New and renovated schools planned

The Pasco County School Board received an overview last week on projects planned to construct, renovate, expand and repair schools across the district.

They also heard a wrap-up on projects in progress or finished this year.

The presentation, by Chris Williams, director of planning services and Olga Swinson, chief finance officer, came as the district prepares to vote on a final capital construction budget in September.

Numerous projects are underway or planned in communities across central and east Pasco County.

Major milestones this past year have included:

  • Beginning the design of the Cypress Creek Middle School
  • Finishing the site development for Starkey K-8, as well as designing that faciilty
  • Replacing the roof at Denham Oaks.
  • Continuing work on massive renovations at Land O’ Lakes High School and Woodland Elementary, and adding capacity to both locations
  • Purchasing 30 cng buses and five diesel buses, and 35 radios
  • Purchasing more than 8,000 computer and laptops, and more than 2,400 iPads

Major projects planned for 2018-2019:

  • Beginning a major overhaul at Zephyrhills High School, which includes adding capacity
  • Continuing the Land O’ Lakes High and Woodland Elementary projects
  • Beginning construction of Cypress Creek Middle School
  • Continuing design of Starkey K-8
  • Working with the Pasco County library system on the Starkey Library/Theater design
  • Purchasing 40 diesel buses, 40 radios and several fleet trucks and service vehicles
  • Purchasing more than 7,000 computers and laptops and about 1,290 iPads.

As the district continues to build, it also continues to grow, Williams said.

The big question is which areas will grow at the fastest pace, requiring new schools first, the planning director said.

He gave board members an overview of the current situation.

Odessa Elementary is projected to be at 114 percent, Williams said, adding that he expects relief for that school to come when Starkey K-8 opens, which is scheduled for 2021.

“I’m also concerned about Connerton (Elementary). They’re projected to be at 944 students this coming year, or 124 percent of capacity,” he said.

The district has opened up some additional seats at Sanders Memorial Elementary STEAM Magnet School, giving applications from Connerton students a higher priority, Williams said, so hopes that will help reduce Connerton’s enrollment.

School board member Colleen Beaudoin also suggested the district do more to advertise Pine View Elementary School’s candidacy program for the IB Primary Years Programme.

Some students might choose to attend Pine View, if the families knew about that program, she said.

“Pine View and Connerton are so close. Maybe some families might want to get into that (IB) pipeline,” Beaudoin said.

In Wesley Chapel, there are some schools near the new Union Park Charter Academy that are over capacity, but Williams expects the charter school to have significant impact on enrollment at nearby schools.

“Union Park is up to 483 students,” Williams noted.

In addition to affecting elementary enrollments, it also will affect middle schools because the charter school is for kindergarten through eighth grade students.

Meanwhile, in Zephryhills, Woodland Elementary School’s enrollment is well over capacity, but the district is adding capacity at the school as part of the current renovation, Williams added.

The district expects to increase its middle school capacity with the opening of Cypress Creek Middle in 2020 and with the opening Starkey K-8 in 2021.

When Cypress Creek Middle opens, it will help to relieve crowding at Wiregrass Ranch, which is projected to be at 139 percent of its capacity.

When the middle school opens, Cypress Creek High’s capacity will increase substantially.

The district also is hoping to open an East Side Technical High School in 2022, which will affect enrollments at high schools on the east side of the county, Williams said.

Williams said Central Pasco’s growth does pose challenges.

“Sunlake High School is of concern because it still continues to grow,” he said.

The district has a future high school in the Bexley area, as well as the Starkey area, Williams said.

“We have to continue to evaluate when it makes sense to try to add additional capacity,” he added.

The district’s construction needs and maintenance needs continue to grow, but it doesn’t have the revenues to match the needs, Swinson said, forcing the district to put off projects that are needed because it doesn’t have the money.

Projected revenues for capital purposes remain lower than they were in 2007-2008, she said.

More programs, initiatives, on tap at PHSC, provost says

Pasco-Hernando State College — which recently has been recognized as one of the top schools in the nation for its return on educational investment — continues to add new programs and initiatives.

That was the message that Dr. Stan Giannet, the college’s provost, delivered to a crowd at a recent Greater Zephyrhills Chamber of Commerce breakfast at the Golden Corral.

The state college received notification from the Department of Education last month that it was one of the top schools for affordability in bachelor’s degree programs.

And, earlier this year, WalletHub, a national economic magazine, ranked PHSC among the top three community colleges in the nation for return on educational investment, out of more than 800 candidate schools. The WalletHub study took into account student learning outcomes plus the cost.

