Pasco County honors its 2019 graduates

As graduates stepped across the stage at the University of South Florida’s Yuengling Center to accept their diplomas — the crowd erupted with cheers and applause.

That’s not an atypical reaction at graduation ceremonies, but this one was particularly special.

The Class of 2019 at Cypress Creek Middle High School made history on June 5, by becoming the first crop of graduates from the Wesley Chapel high school.

They were among thousands of seniors marking the traditional rite of passage, in graduation ceremonies large and small across The Laker/Lutz News coverage area.

Many of those graduation ceremonies took place at USF’s Yuengling Center, but some were held in smaller, more intimate settings.

The Cypress Creek seniors wore gowns donned with green and yellow — representing their school colors.

These graduates have been leaders at the school since it opened in the Fall of 2017, without a senior class.

“Every graduating class is special, but these guys and girls are incredibly near and dear to our hearts,” said Cypress Creek Principal Carin Hetzler-Nettles. “They’ve literally built the foundation for this school.”

The graduating class is comprised of 225 students, included six pairs of twins.

Many Cypress Creek graduates have been accepted already to colleges, such as  Saint Leo University, the University of Central Florida, the University of Florida, the University of South Florida and scores of others.

“I’ve been accepted into USF since September (2018),” said Cypress Creek graduate Hayley McManus.

She’s considering a major in engineering or psychology.

Graduation marks an end, and a beginning
Thousands of students across the region are leaving a familiar place — whether it was a sprawling college campus, a small private school, or a large high school — to start a new journey in life.

The thought of receiving her diploma was a lot to take in, for McManus, an 18-year-old from Cypress Creek.

“It’s kind of surreal,” she said. “I had hopes that I would graduate, but I never thought about how being the inaugural class would feel. I feel kind of special that I’m setting the precedent.”

Sam Mazzeo had a similar feeling of pride about being Cypress Creek’s first graduating class, and also about helping to set an example for the school’s younger students.

He wants to return to Cypress Creek to help coach football.

Jason Stahlgren, a Florida transplant from Ohio, didn’t arrive at Cypress Creek until his senior year.

But, the warm welcome he received made it a good experience, he said.

“Moving my senior year was tough, but everybody here made it really easy,” said Stahlgren.

When Karisma Brooks initially arrived at Cypress Creek, her only desire was to return to her former high school in Tampa, she recalled.

Over time, though, she adjusted to her new environment and was able to create some memorable moments – especially as a member of the school’s first step team.

“It was a really big impact on us to bring African-American culture to the school,” Brooks said, with a smile.

The 17-year-old is now ready to serve her country as part of the U.S. Air Force, and then plans to seek a degree in health sciences.

Graduates earn diplomas, accolades
Lucas Budd, the Cypress Creek valedictorian, was one of more than 60 Pasco seniors from various high schools to receive an associate’s degree from Pasco-Hernando State College.

During the ceremony, Budd told his fellow students: “Today marks the end of a significant and memorable chapter in our lives. Be proud of this accomplishment, but leave some praise for the people who helped us graduate. We should be thankful for our families who have supported us.”

Lori Vogel was in the crowd to support Ashley Nickisher, a graduate and Vogel’s niece.

“This is a very special moment, and I’m very excited for her,” Vogel said.

In her remarks during the ceremony, Cypress Creek Principal Hetzler-Nettles told the Class of 2019: “You’ve made me so very proud. As you move into life on your own personal journey and to new territory, exploring new things, remember what you’ve accomplished. You’re an integral part of something larger than yourself.”

While Cypress Creek graduates were making history, members of the Class of 2019 across Pasco County had plenty of reasons to celebrate.

Land O’ Lakes High School, with more than 400 graduates, received more than $12 million in scholarship offers.

Zephyrhills High, with an estimated 360 graduates, pulled in more than $750,000 in scholarship offers.

Pasco High School, which issued diplomas to more than 300 students, received more than $1 million in scholarship money.

And, that’s just to mention a few of the accomplishments, among the region’s public schools.

Private schools and area colleges also had plenty of reasons to be proud.

Academy at the Lakes in Land O’ Lakes had its graduation ceremony on May 18.

“We had 42 graduates – 100 percent of them going on to college,” said Mark Heller, head of the private school.

Among the schools accepting Academy students are Yale University, Vanderbilt University, University of Florida, University of Washington and the Pratt Institute art school.

“At a school like Academy at the Lakes, relationships are everything,” Heller stated. “Relationships between the teachers and students really are the key to preparing these young adults to be the best they can be.”

Even at the collegiate level, there was much to be celebrated.

Pasco-Hernando State College had two commencement ceremonies at its West Campus in New Port Richey.

Graduate Stephanie Bostick received an associate of arts and associate of science degree in legal assisting. Tracy Meshey persevered with a brain injury to earn her associate of science degree, and Maria Madeiros received her associate of arts degree after relocating from her native Brazil and learning to speak English.

