Issues arise over contract for Zephyrhills project

Construction on the much-anticipated U.S. 301/Pretty Pond Road intersection project in Zephyrhills is in jeopardy of being delayed.

At issue is a contract the city approved for the project, which is considered to be an important improvement to spur commercial development in Zephyrhills.

The city chose BRW Contracting Inc., a Land O’ Lakes company that isn’t on the Florida Department of Transportation’s pre-qualified vendor list.

Florida statute requires contractors to be prequalified with FDOT in order to bid for the performance of road, bridge or public transportation construction contracts greater than $250,000.

The intersection project is being funded via a $2.3 million appropriation included in this year’s state budget.

The Zephyrhills City Council last month unanimously awarded the project bid and construction agreement to BRW Contracting, in the amount of $2,161,884.40.

The pre-qualification dilemma was brought up by Zephyrhills City Manager Billy Poe during an Aug. 10 council meeting. He characterized the issue as “a little bit of a hiccup.”

Poe told council members he’s heard conflicting reports from state officials on whether or not the requirement can be exempted for this particular project. He is awaiting final word from state transportation officials.

Further exacerbating the issue, BRW Contracting has indicated it’s not interested in going through the pre-qualification application process at this point, Poe said.

One possible solution could have been to fast-track that process if the contractor had agreed, the city manager said.

If FDOT doesn’t waive the pre-qualification requirement, the city likely will need to re-bid the project.

Besides delaying the project’s start date, Poe said there’s “a pretty good chance” that the new bids would come in higher. He estimated the difference could be as much as $500,000 to $1 million more.

“I don’t know the science behind that (cost) increase, but we know if we go out to bid, it’s not going to be cheaper,” Poe told council members.

Council president Charlie Proctor echoed that point: “My major concern is that it’s going to cost us a lot more money if we have to go out to bid. There’s just no doubt about it.”

The scope of project calls for the relocation of an existing signalized intersection from the shopping plaza entrance to Pretty Pond Road, a signalized intersection at Medical Arts Court, and all other required roadway improvements.

The addition of signalized intersections at these locations is designed to improve the mobility and serve as an economic driver for the northeast and northwest corners of Pretty Pond.

The area is expected to be home to a Chick-fil-A, Aldi, and a national hotel chain, among other businesses.

Construction was anticipated to get underway sometime before Sept. 1, with completion targeted for spring 2021.

Meantime, Poe has reached out to the offices of state representatives Randy Maggard and Wilton Simpson, as well as FDOT District 7 secretary David Gwynn, for additional guidance and other available options on the matter.

With that, he’s informing state leaders that BRW Contracting is a company the city has worked with previously and has confidence in. The contractor helped build out Simons Road, among other projects.

Should the city be forced to bid the project out again, Zephyrhills City Attorney Matt Maggard said canceling its contract with BRW Contracting shouldn’t present a legality issue.

But, he added:  “We really don’t want that to happen.”

Dade City Commission welcomes new planning board

The Dade City Planning Board has added a new face, plus a few familiar ones to its dais.

Dade City Commissioners on Aug. 11 reappointed three board members whose terms recently expired, and approved a new at-large member to the agency’s group of seven.

The three reappointments are James Cosentino, Bermice Thomas and Joe Kennard.

Dade City native and resident Matthew Munz is the new at-large appointment.

Terms of each of the four appointments will expire April 2024. The other planning board members are Jimmy Miller, Davis Henley and Juliann Hale.

Munz, the newest addition, is a project manager for Mead & Hunt, an architecture design, engineering, environmental and construction administration services company.

He takes over the at-large seat previously held by new Commissioner Knute Nathe, who vacated the seat after being elected last month to the Dade City Commission.

“I enjoyed a great deal my tenure on the planning board. It can be thankless service, but it is service that is necessary to the city,” Nathe said.

With that, Nathe recommended Munz for the at-large seat, citing his experience as an engineer leading various water, wastewater, and stormwater projects in multiple stages of development — matters that go hand-in-hand with planning board responsibilities.

Fellow commissioners concurred, unanimously approving the recommendation.

Dade City Mayor Camille Hernandez said Munz’s credentials “certainly are impressive” and his knowledge in development-related matters “should be an asset to the board.”

Hernandez noted that Munz sat through a four-plus hour commission meeting last month, underscoring his passion for community issues.

“If that ain’t dedication, then I don’t know what is,” Hernandez quipped.

Aside from professional experience, Munz also has deep-rooted ties to Dade City coming from a family of public servants.

His mother, Barbara Munz, was principal of Pasco Elementary School for 23 years.