“We’re a major state power in higher education,” said Giannet, who has been at PHSC for more than 27 years.

Giannet, also PHSC’s vice president of academic affairs, said the college has “exceeded every metric” from employability, to test score passage rates in workforce programs — suggesting over 95 percent of PHSC students who graduate with associate of science degrees or receive technical certificates find employment in their chosen career field.

“There’s nothing worse for a college to do than to have a degree program where students invest money, invest time, get out in the workforce and (find) they’re not employable in the industry or the career of their choice. We don’t have that,” he said.

The state college provides training for more than 30 careers in business, health, industry and technology, and public service through new bachelor’s degree, Associate in Science degree and certificate programs.

And, while he’s proud of the institution’s growth and achievements over time, the college has much more on tap, Giannet said.

The state college has more than 15,000 students and 500 faculty and staff members across its five full-service campuses in Brooksville, Dade City, New Port Richey, Spring Hill and Wesley Chapel.

Giannet told the crowd: “We have a lot of things in the pipeline.”

The state college is building a $15.5 million performing arts instructional center, expected to be complete by Aug. 2020.

The facility will be built on a 5.5-acre tract of land donated by Pasco County Schools on the campus of Cypress Creek Middle High School, off Old Pasco Road in Wesley Chapel.

Expanding its program and degree offerings
The state college plans to develop an Associate’s of Science degree in digital design and graphic multi-media technologies, and, Associate’s of Arts degrees in dance, music, and theatre. Several accompanying technical certificate programs also will be offered through the arts center.

The arts center will be shared with Pasco County Schools, and will be a venue for various community events.

“It’s going to be fantastic,” Giannet said.

The college also is working on other degree offerings, he said.

The college offers two four-year degree programs currently, and is working to identify a third, Giannet said. The current four-year degrees, introduced in 2014, are for a bachelor of science in nursing and a bachelor of applied science in supervision and management. The college also is working with the Pasco County Sheriff’s Office to develop an A.S. degree in crime scene technology and forensics.

That program will likely be offered at the Dade City campus, with clinical training opportunities at the Adam Kennedy Forensics Field “body farm” on the grounds of the Pasco Sheriff’s detention facility in Land O’ Lakes.

The college also is gearing up for several contract and corporate workforce training programs that are set to come online.

Among them are a 911 training program for the Hernando Sheriff’s Office; a child protection services leadership program for the Pasco County Sheriff’s Office; a medical scribe exclusive online training program; and, a childhood education certification program for the Pasco and Hernando school districts.

Elsewhere, PHSC is expanding its welding technology program to the west side of the county.

The welding program has been offered on the Dade City campus.

Now, Giannet said night classes will be available Marchman Technical College in New Port Richey, thanks to a developmental partnership between the college and Pasco County Schools.

That expansion is much needed due to an increased demand for certified welders and lack of programming the county’s west side, the provost said.

“We have a huge waiting list for welding on this (east) side of the county,” Giannet said. Our welders, when they graduate from our college, they’re snatched up by the industry. “It’s a win-win situation for our community,” he added.

Giannet also talked about the college’s new aviation program, which debuted last year.

The college offers four aviation-related associate degree programs — professional pilot technology, aviation administration, aviation maintenance administration, and unmanned vehicle systems.

Several PHSC students have already become certified pilots — including a female pilot in what is “a traditionally male-dominated industry,” Giannet noted.

He expects the program to skyrocket in the coming years.

“Aviation is going to be the hottest industry in the nation, with the impending shortage and retirement of all these aviation professionals…so we’re really excited for that program,” the provost said.

The college is next looking to create more aviation partnership, with facilities such as the Zephyrhills Municipal Airport.

It already has an existing partnership with American Aviation Flight Academy, at the Brooksville-Tampa Bay Regional Airport, he said.

Military academy appointments include soccer standout

Growing up, Victoria Mitchell always knew she wanted to serve her country with a career in the military.

She’ll soon get the chance, when she’s officially inducted into the United States Naval Academy in Annapolis, Maryland, on June 28.

The 17-year-old recent Wesley Chapel High School graduate received her official appointment to the Navy in late March — about 10 months after she verbally committed to play soccer there last May and five months after she was nominated for appointment from the 12th Congressional District by U.S. Rep. Gus Bilirakis.

Mitchell is one of six Tampa Bay area students who were nominated and subsequently received appointments to a United States service academy through Bilirakis’ office.