Saint Leo University awarded more than 1,250 degrees.

The university’s valedictorian was Angela Lazzaro, a psychology major. Its salutatorian was Jennifer Fields, a criminal justice major.

Pasco terminates agreement with USF regarding ‘body farm’

The Pasco County Commission has voted to terminate an agreement with the University of South Florida involving 6 acres of land, north of Central Boulevard in Land O’ Lakes.

Commissioners ended the arrangement with USF — effective May 7, 2022 —  as part of their consent agenda on May 7.

Items on the consent agenda are voted on in a single block without discussion, unless someone pulls the item for discussion.

No commissioner pulled this item for discussion, but some people from the audience signed up for public comment to ask commissioners to rethink the county’s position.

Terms of the original agreement state that it can be terminated without cause by the university or the county, upon 36 months written notice.

Speakers told commissioners that the site is well-managed, plays an important role in research and has attracted widespread attention.

Melissa Pope, of Tampa, told commissioners: “I am investigator at the Medical Examiner in Hillsborough. I’ve worked with the medical examiner that services Pasco and Pinellas, and I have either worked for or with USF anthropology for about 12 years.

“I’m here to urge you to reconsider your stance on this termination. The program is still in its infancy, but it appears to be doing very well.

“I think this is clear based on doing a Google search of how much news has come out of there, as well as the sheer number of researchers, graduate students, undergrads and law enforcement, medical and legal agencies that have been involved in training and research.

“I believe it’s been doing well because of the good leadership that has been in place so far. Dr. (Erin H.) Kimmerle has been working on this project for years.

“She has overseen everything from the infancy of the beginning of the planning up until today and, as previously mentioned, has a lot of plans for the future.

“Ultimately, this project is her intellectual property. She wrote the grant for this. I feel that the work it represents is hers, and she is the reason it has been doing so well.”

Other speakers told commissioners that Kimmerle’s reputation has attracted considerable interest in the site and the work being done there. They also cited ongoing research and training sessions that reflect well on the relationship between USF, the county and sheriff’s office, relating to the site.

Chase Daniels, policy director for the Pasco County Sheriff’s Office, told commissioners that the contract termination is essentially “a land use issue.”

“When this agreement was approved, it was 6 acres. USF is currently using approximately 3 acres,” Daniels said.

“We have multiple partners at this (body farm) site. We have UF, FGCU, UCF, USF, FSU and other universities that are still coming onboard,” Daniels said.

“USF was the only entity that had its own exclusive land use agreement, over 6 acres.

“We approached USF, with this desire, to have 3 acres returned,” he said, but that did not occur.

So, the decision was made to terminate the agreement, Daniels said. He also noted that USF is welcome to join with the other universities, but it won’t have an exclusive arrangement.

“The field is not going anywhere. This is just mainly to take out that exclusivity, return 3 acres back to the county for use,” Daniels said.

He also told commissioners: “We also have an additional forensics field that is coming online that this board has already approved, as well. That will be in addition to this existing field.”

Commissioner Kathryn Starkey responded to the agreement termination this way: “We’re not excluding anyone. We just want everyone to work together.”

Expo encourages better money management

Offering ways to better manage money was the central theme of Pasco County Schools’ Financial Literacy Expo, held at Wesley Chapel High School.

Representatives from various organizations and companies came together to inform students and adults, alike, on how to prioritize their expenses.

The Wesley Chapel High session was on April 4. A previous session had been held on April 1 at Marchman Technical College in New Port Richey.

The Financial Literacy Expo gave high school students and adults the opportunity to gather information to increase their knowledge about financial issues. The informative sessions were timed to coincide with Financial Literacy Month, which is celebrated nationwide in April.

“This was in response to our parent and community feedback to our survey last year,” explained Tina Stavrou, a senior instructional specialist for Pasco County Schools. “They felt that our students walk out of the (school) system being financially illiterate.”

The University of South Florida – specifically its Muma College of Business, was one of the organizations present at the event.

Amanda Houston, admissions recruiter/advisor, was at the institution’s booth — fielding questions.

She said funding for college tends to be the most common question among parents and students.

In addition to the information she could share at the financial literacy event, she also recommends seeking additional information at the university.

“We have a wonderful financial aid office available every day,” Houston said.

The office informs students of the various scholarships USF offers and is open to outside financial aid as well.

Although the school has a work study program to help offset expenses, students are encouraged to seek out assistance from different programs.

“Florida Prepaid is a huge help with a lot of students,” Houston said.

The statewide program invests funds toward future tuition by installment plans.

While it takes money to enter college, once there, business students at USF are taught how to build their wealth and maintain it.

Depending on their major, students may learn about estate and retirement planning, or from a corporate stance – assets and equity.

For students who are not business majors getting in-class guidance, there is the Bull2Bull program.