His father, William Munz, was assistant county administrator for Pasco County throughout the 1990s.

Munz kept his comments brief following the appointment. “I look forward to being able to serve the city,” he said.

The city’s seven-member planning board also serves as the Local Planning Agency for quasi-judicial procedures, and also includes one member representative from Pasco County Schools.

The board meets monthly, or as needed.

Duties include transmitting recommendations to the commission regarding zoning district amendments, comprehensive plan amendments, variances, and conditional use permits.

On another matter, commissioners unanimously approved a final plat for Countryside, a 25-lot subdivision located on 5.72 acres east of U.S. 301 and adjacent to a busy block that includes a McDonald’s, O’ Reilly’s Auto Parts, Captain D’s and EZ Clean Car Wash, among other businesses.

The Countryside development has been in the works for some time.

Commissioner Scott Black noted the subdivision has been in entitlement ever since the city landed the McDonald’s location when he was a freshman in high school, roughly 40 years ago.

“It is rather interesting that the project is finally, after so many years, something is happening there,” he said.

The development has received some pushback due to potential negative traffic impacts in that area, including from former Dade City Commissioner Nicole Deese Newlon.

Budget transparency headed to city’s website
Local residents soon will be able to get an inside look at Dade City government’s spending and departmental operations, in real-time online.

Newly appointed Dade City interim finance officer Andrew Laflin told commissioners he’s rolling out a cloud-based budgeting transparency software program onto the city’s website, within the next month or two.

The new program, will allow users to view and navigate the municipality’s multi-year capital projects and budget actual data, with links to the city’s annual budget document and ongoing budget preparations. It also will provide updates and messages from the city’s various departments, he said.

The new online feature will “show really a whole lot of stuff,” Laflin said.

Mayor Hernandez applauded the initiative, especially at a time when the city is experiencing a wave of commercial and residential development.

“I think that’s excellent,” Hernandez said. “I love the fact that it’s not only going to be available to the commission, but it’s going to be available in real-time, so I’m excited. That sounds like a good addition to providing information and transparency to our residents and those in Dade City.”

Laflin has hit the ground running on budget preparations for fiscal year 2020-21 since being hired to provide consulting financial services a month ago.

Other items worth noting:

  • The Dade City Police Department announced the hiring of two new police officers — Christopher Amatruda, 35, and Ronny Rivera, 48.
  • Dade City’s public restrooms have reopened, accessible from 7 a.m. to 7 p.m., daily.
  • Work is underway on the design of a visitor’s information welcome center building at the Roy Hardy Trail trailhead.
  • Pasco County issued a notice to proceed with a route study for the extension of Morningside Drive — to connect U.S. 301 to Fort King Road in Dade City.

Lawmaker talks state budget cuts, COVID-19

State Rep. Randy Maggard made a special appearance at a Zephyrhills City Council meeting last month — updating constituents on issues that included state budget cuts, the COVID-19 pandemic, return-to-school plans and more.

Those projects survived, while other projects fell by the wayside as a result of $1 billion in budget cuts, achieved through line-item vetoes by Gov. Ron DeSantis.

The governor made those cuts because state revenues were lower than expected, due to the economic impacts of COVID-19.

The approved $92.2 billion budget, however, does include about $5.5 million for the Lacoochee industrial area right of way improvements and about $2.3 million for intersection improvements at U.S. 301/Pretty Pond and Medical Arts Court.

“We’re just happy to get what we did,” Maggard said. “At the end of the day, we felt we fared well compared to most (other districts).”

Other budget wins in Maggard’s book included the $500 million to increase teacher salaries across the state and the approval of the most comprehensive water bill in Florida history. That water bill includes: $322 million for Everglades Restoration; $50 million for springs restoration; $160 million for targeted water quality improvements; $40 million for alternative water supply; and, $25 million to combat harmful algal blooms and red tide.

Maggard said he hopes the state doesn’t need to undergo yet another round of budget cuts due to COVID-19, hurricane season or some other setback. Luckily, state reserves could help withstand some expected shortfalls, he said.

Maggard said the Legislature’s foresight to build up a reserve in the past has come in handy now.

He added: “What we’re praying is that we don’t have a bad hurricane season. Just having another knockout punch would not be good for our economy, and that’s what we’re concerned about, at the time.”

On the COVID-19 front, Maggard acknowledged the pandemic “just seems to be dragging on,” but noted a sliver of a silver lining.

The positivity rates for COVID-19 through Florida have hovered in the 10% range to 12% range, while experiencing marked decreases is some instances.