The others are: River Ridge High School’s Connor Beckman, United States Military Academy; Mitchell High School’s Austin Jerome, United States Merchant Marine Academy; Clearwater Central Catholic High School’s Annalise Klopfer, United States Naval Academy; Bishop McLaughlin Catholic High School’s Dennis Teicher, United States Military Academy; and, Wiregrass Ranch High School’s Payton Wilson, United States Air Force Academy.

Mitchell, for one, vividly remembers when her acceptance letter arrived in an email.

“I was pretty much overwhelmed with excitement,” Mitchell recalled. “I actually read the email several times and couldn’t believe that, like, I actually got in. I remember showing the email to my dad and being like, ‘Is this for real? This means I’m going straight there?’ I thought I was going to a prep school at this point, so I was kind of down; I didn’t think I was going to get in immediately. I had almost given up hope and then I got that email when I least expected it. I was just overwhelmed, excited — like, it was one of the best days ever.”

Each year, members of Congress nominate candidates for appointment to four of the five academies: U.S. Military Academy, West Point, New York; the U.S. Naval Academy (USNA), Annapolis, Maryland; the U.S. Air Force Academy, Colorado Springs, Colorado; and, the U.S. Merchant Marine Academy, Kings Point, New York.

The fifth service academy, the U.S. Coast Guard Academy, New London, Connecticut, does not require a congressional nomination for appointment.

Applications far exceed open slots
Appointments by service academies are usually made between January and April, and sometimes as late as May. Congressional service academy nominations don’t always guarantee acceptance.

Approximately 1,200 candidates are selected each year for the Naval Academy’s “plebe” or freshman class, and each student is required to participate in Plebe Summer. Last year the Academy received more than 16,000 applications for the Class of 2022.

A 2018 study by the U.S. News and World Report found the U.S. Naval Academy to have an 8 percent acceptance rate — the 12th most selective among all colleges and universities in the United States.

Attending a service academy comes with an obligation and commitment to serve in the military for a minimum of five years upon graduation. Each student receives a full scholarship.

The application process alone is arduous, Mitchell said, from filling out hundreds of pages of paperwork to undergoing a background check and a physical fitness test.

It also requires a series of interviews before a group of retired and active duty service members, which she labeled “probably the most complex part of the application.”

Mitchell’s passion for the military traces back to her grandfather, Patrick Mitchell, who served in the Air Force for 24 years.

As a young girl, her family would take her to Air Force bases throughout Florida, where she was in awe of “seeing our soldiers in uniform and just everything they stand for.”

Mitchell, too, has always considered herself “a patriot at heart.”

Said Mitchell, “I love my country, and I’ve always known I wanted to serve my country and protect our land — especially like nowadays with all the controversy going on, there’s a lot of disrespect towards our nation and it kind of motivates me to stand up (and) encourages me to go join our military…”

Immediately after induction, Mitchell will report for Plebe Summer, which is designed to help freshman prepare for their first academic year at the Naval Academy.

During this time, plebes have no access to television, movies, the Internet or music, and restricted access to cellphones. They are only permitted to make three calls during the six weeks of Plebe Summer.

As the summer progresses, the new midshipmen learn basic skills in seamanship, navigation, damage control, sailing, and handling yard patrol craft.

Plebes also learn infantry drills and how to shoot 9-mm pistols and M-16 rifles.

Other daily training sessions involve moral, mental, physical or professional development and team-building skills. Activities include swimming, martial arts, basic rock climbing, obstacle, endurance and confidence courses.

Forty hours are devoted to the instruction of infantry drill and five formal parades.

Mitchell is looking forward to all of it.

“I know the summer’s going to be very difficult, very busy,” she said, “but overall, I’m excited for the structure of the academy.

“I’m really excited to gear up, do PT (physical training) with the brigades, I’m excited to basically learn to be a soldier, and I’m going to be living that life for the next four years, and they’re grooming me to be the best officer I can for our country, so I’m excited to learn everything over the next couple of years.”

Juggling academy life and soccer
Besides handling responsibilities of the service academy life, she’ll also be a member of the Navy women’s soccer team, a Division I program.

Mitchell, a forward, opted to strictly play club soccer her senior year after playing varsity soccer at Wesley Chapel High the past three seasons.

Her junior year, she posted a team-leading 34 goals in just 16 games played, earning second-team All-Sunshine Athletic Conference honors.

Also throughout high school, Mitchell was a member of Fellowship of Christian Athletes. She volunteered for Special Olympics and Relay for Life, and was a youth soccer coach for a local development academy.

The Naval Academy was the only school she applied to, after vetting other service academies and what they offered.

“It’s a pretty good fit for me,” she said, “because I get to play Division I soccer, go to school and then I also graduate as an officer.”