This program recruits those like Linda Higgs to help fellow students to become aware of financial opportunities and to come up with ideas to manage their money.

“They (students) really want to learn how to manage their money, it’s just hard in college,” Higgs said.

Michael Zmistowski, of the Financial Planning Association of Tampa Bay, educates the public on preparing for retirement. He was among numerous guest speakers at Wesley Chapel High School’s Financial Literacy Expo, April 4.

In her experience helping peers, she found that students are open to the idea of investing to build a better future.

Coaching sessions are also offered to educate students on business jargon and direct them to the best sources for investing their money.

Across the cafeteria, Shirin Khorsandian stood behind the State Farm Insurance booth.

She noted that the company not only covers vehicles and homes, but health, banking and credit cards.

“We also have investment planning services we help small business owners with, and individuals,” the representative explained.

State Farm also addresses the risks associated with owning property – including a home.

For instance, homeowners are advised on what steps to take in order to hold onto their home in the case they lose their job.

Khorsandian also noted there’s a trend among younger generations to be less inclined to get a driver’s license, because of the growing popularity of Lyft and Uber.

Even with this in mind, State Farm emphasizes the importance of safe driving for teens.

“The reality is that it’s a huge financial risk that their parents are giving them, when handing over the keys,” she said.

The insurance company will sit down one-on-one with young drivers to educate them on what to do in certain scenarios.

Luigi Danielu, a senior from Wiregrass Ranch High School, was at the forum to soak whatever knowledge he could. He said that he often thinks about properly managing money.

“I’ve researched about how to build good credit, and I think that’s important for a lot of young people,” Danielu stated.

The expo came at a great time for the 18-year-old, as he just started his own business earlier this year – Partum Digital.

This online marketing company assists clients with the use of Facebook, Instagram and Google.

Danielu stated that social media has been a huge advancement for his company.

“We’re in the information age now,” he said. “You can almost create anything you want online.”

While he said that the expo was a learning experience for him, he would like other youth to take advantage of these events, becoming more educated than previous generations.

This sentiment was echoed by Michael Zmistowski who said he sees the importance of having high school courses geared toward managing finances.

Zmistowski is an advisor at the Financial Planning Association of Tampa Bay.

In the building adjacent to the cafeteria, he was one of multiple speakers holding seminars in classrooms.

In his class, the advisor spoke on what he said are the top three worries surrounding retirement: outliving your assets, making a reliable income and a potential stock market crash.

His solution to these concerns was summed up with one response.

“The answer that I give to all of them is to create a purposeful spending plan,” Zmistowski explained.

He advised that in order to save, people must look at their reasons for saving, whether it’s for their kids’ education or their own retirement.

Also, unforeseen events, such as the loss of a spouse, need to be factored in, and most importantly, it should all be written down.

He addressed those who live paycheck to paycheck, finding it hard to save any money at all.

“Make a list of those things that you spend money on that are essential and those things that are discretionary,” the advisor encouraged.

Using food as an example, he stated that while this is an essential need, people can be conscious about how much they spend and how often they go out to eat.

Finding ways to cut back, even on the necessities, can result in small savings, he said.

With advice and support from institutions like this, Stavrou hopes that this will become an annual event for Pasco County schools.

USF dean shares tips for successful negotiations

When it comes to negotiations, there are two basic truths.

One, everyone negotiates.

And, two, everything is negotiable.

At least that’s how Moez Limayem, dean of the University of South Florida’s Muma College of Business, sees it.

He shared his expertise on the art of negotiations at a recent North Tampa Bay Chamber of Commerce breakfast meeting, at Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch in Wesley Chapel.

“We all negotiate every single day, from the time we wake up, until we sleep. We negotiate with our kids, spouses, friends, business partners, employees, bosses, that’s what we do,” Limayem said.

Over the course of his life — in which he has lived, worked and studied on four continents — he has had the opportunity to observe “how ill-prepared most people are, for negotiation,” he said.

So, he offered the breakfast crowd a short course in effective negotiations.

He outlined 10 rules that apply in all types of negotiations — whether you’re buying a house or a car, or working out a business deal.

It’s important to remember that “negotiation is a discussion between two parties, two equals.

“Neither party has the power to get his or her way. If I can impose my way, that’s no longer a negotiation,” he said.

That being said, here are Limayem’s 10 rules for successful negotiations.

  • Rule No. 1: “Never start negotiating until you are ready.

“It’s amazing how many times a good negotiator will push you to start very, very quickly. Why? Because they want to catch you ill-prepared.”

“How do you get ready?

“There are three things to properly prepare.

“First one, do your research.

“For example, you want to negotiate a job, salary. What type of research do you do? What are other people making? Adjust for cost of living.  Go to the website; it’s amazing how much information you can find there.

“No. 2: Research. More research.

“No. 3: Research.

  • Rule No. 2: “Always be faithful to your BATNA (Best Alternative to a Negotiated Agreement).