Maggard said Florida made headlines across the country when it recorded nearly 15,300 new coronavirus cases on July 12. That set a national record for any one-day period.

What media outlets failed to mention, Maggard said, is about 142,900 people were tested — representing a positivity rate of about 10.7%.

A few days before that, the state had reported 11,343 positive COVID-19 cases among 93,500 tests — correlating with a higher positivity rate of 12.1%, he said.

“It was a big number that dropped, but we’re testing more,” Maggard said, regarding the July 12 report.

“If you look at just the pure numbers, you would think, ‘Wow, this thing is spreading worse, and we’re in trouble,’” he said.

But, when “you look at it percentage-wise,” he said, “it’s not growing like the numbers sometimes show.”

And, that, he said, represents “a little bit of good news.”

The freshman lawmaker added the “largest spread” of the coronavirus comes from Florida bars and small breweries, so temporarily closing down those institutions was “just something that had to be done,” he said.

He also acknowledged the economic impact the decision had.

“It is affecting small business, and we understand that,” he said.

Maggard also emphasized  the importance of mask wearing and social distancing: “If you talk to your doctor, they will tell you. If we can just keep that practice, we can get over this hurdle, we really can just get it to stop. I think we can get out of this mess, and then we just need to pray for a shot like we do for the flu, then I’ll think a lot of this will just go away.”

On the much-debated topic of return-to-school plans, Maggard assured state leaders are studying “the smartest way” to handle an ever-changing situation, adding decisions are “based on science and numbers, and not emotion.”

However, he added there’s been “overwhelming” support to reopen brick-and-mortar school campuses for the 2020-2021 school year, particularly among Florida high schoolers.

“It’s funny, the majority of high school students we’ve reached out to are like, ‘Yeah, we want to go back to school,’” Maggard said. “Maybe staying at home with parents is not as fun as it used to be at the time; high school students are definitely for it.”

He also addressed one of the more well-documented issues that surfaced early in the wake of COVID-19: the Florida Department of Economic Opportunity’s difficulty in managing the massive volume of unemployment benefit claims.

Many of those problems have been resolved, Maggard said.

“There’s some people out there we’re still dealing with, but overall that number’s dropping, which has been good for us,” he said.

Pasco adopts tighter restrictions on apartments

The Pasco County Commission has adopted new standards that aim to keep apartment development from consuming frontage along state roads 54/56, between Gunn Highway and U.S. 301.

Commission Chairman Mike Moore has championed tighter restrictions along the State Road 54/56 corridor — citing the need to preserve the frontage for employment-generating development. He also has cautioned his colleagues that allowing too much apartment development now could create problems in the future, when occupancy drops and the buildings fall into disrepair.

Commissioners initially adopted the tighter restrictions on June 30, but revisited the issue on July 14 to clarify the effective date and to address a question raised about which section of State Road 54 falls within the new restrictions.

Under the adopted changes, new multifamily residential zoning and future land use amendments along the SR 54/56 corridor from Gunn Highway to U.S. 301 shall be integrated with a mixture of employment-generating land uses.

Those uses can be existing uses or new ones, according to the county’s new requirements.

Also, on properties along the State Road 54/56 corridor from Gunn Highway to U.S. 301, the first 2,000 feet adjacent to the corridor shall place new multifamily zoning and future land use amendments behind non-residential land uses unless a development vertically integrates a mixture of uses, such as a high-rise with offices, residential and retail uses.

New rezonings or future land use amendments in the affected area that have not yet filed complete applications as of June 30 will comply with the county’s directive.

The new restrictions do not apply to the section of State Road 54 that runs between Wesley Chapel Boulevard and Zephyrhills, Chairman Moore said.

He said the directive has been clarified because questions had been raised about that.

Before voting, commissioners also heard concerns raised by Joel Tew, an attorney who frequently represents applicants in rezoning and land use requests.

Tew questioned the process being used by the board to make the changes, noting it bypassed the normal public hearing process to adopt changes to the county’s comprehensive plan and land development code.

He also said the changes are in conflict with policies within the county’s comprehensive plan.

But, David Goldstein, chief assistant county attorney, said “I am not aware of any direct inconsistencies with the comp plan or land development code, as part of this policy. However, if we identify any, we will address them through the appropriate land development code or comprehensive plan amendment.”

Moore also noted that no Pasco County property owners stepped forward during public comment to raise objections to the new restrictions.

Intersection improvement gains state funding

State budget takes billion-dollar hit from COVID-19

Florida’s final $92.2 billion budget reflects a billion dollars in projects and programs vetoed by Gov. Ron DeSantis.