She plans to serve for at least 10 years, noting she also has an interest in entering the aviation field at some point.

“I’m going to see where it takes me,” she said of the Naval Academy. ”I know there’s a certain point in the Academy where you can sign on for more years in the service, which I’ll probably do,” she said.

Figure skating heats up in Wesley Chapel

As Tampa Bay becomes synonymous with hockey this time of year, another ice-based sport is heating up in the region.

For the first time, the Florida Sports Foundation selected Pasco County to be the host community for the annual Sunshine State Games Figure Skating Championships.

The competition took place at Florida Hospital Center Ice in Wesley Chapel, from May 18 through May 20.

The games drew more than 300 male and female skaters of all ages, with skaters and their families trekking all the way from the First Coast to South Florida, and everywhere in-between, to compete in the statewide, Olympic-style program.

The majority of the participants were girls between the ages of 10 to 14.

Ten-year-old Jordan Scott, of Wesley Chapel, won the juvenile girls free skate event and was a recipient of the Betty Stark Award as the games’ top juvenile skater.

Skating sisters shine

Twelve-year-old Haley Scott and 10-year-old Jordan Scott each earned gold medals in their respective competitions.

Haley won the novice ladies division with a personal-best in the free skate (84.96 total score).

Jordan, meanwhile, won the juvenile girls free skate event (48.75 score) and was a recipient of the Betty Stark Award as the games’ top juvenile skater.

Haley won the same award back in 2016 for first-place finishes in the juvenile girls free skate and intermediate ladies short events.

She also won the games’ Dorothy Dodson Award in 2017, named after the late long-time figure skating judge that recognizes the highest combined score in the intermediate ladies free skating and short program events.

The success in Florida has translated to the national stage, for Haley.

Between October and January, she skated in the South Atlantic Regional Championships in Ashburn, Virginia (second place, Intermediate Ladies); the Eastern Sectional Championships in Foxborough, Massachusetts (second place, Intermediate Ladies); and in the 2018 Prudential U.S. Figure Skating Championships in San Jose, California (10th place Intermediate Ladies).

But, her proudest skating moment came the year before, when she earned a bronze medal in the juvenile girls division at the 2017 Prudential U.S. Figure Skating Championships in Kansas City, Missouri.

Ranked among the nation’s top young figure skaters, the Olympics may be a reality someday.

“My goal is just to keep having fun, keep pushing to my potential, just enjoying the journey,” she said. “The Olympics would be great.”

The Scott sisters have each been skating for about six years, when they first tried it out at a friend’s birthday party.

They’ve been hooked ever since.

“I like the challenge of it. Each day you get to do something new and try to push yourself,” Haley said.

Added Jordan: “I also love competing. It’s really fun to ice skate.”

A convenient training ground
The skating wunderkinds, along with their mother Julie Scott, moved to Wesley Chapel from Port Orange, chiefly for the offerings at Florida Hospital Center Ice.

Labeled the largest ice sports facility in the Southeastern U.S., the 150,500-square-foot, two-story complex features five ice rinks — an Olympic rink (200 feet by 100 feet), three National Hockey League-sized rinks (200 feet by 85 feet) and a mini rink.

While living in Port Orange, the family would commute three hours everyday to a skating facility in Jacksonville.

They made the daily drive for about four years, until Florida Hospital Center Ice launched in January 2017.

Now they’re just minutes away from sheets of ice.

“This facility is probably the best in the southeast right now. It really is. You really can’t beat it,” Julie Scott said.

The Scott sisters, who are home-schooled, use the Wesley Chapel facility about six days a week for practice and training. Their team of coaches is also stationed there.

“They’ve got ballet here. They’ve got yoga. They have it all. They have a trainer. It’s all in-house, which is really nice,” their mother said.

Other skating families are relocating to Wesley Chapel to access those opportunities.

Josh and Marissa Wright and their two children soon plan to move to the area from Boynton Beach. They want to be within a 15-minute drive of Center Ice.

They recently made the 3 ½-hour drive from South Florida so their 6-year-old daughter, Kaitlyn, could participate in the games’ basic series event.

When Josh first toured the facility, he was awestruck with the complex located off Interstate 75 at the State Road 56 interchange.

“It’s amazing. It’s unbelievable. I mean, there’s nothing like this,” he said, adding the facility his family currently uses only has one rink.

Florida’s figure skating surge
The first Sunshine State Games Figure Skating Championships began 32 years ago in Clearwater with less than 60 skaters.

It’s grown nearly fivefold since, and has been hosted at several other locations over the years, including Tampa, Ellenton, Jacksonville and West Palm Beach, among others.