“Based on your research, you need to know that level at which it (the deal) is not worth it anymore. What do you need to do? Walk away.

“If you are buying a car, what would be your BATNA. The maximum price you are willing to pay.

“How do you decide on your BATNA?

“Research.

In “2008, 2009, people did not stick to their BATNA. They were buying houses, more than they could afford and that led to a disaster.

“Do your research. Decide on your BATNA and be faithful to your BATNA.

“A good negotiator will always want to know your BATNA. Resist that. Don’t disclose your BATNA. That’s your secret. And, be willing to walk away.”

  • Rule No 3: “Never make the first offer.

“A good negotiator will push you to make your offer.”

But, don’t do it, he said, because “you might be losing out.”

  • Rule No. 4: “Listen more than you speak. We’re born with two receivers and on transmitter, so we should at least listen twice as much as we talk, especially in negotiations.”
  • Rule No. 5: “Never accept the first offer. Everything is negotiable.”

When someone is selling a house and they ask for $200,000, your first step, Limayem said, should be to: “Look the person in the eyes. Pause. Repeat the offer.”

Typically, just that alone will cause the seller to lower the asking price.

“Most of the time, that’s how it works. Try it.”

  • Rule No. 6: “Never make a quick deal.

“You need some time. Go back. Think about it. Analyze it. Talk to people you trust, then go back.”

  • Rule No. 7: “Do not negotiate with yourself.

“What happens when you negotiate with yourself? Bad things happen. You start negotiating with your BATNA and then you go to your emotion, and you leave a lot on the table.”

  • Rule No. 8: “Watch for the Salami effect.

“You give me a quote for renovating my house. One lump sum.

“A good negotiator (wants to know) how much for labor, how much for material, how much for this and for that,” he said.

A good negotiator would push for that because “he or she can select the things that make sense and forget about the things that don’t make sense.

“If you, as a negotiator, can do the Salami effect, that’s great. But, if you’re the other side, watch for it. Resist it.”

  • Rule No. 9: “We live in a world that is truly global.”

So, it’s important to be aware of cultural differences and norms, when doing business with international partners.

  • Rule No. 10: “Avoid the rookie’s regret. You did your research. You decided on your BATNA, you followed your rule. Move on. This will only hurt you.

“Always avoid regrets,” he said.

Summit addresses mental health challenges

Overcoming mental health and substance abuse issues in local communities seems a daunting undertaking — but offering a helping hand and a shoulder to lean on may be a good place to start.

At least that’s what a group of educators and faith-based leaders asserted at a recent mental health summit at Pasco-Hernando State College’s (PHSC) Porter Campus at Wiregrass Ranch, in Wesley Chapel.

The state college’s Bridging Faith and Mental Health Communities Summit brought together dozens of faith-based leaders, public and private clinical agencies, students, educators and community members. They discussed ongoing problems and solutions on topics such as depression, suicide and substance abuse, wellness and recovery.

A plenary panel discussion addressed those topics head-on.

University of South Florida philosophy and religious studies professor Garrett Potts tried to pinpoint the root of mental health issues.

He suggested that depression and addiction have been exacerbated because there’s “a crisis of meaning” and “a loss of hope” in society and culture today.

And, as a result, he said, people have turned to drugs and alcohol, as a coping mechanism.

The panelist advised that if you think someone may be suffering from substance abuse or a mental health crisis, empathy and guidance without judgement can go a long way.

“We have to be able to sort of lay our cards on the table and say, ‘Hey, I’m with you,’” Potts said.

“Try at all costs to avoid the shame cycle that our fellow addicts and sufferers are already stuck in. They don’t need any more shame than they’re already placing on themselves.”

He added, “A lot of times, what you hear with individuals who are struggling with suicide, is they’ve found themselves in a place where they’re isolated. Either something they’re struggling with is stigmatized to the point that they don’t feel loved, or they feel like no one around them cares about them or can help them.”

Another panelist, Dr. Eddie Williams, director of PHSC’s behavioral health department, pointed out those dealing with depression and suicide “often disengage from everybody” in their personal and social life, and in the workplace.

Williams underscored the importance of reaching out before a particular mental illness worsens.

A decreased functioning in everyday life and a general feeling of sadness are some warning signs to watch out for, he said.

“We need to make sure that person gets reconnected,” Williams said, “to let them know that they’re loved and understood.”

He added: “Don’t take no for an answer, if you start to see someone disengaging from life. Sometimes, it just takes that one act of courage and that could save someone’s life.”

Williams also observed those who’ve successfully recovered from substance abuse or mental illness must “give it back and try to help someone else reach that level of recovery.”

Williams added: “You’ve got to have that support from people who’ve been in similar situations.”

Pastor Doug Zipperer, of Shady Hills’ United Methodist Church, called for more fellowship and outreach groups.

He mentioned organizations like Alcoholics Anonymous do a good job of bringing people together and helping each other, so they’re not fighting mental health and addiction battles alone.