The governor blamed the economic impacts of COVID-19 for forcing the budget cuts — which included numerous initiatives in Pasco County.

“As the budget was coming due, we started to see the economic effects of the coronavirus pandemic, which has changed the trajectory of the nation’s economy and obviously the economy here in Florida. And has, of course, affected the budget balances,” DeSantis explained in a televised news conference when he signed the budget on June 29.

“As we were looking at the budget, my goal was to try to safeguard the historic achievements that we were able to do, while also realizing historic savings, so that we could put Florida on a more solid fiscal foundation,” the governor said.

The budget “provides significant support for education, the environment, infrastructure, child welfare and more,” he said.

He also noted that, in light of Florida’s population growth, per capita spending has declined, as compared to the previous year’s budget.

“Everyone understands that circumstances have changed,” DeSantis said. Still, he added, “I don’t think we necessarily forecast the economy simply stopping for a time.”

The budget puts a high priority on teacher salaries.

“We wanted to take Florida from the bottom half of the country in average minimum salary to the top five. It was not an easy fight, there were a lot of folks who didn’t want to do that.

“We were able to get $500 million to increase the average minimum salary in the state of Florida for K-12 teachers, as well as including money for salary increases for teachers who are more seasoned, and other eligible personnel.

“We are now in the top five for average minimum salary. I think this is really a historic achievement,” DeSantis said.

Also, “we do have the highest funding ever for K-12 (kindergarten through 12th grade) schools, with an increase of $137 per student,” he said.

The state’s college and universities also received increases, and the state continued its commitment to restoring the Everglades and state waterways, and improving water quality, the governor said.

The budget also fully funds the Florida Department of Transportation’s $9.2 billion work program, which DeSantis said is necessary, as the state continues to grow.

There’s also $8.7 million in new funding to support the Office of Public and Professional Guardianship to help ensure the legal rights of older Floridians are protected, and eliminate abuse, neglect and exploitation of the elderly population, he said.

Plus, the budget also includes more than $138 million in state and federal funding to address the opioid epidemic, and $8 million to continue providing community-based behavioral health services.

Still, the governor vetoed pages and pages of projects and programs.

“These were not easy decisions,” DeSantis said.

“These were difficult circumstances. I want people to know, particularly those in the Legislature, that there were obviously things that I vetoed that I think there could be good policy. There are specific projects in there, that under normal circumstances, I would have supported.”

Locally, initiatives such as a stand-alone senior center in Dade City, a landscaping beautification project along U.S. 41 in Land O’ Lakes and an archive center at Florida Pioneer Museum will have to wait or find another funding source.

But, not all was lost.

Pasco County Commission Chairman Mike Moore said he’s gratified that hard work by Pasco’s legislative delegation resulted in getting many projects into the original budget.

He’s also pleased that some county initiatives gained funding.

“I am thankful the Governor did approve two Pasco projects worth just under $8 million dollars for needed infrastructure improvements,” Moore said, via email.

Those projects are the Lacoochee industrial area right-of-way improvements for approximately $5.5 million, and the U.S. 301/Pretty Pond and Medical Arts Court Intersection Improvements estimated at $2.3 million.

Moore also noted that in comparison with some other areas in the state, Pasco County fared well. The commission chairman also said the lack of state funding won’t kill all of the projects that were vetoed.

“At the moment, Pasco County staff is still reviewing options for the vetoed projects; we do expect some will move forward although they may be delayed from original timelines. As an example, the Quail Hollow stormwater improvement project has already pursued alternative grant funding from FEMA (Federal Emergency Management Agency) we are awaiting final word on,” Moore said.

Development is ramping up in Zephyrhills

Except for some weeks throughout March and April, the COVID-19 hasn’t halted much new development within the City of Zephyrhills.

That’s the word from Zephyrhills Planning Director Todd Vande Berg, who outlined a number of citywide projects during an East Pasco Networking Group virtual meeting on June 23.

Perhaps the most notable setback, Vande Berg said, involved a slight delay in court installations at the forthcoming Sarah Vande Berg Tennis and Wellbeing Center, due to some extra safety and travel precautions taken from Miami-based construction crews.

However, the nearly $5 million project on Simons Road is proceeding well, with a grand opening scheduled for mid-to-late August.

Aside from that, the planning director said, “I haven’t heard of a lot of slowdown, at least in our community.”

Underscoring the point is the myriad projects and initiatives Zephyrhills has in the pipeline — mainly in regards to new residential construction.