Betty Stark has served as the games’ figure skating director since its inception.

She said it’s “a good tune-up” for skaters with aspirations of reaching qualifying competitions, like regionals and sectionals, later in the year.

“A lot of the kids that participate in the Sunshine State Games get the opportunity, if they place, to go on to the State Games of America,” she said, noting several homegrown skaters have wound up competing nationally and internationally.

Stark, a former club figure skater herself at the University of Florida, has also witnessed the sport’s surge in the state across the past three decades.

“It’s been taking off a lot.” she said. “The number of rinks and the interest in figure skating has increased a lot. Coaches have been coming down here starting up programs. Guests coaches from across the country love to come down for the warm weather…and some of them just wind up staying here; and they bring their expertise from their years of skating and their coaching.”

Meantime, the figure skating event may remain here for the foreseeable future.

Pasco County Tourism Manager Consuelo Sanchez said the county plans to bid to keep the state games in Wesley Chapel for the next few years.

“We are interested to keep it here because it is the most important (figure skating) competition in the whole state of Florida,” she said.

Further, the event may be a springboard for drawing even larger figure skating competitions at Florida Hospital Center Ice.

“The good thing about bringing the Sunshine Games is we’re going to show that we can host big events,” Sanchez said.

“We’re already having conversations with USA Figure Skating to try and bring regionals and, hopefully, national championships here. But, they wanted to see that we have the capability of hosting these events, and this is a great experience.”

The facility is already no stranger to the big stage.

It was the training home for the USA Hockey Women’s National Team that won gold in the 2018 Winter Olympics in Pyeongchang, South Korea.

It has also hosted multiple National USA Hockey championships and is the training home for international athletes — including six-time French national champion figure skating pair Vanessa James and Morgan Cipres.

And, it’s bucking the notion that ice sports are reserved for northern states and colder climates.

Said Julie Scott, “Everybody always asks us, ‘Why ice skating in Florida?’ But, why not? You’ve got these great facilities.”

Wesley Chapel road study looks for traffic solutions

Pasco County is moving forward with efforts to find consensus on easing traffic congestion in Wesley Chapel and building road connections between Pasco and Hillsborough counties.

Consensus appears elusive, however, on the proposed linkage between Mansfield Boulevard, in Pasco County and Kinnan Street in Hillsborough County.

Pasco residents don’t want more traffic whizzing down a boulevard that already is gridlocked at peak hours.

But Hillsborough residents want a more direct route to shops, restaurants, churches and jobs just across the county line.

About 100 people attended a public meeting on May 22 at Pasco-Hernando State College Porter Campus to discuss a 450-page draft of the Wesley Chapel Road Connection Study.

Pasco County Commissioner Mike Moore and consultants with AECOM presented an executive summary of the study’s findings.

The study looks at the pros and cons of four alternatives for road connections, without making a recommendation. A no-build option also is included.

“We don’t have any bias in this study,” said Ali Atefi, a transportation engineer with the Pasco County Metropolitan Planning Organization. “We looked at it objectively.”

The choices are no-build; linking Mansfield Boulevard with Kinnan Street; linking Mansfield and Kinnan, as well as extending Meadow Pointe Boulevard to Hillsborough County; and the final option calls for linking Mansfield and Kinnan, extending Meadow Pointe Boulevard and extending Wyndfields, also to Hillsborough County.

Moore said he favors the Meadow Pointe extension, which would link to a future road in K-Bar Ranch.

A count of residents’ preferences from a 2017 public meeting showed that road project had strong support.

“I’ve got to be concerned about my residents here in Pasco County,” Moore said.

Tampa City Councilman Luis Viera, who attended the May 22 meeting, said all three connections are necessary. His constituents in New Tampa especially want Mansfield and Kinnan connected.

“I understand it’s not a black and white issue,” Viera said. “It’s gray. But, that is a real potential game changer. Hillsborough County is a stakeholder in this.”

Hillsborough County commissioners in 2017 approved $250,000 toward linking the two roads.

There could be one point of agreement on Mansfield and Kinnan, which currently dead-end at the county line — roughly 30 feet to 40 feet apart.

A gate could be installed that would provide access to emergency vehicles only. The cost would be about $7,000 for each county.

But, the Mansfield and Kinnan connection remains a hard sell for many Pasco residents.

“Adding traffic is what I’m worried about now,” said Ray Kobasko.

The Meadow Pointe extension makes more sense, he said. “It’s been planned all along, All the people who bought over there were told that,” he said.

Mike Hanna also opposes a Mansfield-Kinnan link.