Zipperer put it like this: “The words and encouragement and counsel of a real close friend is probably more lasting than hours of clinical counseling or the professional help of somebody they don’t trust.”

Another panelist, Taiwan Simmons, the co-founder of Inside Reach Ministries in Wesley Chapel, suggested there’s not a one-size-fits-all answer to people struggling with mental health issues and substance abuse.

Offering care and affection to loved ones may not be enough, Simmons said.

Still, the panelist said there’s a responsibility to reach out to those dealing with those troubles — even in the face of getting rejected by that person.

“We have people who are hurting,” he said. “They need our prayer, they need our support, they need our attention, they need our encouragement.

“You have to be engaged and you have to empower not just yourself, but the people around you,” he said.

The panel also included Imam Hassan Sultan, CEO of the Muslim Connection; Ryan Morris, PHSC student government president; and, John Mitten, Hernando County commissioner and PHSC board trustee.

Along with the panel discussion, the event also included breakout sessions focused on suicide, and substance abuse awareness and prevention.

In addition to the state college, community partners involved in the summit included the National Alliance on Mental Illness, Pasco Alliance for Substance Abuse Prevention, BayCare Behavioral Health – Community Health Activation Team (CHAT), American Foundation for Suicide Prevention, Take Stock in Children, James A. Haley Veterans Hospital, Moffitt Cancer Center and Pasco Aware.

An atrophied hand offers beauty, inspiration

Finding and creating beauty in spite of life’s obstacles is something Shyama Rangwala knows all too well.

She is a professional painter and art instructor with five studios ranging from Land O’ Lakes, Tampa and Brandon.

Monali ‘Shyama’ Rangwala is a professional artist who owns five studios in the Bay Area, often teaching kids with special needs.(Brian Fernandes)

Her birth name is Monali; however, under her adopted artistic name, “Shyama,” she is renowned for her featured work in more than 25 exhibitions in both her native India, as well as in the United States.

Back in India, her paintings have been admired by prominent figures, such as the governor of the Reserve Bank, film stars and athletes.

However, this budding success came in the aftermath of a challenging childhood.

Growing pains
At age 5, Rangwala’s complaints of agonizing discomfort and the apparent underdevelopment of her right extremities, prompted her parents to take her to the doctor, where she was diagnosed with localized scleroderma.

Also referred to as morphea, this is a connective tissue disease involving collagen, a protein in the skin that provides structural support.

According to the National Center for Biotechnology Information, excess collagen production in the body results in thick, hard skin texture.

Shyama painted this piece to pay homage to a Hindu prophet.

Rangwala had a much smaller right arm than her left, with limited use. Her right leg was also stunted in growth being somewhat shorter than her left leg.

The condition resulted in her being home-schooled for a year to learn to adjust to her physical challenges.

“I couldn’t sleep, I was in so much pain,” she recalled.

Her feet were so sensitive that she had to walk on smooth surfaces. Even to this day, stepping on a grain of rice can cause discomfort.

As if that wasn’t gloomy enough, doctors believed her disease might spread to her entire body – and reduce her lifespan.

In the midst of various medical alternatives being considered, Rangwala’s aunt introduced the idea of homeopathy treatment – a more natural, holistic approach.

While the treatment didn’t cure Rangwala, to everyone’s amazement, it stopped the progression of the disease and brought relief from her pain.

Her parents have often described her as their “miracle daughter” for what she was able to endure and overcome.

As a practicing Hindu household, the family believed all the more that their faith played a significant role in Rangwala’s improvement.

Her grandmother also gave her a statue for safekeeping and to cherish – the Hindu god Krishna, which would go on to become a major influence in her artwork later in life.

A newfound love
At a young age, Rangwala drew inspiration from Hinduism, as well as Indian architecture, to start painting portraits.

It was a therapeutic outlet to help her deal with her disability, and helping to give her purpose.

“My mind is always peaceful when I’m painting,” she said.

Her parents had encouraged her to study medicine, but she ultimately settled on working in finance.

Doctors advised that she learn to use her left hand for everyday activities, although her right hand, the one affected by the disease, was naturally her stronger one.

This colorful piece, which pictures the Hindu god Krishna surrounded by cows, won Shyama first place at the Florida State Fair.

Rangwala had little to no flexibility with her right fingers, but was persistent in using that hand, accomplishing some 30 paintings in her leisure time.

While Rangwala recognized art as a remedy, she also discovered she had a gift for it – and so did others.

One day, her art instructor came to her home and, after observing her paintings, encouraged her to enter art exhibits.

Her first major exhibit was in Mumbai, India, and she said it was a big turnout.

“It was a hit – I was interviewed by a lot of newspapers,” Rangwala exclaimed. “Some of the film stars came to my exhibition.”

She showcased her art in major Indian cities and was persistent in exposing her work to prominent figures.