Larger single-family developments underway include The District at Abbott’s Square, Zephyr Lakes, Hidden River, Links at Calusa Springs, plus various expansions to the Silver Oaks and Silverado communities, respectively.

In other words, the city’s real estate market is “very hot right now,” Vande Berg said.

He explained, “I don’t know where all these people are coming from, but these housing subdivisions are selling homes for over $300,000 with HOAs and CDDs. I wasn’t sure how that’d work in Zephyrhills, but you drive up to Silverado and before the lot infrastructure is completed, you’re seeing a ‘Sold’ sign, so it is amazing.

“Even through this COVID-19 environment the residential housing…has really stayed very strong, which helps the city from a budget and revenue standpoint.”

Vande Berg added another 550-plus residential development is being planned around the new tennis center and should be underway a year or so from now.

The Lennar project will feature one-story villas, two-story townhomes and three different lot sizes. “It’s going to be a unique project,” Vande Berg said, adding, “we’re just beginning the due process on that.”

The planning director touched on a number of commercial developments, too.

Much is contingent on the addition of two signalized intersections on U.S. 301, Pretty Pond Road and Medical Arts Courts.

Funding for the $2.3 million project is in the state budget for this fiscal year. The aim of the traffic signal project — already out to bid — is to speed up potential commercial development in the northeast and northwest corners of U.S. 301 and Pretty Pond, and to improve access to the Merchants Square and Townview Square shopping centers.

The project will “spur a lot of development” along the intersection, Vande Berg said.

Additionally, a slew of light industrial businesses have recently set up shop at Park Place Center — an industrial park situated on Chancey Road south of Skydive City. That development is funded by a group of local investors.

“There’s a lot of activity going on in there,” Vande Berg said. “If you get a chance, go back there and drive around in that industrial park and you’ll see everything that’s going on in there.

Zephyrhills will join more than 100 other cities and water treatment facilities across the country in a federal lawsuit that is going after various companies that manufactured firefighting foam containing chemicals found to contaminate water wells. (File)

“We’re always excited when we have new, quality industrial manufacturing coming in, that creates jobs, they don’t require a lot of city services, and they generate a lot of ad valorem revenue for the city, so it’s always very positive, and you see that happening, to help diversify our community economy, and just good business overall,” Vande Berg said.

Another visible construction project underway is the rebuild of Jerry’s Crystal Bar on Gall Boulevard. The bar had been a community landmark downtown for over 60 years, until a fire destroyed the building last May.

The project will fall under the requirements of the city’s form-based code for the U.S. 301/Gall Boulevard corridor area, whereby the facade is aligned right up to the street with a wide sidewalk and all parking is situated behind the bar.

The planning director described the new building as “a big improvement” from beforehand, adding future projects within the corridor will be required to meet form-based code — a tool used to regulate new development in a manner compatible with the community’s vision.

For example, Vande Berg noted a builder is looking to erect townhomes on Seventh Street, so those structures likewise would be situated right up to the street with backlot parking.

Vande Berg observed of the zoning regulations: “You’ve probably seen that in other communities where it’s been pretty successful, so we’re doing the same thing here.”

Another anticipated project moving along is a new 14,000-square-foot Veterans Affairs clinic, at 378727 Eiland Blvd. Construction broke ground last June, but work halted after last-minute changes to modify the facility’s design and layout.

Those site plan changes were recently approved by the city’s review committee, Vande Berg said, “so they should be getting along with that pretty soon, we anticipate.”

In the arena of new eateries, Zephyrhills is set to land Chipotle and Chick-fil-A franchises in the near future.

Chipotle has been approved by the city for a small commercial outparcel in the Zephyr Commons Shopping Center and construction should begin soon, Vande Berg said.

Chick-fil-A, meanwhile, will be located at the northeast corner of U.S. 301 and Pretty Pond Road. The franchise is likely waiting until the new traffic light project is a go before construction gets underway, Vande Berg said.

Some other updates and happenings for Zephyrhills the planning director shared:

  • An extension of Kossik Road is complete, to service the Abbott Park residential development.
  • The city is working with the Florida Department of Transportation (FDOT) on continuing State Road 56 east of U.S. 301 with four-lane alignment alternatives, as well as one-way pairs on Gall Boulevard.
  • The city received a $15,000 grant from Duke Energy toward the long-range Zephyrhills Industrial Corridor master plan.
  • The city has applied for a $15,000 grant from the Florida Department of Economic Opportunity (DEO) to revamp the housing element of its comprehensive plan.

Mickens Field improvements underway in Dade City

Construction on a new concession/public restroom building at Mickens Field soon will be underway, with completion targeted for the end of October.