“Connections have to be made but not all three of these,” he said. “A lot of people drive Mansfield every day and have accidents now. I’d not be in favor of more traffic coming up there.”

Residents can comment on the study through June 15. A final study will be released in August or September.

A citizens’ survey also is planned in coming months, giving residents a chance to weigh in on potential projects. The MPO is scheduled to make its recommendation in October.

Pasco County commissioners will have the final say on which, if any, of the alternatives are selected for construction.

Business park spurs talks on widening Old Pasco Road

There is no disagreement that Old Pasco Road should be widened to four lanes.

But, the timing and funding for such a project got mixed reactions from Pasco County commissioners who approved a new business park on the mostly two-lane roadway.

Approximately 90 acres on Old Pasco will be the site for the county-initiated project, known as Overpass Business Park.

Commissioners did include a condition to require developers to widen the road from the park’s entrance, north to Overpass Road.

The park is less than a half mile southeast of the intersection of Overpass and Old Pasco.

Pasco County Commissioner Mike Moore pushed to widen the entire length – nearly two miles – of Old Pasco. Or, at least, he said it should be widened as far as Oakley Boulevard.

“I’m by no means against the project,” Moore said.

But, Old Pasco “needs to widened all the way through before we move forward with any actual project.”

The vote to approve was 3 to 1, with Moore the dissenting voter.

Pasco County Commission Chairman Mike Wells Jr., was absent from the May 22 meeting in New Port Richey.

Other county commissioners worried that a requirement to widen the entire road would be too limiting.

“I just don’t see why we would force ourselves onto a condition when we don’t know what (project) will come before us,” said Pasco County Commissioner Kathryn Starkey. “We’re tying our hands.”

Pasco County Commissioner Jack Mariano agreed.

He said the county would lose flexibility in attracting projects.

“We want to be able to move quickly when opportunities come forward,” he said.

The park is part of a county-driven effort to diversify the types of businesses and industries that are attracted to Pasco.

The land will be made site-ready, and marketed to prospective developers who will pitch their proposals to the county.

Starkey had a suggestion on funding for the road widening.

She cited an article in the magazine, Florida Trend, about a federal grant to Alachua County for a road project, aimed at boosting economic growth.

County officials said they already were working on an application to submit for a state grant.

Two other road projects are on tap to enhance Old Pasco at its intersection with State Road 52, and with Quail Hollow Boulevard.

County commissioners recently approved about $2.2 million for pavement reconstruction starting about 1,450 feet south of State Road 52, a sidewalk, stormwater, pond construction, signage and turn lanes.

The Florida Department of Transportation is in the midst of a major road widening project at State Road 52 and the Interstate 75 interchange.

In 2019, the county plans to begin intersection improvements for Old Pasco and Quail Hollow Boulevard.

Turning dirty trash bins into a thriving business

Jennifer Trudel takes her work seriously.

If that means crawling inside a trash bin to scrape off that last bit of grunge, she’s there.

In fact, on first-time service calls, that extra scrubbing is a take-it-to-the-bank guarantee.

“I just want to get it clean,” she said. “I’m an A-type personality.”

She also is an entrepreneur in a cleaning service that’s so new that many people have never heard of it.

Her business, Scrub A Dub Bin Cleaning, got rolling about four months ago. She has more than 120 clients who signed up to get their trash and recycling bins cleaned with an eco-friendly technique.

She rides up to the curbside in her blue truck, pops the bins onto rotating nozzles that jet sprays 190 degrees of very, hot water, and deposits the bins back onto the curb.

“That more than kills everything,” she said, except on first-time cleanings when bins can be a tougher challenge. Gum is the worst, Trudel said. But, she has a spray that freezes the sticky wads and that gets it off every time.

Her truck carries more than 500 gallons of water. It also has a storage container for the dirty water that is later recycled to the county’s sewer system for processing at a wastewater treatment facility.

As a final step, Trudel sprays a biodegradable disinfectant and deodorizer, and leaves a fresh, clean bin.

It’s a much more efficient, sure-fire method that uses less water than a garden hose, and doesn’t wash dirty water into storm drains, she added.

Word of mouth is helping her build a customer base in Wesley Chapel, New Tampa and Land O’ Lakes.

Trudel also sets up displays at community events, and is available to meet with neighborhood or homeowners’ associations to explain her service.

“A lot of people sign up because they see the truck driving by or when a neighbor sees me cleaning someone else’s bin,” Trudel said.

She also has a Facebook page and a website.

Scrub A Dub Bin Cleaning came as a surprise to Trudel and her family.