One day, she camped outside the home of the governor and told the security guards she refused to leave until she had the chance to invite him to her gallery.

Her tenacious efforts proved successful, after the governor’s wife recognized Rangwala and welcomed her inside.

After two years showcasing in India, she moved with her husband, Tilesh, to Tampa in 2002.

Her first show in the U.S., was at the Gasparilla Festival after a friend introduced her to the festival’s event coordinator.

Shyama’s exhilarating painting of four white horses with an eagle overhead won first place at the Florida State Fair.

Sharing therapy with others
Rangwala’s paintings often have bright colors to convey a positive energy, she said.

She draws inspiration from Chinese and Japanese artistic styles, and reads Hindu scriptures as a means of inspiration.

She, in turn, tries to exude that same positivity to her art students, whose ages range from 3 to 80.

She wears a special shoe to align her right leg with her left, plus, she uses a cane.

In spite of this, she is determined to accommodate the desires of her students, which first began with only two participants and has grown to 120.

Rangwala is not a teacher in the traditional sense, she said, because she gives her students the liberty to create what they please — and doesn’t follow a curriculum.

“I give them full freedom,” she explained. “I try to fulfill their wish.”

What separates Shyama’s home from those in her neighborhood, is this animal-inspired painting on her front wall for passersby to view.

This year Rangwala’s students had their sixth annual art exhibit, with green as the main theme of the paintings.

In addition to her studio classes, she also teaches art to autistic kids at the University of South Florida, which has earned her an award from the Hillsborough County Sheriff’s Office.

Rangwala said she doesn’t want someone who has a disability to feel like it has to hold them back.

“I want to set an example for them that if I can do it, they can do it,” she said.

She is also planning to have art classes for the Hillsborough Sheriff’s Office as a way to alleviate the stresses that come along with their line of work.

From an atrophied hand comes creative beauty and inspiration for many.

Carballa appointed assistant county administrator

The Pasco County Commission has confirmed the appointment of Mike Carballa to serve as the assistant county administrator for public infrastructure.

Carballa’s confirmation became effective on Oct. 14.

County Administrator Dan Biles recommended Carballa for the position after a nationwide search, which attracted more than 40 applicants.

Carballa joined the county’s staff in April 2014 as director of utilities engineering.

He has been serving as the interim assistant county administrator for public utilities since June 2018.

Carballa has more than 12 years of directly related experience in the private sector working on projects for both private and public utilities, according to county documents.

He also served as a captain in the United States Air Force, where he oversaw various

utility projects, in the design, construction and maintenance side of utilities engineering and operations.

Carballa hold a bachelor’s degree in civil and environmental engineering from theUniversity of South Florida, and a master’s degree in business from the University of Florida.

He is a licensed professional engineer in the state of Florida.

Biles told commissioners that following the national search and a couple of rounds of interviews, “the whole team decided that the most appropriate person for the Public Infrastructure assistant county administrator position is Mike Carballa.”

Efforts underway to help Hurricane Michael victims

In the aftermath of Hurricane Michael, some local efforts are underway to help the storm’s victims.

Hurricane Michael was monstrous, clocking winds at 155 mph and becoming the first Category 4 storm to slam into Florida’s Panhandle.

Its fierce winds and storm surge have reduced coastal communities to rubble, and after wreaking its havoc on the Panhandle, the destructive storm made its way through Georgia, North Carolina and Virginia.

At least 18 deaths had been reported as of Monday, with eight in Florida, three in North Carolina, one in Georgia and six in Virginia, according to the website, Weather.com.

Authorities predict it will take some time, even years in some cases, for areas hit by Hurricane Michael’s fury to recover.

While being spared the storm’s wrath, the Tampa Bay region is responding with ways to help.

A local donation drive is being coordinated by the Rotary Club of Wesley Chapel Noon, the North Tampa Bay Chamber of Commerce and Wesley Chapel Nissan.

Donations can be dropped off through Oct. 19 at Wesley Chapel Nissan, 28519 State Road 54, in Wesley Chapel. The dealership’s hours are 9 a.m. until 9 p.m.

“We’re going to pack trucks on Saturday, and if we can get in, we’ll leave on Sunday,” said Chris Casella, president-elect of the Rotary Club of Wesley Chapel Noon.

“We’re going to be delivering it to St. James Episcopal Church,” he said.

Thomas Dwyer, the pastor of the church, also serves as the president of the Rotary Club of Port St. Joe.

The Wesley Chapel club wanted to be sure it had a focused effort, with a local contact to make sure the supplies could be distributed there.

“Rotary District 6950 — which is Citrus County, Pinellas County, Hernando and Pasco — they sent out 1,900 emails to our members,” Casella said. “A lot of people are sending us checks, and we’re just going to go shop on Saturday.”

The effort is focused on providing practical items that people need that the Federal Emergency Management Agency doesn’t provide, such as cleaning supplies and personal hygiene items.