The Dade City Commission awarded the bid and approved contract to Borregard Construction Inc., for the project, at 14318 Canal St., in Dade City.

The action came during a June 23 virtual meeting by a 4-1 vote, with Commissioner Nicole Deese Newlon casting a dissenting vote.

The city has $150,000 budgeted for the project, funded through the local government infrastructure surtax, also known as Penny for Pasco.

Borregard posted the lowest bid among six proposals received, in the amount of $89,750.

The company’s bid is all-inclusive and in compliance with specifications included in the city’s request for proposal, per a memo from Dade City Manager Leslie Porter.

That was a point of contention at a previous commission meeting on June 9.

City staff initially recommended entering contract negotiations with Ryman Construction of Florida Inc., who generated the highest evaluation score among six proposals and a bid of $113,727.

While the lowest bidder, Borregard’s evaluation score ranked fifth of sixth proposals, as city staff explained the company did not submit all requested information.

But, Commissioner Jim Shive disagreed with staff’s recommendation earlier this month, suggesting the city simply proceed with the lowest bidder, Borregard, a Dade City-based company with a 20-year running relationship with the city.

He reasoned the city should be more conservative with construction projects near-term, citing possible budgetary impacts from the COVID-19 pandemic and cost overruns on previous projects.

He also argued the project — a 672-square-foot concrete block structure and roof — shouldn’t be a complicated undertaking for any construction company.

The decision was tabled until the June 23 meeting, so the city manager could review the matter and make another recommendation.

The Mickens Field building has a target completion date of Oct. 31. The old concession/restroom structure was demolished in late May by the city’s public works department.

In other action, commissioners unanimously approved preliminary construction plans for Hilltop Estates, a 250 single-family lot subdivision on 61 acres of land, situated off of U.S. 301 and Clinton Avenue.

Some other citywide updates shared during the meeting:

  • Downtown sidewalk pressure washing is scheduled for July 5.
  • The City Hall lobby will be open to customers beginning on July 6. Masks will be required and visitors will not be allowed in staff areas.
  • Utility billing turnoffs and late fees will resume in August.
  • The city has applied for a grant through the Florida Redevelopment Association, for transportation enhancements to the Roy Hardy Trail.
  • City staff is gathering information on wayfinding signage, and will schedule a presentation at an upcoming commission meeting for further input and direction.
  • Dade City Manager Leslie Porter is seeking to temporarily outsource the city finance director functions to a freelance accountant who has worked with other local governments, until a permanent replacement can be found.
  • Sarah Rader was sworn in as deputy city clerk, taking over for Erika Cordoba, who is now working in the city’s planning and zoning department.

Commissioners farewell

The June 23 virtual meeting marked a farewell for Mayor Pro Tem Eunice Penix and Commissioner Nicole Deese Newlon. Neither commissioner sought re-election.

Penix, a retired schoolteacher, served as a commissioner for nearly 27 years, dating back to August 1993.

Newlon, a commercial law attorney, served one four-year term after being elected in a three-way race in April 2016.

Penix took time to deliver some parting words to thank the Dade City community: “I’m grateful for the citizens of Dade City for allowing me to serve them for 27 years. I am so honored. Thank you, thank you, thank you. I love all of you.”

Newlon did not offer any comments.

Fellow commissioners, meanwhile, shared positive words to Penix and Newlon for their dedication and service to the municipality.

They lauded Penix for her smile, wisdom and powerful invocations, while Newlon was regarded for her tenacity and overall sense of humor.

Some Dade City residents also weighed in, to recognize the outgoing commissioners for their contributions over the years.

Dade City resident Clyde Carter, a minister at St. John Missionary Baptist Church, said: “We do appreciate everything that they’ve done during their tenures, and continue to do things even past their tenures in the community. I do want to give a shout out this evening and we thank them very much from a community standpoint.”

Dade City resident Christopher King, who operates a youth mentorship charity and is running for Penix’s vacated commission seat, echoed similar sentiments: “I wanted to just say thank you to Commissioner Penix and Commissioner Newlon for their time and service on the commission, and their commitment to the community. All the things they have done is a tribute to their work ethic, loyalty and patronage to Dade City….and we will miss you dearly.”

New interchange will ease congestion

Construction crews could be turning dirt within months on a new interchange at Interstate 75 and Overpass Road.

A contractor is expected to be selected by August, and completion is expected about 2 ½ years after construction begins.

The junction frequently is identified as a “gateway” into Pasco County, and a potential catalyst for new development in a largely rural area already experiencing a burst of growth.