She moved to Pasco County when her husband got a job promotion and transfer in 1996. The couple has four children. The youngest is heading to college.

Trudel had been a pharmacist for nearly three decades, but decided as empty-nest time approached that it was time to find something else.

“I didn’t enjoy it anymore,” she said. “I wanted to own my own business.”

Bin cleaning didn’t spring to mind.

Then, a Facebook friend bragged about her clean bins from a service in South Florida and posted a photo.

“It was this crazy-looking truck,” Trudel said. “We were all intrigued.”

Trudel dived into the research.

She found out that the city of London, some 20 years ago, mandated that residents keep their bins clean. Rodents were overrunning the city — feasting on a steady diet of smelly, household garbage.

Companies emerged in London to clean the bins, and developed the self-contained system of water storage and disposal.

Trudel said similar services are provided in South Florida and south Tampa, but she appears to be the first in Pasco County.

She ordered her truck from a company in Miami. After a four- month wait, she drove it up to Pasco.

“It’s a great thing to drive,” Trudel said.

She offers various pricing plans from one-time-only cleaning to special offers for quarterly, bi-monthly or monthly cleanings.

Trudel is having the time of her life.

“This to me is not a job,” she said. “This is my life. I’m so engrossed in it.”

Public meeting set on roadway connection study

The city of Tampa, Hillsborough County and Pasco County remain at odds over whether Kinnan Street in New Tampa should connect to Mansfield Boulevard in Wesley Chapel.

A 450-page draft report, known as the Wesley Chapel Roadway Connection Study, looks at that road project, as well as two other potential intra-county road connections in the Wesley Chapel and State Road 56 area.

The study says that Pasco County will face substantial costs to address traffic increases — with or without potential roadway connections.

Estimates for intersection improvements in the area, with no road connections, would be about $13.8 million. With road connections, the cost would be about $15.4 million.

A public meeting to discuss the study, and get public input, will be held on May 29 at the Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch, at 2727 Mansfield Blvd.

This is part of a multiphase process taking place over several months.

The focus of the meeting is to get comments on the study, not to get a consensus on what should or shouldn’t be connected, said Pasco County Commissioner Mike Moore.

“We want to hear from people if something is missing and should be added,” Moore said, noting the study is quite detailed.

A power-point presentation will be made at the meeting. Afterward, people will be able to look at maps, and ask questions one-on-one with consultants and county staff members.

Residents can go online now to peruse all 450 pages, and make comments through June 15. An online survey will be posted in the future to get a consensus on which road projects residents want to see completed.

No decision on recommendations is anticipated from the Pasco County Metropolitan Planning Organization until September. A final decision would be left to Pasco County commissioners, who also will need to identify funding sources for future projects.

The issue of establishing a connection between Kinnan and Mansfield resurfaced recently when developers of K-Bar ranch filed an application with Tampa to build more than 700 new homes, south of Mansfield.

The Tampa City Council postponed a vote on the project until June in hopes that an agreement could be reached regarding connecting Kinnan and Mansfield.

Hillsborough and Pasco have been at odds over the connection for more than a decade.

In 2017, the Hillsborough County Commission approved $250,000 to pay for the project.

The study presents four alternatives, including a no-build choice.

Potential road projects include linking Kinnan Street and Mansfield Boulevard, and building extensions of Meadow Pointe and Wyndfields boulevards from Pasco County into Hillsborough County.

If Pasco and Hillsborough elected officials are divided on where to link up their roads, so are area residents.

Nearly 140 people attended a public meeting in April 2017 to discuss opening roadways that divide the counties.

Oral and written comments gathered through the meeting showed Pasco residents split on joining Kinnan and Mansfield, with 36 people against it, and 37 in favor.

However, Hillsborough residents overwhelmingly supported the connection by a count of 63 for and two against.

Pasco looked with more favor on extending Meadow Pointe by a count of 40 to 6, and Wyndfields by 28 to 4. Hillsborough residents favored Meadow Pointe by 67 to 8, and Wyndfields by 50 to 18.

The study also took note of an agreement between the K-Bar ranch developers and the city of Tampa that says Wyndfields can’t be extended until Pasco allows Kinnan and Mansfield to be linked.

Calls being made to widen Old Pasco Road

Some Pasco County commissioners are now calling for the widening of Old Pasco Road before a proposed business park is built on the road.

“I don’t want to see anything built until the road is widened,” Pasco County Commissioner Mike Moore said during the board’s May 8 meeting.

“We need to make sure the entire road is widened. It will be a nightmare for a lot of residents who live across from the site or near it,” he said.