“Insect repellent is going to be huge. These people are going to be outside all day long,” Casella said. Plus, there’s no electric, so the windows are open.

“The focus on television has been Mexico Beach and Panama City. You don’t hear about Port St. Joe, at all,” Casella said. “A small town like Port St. Joe will get neglected.”

Two of the Rotary Club’s Interact Clubs are also doing supply collection drives, Casella said. One of those clubs is at Wesley Chapel High School and the other one is at Cypress Creek Middle High School.

“The chamber (North Tampa Bay Chamber) has been incredible with this. They’re mobilizing local businesses,” Casella said.

Other Rotary Clubs are pitching in.

And, Wesley Chapel Nissan’s ownership and management has played a vital role by allowing the dealership’s staff to help and making room for the supplies in the dealership’s showroom, Casella said.

In addition to those efforts, Pasco County government is lending its assistance to hurricane victims, as well.

Troy Stevenson, of Wesley Chapel Nissan, said “we’re convoying up Sunday. We’ve got Wesley Chapel Nissan employees, Wesley Chapel Rotary and North Tampa Bay Chamber.”

“By the end of the week, we’ll probably be sending up two truckloads.”

One team from Pasco Emergency Services (911) was deployed to Bay County. The six dispatchers on the team are relieving and supporting the 911 center there, according to Brendan Fitterer, public information officer for Pasco County.

Pasco Emergency Management also has deployed the State of Florida Region 4/6  All-Hazards Incident Management Team (AHIMT) to Gulf County.

This group is made up of personnel from Pasco County Fire Rescue and Emergency Management, as well as personnel from Hernando, Sumter, Hillsborough, Manatee and Sanford counties, the University of South Florida and the Lakeland Police Department.

The all-hazards team is being deployed for both Emergency Operations Center support and field operations, as needed, Fitterer said, via email.

Forensics research center expected to break new ground

Construction is now underway in Land O’ Lakes on a forensics and training facility that will offer a collaborative resource for universities, forensic scientists and law enforcement.

Ground was broken during a Sept. 19 ceremony for the K9 Tactical Center/Florida’s Forensic Institute for Research, Security and Tactics, or F.I.R.S.T for short.

The complex will be next to the Adam Kennedy Memorial Forensics Field, otherwise known as the “body farm” that sits on 5 acres next to the Land O’ Lakes Detention Center, off U.S. 41.

The forensics research and training center will strive to improve crime scene operations and investigations in the realm of homicides, missing persons cases and so on.

It will include a laboratory for research and forensic casework, classrooms, a morgue and evidence storage.

The educational focus will be on forensics, anthropology, geochemistry, legal medicine, forensic intelligence, aviation reconstruction and cyber forensics.

Technology, too, will play a major role in the research, including virtual autopsies with 3-D scanning and chemical isotope analysis.

The K-9 portion of the project, meanwhile, will be the first time Pasco has had a dedicated facility for tactical training for the K-9 unit, the Pasco Unified SWAT team and sheriff’s deputies.

When completed, the F.I.R.S.T campus also will house training facilities in the arenas of cybersecurity and unmanned vehicles.

The $4.3 million state-funded project is expected to be complete by late 2019.

Pasco Sheriff Chris Nocco said the campus — particularly the forensic anthropology “body farm” fields  —  will have international draw, because of the location’s subtropical climate.

The sheriff also said the facility overall will advance national policies for public safety, in the realm of forensics, K-9 tactics, crisis management, design thinking and so on.

“We’re going to be training people from all over the country,” Nocco said. “This is not about the Pasco Sheriff’s Office. This is about all of us. This is about saving lives and making our community better.”

He added: “The amazing thing is, as we keep building this out and as we break ground, more partners keep coming on and on, and we keep expanding.”

Once complete, the forensics center will be the first in Florida, and only the seventh in the nation.

The University of Tennessee in Knoxville started the first forensic training and research center in the 1970s. Other facilities are at Western Carolina University, Sam Houston State University, Texas State University in Carbondale, Southern Illinois University and Colorado Mesa University.

A one-stop resource
But, F.I.R.S.T is touted as the first true cooperative effort between academia and practitioners.

Academic partners include the University of South Florida, University of Florida, Florida Gulf Coast University and Pasco-Hernando State College, among others.

The project already has some Florida-based forensics scholars buzzing.

Dr. Phoebe Stubblefield is a forensic anthropologist and research assistant scientist at the C.A. Pound Human Identification Laboratory in the Department of Anthropology at the University of Florida, in Gainesville.

For her, F.I.R.S.T means having a one-stop resource for university-based forensic labs from all across the state.

“Why should we not work together? First, it gives us a chance to share our ideas between ourselves. It’ll produce more research for the whole state,” said Stubblefield, who plans to bring her graduate students to the campus “on a cyclical basis.”