“It has a regional impact for Pasco,” said Bill Cronin, president and chief executive officer of the Pasco Economic Development Council. “Another exit opens into the county where we have potential for residential and commercial growth. That is another big gateway for Pasco County from the north but from the east, too.”

On a more local scale, the new interchange is expected to ease traffic congestion, bring more connectivity to northeast Pasco cities, and give the county another evacuation route for hurricanes and other emergencies.

“The benefit to the county is just tremendous,” said Margaret Smith, Pasco’s director of engineering services. “We’re giving residential and commercial users a whole other entrance. It takes the volume of traffic off the two busiest interchanges.”

Situated about halfway between I-75 interchanges with County Road 54 and State Road 52, traffic engineers estimate a reduction of about 13,000 vehicles per day at each interchange.

It also opens up an east/west route that aids current development in the area, including the futuristic Connected City and its Crystal Lagoon, as well as the Villages of Pasadena Hills.

Once the contractor is selected, final design details will be completed. Conceptually, though, the interchange is expected to be a modified diamond exchange with a flyover.

Pasco County is paying for the project, except for $15 million provided by the Florida Legislature. The final price tag has not yet been determined.

The Florida Department of Transportation is partnering as managers of the project — which includes vetting the construction bids.

It’s significant that Pasco will get a new interchange along one of the major state highways in the country, Cronin said.

Interstate 75 begins in the south at Miami Lakes, Florida and passes through five states before it ends at Sault St. Marie, Michigan, on the Canadian border.

While roadwork and new development, along State Road 54, State Road 52 and the Suncoast Parkway, are highly visible, the I-75 interchange’s potential can be overlooked, Cronin said.

But, its role in attracting developers for commercial, residential and industrial projects will be significant, he added.

“You’ve got pretty good sites for industrial growth,” he said.

And, projects, such as distribution centers, built on speculation, will attract new economic development, he said.

“As soon as you announce that, 10 are in there,” Cronin said. “Space is needed so badly.”

Even Connected City, with its residential and unique Crystal Lagoon, includes industrial in its overall master plan, Cronin said.

Development in the area off the Overpass interchange is well-suited for distribution and office centers “where staff will be driving to work,” Cronin said.

That is in contrast to Suncoast Parkway development, which has “more value for people flying in and out of airports,” he added.

One beneficiary of the new interchange is a former county-owned spray field just south of Overpass Road at the interchange.

Pasco County commissioners approved a land sale in December 2019, and an incentive package, to aid Atlanta-based Rooker Company in developing the 99-acre site as an industrial park.

In phase one, Rooker plans to build a 400,000-square-foot distribution center that is expected to bring hundreds of jobs to Pasco.

“We hope they’ll duplicate this over and over, and over again,” Cronin said.

Amid the new development, the Pasco Rural Protection Overlay District stands as a protection for rural lands and landscapes. Its borders generally are Bellamy Brothers Boulevard, the Green Swamp, State Road 52 and the Hernando County line.

Job creation and growth matters, said Cronin, but development decisions must be made with care.

“Once you use it, you can’t get it back,” he said. “There are a lot of things up there we don’t want to touch.”

In coming years, future and ongoing projects will create more east/west connections that will weave a network of new roadways. They include the Overpass interchange, but also extending State Road 56, widening and realigning State Road 52, and a realignment of U.S. 301 and U.S. 98, with connections to I-75 to the west, and Interstate 4 to the east.

“It’s coming together really well,” Cronin said. “The county has really championed this effort.”

The following highlights features of the new I-75/Overpass Road interchange:

  • Overpass Road from Old Pasco Road to I-75 will be four lanes with bike lanes, a sidewalk on the south side of Overpass, and multi-use trail on the north side of Overpass.
  • Overpass Road bridge will be four lanes with an eastbound to northbound turn-lane. The bridge will include bike lanes, a sidewalk and multi-use paths.
  • Overpass Road from I-75 to Boyette Road will be six lanes with two auxiliary lanes, bike lanes, a sidewalk, multi-use path, turn lane improvements at Overpass and Boyette, and a traffic signal.
  • A traffic signal will be installed at Old Pasco Road and Overpass.
  • Blair Drive access to Overpass will be closed, but a new two-lane road constructed from Blair to Old Pasco, south of Overpass.
  • Current McKendree Road access at Overpass will be relocated to alternate location on Boyette, north of Overpass.
  • Current secondary entry into Wesley Chapel District Park will be closed, with park entrance reconfigured for multi-modes of transportation, including for pedestrians and bicyclists.
  • Overpass between Old Pasco and Boyette will be closed for up to one year during interchange construction.