Pasco County Commissioner Ron Oakley also supported the road’s widening. “We realize…we have to look at the road and make sure (the widening) is built sooner rather than later,” he said.

Pasco County Commissioner Jack Mariano suggested that county officials apply for a federal transportation grant from the TIGER (Transportation Investment Generating Economic Recovery) program.

Moore and Oakley revisited the issue on May 10, at Pasco County’s Metropolitan Planning Organization meeting in Dade City.

Moore said the widening project was removed awhile ago from the county’s long range transportation plan and should be put back on the list.

Commissioners have already approved a plan to spend $2.2 million to improve the intersection at Old Pasco Road and State Road 52. That project is scheduled for completion in late 2019.

Work includes pavement reconstruction starting about 1,450 feet south of State Road 52, a sidewalk, storm water, pond construction, signage and turn lanes.

When the business park proposal initially came up in March, area residents opposed the project. They said there were too many uncertainties about the businesses that would open there and how Old Pasco Road would handle the increased traffic.

County commissioners previously expressed general support for the business park, but have twice postponed a final vote. Initially named the Vibrant Sun Business Park, county commissioners asked for a name change to Overpass Business Park.

County officials cited the name change as reason for the most recent postponement. The public hearing will be re-advertised with the business park’s new name.

The new public hearing is set for May 22 at the board’s meeting room in New Port Richey. Board meetings begin at 10 a.m.

Another project is slated for 2019 at Old Pasco Road and Quail Hollow Boulevard.

Proposed road connection remains controversial

A proposed 700-home addition to K-Bar Ranch is reopening arguments on the long-debated road connection of Kinnan Street in Hillsborough County and Mansfield Boulevard in Pasco County.

Hillsborough and Pasco officials have disagreed over the connector for at least a decade.

And, Kinnan and Mansfield remain dead-end roadways separated by a weedy plot of land — about 30 feet to 40 feet long.

Tampa City Council members voted May 3 to postpone a decision on the K-Bar Ranch expansion in New Tampa until June 28.

The added time is to give Hillsborough, Pasco and developers another chance to reach agreement – to connect or not to connect.

However, Pasco isn’t likely to be ready with an answer before September at the earliest.

Pasco County commissioners approved the “Wesley Chapel Roadway Connections Study” in 2017. The study is looking at three potential connectors between the two counties. One is Kinnan and Mansfield.

Other connections under consideration would extend Wyndfields and Meadow Pointe boulevards in Pasco to link with existing and future roads in the K-Bar ranch.

A draft report is scheduled for May 15, but a final recommendation from Pasco’s Metropolitan Planning Organization won’t be presented to the Pasco County Commission until September.

“We’re sticking to our timeline of getting the study and getting public input,” said Pasco County Commissioner Mike Moore. “We represent the citizens of Pasco, not the citizens of Hillsborough or Tampa. That’s what we have to be concerned with, what will have a negative impact, what will have a positive impact.”

For residents of New Tampa, the lack of a north/south connector is a traffic hardship on a daily basis. The drive toward Wesley Chapel follows a circuitous route that adds miles and minutes to the trip, coming and going.

“Many of them feel locked in their neighborhoods,” said Tampa City Councilman Luis Viera. “It’s very important to them to have the connector.”

Viera has, to date, been the lone vote on Tampa city council against the K-Bar project, based on the uncertainty over Kinnan and Mansfield.

“It’s a crisis of governments not really working together,” he said. He added, “I certainly hope we can use all of our power…to advocate for this connection to be made.”

Viera said he would bring up the topic on May 11 at a public meeting of the Tampa Bay Transportation Management Area Leadership Group. The group includes representatives from Pinellas County, Pasco, Hillsborough and Tampa, and generally discusses regional transportation issues.

The meeting will be at 9:30 a.m., at the Pasco County Utilities Administration Building, at 19420 Central Blvd., in Land O’ Lakes.

Area residents in Hillsborough and Pasco have competing petitions at Change.org, for and against the connection.

Meadow Pointe II resident Chris Dillinger organized opposition. He lives near the connector site in Pasco, and has children who attend area schools.

Opening Mansfield to additional traffic is a safety issue, he said. “I’m very, very concerned about it,” Dillinger said.

Meadow Pointe II residents also opposed a rezoning for a 7-Eleven gas station and convenience store at Mansfield and County Line Road. The matter was postponed in January to a “time uncertain.”

7-Eleven wants to build there in anticipation of Mansfield and Kinnan linking, and the additional traffic that will flow onto Mansfield, Dillinger said. “That’s still out there,” he added.