Stubblefield also noted the forensics center will facilitate long-term studies on body decomposition rates in subtropical climates, something she said is presently “not well researched.”

“That whole overall decomposition area — we’re still bringing the picture together,” Stubblefield said. “I know (F.I.R.S.T) will help with research, because there’s just not enough data.”

The possibilities also excite Dr. Heather Walsh-Haney, an associate professor who chairs the Department of Justice Studies at Florida Gulf Coast University, in Fort Myers.

Walsh-Haney has been studying forensic anthropology for 21 years. She gets called upon to help solve anywhere between 80 to 110 cases every year across the state.

She, like Stubblefield, stressed the need for more comprehensive studies on body decomposition rates within subtropical conditions, for crime-solving and death investigation purposes: “It doesn’t take a neurosurgeon to realize our temperatures are hotter, we have different animal scavenging habits, our plants are different and our soils are different.”

Once F.I.R.S.T is in operation, she and her group of graduate students plan to visit on a bi-weekly basis.

Aside from conducting forensic research studies and experiments, she said they’ll also assist detectives and other law enforcement officials on an assortment of hot and cold cases.

The complex, she said, “highlights the fact that we have to have community involvement in order to solve cases.”

She added: “The only way we can catch the folks who perpetrate these crimes is through science and the collaboration with law enforcement.

“This facility here, smack dab in the center (of Florida), is a wonderful location for scientists and law enforcement from the south and north to come here and train.”

Meantime, local officials believe F.I.R.S.T will be an economic driver for the county.

Bill Cronin, president/CEO of the Pasco Economic Development Council, who was present at the groundbreaking ceremony, stated F.I.R.S.T will have an economic impact to the county of at least $7.8 million in its first year, with a recurring impact of $2.8 million each year “thanks to the hundreds of visitors that are going to come here and train.”

Furthermore, he noted the facility will attract other forensics-related businesses and organizations to Pasco, possibly along U.S. 41.

“This particular location will help us activate the part of U.S. 41 that’s been fairly difficult for us to draw business into,” he said, “and it takes what was an otherwise non-producing government-owned site and creates a real asset for economic development.”

Judson was a trailblazer

The Pasco-Hernando State College community is mourning the recent death of Dr. Robert Judson Jr., the college’s second president.

The educator began his career at Pasco-Hernando State College in 1972, when the college was a community college — known as the college without walls — and was in the process of opening its doors to Pasco and Hernando county communities, according to a news release from the state college.

When he was there, it was Pasco-Hernando Community College, and Judson made Florida history by becoming the first black to be named president of a community college in the Florida Community College System. Judson was hired as the college’s first instructor and counselor/recruiter, subsequently teaching the first course the college ever offered.

The following year, Judson moved into a role as the college’s first coordinator of financial aid, where he wrote grants for student aid programs and was responsible for veterans’ affairs.

He received his doctoral degree in education in 1976, and in 1977 became dean at East Campus. In 1983, he took on the role of East Campus provost, followed by college vice president and executive vice president, according to the release.

In 1994, Judson succeeded Dr. Milton O. Jones — the man who had hired him — and made Florida history by becoming the first black to be named president of a community college in the Florida Community College System.

Under Judson’s leadership, the college experienced exponential growth.

“Bob Judson was a remarkable leader,” Timothy L. Beard, Ph.D., current PHSC president, said in the release. “He worked his way up the ladder, knew every inch of the college, understood our students, and helped realize the college’s potential.  He was admired and respected for his vision and his authenticity.”

Judson opened a three-story health building, housing state-of-the-art equipment on the college’s West Campus. He also helped establish radiography, and drafting and design programs still popular today.

Judson also led the building of a child care center on West Campus.

He opened the Public Service Technology building on East Campus in Dade City, where aviation, law enforcement and corrections, and fire academy programs are currently housed.

He remodeled North Campus in Brooksville.

And, he purchased the land for a permanent Spring Hill Campus, which was erected in 2010.

Judson also facilitated a partnership with the University of South Florida to offer formal four-year degree programs on PHSC campuses.

In an interview for the College’s 30-year anniversary commemorative book, he said: “I want to be known as a president who intelligently expands the college for the good of all concerned.”

He added: “I hope I’m remembered as a president who was sensitive to the needs of our students, faculty and staff. Most of all, I hope I’ve distinguished myself as a president who helped make PHSC a great college, and a wonderful place to learn and work.”

Beard, who now holds the same role as Judson once held, put it like this: “The college community will remember his leadership. He will always have a place in college history, and in the hearts and minds of the many PHSC faculty, staff and students he influenced.”

A funeral service is planned for Judson on Sept. 29 at 12:30 p.m., at Hopewell Baptist Church, at 890 N.W. 15th St., in  Pompano Beach.

PHSC is planning a memorial service to honor Judson on Oct. 9 at 1 p.m., at the PHSC Performing Arts Center on its West Campus, at 10230 Ridge Road in New Port Richey.
