project is being developed by Point Summit Inc., which also manages TreeHoppers Aerial Adventure Park and Scream-a-Geddon Horror Park. It will be located at 27839 Saint Joe Road.

Residential development on the rise
Like neighboring Zephyrhills, Dade City anticipates a surge of new rooftops in the coming decade, as the municipality has roughly 4,000 residential unit entitlements — which means they are actively under construction or review.

This year, the city will see 25 single-family homes come online at Countryside, a development situated behind McDonald’s that sits at U.S. 301, while affordable workforce/affordable housing communities Osprey Pointe (110 multi-family units) and Arbours at Hester Lake (80 multi-family units) are expected to begin leasing in the next few months.

Other residential developments on tap include the following:

  • Highland Trails: 1,110 single-family
  • Wickett: 892 single-family, multi-family, assisted living, townhomes
  • Summitview: 812 single-family, townhomes
  • Philmon: 510 single-family
  • Suwanee Lakeside: 302 single-family
  • Abbey Glenn II: 170 single-family

Vote expected on medical marijuana dispensaries
Dade City has had a series of concurrent moratoriums on medical marijuana treatment centers within its municipal limits dating back to 2016, but that could change in the new year.

City commissioners in September directed city staff to draft an amendment to the city’s land development regulations that would permit medical marijuana dispensaries in the general commercial zoning district. That district generally spans U.S. 301/U.S. 98 south and north of town, but avoids much of the city’s historic downtown main street and central business district.

A drafted ordinance is expected to come before the city’s planning board and the city commission sometime during the first quarter of 2020.

Zephyrhills is gearing up for big changes in 2020

As a new decade approaches, the City of Zephyrhills plans to open a much-anticipated tennis facility, plans to extend its airport runway, will be engaged in infrastructure improvements and could possibly end a 60-year tradition of operating its own fire department.

Here’s a closer look for what’s on the horizon for 2020 and beyond:

Sarah Vande Berg Tennis & Wellness Center
The $4.9 million Sarah Vande Berg Tennis & Wellness Center is expected to be open in late summer, about a year after its July 2019 groundbreaking.

The much-ballyhooed facility, at 6585 Simons Road in Zephyrhills, will feature:

  • Eleven outdoor tennis courts (eight clay, two hard surface, one exhibition), eight pickleball courts and four padel courts
  • An adjoining 7,400-square-foot indoor wellness center, with a fitness and rehabilitation studio, salt/sauna room, cryotherapy, pro shop, café, kid’s area and more.

Zephyrhills City Manager Billy Poe recently told The Laker/Lutz News that the city also has requested an additional $1.5 million in state appropriations for a second phase of the project, which would encompass a 30,000-square-foot multipurpose indoor facility for tennis, soccer, athletic training, banquets, receptions and so on.

Zephyrhills Fire Department consolidation?
The Zephyrhills Fire Department could be absorbed by Pasco County Fire Rescue sometime in 2020, after nearly 60 years of operation and tradition.

The county is drafting up a tentative agreement that will be presented and reviewed by Zephyrhills officials sometime in early 2020, Poe said.

The move is due in part to funding and staffing issues that have plagued the city’s fire department, the city manager said.

Should the merger occur, Pasco County Fire Rescue would operate the city’s two fire stations and would absorb the city’s fire department personnel at their proper pay step.

The county also would ensure and maintain additional staffing needs at both stations and place an ambulance within the city limits.

Airport runway extension
Work is progressing to extend Zephyrhills Municipal Airport’s runway 1-19, a measure to accommodate larger passenger and corporate jets, and spur aviation and industrial development.

The city received $5.9 million in state appropriations to extend the runway by 1,200 linear feet — which will bring it to about 6,200 feet.

Engineers and officials are analyzing the design of the project, keeping in mind any potential  impacts it could have on Skydive City’s landing zone, Poe said.

The airport also is set to receive an upgraded fuel farm, as well as airfield beacons and lighting improvements, he said.

Relocation of U.S. 301/Pretty Pond Road traffic signal
Development plans at and near the corners of U.S. 301 and Pretty Pond Road have prompted the relocation of the traffic signal that currently is located at Merchants Square and Townview shopping centers, to a new location at Pretty Pond Road.

The city is working with the Florida Department of Transportation on the design, and has requested $2.3 million in state funds  for the project. If funding comes through, construction likely would begin in August or September. Completion is targeted for early 2021, the city manager said. Relocating the signal would improve traffic flow, he said.

Meanwhile, the city has budgeted $600,000 for road resurfacings in 2020, the most significant being 12th Street in front of Zephyrhills High School.

New developments on tap
Zephyrhills expects to see a surge in population growth over the new decade, as residents move in to make their homes in residential projects that are now at the permitting stage, are already coming out of the ground, or have received entitlements for future development.

Larger single-family developments include The District at Abbott’s Square, Zephyr Lakes, Hidden River, as well as expansions to the Silver Oaks and Silverado communities. Meanwhile, Wire Ranch Apartments and Pretty Pond/Wire Road Apartments are some of the larger multifamily units in the works.

Commercial development is expected to follow.

Chipotle and a Chick-Fil-A are expected to open in Zephyrhills, and there are rumors the city could become home to some other chain restaurants and businesses.