Zephyrhills CRA projects, initiatives on tap

Amid the coronavirus disease-2019 (COVID-19) pandemic, the Zephyrhills Community Redevelopment Agency (CRA) has managed to stay plenty busy.

In a virtual CRA board meeting last month, Zephyrhills CRA director Gail Hamilton outlined a number of tasks the agency has on its plate to beautify the 500-plus acre historic district that stretches through the center spine of the city.

Hamilton told the board: “We are in strange times, trying to do remote meetings and getting things done has certainly been a challenge, but everybody has pitched in and worked hard.”

More immediately, the CRA is in the final review of its sidewalk master plan and updating signage design standards in the district. It’s also collaborating with the Zephyrhills Public Library to redesign the agency’s website “to make it more appealing and easier to navigate,” Hamilton said.

Meantime, the CRA is working on a bid proposal for the final restoration of the historic Carriage House, a two-story wooden structure connected to the historic Jeffries House, at 38537 Fifth Ave. The city recently received architectural plans on the project that calls for a new balcony, footings and columns — with the idea the home’s restoration will contribute to the preservation of other buildings within the CRA district.

Another ongoing CRA initiative is reviewing its grant programs and the grant application process, “looking for ways to make it clearer, better, easier to read,” Hamilton said.

The CRA director added she’s working on providing information on a single sheet to better explain residential ownership grants, residential paint grants, and so on.

The idea is to make the process easier.

Hamilton also touched on other general projects the agency has on its to-do list, too.

She said the public works department is set to install flowerpots and other landscaping upgrades along Fifth Avenue, once it returns to its regular, fully staffed operations. (Public Works is presently in partially staffed, split shifts, due to the coronavirus pandemic.)

She also mentioned free, public Wi-Fi has been installed at Zephyrhills City Hall and the adjacent courtyard, but the amenity won’t be activated until large gatherings are deemed safe again.

Additionally, the agency has received three bids for public-use Wi-Fi at Clock Plaza, a half-acre park located on Fifth Avenue, two blocks east of U.S. 301 in the historic downtown district. The Wi-Fi at that location would support up to 100 users at a time, and will be presented at the next CRA board meeting scheduled for June 22.

Hamilton also is evaluating “four or five locations” in the CRA district that could be ripe for residential developments, such as duplexes and condo townhomes.

To do that, the CRA is working with consulting firm GAI Community Solutions Group to handle “proformas on the land and see how the numbers work out,” Hamilton said. “We would like to really promote some of the city sites and other sites that are privately owned within the district, to try to encourage residential development,” she said of the plan.

Meanwhile, the CRA director is finalizing the job description for the Main Street Zephyrhills coordinator position and meeting with Main Street board members on how to best proceed with the organization — following the recent resignation of Anna Stutzriem, who held the role for more than two years.

Main Street Zephyrhills is a 501c3 nonprofit that generally facilitates new business and organizes large events within the historic downtown district.

Hamilton underscored the importance of having a new Main Street coordinator and action plan in place once storefronts and downtown activity is fully operational again, for whenever the COVID-19 pandemic blows over.

She observed, “When we can open back up, when the stores can open back up, Main Street needs to be up and running and working on promoting the city, our merchants, the businesses, and really doing a full press on creating a promotional for events…to get people to come downtown and use our businesses.”

Elsewhere, Hamilton presented the CRA’s 2019 annual report, which showed a notable increase in ad valorem revenues collected by the city and Pasco County. For fiscal year 2019, the county’s share was $107,238 and the city’s share was $89,510. That’s up from 2018, when the county and city generated $36,000 apiece in ad valorem taxes in the district.

To Hamilton that means the agency is “seeing the fruits of our labor in working on redevelopment for the CRA district and taking out the blight.”

In other business, the CRA board approved the following grants/incentives:

  • $5,000 matching façade rehabilitation grant to Faithful Friends Pet Cremation, 5221 Eighth St.
  • $5,500 historic preservation developer’s incentive to Kerns Family Construction for the restoration of a 1928 wood frame structure at 5524 11th St.

The Zephyrhills CRA is a dependent special district in which any future increases in property values are set aside in a Trust Fund to support economic development and redevelopment projects within the designated district. Although it functions within the City of Zephyrhills, the Zephyrhills CRA is a separate and distinct legal entity. The Zephyrhills City Council also serves as the appointed board governing the Zephyrhills CRA.

The CRA district encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside and Plaza.
